he Bank of Canada’s recent announcement to hold its interest rate target at one per cent does not come as a surprise. The rate has been holding at that level since September 2010, which is good news if you’re in the market for a mortgage. There are many excellent mortgage products available from banks and brokers that will suit your individual needs, and could well be lower than posted bank rates, which are currently hovering around three per cent for a variable rate. With a pre-approval in hand, you’re protected if rates rise; if they go down, you’ll likely get an even lower rate. A pre-approval can be a win-win situation for shoppers, since it means you don’t have to wait to get financing approval on a home when

you put in an offer. This is an especially good tool to have when markets are hot. Removing the “conditional on financing” clause could mean your offer is accepted first since you already have your financing in place. So when will rates rise? It’s anyone’s guess, but most experts agree it’s unlikely there will be any significant movement this year. However, we can’t assume that will be the case, and you shouldn’t wait too long to get pre-approved for a mortgage. It can take a few days. Many lenders offer online pre-approvals to make the process faster and easier. Start your new home search off right by taking advantage while you still can.

But, according to at least one new study, it may also be lulling some buyers into something of a false sense of security. A new mortgage poll from CIBC reveals that the percentage of Canadians who are taking steps to repay their mortgage faster is down from 68 per cent last year to 55 per cent this year. And of those taking such action, in two out of three CIBC measurements, fewer people are planning to pay down sooner than later, compared to 2013. Is this an opportunity lost, or a case

of some homeowners being spoiled by the continuing low rates? CIBC seems to think both; Canadians are spending a lot more money on home renovations and summer vacations this year. “With mortgage rates remaining relatively stable and at historic lows for the last few years, some Canadians may not be as focused on paying down their mortgages as when interest rates are higher,” says Barry Gollom, vicepresident at CIBC. While balancing your mortgage against other financial goals, CIBC advises homeowners to increase payment amounts, accelerate payment frequency and make pre- or lump-sum payments whenever possible.

At this time of year, it seems you can’t drive across town without detouring to dodge construction crews on city streets. Edmonton is spending more than $430 million for roadway projects this year. That’s a big chunk of change, but nothing like the investment quietly pouring into residential construction. The value of new home construction and renovations in Edmonton neared $6.5 billion in 2013, according to a new report by Will Dunning Inc. The majority was spent on building new homes, helping to create almost 27,000 jobs in our community and a total of nearly 50,000 jobs across Canada. Construction jobs are among the best paying, so all this work means a lot of fat paycheques – a total of $3.1 billion in wages. Unlike public works projects, residential construction tends to fly under the radar. Perhaps that’s because a lot of work takes place in new neighbourhoods when there are not yet a lot of people around. But out of sight should not mean out of mind. The decision to buy a new home is a phenomenal demonstration of confidence in the future, even if individuals, couples and families who decide to buy a home don’t hold a news conference to announce their spending plans. They are, however, still analyzing the market and agonizing over making the right decision on this major investment. In Edmonton, prospective buyers can see that the region’s solid economic fundamentals are both attracting a rush of newcomers to the city and raising the optimism levels of longtime residents. Every week, it seems, one of the big banks forecasts that Edmonton and the rest of Alberta will out-perform the rest of Canada. TD Economics was the latest with a report early in July that picked Edmonton and Calgary to lead the country in home price growth over the next few years. Statistics Canada just confirmed that Alberta’s job market is the tightest in the country. This positive news has translated into more shovels in the ground. Last year, our industry started work on 14,689 new homes – that’s 40 every single day. So far this year, a dip in big condominium projects has lowered the overall pace of construction starts but demand for single-family homes continues to grow. Builders poured foundations for almost 3,000 new homes in the first half of this year. That’s a healthy five-per-cent increase over 2013.

Consumers also can’t help but notice the spike in new home prices and the big uptick in demand for resale homes. Canada Mortgage and Housing Corp. estimates the average price of a new home is up better than seven per cent since last year. MLS statistics show both the number of homes sold and prices are up. Even with all the trends looking good for Edmonton, there is still a fear factor to overcome because buying a home is by far the biggest investment most consumers will ever make. It does not help that there has been a steady barrage of negative media coverage that focuses on the predictions of a handful of housing analysts who are convinced the sky is about to fall. These predictions first started getting a lot of play in the media back in February 2011 – and they are still getting quoted in news stories today. Fortunately, a lot of Edmontonians ignored the “experts” in the last three-plus years. Over that period, the price of the average resale home in Edmonton climbed from $312,000 to around $372,000. That’s another $59,000 – a very high price to pay for advice from Chicken Little & Co. Target Corp.’s 2013 expansion into Canada – and subsequent retrenching this year – represent an important exercise in economic and community development. The U.S. retail giant announced in 2011 it was moving north with a $1.8-billion acquisition of up to 200 Zellers store leases, with most of the initial openings coming from renovating existing Zellers locations. While the expansion may not have gone quite as planned, with Canadian consumers not exactly enthralled with Target’s product offerings and pricing strategy, there’s no question the move will continue to have a significant impact on the Canadian retail landscape – particularly as the company builds greenfield outlets in new locations. Wal-Mart also recently announced plans to spend $500 million completing 35 supercentre projects over the next year. The U.S. retailer says it will spend more than $376 million to build, expand, relocate or remodel stores, as well as invest additional funds on operational improvements. For homeowners and prospective homebuyers, this is all good news – and a very good reason to pay attention. Such major retail developments are a significant influence on land development and housing. When the likes of Target, Walmart, Costco and other major players set up shop, particularly in a new location, it’s a good sign an area could be on the upswing. Like proximity to mass transit, schools and other amenities, being close to shopping is a major attraction for builders and, of course, prospective homebuyers. These features are among the key determining factors to enjoying your home while you live there, as well as for potential resale value in the future. Large retailers and commercial ventures don’t just pop up in the middle of nowhere or in declining neighbourhoods. These companies make careful, long-range and well plannedout decisions in lockstep with municipalities and developers, based on hard data, research and demographic information. This is why major retail expansion is good news: it’s an indicator the economy continues to strengthen; and, for those looking to buy a home, it’s a sign to look out for new or

HOW MUCH IS TOO MUCH? You have to be confident to use black, and you need to know how much to use and where. Whether in bits and pieces or in a bold stroke turn to classic black to get you the drama you want in your home’s interior design.

To help with this, I’ve compiled a quick list of questions to help you make your black room amazing. •B RING ON THE LIGHT. Assess your room(s) light. Do you have a lot of natural sunlight? If not, increase your incandescent lighting to compensate, or ensure you have that high-light colour to balance it out.

•H IGH — LOW. Do you have high ceilings (minimum 9’ or up) paralled with sun light ? Having both will help your end result. If you don’t have either, then make sure you add more light with lamps, and whiter more glossy accessories. • HOW MUCH IS TOO MUCH. Choose the amount of black you are going to incorporate. Go big with black on all the walls or just one wall – will you use paint, or use elegant wallpaper? Balance carefully with other large items to ensure balance. • ACCESSORIES ONLY. Can’t commit to a wall or ceiling? Add black in your accessories and artwork. Chairs, picture frames, lamp shades, toss cushions or drapery. Better yet – paint that old side table high gloss black!

Albertans tops among Canadians

IN TERMS OF PAYING DOWN THEIR MORTGAGES FASTER A new CIBC poll finds there has been a significant decrease in the number of Canadians using today’s low interest rates as an opportunity to accelerate repayment of their mortgages. Alberta residents, however, are among the tops in the country at taking actions to pay down their mortgages faster. While more than half of Canadians with mortgages (55 per cent) are taking one or more actions to pay their mortgages down sooner, a similar poll last year found that more than two-thirds (68 per cent) were taking steps to accelerate their repayments. The poll also finds Canadians with mortgages saying, on average, that they will be 58 years of age before they become mortgage-free. KEY FINDINGS OF THE POLL INCLUDE:

» 5 5 per cent of Canadians with mortgages are taking one or more actions to repay their mortgage faster, down from 68 per cent in a similar poll last year » A mong those taking some action: • 3 2 per cent accelerated their payment frequency (down from 42 per cent in 2013) • 2 8 per cent increased their payment amount (compared to 30 per cent last year) • 1 8 per cent made a prepayment / lump sum payment (15 per cent in 2013) » 5 8 is the average age that Canadians with mortgages expect to be mortgage-free, a small increase from age 57 in last year’s poll “A mortgage is the largest debt most Canadians will take on in their lifetime, and being mortgage-free is an important goal for many,” says Barry Gollom, vice-president, secured lending and product policy, CIBC. “With current low interest rates, this may be an opportune time to make progress against your mortgage – even a few small changes can make a big difference in the length of time it takes to pay off your mortgage and the amount you pay in interest charges.” Recent research from CIBC shows that Canadians are spending more this year on other items such as home renovations (up 30 per cent from a year ago), and summer vacations (up 20 per cent from last year). “With mortgage rates remaining relatively stable and at historic lows for the last few years, some Canadians may not be as focused on paying down their mortgages as when interest rates are higher,” says Gollom. “Generally, paying off debt as quickly as possible is a smart decision, but you do need to ensure you’re not focusing on your mortgage at the expense of your other financial plans, or by increasing debt elsewhere.” Paying off your mortgage sooner can result in significant savings, which can have a large impact when applied to your other financial goals. 42 NEW HOME GUIDE | AUGUST 1-29, 2014

Here are some specific examples to show how the savings can add up, using a mortgage of $250,000 (the Canadian average), with a 4.99-per-cent interest rate and a 25-year amortization, and regular monthly payments of $1,453: » I ncrease payment amount: Taking the regular monthly payment amount and topping it up by $147 per month would save you four years and $34,362 in interest on your mortgage. »A ccelerate payment frequency: Most Canadians are paid every two weeks; aligning your mortgage payments with your pay deposit and making accelerated bi-weekly payments of $726 would result in saving four years off the life of your mortgage, and a reduction of $30,970 in interest charges. Combining this with increased payments as above (an extra $74 bi-weekly) would together save you seven years and $57,182. »M ake pre-payments/lump sum payments: Not a lot of families have a few thousand “extra” dollars lying around, but even using your annual tax refund towards your mortgage can make a difference. The average Canadian tax refund is $1,600 – applying that amount to your mortgage each year would reduce the amortization by four years and save you $33,103 in interest. Using all three of these strategies in combination would shave nine years off the life of your mortgage, and result in total savings of $73,785. “Employing one or more of these strategies does take some planning and discipline,” says Gollom. “If becoming mortgage-free sooner is something you want to achieve, it’s important to look at your mortgage as part of your overall financial picture, and to balance your mortgage payment plan against your other goals.” AVERAGE AGE CANADIANS EXPECT TO BE MORTGAGE-FREE, BY REGION:

Before you jump at the chance to snag the lowest rate, read the fine print in your agreement to see if your new mortgage product comes with any of the following:

While most mortgages in Canada are closed, some mortgage products’ restrictions are tougher than others. » LOW PREPAYMENT PRIVILEGES. Most products give mortgage holders the option to increase their monthly mortgage payment amount once per year and/or make lump-sum payments throughout the year. While many lenders offer 20 per cent/20 per cent prepayment privileges (meaning you could increase your payment by 20 per cent each year and/or make a lump-sum payment of 20 per cent of your original mortgage), some promotional rates only offer 10 per cent/10 per cent. » COLLATER AL CHARGE. If the lowest rate ends up being for a collateral mortgage, you’ll want to carefully consider how taking one on could affect your finances in the future. Collateral mortgages are readvanceable mortgage products that allow you to borrow money from your home at anytime, without having to refinance (and pay the legal fees to do so). Sounds great, right? Unfortunately, they also lock you into staying with that particular lender, even when your mortgage comes up for renewal. To get out of a collateral mortgage, you would need to hire a real estate lawyer (and pay legal fees). » C LOSED MORTGAGE. While most mortgages in Canada are closed, some mortgage products’ restrictions are tougher than others. For example, the 1.99 per cent fixed-rate mortgage product Investors Group offered a couple months ago didn’t allow borrowers to prepay, negotiate or refinance their mortgage throughout the three-year term. The only way to break your mortgage in that agreement was to sell your home. Again, if you are someone who wants to pay down your mortgage debt fast or may need to borrow from your home in the future, this may not be the best product for you. Of course, if your mortgage product comes with the lowest rate on the market and has few restrictions, you should jump at the chance to get it! But if you have any concerns about what’s included in the mortgage agreement, don’t be scared to shop around and find the right mortgage for you – even if it doesn’t come with the absolute lowest rate.

Right on track with the busiest moving season in Canada, my own family is packing up and moving out. Over the past couple of months, I have experienced all that comes with the home selling and buying process, and now I find myself at the peak of all the excitement. I’ll admit that I haven’t changed homes very many times in my life. I can count my moves on one hand. And after going through the process of packing, clearing and cleaning a whole house worth of stuff – or “junk,” as my husband affectionately calls it – I can honestly say that moving officially tops my “mosthated things to do” list. The fact that my husband and I opted for a do-it-yourself move doesn’t help matters. What also complicates things is the fact that my sale and purchase close on the same day. So, between running to my lawyer’s office, renting vans – yes, plural – packing up the last of our “junk,” moving out and moving in, it’ll be a hectic day to say the least. I must say, my husband and I are on track with it all, but I can certainly see why many choose to go with a pro rather than taking the DIY route. Sure, doing it yourself gives you some control – of your stuff, your timing and your costs. Unless you’ve made errors in judgement, in which case, all that goes out the window. You’ve “eyeballed” your house and its contents, and you’ve chosen a truck that “should be big enough.” But halfway through loading it, you realize you’ve packed only a quarter of your stuff and now your options are to rent a second truck, run about 20 loads of boxes to Mom and Dad’s place, or get rid of a lot of stuff. It’s not a decision you want to make at the last minute, which is when the realization that you’re not properly prepared usually sets in. If you’ve ever moved, you’ll likely

agree that using a professional moving company is worth every penny. Many moving companies offer services far beyond just loading the truck and driving it across town. Movers can help plan your moving day, pack and even unpack for you. They will assess the size of truck you’ll need, the amount and type of packing materials, and they know how to handle awkward and heavy pieces that might otherwise leave you scratching your head. Professional movers know to expect the unexpected, ensuring you’re not stuck at crunch time. When you’re shopping for a moving company, don’t expect to find one at the last minute – especially if you’re moving at the end of June or July, like many other Canadians also are. Do your research and hire a reputable company well in advance. The Canadian Association of Movers offers some tips when shopping for a moving company: » Find reputable movers through the Canadian Association of Movers. » Check with the Better Business Bureau (BBB), and/or your provincial government’s consumer protection agency. » Ask three movers for estimates in writing. » Get the terms and conditions of your move in writing. » Ensure you know how your goods will be protected for loss or damage. The next time we move – which won’t be for a very, very long time – we will seriously consider hiring a professional mover to literally shoulder some of the burden.

Bank of Canada CONTINUES TO HOLD INTEREST RATE The Bank of Canada has announced that it is maintaining its target for the overnight rate at one per cent. The Bank Rate is correspondingly 1.25 per cent and the deposit rate is .75 per cent. Total CPI inflation has moved up to around the two per cent target in recent months, sooner than expected. Core inflation has also increased but remains below two per cent. Recent higher inflation is attributable to the temporary effects of higher energy prices, exchange rate pass-through and other sector-specific shocks, rather than to any change in domestic economic fundamentals. Over the next two years, inflation is projected to fluctuate around two per cent as these temporary effects ease and the downward pressure on inflation from economic slack and heightened retail competition gradually dissipates. The global economy is on a lower growth track than was foreseen at the time of the April Monetary Policy Report. Serial disappointment with economic performance during the past several years has mainly reflected the impact of private-sector deleveraging, fiscal consolidation and, especially, the lingering effect of uncertainty on business investment and trade. Nevertheless, the Bank continues to project that global growth will gather momentum as these headwinds abate. Given the downgrade to the global outlook, economic activity in Canada is now projected to be a little weaker than previously forecast. Weighing these considerations within the Bank’s risk-management framework, the monetary policy stance remains appropriate and the target for the overnight rate remains at one per cent. The Bank is neutral with respect to the timing and direction of the next change to the policy rate, which will depend on how new information influences the outlook and assessment of risks. In general, a cottage interior tends to choose a limited palette and stick to it, so pick one hue to repeat in smaller or larger doses from room to room (and if you want a little extra punch in a key area, try small hits of red for spice). LET WOOD REIGN: Naturally, wood is one of the first materials you think of when you think “Cottage inspired” – but you must know how to use it right. ›› To create a feeling of consistency, I typically recommend running wood floors as far as possible, even into the kitchen – it can survive the occasional spill if you treat it properly. Embrace wood with visible graining, such as Mir Hardwood’s Reclaimed Parquet collection (which mixes woods for rich character). ›› For those who prefer a hard surface, consider an inset tile “mat” for the kitchen, entry or other wet areas – it keeps the floor flush (and there’s no sisal rug to try to wash the mud or red wine out of). ›› Plank walls give the textural look of a cottage cabin interior, but unless you live directly on the water, you may find this much wood a bit overwhelming. Paint it out a white or pale colour to maintain an airy relaxed vibe, or go for a deep espresso stain and break up the wood with white accents such as art and drapery.

Subway tile (such as 1-by-3-in. rectangles, typically) is a versatile classic that can appear either modern or traditional depending on the details. ›› The most popular form of contemporary subway tile is crisp white porcelain, but you don’t have to go so minimal. Consider a tile with a more organic surface shape and subtle, uneven colouring, to bring in some traditional warmth, or choose a style with a bevelled edge for a sleek touch of class. ›› A cottage inspired kitchen is also a great place to play with the colour of your tile grout – the geometric patterns of subway tile (or any other shape) can be highlighted with dark, contrast grout, or you could even choose one with a colour infused to add a playful accent. Take the total price of the home and subtract the amount of money you expect to make as a down payment. This is the money you will have to borrow.

Because of flexibility, this is ideal for borrowers who plan to sell their homes in the near future or who want to switch from a short-term mortgage at high interest rates to a longer term when mortgage interest rates fall. CLOSED MORTGAGE: Usually has the lowest interest rate available but lacks the flexible features of other mortgage options. A good choice for those who want the security of knowing their monthly payment is fixed for a longer term. Prepayment options are available but they are subject to conditions. PORTABLE MORTGAGE: Flexibility if borrowers move. Borrowers can take the mortgage to their new home or can transfer it (usually with the consent of the lender) to the purchaser of their old home. This is an attractive option if the rate on the existing mortgage is lower than current rates.
