The average price of a new single-family lowrise home in the Greater Toronto Area is more than $1.2 million. Think about that for a second – $1.2 million. That’s not even for a new detached home, whose average price is in yet another stratosphere, $1.6 million. At these prices, then, when consumers are putting down huge deposits, it stands to reason that the protection for those funds also increase. Enter programs such as Westmount Protect, from Westmount Guarantee Services Inc., Markham. For buyers, this purchaser deposit insurance plan for freehold homes protects 100 per cent of your deposits – at no cost to you – compared to the limit of $40,000 in coverage from Tarion Warranty Corp. Builders, meanwhile, benefit from providing purchasers with additional peace of mind, helping separate their developments from the competition. The program launched this fall, with Great Gulf as the sole builder-partner to date. In the new year, however, Westmount Protect will be open to other developers so they, too, can provide this extra comfort to buyers. With so much at stake in high-priced housing, the program is an idea whose time has come.

FINALLY, SOME ACTION BUT IS ONTARIO’S PLAN TO INCREASE HOUSING SUPPLY ENOUGH?

It’s something home builders in the GTA have been asking for for years, and finally, the Ontario government delivered. The province recently announced immediate steps to streamline the approvals process for new housing developments, intended to bring more housing to market sooner and address a growing affordability issue. Ontario released a 14-point action plan that includes recommendations for better aligning infrastructure and land use planning, supporting forward-looking zoning, providing additional guidance for municipalities implementing provincial land use policies, and creating a task force to determine how best to advance electronic permitting in Ontario. “Expediting the approval process for new developments has been something BILD has been saying for years,” Bryan Tuckey, president and CEO of the Building Industry and Land Development Association (BILD), told NextHome. “When projects wait years to be approved, it creates a supply shortage of new homes in builders’ inventories. This issue is a root cause to the dramatically increasing cost of
housing in the GTA “We are pleased to see that the government has finally come to realize this. There is a growing body of research that clearly shows that prices are increasing because the supply of new housing can’t keep up with the demand, due to intensification

policies and the lack of serviceable developable land.” But is the action enough? It’s a legitimate question not just for homebuyers, but also the economy at large. Indeed, the housing industry employs almost 200,000 people in the province and contributes more than $14 billion to Ontario’s economy. “The GTA is in a housing crisis and bold action is required to address this issue,” says Tuckey. “It is more critical than ever for the government to support the Growth Plan. The province’s
changes represent a small step forward in reducing the red tape that the industry faces. We may see these changes assist in the medium term.” The plan is certainly a step in the right direction, but BILD continues to ask the province to support its Growth Plan by: • Ensuring that municipal zoning bylaws are updated to conform to the plan • Investing in, approving and building needed infrastructure quickly • Taking an active role in turning NIMBY into YIMBY by educating the public about intensification. Tuckey has been an important outspoken voice on these issues in recent years. And as he prepares to retire at the end of the year, these are matters BILD’s new CEO will have to keep front and centre for the industry’s – and homebuyers’ – benefit.

Young families in Toronto are looking into high-density communities to raise their children. This remarkable trend is happening in condominium neighbourhoods across the GTA. Most recent census data reports that 42 per cent of all people in Toronto reside in condos, and the City of Toronto reports that 32 per cent of households with children live in midrise and highrise buildings (as of 2011). The City has responded by launching a study to examine how best to accommodate the needs of children in high-density developments. Growing Up: Planning for Children in New Vertical Communities includes public consultation and will explore issues such as unit size and layout, building and city amenities and well as the design of the public spaces. The building and land development industry is responding to the demand for family-friendly condos, and many new highrise developments feature larger suites, extra storage space, outdoor space and childfriendly amenities. A key component of building family-friendly condominiums is designing suites that are practical and appealing to parents with young children. affordable, while ensuring there is ample space to store toys, bicycles and strollers. For children who live in the inner city, playgrounds can be found within the surrounding neighbourhood. The City and the industry have met the challenge by creating innovative public spaces for families such as Canoe Landing Park at CityPlace, Underpass Park in the River City development and Sherbourne Common on East Bayfront. In CityPlace, two elementary schools are now under construction, along with Canoe Landing Child Care Centre and Canoe Landing Community Centre that include a gym and outdoor play areas. All of these facilities are in one building, making it a great place for neighbourhood children to make new friends. At Bathurst Street and Queens Quay Boulevard West, the Waterfront School (JK-08) shares space with City School, a high school that focuses on the
environment. The Waterfront Neighbourhood Centre, also in the same building, offers programs for kids as well as their parents and grandparents and features outdoor and indoor basketball courts. As prices of new lowrise homes in the GTA continue to reach all-time highs, more and more families are calling new condominiums home. CANADIAN HOUSING STARTS STEADY IN OCTOBER National housing starts trended upward slightly in October, according to Canada Mortgage and Housing Corp. (CMHC). “The trend in housing starts essentially held steady in October following a decrease in September,” says Bob Dugan, CMHC’s chief economist. Last month’s upward trend saw 216,770 units, compared to 215,153 units in September. This measured a six-month moving average of the monthly seasonally adjusted annual rates (SAAR) of housing starts. 24 NextHome.ca NextHome.ca | GTA
The trend measure is used as a complement to the monthly SAAR of housing starts to account for considerable swings in monthly estimates and obtain a more complete picture of Canada's housing market. The standalone monthly SAAR of housing starts for all areas in Canada was 222,771 units in October, up from 219,293 units last month. The SAAR of urban starts increased by 2.5 per cent to 205,935 units, multiple urban starts increased by 12.5 per cent to
149,593 units and single-detached urban starts decreased by 17.1 per cent to 56,342 units. In Toronto, total housing starts were lower, with the most pronounced declines occurring in the single-detached home and apartment starts sectors. Total housing starts in London were down significantly in October compared to the same time last year. However, singledetached starts posted the highest levels for the month of October since 2007.

It is reported that one in seven people in Ontario has a disability, including more than 40 per cent of people over the age of 65. Until now, those with mobility needs have been faced with a lack of new residences that offer comfortable, maneuverable surroundings. The ADP is based on the principles of the Accessibility for Ontarians with Disabilities Act: Independence, dignity, integration and equality of opportunity –
characteristics that are in line with Daniels’ corporate philosophy. Barrier-free living continues throughout the amenity spaces and common areas as well, such as power door operators, larger turning radii, lowered concierge desks enabling direct eye-to-eye contact from a seated level and accessible kitchens in party rooms. Recognizing that mobility needs vary among individuals, Daniels offers purchasers the opportunity to consult with the ADP team to further upgrade their suite to meet their specific requirements. “People who use mobility devices should be able to select from homes designed with contemporary styles and finishes, yet are functional,” Cohen says. You get dressed, go upstairs and rap politely on the door. After a lengthy conversation with your neighbour, you realize nothing is going to change and you’re faced with an unbearable future of sleepless nights, interrupted dinners and a home life that is a mess.
The first thing to do is what you already did: Speak to the offending occupant and then put your complaint in writing. Wait a reasonable time and then send a second letter, keeping copies of each. If you get no results, the

time has come to write to the condominium corporation and ask them to enforce the rules and make the noise stop. Generally, the condo has the full power to require the offending unit holder making excessive noise to install carpet, cease and desist or adjust their hours. Give the condo corporation a reasonable time to effect compliance and send another letter. If, after a number of attempts, the condominium corporation does not comply, it is time to seek
a lawyer. Your lawyer will force the condominium corporation to enforce its bylaws. On Jan. 18, 2013, the Supreme Court of Ontario decided this point. In the case of Dyke v. Metropolitan Toronto Corp. No. 972 [2013] O.J. No. 301, Mr. Justice E.M. Morgan dealt with such an issue. The facts in their simplest form were that a unit holder on the floor below was subjected to the unit occupant above running a dance studio on wooden floors. Justice Morgan found that the condominium corporation “breached its duty to ensure compliance with its own bylaws and rules.” Justice Morgan ordered the condominium corporation to take all reasonable steps to ensure compliance with its bylaws and rules. In other words: make the offending unit occupant comply. The condominium corporation was ordered to pay special damages in this case. The conclusion is this: you have a right to quiet enjoyment of your unit provided the bylaws or rules support your position. DON’T LISTEN TO THE NONSENSE ON TORONTO’S NEW HOUSING MARKET

There is so much nonsense written about the new housing market in the Greater Toronto Area (GTA), you have to be very careful. The so-called experts tell you not to buy a new home, as the only people who buy new homes are speculators and foreign investors, and you’ll end up in a building of empty units and renters. While technically such a scenario may be possible, 99 per cent of those units are leased out, and the tenants are paying the high rents that a new building commands. It was announced in early November that a very highdesign new condominium project was canceled, purchasers will receive their deposits back with interest, but missed out on the chance to live in such a stunning project. Buyers also missed out on value appreciation in the market since they purchased. The anti-development crowd is quick to jump on such news to try to convince people that new developments are extremely risky. I wrote a blog a couple years ago entitled “Low-Rise is Low Risk” that showed that 99 per cent of units in new single-detached subdivisions launched to the public between 2000 and 2013 were actually built. However, the share is lower for highrise condominiums at 88 per cent (based on data from Canada Mortgage and Housing Corp. and 34 NextHome.ca NextHome.ca | GTA

The Altus Group). Recent Altus data shows that 532 new condo projects came to market in the GTA between the start of 2013 and September 2017, and 35 have been canceled (seven per cent). For more than a decade, people have been calling for a crash in the new condominium market, citing oversupply, too many investors, overleveraged purchasers, greedy developers and offshore capital. They’ve been wrong for 10 consecutive years. Many housing bears recommend waiting for prices to come down. However, if you’re in a new home sales office looking at a price list, those prices are likely the lowest you’ll ever see for units at that project. Developers might offer some decent incentives if the market slows, but they rarely decrease prices to entice prospective buyers; sales is all about creating a sense of urgency. If you buy a new single-family home or condominium apartment, there is a slight chance it will not come to fruition. Developers can get caught up in approvals for various

reasons, and some run into trouble securing construction financing. But if you know the actual data in its proper context, you can make an informed decision. There is a lot of nonsense being spread about the new housing market, much of it spewed by folks with little knowledge and no experience in the sector. Whenever someone is quoting numbers, especially percentages, ask them about the long-term context of that data before agreeing or disagreeing with their statements and conclusions. There are a lot of figures out there to digest, so do your research.

THE COMPLEXITIES OF CONDOMINIUM DESIGN
BARBARA LAWLOR We tend to take some things in life for granted, especially in the world of highrise condominium design and construction. As you walk or drive through urban areas past condos, you may find you get caught up in “judging” buildings based solely on their architecture. In fact, the end result is much more than the vision of the developer and architect. The municipality also has a big say in what can be built on a piece of land, and even in how the suites are numbered so firefighters can easily locate specific suites in smoke-filled corridors. Think about it: A condo is a vertical community that is home to hundreds of residents. The scope of design complexities is enormous. When proposing a condominium, the developer must conform to zoning requirements, setbacks, angular planes, shadow impacts and height restrictions. A developer may work with an architect and come up with a preliminary design, only to find that city council won’t approve the height or shape. Usually, compromise is necessary to achieve consensus, but occasionally, cases are taken to the Ontario Municipal Board, which can override the decision in the developer’s favour. Local residents have a say in public meetings, and developers have to consider how construction will occur with the least amount of disruption to their lives. Engineers and other consultants help to determine the interior details that accommodate the building’s many parameters. A large party room may require a column in the middle to accommodate the structural load bearing for the space. If a suite has a sunny exposure, it may be necessary to include a box containing a fan coil unit. Plumbing stacks have to be lined up vertically for multi-family living. Then there are elements such as waste deposit facilities that can handle recycling and provide enough space for municipal trucks to turn around in. Architects have to think of residents

moving in and out of suites, and provide elevators that can be loaded from a dock big enough for a moving truck. For security purposes, from the lobby, the concierge has to be able to see who is entering and leaving the building. Lower levels have to be spacious enough for parking and lockers, and so on. Condominium design and construction are tremendously complex, so it is best to purchase from
a company with a proven track record. When shopping for your new condo, if you find yourself thinking why things are done a certain way, there was likely a good reason for each decision and detail. And consider yourself fortunate to be selecting from some of the most exciting condominium choices and finest developers in the world. YOUR MORTGAGE EARLY? ALYSSA FURTADO Paying off your mortgage ahead of schedule has traditionally been a part of a healthy financial plan. Until the last 10 years or so, you could expect to pay between five and six per cent (or higher) interest on your mortgage, which made quickly paying off your mortgage a no-brainer. But with mortgage rates hovering closer to 2.5 or 3.0 per cent, paying off your mortgage early is no longer necessarily the best option. Instead, investing may be a better option. Let’s look at why. As of early November, the S&P/TSX Composite Index has averaged an annual return of 5.69 per cent over the last five years. This return is higher than current mortgage rates, which means you could potentially see a greater return by investing the money instead of putting it towards your mortgage. Of course, there are no guarantees when it comes to the stock market. Markets fluctuate and year-over-year returns are hard to predict. One key error both die-hard investors and die-hard mortgage payoff proponents make is failing to understand the role of diversifying your investments. The adage “don’t put all of your eggs in one basket” rings true in both scenarios. If you hustle to pay your mortgage off quickly, the result is 100 per cent equity in a piece of land with a home on it. But a paid-off home is illiquid and difficult to tap into if you need a sudden influx of cash. You could use a home equity line of credit

DEVRON HELPS Devron Developments recently teamed up with Sheridan Nurseries, Quadrangle Architects, landscape architect Janet Rosenberg + Studio and interior design firm II BY IV DESIGN to raise money for the Children’s Wish Foundation. For two weeks, an exhibit of designer pumpkins, inspired by the Lawrence Park community, was located at the corner of Lawrence Avenue and Strathgowan Avenue. Devron donated $50 to the Foundation for each individual post on social media with the hashtag #NaturallyLP, and raised $2,000 in total.
“This is a special community, and we wanted to introduce Devron in an intimate way that speaks to our shared sensibilities,” says Devron’s COO, Pouyan Safapour. “As an additional token of gratitude to our new neighbour Sheridan Nurseries, we wanted to help raise some money for one of their preferred charities, Children’s Wish Foundation.” Tiffany MacDonald, provincial director, Ontario of the Children’s Wish Foundation, thanks Devron for the donation, and says, “Wishes really do work wonders, and the wonder of a holiday is always a creative way to get the

DIXON HALL CONSTRUCTION TO START ON YOUTH CENTRE Construction on a new youth centre in Regent Park will soon begin thanks to funding from various supporters. Dixon Hall Youth Centre was demolished in 2015 during the redevelopment of the area and since then, the community organization has been in temporary locations. “This is an immensely important facility for the youth we serve, and the Regent Park community,” says Neil Hetherington, Dixon Hall CEO. “We are so grateful to the federal and provincial governments for their support of this vital project, and to our other generous 44 NextHome.ca NextHome.ca | GTA
contributors who have helped turn this dream into a reality.” The federal and provincial governments are each contributing up to $250,000 and the City of Toronto is providing $1 million. The Toronto Community Housing Corp. is leasing the land at no cost, Daniels Corp. will build the project at cost and Dixon Hall has raised more than $5 million. The 10,000-sq.-ft. youth centre will be located at the corner of Wyatt Avenue and Nicholas Avenue, next to the new Regent Park athletic grounds. The project will benefit the surrounding area and will include a welcome centre,

Tennessee Tavern Grant Van Gameren’s latest restaurant has opened to rave reviews. Focusing on Eastern European cuisine, Tennessee Tavern offers Bavarian dishes such as “the pile,” featuring veal schnitzels, a paprika spiced pork sausage, smoked pork loin, dill pickles, sauerkraut and carrot salad. Cafe Cancan Cafe Cancan, formally Harbord Room, is the latest French contemporary restaurant to open in Toronto. Owned by Victor Barry and his wife Nikki Leigh McKean, of Piano Piano fame, Cafe Cancan serves French classics such as escargot French onion soup and an entire foie gras menu, as well as contemporary dishes such as Barry’s Burger. The restaurant is open for brunch on weekends and they also offer a late night snack menu. Kū-kŭm Kitchen Toronto is now home to a new indigenous restaurant that immediately caught critics’ attention when it opened in mid-July. Focusing on food made with indigenous ingredients, the restaurant celebrates the culture of Manitoulin Island, where Chef Joseph Shawana grew up. NATIONAL HOMES HONOURS CANADIAN VETERANS AT THE FOREST
On the eve of Remembrance Day, National Homes paid special tribute to Canadian war veterans at its Bradford community, The Forest. National hosted a special community event at the Bradford Public Library to honour Canadian veterans who fought in wars over the past century. Memorabilia on display included a First World War motorcycle and a scrapbook from a WWI General. Members of the 4th Canadian Mounted Rifles were on hand to discuss the provenance of the artifacts, and Grade 8 students from Fieldcrest Elementary School sang O Canada to open the presentations. Bradford Mayor Rob Keffer attended and was presented with a limited edition print, “Home and Overseas,” by renowned Canadian artist Dave Sopha, as a gift to the town from National Homes. Some of the streets in The Forest will be named after veterans from both world wars, and street signs will bear the trademark poppies. “We are honoured to be a part of the town of Bradford and to have the opportunity to name the 54 NextHome.ca NextHome.ca | GTA

Sometimes, we get so bogged down with all the things on our “to-do” list that we forget to take time for ourselves. Here are some tips to help simplify your life. Live in the moment. We have become a society of multitaskers, but in an effort to be more efficient, we have robbed ourselves of the pure pleasure that comes from performing simple tasks. Next time you wash dishes, fold laundry or set the table, focus only on the task at hand. Engage your senses. Notice the fresh smell of clean laundry, the rainbow colours in the soap bubbles, the beauty of a table set with care (candles, flowers and cloth napkins). You’ll feel less frazzled and more peaceful. Let go of the “shoulds.” Next time you catch yourself thinking guilt-inducing thoughts like, “I should go to the gym” or “I have to wash the windows,” shift your perspective. Find a way to make the task more enjoyable so you can replace the “should” and “have to” with “like to,” “want to” or “could.” Re-framing your thoughts in this manner puts you in control because you are deciding to do the task out of desire, not criticism. Another option is to re-evaluate the task to see if it really is a necessity or if you can drop it from your “to-do” list altogether. Put yourself out there. Life
has a way of flowing effortlessly when we put ourselves out there. If there’s something you’ve been wanting in your life, take one small action toward it and notice how other things fall into place. It could be a simple phone call you’ve been putting off, a book you’ve been meaning to read or a website you’ve wanted to visit. Do it now and have faith in the power of taking that first step.

Tie up loose ends. Regularly schedule one hour a week to devote to tying up loose ends. Are catalogues piling up on every flat surface in your office? If you’ve had them for more than three months and still haven’t read them, it’s time to take an honest look at whether they are
adding value or complicating your life. Go online and remove your name from catalogues you don’t read, and cancel magazine subscriptions that clutter your life, drain your energy and rob you of peace of mind. You can always purchase the odd magazine or two when you have some extra time to devote to reading. Make bill paying easier by synchronizing due dates. Paying bills can be time consuming and difficult to keep track of, especially if they are due at various times throughout the month. Consider calling all your creditors and having the due dates on your monthly bills changed to either the 1st or the 15th of the month. Put a reminder on your calendar to ensure that they’re paid on time. Consolidating tasks saves time and mental energy. Create kits to make life easier. Items that are used together should be stored together to make tasks easier and save you time. Store all your car-wash supplies in one bin; your gardening supplies in another. Imagine how much easier it will be to wrap gifts when your gift bags, cards, scissors, bows, tape and pen are all stored together. While it can be a walk down memory lane for those who sentimentally use the same ornaments every year, with all of the gorgeous, on-trend pieces each holiday season, it’s always fun to introduce something new. embraces the season. Colour combinations move beyond red and green, drawing from current styles – from stark black and white to a bright, bubblegum palette. Style ranges from elegant to traditional to rustic. Have fun and add a designer touch to your holidays. This year, style maven Janette Ewen partners with Home Depot to bring you her top tips for trimming the tree.
JANETTE EWEN’S TIPS FOR TREE DECORATING 1. PICK A LOCATION. Choose a low-traffic area away from fireplaces and heaters and secure your tree in place. Try placing your tree in a planter box for a more modern look or add a tree skirt for a traditional feel. 2. PRUNE TO PREP. If you’re using a live tree, study it from a distance. Prune any small growths that jut out from the top and bottom of the branches. 3. FLUFF TO PERFECTION. With a faux tree, fluff and shape the branches to hide the trunk and make the tree look fuller. Be sure to check the branches from different angles to spot any neglected areas. Wear gloves to protect your hands. 4. ILLUMINATE. When selecting lights, choose a strand colour that matches your tree so the wire will be easily hidden. Start at the base of the tree and work your way up, wrapping lights around every branch from trunk to tip and back. 5. ADD GARLAND. Start at the top of the tree and slowly increase the amount of garland between each row, as you work your way down. Plan to use two strands of garland for every vertical foot. 6. PICK A THEME. Stay true to your personal style by decorating your tree to reflect the style of your home. Ornaments don’t have to match perfectly to look flawless – just remember to repeat and have fun with it. 7. PREP THE AREA. Place towels or blankets under the tree to protect fragile items in case any accidents occur. Hang antique or delicate ornaments near the top of the tree, where they will be less likely to get knocked off. 8. SHOWCASE YOUR FAVORITES. Start by placing ornaments with sentimental value in prime positions and follow up with more dominant pieces to establish a rhythm. Next, hang large ornaments, spacing them evenly around the tree and fill in with any medium- and small-size decorations. 9. EVALUATE. Always take a step back when decorating to see which areas need filling. Hang a few ornaments closer to the trunk to create depth and interest and don’t forget the back of the tree. Finish dressing your tree by adding any specialty items, such as clip-on ornaments, faux flowers or icicles.
10. PLACE YOUR TOPPER. Whether it’s an angel, a star or an oversized bow, remember to use a topper that complements the profile of your Christmas tree. For a tree with a traditional full silhouette, opt for a more brilliant topper such as a star or an angel. For narrow or slim trees, try an elongated topper to enhance its slender form.

SAUDADE LEARNING ONE’S HERITAGE Growing up, Canadian-born Nancy Fernandes would spend her summers in Portugal. Her father hailed from the north and her mother from the south. Over these sun-soaked summers, Fernandes would experience the country as a whole, moving from the sea of the south, with its cork, arid landscapes and Arabic influences. Up north, she would be enveloped by greenery, exposed to the textiles and filigree and comparative wealth. Regardless of where Fernandes was, her feet would sweep across stunning terracotta tiles as she witnessed her heritage firsthand. With Saudade, her design shop in Little Portugal, she can share that love with others.

While her love of Portuguese design and craft permeated her life, it wasn’t until she realized she needed another creative outlet that the wheels started turning. “I didn’t see what I knew in Portugal,” Fernandes says. “I didn’t see it represented here.” Teacher to many students of Portuguese decent, Fernandes yearned to share her passion and knowledge with them and others in the community, passing on the information in a visual and tactile manner. And so, with the help of her friend and then business partner Connie Freitas, Fernandes decided to set up shop. After a long search for the right space, she finally landed on one that was perfect. “I didn’t want Little Portugal to be forgotten,” she says. “I want to be part of the history and the growth.”

THE ETYMOLOGY OF A SHOP
Today, Fatima Santos, Fernandes’ best childhood
friend and business partner, helps her run Saudade, which has been in business since May 23, 2015. Inside, Saudade is bright and welcoming, with rainbow-coloured goods beckoning from every which way. Handwoven baskets wink from just beyond the entrance. Soaps are tucked into geometric wrappings, which sit pretty on shelves; their production history reaches back to the 1800s. Everything has a story behind it, some of which are printed beside the objects themselves. Ceramic roosters called Galo de Barcelos are a symbol for the Portuguese people’s joie de vivre; as the (very condensed) story goes, a theft was committed and a man was able to prove his
innocence with the aid of a rooster. As for wool blankets from Burel, Fernandes can barely keep them in stock. She shares the tale of both the company and surrounding town being revived thanks to renewed interest in the product. As for the name itself, the term “saudade” translates from Portuguese to indicate a feeling of longing. And at Saudade, that nostalgia has been expressed in the most beautiful way. MAINTENANCE FEES WHY DO THEY KEEP RISING?
JEANHY SHIM One of the most common questions condo boards are asked is: “Why do maintenance fees keep going up?” The simple answer is: Condominium corporations are legally registered not-forprofit entities that cannot offset increasing operating costs by “making money” from any sources other than through maintenance fees. So as long as the costs of goods and services needed to operate a building go up, so too must maintenance fees. Therefore, the best strategy for condo boards is to focus on actively managing costs on a regular monthly basis (not just at budget time) and to involve all residents and owners as part of the ongoing solutions. CONSIDERATIONS AND CONSTRAINTS
There are five major categories of expenses associated with operating a condominium corporation: Building utilities; building operations; reserve fund contributions; staff and operating contracts; and general administrative and insurance costs. However, not all costs can be entirely controlled because some are essentially non-discretionary and some are discretionary. • Non-discretionary costs are those which the condominium corporation has little or no ability to control due to limited 74 NextHome.ca NextHome.ca | SWO
competition in providers (insurance, electricity, water) or due to regulations or code compliance (mandatory reserve fund contributions, monthly fire alarm testing, elevator load testing). For most buildings, nondiscretionary costs represent the majority of operating expenses.

• Discretionary costs are those which the condominium corporation has more control or complete control over by deciding which services to offer (24-hour security, building operator), which service providers to use (cleaners, landscapers), managing consumption (common area utilities) or changing the scope or work (reduce security hours). Condominium corporations are also legally obligated to maintain all common elements amenities and services originally defined in the Declaration, so fundamental changes to (or elimination of)
these amenities or services cannot be made unilaterally by a board and must be formally approved by nearly all owners (typically more than 90 per cent). In addition, overall building operating costs inevitably increase once developer and manufacturer warranties expire, particularly after year two, as the condominium corporation starts assuming and must start budgeting for costs that were once assumed by others. A condominium building’s age also has a disproportionate impact on budgeting for utility costs within the first five years, in particular, due to the lack of history on consumption over time and various weather conditions. Nature and activities of building residents can also impact maintenance fees in unpredictable ways, particularly if legal actions are required by the condominium corporation for compliance or enforcement. Next issue, we’ll look at what condo boards can do to proactively manage operating costs. STONEY CREEK WHERE TRADITIONAL MEETS MODERN HOT SPOTS

Formally a separate municipality, stoney creek amalgamated with the City of Hamilton in 2001. It begins east of the Red Valley Parkway, including the area from Lake Ontario up to Rymal Road, and ends where Grimsby begins, at Fifty Road/11th Road East. The area is popular with families, young urban professionals as well as seniors. THE VIBE
Most of the original settlement took place below “the Mountain” (aka the Niagara Escarpment), where you’ll find lovely Victorian and Edwardian enclaves, as well as more recent mid-century neighbourhoods, all very well maintained. But there’s been a recent housing boom in the formerly very rural upper town, where several new subdivisions have grown in the last decade, with many more on the horizon. MEET THE NEIGHBOURS

CANADIAN HOME SALES EDGE UP AGAIN IN OCTOBER National home sales increased slightly in October, according to statistics released by The Canadian Real Estate Association (CREA), although numbers were below levels from last year at this time. Home sales via Canadian MLS Systems edged up 0.9 per cent, but remained almost 11 per cent below the record set in March of this year. Activity in October was up from the previous month in about half of all local markets, led by the Greater Toronto Area (GTA) and the Fraser Valley, together with a number of housing markets in the Greater Golden Horseshoe region. Actual (not seasonally adjusted) activity was down 4.3 per cent, extending year-over-year declines to seven consecutive months. Sales were down from year-ago levels in slightly more than half of all local markets, led overwhelmingly by the GTA and nearby cities. “Newly introduced mortgage regulations mean that starting Jan. 1, all homebuyers applying for a new mortgage will need to pass a stress test to qualify for mortgage financing,” says CREA President Andrew Peck. “This will likely influence some homebuyers to purchase before the stress test comes into effect, especially in Canada’s pricier housing markets.” National housing prices, according to the Aggregate Composite MLS HPI, rose by 9.7 per cent year-over-year, representing a further deceleration
in gains since April and the smallest increase since March 2016. The deceleration in price gains largely reflects softening price trends in Greater Golden Horseshoe housing markets tracked by the index. The year-over-year increase in the national singlefamily benchmark home price diminished further, continuing the trend in place since May 2017 and making it the smallest year-over-year increase since March 2015. Apartment units again posted the largest year-overyear gains of 19.7 per cent followed by townhouse/ row units, up 13.2 per cent, one-storey single family homes up 6.3 per cent and two-storey single family homes gaining 5.8 per cent. Price gains slowed further from last year at this time in Greater Toronto, Oakville-Milton and Guelph; however, prices in those markets remained well above year-ago levels with Greater Toronto up 9.7 per cent, Oakville-Milton up by 8.3 per cent and Guelph home sales up 13.2 per cent. The actual (not seasonally adjusted) national average price for homes sold in October 2017 was just under $506,000, up five per cent last year. The national average price is heavily skewed by sales in Greater Vancouver and Greater Toronto, two of Canada’s most active and expensive markets. Excluding these two markets from calculations trims more than $120,000 from the national average price to just above $383,000.

Q+A WITH PETER MILCZYN, MINISTER OF HOUSING, MINISTER RESPONSIBLE FOR THE POVERTY REDUCTION STRATEGY by MARLENE EISNER
NextHome chats with Minister of Housing Peter Milczyn about the government’s Fair Housing Plan, the Housing Delivery Group and affordable housing in Ontario.
In April, the Ontario government announced the Fair Housing Plan in an effort to make housing more affordable for homebuyers and renters. The plan includes 16 measures to meet its goals, including establishing the Housing Delivery Group. The mandate of the Housing Delivery Group is to work with individual developers, municipalities and other organizations to increase the supply of rental and affordable housing by reducing barriers to specific housing projects. Housing Minister Peter Milczyn is in charge of this portfolio. NextHome: What are some of the
main barriers preventing housing projects from being built? Peter Milczyn: Our priority is to make sure people have an affordable place to call home, regardless of whether they are renting or buying. That is why we are taking action to make housing more affordable for homebuyers and renters through the Fair Housing Plan. The Fair 94 NextHome.ca
Housing Plan is 16 comprehensive measures to help more people find an affordable place to call home, while bringing stability to the real estate market and protecting the investment of homeowners. One of the 16 points of the Fair Housing Plan is the creation of the Housing Delivery Group, a group of dedicated provincial employees to identify barriers to specific housing development projects and work with developers and municipalities to find solutions to build more housing in priorities areas set up by the province, including affordable housing, rental housing, seniorsfriendly housing and housing with family-sized units. We want to find ways to champion projects that meet provincial goals, like purpose-built rentals, seniors housing and family-sized units. Residential developments often need to meet multiple municipal and provincial approvals, as well as address site-specific considerations while working with local communities to explain their projects. It’s not so much about barriers as it is about streamlining. The Housing Delivery Group will work with all parties involved to streamline the development process and tackle some of the challenges that prevent housing projects from being built. That will help us get more people into affordable housing.
NH: In what ways do you envision
the Housing Delivery Group helping to streamline the process? PM: I was proud to announce that Paula Dill, an experienced planner and project facilitator, will lead the group. She and her team will work to identify unnecessary slowdowns and find solutions to build housing in places where it is approved and makes the most sense. That means identifying projects that are provincial priorities (purpose-built rentals, seniors-friendly housing, and housing with family-sized units) and working across ministries and governments to get them built. Paula will be a champion for these projects. NH: Why was Dill chosen to lead
the group and what are some of these issues? PM: Paula was chosen because
she is the best person to champion specific projects that meet provincial objectives. Her role as Ontario’s Provincial Land and Development Facilitator provides her with a good perspective on the issues the Housing Delivery Group will work on. Paula has a long history of public service, which will be useful for her new role, as she will be working across several ministries to identify the best opportunities to streamline housing developments. She has demonstrated both a
comprehensive and unique understanding of Ontario’s political and public sector environment and has successfully resolved a range of complex, multi-jurisdictional issues for almost a decade. In addition, her experience within senior roles at the city of Toronto and the province of Ontario provide her with a unique perspective on provincial planning and municipal affairs. NH: How does this tie in with,
or reflect, the city of Toronto’s Open Door Affordable Housing Program, which provides developers financial incentives including capital funding and fees and property tax relief, fasttracking planning approvals, and activating surplus public land? PM: We have a strong relationship
with the city of Toronto, and I’ve been working with the mayor to find ways to get more housing built in the city. As a former Toronto city councillor and chair of the Planning & Growth Management Committee, I know the challenges that he faces. The mandate of the Housing Delivery Group is to identify barriers to specific housing development projects and work with developers
and municipalities to find solutions. As the group staffs up, the ministry will review the range of existing housing programs focused on supporting housing development projects, and build upon these as appropriate to develop strategies and action to help bring new developments to market. NH: What is the timeline or
processes involved regarding accepting and then implementing recommendations made by the Housing Delivery Group? PM: Paula Dill will build the team over the fall. The Housing Delivery Group will consult with municipalities, the building and development sector, other ministries and other associated organizations to identify and evaluate potential residential projects. Municipalities, developers, various organizations and the public can also ask the team to consider specific projects. NH: Both the Canadian Real Estate Association (CREA) and the Bank of Montreal (BMO) have stated that since being introduced, the Fair Housing Plan has helped stabilize the housing market in the Greater Toronto
Hamilton Area (GTHA). How will the Housing Delivery Group help stabilize the market by increasing the number of affordable houses and rentals? PM: Over the coming months, the Housing Delivery Group will work with individual developers, municipalities and other organizations to reduce barriers to specific housing projects that meet the needs of local communities. The team will help all parties work together to overcome challenges that prevent new homes from being built. NH: When the Housing Delivery Group finishes its mandate, what are some of the key factors you are looking for that will make the initiative a success? PM: Simple – we want to see more housing projects getting built. We want to see more people have access to affordable housing. At the end of the Housing Delivery Group’s mandate, we expect to see an increase in housing projects that meet the provincial priorities areas, including affordable housing, rental housing, seniorsfriendly housing and housing with family-sized units.
