IT LOOKS LIKE RISING HOME PRICES are bringing out the ugly side – or, at least the dishonest side – in some people. Credit reporting agency Equifax Canada reported a 52-per-cent increase in mortgage fraud compared to 2013. Of the mortgage applications that were flagged, 67 per cent were from Ontario and 12 per cent from B.C. Coincidence? Equifax’s survey also found that one in five Canadians who do not have a mortgage are worried they’ll never own a home because of rising prices, and want to buy a home but can’t because of the down payment. Here’s another interesting tidbit – 13 per cent of Canadians said a “little white lie” on a mortgage application is okay, if it’ll get you the home you want. To the fibbers out there: aside from being a crime, by lying on your mortgage application, you’re just kidding yourself. If you weren’t approved based on your actual numbers, then what makes you think that you can afford it? It’s no wonder that the Bank of Canada is waving a red flag about rising household debt and Canadians’ ability (or, more aptly, inability) to pay up. Here’s a word to the wise – make a budget and stick to it. Consider your existing debts, expected mortgage payments, bills and taxes, expenses and lifestyle. Are you secure in your job? How do you envision your life in five years? In 10 years? At retirement? Don’t forget to factor in a potential increase in mortgage interest rates. All things considered, can you afford it? Don’t overextend yourself in the interest of some extra square footage. You want to live in your home, not for your home.

THOUSANDS OF PEOPLE from across the GTA work in the building, development and home renovation industry. Building and renovating homes involves a lot of different professionals and the industry is one of the largest employers in the GTA. In 2015, it employed more than 196,000 people in on-site and off-site jobs. The industry spans beyond builders, developers, tradespeople and a variety of specialists including everyone from lawyers, marketers, urban planners and designers. Each construction crane you see represents up to 500 jobs. The GTA is growing by up to 100,000 people each year and they need somewhere to live. As the need for new homes grows, so do the opportunities for people considering one of the many well-paying careers in building, development and renovation. Last year, people in the industry earned $11.4 billion in wages. BILD’s 1,450 members come from across the industry and include companies that plan and prepare sites for development, manufacture and supply materials, and that assist purchasers in the home-buying process. Every year, BILD recognizes excellence in the industry through a number of award programs. One of them is our Associate Awards, which recognize members for leadership, professionalism, innovation, and quality of service when working with 12 YPNEXTHOME.CA
Building and renovating homes involves a lot of different professionals and the industry is one of the largest employers in the GTA builders or renovators. Unlike other award programs, Associate Awards nominees are evaluated by their clients rather than a judging panel. The Associate Awards recognize members in three distinct categories which reflect the diversity of our membership. They include Service Professional of the Year, Manufacturer or Supplier of the Year, and Trade Contractor of the Year. This year’s Service Professional of the Year award was presented to Avid Ratings Canada for the second time in three years. The company helps members of the building industry enhance their custom experience by assisting with social media outreach, designing virtual tours and collecting data for surveys. One of their past clients even said there is no better firm in the industry. The Manufacturer or Supplier of the Year award was bestowed upon Shipway Stair Ltd., a Burlingtonbased stairs and rails manufacturer.
The company received lots of praise from its clients, particularly when it came to its communications, products and service. In the Trade Contractor of the Year category, N. De Luca Plumbing took home top honours. The Vaughan-based plumbing company’s clients were very happy with how approachable, professional and hard-working their team is. This was the second year in a row that they won this award, and the third time since 2012. I’m very proud to work in an industry where such a diverse group of professionals all work together to build complete communities in the GTA for people to live, work and play in. DEPENDING ON WHEN in a condominium’s development process you purchase a suite, you will have to wait some period of time for your move-in date. If you purchase early from designs, you benefit from the optimum selection and, of course, the lowest prices. But the biggest advantage to buying early in the process is the equity you earn over the time span of construction, which can vary if weather does not cooperate, or unexpected labour or materials shortages occur. Look on the bright side – your equity during this time can average as much as five per cent per year, which is quite attractive. Another benefit of buying early in the process, especially for firsttime buyers, is having time to save additional money toward your down payment. I have known young professionals who have taken the equivalent of their maintenance fee and banked it each month to use toward the deposit. This provides the extra funds for the down payment and gets you used to budgeting for your eventual carrying costs. In addition to saving money during your waiting period, you can make the most of the time by planning your finishes and furniture layout. You have room dimensions, so plan your colour schemes so that when you have your colour selection appointment, you will have a good idea of what will complement what. Look critically at your furnishings and accessories, and decide what to bring to your new home and what to give away or sell.
This is particularly appropriate for the more mature buyer. I have met several empty-nesters who spent years making the decision to sell their long-time family home and buy a condo suite. When they were finally sure they wanted to take advantage of carefree single-level living in a residence with wonderful amenities, they were actually happy to have time to make the transition psychologically, as well as physically. They also appreciated the opportunity to pare down possessions gradually in preparation for occupancy. This may involve passing along family heirlooms to younger generations and figuring out which items will fit into your new living space. Remember, too, that if you are among the first to move into your condo, you may have to wait a while before the building is totally complete. The upper floors are finished after the lower ones, and some of the amenities may not be entirely ready for use. This is a similar scenario to moving into a house in a lowrise community where homeowners have to experience some dust and dirt before all the driveways
and landscaping are installed. A highrise condominium is built from the ground up, so keep that in mind if you see tradespeople going up and down on the elevators. Residents do receive things like snow removal, lawn mowing, concierge service and the like right away, which is a big part of what the maintenance fees cover. Be realistic with your move, and be patient before and after you move in. As you wait for your suite to be ready, you can use time to your benefit by becoming even more prepared for a wonderful move-in day. Enjoy the wait, and remember that your investment will most likely increase in value by the time you move in. Whether you buy from plans when the sales office opens, an inventory suite when the condo is complete, or any time in between, the main thing is that the timing is right for you. AT THE CLOSING of a new residential
real estate transaction there are usually three groups who get paid: the builder, various governments, and the lawyer. Each group involves the payment on fairly specific items, and the builder and your lawyer will collect from you for the government remittance. Generally speaking, your lawyer collects all of the necessary money from your mortgage company and from you. You will need certified cheques, bank drafts or cash, because of your lawyer’s trust account requirements. Here’s how the builder gets paid, and where all the money your lawyer wants, needs to go. The builder will get paid the purchase price of the property less the deposit, plus certain other things. You may even get a credit for certain items, called adjustments. The adjustments will be reflected on a document called the Statement of Adjustments which contains a multitude of details, all related to your original agreement. The Statement of Adjustments will include the HST payable (the rebate will be broken out), the original purchase price on the property, real estate taxes, hydro expense, common expenses and maintenance fees (as applicable), connection costs, levies and charges, to name but a few. This document is incredibly important. Review it carefully and get everything 18 YPNEXTHOME.CA
explained to you, so you understand all the charges that you are required to pay. It is at this point that you find out the final number you are paying to the builder for your new home. The Ontario government and the City of Toronto will get paid for Land Transfer Tax, unless you are entitled to the rebate or exemption, and sales tax on goods (if applicable). There are many other items, but they usually show up on your lawyer’s disbursement account or trust reconciliation, as do the many of the municipal compliance request charges. Okay, now what about that lawyer? First of all, you are going to pay the legal fee, whatever the amount the two of you agreed to. You did of course have a pre-agreed fee, didn’t you? Then there is a list of disbursements. Disbursements are those monies expended by your lawyer on your behalf necessary
to properly search and close the transaction. Be careful – it is here that someone may try to take advantage of you by charging large fax, mail and photocopy fees. Have your lawyer justify all expenditures that don’t make sense. Disbursements include registration charges, title insurance, couriers, searches of all kinds, and many other items necessary to close your transaction. Remember, a large part of your closing costs are based on what you negotiate at the beginning of your purchase, and are outlines in your Agreement of Purchase and Sale. Please remember, only a lawyer can provide legal service – that is the law!

dominated the headlines in 2016, and it’s no surprise that housing unaffordability remains the news of the day as we kick off 2017. Affordability hit an eight-year low in the third quarter of 2016, according to the latest Housing Trends and Affordability Report issued by RBC Economics Research. Despite the new mortgage qualification rules and policy changes in BC, which had an overall cooling effect on Canada’s housing markets, RBC reports that housing affordability has continued to deteriorate. RBC’s housing affordability measure rose for the sixth consecutive quarter nation-wide – up 1.3 percentage points to 44.3 per cent. The higher the measure, the worse the affordability. Leading the pack once again, single-detached homes rose by 1.3 percentage points to 49.4 per cent, followed by condos, up 0.8 percentage points to 35.6 per cent. To put these numbers in perspective, when you’re applying for a mortgage, lenders combine your total housing costs and calculate what percentage they are of your gross monthly income, known as your Gross Debt Service ratio (GDS). Under the new mortgage rules, your Gross Debt Service (GDS) ratio – total housing costs including mortgage, property tax and heating – must not exceed 39 per cent of your gross income. What does this mean? Canadians dreaming of a single-detached, two-storey life should expect to shell out 49.4 per cent of their pre-tax income – providing they earn at least an “average” income. This leaves a 10-per-cent gap between the actual cost of home ownership and Ottawa’s new GDS ratio of 39 per cent. Add to this taxes, living expenses and other debts, and that doesn’t leave much for your rainy-day fund, never mind retirement savings. To afford a home, Canadians will need to increase their income, or decrease their housing budget – and expectations. Today, more than ever, creating a realistic budget is key. This will be your first step on the road to home ownership – before you start making your wish list. Your budget will define what area you can afford to live in, the type of home, and the lifestyle you’ll lead long after your offer is accepted and your boxes unpacked. Determine what you can comfortably afford. This doesn’t mean the mortgage amount you’ve been pre-approved for. Calculate your monthly mortgage payments, property taxes and utility costs. Then, add your other expenses: student loans, car expenses and daily costs like groceries, clothes, medical/dental and the like. Do you have kids, or are you planning to? And don’t forget about your retirement savings!
Only now can you think about the home itself. Really think about it. Who says the key to happiness is a 2,500-sq.-ft. detached house? Maybe your lifestyle is better suited to an urban condo, where you may not need a car – and its associated expenses. Weigh the pros and cons, then decide. The perfect home is out there. Maybe you’ll just have to explore some different definitions of “home” to find the right one. “The third quarter could be a turning point toward improving affordability in the Vancouver area in light of a recent easing in detached home prices, but further deterioration is likely to occur in the near term in Toronto,” according to Craig Wright, RBC’s chief economist. “New mortgage insurance rules may help affordability over time, but 2017 is likely to see a tug of war between these market-cooling policy measures and rising longer-term interest rates, pulling affordability in opposite directions. The net effect of this on the costs of owning a home is unclear at this point.”

Condo rents up 12 per cent Highest level of growth ever recorded GTA CONDO LEASES FELL two
per cent to 26,602 units in 2016, according to the latest condo market analysis from Urbanation. This marks the first annual decline recorded by the real estate consulting firm since tracking started in 2011. Urbanation attributes the drop in rental activity to occupancy delays for condos under construction, less rental turnover of existing stock, and an increase in resale activity. Meanwhile, applications for new purpose-built rental development reached 27,812 units, an increase of 7,586 units in the past three months. Despite a 34-per-cent yearover-year surge in final closings for newly completed condos in the fourth quarter of 2016, total rental listings fell by eight per cent, pulling down lease volumes by four per cent annually. With resale prices for condos up 15 per cent over the same period, more owners have become enticed to sell their units as opposed to holding onto them as rentals. At the same time, existing tenants have become less willing to move due to the high cost of renting in the open market. The share of the total inventory of condos that was leased last year declined to 8.5 per cent from 9.3 per cent in 2015, while the share of total units resold jumped from 7.1 per cent to 8.1 per cent. The average price of condo rents rose by 11.7 per cent year-over-year in the fourth quarter – the highest level of growth ever recorded by Urbanation, and a dramatic acceleration from the 4.2-percent increase recorded one year ago. Part of the increased rate of

growth was caused by a shift in lease activity to the former City of Toronto and relatively high rents achieved within newly completed buildings. Nonetheless, same sample rents grew by a significant rate of 7.3 per cent, as the average days on market dropped to 13 — down a full week from this same time last year. “The under-supply of rentals in the GTA continued to worsen throughout the year, causing rents to surge alongside home prices and further deteriorating housing affordability across the region,” says Shaun Hildebrand, Urbanation’s senior vicepresident. “While less pressure on rent growth may arrive in 2017 due to a temporary rise in new apartment completions, it’s become clear that more attention needs to be paid to building rentals over the longer-term.” Condo rental market overview Average rents reached a record $2.77 per sq. ft. in the fourth quarter of 2016 based on an average unit size leased of 719 sq. ft., equaling an average monthly cost of $1,990. Former City of Toronto rents averaged $2,134 ($3.13 per sq. ft.), while the Toronto suburbs of Etobicoke, North York and Scarborough averaged $1,857 ($2.47 per sq. ft.) and the 905 region averaged $1,739 ($2.22 per sq. ft.). Rents were up 12 per cent across most in the former City of Toronto, versus seven per cent in the Toronto suburbs and six per cent in the 905 region. The availability rate (units that are vacant plus those where the tenant has given notice) was 1.6 per cent, the lowest level recorded in the past two years. Rents across the sample averaged $2.49 per sq. ft., up five per cent annually. The inventory of purpose-built projects under construction totaled 22 buildings and 5,133 units in the fourth quarter of 2016, down by 183 units from the previous quarter and down 1,037 units from a year ago. The total inventory of proposed purpose-built rentals increased to 27,812 units, nearly three times the number tallied a year ago.

GTHA mayors say proposed changes to Growth and Greenbelt Plans “unrealistic” THERE IS AN OVERWHELMING
consensus among the Greater Toronto and Hamilton Area (GTHA) mayors and chairs that the province is going “too far too fast” with proposed land use policies for the Golden Horseshoe. Former Mississauga Mayor Hazel McCallion has submitted a report to Premier Kathleen Wynne based on the recent GTHA Mayors and Chairs Summit on the Province’s Proposed Growth Plan for the Greater Golden Horseshoe and Greenbelt Plan. While the municipalities they represent are very different, McCallion says the mayors and chairs spoke almost with one voice on a broad range of issues. “One thing that was made very clear by the mayors and chairs is that the province’s proposed amendments to the Growth and Greenbelt Plans are too much too fast, with an unrealistic one-size-fits-all approach. Growth has and will continue to come to the GTHA and accommodating it will be an expensive undertaking, so it is important that the province listen to the different municipalities on how to get it right,” says McCallion, who is credited with building the City of Mississauga. The renowned former mayor is now the ex-officio advisor to the premier on issues within the GTHA. The 28-page report details the GTHA mayors and 32 YPNEXTHOME.CA
chairs’ concerns and recommendations with regard to the land use plans, which form the policy framework for managing growth, building complete communities, curbing sprawl and protecting the natural environment in the Golden Horseshoe. The challenge is how to accomplish all of those goals, while accommodating an anticipated increase in population in the GTHA of four million people over the next 25 years. Specific areas of concern include: the proposed increase in the intensification rate and density target, the lack of financial planning and consideration for economic impacts, the lack of alignment with transportation and other infrastructure plans, the lack of a transition plan to accommodate municipal planning work already underway, and the lack of a clear process to address adjustments, removals and additions to the Greenbelt. “Intensification requires infrastructure and service capacity, or having the necessary funds to build it. Lands in the Greenbelt with infrastructure must be reviewed so that the millions of dollars of infrastructure investments made by municipalities and the province don’t get wasted,” says McCallion. “And, we need to be sure all lands
that should be protected, be added to the Greenbelt.” McCallion says the growing lack of affordability in the GTHA is of concern and will have a domino effect, negatively impacting the GTHA’s ability to attract economic growth and thus its financial capacity to support needed transit and infrastructure improvements. “The government of Ontario cannot be seen to be contributing to onerous financial burdens on the GTHA municipalities and taxpayers, or to the overall lack of affordability and livability in the GTHA by imposing hurried and ill thought out policies,” says McCallion. “The province needs to slow down and get the details right on how we’re going to implement new policies and accommodate the inevitable growth.” McCallion says premier Wynne has demonstrated a genuine interest in hearing from the mayors and chairs, and the recommendations in her report can go a long way to making the Growth and Greenbelt Plans stronger, more viable, more affordable and more effective. McCallion says she hopes the province will work with the municipalities and implement the report’s recommendations before the plans are finalized.

Moving up and moving in: Another unbelievable year for Toronto condos By Ben Myers

LAST YEAR, construction was completed on 17,538 new condominium apartments in the Toronto Census Metropolitan Area (CMA), and people moved into 18,450 new condos in 2016! What? You read that right. Almost all of the highrise units completed in 2016 were sold and occupied, but another 900 that were not sold at the end of 2015 found new owners and occupants in 2016. Demand is clearly exceeding supply. Those might seem like big numbers, but keep in mind, there were 32,822 new condominium completions in 2015 in the Toronto CMA, according to Canada Mortgage and Housing Corp. Fewer completions meant less new supply hitting the resale market, resulting in people bidding up the prices of the listings that were available. The Toronto Real Estate Board reports that the average GTA condo apartment traded for over $440,000 in December, an increase of 16.5 per cent annually. Nobody saw that jump coming. Prospective purchasers who were frustrated with the lack of options are now turning to the pre-construction new condominium market. Condominium market research firm Urbanation indicated that about 50 per cent of the buyers of new GTA condos were domestic investors in 2016 based on their survey results. This is actually down from a high of close to 70 per cent in 2011 at the
peak of the new highrise market. End-users are electing to buy a new condominium, deciding instead to wait a couple of years as their project gets built to ensure they get what they want in the future, instead of compromising on a resale unit today. Early forecasts are calling for another solid year for the GTA new condominium market in 2017, with economist Will Dunning forecasting 17,800 new sales and 22,200 new construction starts, so don’t expect to see fewer cranes in the sky this year. Despite the positive statistics, you may still be on the fence about joining the homeowner ranks. Here is another statistic to take into consideration: 91 per cent of Canadians are happy with their decision to buy a home, according to a recent survey by Mortgage Professionals Canada (MPC). The survey also showed that just two
per cent of homeowners regret their decision to own a home. That rate falls to one per cent for people who bought before 1990, keeping in mind the massive housing crash that occurred in 1989. MPC also found that people treat their place of residence as a place to live (73 per cent) and an investment (27 per cent), but I think you should increase the share of the former. WITH THE COSTS OF buying and maintaining a home on the rise, Canadians are increasingly relying on secondary suites to help mitigate the costs of home ownership. According to a new report by Mortgage Professionals Canada, Canadians who purchased their home within the past two years reflect a “new normal” in the Canadian housing market. Thirty-four per cent of first-time buyers think it’s important to generate income from their properties, and 13 per cent of homeowners undertook renovations to add space for a rental unit. The report contains data obtained from various sources, including an online survey of 2,000 Canadians. According to the respondents, current homeowners renting a secondary suite indicated that it was a necessity, with 24 per cent stating, “I need to rent a room/unit in my home to afford my mortgage,” and 15 per cent acknowledging that they “would have to make major lifestyle changes if [they] did not have rental income.” “Creating income remains a useful tool for first-time homebuyers,” says Paul Taylor, president of Mortgage Professionals Canada. “People are looking for ways to make owning a home more affordable. Generating income allows them to reduce their mortgage more quickly.” Each year more than one-third of mortgage holders take actions that will shorten their amortization periods, such as creating and renting a secondary suite. For homes purchased between 2014 and 2016, the average
contracted amortization period is 22.4 years. The most recent buyers expect that, on average, they will repay their mortgages in 18.8 years, which is 3.6 years shorter than their average contracted period. There are multiple factors contributing to this “new normal.” Of course, rising house prices, especially in hot markets like the Greater Toronto area, have put added pressure on first-time homebuyers to save a larger down payment. Moreover, the new mortgage stress test implemented in October 2016, which has a benchmark rate of 4.64 per cent (far and above today’s actual interest rates), means plenty of prospective homeowners will either have to lower their budget, or continue saving. “It is too soon to measure the impacts of this policy change,” says Will Dunning, chief economist at Mortgage Professionals Canada and author of the Annual State of the Residential Mortgage Market in
Canada report. “The survey finds that among potential homebuyers who expect to be subject to that test, their ability to buy a home will be impaired. As a result, they also expect that there will be negative impacts in the overall housing market and in the broader economy.” Homebuyers are seeking various avenues to achieve their down payment. Personal savings is still the primary source of their down payments, but homebuyers are more likely now than ever before to rely on other sources, including loans from financial institutions and withdrawals from RRSPs (via the Home Buyers’ Plan). There is also a larger dependence on the “Bank of Mom and Dad,” where new homebuyers receive funds from parents and family members who have enjoyed rapid increases in their home values in the past decade and a half, affording them the ability to assist their children.

Why 2017 is still a good year to buy a home By Wayne Karl
CANADA’S VARIOUS HOUSING markets
were regular headline newsmakers last year, and not always for the most positive reasons, from skyrocketing prices in Vancouver and Toronto, to continuing soft conditions in Alberta, to yet further mortgage rule changes courtesy of the federal government. All of it makes for a growing list of challenges for prospective homebuyers, and might discourage some to delay their purchase. Rest assured, however, there are reasons why 2017 is still a good year to buy a home. (One important caveat, though: If you can afford it.)
1 | A pause for the cause Slowing price growth in Toronto and Vancouver is actually a positive development for would-be buyers. Spared from year after year of double-digit home price growth, purchasers will no doubt appreciate a pause, as it may crack open a window of opportunity for them to buy. Affordability is a serious concern in these two markets. Underlining the matter was a warning from Canada Mortgage and Housing Corp. (CMHC) in October which highlighted that most Canadian housing markets were overvalued, and price growth was to slow through 2018. Home prices have risen ahead of economic fundamentals such as personal disposable income and population growth, CMHC says, resulting in overvaluation in many markets. For the GTA, specifically, resale home sales hit a record high in 2016 for the second consecutive year, according to the Toronto Real Estate Board (TREB). “A relatively strong regional economy, low unemployment and very low borrowing costs kept the 36 YPNEXTHOME.CA

demand for ownership housing strong in the GTA, as the region’s population continued to grow in 2016,” says TREB president Larry Cerqua. The overall average price for 2016 was $729,922 – up 17.3 per cent over 2015. The pace of growth also accelerated through the year, including a climb of 20 per cent in December. On the new home front, lack of supply continued pushing the average price of single-family homes and highrise condos in the GTA to unprecedented levels in November 2016, according to the Building Industry and Land Development Association (BILD).
The average price of new detached homes in the GTA hit $1.23 million in November, up 27 per cent from the previous November. In new condos, the average price rose 10 per cent to $493,137. Some attribute rising prices to low supply and high demand. Personal finance guru Gail VazOxlade has a slightly different view. It’s not lack of supply that’s driving prices up, but rather a shortage of grey matter. “(Supply) is not what is pushing new homes to record prices – stupidity is,” she wrote in a recent Twitter exchange. “#MoreMoneyThanBrains.” Easy credit, CMHC mortgage backing and “banks’ greed” are the real causes, she says. A significant
market correction might be the only solution, “but that’ll just leave a whole lot of people upside down.” We’ll take a pause for the cause, instead. The Canadian Real Estate Association provides one, in the form of its average price forecast for this year. For BC, it sees prices in Vancouver falling 7.8 per cent, compared to 8.1 per-cent-growth in 2016. For Ontario, it foresees prices climbing just one per cent, versus shooting up more than 15 per cent last year. “There will certainly be opportunity for first-time buyers in both markets,” ReMax Vice-President Elton Ash told New Home Guide. “The challenge will be in the higher qualification rates for high-ratio mortgages. Once firsttime buyers reset their affordability expectations, they will see price advantages in buying in 2017.”
2 | Ottawa is in your corner – really The latest mortgage rule changes introduced by the federal government late last year were intended to stabilize “overheated” housing markets, mostly in Vancouver and Toronto, slow home price growth and keep mortgage indebtedness under control. What the changes also do, however, is make it more difficult for young Canadians to take that important first home-buying step. Homebuyers who apply for a highratio mortgage (less than 20 per cent down payment) now have to undergo a “stress test” by qualifying at a rate (4.64 per cent) you may not even actually have to pay (if you qualified for a mortgage at some of the current better rates, say 2.5 per cent). These changes may mean that your buying power is reduced, but it’s for your own good. The stress test is intended to assure lenders – and yourself – that you could still afford your payments if interest rates rise. In other words, the changes are intended to protect you from the “stupidity” (Vaz-Oxlade’s words) of borrowing more easy money than you should.
You can also look forward to Ottawa releasing the National Housing Strategy some time in 2017. It is intended to address multiple and varied issues, from affordable housing to rental markets to home ownership, and execute a vision that is equitable across differing economies, markets and conditions. It’s a tall order, indeed. Such complex and far-reaching challenges are why some critics are skeptical that Ottawa can deliver anything meaningful in the strategy. But we’ll take a more positive outlook. Canada has never had a national strategy, and given the growing importance – and challenges – of housing, only good can come from the process.
3 | Economic mettle Canada has proven its economic mettle time and time again over the last several years. In its Financial System Review in December, the Bank of Canada says the Canadian financial system remains resilient, as the nation’s economy improves. The proof is in the pudding, in the way of Statistics Canada’s Employment Report from December, which says employment rose by 54,000 for the month, with the unemployment rate at 6.9 per cent. For the fourth-quarter of 2016, employment increased by 0.6 per cent – the largest increase since the second quarter of 2010. For 2016 as a whole, employment gains totaled 214,000 or 1.2 per cent, compared to 0.9-per-cent growth over the same period a year earlier. Just a bunch of numbers, right? Not exactly. Housing markets can’t thrive without a strong economy. Economic growth leads to employment growth, wage growth, and greater consumer confidence – which all lead to buying homes and household goods.
4 | Alberta rebound Housing markets in Calgary and Edmonton remained relatively stable in 2016, with moderate declines in sales and average prices as a result
of the extended recovery of the oil sector. The average residential sale price in Edmonton decreased by two per cent year-over-year, while in Calgary it dropped by four per cent, according to ReMax. Buyer activity is expected to pick up slightly in the second half this year, with improving employment opportunities in the oil sector. For the province as a whole, the Canadian Real Estate Association says 2016 and 2017 will finish up largely flat in terms of price growth – but this is actually an improvement over a 1.9-per-cent decline in 2015. Alberta, no doubt, will take it. The consensus is that real estate in the province is poised to begin to rebound in the second half of 2017. On the new home front, housing starts – an important sign of economic health – are starting to rise. “A member survey showed home starts are expected to rise a modest 5.7 per cent in 2107,” Donna Moore, CEO of Canadian Home Builders’ Association – Alberta, told YP NextHome. “That optimism likely reflects gains of almost 50 per cent in oil prices last year that are raising consumer comfort levels after a couple of tough years for the economy.”
5 | Interest rates Vaz-Oxlade’s concerns notwithstanding, it’s fair to say Canadians have benefited from the prolonged period of low interest rates. Most experts don’t see any significant change here for 2017, though some lenders recently inched up rates on some mortgage products. “It’s no secret that fixed mortgage rates are closely correlated with bond yields,” says Andrew C. MacDonald, a client account manager at Torontobased Calum Ross Mortgage. “We’ve already seen an upward movement in bond yields from historical lows, and most lenders have started to raise interest rates slightly, as a result. Increase in mortgage fraud, “suspicious” applications THE LATEST DATA FROM credit reporting agency Equifax Canada suggests high-risk and suspected fraudulent mortgage activity is on the rise noting a 52 per cent increase in suspected fraudulent mortgage applications since 2013. According to data from Equifax’s enterprise fraud management solution, ‘Falsified Account Statements’ and ‘Falsified Documents’ were the most prominent application tags, as reported by investigators. The other was ‘Conflicting Information’. Of those applications flagged, 67 per cent were from Ontario while the next highest was 12 per cent from B.C. Equifax also conducted a survey to chart the attitudes and perceptions of Canadians with respect to the current housing market. One-infive Canadians, who do not have a mortgage, indicated they are nervous they will never own a home because of rising prices and want to buy a home but can’t because of the down payment. “We’re certainly seeing more mortgage applications being flagged as suspicious by our reporting institutions,” said Tara Zecevic, vice-president, Customer Insight at Equifax Canada. “While we cannot entirely attribute these increases to consumers overstating personal income or falsifying applications, we do want to remind people that there are serious consequences for making false or inaccurate claims on any loan or mortgage applications. Not only will it stretch your finances, it is in breach of your contractual

obligations with the lender, and simply put, it’s against the law.” Little white lies With respect to mortgage fraud, the results of the recent Equifax survey showed: 13% of Canadians indicated they felt it was okay to tell ‘a little white lie’ when applying for a mortgage to get the house they want. 16% said they believe mortgage fraud is a victimless crime

WHEN HAZEL MCCALLION RAN the City of Mississauga from 1978 to 2014, and she spoke, people generally listened. You don’t get to become Canada’s longest-serving mayor, credited with largely building an entire city, without carrying a little weight. Now, in a different though equally important capacity, as ex-officio advisor to Ontario Premier Kathleen Wynne, she’s speaking out on the province’s Proposed Growth Plan for the Greater Golden Horseshoe and Greenbelt Plan (read more on pg. 32). Add to her voice that of the mayors of Markham, Richmond Hill, Whitby, Milton, Hamilton and other cities, and that of the chairs of the Peel, York and Durham regions, and you have a thundering chorus ringing throughout the Greater Toronto and Hamilton Area (GTHA) that Wynne cannot possibly ignore. At issue are the province’s proposed land use policies for the Golden Horseshoe. There is overwhelming consensus among the GTHA leaders that the province is going “too far, too fast” with its intensification policies. The result, or at least among the most notable for homebuyers, is ill-planned development with the end product being eroding housing affordability. McCallion says the growing lack of affordability in the GTHA is of concern and will have a domino effect, negatively impacting the GTHA’s ability to attract economic growth and thus its financial capacity to support needed transit and 42 YPNEXTHOME.CA
infrastructure improvements. “Intensification requires infrastructure and service capacity, or having the necessary funds to build it,” says McCallion. “Lands in the Greenbelt with infrastructure must be reviewed so that the millions of dollars of infrastructure investments made by municipalities and the province don’t get wasted.” Following a summit last September, the GTHA mayors and chairs recently produced a 28-page report detailing their concerns and recommendations for managing growth, building complete communities, curbing sprawl and protecting the natural environment in the Golden Horseshoe. The central challenge is how to accomplish these goals, while accommodating an anticipated increase in population of four million people over the next 25 years. Among the highlights: » Transportation master plans and servicing infrastructure mapping and considerations are incomplete and insufficient to support the proposed density target and intensification number. » A lack of consideration to the financial and economic
implications of the proposed growth plans for municipalities and regions, and how the plans will be financed. » Lack of an open and transparent review process with clear criteria to review Greenbelt lands and boundary adjustments. The Building Industry and Land Development Association (BILD) has been relaying similar messages and concerns for years. “With its proposed changes to the Growth Plan and Greenbelt Plans, it’s clear the government of Ontario is not concerned about the price of housing in the GTA,” BILD president Bryan Tuckey wrote in a recent column in New Condo Guide. Finally, there is now another large, important voice. Let’s see if Wynne is listening. If not, Ontario voters and rate payers may be the next ones to chime in. We get caught up with the amazing light and view they provide, but we often overlook how this architectural element can create a cold and stark contrast to this cosy space you want to call “home.” Here’s why window coverings are essential, and how you can use them to soften the bold contrast of architectural glazing (windows).

light source, spectacular views and access to the outdoors from our urban oasis. When buying your condo, it’s important to assess your lifestyle and the realities of the unit. From there, you can determine your decorating needs by looking at the direction your unit faces, noting whether will you have morning light or afternoon light, indirect light or nosy neighbours. If your unit faces east, it will be showered in beautiful morning sunlight. While this may be a blessing for the early bird, it might not be for those who prefer to sleep in, or those who do shift-work. You will have to deal with the
realities of trying to sleep in a sun-filled room. Black-out privacy blinds and/or drapery will be required. Perhaps a west-facing unit will provide you with better rest and allow you to enjoy the sun when you wake from your slumber. If you are nestled among a pocket of condo towers, you may not require sunshades, but perhaps privacy blinds. A general rule of thumb: if you can see your neighbours, they can see you. Privacy blinds will block the view in and out of your suite while helping to passively regulate the heating and cooling. They also protect your furniture, possessions and electronics from direct sun damage. If your purchase agreement does not include blinds, you will need to factor this expense in your overall budget. You will also need to inquire about the rules and regulations about window coverings from the condo board in your building.
Most buildings regulate the colour of window treatments from the outside. Usually they need to be white or off white from the exterior. The interior is where you get to have some fun!
A place to call “home” Once you have addressed your lifestyle and practical needs, it’s time to look at how you can soften floor-toceiling glazing. We encourage our clients to hang privacy blinds and then layer drapery or window treatments over top. Investing in blinds is a good idea and great for resale value, since the window coverings typically stay with the home on resale. side panels to soften glazing. This will add the comforting “hygge” we are all looking for in a living space. Drapery also helps to insulate the windows from the harsh winter winds and the extreme summer heat. Drapery valances are another way to help hide inconsistencies in window heights and bulkheads. They also help create a cosy atmosphere in your space, by visually closing in the space. Designers and decorators alike have been reinventing valances, and the Internet is a great place to look for inspiration. We completed a project where we had a valance laser-cut in mirrored acrylic to create visual interest, balanced with layered sheer side panels behind. The result is jaw dropping! In concrete condos, which can experience sound reverberation, drapery panels provide needed attenuation. You will instantly notice a difference once panels are installed. Indeed, affordability hit an eight-year low in the third quarter of 2016, according to the latest Housing Trends and Affordability Report from RBC Economics Research. The skyrocketing price of homes may be old news in Toronto, but it’s now spreading into the suburbs. Oakville, for instance, saw the average home price rise 15.4 per cent to $894,696 in the third quarter of 2016, according to Royal LePage’s House Price Survey. The story’s the same in Oshawa and Whitby, which saw the average home price increase 26 and 21.5 per cent, respectively. Meanwhile in Richmond hill, prices were up 25.7 per cent. How’s that for “urban sprawl?” A chat some time ago with Empire’s co-founder and executive vice-president of Industry Relations, Paul Golini Jr., enlightened me to an old saying that rings true today, more than ever: drive till you qualify. But with the suburbs gaining speed in price appreciation, how far is too far? The choice between location, lifestyle and housing type all play into the decision of “where?” “Is it important to be able to walk to work? On the other hand, would you mind commuting if it means you’ll have a detached home with a backyard? Or, are you looking for low maintenance and on-site amenities? Homebuyers need to determine which factor is most important to them,” Golini told YP NextHome. 48 YPNEXTHOME.CA

Driving decisions Location is one of the strongest drivers when it comes to finding the right home. A lot of it has to do with the three Ts: traffic, time and tolls – Toronto Mayor John Tory’s plans to bring road tolls to the Gardiner Expressway and Don Valley Parkway. They’re all common concerns among home hunters who are seeking more affordable housing outside of the city limits. Golini pointed out, those who commute will happily continue to do so if it means they’ll get more home for their money. “In our industry there’s a saying, ‘you drive till you qualify,’ which is based on the size of the mortgage you can afford as you move further away from the GTA.” “There is a segment that embraces the work/live/play/shop lifestyle and opts to live in the downtown core. They often abandon the car until the weekend, because they can take transit, the streetcar or walk to work,” Golini added. That being said, lifestyle is increasingly becoming a significant factor in the home search – particularly in the condo market,
Golini said. “We see that people are spending less time at home and more time at work or outside of their home, whether it’s for entertainment or going to the gym. These purchasers are okay with a smaller form of housing where little maintenance is required.”
Density – yay or nay? Aside from commute times and price, Golini highlighted density as a key factor in the home hunt. “Some people want to be close to their neighbours and living in a condo gives them the chance to meet in the gym, at the pool or even in the elevator.” On the flip side, lowrise communities are less dense and offer more privacy. “If someone is determined to fulfill their dream of the white picket fence, they may be driven further outside the core. Alternatively, they can go the route of a townhome, which is a great way to enter the housing market. “Once you determine which of these factors is the most important to you, as well as what you can afford, this can then act as a filter to direct your home-buying decision.” JAN 21 - FEB 4, 2017 | NEW CONDO GUIDE 49

Savings options for your down payment By Alyssa Furtado
IF YOU WANT TO SAVE for a home in the next five years, you should avoid stocks because you could lose money. Instead, you should use no-risk options like a high-interest savings account or GICs. But what type of savings vehicle should you use? There are three different types of accounts to choose from and each has its own advantages and disadvantages. Here are your options:
RRSP An RRSP allows the money you save to grow tax-free. If you qualify as a first-time homebuyer, you’ll also be able to take advantage of the Home Buyers’ Plan (HBP). Using the HBP, you can withdraw up to $25,000 from your RRSP as long as the money was deposited more than 90 days ago. If you’re buying with a spouse or partner who’s also a first-time buyer, you can each take out $25,000 for a total of $50,000. The money you withdraw has to be taken out no later than 30 days after the closing date. You must repay what you borrowed the second year after the year you withdrew the funds. You have up to 15 years to repay that amount. For example, if you borrow $24,000 from your RRSP, you’ll need to pay $1,600 a year ($24,000 divided by 15, equals $1,600). You can pay more than the $1,600 towards your HBP in any given year and your annual payments will decrease. The great thing about the money you withdraw from your RRSP for the HBP is it’s tax-free. However, if you can’t afford to make the annual payment, you’ll have to declare it as RRSP income on your tax return.
TFSA Like an RRSP, a TFSA also allows your money to grow taxfree. But there aren’t as many restrictions as there are with an RRSP. If you’re buying a home for the second or third time, you can still make a tax-free withdrawal from your TFSA. There aren’t any first-time homebuyer restrictions. You’re not restricted from borrowing just $25,000 because you can withdraw as much as you want from a TFSA. You also don’t have to pay the money back over a specific time-frame. In fact, you don’t have to repay the amount you took out and there aren’t any tax penalties. The other good thing about using your TFSA is you keep your RRSP intact and allow your money to compound over time so you can save more for retirement. However, you won’t get a tax refund if you save using a TFSA instead of an RRSP. If you were to get a refund, you could use that extra cash for your down payment and be able to save even more money. Non-registered account You could use a non-registered account to save for a house but this isn’t the best option because you’ll be taxed on any interest earned. The only reason you might use this type of account is if you don’t have any RRSP or TFSA contribution room, which is highly unlikely. However, you can withdraw as much money as you want from a non-registered account and you never have to pay it back. Which one to choose? RRSPs and TFSAs allow your money to grow tax-free while a non-registered account does not. A TFSA has fewer restrictions while a saving in an RRSP will provide you with tax refunds, which can increase your savings. The best option might be to use a combination of both.

Trades strike continues to impact home building and buying By Howard Bogach

WHEN YOU PURCHASE a new home
or condominium, you look forward to moving in with great excitement and anticipation. Occasionally, however, construction can be delayed, and this can create uncertainty and stress – for both the buyer and the builder. When the closing date is delayed, it may mean that a purchaser’s personal plans have to be put on hold for a while. For the builder, a key business milestone is delayed, affecting their business of building and selling homes. The Agreement of Purchase and Sale sets out the critical dates – including the outside closing date – associated with a new home or condominium purchase. This agreement is a binding legal contract between the buyer and builder. In most cases, the closing date is met, and buyers are able to move in and enjoy their new home. However, sometimes delays occur and can happen because of circumstances beyond the builder’s control. Some Ontario builders and purchasers are facing this situation right now. Last May, home building in parts of Ontario slowed dramatically or came to a halt completely, due to a strike by five different unionized construction trades – frame, trim, drywall, tile and electrical. The strikes are over, but they continue to have an impact. Getting construction capacity back up to prestrike levels has been an unexpected 54 YPNEXTHOME.CA
challenge, for a number of reasons. For one, trades who were not on strike were affected by the labour disruption, as they had to wait for construction sites to return to normal capacity. Second, the supply chain for materials for new construction in the province was also impacted. For example, some suppliers were forced to lay off staff during the strikes and then found it difficult to ramp up deliveries because these workers found new employment elsewhere. In fact, the sheer scope of the strikes’ continuing impact on the delivery of finished new homes and condominiums is unparalleled in Ontario. Some builders are still having difficulty completing homes. Of course, these delays may have a significant impact on buyers. Closing dates set out on the Agreement of Purchase and Sale may no longer be realistic. Buyers should review their Agreement of Purchase and Sale
and information on tarion.com to understand their contractual and warranty rights. It is important that purchasers and their builders maintain clear and open communication. No one likes delays. Purchasers are eager to start this new chapter in their lives, and builders have financial and reputational reasons to ensure their customers move into their new homes as fast as circumstances allow. Most new home purchasers in Ontario enjoy a positive and productive customer service relationship with their builder. So, if it is possible to find agreement on how to manage these delayed closings, it will preserve the quality of this important relationship going forward.

What’s your secret? A: My family has been building in the GTA since the late ’50s, and we pay attention. Home sales rebound after new mortgage rules slow activity HOME SALES ARE RISING – albeit slowly – following a dip in activity when the new financing rules took effect in October, according to the latest market statistics from the Canadian Real Estate Association (CREA). December 2016 saw home sales increase 2.2 per cent monthover-month. The rebound recovered less than half of the drop in activity from October to November, when it posted the biggest monthly retreat in more than four years after Ottawa tightened mortgage regulations. Activity was up month-overmonth in about 60 per cent of all local markets, led by Calgary and Edmonton, where sales rallied following large declines in November. Sales activity was down five per cent in December from a year ago, when it reached the highest level ever for the month. The number of homes changing hands in 2016 was up by 6.3 per cent annually, reflecting strong sales activity in the first half of the year that has softened since. “Sales set a new annual record last year,” CREA president Cliff Iverson said in a press release. “However, tightened mortgage regulations are expected to contribute to lower sales activity this year, though the extent to which they will weigh on housing markets across Canada will vary.” “Home sales are unlikely to benefit the Canadian economy as much in 2017 as they did in 2016,” added Gregory Klump, CREA’s chief economist. “New regulations mean that in order to qualify for a mortgage, homebuyers will either have to save longer for a bigger down payment or purchase a lower priced home. In urban centres where the latter are in short supply, that’s likely to translate into fewer sales.” The number of newly listed homes 58 YPNEXTHOME.CA
fell three per cent in December 2016 from November. New listings were down in about 60 per cent of all local markets, with declines in B.C.’s Lower Mainland, Calgary and the Greater Toronto Area. With sales up and new listings down, the national sales-tonew listings ratio rose to 63.5 per cent in December compared to 60.3 per cent in November. A sales-to-new listings ratio between 40 and 60 per cent is generally consistent with balanced housing market conditions, with readings below and above this range indicating buyers’ and sellers’ markets. The ratio was above 60 per cent in more than half of all local housing markets in December, the vast majority of which are located in British Columbia, in and around the GTA and across Southwestern Ontario. The number of months of inventory is another important measure of the balance between housing supply and demand. It represents how long it would take to completely liquidate current inventories at the current rate of sales activity. There were 4.6 months of inventory on a national basis at the end of December 2016 – down from 4.8 months in November. The tight balance between housing supply and demand in Ontario’s Greater Golden Horseshoe region is without precedent. The region includes the GTA, HamiltonBurlington, Oakville-Milton, Guelph, Kitchener-Waterloo, Cambridge, Brantford, the Niagara Region, Barrie and nearby cottage country. The number of months of inventory in December ranged between one and two months in many of these housing markets, and stood below one month in the Durham Region, Orangeville,
Oakville-Milton, Kitchener-Waterloo, Brantford and Cambridge. Price gains remained strongest for two-storey single-family homes and townhouse/row units (up 16.1 and 15.4 per cent year-over-year respectively. Single-storey singlefamily homes followed, at 13.3 per cent year-over-year, and apartment units up 12 per cent year-over-year. While benchmark home prices were up from year-ago levels in nine of 11 housing markets tracked by the MLS HPI, trends continued to vary widely by location. In the Fraser Valley and Greater Vancouver, prices continued to recede from their peaks reached in August 2016 but remained above year-ago levels (up 27 and 17.8 per cent year-over-year, respectively). Meanwhile, benchmark prices climbed to new heights in Victoria and elsewhere on Vancouver Island, and in the GTA. By comparison, home prices were down 3.7 per cent year-over-year in Calgary and edged lower by 1.6 per cent year-over-year in Saskatoon, continuing their retreat from peaks reached in 2015. The national average price for homes sold in December 2016 was $470,661, up 3.5 per cent from a year ago, marking the smallest year-overyear increase in nearly two years. The national average price continues to be skewed upward by Greater Vancouver and the GTA. The average price is drops to $352,513 if Greater Vancouver and GTA sales are excluded from calculations.

Area rugs » Don’t want to commit to wallpaper? This is where a large area rug comes in to add that sense of richness and texture in a big way. Even if you have beautiful hardwood floors, a large rug adds a layer of new texture (and optionally, a pop of colour) while defining a seating or dining area, with a softness that adds 60 YPNEXTHOME.CA
a sense of “home.” When it’s time for change, roll up the rug and place it in a new space, or resell it as vintage. » Size your rug to tuck fully under the furniture. For the biggest impact, run a custom sized rug from wall to wall, leaving a 12- to 18-inch border of exposed floor. A custom cut, plain, solid colour carpet can achieve this look without breaking the budget.

Regal mouldings » Whenever possible, now I usually install extra deep baseboards (eight inches plus) in homes to give a highend European look. You can upgrade just your baseboards to give your walls a new look, or for an even easier solution, simply add an extra strip of moulding above the top of your baseboards to stretch the existing boards a little taller. » Consider crown moulding in places like ceiling coves or windowless bathrooms. It finishes the ceiling in a stately way that lends a sense of history.
Mixed and match » Matching furniture can be pleasant, but can lack personality. Mixing materials and textures lends a sense of energy, so try contrasting opposites like wood versus sleek mirror, or stainless steel against
antiqued bronze. This applies to fabrics too, like leather and wool. » A sofa with two chairs is a classic seating configuration, but there’s no rule that says the chairs have to be the same. Try a low lounger for when you feel like sinking in, and a more formal upright seat for reading or conversation. Blending periods and silhouettes will give your home a little edge.
Flowers » A vase of fresh flowers isn’t only for magazine shoots. A few blossoms can add life to your space. One of my favourite clients would keep vivid carnation blossoms in bud vases and this simple touch gave a sense of care to her entire home. » Blooms in the bathroom are extraunexpected. Add a live tropical orchid to your vanity or perched on a stool next to the shower/tub.

The Don Valley Parkway runs just east of the community, linking to the Gardiner Expressway and Lake Shore Boulevard, making this community very accessible — it’s also very pedestrian- and bike-friendly. Real estate Affordability is key for those starting out, new to the country or those of limited means, and that is the hallmark of the rebuilding of Regent Park. Throughout the metamorphosis, the focus has been on returning former residents to healthier homes geared to their incomes. Funding initiatives have made it possible for former renters to step forward to become homeowners.

Investor DNA Do you have what it takes to succeed as a real estate investor? By Kara Kuryllowicz
DO YOU HAVE what it takes to
become a real estate investor? Quite likely, yes! Anyone with access to cash or equity can invest in real estate, but if you want to succeed at it, understand this: it’s a business. “You wouldn’t consider becoming a doctor without getting the necessary education, so before you become a real estate investor, take courses, attend seminars, find a coach or mentor, surround yourself with successful investors and at the very least, read as many good books as possible,” says Michael Ponte, founder and president, Prosperity Real Estate Investments in Langley, BC. “Invest in yourself first, because you are the key factor to your own success.” Experts are overly familiar with 64 YPNEXTHOME.CA
the losses and challenges faced by rookie investors who acted without forethought and opted out of their due diligence. Sure, savvy investors can make money, but as in any business, a certain industry expertise, experience and a little good fortune are required. And even then, there are no guarantees. “Educate yourself, but you can pay experts to do everything from finding the best property for you to managing the books and the property, while you focus on your existing career,” says Nick Karadza, who co-founded Rock Star Real Estate and Rock Star Inner Circle, an Oakville, Ont.-based investment group. In 2012, Ash Srivastava, who still owns and operates an IT
consultancy, sold his first home at a profit of $80,000 just one year after purchasing it. Intrigued, he read up on real estate as an investment vehicle, then started slowly growing his portfolio. His first small rental condo proved a learning opportunity, and after the third of his now seven investment properties (in Waterloo, Mississauga, Toronto and Brantford), he joined Rockstar. There are investors who make big money quickly, but not many who do it consistently. And if you’re risk adverse and want to protect your earnings, the strategy known as “buy, hold and rent” is the best route. The “fix and flip” method is rife with risk, and even buying pre-construction condos aren’t a sure thing.
INVESTMENT STRATEGIES: 1. FIX + FLIP High risk. It’s a gamble, particularly for novice investors. Can you make money? Yes – but you need cash, expertise and luck to make it work. “It can be profitable for knowledgeable, experienced investors, but there is a lot involved and it’s not the easy money people think it is,” says Karadza. “There are far too many variables – the profit margins tend to be small, so one misstep or unforeseen issue and your profit becomes a loss.” 2. PRE-CONSTRUCTION CONDOS Worth a look. A condo, particularly a studio or one-bedroom, will cost less
than a singlefamily home, and may appreciate during the preconstruction phase. “It’s an amazing concept that has proven Golberg very successful, provided the investors selected the right building in the right city,” says Sharon Golberg, president, Dash Property Management, Toronto. The company advises investors and manages property for investors who live in Canada and about 25 other countries. Focusing on the building’s appreciation during the wait time
can be fun, but it’s more important to consider the net post capital gain, once the capital gains taxes, realtor, legal and other fees associated with the sale have been paid. Karadza, meanwhile, is not a fan. As he sees it, “Why would I give someone else my money and watch my money work for them? I’d rather watch my tenant pay down my mortgage.” Banking on your condo to appreciate during the sales and construction phases could backfire or net you less than anticipated; no one knows what the future holds in a world where global events increasingly affect national and even local economies and real estate markets. “You’re gambling that the future JAN 21 - FEB 4, 2017 | NEW CONDO GUIDE 65

price will hopefully remain the same or increase, but no one has a crystal ball,” says Ponte, who has seen just how hard the decline of the oil and gas industry has hit Alberta real estate investors in the past 18 to 24 months. If your down payment is limited, pre-construction may be the only way to buy, hold and rent. As Golberg notes, condos are more affordable and straightforward with predictable costs. 3. BUY, HOLD + RENT Excellent idea. Experts suggest the most successful real estate investors focus on their time in the market, versus timing the market. Buy, hold and rent is generally the experts’ preferred strategy. “Our investment strategy is 95 per cent buy, hold and rent, as we found this to be the safest strategy and more importantly, provides some of the best returns,” says Ponte. Why? If you do it properly, your tenants pay down your mortgage and cover all of your operating expenses, including property management and taxes, insurance, utilities, maintenance and repairs and even the emergency funds set aside for unexpected repairs and vacancies. “This is my preferred property type because of the GTA’s appreciation rates,” says Srivastava, who typically devotes six to eight hours a month to his real estate investments, with the bulk of this time spent analyzing new opportunities. “Positive cash flow is key to my investment strategy, and to maximize the cash flow, I selfmanage my local properties and pay

for services as needed.” Experts highly recommend setting up to five per cent of the monthly rent aside for contingencies, and having $5,000 to $7,000 per property on hand to cover temporary vacancies, repairs and unforeseen events. Looking at that extra cash every month, investors might be tempted to treat themselves to a motorcycle or a dream vacation, but our experts highly recommend more practical, responsible plans. For example, you can set aside a set percentage or even an entire property to fund young children’s education. While the perfect investment property may not exist, according to Karadza, there are winners and losers. Does it consistently generate positive cash flow? Will it do so over the long term? Buy a property with positive cash flow and make sure that either you know how to analyze the deal, or that your advisors do, so that you’re not kicking in $700 a month to carry your so-called investment. This is something our Srivastava experts see far too frequently from inexperienced investors. “I do the due diligence to make sure (properties) meet my specific criteria, and I hire professionals to tackle the cleaning and touch-ups required before showing a unit,” says Srivastava. “A clean, fresh-looking
unit warrants more rent and tends to attract tenants who stay longer and take better care of it.” Rather than risk a costly and stressful tenant-related error and take time and energy away from your primary career and family, outsource the property management to the professionals. “Do you know all of the rules and regulations – do you have the interest and time required to learn the ins and outs?” asks Golberg. As Ponte says, “If the property can’t support a property manager, it’s a crappy deal to begin with.” 4. BUY, RENOVATE, HOLD + RENT Proceed with caution. Unless you get an outstanding deal on a property and have the cash to renovate, it’s a risk and your return on the renovation won’t be seen for so many years that by the time you’re ready to sell, it will likely be time for another major upgrade. An upgrade beyond a refresh will warrant a higher rent, which typically attracts better tenants, but Ponte know that tenants are hard on properties and their various finishes. “After the first year with the tenants, it won’t have the pristine shine, which is why I save the big renovation with the high-end finishes until right before you sell it,” advises Ponte.
