ust when we thought interest rates couldn’t get any lower, the Bank of Canada’s decision to drop its key lending rate came as a surprise. Then the big banks followed suit by reducing their mortgage rates. The old adage, “expect the unexpected” has never been more true. A home is the most important purchase you’ll make in your lifetime, so this isn’t the time to leave things to chance. To prepare for the unexpected, get pre-approved for a mortgage. With a pre-approval in hand, you’re protected if rates rise; if they go down, then you’ll likely get an even lower rate. A pre-approval can be a win-win situation for shoppers, since it means you don’t have to wait to get financing approval on a home when you put in an offer. This is an especially good tool to have when markets are hot. Removing the “conditional on financing” clause could mean your offer is accepted first, since you already have your financing in place. So, when will rates rise? It’s anyone’s guess, but most experts agree it’s unlikely there will be any significant upward movement in 2015. However, we can’t just assume that will be the case, and you shouldn’t wait too long to get pre-approved for a mortgage. Take advantage, while you still can!

he search for the perfect home starts with location. Where you settle down will affect the quality of your life while you live there, and likely your home’s resale potential down the road. Are there schools and parks nearby? Where is the nearest grocery store, bank and shopping hub? What about public transit? But don’t forget to factor in the extra commuting time and costs to get to work or visit family and friends. Perhaps you will need a second vehicle to get around. The suburbs are sweet, but if you’re an urbanite at heart, you may be willing to sacrifice some square footage to stay in the area you know and love. Whether you choose to buy in the city or in the suburbs, your budget is key to answering the questions of “where?” and “what?” Before you hit the streets in search of your dream home, speak with your financial adviser to determine what you can afford. Multiply this figure by the amount you need to borrow. Divide by 1,000.

MORTGAGE TYPES ALL MORTGAGES ARE OF TWO BASIC TYPES: CONVENTIONAL The buyer can borrow up to 80% of the purchase price or the value of the property, whichever is less. The buyer has to pay 20% down. A conventional mortgage cannot exceed 80% of the value of the property. INSURED OR HIGH-RATIO: A buyer can borrow up to 95% of the purchase price or the value of the property, whichever is less. The down payment can be as low as 5%.

MORTGAGE OPTIONS You can choose any of these mortgage options which fit into the two basic mortgage types. Lenders may even customize these options to suit your needs. OPEN MORTGAGE: Allows borrowers to repay all or part of the total amount of their mortgage at any time without penalty. Because of flexibility, this is ideal for borrowers who plan to sell their homes in the near future or who want to switch from a shortterm mortgage at high interest rates to a longer term when mortgage interest rates fall. CLOSED MORTGAGE: Usually has the lowest interest rate available but lacks the flexible features of other mortgage options. This is a good choice for those who want the security of knowing their monthly payment is fixed for a longer term. Prepayment options are available but they are subject to conditions. PORTABLE MORTGAGE: Flexibility if borrowers move. Borrowers can take the mortgage to their new home or can transfer it (usually with the consent of the lender) to the purchaser of their old home. This is an attractive option if the rate on the existing mortgage is lower than current rates.

Calgary’s real estate market cools off in January B Y H E AT H E R R YA N

algary’s real estate market went from a red hot record-setting pace in 2014 to a cool start to 2015 as consumer confidence dropped alongside slumping low oil prices in January. Recent figures released by the Calgary Real Estate Board (CREB) show total combined sales in the city of Calgary were 880 in January, a 38.9-percent drop from the 1,439 recorded in January 2014 and down 18.7 per cent from December’s 1,083 sales. Sales in all single-family and condo markets in the city of Calgary fell off the pace in year-over-year comparisons in January. Single-family sales in January were 535, down 37.6 per cent from the 857 tallied in January 2014, and a 24.4-per-cent decrease from December’s 708 detached sales. Condo townhouse sales reached 190 in January, a 40.4-per-cent decline from 319 in January 2014, but up 17.4 per cent from December’s 157 – the only sector to show a month-to-month gain. Condo apartment sales saw the largest decline in both year-to-year and month-to-month comparisons in January. Total sales were at 155, down 41.1 per cent from 263 sales tallied in January 2014, and a 28.9-per-cent drop from December’s 218 sales. “We usually see a drop in activity in January and if you ask realtors, they may say this felt like a typical January,” says CREB president Corinne Lyall. “I would say any change in the market was affected by a drop in consumer confidence due to the falling oil prices. And what happened in January doesn’t necessarily set the tone for the whole year.” Lyall says two variables that influence the market are employment and interest rates. “Employment is volatile as there have been some layoffs, but the Bank of Canada recently lowered interest rates, making it more attractive to people like first-time buyers to jump

into the market. So, it’s too soon to make any predictions on how the market will be impacted.” While sales fell, the number of new listings added in January soared in all sectors. The number of new detached listings added in January were 1,843, a 31.7-percent jump from the 1,399 listings recorded in January 2014, and more than double December’s 888. The number of new attached listings added in January reached 700, a 38.1-percent hike from the 507 in January 2014 and up significantly from December’s 190, while the number of new apartment listings were 745, up substantially from January 2014’s 490 and December’s 301. “In reality, the number of new listings added is not a huge amount for our market,” Lyall says, noting that even with the increase, overall inventory is still low. “The listings went up, but there are still people out there looking, only now they have a little more choice than before.” The lower sales and higher listings also had little impact on prices. The detached benchmark price in January was $518,600, an eight-per-cent increase over January 2014’s $480,300 price, and up slightly from December’s $510,900. Attached homes’ benchmark price in January was $356,000, a 7.5-per-cent hike over $331,100 in January 2014, and up from December’s $337,300. Meanwhile, the apartment benchmark price in January was $298,700, up 6.4-per-cent from January 2014’s $280,800 although a slight drop from December’s $300,300. “Prices have really stayed fairly stable, and there is such a lack of product under $500,000 that there is still demand in that price range, so we probably won’t see prices drop much in that range,” Lyall says. “However, if the downward trend continues for a couple of months, I imagine we’ll see more of an impact.”

ower interest rates, falling oil prices and the Canadian dollar are making headlines nation-wide, but how they impact homebuyers depends on where they are on the map. Regarding rates, Adrienne Warren, senior economist of real estate at Scotiabank says, “A quarter point provides a modest boost to affordability but it’s not a game changer because on average, it will cut monthly mortgage costs by just about $50. Whether you were leaning toward buying or not buying, I don’t think the rate cut will change your mind.” Although most economists and experts expected interest rates would be on the upswing by now, it’s now predicted the Bank of Canada will make yet another cut in March. It appears interest rates will remain low for much of 2015 with favourable longer term and fixed rates that will make home purchases more appealing to Canadians already planning to buy in 2015. Although experts are reluctant to weigh in on the variable versus fixed discussion, it could be a good time to lock in. Warren notes, since rates will likely be higher in 12 to 24 months, now’s the time to focus on topping up principal payments. 34 • HomeGuide | Volume15 Issue02

“Lower interest rates will make the housing market a bit stronger through to 2016, but in a number of markets, the single-family home is still quite unaffordable to the average buyer, so we may see a shift in sales compositions with even more condo purchases,” says Diana Petramala, economist, real estate, TD Bank Group. Because the overall economic environment and employment, both of which are affected by interest rates and oil, are the housing market’s key drivers, regional differences will be more profound across western, central and eastern Canada. In commodity-dependent provinces, particularly Alberta, Saskatchewan and Newfoundland, economic uncertainty is a legitimate concern as temporary and more permanent job loss is already a reality. To date, oil-driven housing markets like Calgary and Edmonton have seen a drastic and immediate shift with existing home sales down 30 to 45 per cent from last year’s peaks. While Petramala isn’t expecting a recession in Alberta, Saskatchewan and Newfoundland, it will feel like a recession with housing prices expected to fall as much as 10 per cent in Calgary, Edmonton and St. John’s in 2015 and into 2016.

As the oil-producing regions battle headwinds, Petramala notes that further east, export- and manufacturing-dependent regions will benefit from the state of the Canadian dollar, a stronger U.S. economy, lower oil prices and lower interest rates. In the non-oil producing regions, unemployment rates will gradually drop through 2015 and into 2016. In Vancouver and Toronto, January sales were above long-term averages with moderate price increases on the horizon, while prices in Quebec City, Ottawa and Montreal will remain flat – although Montreal still has the second highest home price-to-income ratio outside of British Columbia. “We see little pent-up demand for housing in most markets following the strong run over the past decade,” says Petramala. “Last year, mortgage rates fell to what homebuyers thought would be lowest possible level for borrowing costs. This caused a rush to buy, particularly among firsttime homebuyers and average existing home sales jumped well above their long-run averages. Toronto, Vancouver and Montreal still remain relatively expensive and even if mortgage rates head lower, the impact on overall affordability measures will likely be marginal.”

algary will be among the leading markets in terms of home price growth this year, according to the latest Royal LePage House Price Survey and Market Survey Forecast. The average price of a home in Canada increased between 4.5 and 6.7 per cent year-over-year. Against the backdrop of a decidedly mixed macroeconomic environment at home and abroad, Royal LePage expects home prices to rise moderately in 2015, forecasting a 2.9-per-cent national increase for the year ahead. In Calgary, the housing market in the fourth quarter of 2014 continued to be among the strongest across the country. Demand was strong for homes across all housing types, and continued to outstrip supply. Average prices for detached bungalows jumped 9.1 per cent year-over-year to $511,889 and standard two-storey homes increased 8.5 per cent to $500,320. Standard condominiums also experienced robust growth, rising 9.1 per cent to $311,644. For 2015, Royal LePage forecasts average home price growth of 2.4 per cent to $472,000, up from $461,000 in 2014. This compares to a 5.4-per-cent increase from $437,036 for 2013. “While some markets have continued to defy gravity, notably the economically robust, supply constrained cities of Vancouver, Calgary and Toronto, by and large, house prices across the country are now strolling versus bounding forward,” Phil Soper, president and chief executive officer of Royal LePage, told New Condo Guide. “We believe this moderating trend will characterize the 2015 market, and that in normal course, even our hottest markets will see eroding affordability ease overheated demand, bringing balance and more rational price increases.” The recent free-fall in the value of oil is impacting the national and provincial economies, he adds, acting as a drag in some regions of the country. “Specifically, the natural slowing of home price appreciation should be accelerated in Alberta, Saskatchewan, and Newfoundland, and delayed in Central Canada.” And what should homeowners and buyers make of statements by Deutsche Bank and the Bank of Canada, that Canada’s house prices are seriously inflated? “Will prices collapse, as a few foreign investment banks have prophesized? That seems highly unlikely in a future characterized by low interest rates and a healthy economy, which is what we see,” says Soper.

The art of predicting home prices B Y WAY N E K A R L

W

hen Bank of Canada Governor Stephen Poloz warned in December that Canadian house prices could be overvalued by as much as 30 per cent, he raised more than a few eyebrows. Mortgage expert Calum Ross was among those who cocked their heads, saying the Bank was no more qualified to comment on the specifics of housing markets “than the Canadian Real Estate Association is qualified to comment on monetary policy.” Even Canada Mortgage and Housing Corp. chief economist Bob Dugan, a few weeks earlier, said the federal housing agency didn’t see overheating as a problem in any of the markets across Canada. Now you can count Phil Soper, president and CEO of major Canadian realty firm Royal LePage, among those who has a different view. “Forecasting home prices is a coarse process; some might even refer to it as more art than science,” Soper told New Condo Guide. House prices are determined when individuals agree on the value of a property. “Macro factors such as consumer confidence and employment levels move the tide, but supply and demand at a very local level is what determines the price a property trades at,” Soper says. Note the word “local.” We’ll come back to that. Canadian home prices have appreciated at about five per cent per year in recent decades. Today, with inflation so low, we should be experiencing appreciation levels below that level. Soper points out that Royal LePage’s quarterly House Price Survey (HPS) has tracked and reported on home values across Canada for 40 years. It feeds important economic models, such as the Royal Bank’s Affordability Index and the Bank of Canada’s housing reports. In the third quarter of 2014, the HPS showed the average national selling price of detached two-storey homes appreciated 5.5 per cent. “This is greater than the underlying expansion of Canadian wages and salaries, and somewhat above the real appreciation we have experienced over the years (that five per cent number, adjusted for inflation). However, as a standalone data point, it is hardly reason to declare an emergency. And a 30-per-cent decline in home prices (a la Poloz) would be tantamount to a national economic crisis.” So, what should we make of the BoC’s recent statement? “First, there is a significant difference between a ‘valuation’ and the price a home will actually sell for. The HPS shows that a standard two-storey home in Vancouver’s west end will sell for approximately nine times that of a similar home on the opposite coast in Moncton. nine times as much in B.C. as in New Brunswick, but market demand yields this wide home price differential.” Second, homeowners and buyers should remember that real estate is local. You don’t buy a national market, or even a provincial or municipal one. “Real estate prices are very local in nature,” says Soper. “While still more expensive than Moncton real estate, a similar two-storey home can be purchased in the Greater Vancouver Area’s southern suburbs for one quarter the cost of a west-end property.” However, says Soper, it is worth noting that the Bank is worried about the economy, has relatively few tools at its disposal, and for the most part must use persuasive argument to sway financial behavior. Though subprime mortgages have never been an important form of lending in Canada, years of persistently low interest rates have encouraged some lenders to finance “risky” clients. Thus, the BoC has reason to be concerned. “The Bank of Canada needs to raise red flags when more homebuyers engage in risky behavior,” says Soper. “The vast majority of Canadian homeowners, however, have safe, traditional mortgage financing in place.” As the North American economy strengthens, more people are working and earning higher incomes. “Will the rate at which major city house prices are rising slow? Of course. Will prices collapse? That is highly unlikely.” And as Ross points out, “there are two times that real estate values matter – when you buy and when you sell. Why you should pay attention to the

Bank of Canada B Y A LY S S A R I C H A R D

ou’ve probably seen a few headlines about the Bank of Canada’s (BoC) recent surprise decision to drop its key interest rate to 0.75 per cent. Related reading includes how the economy has shaped the central bank’s decision to change the rate, and how the monetary policy has been updated. It’s a lot of information packed into one article, so don’t feel bad if some of it goes over your head at first. However, if you have a mortgage – particularly a variablerate mortgage – you may want to add a calendar reminder for each BoC announcement, released every six weeks. Why? Well, because if the overnight lending rate goes up, so could your monthly mortgage payment. To explain how this works, let’s start with some background information. The overnight lending rate is the interest rate at which banks borrow and lend money to one another, to cover the transactions they make each day. Changes to this interest rate can directly result in changes to other interest rates, such as for consumer loans and, you guessed it – mortgages! This is because each bank’s prime rate is attached to the overnight lending rate. So, as an example, if the overnight lending rate goes up by 0.50 per cent, your bank’s prime rate will also go up by 0.50 per cent. And if you have a variable-rate mortgage, which is attached to prime rate, your mortgage rate and payment will follow suit. Let’s assume you bought a home for $400,000, put down 10 per cent and amortized your mortgage loan over 25 years. If your bank gave you a five-year variable-rate mortgage of prime minus 0.50 per cent (say, at 2.50 per cent), your monthly mortgage payment would be $1,651. If, at any time during that five-year term, the overnight lending rate went up by one per cent, your bank’s prime rate – and therefore

your mortgage rate – would also go up by one per cent (so you’d be up to 3.50 per cent). At that rate, your monthly mortgage payment would be $1,841, which is an additional $190 per month or $2,280 per year you’d need to find in your budget to pay for. Before this latest BoC rate announcement, the overnight lending rate sat at one per cent for four years straight. Economists don’t predict any major upward movement in the near future, so you may not need to worry about this for a while. However, its a good idea pay attention to what the BoC says in its announcements, and prepare your budget for what’s to come.

alentine’s Day may have come and gone, but if buying a home and finding true love are still on your calendar this year, then you’ve got your work cut out for you. These milestones go hand in hand, but it could be a case of either/or when you consider that the price of love is right up there with the cost of a down payment on a home. According to the third annual Cost of Love study by RateSupermarket.ca, romance will set you back $50,339.21, from first date to cutting the wedding cake, with a oneyear dating period, one-year engagement and an “average” Canadian wedding. That’s up 11.4 per cent from last year. If that doesn’t break your heart, compare the price of love to the cost of living, and you may shed a tear. According to the fourth-quarter 2014 Housing Market Outlook by Canada Mortgage and Housing Corp., the average price of a resale home in Canada as of Dec. 2014 was $414,300, with an average down payment of $66,288. “On average, the prices associated with dating, engagement and nuptials have increased. And, as costs for food and travel

grow amid today’s low currency environment, our findings underscore the importance of being financially prepared for life’s milestones,” says Penelope Graham, editor at RateSupermarket.ca. If you’re not wiling to choose between romance and a roof over your heads, communication and coordinated planning are key. “Individuals should be aware how increased spending – whether on entertainment, travel, or a certain piece of jewelry – can derail the best-laid of financial plans,” Graham says. She offers these financial tips for couples: • Many modern-day couples move in together before tying the knot, and they are trading in the traditional wedding gifts (how many toasters does one couple need?) in lieu of a home down-payment fund. • Take advantage of the first-time Home Buyers’ Plan, which lets you and your partner each withdraw $25,000 from your RRSP, providing you qualify. You’ll have to repay the amount withdrawn in 15 years to avoid paying tax. • Contribute to a Tax Free Saving Account.

But when it comes to buying a recreation property, what do you really want? There are seemingly endless locations that offer ideal surroundings for a little R&R, and there are numerous options when it comes to property styles and even legal forms of ownership. What works for you? LOCATION: Start with how far you’re willing to travel. This may make a huge difference to where you can consider and what your budget might be. If you plan to use your recreation property all year long, remember that winter driving conditions can add to the travel time, so don’t just calculate based on kilometres. Generally speaking, if you’re trying to find a place close to home, you’ll probably pay a premium. If you’re willing to go a bit further, you may find better deals. Have you been thinking “waterfront” or “mountain view”? Do you want a lot of acreage? You may find a property with a river or creek, or you may feel like a swimming pool is a good alternative to lake-side living if you’re trying to stretch your budget. There are a variety of options, from a forested property to clear fields, and even the seclusion and privacy of an island accessible only by boat. There are old farms with barns, which are great for storage or for play areas. Waterfront homes come with a premium; if you don’t mind a short walk to the water, you may find your budget buys more. Location, location, location – as they say in real estate – is a very important decision. It’s the one thing you won’t be able to change unless you’re willing to sell, so make sure it’s the right location for your needs. STYLE: Some recreation properties are magnificent manors, rivaling city homes both in size and indulgence. Others are simple and streamlined, more rustic with only the basic modern amenities, but they provide a more informal setting to get away and relax. One thing to think about is how you’ll be using your property. If you like to have company, a bunky or extra rooms may be a requirement. The fixer-uppers may offer fantastic value, but you have to decide whether undertaking a renovation outside of the city will work for you. If you’re handy, you may enjoy the DIY projects, but if you’re looking for a recreation property to get away to and relax, you may not want one where there’s no downtime until you complete the next item on your endless to-do list. 44 • HomeGuide | Volume15 Issue02

Winterized recreation properties offer a year-round getaway, but you need to ensure that there is road access all winter and that you’re able to drive there in bad weather. If the home isn’t heated and insulated, then you have to shut it down for a good part of the year. OWNERSHIP: Owning a recreation property offers great options for both lifestyle and budget. Condo ownership may be of interest for those who don’t want to have any upkeep or want to make sure their area is maintained. There are urban-style condominiums that offer an escape and “home away from home” with great access to rural amenities, yet often located within a small town. They have all the modern amenities and some offer quite a resort feel. Other condo communities are more traditional, but have the “condo” designation because a local condo corporation will control community maintenance, such as clearing the road throughout the winter or garbage collection. If you just like getting out a few times a year, you may want to consider group or fractional ownership. With group ownership, you may have friends or family members who want to make the purchase with you. You trade off time at the property – just make sure your expectations are the same or scheduling could end up being a nightmare. But the savings on initial investment and ongoing maintenance, utilities and property tax may enable you to share a dream recreation property. Fractional ownership is generally done more formally and is a very budget-friendly option. You buy into a property or community and, just like a time-share, you get a certain amount of time per year to use it. You are responsible for monthly maintenance fees, but you need not worry about any other upkeep. Trailers have also become a popular option. They offer a great deal of flexibility in size and features, and are relatively inexpensive since your costs are for the actual structure as opposed to buying a parcel of property, but this requires living fairly close to neighbours instead of having the privacy of your own property. With all of these options available to you, you have to decide what suits your style of R&R, and your family. It shouldn’t be hard to find your dream recreation property to enjoy for years to come!

A

s spring approaches along with hopes of warmer weather, green grass and pretty flowers, we face an uncertain economy. While the price of oil and gas has a positive effect for those of us that drive a lot, it reflects negatively on many other areas of our economy and the first hit is always the real estate market, or so it seems. Every day the news has at least one headline about the price of housing in relation to the drop in oil. As far as real estate goes, Calgary has always been in its own bubble because if the oil industry, so it makes sense when oil is not doing well, neither is anything else here.

Many real estate agents I have spoken with are predicting an increase of about 1.5 per cent over the next year and some are calling it a “correction” because of inflated values that often occur here. They are also calling this a “buyers” market that will remain with us for the rest of the year. The real estate market fluctuates between benefiting either the sellers or the buyers, and properties always sell in either scenario. The biggest factor in a property selling is the asking price. If it is priced appropriately and presented well, it will sell. In order to get the preferred price for a house, it must show well. If the photos online are not fantastic, potential buyers will not show up in person to see it. There are so many bad photos online that there are now websites that highlight them. This is completely avoidable. Cleanliness is without a doubt the most important issue, aside from price ,when listing your property. I was recently in a vacant home that has been on the market for some time.


In order to get the preferred price for a house, it must show well. If the photos online are not fantastic, potential buyers will not show up in person to see it. It was evening time, so it was dark outside and everything looked pretty good, aside from the dust on the light fixtures when they were illuminated. (Light fixtures are often overlooked when people are cleaning!) When I went returned during the daytime to stage the property, I saw how dirty it was, and obviously had not been cleaned by the tenants when they moved out. The homeowner had done the walk-through in the evening and did not see the mess left behind until it was too late to get the damage deposit back. The goal when selling a home is creating an environment buyers want to linger in, and see themselves living there. If the place is not clean, they will not experience have the urge to stay – or buy! The property should also be in good repair. Plumbing should be checked to ensure nothing is leaking and the kitchen faucet doesn’t spray anyone in the face. Remember, if a buyer is actually interested in the property, they will test the faucets to check water pressure, they will try light switches, windows – everything.

Paint is usually an easy fix and can make a big difference. Ensure light fixtures have working and matching light bulbs. Some bulbs emit a blue or yellow glow, so please ensure they are consistent throughout. Switch plates should match, and be in good repair. I see many homes where there are beige plates next to white plates with a brass or chrome plate thrown in as well, or better yet, a plate covered in wallpaper from the ’70s. This, like the paint touch up, is easily done by the homeowner and makes a big difference. Flooring must also be clean, tile not chipped or cracked, and linoleum not torn or curling at the edges. Carpets should be steam cleaned and stain-free. Stains on carpet scare buyers away, especially if pets are evident and the buyers are not pet friendly. If the property is clean, pets will not usually affect prospective buyers’ decision, unless they suffer from severe allergies. Hardwood floors can be costly to repair and that cost must be considered, but the best feature about hardwood is that it is almost always repairable.

If there are damaged areas in the home such as holes in drywall or doors, they need to be fixed or replaced. Broken mirrors in bathrooms are another tell-tale sign that a property has not been cared for, so these should be replaced. If a buyer sees these examples of neglect, they may wonder what other problems the property is hiding behind its walls. The housing market will face some changes in the next little while, but if a seller does their due diligence, their property will sell because buyers will be looking. Make sure the property is priced appropriately for the current market, and put your best foot forward as anyone does when trying to sell anything they value.
