WHEN IT’S BROKEN WHO YOU GOING TO CALL? One of the great things about renting is not having to worry about maintenance. I consider myself pretty handy — I can unblock a simple clog in a toilet or drain, change light bulbs and hang pictures — but when it comes to malfunctioning appliances, heating or plumbing, I’m happy to have someone else fix the problem. A couple of months after I moved into the condo in which I live, the kitchen sink began to clog and the pipe under the sink started to leak. I emailed my landlord and within two days the problem was fixed. Easy-peasy. I didn’t have to go online to a DIY site to figure out how to change whatever type of pipe was under the sink, nor did I have to call in a plumber at my own expense. Having a maintenance problem looked after in your rental is as simple as calling the superintendent, landlord or property management company. Even with the call, you may also want to send your request out in an email. In a good rental, like mine, everything will be fixed for you without putting you out. It’s very liberating! GOVERNMENT ACTION PLAN AIMS TO IMPROVE ELEVATOR

REPAIR TIMES by MARLENE EISNER For anyone who’s had to lug groceries up 10 flights of stairs because the elevator isn’t working, help may be on the horizon. The Ontario government recently announced an action plan to regulate the elevator industry and reduce outages, improve access to elevators, repair times and maintain safety. Currently, there are about 20,000 elevators in approximately 10,000 residential and institutional buildings in Ontario. Approximately 655,000 elevator trips are taken each day on these elevators. In March 2017, MPP Han Dong tabled a private member’s bill addressing elevator availability. To respond to some of the elements in the bill plus growing public concerns, an independent study was commissioned in June 2017 by the Technical Standards and Safety Authority (TSSA) to define and assess the state of elevator availability, identify the reasons for breakdowns, and propose a series of regulatory and nonregulatory solutions to inform policy discussions. The study was completed by former associate chief justice of the Ontario Superior Court of Justice, John Douglas Cunningham, with the support of Deloitte’s Public Sector Strategy team. “Having access to a working elevator shouldn’t be considered a luxury, especially for those with disabilities, the sick and the elderly,” says Tracy MacCharles, minister of Government and Consumer Affairs. “Our proposed actions would position Ontario as a world leader for elevator repair timelines and 26  RentersGuide.ca

• Enhancing access to elevators for first responders (mid-2018). • Enhancing enforcement of elevator safety regulation by TSSA to ensure elevators are adequately and proactively maintained (fall 2018). • Addressing the labour supply of elevator mechanics through consultations to determine options to meet labour market demands (fall 2018). • Creating future standards for elevator repair timelines, including proposing any necessary legislative and regulatory amendments, to be informed by the data collected by TSSA (2018 through 2019). • Developing education and awareness materials for building owners and residents to support

compliance with requirements for notice of service disruptions (fall 2018 and into early 2019). • Creating new standards for conducting traffic analyses and the minimum number of elevators in new residential and institutional highrise (more than six storeys) buildings through changes to the Ontario Building Code (beginning 2018 through 2021). • Establishing baseline data through proposed legislative and regulatory changes creating reporting requirements for elevator outage data and making the data publicly available (early to mid-2019). • Designating an appropriate regulatory body to administer and enforce requirements regarding elevator availability, including standards for elevator repair and timelines, and to advise on associated compliance costs for elevator contractors and owners (late 2019).

If there’s any month when you’re most likely to wonder if all the bills will get paid, it’s February. After the dust has settled in January, the feverish rush of the holidays and all the unexpected expenses that popped up become realities and no doubt, things will be a little tight. Add the extra cost of heating and the jump in “fresh” food prices and you’ll be looking for ways to trim back. Enter Make Do Month. This is the month when you stretch everything a little farther so you spend a lot less. If you get invited to a party, you don’t rush out and buy something new to wear, you get creative and shop from your closet. And if you need a little something different, you shop from a friend’s closet. Or hold a clothing exchange. What you don’t do is spend money! When the weather is warm, it’s easy to do lots of free things. When it’s cold, entertainment gets more expensive. Sure there’s that great movie you’d love to take the family to for a night out of the house. For a family of four, you’re probably looking at $100 or more with popcorn and drinks. Recycle a movie you already own, do a movie swap with friends or have a Netflix movie or series binge night, add some home-made popcorn and a 12-pack of pop and you can probably do it for $10. time to experiment with a new routine. If you’re used to buying coffee every day, brew your own at home or work and save money big-time. If you regularly go out for lunch, pack one from home for four out of every five days and not only will you drop those holiday pounds, you’ll be able to pay off that holiday debt. But what if you have family or friends whose birthday falls in February? You’ll have to buy something, right? No you don’t. You can give something of yourself instead of something purchased. Make their favourite cookies, offer to cook them a meal or a bunch of meals for the freezer for those extra busy workdays, or create a coupon for three nights of free babysitting. Maybe you’re a computer genius and can offer to do maintenance or repairs. Perhaps you’re a mechanic and can offer a tune-up. Substitute your energy and expertise for spending money. After the buzz of the holidays, not to mention the intense cold, you were probably happy to stay home for the first couple of weeks. But now you’re starting to feel

itchy. You’ve got to get out. You can feel the walls closing in. Time to hit that great new restaurant that just opened up or head out to the clubs. Wait a minute. This is Make Do Month. Call up a couple of friends and throw a pot-luck game night instead. See if you can do it at their house this time. Start a tradition of once-a-month games or poker nights and rotate from one friend’s home to another. No one says you can’t have fun in Make Do Month. You just can’t spend gobs of money. Make Do Month is a conscious decision to stretch every dollar as far as it will go. Try it and see if just becoming conscious saves you money. I’ll bet you’re pleasantly surprised.

RENTING A HOME KNOW YOUR RIGHTS AND RESPONSIBILITIES Whether you’re a first-time renter or an experienced tenant, when it comes to renting a home, it’s important to make sure you understand your rights and responsibilities. To help you through each stage of the rental process, Canada Mortgage and Housing Corp. (CMHC) offers the following tips on how to find the right place to call home, and what you need to know after you move in. The first step is to identify your needs as a renter. What’s your budget? Which neighbourhood do you want to live in? How many bedrooms do you need? What amenities are important to you? If you haven’t already created a list of your needs and preferences, CMHC’s Rental Search Worksheet can help give you a head start. Once you’ve identified what you’re looking for, it’s time to search for your new home. There are a number of resources available to help you find a place to rent. These can range from newspapers, apartment listing websites and bulletin boards in local libraries or community centres, to asking friends for recommendations or simply visiting neighbourhoods you like and looking for signs that say “For Rent.” [Ed’s note: Renters Guide and nexthome.ca are also great go-to sources!] When you look at a prospective rental, have a list of questions ready to ask the landlord. For example, you may want to know if the rent includes parking or utilities, what type of lease you will be asked to sign, whether or 32  RentersGuide.ca

not you can make any changes to the premises, and whether pets or smoking are allowed. When meeting a landlord, try to make a good impression. Dress neatly and arrive on time. Respect the current tenant’s privacy. And make the landlord’s job easier by bringing your rental history and references, a letter from your current employer, and a cheque so you can leave a deposit in case you’re interested in the home. If you will be viewing more than one apartment, write down the key features of each place so you can compare them later. CMHC’s Rental Unit Evaluation Worksheet can help you evaluate your options and make an informed decision. When you rent a place, the landlord will usually ask you to sign a rental agreement, commonly known as a “lease.” Rental agreements vary from one

province or territory to another, but they generally include the names of the landlord and tenant, the address of the property, the amount of the rent and what it includes, the date when the rent is due each month, the amount of any security or damage deposits, the term of the rental period, as well as things like who is responsible for maintaining the property, whether there are any restrictions on the tenant, and when and how the landlord can enter the premises. Once you’ve signed your lease, it’s time to move in! Moving can be a hectic time. A planning checklist can help you keep track of all the details, and help make sure your move goes as smoothly as possible. Before you move in, you and your landlord should inspect your new home together. Use an


Initial Inspection Worksheet to document everything you notice, so you won’t be held liable for any pre-existing damage when you leave. Once you’re living in your new home, make sure you and your landlord are clear on who is responsible for what, especially with issues such as emergency or regular repairs, rent increases, or how to handle any complaints that might arise. In the event of an emergency (such as a leaking roof or broken furnace on a cold winter day), try to contact your landlord or emergency contact at least twice, and give them a reasonable amount of time to respond. If you can’t reach your landlord and have to authorize emergency repairs yourself, make sure to document and keep all paperwork related to the repair for later reimbursement. If a problem arises that you

can’t work out directly with your landlord, check with your provincial or territorial rental authority to find out if there are any tenant advocacy groups in your community. Do not withhold rent to pay for repairs, as this can be grounds to have you evicted. When your lease expires, you may sign a new lease, or you might shift to a month-to-month lease. Depending on where you live, your landlord could also give notice that they will be increasing your rent. For more information on renewing a lease and rent increases, read the CMHC Provincial and Territorial Fact Sheet for your area. Eventually, the time will come when you’re ready to end your tenancy and move out. When this time comes, you and your landlord will again inspect the property together, to see if any

repairs are needed above and beyond the usual “wear and tear.” Your landlord will also have to return any damage or security deposits you paid when you moved in, plus interest. Remember: you may need your old landlord to give you a reference in the future, so do your best to leave under good terms. Give them the proper amount of notice in writing. Make any necessary repairs. Allow the landlord to show the home to potential new tenants. And leave the place in as good a condition as you found it, so the next tenants will be able to enjoy their new home as much as you did.
