IS 2019 A GOOD TIME TO BUY A NEW HOME?
THE ANSWER IS… SCOTT BROWN
We frequently hear conversations at the outset of each year about the real estate markets in major Canadian cities. Numerous experts are consulted on their views about the year ahead, industry associations host luncheons and seminars where predictions are shared, and experts share their projections on the future outlook of the market. One way to interpret the real estate market is to look at it like a cook-top. From mid-January of 2017 through to mid-June of 2018, the market had all its burners going. However, in the latter half of 2018, a number of burners – market areas and/or product types – quickly cooled. Looking ahead, the majority of this cooling will continue to be felt in the single-family re-sale market in the new year, largely due to the extent prices accelerated in the past year and a half. This results in a temporary ceiling being hit, and is due to rising interest rates, tougher mortgage rules and government policy changes such as the foreign buyer tax, the empty home tax, and an increase in property taxes. Although the new year will experience some cooling, there will be certain ‘hot spots’, 18

areas and projects that can appeal to first-time buyers and investors who are attracted to certain price points. Appropriate pricing in Metro Vancouver will be paramount, and affordable product priced between $300,000 and $600,000 for condominiums, and townhomes priced between $500,000 and $700,000, will continue to absorb quickly. Even though the sale of condominiums and townhomes have slowed, there are still a number of high-absorption projects on the market. And there is still insufficient supply of new multi-family product for the entry level and mid-market. This product and high-profile one-ofa-kind offerings like Westbank’s Oakridge development will continue to absorb through 2019. With that being said, the question on everyone’s minds remains: Is 2019 a good time for buyers to buy? It depends. The answer will vary between
different buyers and their needs, motivations, goals and outlooks. We have to look at the facts for this one – and that is a growing population and insufficient supply. With the current stress test not likely to be reduced, and a shortage of new homes, this could very well be a great year to get into the market for investors and end-users alike.

In 2016, at the height of the real estate boom, Jeannie and Doug Rae sold their West Vancouver home, bought an oceanfront home on the Sunshine Coast and banked money for their retirement nest egg. Like many Baby Boomers, leaving behind traffic congestion, the high cost of housing and the stress of living in the city was very appealing. Stuart Gray, director, RBC Financial Planning Centre of Expertise, says there are many things to think of before moving to a small community. NextHome caught up with Gray to get advice on everything from what to consider before making a move, to whether or not selling your home and downsizing can fund your retirement. 28

Stuart Gray: You may want to remain close to family and friends who live near you now, as well as your dentist, your doctor, your pharmacist, your library, your community centre. What will a move mean to your family, your friends, your community connections? What essential services does the smaller community offer? For Boomers and seniors, there is an added consideration: Even moving a halfhour away can prove challenging as you get older in retirement, as you may no longer be as physically mobile, or able to drive. NH: How much money should you make on the sale of your home to make the move to a smaller community a smart one? SG: Work with a financial planner
who can walk you through some
budget scenarios and help ensure you have a financial plan in place, so you know your options and can make an informed decision. You may have an RRSP and/or a pension – but those are investment/ savings vehicles; they aren’t a plan on how the money can be used. How will changing where you live fit into that plan? Until you make a plan – starting first and foremost with the lifestyle you would like to lead in retirement – you won’t know what finances you’ll need. This will have a big impact on your options when you retire, including where you’ll live. With the significant increase in real estate values in many Canadian urban centres, the money that goes into your pocket after the sale of your home can be used to purchase a more moderately priced retirement home or condominium and you can use the remaining cash to generate as income to supplement your existing retirement resources. Also, many retirees are looking to rent rather than buy. Your financial planner can help you consider the benefits and considerations that impact your personal situation.

Amidst all the excitement of purchasing a new condo/ townhouse and the anticipation of waiting for your move-in date, an often overlooked, but extremely important item to remember is the walk-through before officially taking possession of your new home. It’s easy to understand how the walk-through can seem like a formality to check off your to-do list, with the moving date pending and so much to consider, however, this is your opportunity to make sure everything is up to standards and you understand how to operate your new home. Speaking with GVHBA member, Glenn Duxbury, of Duxbury and Associates, his advice is straightforward: “Don’t go through it alone. You need to learn how to properly maintain your new home in order to prevent wear and tear issues and potentially void any existing warranties.” In many cases, new owners are first-time buyers and may not be totally comfortable with what to actually look for, so there is no better option than to bring a professional home inspector along for the ride. Glenn notes, “Inspectors know exactly what to look for and what questions to ask when doing a
walk-through, so you can rest easy knowing all the bases are covered during this important process.” If you are dealing directly with the developer, you should expect to receive a manual, although Glenn recommends making time to be shown the entire structure, from the exterior of the roof, down to the foundations, and operating systems, too. SUGGESTIONS TO NOTE INCLUDE:
Ŕ How the different systems work in home (mechanical, heating, electrical, etc.) Ŕ How and when to change an HVAC filter Ŕ Defects and deficiencies you may easily otherwise bypass (think crawl spaces, rooftops, etc., where you may not think to look) Ŕ Tips on how best to arrange furniture to avoid blocking off air supply or cold-air return Ŕ How to adjust hinges on the cupboard doors (as they will shift over time) Ŕ When to change smoke and CO2 detectors Ŕ Generating a list of what works and what doesn’t/parts unfinished Ŕ Marks on the wall or paint touch-ups (new homes) When purchasing a new home, it is important to understand how the warranty coverage works. HOUSING MARKET STABILIZES The average sale price of Canadian homes is expected to increase by 1.7 per cent next year, according to the Re/Max 2019 Housing Market Outlook. Most housing markets across the country stabilized in 2018, after the unprecedented increases in average sales price that many markets experienced in 2017. However, there continues to be some exceptions to the 2018 average sales price gains, particularly in areas outside of the main city centres, such as Chilliwack (BC) and Windsor (ON), which saw 13 per cent gains, London (ON) with 17 per cent and Charlottetown (PEI) with 11 per cent. In British Columbia, reduced foreign buyer activity has opened up more opportunity for local buyers in Greater Vancouver’s condo market. While average residential sale prices for all properties increased by two per cent, from $1.03 million in 2017 to $1.04 million in 2018, the number of sales dropped by 30 per cent. The low absorption rate is expected to bring down average residential sale prices in 2019 by three per cent. Similarly, the number of sales year-over-year has dropped by 33 per cent in Kelowna. Rising interest rates, government policy changes and the mortgage stress test were all factors that contributed to the decline, which is expected to continue into 2019. Average residential sale prices increased by six per cent yearover-year from $674,930 in 2017 38

Canadians may be feeling the pinch of higher interest rates as they move forward with their home-buying plans into 2019 and it is anticipated that the market will continue to stabilize. While a recent survey revealed 31 per cent of Canadians said higher interest rates have not affected their ability to get an affordable mortgage thus far, this is expected to change next year. A separate survey of Re/Max brokers and agents found 83 per cent predict rising interest rates will make it more difficult for Canadians to purchase a home in 2019.

It’s that time again, when people pause to reflect on the year that’s drawn to a close and make predictions about the one that’s just begun. There’s little doubt that 2018 was a turbulent time for real estate. The new stress test, rising interest rates and an unprecedented shake-up in municipal governments have all contributed to keeping many buyers and sellers on the fence. But most industry watchers agree things will begin turning around in 2019, and that’s good news for everyone.
Urban Analytics. Brendon Ogmundson, deputy chief economist at the BC Real Estate Association (BCREA) agrees and predicts that “after having the wind knocked out of the market in 2018,” the new year will bring renewed growth and stability. “There is a lot of pentup demand, especially from retiring Baby Boomers and the Millennial cohort who are now forming households,” he notes.
