Have you ever wondered why new condo costs keep climbing so steeply even as interest rates rise? I suppose everyone wants to blame the greedy builders trying to squeeze every dime from the consumer. I am going to present some surprising facts around something called “soft costs” which is how much tax is built into every deal, both directly and indirectly. A builder client recently provided me with a breakdown of the different types of taxes paid on a one-bedroom condominium. I think it is important you, the consumer, understand just how much you are paying in taxes on that new-home purchase.
As a result of an over-abundance of report requirements from the city a developer/builder now faces all of the non-construction costs of roughly 50 per cent of the cost of building.
Now, what are other soft costs are added in on top of those shown? Housing outlook calls for moderate price growtH

According to the just-released Housing Market Outlook report published annually by Canada Mortgage and Housing (CMHC), the Canadian housing market is destined to see a moderation in sales and housing starts over the next two years. As far as house prices, the report states that they will be more in line with economic fundamentals such as income, job and population growth with “balanced conditions prevailing.” In the Greater Toronto Area, expect a moderate increase in sales and home prices that rise in line with inflation as well as a continued demand for rental properties, which is good news for buyers and real estate investors alike. As the cost of home ownership continues to rise, CMHC suggests that the Toronto rental market will still require a steady supply of rental accommodations to be added to the market, and that Toronto buyers could see more “housing choices” from developers and builders who will be concentrating their efforts on building high-rise projects. In terms of the provincial housing market, the report says Ontario’s diminished sales activity in 2018 will see a “partial recovery” in the upcoming year, with homebuyers re-entering the market thanks to better-than-expected job growth and in-migration. GTA households want to buy homes buT AffordAbiliTy is A challenge

Every fall, BILD invites experts on economics and housing to join us for breakfast and speak to our members about what the GTA housing market will look like in the coming year. This fall was no exception and I was heartened by much of what I heard about current and future trends from Patricia Arsenault of Altus Group and Dana Senagama of Canada Mortgage and Housing Corporation (CMHC). I also saw we have much left to do around housing supply and affordability in our region. There’s no doubt we have a lot to look forward to in the GTA. Economic conditions are expected to be solid in the short term, with the employment growth rate projected to be 1.8 per cent in 2019, according to Arsenault, who is Altus Group’s Executive VicePresident, Data Solutions. More GTA households than last year are planning renovations of over $5000 in the next year, and the percentage of GTA households that currently rent but plan to buy a home in the next year has rebounded after softening last summer, according to Altus Group’s survey. But these survey results only indicate what homeowners and potential new home buyers intend to do, not what they are ultimately able to do, and Arsenault noted 12 NextHome+CondoGuide | Nov. 10–24, 2018
that households may take longer to save for that first home in the face of new mortgage hurdles and housing affordability challenges. The prices of condo apartments, which used to offer potential home buyers a more affordable choice than single-family homes, have been rising, reducing the advantage of this option. In September, the benchmark price of new condo apartments was $789,643 and the benchmark price of new single-family homes at $1,119,533. Despite rapid price gains in both ownership and rental markets, the supply response has been weak or inelastic, said Senagama, who is CMHC’s Manager of Market Analysis. That means our housing supply is not rising in response to increased demand for housing and the corresponding increase in the prices of homes, as the law of supply and demand would lead us to expect. In fact, Senagama showed that Toronto is one of the markets in Canada that are not at the risk of overbuilding. I was not surprised to hear this. BILD has consistently delivered the same message. We have said that we are not building enough
housing to accommodate the 115,000 new residents who are arriving in our region every year. We should be building 50,000 homes every year, and last year we only built 38,000. A big reason for this supply shortfall is the lengthy development process that housing projects face in the GTA, slowed down by outdated regulation and red tape. We should be updating zoning bylaws and official plans and streamlining the list of conditions for municipal approvals, so that we can build the housing our growing region needs. Only then will potential home buyers be able to afford to make their dream of owning a home a reality. In mid-October the Building Industry and Land Development Industry (BILD) held its annual Economic and Housing Outlook Breakfast. One of the keynote speakers was Dana Senagama, the Manager of Market Analysis for the Canadian Mortgage and Housing Corporation (CMHC). One of the first charts she displayed is CMHC’s Housing Market Assessment, in which they indicate that the Toronto housing market is highly vulnerable to overvaluation. I don’t know the methodology they use for calculating whether Toronto is fairly valued, but I trust they have a lot of analysts and data scientists with a lot of experience crunching the numbers. In March and April of 2017 the market was clearly overvalued, but I’m not convinced it is today. However, the assessment that CMHC has made in the past which I always had issue with was their contention that Toronto was vulnerable to overbuilding. Despite there being 71,276 new housing units under construction in the Toronto Census Metropolitan Area at the end of September, we’re still not building enough to satisfy demand. CMHC has now concluded that we are not overbuilding, and the Bank of Canada is no longer warning about condo construction numbers either – too bad it took so long. 14 NextHome+CondoGuide | Nov. 10–24, 2018

Senagama points out that the measures implemented by the government to reduce housing demand like the non-resident speculators tax in 2017, and the new mortgage stress test in 2018 have resulted in much lower resale house prices, but she thinks their impact will be short-lived, as supply is not keeping up with demand. A survey she presented shows Torontonians agree, with 45 per cent of respondents expecting housing prices to increase over the next 12 months (30 per cent expect no change, 15 per cent answered “I don’t know”). Another interesting chart that Senagama presented was the number of real estate investors in major Canadian cities. The results were interesting as people tend to blame investors for driving up housing prices, but Montreal with relatively affordable housing has over 200,000 real estate investors, compared to less than 150,000 for the hugely unaffordable Vancouver – but those numbers don’t control for population. The next speaker, Patricia Arsenault from the Altus Group pointed out that Canada intends to increase immigration to 340,000 a year and 30 per cent of that growth is headed to the GTA. With fewer resale housing transactions, much fewer single-family new housing completions in 2018 and 2019, and this big increase in immigration in the GTA, there will be some upward pressure on prices (offset by higher interest rates), but major upward pressure on rental rates.

The sentiment I got from chatting with industry participants in the room is that they are generally bullish on the market moving forward, and 2018 has been a bit of a strange aberration in which different segments of the market are moving in opposite directions. If you’re looking for a new home, hire a good realtor that is really tapped into the market. If you’re a developer that needs some help on values at your next site, give me a call. In uncertain times, it can’t hurt to get a second opinion. But at least we can all agree that we’re not overbuilding. Finally.

As Canadians, we spend a lot of time talking about the weather. This year’s wild weather has certainly given us lots to talk about – and the winter promises a steady supply of conversation starters. For Ontario alone, the Farmer’s Almanac is forecasting “wide swings in the weather pendulum” and “occasional spells of tempestuous conditions”. When extreme weather happens, Tarion will often receive calls from homeowners asking whether storm-related damage is covered under the warranty plan. New homes that are designed and built to Ontario Building
Code standards are expected to withstand Ontario’s normal weather conditions – like ice, snow, high winds and heavy rains. Under the Ontario New Home Warranties Plan Act, however, warranties do not apply to damage resulting from an “act of God”. An act of God is a natural event that is unexpected and unavoidable and causes damage that is beyond the control of the builder. A high wind, for example, is not an act of God unless it is of such exceptional strength that no builder in Ontario could be reasonably expected to anticipate its force. This means that the act of God exclusion only applies to extraordinary occurrences or conditions of nature that could not have been reasonably
foreseen or guarded against. Examples include tornadoes, earthquakes and extreme winds. So, if you’re a new home owner whose home has been damaged by an ice storm, heavy snowfall or high wind, what do you do? You should contact your builder who in turn should inspect the damage to determine if warranty coverage applies. If it’s not covered, you may be able to make a claim for it under your home insurance. If a home owner reports damage after a weather event and the builder believes the act of God exclusion applies, the onus is on the builder to prove it. For example, if roof shingles on a newly built home flew off on a windy day, the builder would be required to replace the shingles unless the builder can prove the shingles were installed properly and became detached only because there was an extraordinary wind. As we contend with Mother Nature’s extremes, what constitutes ‘normal’ Ontario weather may change and so may the requirements for building homes to withstand it. 1 Preheat the oven to 350°F (180°C). Grease and line the bottom and sides of an 8-inch (20 cm) square pan with parchment paper.
• 2 cups (300 g) all-purpose flour • 1 cup (100 g) regular rolled oats (not instant) • cup (150 g) packed dark brown sugar • 1 tsp ground cinnamon • 1 tsp ground ginger • 1 tsp baking powder • cup (175 g) unsalted butter, melted

2 For the base, stir the flour, oats, sugar, cinnamon, ginger and baking powder in a large mixing bowl by hand. Add the melted butter and stir until the mixture is rough and crumbly (like a fruit crisp topping).
3 Firmly press two-thirds of this mixture into the prepared pan and bake for 12 minutes, until browned just a little at the edges. Cool in the pan on a wire rack. Leave the oven on.
4 For the filing, arrange the sliced apples on top of the baked crust (it’s okay if it’s still warm). Drizzle ½ cup (125mL) of the warm caramel sauce over the apples, and then top with remaining crumble mixture, pressing down gently.
5 Bake for 30 minutes, until lightly browned. Let cool I the pan on a wire rack to room temperature.
6 Drizzle the remaining ¼ cup (60mL) of caramel sauce over the pan and then chill uncovered for a least two hours before slicing.
7 Thaw the bars overnight in the fridge before finishing them with the caramel drizzle.

1 Place the water and lemon juice in a medium saucepan and then add sugar (do not stir). Bring to a full boil on high heat, without stirring, until sugar becomes amber. As sugar cooks, occasionally brush sides of pot with water to keep it clean and prevent sugar from crystallizing.

most Canadians aware of new mortgage qualification rules The majority of Canadian homebuyers are comfortable renewing their mortgages and are familiar with the new mortgage qualification rules, according to a report released Oct. 18 by Canada Mortgage and Housing Corp. (CMHC) in its annual Mortgage Consumer Survey (MCS). CMHC conducted an online survey of 4,000 prime household decisionmakers who had undertaken a mortgage transaction in the past 12 months. “Shopping for a mortgage can be overwhelming, so the more information you have, the better your experience,” says Carla Staresina, vice-president, client relationship management CMHC. “We’ve expanded our survey to give us greater detail on what Canadians want when looking for a mortgage and how they go about the process. We also now have more insight into important groups like Millennials and firsttime buyers.” Sixty-eight percent of those surveyed had renewed their mortgage, 15 per cent had refinanced and 16 per cent had purchased a home with mortgage financing (nine per cent first-time buyers and seven per cent repeat buyers). Almost half agreed they would feel comfortable using more technology to arrange their next mortgage transaction. Nonetheless, the majority said it is important to meet face-to-face with their mortgage professional
when negotiating and finalizing a mortgage. Overall, most homebuyers obtained a mortgage loan only, a fixed interest rate, a five-year renewal term and 25year amortization period. Fifty-two per cent of homebuyers were aware of the latest mortgage qualification rules. About one-in-five first-time buyers indicated that the rules impacted their purchase decision, with most opting to decrease nonessential expenses, purchase a less expensive home or use savings to increase their down payment. While homebuyers are generally satisfied with the advice they receive from their mortgage professional, they said they would like more information on interest rates, types of mortgages available to them, current and long-term mortgage strategies, mortgage or house purchase fees as well as tools to manage their mortgage.
When compared to other factors such as type of neighbourhood, proximity to work and overall condition of the home, affordability topped the list with more than 50 per cent of buyers worrying about paying too much for their home. Nearly one-third said they worry about rising interest rates and mortgage qualification and 37 per cent felt concern or uncertainty when buying a home. Eighty-five per cent of first-time buyers spent the most they could afford on their home purchase and 76 per cent said they are confident they will be able to meet their future mortgage payment obligations. More than 22 per cent of firsttime buyers were newcomers to Canada and almost 50 per cent of first-time buyers were Millennials (ages of 25 and 34) down from 60 per cent in 2017. nexthome.ca 31

aoyuan introduces the community to M2M with a pop-up park, live fitness classes and neighbourhood block party
This fall, over 9,000 sq. ft. of real grass, cedar trees, and lawn games including life-sized Jenga, chess, and Connect 4, blanketed the pavement of Newtonbrook Plaza and became the backdrop for an M2M Block Party. Over 600 people from the Yonge and Finch neighbourhood and around the city came to check out the lush green pop-up park and engaged in various activities including complimentary yoga, tai chi and stretch classes. The block party also featured a healthy gourmet BBQ, as well as a variety of interactive entertainment including dancing, face painting, henna and wandering magician. The community event was hosted by Aoyuan Property Group, an international real estate developer known for integrating health and wellness amenities within its master-planned communities. Now laying roots in Toronto, Aoyuan will transform the dated shopping plaza and parking lot near Yonge and Finch subway and GO station into M2M Condos, North York’s first true live-work-play community. Plans for the 8.6-acre site include five residential condo towers, 180,000 sq. ft. of office and retail space, a daycare, community centre, and a new public park. A new active laneway will connect the new public park to Yonge Street, facilitating access for the neighbourhood. A network of smaller scaled streets will wind through the M2M community, connecting residents to the new park and playground, and finer-grade retail. The pop-up park installation and free community was intended to provide the neighbourhood a preview of Aoyuan’s plans for the new mixed-use village that will soon begin to take shape. “Newtonbrook is set to become new destination for North York. It will have all the conveniences typical of a downtown neighbourhood. You really won’t have to go anywhere far if you live here,” says Vince Santino, Sr. Vice President of Development of Aoyuan. “We are excited to be celebrating these changes with the Yonge and Finch community while introducing them to Aoyuan’s focus on healthy living.” As part of Aoyuan’s emphasis on putting healthy living first, there will also be a large fitness
and wellness component to M2M’s amenities. Interconnected green spaces connect a wide range of suites from one-bedrooms to larger townhome units. Third floor condo amenities include a theatre and children’s play area along with a double height yoga lounge and fitness studio that faces an internal courtyard. The ninth floor features a BBQ, party room, and waterfall infinity pool with prime western exposure. Following the sold-out success of their initial launch in June, Aoyuan is now releasing brand new suites at M2M. Located on the upper floors of M2M’s first tower, the new layouts will have breathtaking views of nearby residential greenspace, a new park to the east and urban landscapes that stretch down Yonge Street.
