Federal funding for housing and transit good news By Bryan Tuckey

THE RECENT federal budget

included funding for public transit and affordable housing and that’s good news for the GTA. The federal government plans to invest $3.4 billion in public transit across the nation over the next three years and Ontario will get the largest share at about $1.5 billion. Our industry has long advocated for all levels of government to invest in public transit. Everyone benefits from it and we all have a responsibility to help pay for it. For decades there has been underinvestment in new infrastructure, especially public transit, by government. Not only does the GTA need more as its population continues to grow, but it also needs to replace and retrofit aging assets that have been neglected for so long. It has fallen to new homebuyers to contribute disproportionately to the cost of new infrastructure, including transit. Ever-increasing development charges and other government fees and taxes have been applied to the cost of development to the point where government fees and charges make up about one-fifth of the price of new homes in the GTA. It’s important the federal government’s commitment to share in the capital cost of transit be used to reduce price pressures on new residential development and new homebuyers. The other piece of good news in the recent federal budget was

funding for affordable housing. The federal government pledged $2.3 billion toward affordable housing construction and renovation, shelters and tackling homelessness in Canada over the next two years. Ontario will get a portion of that funding, and if applied appropriately, it will go toward programs that can assist our industry in building more affordable housing in the GTA. With this new funding, governments must create clearly defined programs and explain how to access them. As a partner in building more affordable housing the development industry needs to fully understand what they can do to help. What is really needed to get more affordable housing built in the GTA are programs and incentives that help to make the business case for these developments. For example, in the U.S., the cities that have successful

affordable housing programs are supported by state and federal funding and they use planning and financial incentives like a development fund or tax exemptions to make sure affordable housing doesn’t undermine housing affordability. Federal funding to help address affordable housing and public infrastructure issues is a good first step. To be effective, it will require collaboration from every sector so that municipalities, homebuilders and providers can invest the funding into shovel-worthy projects that help people and create jobs in the GTA.

Mississauga, the neighbourhood of Erin Mills begins at Dundas St. West and Mississauga Road in the east, and ends at Ninth Line and Winston Churchill Blvd. in the north. Average to larger luxury suburban homes characterize this neighbourhood, known for wide streets and lawns catered towards families with children. Demand for housing has increased over the years, resulting in higher home prices. The Vibe Major housing developments fill this neighbourhood, many deviating from traditional cookie-cutter suburban homes. Schools, parks, and small strip malls boasting unique restaurants are scattered throughout the area, lending to the major focal point of the neighbourhood — Erin Mills Town Centre.

In the Area Erin Mills is home to several wellknown public schools including John Fraser Secondary School, St. Aloysius Gonzaga and Stephen Lewis Secondary School, all of which were among the top rated high schools in Mississauga, according to Fraser Institute’s 2014 ranking. Right on the outskirts of the Erin Mills boundary is the University of Toronto Mississauga campus. Planes and Trains Erin Mills residents have access to Mississauga’s MiWay bus system that has 80 different routes covering 3,600 bus stops. Buying a pass or using a Presto Card is the best option when using this service, as the fare is $3.50 per ride on its own. Erin Mills is close to several GO stations including Streetsville, Clarkson and Erindale, which are all approximately 10 to 15

minutes away from Erin Mills Town Centre. Real Estate Families looking to settle down or younger individuals hoping to find a permanent home would benefit from the area’s amenities and low crime rate. However, with a price tag of more than $700,000 for a detached home, Erin Mills may be out of reach for many. Fortunately, new developments are introducing more condos to the area, providing more affordable options to homebuyers. Erin Mill’s proximity to many urban hotspots makes it an up-and-coming neighbourhood.

SO, YOU’VE DECIDED to buy an investment condo in 2016. Congratulations! As a first-time investor, there are five questions you need to ask yourself before buying a new condo:

1 | What are your goals? Before you buy any investment condo, you should figure out what your goals are. Are you looking to make a short- or long-term investment? What kind of return are you looking to achieve? Are you more interested in income or capital gain — or both? Deciding what your goals are up front will better help you achieve them in the long run. 2 | What can you afford? Talk to your mortgage broker or lender and get a mortgage preapproval before you start your search. This will help you figure out what you can afford, and will help you start to narrow your search. Also, make sure you are prepared for the developer’s requirements with respect to financing. Most new condos will require a 15 to 20 per cent deposit up front, as well as a mortgage approval letter showing you can afford the unit you are purchasing. 3 | What is your exit strategy? This is a very important question many first time investors fail to answer before buying a new condo. Will you buy, hold and rent

for the long term before selling? Will you buy pre-construction and then flip (assign) your unit prior to the final closing? Will you buy preconstruction, close on the unit, rent it out for one or two years, and then sell it? Will you buy, wait for completion, and then refinance and re-invest the proceeds? Take time to assess the risks and rewards associated with the different exit strategies and start with the end in mind. 4 | What should you buy? Buying a new condo for investment purposes is different than buying for yourself. Some units make better investments than others. Questions to consider include: » Which locations are likely to experience the most growth in the next few years? » What type of unit is the most attractive to renters? » Which type of unit tends to appreciate faster than others?

5 | When should you buy? Understanding the typical marketing cycle that a new condo goes through from pre-construction to completion will help you identify the right time to buy. When buying for investment, it is generally best to buy at the earliest possible stage when a new building launches. This is when prices are the lowest, and availability of investorgrade suites is highest. But there are other great opportunities to buy, including right before the developer meets the sales target to secure construction financing, or during the occupancy stage. In both of these instances developers tend to be highly motivated to sell and this is when they often introduce great buyer incentives or cash discounts.

Deciphering legal language Deeds, transfers, mortgages, charges, discharges and undertakings By Jayson Schwarz

there are some legal terms that require translation. The Government of Ontario keeps records of every piece of property in the province. These records are called the “title documents.” The document on file, that says who owns the property, is called the “transfer,” or “deed.” All of these documents are filed with the government — a process that is called “registering” the document. When a bank lends money and gets a record of this loan on title, the document is called the “mortgage” or a “charge.” When the charge is paid off, a new document is filed with the government office and it is called a “discharge.” If only part of the charge is paid off, a document called a “partial discharge” can be filed. There are many other documents, but these are a good starting point. Usually when a developer/builder starts a new project, he will go to a bank or other financial institution and, just like you, arrange for a mortgage or charge. The difference, however, is that this can be a huge charge. As an example, the builder/developer may have a $50- or $60-million “blanket” charge applied to enable him/her to create and build the project. The next thing that happens is that the house or condominium is built and sold, and it is time for closing. In the Agreement of Purchase and Sale will be a clause that will relate to the discharge of that part of the blanket charge which affects the

property you are buying. The builders’ lawyers (the good ones, in any case) add the clause that the purchaser will accept the promise (undertaking) of the builder’s lawyer to register the partial discharge in a reasonable period of time, but will give on closing two important things: 1. A letter (“discharge statement”) from the bank or other financial institution (“mortgagee” or “charge”) setting out how much money has to be paid to the chargee to obtain the partial discharge; and 2. A direction from the builder to the purchaser, telling the purchaser to pay the amount of money needed to obtain the partial discharge directly to the chargee. The clauses I will not accept stop with the purchaser being forced to accept the builder’s or the builder’s lawyer’s undertaking to register a partial discharge, without the other information. Now, I do not believe the builder or the builder’s lawyers who do not include this information would give the promise without meaning it, but what about things out of their control?

For example, if: » the builder goes bankrupt » the builder has a dispute with the bank » some other party seizes the money from the builder » the builder has an internal shareholders dispute and assets are frozen » the lawyer goes to Argentina with the money » the builder goes to Tahiti with the money If we had followed a) and b), none of that would matter. My complaint is that it does not cost the builder anything to give this piece of mind and security to the purchaser. It is just usually the fault of some lawyer trying to prove how good he or she can be. So be careful. Watch for these tricky clauses and consult a lawyer, because only a lawyer can provide legal advice and care enough to catch these kinds of things. Why we need context, not just data, on foreign investors By Wayne Karl

IMAGINE A HOUSE of cards — or a

game of Jenga — where one wrong move could cause everything to come crashing down. This is the fear some have when it comes to foreign investors in Canadian real estate. The concern is that foreign buyers — those who live elsewhere but buy properties in Canada and rent them out — are driving up home prices, particularly in hot markets such as Vancouver and Toronto. Some believe this offshore demand is leading to an artificial and unsustainable market which could cause a crash if, for any reason, these owners pulled out or sold their homes en masse. “People are concerned that foreign buyers are coming in and buying too many properties and driving the prices up,” Ben Myers, senior vice-president, market research and analytics at Fortress Real Developments, told New Condo Guide. “That is the big concern.” Canada Mortgage and Housing Corp. is taking steps to address this “data gap,” by scheduling meetings with industry stakeholders and taking other measures. In Budget 2016, Prime Minister Justin Trudeau promised to get a better handle on the issue. Some of these foreign buyers are paying cash — given that Canadian properties are a relative bargain compared to prices back home for Chinese buyers, for example. This means they’re not borrowing from Canadian banks or requiring insurance from CMHC, further contributing to the dearth of data. Without such transparency, it could

fall on real estate agents and lawyers to report such transactions. The problem with this scenario, according to Don R. Campbell, well known real estate investor and author, is that “data without action or policy is just knowledge.” There is nothing currently in place preventing foreigners from purchasing Canadian real estate. “I’m a stats guy,” adds Myers. “I’d love to see the information, but I think we have a pretty good idea that residential real estate sales activity to non-domestic buyers is pretty isolated to Toronto and Vancouver. Should Canadian taxpayers in every other metro area be on the hook for the cost

of collecting this info? “If we find out foreign buyers own 1.2 per cent of Canadian residential dwellings — 3.5 per cent in Toronto units and 6.1 per cent in Vancouver — then what? How much will it cost to take the next steps? “Even if you had the proper data and the world’s best econometricians, you could never know what a home would have sold for if a foreign purchaser didn’t buy it,” says Myers. Campbell says any such data would be “incredibly inaccurate, given the many ways in which the ultimate purchaser can hide who is buying.” He also points out that The Personal Information Protection and Electronic Documents Act (PIPEDA) could limit any disclosure. PIPEDA sets out ground rules for how private sector organizations may collect, use or disclose personal information in the course of commercial activities.

Should you be scared of international buyers in Toronto’s condo market? By Ben Myers

THERE DOESN’T SEEM to be a day

that goes by that someone doesn’t write about foreign buyers in the Vancouver market. There has also been much talk about non-Canadian residents buying up pre-construction condominium apartments in Toronto. Is this a problem? Should you be worried about short-term speculation artificially inflating the local highrise market? I don’t think you should be worried. I wrote about foreign buyers and their intentions in great detail in my latest Market Manuscript report (please take a look at this robust 75-page report on the state of the Canadian housing market, as I pull together quotes and key findings from the top domestic real estate analysts and economists). The report highlights data from Urbanation Inc. that shows that the share of condo units listed at completion has trended downward for several years in the Greater Toronto Area, and that investors are holding onto their units, regardless of their nationality — no short-term flipping, and no assigning of purchase contracts during the construction phase. Benjamin Tal, chief economist of CIBC, appeared at a housing conference in March for the Global Risk Institute, and mentioned that he went to dinner with a substantial group of local Chinese real estate brokers that represent overseas condo investors. He explained that the majority of their clients have

relatives already living in Canada, or have plans to send their children to Canada for university or college. These investors are not just randomly choosing Toronto because prices have continued to rise. He also noted that the brokers believe the Chinese government is cracking down on capital flight from the country and that it may influence their ability to buy more suites in the future. There is little evidence to suggest these international buyers are artificially inflating the condominium market. In fact, price appreciation in the condominium market has been relatively tame in the GTA for a couple years (despite the big February uptick). The rental market has been obscenely strong and many of these investors are happy to hold onto their units and rent them out. My Market Manuscript report shows that foreign investors view Toronto favourably due to the low prices in comparison to other global cities. For comparison, the value of an ownership apartment in Hong Kong is approximately 79 per cent greater than Toronto, while London is 78 per cent more. Rents in Hong Kong

and London are 50 to 60 per cent more than Toronto, while residents in those cities only make about 14 per cent more in their average salary after taxes. Based on these figures, they see Toronto pricing increasing dramatically over the next 20 years when fewer downtown condo sites are available and Toronto grows as an international financial and lifestyle hotspot. I don’t think you should be scared of foreign buyers, but you should be scared of missing out on an appreciating residential real estate market in 2016. My report shows that most housing analysts are calling for a five- to nine-per-cent price growth this year. My advice: surround yourself with a good team, understand what you can afford, and buy where you want to live for five years or more. Happy condo hunting! Latest CMHC report shows condominium investors are in it for the long haul CONDOMINIUM INVESTORS in Vancouver and Toronto display stable characteristics over time. Most are small-scale investors that own only one secondary unit, nearly one-half purchased their last secondary unit for rental income and most expect to own their investment property for more than five years, according to the Canada Mortgage and Housing Corporation (CMHC) 2015 Condominium Owners Survey (COS). The annual report, focused on the Vancouver and Toronto Census Metropolitan Areas (CMAs), includes survey insights on what motivates condo purchases, how long owners hold onto their units, and the mortgage-financing profile of condominium owners whose primary dwelling is a freehold or condominium unit but who also own at least one secondary condominium unit. These households are referred to in the report as COS investors.

Report highlights » Results are very stable over surveys. » Nearly one-half of COS investors purchased their last secondary unit for rental income. » About 60 per cent plan to hold onto their last purchases unit for more than five years versus eight per cent planning to sell their unit in less than two years. » Nearly three-quarters have only one unit and roughly 90 per cent do not plan on buying new units in year following the survey. » 56 per cent expect their units to appreciate, 35 per cent do not expect a significant change and five per cent anticipate a decrease in value.

IF YOU WANT TO SAVE for a home in the next five years,

you should avoid stocks because you could lose money. Instead, you should use no-risk options like a high-interest savings account or GICs. But what type of savings vehicle should you use? There are three different types of accounts to choose from and each has its own advantages and disadvantages. Here are your options: RRSP An RRSP allows the money you save to grow tax-free. If you qualify as a first-time homebuyer, you’ll also be able to take advantage of the Home Buyers’ Plan (HBP). Using the HBP, you can withdraw up to $25,000 from your RRSP as long as the money was deposited more than 90 days ago. If you’re buying with a spouse or partner who is also a first-time buyer, you can each take out $25,000 for a total of $50,000. The money you withdraw has to be taken out no later than 30 days after the closing date. You must start repaying what you borrowed the second year after the year you withdrew the funds. You have up to 15 years to repay that amount. For example, if you borrow $24,000 from your RRSP, you’ll need to pay $1,600 a year ($24,000 divided by 15, equals $1,600). You can pay more than the $1,600 towards your HBP in any given year and your annual payments will decrease. If you decide to pay $9,400 in the second year, then you’ll only need to pay $1,000 a year thereafter. The great thing about the money you withdraw from your RRSP for the HBP is it’s tax-free. However, if you can’t afford to make the annual payment, you’ll have to declare it as RRSP income on your tax return.

TFSA Like an RRSP, a TFSA also allows your money to grow taxfree. But there aren’t as many restrictions as there are with an RRSP. If you’re buying a home for the second or third time, you can still make a tax-free withdrawal from your TFSA. There aren’t any first-time homebuyer restrictions. You’re not restricted to borrowing just $25,000 because you can withdraw as much as you want from a TFSA. You also don’t have to pay the money back over a specific timeframe. In fact, you don’t have to repay the amount you took out and there aren’t any tax penalties. The other good thing about using your TFSA is you keep your RRSP intact and allow your money to compound over time so you can save more for retirement. However, you won’t get a tax refund if you save using a TFSA instead of an RRSP. If you were to get a refund, you could use that extra cash for your down payment and be able to save even more money. Non-registered account You could use a non-registered account to save for a house but this isn’t the best option because you’ll be taxed on any interest earned. The only reason you might use this type of account is if you don’t have any RRSP or TFSA contribution room, which is highly unlikely. However, you can withdraw as much money as you want from a non-registered account and you never have to pay it back. Which one to choose? RRSPs and TFSAs allow your money to grow tax-free while a non-registered account does not. A TFSA has fewer restrictions, while a saving in an RRSP will provide you with tax refunds, which can increase your savings. The best option might be to use a combination of both. Low Canadian dollar An investor’s paradise

THE LOW CANADIAN DOLLAR has given

a boost to the already potent real estate market in the Greater Toronto Area. In January 2016, we saw the dollar dip below US$0.69, which has not happened in the last 13 years. Last time the exchange rate was close to this level was on Jan. 21, 2002, when our dollar was US$0.6179. That was the day before Kmart, the largest American retailer, filed for Chapter 11 bankruptcy. It was also the same year Canada defeated the United States five-two in the men’s Olympic hockey gold medal match. These are such distant memories. Last month when I was at the supermarket, a head of cauliflower was $7.99. I did not think that cauliflower had become a luxury food item. After doing a double take, I found that not only was there a drought in California, but the sinking dollar played a big role in this price hike. Admittedly, not everything in the store increased that dramatically. The Food Institute at the University of Guelph has projected an increase in 2016 for fruits, vegetables, and nuts in the range of 2.5 per cent to 4.5 per cent. The low Canadian dollar will dampen the pocketbooks of those who choose to travel internationally, shop abroad or buy imported goods. Travelling domestically this year might not such a bad idea. Tourism in Canada has certainly gained momentum with many foreigners, especially Americans, trekking across the border. They are not only here

as tourists visiting world-acclaimed cities such as Toronto, but also as consumers. A recent Huffington Post report examined the types of consumer goods available to Americans at a discounted rate in Canada. Electronics, for the most part, cost 10 to 30 per cent less here than in the U.S. Vehicles in the $40,000s are approximately $10,000 cheaper in Canada after the USD exchange rate. Our low loonie has also resulted in a boost in our real estate market thanks to foreign investors and new immigrants. I recently met a Canadian couple who work and live in the U.S. Since their income is in US dollars, they have found that the Canadian real estate market offers a substantial discount. The exchange rate has essentially provided them with an opportunity to invest in the real estate market now, but at price levels comparable to two to three years ago. Their plan is to purchase real estate now, have a foot in the Canadian real estate market and move back to Canadian soil when their job situation allows. The low loonie, coupled with Canadian banks’ lending criteria, make this a great opportunity to convert foreign currency and pour it into the real estate market in Canada. For the most part, Ontario and the rest of Canada welcome foreign

investors with open arms. Anyone outside the country who plans on living in Canada for less than six months of the year may keep a home, even without applying for residency. Foreigners who wish to stay longer in Canada may apply for permanent residency or immigration, and there is no restriction to the number of properties that he or she may own. Foreign investors are subject to the same fees and taxes as all Canadians, but typically require a minimum of a 35 per cent down payment to secure a loan from a Canadian bank. There is also a 25-per-cent withholding tax on rental income and capital gains, if the investor decides to sell the property and turns a profit. These policies have not deterred investors from continuously pouring their capital into the Canadian real estate market. The Canadian banking system also holds a tremendous advantage. Canada has the most well managed, well regulated, and well capitalized banks in the world. Back in late 2008 and early 2009, Canada withstood the economic downturn and much of that was due to our stable banking system. From a mortgage lending standpoint, Canada does not have the same subprime mortgage problems that were the origin of the U.S. real estate crash. Canadian lenders tend to hold on to mortgages they originate rather than distribute to other institutions, and as a result limit irresponsible lending decisions and financial consequences. Why would you invest your money anywhere else in the world? Real estate in Canada is your best bet. I’VE BEEN INVOLVED in the newcondo industry for years, and I have never seen conditions as favourable for first-time buyers as they are right now. Anyone thinking about taking this major step should seriously consider buying soon for a multitude of reasons. For one thing, it’s absolutely incredible that interest rates have stayed so low for so long. Whatever age people are when they enter the market today, they’re getting rates far lower than what their parents had. And when you consider the length of time it takes to pay off a mortgage and the amount of interest you pay during that time, every percentage point — or even fraction of a point — lower represents many thousands of dollars saved in the long run. Also on the financial angle, prices are extremely competitive — mainly because there is a phenomenal amount of choice out there aimed at the first-time buyer market. As the price of lowrise homes skyrockets, condominiums are a refreshingly attainable choice as a first home. As a first-time buyer, you may have to choose one of the more compact designs, but remember, you have wonderful amenities that are an extension of your living space. For example, with a fitness room in the condo building, you don’t need space in your suite for exercise equipment. If you want to entertain a crowd, you can book the party room or have

friends over to watch the big game in the theatre room. And of course, the federal government is helping first-time buyers get into the market by offering the first-time Home Buyers’ Plan (HBP), which allows you to withdraw $25,000 — tax free! — from your RRSPs to put toward a down payment and other purchase-related costs. If you’re a couple, you can each use that amount, for a total of $50,000. Don’t forget about the first-time Home Buyers’ Tax Credit (HBTC) of up to $750 in tax relief. Remember, the economy and real

estate roll in cycles. Mortgage rates will rise again, and so will the prices of condominium suites as labour, materials and other building costs increase. If you can buy your first home now, you have a lot going for you that may not be available in six months or a year. Think ahead and act now!

space they create for you is, of course, custom. But the elements in that room — are they a carefully curated collection that will work in your space or are they custom made, just for you? New Condo Guide caught up with celebrity designer Yanic Simard, principal of the award-winning boutique firm Toronto Interior Design Group (tidg.ca), to ask him about custom pieces, and he’s given us some amazing insight into creating the best custom essentials for your home.

New Condo Guide: Why custom? Yanic Simard: My idea of comfort is living in a space that feels right — a personal retreat where you end up at the end of the day, and it just feels good. Going custom is the best way to achieve that.

NCG: Custom can be costly. Are there cost-effective ways to get custom looks? YS: Upholstery. Custom upholstering an entire piece of furniture, such as an armchair or a sofa, can quickly add up. But focusing on something simple, like the seats of dining chairs, can be a small investment with a big payoff. This approach also gives you the opportunity to create a lot of looks that you are unlikely to find in a store, such as matching your drapery to a chair back for a statement that says “custom,” loud and clear. This also provides an opportunity to use a small amount of high-end fabric for accents and apply a plainer and more durable material to high-impact areas, such as the seat, for the best of both worlds (and a balanced budget).

NCG: Are there areas where you more strongly recommend going the custom route? YS: Drapery. As with upholstery, custom draperies can require investing in materials and labour. This is why custom drapery is generally considered worth the investment. In many cases it is possible to extend a ready-made panel instead of starting from scratch. In much less time than it takes to make a panel from scratch, a seamstress (or skilled DIYer) can cut the bottom of a packaged curtain and attach a panel of a second fabric, creating a perfect length, colour-block statement without the full price tag. NCG: Do you recommend customizing pieces of furniture? YS: Creating a custom piece of furniture for a client is many designers’

dream, but it can sound more like a nightmare for homeowners. The cost, time, imagination and decisions required can make choosing a custom piece seem overwhelming compared to simply dropping by a store and walking away with a new find.

NCG: Are there any design issues that are more easily overcome with custom options, where you tend to prefer custom? YS: Mirrors for the bathroom. Custom inset mirrors solve a lot of issues in bathroom design. They expand a space visually, and they also replace a large area of tile, allowing a seamless, fully tiled look without requiring as much material to be purchased. When you use a mirror wall to wall or floor to ceiling — and skip the frame cost — you’ll save even more while getting a perfectly polished look. It’s a good idea especially in a compact bathroom, letting you splurge on a smaller amount of must-have stone and doubling the look of it. NCG: What are some of the current trends in customization? YS: There’s a big trend to upcycle, so if what you have is in good condition, customizing the finish is becoming a popular option. Beautiful, colourful cabinetry can be rare, especially in the exact hue of your choice. In fact, you’re more likely to find a dated or drab shade if you’re living in an older home. If the existing units are in good condition, having the fronts sprayed with a new finish can be very reasonable in price compared to a full replacement. The same can be said for salvaged vanities. Whether your look is eclectic, traditional, modern or rustic, a salvaged furniture piece used as a vanity can make for an excellent twist in any bathroom. A simple coat of paint (or just a sealant to keep worn-in character as is), a few cuts and a basic block vessel sink can transform nearly any furniture piece into a bathroom vanity. You can also try adding a solid slab to create a more traditional countertop, or take an inexpensive cabinet frame and replace just the doors to achieve a unique look while still providing plenty of closed storage. NCG: Are there any customizations that are particularly influenced by the client? YS: Art — this is definitely one element that needs to speak to the client on another level. In a Miami condo space I recently designed, I wanted to bring a sense of South Beach artistic flair without letting it swallow the budget. I found high-resolution images created by a local artist online and had them printed directly onto acrylic. If you want to customize art for yourself, ask a local printer what materials they can print on, and try something fun, like canvas, cloth, parchment, plastic or even wood. The result will be unique art pieces with a true artistic story, but without the art auction price. And of course, there are also many good reasons to buy a one-of-a-kind original piece of art from your local gallery. Sometimes just a little change goes a beautifully long way. 42 YPNEXTHOME.CA

Tridel selects 3XN to design new phase of Bayside Toronto By Brandon Bastaldo

ON WEDNESDAY APRIL 13, international real estate firms Hines and Tridel announced that Danish firm 3XN will be the design architect of the third phase of their Bayside neighbourhood development. An interesting selection process to say the least, Hines and Tridel held an international competition to determine the best possible architect for the next phase, which will complete the transformation of the 13-acre mixeduse development site located south of Queens Quay, between Sherbourne Common and the Parliament Slip. 3XN’s proposed condominium design will be the next residential phase developed by Hines and Tridel at Bayside Toronto. This follows the successful launch of Aqualina and Aquavista in 2013 and 2014 respectively, which were designed by Miami-based architecture firm Arquitectonica. Kim Herforth Nielson, 3XN principal and senior partner, spoke alongside Michael Gross, Hines Bayside program director, and Andrew DelZotto, Tridel executive, to give some insight about their spacious, green-centric design proposal that sees the upcoming Bayside neighbourhood using mixed space like no other in the GTA. Based on the three preliminary renderings, it’s evident why Tridel and Hines selected the Danish design firm to steer this project to completion. Nielsen explains that “The design puts people first, paying particular attention to the quality of views, space and lifestyle. The development will command extraordinary views of the water, neighbouring parks, and the city skyline.” One of the most appealing aspects of this upcoming project is Nielsen’s influence that places a heavy emphasis on the importance of community.

When explaining the proposed shape of the building Nielsen noted that “While the stepped L-shape form provides a sculptural quality to the building, the large garden terraces are the hallmark of the design.” Michael Gross explains that 3XN’s proposal containing the uniquely stacked units was “one that understood the site’s importance to the City and the revitalization of the waterfront; the singular opportunities created by its location along the water’s edge; and the market demands of Toronto’s sophisticated condominium consumer.”

Economy & job creation

Prime Minister Justin Trudeau unveiled Budget 2016 on March 22 — his inaugural budget — so New Condo Guide took a closer look at it from the housing perspective.

Though perhaps not specifically related to housing, everything evolves around the economy and jobs. After all, a strong economy begets job and wage growth, which begets consumer confidence and the ability to rent or buy — to live. What was promised: To get the economy growing again, Trudeau said we need to immediately invest in helping our businesses and entrepreneurs — including those in manufacturing — become more innovative, competitive and successful. What was delivered: Something equally ambiguous. Budget 2016 “puts people first,” directing billions toward helping the middle class and those less fortunate, with the idea that this will boost economic growth. The hope is that more than 100,000 jobs will be created and the economy will grow by an additional one per cent over existing predictions. The government acknowledges that economic challenges persist in oil and commodities, and is extending employment insurance benefits in the hardest hit regions, such as Alberta and Saskatchewan.

Infrastructure spending Leading up to the budget, speculation was that where would be less than what was promised during last fall’s election campaign, and the focus would be on repairs instead of capital projects. What was promised: To invest in public transit to shorten

commute times, cut air pollution, strengthen our communities and grow our economy. “Over the next decade, we will quadruple federal investment in public transit, investing almost $20 billion more in transit infrastructure.” What was delivered: Phase one of the government’s infrastructure plan proposes to provide $11.9 billion over five years, beginning immediately: » $3.4 billion over three years to upgrade and improve public transit systems across Canada; » $5 billion over five years for investments in water, wastewater and green infrastructure projects across Canada; and » $3.4 billion over five years for social infrastructure, including affordable housing, early learning and child care, cultural and recreational infrastructure, and community health care facilities on reserve.

Home Buyers’ Plan (HBP) The plan as it stands now allows firsttime buyers to withdraw up to $25,000 from their RRSP to put toward a down payment on a home. They have up to 15 years to repay the funds. What was promised: To modernize the existing HBP to allow Canadians impacted by sudden and significant life changes to buy a house without tax penalty. Trudeau said this will ease the burden on Canadians facing job relocation, the death of a spouse, marital breakdown or a decision to accommodate an elderly family member. …continued on page 50

What was delivered: Nothing. Any update or revision to the HBP is nowhere to be found in Budget 2016. Through other measures, however, it is clear he’s keeping an eye on the housing market, which is increasingly important given economic and affordability challenges in some areas.

Rental/affordable housing What was promised: To encourage the construction of new rental housing by removing all GST on new capital investments in affordable rental housing. This will provide an estimated $125 million per year in tax incentives to increase and renovate the supply of rental housing. What was delivered: Budget 2016 proposes to invest

$2.3 billion over two years, starting in 2016-17. Of this amount, $2.2 billion reflects the government’s commitment to invest in social infrastructure, including $739 million for First Nations, Inuit and northern housing. A significant portion of the $2.3 billion will be allocated to provinces and territories, which can identify communities where the need for affordable housing is greatest. To encourage the construction of affordable rental housing, Budget 2016 proposes to invest $208.3 million over five years, starting in 2016-17, in an Affordable Rental Housing Innovation Fund administered by Canada Mortgage and Housing Corp. (CMHC). Funding would be used to test innovative business approaches — such as housing models with a mix of rental and homeownership — to lower the costs and risks of financing affordable rental

CMHC is also to consult with stakeholders on an Affordable Rental Housing Financing Initiative to provide low-cost loans to municipalities and housing developers to build new affordable rental housing projects. Up to $500 million in loans would be available each year for five years, supporting the construction of more than 10,000 new rental units over this period.

Housing policy What was promised: To direct CMHC and the new Canada Infrastructure Bank to provide financing to support the construction of new, affordable rental housing for middle- and low-income Canadians. To review escalating home prices in high-priced markets such as Toronto and Vancouver, and consider policy tools that could keep homeownership within reach for more Canadians. What was delivered: Budget 2016 proposes to address this data gap by allocating $500,000 to Statistics Canada in 2016-17 to gather data on Canadian housing purchases by foreign buyers. This could involve collaboration with the provinces, such as B.C., which recently announced its intention to have homebuyers disclose whether they are citizens or permanent residents of Canada or another country. Trudeau also promised to consult with the provinces and territories, Indigenous and other communities, and key stakeholders this year to develop a National Housing Strategy.

PEOPLE OFTEN SAY to me that

‘location, location, location’ is the key to a successful real estate development. I couldn’t agree more. A prime location is the most important factor when it comes to condo investment, because you can always remodel or alter your unit, but you cannot move it. You are committed to the area in which you have purchased. Be sure to look at location from several angles such as your work commute. Investigate your options. Do you have access to major highways and public transit? Firsttime buyers who stretch their budgets to afford a down payment may be able to get around efficiently without owning a vehicle, which is a major money saver. Once you seriously consider a location, try your work commute during rush hour. Is it reasonable? With the growing number of families purchasing condominiums today, proximity to schools, shopping, medical facilities and entertainment venues will be important. The point is, consider location in the context of your lifestyle. Nowadays, you have the advantage of being able to check the area’s Walk Score — key in an address you are considering and find out what amenities are within walking distance. This is a huge advantage when narrowing down your search for a new home. Canadian Real Estate Watch recently summarized the three key

factors you should look for in real estate investment, whether you are buying a unit and living in it or buying a unit as an investment and renting it for income. Consider these factors: 1. Access: The location must have public transit and be easily accessible to anyone. 2. Are retailers investing in the location? If major national chains are investing in your neighbourhood, that’s a good sign. 3. Is public infrastructure being redeveloped? A healthy and vibrant ‘not-left-behind’ neighbourhood is a strong indicator of a good investment. All of these factors are strong fundamentals that influenced the locations for my recent developments. For example, The Rosedale on Bloor (at Sherbourne) will be next door to the TTC, close to the Don Valley Parkway and world-renowned retailers. Yonge Park Plaza office condominiums at

Yonge and York Mills is in a dynamic neighbourhood that has a onemillion-plus population within a 10-km radius, and offers direct TTC subway tunnel access from within the building. Steps to TTC transit and the underground PATH system, Dundas Square Gardens at Dundas and Jarvis streets is adjacent to Ryerson University and George Brown College’s King Street campus. When it comes to quality of life and return on investment, location continues to be of prime importance, certainly for purchasers, but also for developers. Land is a non-renewable resource, and as it becomes scarcer, developers have to be mindful when selecting a new site to develop. firsthand that some of the preconceptions about the Big Smoke are spot on: it’s smoggy, there’s not a ton of green space and, sometimes, it can even be a bit suppressing when it comes to getting that fresh air we all so desperately need. With the recent influx of condos up in every previously unoccupied nook and cranny of the city, Torontonians are quickly losing much of our green space. Despite these eco obstacles, we can thank crafty humans, Pinterest and the Internet at large for helping to spread the green love. Urban gardeners and green thumbs from around the world have united on the Internet to deliver awesome options and ways for city dwellers to start wonderful, space-saving urban gardens that provide us with essential nutrients and fit into tight spaces. Without further ado, here’s my list of ways to start an urban garden.

THE HOUSING MARKET has gone wild with people panting for good investments opportunities. Slow down and consider all the angles before you dive into homeownership.

There’s something about money Did you see that? The issue has shifted from “shelter” to “profit.” That’s because people believe that a home is a good investment. While money is a key consideration, it shouldn’t be the only consideration. If you’re going to make the move from renting to buying, look at the dollars and cents. First there’s the straight calculation that compares the cost of carrying your own home (your principal and interest payments and property taxes) with the cost of renting one. Renters aren’t responsible for maintenance. Homebuyers also need to consider closing costs which include legal fees, land transfer tax, and other miscellaneous expenses that you avoid by renting. First and last months’ rent is also a ways smaller than the typical down payment on a home. Of course, when you own, no matter how small the principal portion of your mortgage is (and it’s miniscule in the early years), as long as the market is stable, and you’re not looking to make a quick sale, homeowners are building equity and increasing their net worth with every mortgage payment. And when you sell your principal residence one day, the money earned is tax free.

While money is a key consideration, it shouldn’t be the only consideration. If you’re going to make the move from renting to buying, look at the dollars and cents. It’s a wonderful life When I was in my 20s, I lived in a neighbourhood that was suited to a single girl hell bent on a good time. Back then, renting was the perfect solution: one of limited responsibilities and commitment. Renting is virtually a worry-free existence — assuming you have a decent landlord. Homeownership is a responsibility that also brings a ton of warm, fuzzy feelings. It means you can put down roots. You have complete control of your environment so, yes, you can paint your living room red. Location, location Buying a home in a neighbourhood you don’t know well is one a common mistake. If you’re new in town, consider renting for six months or a year to get a feel for the area. If you like living there, you’ll feel more comfortable buying a home.

Steady as she goes Your employment prospects should be stable before you consider buying a home. Homeownership requires a number of regular payments — mortgage, property taxes, utilities, maintenance and insurance. Missing any of these payments can trigger dire consequences. There are a number of financial factors to consider when it comes to buying versus renting. But the decision involves much more than just running the numbers. You’ve also got to look at the emotional rewards and challenges of each alternative. I’ve been a renter and I’ve been an homeowner, and overall I like ownership more.

Choose master planned for maximum benefit By Rafael Lazer

NEW-CONDOMINIUM shoppers have a lot of choice available across the Greater Toronto Area. When considering the vast number of condos out there, they may want to consider residences in masterplanned communities. Living in a neighbourhood that has been specifically and intentionally planned from the beginning brings with it many advantages that could enhance purchasers’ quality of life and their future return on investment. For starters, think about visibility. In a master-planned community that includes several residences, the buildings are designed to speak to each other architecturally. They all fit in with the same architectural vision, which offers a feeling of harmony and a sense of place. These neighbourhoods may also include public art that contributes to the cohesiveness. In the Emerald City community in North York, for example, the colours at building entry points match the primary hues on the massive Douglas Coupland cones and cylinders. Master planning also includes a mixed-use component that offers incredible convenience for residents. There’s a lot to be said for buying in a community where services and amenities are within walking distance. Emerald City is close to Fairview Mall, major highways, public transportation, schools, parks, a hospital and more. Proximity to all of these provides added value. So does the fact that Emerald City itself features the Parkway Forest Community Centre, where people and families of all ages can access a variety of amenities including a

daycare facility, fitness centre and soon, an outdoor pool. The value of the real estate where Emerald City is located has vastly increased. This value benefits our purchasers and existing residents in surrounding neighbourhoods. By planning extensively, developers can make sure access roads, traffic lights, passages and the like are in place so the entire circuit board of the neighbourhood feeds what is expected. This may not be achievable with a standalone building dropped into existing surroundings. Another aspect of master planning that instills confidence in buyers is the fact that the community typically involves building thousands of suites, meaning the developers are in it for the long run. This unspoken agreement that the community will, in fact, be built establishes stability.

Of course, developers cannot achieve all of this alone. We work with city councillors to ensure that our master-planned communities comply with municipal regulations and add to their surroundings. Emerald City occupies one of the largest blocks of land in North York, so it has to fit in well with the entire area. Everything was looked at carefully from all angles in order to create a whole that is greater than the sum of its parts. In fact, that’s a good way to sum up what a master-planned community is all about. Each one is unique. As Elad contemplates similar neighbourhoods to Emerald City in other areas in Canada, we continue to look for ways to streamline residents’ lifestyles through meaningful amenities. Developers of master-planned communities and the municipalities where they create them have everyone’s interests at heart.

Global Kingdom Ministries celebrates 60th anniversary with Trinity Ravine Towers IN 1956, REV. ROY E. UPTON had a vision to bring the message of faith to as many people as possible. Some experts in the real estate community believe that the Toronto market is experiencing a bubble which has been growing for the last 10 years. As a result, many potential investors have been waiting on the sidelines for years in hope of a market correction. Some have been waiting so long that prices have increased to the point where even a modest correction would still leave them with less “condo purchasing power” than they had when they first became interested in the market.

Others believe that the increase in property values over the last 10 years is just the beginning of a long-term trend caused by increased globalization, and that Toronto real estate is lining up with other worldclass cities across the globe. Cities like New York, London, Tokyo and Hong Kong are often cited as examples that make Toronto prices seem like a bargain. Another argument suggests that large institutional investors are starting to use Toronto real estate as a complement to stocks and bonds which is further driving up real estate prices. While there is plenty of information

available about the buyers and sellers of condos in Toronto, it doesn’t paint a full picture of whether real estate is attractive as an investment option for the layman. The missing piece is the rental market, which generates the majority of the returns for a real estate investment. What does it cost to rent a one- or two-bedroom condo in Toronto? How do these rents compare in different areas of the city? The infographic confirms a lot of things we already know: » As you move away from the downtown core, rental prices start to come down. » The most expensive areas to rent are near Bay, Bloor-Yonge, Rosedale and Summer Hill stations, where a lot of wealthy Torontonians call home. » Surprisingly, the rental prices around Union Station are lower than other stations in the area (for example, St. Andrew, St. Patrick and King). For a potential investor looking at this information, the obvious question is, “With the increase in condo prices, is buying an investment condo worth it based on current rent prices?” To answer this question, we took a sample listing from a new onebedroom condo near Union Station and computed the annual rate of return on investment (ROI): » Purchase price: $370,000 » Down payment and closing costs (20 per cent down, land transfer taxes, lawyer fees): $83,125 » Mortgage rate: 2.5 per cent per annum » Mortgage term: 25 years » Average monthly rent: $1,600 In this example, the ROI on the $83,125 paid to close the sale is approximately 9.1 per cent per year over a 10-year period***. By comparison, below is a list of investment vehicles and their average annual ROIs available to regular individual investors: » GICs/government bonds (riskfree): Returning roughly one to two per cent per year (depending on term). » AA & AAA rate corporate bonds (low risk): Returning three to four per cent per year. » Stock market/TSX: Return has been extremely volatile since 2002.
