No one loves stress, particularly when it comes to buying a home. So when the federal government introduced more stringent mortgage qualification rules – known as the “stress test” – in January, well, it made people nervous. Rightly so, it seems. The new regulations had their desired effect of making sure buyers didn’t purchase more home than they should. But here we are in July, and we’re still feelign the effects. “Stress test continues to weigh on housing markets, but stability beckons,” is the latest Conference Board of Canada analysis. Home sales showed signs of levelling off in May, despite ongoing pressure from such government policies, the Board says. From April to May, home sales dropped in only 12 of 29 housing markets analyzed. Transactions levelled off in Toronto, but were mixed in other Golden Horsesehoe cities. Pricing was uneven among Ontario cities, but Toronto’s prices edged higher. Translation: Housing is returning to more normal market dynamics. Buyers, if still feeling the stress, can take some comfort in more stable conditions.

GROWTH PLAN HAS HAD AN IMPACT ON HOUSING AFFORDABILITY

In June 2006, the province of Ontario brought in the Growth Plan for the Greater Golden Horseshoe to plan for growth, protect the environment and help achieve a high quality of life for Ontarians by increasing density. The intent of the policy was to build up in GTA cities instead of out in the suburbs. The policy has had its intended outcomes, but unfortunately, it has also had the unintended consequence of contributing to the increase in the prices of new homes in our region. The Plan aimed for more compact development and for less land to be used to accommodate more people and jobs. Among the Plan’s series of policies and targets was the requirement for 40 per cent of all residential development to occur within existing communities in order to reduce urban sprawl. The updated Growth Plan, which came into effect in 2017, has raised that target to 50 per cent until 2031 and 60 per cent thereafter. Implementing the Plan has been onerous, to say the least. Municipalities have had to adapt to its guidelines and have faced challenges from all sides. Initially there was a lack of market demand for high-density living. Buyers still wanted their single-family homes and balked at condos. There was resistance from long-term 16 NextHome.ca
residents who did not like how the faces of their neighbourhoods were changing, and the demand for higher-density communities put a strain on existing infrastructure, slowing down construction as new infrastructure was slow to come on line. As the Plan envisioned, since 2006, the new-home industry has built far more high-density condo developments and fewer single-family homes. According to the Altus Group’s new-home sales data, as of April 30, 2018, there were only 4,339 single-family homes available for purchase in the GTA. That is a 74 per cent decrease from the 16,560 new single-family homes that were available at the end of June 2006, when the policy came into effect. However, despite the industry building to government policy, demand for single-family homes is as strong as ever, and that has had an impact on prices. The benchmark price for a new single-family home in April 2018 was $1.15 million. Seeking more affordable options, many new homebuyers have now turned to purchasing new condos, which in turn has driven up the prices, with the benchmark price for a condominium apartment at $739,965 in April 2018. Today in the GTA we have a huge disparity between the new housing type that is available for purchase and what consumers can afford to buy. Reducing perceived urban sprawl is a well-intentioned goal. effect on new-home prices. As the municipal elections approach, we encourage voters to talk to candidates to expedite the availability of designated land, make it shovel ready with the right infrastructure in place, and zone land appropriately so the industry can build homes that people can afford to buy. JOHN ZANINI FOUNDATION SPONSORS CLIMB WALL AT TULIP FESTIVAL On Tuesday, May 29, the Mimico Village Tulip Festival saw hundreds of local families enjoy the entertainment as they strolled along Royal York Road, stopped into some of the local shops and viewed the many decorated tulips stationed along the street. Children and parents alike sampled tasty cotton candy and ice cream and meandered through the varied vendor tables in the Market area. A highlight was the climbing wall at Hay Avenue sponsored by the John Zanini Foundation and Dunpar Homes. Children lined up to try their hand at scaling the wall. Experienced rock climbers John Zanini, president of Dunpar Homes and founder of the John Zanini Foundation, and Lisa Rogers of CityLine stopped by to give the children some safe climbing tips and demonstrate their skills as they shimmied up to the top. The John Zanini Foundation was established to assist at-risk youth and support post-secondary
education within the community of Etobicoke. The goal of the foundation is to support at-risk youth by way of shelter, counselling and training to help children build healthy, successful and empowered lives. It’s a cause that’s very close to Zanini’s heart and a passion project to which he’s deeply committed. Through the foundation, Zanini also funds The Jean Augustine Centre for Young Women’s Empowerment (jeanaugustinecentre.ca). This organization is focused on building the self-esteem and self-worth of young women and girls ages seven to 17 years old by changing their outlook on life and broadening their horizons through programs focused on the arts, life skills, academic success and leadership. Zanini lives and works in Etobicoke and has transformed a number of areas in the community through the building of well-designed, high-quality townhome complexes.

OVERSUPPLY OF CONDOS? NO OVERSUPPLY OF ANALYSIS? YES

Many people, it seems, with opinions on the future of the Toronto housing market are getting media attention. Too few of them, however, actually have adequate market knowledge to make such forecasts. The condominium market in Toronto has been a magnet for terrible forecasts that never pan out, many being made by fringe analysts. Despite these inaccurate outlooks, these “experts” continue to be sought out for their opinion. Forecasting is difficult; my own prediction for 2017 new condominium sales in the Greater Toronto Area GTA was about 10,000 too low! Yet people complain that I’m too optimistic. Approximately 35,000 new condominiums sold last year, and many of the units were in preconstruction projects that are now seeking financing to start building. Assuming they’re successful, the GTA could see a new recordhigh number of condominium apartments under construction. Whenever the level of highrise units hits a new high, the same rhetoric and recycled opinion is thrown out: Toronto is building too many units, there aren’t enough people to fill all these condos, investors will get nervous and flood the market with suites 30 NextHome.ca
and prices will crash. After making the same prediction for the past 10 years, maybe they’ll be right in 2018, but I doubt it. Over the past decade, the average number of new condo units completed annually in the Toronto Census Metropolitan Area is 16,500, according to data from CMHC. Between June 2017 and May 2018, there were 15,710 completions, lower than the long-run average. Keep in mind that in 2015, CMHC reported that there were nearly 33,000 condo completions, more than twice as many as the last 12 months. New and resale condo prices didn’t rise as quickly in 2015 as in other years, but they didn’t crash, investors didn’t sell on mass and there wasn’t the “massive oversupply” that had been all but guaranteed by some pundits in the years prior. But as they say, maybe this time is different – rising interest rates and expanded rent control might spook investors, and the Trump tariffs could stunt the economy. The new mortgage stress test will drive buyers to the more affordable condo market, the 30-year high population growth in Ontario will fill rental demand for investor-held condos, and with 700,000 Millennials in the Hamilton, Toronto and Oshawa CMAs looking to start their own households (per a recent Ryerson University study), there should be plenty of warm bodies looking for rental and condominium homes over the next decade. It’s unlikely we’ll have a condo oversupply
problem over the next three years. Take all forecasts with a grain of salt (mine included), as there is more likely an oversupply of housing analysts than one of Toronto condo units. Buy for the long term, buy what you can afford, and do your own research. Good luck. STONE & SOUTH WATERFRONT CONDOS ON THE ST. LAWRENCE RIVER IN GANANOQUE Like the Thousand Islands that surround it, Gananoque is a destination. The islands – actually more than 1,800 of them in the St. Lawrence River, straddling the border of Canada and the U.S. – have been summer playgrounds for well-heeled “islanders” for generations. Founded as a mill town in 1789, Gananoque is quite literally “The Gateway to the Thousand Islands.” And this waterfront community of about 5,000 embraces everything about it – from preserving a history in boat making to promoting some of the best musky fishing in the province. Developers typically boast about their projects’ location, features, amenities, “walk to everything…” But at Stone & South, it’s actually true, and you really can. Have guests in town? The Gananoque Inn is a one-minute walk down the street. Like live local theatre? The Playhouse is maybe a three-minute walk. And, for the record, local theatre doesn’t mean amateur. In late June, The Buddy Holly story was playing to a string of 10 straight sellouts. And the talent? Appearances at Toronto’s Ed Mirvish Theatre punctuate the actors’ resumes, while Director James MacDonald has directed at Stratford and Shaw. And if you want to entertain your group in style at home, Stone & South’s party room, the Upper Deck, has indoor and outdoor space. This, too, with beautiful views of the St. Lawrence.
Want to cruise the Islands? A handful of carriers offer boat tours from one to five hours, leaving from the main public marina area – again, within easy walking distance. Looking for a bite or a drink afterward? A number of award-winning inns, restaurants and pubs are a casual stroll away. Because of its proximity to Kingston (34 kms), Ottawa (166) and Toronto (288), two out of three potential buyers are not from Gananoque. “In their late 50s, early 60s… people who, if they haven’t already retired, they’re planning for it,” says Hamilton. “They come here and love the area, and see the value of Stone & South. BUYING OFF THE PLAN TIPS TO HELP YOU PURCHASE FROM A FLOORPLAN

If you’re a first-time condominium buyers for whom price is a major deciding factor, then it’s wise to start looking early on in the selling cycle. In addition to the best selection of suite designs, you’ll also find the most attractive price points. This also means you will likely purchase from floorplans. For many people, visualizing three dimensions from a twodimensional representation is difficult, usually because they are unfamiliar with how floorplans are labelled. So let’s take a look. Somewhere on the plan will be its marketing name, total square footage of the interior layout and balcony or terrace area, and a diagram called a “key plate” that features a shaded area indicating where the suite is located in the building’s floor plate. Although plans may differ slightly among builders, typically there are abbreviations and symbols that are universal. The first thing to realize is that floorplans are drawn as though you are looking down at the suite from above. Room dimensions are included with the width first, and arrows indicating from which wall to which wall that number represents. Many of today’s openconcept plans include an L-shaped main living area, so knowing those dimensions helps greatly with determining furniture placement. Where doors are concerned, the 34 NextHome.ca
icons on the plan show you which way they swing. Overlapping rectangular lines indicate sliding doors to a balcony or terrace. Flooring is interesting. If the floor area is blank, ask the sales representative about the standard flooring that’s included in the purchase price. Parallel lines indicate hardwood or laminate. Squares usually mean ceramic or other stone tiles. When it comes to kitchens, you may find everything from lines indicating appliances to a blank square for the fridge, a square with four circles for the stove, and dotted lines in the middle of a counter signifying uppers above it. Icons with small circles (for drains) in the middle are sinks. If you see dotted lines at the edge of a counter or island, it means there is an overhang under which you can place stools. A dishwasher may be included, but if not, there should be a dotted line where it would go. Going beyond the kitchen, W/D is the abbreviation for washer/ dryer, and you may see LIN for linen closet and/or WIC for walkin closet. Squares with an “X” inside mean the fan coil units for distributing heating and cooling are in there. Reading bathroom plans is easy, as the sink, toilet, and tub or shower are obvious. As you browse floorplans, you will notice that some lines are a bit thicker than others. These walls contain plumbing, electrical or structural elements. This is a great help at your colour selection appointment, as you will know you can’t move these walls as a customizing option. Bottom line? Make sure you
understand everything on the floorplans you are considering. If you have the opportunity to tour a model, hold the floorplan as you go, and you will see firsthand how the two-dimensional representation “lives.” And remember that buying early in the selling cycle means you are likely to build equity more quickly!

CLAIR WEST When Graywood Developments launched SCOOP condos in the summer of 2016, it was the first new condo project to hit that particular stretch of St. Clair West since – ever. Graywood was attracted to the potential of the area, citing early signs of momentum and the authentic community vibe that permeated the area. “Cities like Toronto develop in pockets, and this stretch of St. Clair from Old Weston Road to Caledonia was primed for smart, community-oriented developments,” says Stephen Price, president and CEO, Graywood Developments. “With SCOOP, we introduced a new form to the area, inviting purchasers to come see the changes taking place. This is a community that welcomes smart, contextual development. That is exactly what we’re aiming to deliver.”

We’re delivering more residences and working with a new set of materials. We’ve evolved the form to reflect the ambitions of the community. This will be a new landmark in the area,” says Purnomo. Dan Cowling, partner, SMV Architects, echoes the sentiment. “With SCOUT, we really have the scale to propel the street forward. What’s emerging is a streetscape that reflects the great neighbourhood that is already here. That sentiment manifests itself in the design. A glass box wouldn’t really suit the area, so we aimed for a warehouse aesthetic with a focus on masonry.
