hopping for a home online is a great way to narrow your search, but there’s nothing like visiting the sites, models and sales offices to get down to the nitty-gritty. Before you venture out, here are some pointers: First, be clear about what you want and expect in a new home and in your builder. Remember, the range of prices in the new-home market generally reflects differences in location, features and home styles. There’s no magic involved. If a builder’s pricing seems out of whack with others in the area, ask for an explanation. Higher prices could mean better quality materials, finishings, features and service. Make sure that
the price you are paying will deliver the quality you want. Second, understand exactly what is included with the home you are buying and what is optional. Ask the sales representative to show you samples, and request a “spec” sheet that clearly lists what is included, as well as any upgrade options. Third, evaluate any promises that have been made during your visit. Is the builder prepared to put them in writing? Hearsay comments should not be included as part of your evaluation process. Sit down with your sales representative, ask questions and discuss your Agreement of Purchase and Sale in detail – then take it to a lawyer before it’s finalized.

f you’re currently in the market to buy a new home – and doing your due diligence and research – you’re likely hearing more and more about something called Development Charges. DCs are the fees applied by various levels of government when homes are built, to pay for new roads, transit and other infrastructure. Home building associations across the country have been speaking out – and lobbying the appropriate government bodies – on this increasingly challenging issue, since the charges in many cases are skyrocketing (see page 28). These costs are transferred right on to you, the newhome buyer – along with your associated mortgage interest. No one will argue against the need for new infrastructure, but the industry
warns that affordability is increasingly at risk with such high-rising fees. If they are allowed to rise unchecked, what will that do for the future of homeownership? And what will it do for a sector that is an important engine of economic growth? Studies are already showing there is a growing disconnect between the ambitions of GenYers and Millennials – the homebuyers of the future – and their financial realities. And more and more sources – including the latest RBC Economics Research Housing Trends and Affordability Report – warn affordability is only going to get worse. Add skyrocketing Development Charges to the equation, and – not next year but maybe in five or 10 years – we could be facing an ultimate price that none of us can afford to pay.

They don’t build them like they used to – they build them better than ever. Today’s builders, architects, renovators and other industry professionals have a greater understanding of how a lowrise house behaves as a complete system than those from past decades. They are using that knowledge to build homes that use energy more efficiently, are safer than ever and can save homeowners money on their annual bills. With more than 100,000 people coming to the GTA every year, the question for GTA newcomers often turns to whether to buy a new or resale home. One of the arguments for buying new is the quality of new construction is constantly improving. Innovative features and building practices that reduce energy consumption and environmental impact in today’s new homes include pre-fabricated and modular structural elements, insulated concrete forms and energy recovery systems that use waste energy to heat fresh air and hot water. With all of these new improvements, what could possibly make people think that the homes built decades ago are better than today’s homes? Nostalgia, says building scientist Michael Lio of Lio & Associates. “It’s true,” he adds. “We don’t build them they way we used to. We build them even better. There is a vast improvement in quality. You can’t use sloppy methods. It forces you to build better quality homes. We build the very best houses in the world right here in Ontario.” Lio said that if anyone spends some time in a downtown Toronto home that hasn’t been renovated in years, there’s a good chance they’ll find mould growing because of thermal bridging, single-pane windows (not up to current code), inefficient furnaces and poor insulation levels. “There is 75 per cent less energy used in a home built today than a house built in the ’60s,” Lio says. Gord Cooke, another building scientist and president of Building Knowledge Canada, says needs and expectations of homeowners have changed with those improvements in quality. “We used to wake up to cold rooms and floors in the morning and didn’t think much of it. Now people want to wake up warm and cosy with the same temperature throughout the house,” Cooke says.

And they can have it. There have been quantum leaps in the Ontario Building Code (OBC) since 2006 pushed by energy-efficiency programs such as Energy Star for New Homes and groups such as EnerQuality, which designs and implements green building programs. The OBC is updated every five to six years with improvements made to fire safety, energy efficiency and durability. Cooke says he compared the OBC from 1982 with the 2006 OBC. The newer version contained at least 30 per cent more references and requirements from a safety perspective, including carbon monoxide detectors, safety railings and staircases and windows as a method of escape during a fire. With improvements that reduce heat loss through windows, doors, walls, attics and basements, plus better furnaces and air conditioning, savings are close behind. For a two-storey, 2,200-sq.-ft. house built eight years ago, the most recent code change would present a $500 annual savings on energy use. For the same size house built 40 years ago, it would be about $2,000. Today’s top builders understand how houses work as a system. There’s no question that new homes top resale in energy efficiency.

If you’re looking to buy a new home in Mississauga, you might want to hurry: prices there are about to take a bit of a jump, and you won’t get any more bang for your buck. The City of Mississauga is proposing whopping increases to Development Charges – the fees applied by various levels of government when new homes are built, to pay for new infrastructure such as roads, transit and other necessities. Builders pay the charges, but typically pass on the cost to buyers. What does that mean for you, as a prospective new-home buyer? If you’re planning to buy a new lowrise home in Mississauga, you’re looking at a 54-per-cent increase in Development Charges – to an average of about $26,000, up from $16,000. Thinking of buying a condo? You’ll be on the hook for more than $17,000, rather than $13,000. The City is poised to vote on the proposal in June, and the new charges could be implemented as early as July, so the clock is ticking. “Development Charges are a tax,” Bryan Tuckey, president of the Building Industry and Land Development Association (BILD) told New Home Guide. “The rates have increased exponentially, and it has shifted the burden of paying for critical infrastructure onto the newest residents and businesses moving into a neighbourhood. It is not fair that new homeowners in the GTA are the only ones paying for new and upgraded infrastructure when all residents – new and old – will be using it.” BILD and other industry voices have long been speaking out against rising Development Charges, since it’s a contentious issue facing home builders – and therefore buyers – across the country. Universal concern In Toronto, City Council late last year voted to increase Development Charges by 75 per cent, to almost $30,000 for a semi or single-detached home. These new fees began to be phased in on Feb. 1, 2014 and are to be fully implemented by Feb. 1, 2016. Development Charges are even steeper further out in the GTA. According to a recent report from Altus Group, an economic consulting firm, municipal fees

and charges collected by Toronto, Markham, Oakville, Brampton, BradfordWest Gwillimbury and Ajax average out to about $116,200 on a new single-detached home, representing 22 per cent of the cost. For a new highrise, the fees average $64,000 – or 20 per cent. In Ottawa, Development Charges and other government-imposed fees today account for about 23 per cent of the cost of a new home – or about $100,000 of a single-family home. Twenty-five years ago, the costs accounted for just three per cent. In Vancouver, the various government taxes, fees and levies range from 16 to 27 per cent of the cost of a new home, depending on the city and the type of housing. Though the problem may differ slightly from one city and province to the next, with critics arguing the fee increases are largely arbitrary, the concern is universal: new-home buyers are picking up a disproportionate part of the tab for infrastructure development. What now? BILD and other home building associations continue to appeal to their provincial governments and other bodies involved in such disputes. “As costs associated with building new communities increase, it is becoming increasingly difficult for buyers to find a new home they can afford to purchase,” says Tuckey. “While we understand that growth must pay for growth, the building industry has expressed the need for these fees to remain reasonable, fair and accountable to new-home purchasers across the GTA.” In the Mississauga example, at least, the pleas may have fallen on deaf ears, as Mayor Hazel McCallion essentially told the industry to “stop appealing” and “let’s get on with business.”

In the last couple of years, there has been a lot of coverage in the financial press about m ortgage brokers. Despite all of the positive exposure in business and news publications, there still seems to be a lot of confusion from consumers about how this service works. Mortgage brokering or mortgage consulting is not a new industry, but is one that has been experiencing explosive growth over the last five to 10 years. As it stands currently, more than 21 per cent of all mortgage business in Canada is originated through mortgage brokers. While this figure, representing billions of dollars in mortgages, seems impressive, it is next to nothing when you consider that in the U.S., more than 65 per cent of mortgages are negotiated by mortgage brokers. In the past, mortgage brokers were used by individuals who may not have been able to get credit through other channels. They would arrange hard-toqualify mortgages for a fee. Today this is not the case. The number of mortgage brokers who work on hard-to-place mortgages is now only a small portion of the market. In addition to searching out the lowest rate, mortgage brokers

now focus on a consulting role, showing consumers how to become mortgage free quicker, how to decide between terms, conditions and how to crunch the numbers on the many mortgage gimmicks in the marketplace. How did this come to be, you ask? This is not the mortgage market of 10 or even five years ago. What most people don’t know is there are more than 100 lenders in Canada that would all like to have your mortgage business. Visiting the four banks in your neighbourhood is not going to cut it any more. One of the biggest differences between the person you may deal with at your financial institution versus a mortgage broker is the broker works for you, not one financial institution. Henry Ford, founder of Ford Motor Company, famously proclaimed people could have any colour of Model T they liked – as long as it was black. This may be a good way to view a mortgage representative that works for one financial institution. The people who work for these institutions simply cannot offer the level of variety a consultant or broker can. While the manager at a financial institution bases bonuses and salaries on the profitability of the products and services of the branch, mortgage brokers or consultants build their businesses on knowing where to get competitive rates and by providing value-added service. Some of the bigger mortgage consultants in Toronto single-handedly arrange more mortgages than many entire branches. How do they get these rates? One of the advantages the mortgage broker has, is access to volume discounts the consumer typically doesn’t get. When a mortgage broker sends a significant amount of business to various lenders every month, those lenders are going to make sure they work to keep the relationship strong. The financial institutions do not have to gather the paperwork, pay a salaried employee, or maintain an expensive branch infrastructure. By using mortgage brokers to generate mortgage business, they have to pay only the individuals who are producing deals. Really, it is a win-win situation for all involved. As the Canadian economy increasingly echoes the strengths of successful products and services from the U.S., I truly believe the growth in this industry is only just beginning. Still, I would like to bring up an important point – as with any industry, the cream rises to the top. Make sure you select the right financial professional to help you make your mortgage decisions. My sale price was $40,000 more than the initial purchase price. I have never lived in the property. Thus far, it has all been handled by my lawyer. Will I have to pay capital gains tax on this? Capital gains tax is charged on the profit realized from the sale of non-inventory assets. Most common assets are stocks, bonds and real estate. Currently, the income inclusion rate is 50 per cent. The taxable inclusion rate has bounced from inception 50 to 75 per cent, to 66 per cent, to its current rate. Therefore, an individual with capital gains must include in his/ her personal tax return, 50 per cent of the capital gain. Yes, this can add up to be a large chunk of change and reduces your actual after tax rate of return on your investment. Where did this tax come from? You say, many countries do not have this! Canadians were first introduced to capital gain tax in 1972. The Canadian government claims this was necessary to finance our social security programs and create a more equitable taxation system. Almost 40 years since and it is still around. Don’t you feel more secure about your social security and equality in our tax system? Some countries such as Belize, Barbados, Cayman Islands, Egypt, and Hong Kong have no capital gains tax. On the other hand, there are many countries with similar taxation to Canada’s such as Bulgaria, Denmark, France, Finland and Iceland. Regardless, if you actually move in or not, you will be subject to capital gains tax on your sale in the year the transaction is completed. New home sales continue to climb Total year-to-date sales increased 46 per cent from 2013. Sales of detached, semis and townhomes were up 83 per cent and sit just below the 10-year average. Highrise sales were down 19 per cent from 2013, due largely in part to limited new project launches in April. “Our industry continues to build quality, complete communities that people can afford to purchase,” says BILD President and CEO Bryan Tuckey. “Year-to-date sales are well above the 10-year average, which means GTA residents continue to view the high-rise market as an affordable path to homeownership.” According to the RealNet New Home Price Index, the average price of a low-rise home increased six per cent to $667,667 while the average price of a high-rise home grew one per cent to $437,366.
New-home sales in the GTA remain strong, as April figures show continuous improvement over 2013, according to the Building Industry and Land Development Association (BILD). According to RealNet Canada Inc., BILD’s official source for new-home market intelligence, the GTA saw 3,243 new-home and condominium transactions in April – a 17-per-cent increase over April 2013.

We’ve all heard of buyer’s remorse. Maybe it’s that canary yellow convertible that caught your eye at the dealership when you were there only to get an oil change. Maybe it’s that Florida timeshare that tempted you in the dead of winter. Maybe it’s, dare I say it, the home you just purchased. When it comes to buying a home, feeling a little anxious and questioning whether you’ve made the right decision is normal. Having just bought a new house – our second – my husband and I have been swept up in a whirlwind of excitement, anxiety and stress bordering on distress. First of all, our new home is more expensive. Second, it’s further away. Third, it’s a new community. (Well, not new new, but new to us.) While we were well aware of these factors when we bought the house –
and we still consider it worth the trade-off – we can’t help but feel pangs of fear as we prepare for the big move. My husband is the worrier between the two of us, but admittedly, I am very reactive. When the world around me panics, I’m not far behind. So, I too have suffered some sleepless nights. How can you curb those “I wish I never...” and “What if...” thoughts? Here are three ways to stop buyer’s remorse dead in its tracks: Stop looking You’ve had your eyes glued to the real estate listings for months. Now that you’ve purchased a home, it’s tough to go cold turkey. Trust me – if you keep looking, you’ll find something in a more convenient location, or at a cheaper price, or better in some way. Why are you torturing yourself? If you were happy with your decision to buy when you made it, then stop shopping for the bigger, better deal. Stop listening You’ve made your buying decision
based on your needs and wants. You were confident with your purchase... until Uncle Joe tsk-tsked and dug up that newspaper article he’s been saving for you about a drop in house prices in the coming months. But does anyone really know for certain what will happen in the future? By sitting on the fence and waiting for “perfect market conditions,” you could miss out on some really great opportunities. Don’t be overcome by analysis paralysis. If the timing is right for you, go for it. Stop worrying You’ve done your homework, haven’t you? You’ve scoped out a variety of locations with a close look at the amenities, home types and their prices. You’ve set a budget. You’ve been pre-approved at a great mortgage interest rate and terms. You’ve saved a down payment and closing costs are covered. You’ve got your team of professionals: realtor, home inspector, lawyer. What more could you have done? Buying a new home – especially for the first time – is certainly stressful, but ask yourself if your fears are founded on facts, or just a common case of cold feet? If you’ve done your research, then it’s most likely the latter and you’ll get over it.

Home builders applaud
infrastructure investment Ontario Home Builders’ Association (OHBA) President Eric DenOuden applauds the significant transit and transportation infrastructure investments recently announced in the provincial budget. “The cost of the infrastructure investments outlined in the budget is being equitably allocated from the general tax base and through a targeted repurposing of the existing gas tax as was recommended by the Ontario Home Builders’ Association,” says DenOuden. “I’m pleased the province recognized that all Ontarians benefit from a functional transportation system, rather than unfairly targeting new neighbours and new employers to disproportionately carry the cost burden through new taxes, fees and charges.” OHBA was opposed to the proposed Metrolinx Investment Strategy, which would have made transit-oriented communities less affordable by adding an additional one per cent to the HST, adding parking taxes on new businesses and increasing development charges by 15 per cent. “New-home buyers and new businesses are already doing their fair share,” says OHBA CEO Joe Vaccaro. “The province has reported that new-home buyers and new businesses paid more than $1.8 billion in development

01 The most important thing to remember is that if it is not in writing, in the Agreement of Purchase and Sale, it is not binding on either side. 02 It does not matter what the agent says or promises (see 1 above). 03 It does not matter what is written in the brochure or advertised at the sales office (see 1 above). 04 Every Agreement should be reviewed by a lawyer who knows real estate before it is binding. 05 Only your lawyer has a legal, moral and ethical requirement to protect and put you first. 06 Every Agreement should be conditional on the lawyerâ&#x20AC;&#x2122;s review and the condition must be in writing, and keep it that simple. Some Agreements have condition clauses that are all mumbojumbo and do not let you really change anything. Also, make sure some time for review is allotted and sufficient.
Okay, the Agreement is signed, reviewed, amended and ready. Now what? The parties must thereafter act in good faith to complete the contract in accordance with the terms of the Agreement. Remember, most builders and their sales people are honest, caring individuals who want to deliver a quality product. Just be careful not to bite into the bad apple in he bunch. Happy home hunting!

Saving tips for
first-time homebuyers
Homeownership is a big dream for many young Canadians, and is likely the single biggest investment most of us will make in our lives. While saving for a down payment can be challenging, Farhaneh Haque, director of mortgage advice at TD Canada Trust, says that young Canadians can save for a down payment a little quicker by following a few simple rules. “First, examine your budget and set a savings goal,” says Haque. “Take advantage of online budgeting tools to gain insights into where you spend your money. Also remember that in addition to your down payment you will need to save for the additional costs involved with a home purchase, which include moving costs and legal fees.”
Next, curb your spending and increase your savings. “Even a small adjustment in your spending habits can go a long way toward helping you save a bigger down payment,” says Haque. “For example, consider using transit to get to work instead of driving and paying for parking – it can really add up over time.” One of the most effective – yet overlooked – strategies is to put money aside before you can spend it. Haque suggests setting up a regular, preauthorized transfer service that moves a specific amount from each pay cheque into a high-interest savings account. Making savings automatic is a simple and effective way to stay disciplined while saving for a down payment. Finally, Haque reminds first-time homebuyers that they may be able to take advantage of the federal government’s Home Buyers’ Plan. “Those who have been actively saving for their retirement can access up to $25,000 from their RSPs to bump up their down payment when they purchase their first home. 1 Keeping secrets I’m truly amazed at the number of people who hide stuff from their partners. They go shopping, bring home a bag of stuff, and rip off the tags – because, of course, their partners are morons and won’t recognize a new outfit when they see it. One woman shoved her new purchases in the laundry hamper first thing. Another kept her new purchases in the trunk of her car until she could slide ‘em into the house. Many people lie about what they’ve paid for an item because if it’s a good enough deal they can slip it past their buddy. And then there are all the folks who hook up only to find their partner is a financial disaster. If you can’t be open about what you’re buying, that should tell you something. If you think your partner is going to object to your spending, hey, listen up! And if you’re planning to mate and you haven’t sat down to talk about your money, you’re a fool, plain and simple.
While no one likes to think about bad things happening, the fact is that bad things do happen to good people.
2 Not having a budget It isn’t going to come as a surprise to you that I think every couple should have a budget. Whenever you combine two lives, two ways of looking at things, two spending profiles into one, you need to have a plan to ensure both bodies are on the same page about where the money should be going. Having come up with a budget you both agree to, it’s easy to decide what to buy and when. You simply ask each other, “Where does this fit in the budget?” If it doesn’t then you work together to make room, cutting a little of her golfing and his beer with the boys to come up with the cash to make the purchase. Working together – with a plan – beats the bejezus out of flying solo blind and bumping into each other. A budget can be a relationship-saver when one of you is a spender and the other is a saver, since by having a plan you can address both your needs. It’s particularly important when you are both spenders heading to the brink of bankruptcy. Knowing where you stand financially means you can make informed decision about your spending without a huge debt hangover. 3 Putting One Guy in Charge It’s not unusual for one person to assume the nitty-gritty of daily finances. It often falls to one partner to pay the bills, check the insurance coverage, decide on how to invest the retirement savings, figure out how much to put away for education savings, negotiate with lenders, pay the taxes… the list is virtually endless. Often it’s because one partner is more inclined toward these tasks. The problem is that when one person is excluded, or totally abdicates responsibility, it means the other can mess things up with no monitoring or grow resentful at always having to do the detail. It’s important for each partner to not only to feel involved in the big financial decisions but also understand the day-to-day details. Taking turns managing the chequebook, and having regular conversations so that both of you are clear about what’s going on, means you’re both in the know and working to the same ends. It also means that one person doesn’t have to deal with all the pressure, while the other merrily laughs off the stress and frustration with, “You’re managing the money, so this is your problem to deal with.” ...continued on pg 66

4 Denying the Debt Regardless of who has the debt, the impact on the family unit will be significant. If you can’t be debt-free when you get hooked up, the very least you should have is a plan for how you’ll get that debt paid off. Never sign for each other’s debt. When you do, you assume responsibilities that may choke you to death. If your buddy needs help paying off the debt, you can do that without putting your name on the paperwork. “But he won’t be able to get a car if I don’t help him,” I’ve heard. Then he shouldn’t have a car. “But she’ll pay an outrageous amount of interest.” Then she shouldn’t take the loan. “We’re partners in everything.” Maybe that’s how you feel now, but how will you feel when (s)he doesn’t pull her/his weight on the debt repayment, and you’re on the hook for his or her past self-indulgence? As for blowing your brains out on a big wedding when you’re walking around with a ton of debt, give your heads a shake! Wedding mania and exotic honeymoons are wonderful, providing you have the money to pay for it. 5 Sweating the small stuff If you’re going to spend your relationship getting your britches in a knot over every little thing, you’re going to be miserable. You have to figure out which battles are worth fighting, and when negotiation makes more sense. If the small stuff adds up to big problems it’s usually because you don’t have a budget and aren’t on the same page when it comes to your priorities. It’s not unusual for couples to spend $30 a month here, $25 a month there, $60 on this, $97 a month on that, and when it’s all added up, it’s a whopping amount of money. If you’re tracking your expenses, it’s easy to decide what has to go and when to stop shopping. 66 New home guide GTA | may 31 - jun 14, 2014
One of the ways some couples deal with the Money Of My Own issue is to allot each partner a weekly or monthly “allowance” that can be used for any that body desires. Since the allowance is part of the budget, the plan stays in place while the individuals have some personal freedom when it comes to how they’ll spend their personal money. Once you have a slush fund you can each spend as you wish without questions or recriminations, you can then agree that on purchases above a certain amount you’ll consult with each other before buying. 6 Failing to plan for emergencies While no one likes to think about bad things happening, the fact is that bad things do happen to good people. If you don’t have a stash of cash at the ready to deal with whatever life throws your way, you won’t have the means to cope. One of the big upsides of joining up is that you’re able to act as a safety net for each other through life’s storms. But that doesn’t happen magically. And often one overestimates their partner’s ability to take over the entire financial burden should one partner lose a job, someone become ill, or suffer some other disaster. It takes a plan. And part of that plan includes creating a pretty hefty emergency fund. Another part includes reducing your risks in whatever ways possible. Every couple should have enough money available to cover six months’ worth of living expenses. And each partner should make it a priority to get adequate insurance coverage. Communication and negotiation are the keys to dealing with money issues. Of course you also need some practical money-management skills to actually pull the whole thing off.

NHG For those who have never bought a home before, the topic of mortgages can be intimidating and confusing. How do you suggest first-time buyers begin to prepare? Richard Get educated. You can talk to an expert (mortgage broker or a bank), educate yourself online or do a combination of the two. There are so many resources online to choose from. Don’t be scared to talk to family and friends who have purchased homes before; they probably had all the same questions. Kinch The first thing you should look at is your budget. It’s one thing to find out how much of a mortgage you can qualify for, but it’s another to look at how this new home is going to impact your budget. Analyze your current monthly housing expenses and determine the maximum amount you can afford. Research what monthly costs you should incorporate into your budget as a homeowner beyond the monthly mortgage payment – including property taxes, condo fees, insurance, utilities and maintenance. Working within a budget will not only prevent you from getting into a home you can’t afford, it will give you peace of mind. Once you have your budget in place, work with a broker to get a pre-approval and secure an interest rate for at least 120 days, so that you don’t have to worry about rising rates while taking your time to find the right property. Ross The most important thing a first-time buyer can do is prepare a household budget. Once you have a really good indication of what your total household income is, after tax, then you can determine your ability to save for a down payment and an affordable monthly mortgage payment. One of the best resources available for first-time buyers is still the Canada Mortgage and Housing Corp. (CMHC) website. NHG Short, long, fixed, variable – what type of mortgage might better suit first-time buyers, and why? Richard If you’d prefer to pay the same amount each month, go fixed. If you’re comfortable with some level of risk and want to minimize costs, variable rates are proven to be cheaper in the long run. As for your mortgage term, it’s important for first-time buyers to think about a five-year time line. Studies show that 70 per cent of homeowners break a five-year term at the 3.5-year mark, which if you went fixed could result in a big prepayment penalty. If there’s any chance you’d move in five years, go variable (penalty is only three months’ interest) or get a shorter term. Kinch The truth is, everyone has a unique set of circumstances. If you can get a five-year rate around three per cent, go with a long-term rate. Otherwise, take the variable. A fixed-rate mortgage guarantees you a certain interest rate for a fixed term, such as five years. This rate is typically higher than a variable rate would be, but think of the extra cost as “insurance” against interest rates going up. A variable rate will start out lower, but there is no guarantee as to when or how high it will go, so there is a risk factor. If you’re on a tight budget and you can’t afford for your mortgage costs to go above a certain amount, then take a fixed rate and sleep well knowing exactly what you can pay and afford for the next five to 10 years. If you have a little more flexibility in your budget, take a variable rate today, but increase your monthly payments to more than the minimum. You’ll accomplish two things: accelerate the speed at which you pay down your mortgage; and adjust your family budget so that if you renew into a higher rate environment five years from now, you won’t experience payment shock. Ross The challenge for first-time buyers is that they tend to want the stability of a payment – good for budgeting purposes. The problem is that they typically own the home for less than five years. Generally speaking, it is important to remember that the cash-flow crunch typically exists only for a short period at closing and shortly thereafter, and depending on the difference between short- and long-term rates, the difference in payments can be substantial. Make sure you do the math and make the decision that won’t cause you to have payments over your cash-flow comfort level. NHG What do you foresee in the mortgage landscape in the coming year that first-time buyers should be aware of? Richard It doesn’t sound like interest rates will go up until late 2014 or even 2015. Canada’s low interest rates have been referred to as “an anomaly,” but some economists say the numbers are normal based on our current rate of inflation. Of course, Ottawa can always change things, such as the minimum down payment requirements or the lending guidelines. In any case, I’d suggest first-time buyers pay close attention to what’s happening in their market and follow the news. 72 New home guide GTA | may 31 - jun 14, 2014
Kinch The government is definitely trying to find ways to become involved in slowing down what it perceives to be a heated housing market. The question is, what is left? Ottawa can impact only high-ratio mortgages such as those insured by CMHC. Currently, homebuyers can get a high-ratio mortgage with only five per cent down. I really don’t see them changing the down payment requirement to 10 per cent. An area they may intervene is the CMHC insurance premiums – such as increasing the premiums homebuyers have to pay based on how much they put down. They have also taken a closer look at qualification rules, especially for the self-employed. Outside of CMHC, the Office of Superintendent of Financial Institutions (OSFI) will put more pressure on banks that currently offer a 30-year amortization on conventional mortgages (minimum 20 per cent down) to change the maximum amortization to 25 years. Ross The lending environment may very well see more stringent mortgage guidelines in the next six to 12 months. There is a growing concern about household debt levels, which could result in changes to the way mortgages are approved with both banks and other mortgage suppliers. At this time, I don’t think we are likely to see much in the way of changes for first-time buyers, but there is talk about moving the amortization period from 30 years back to 25, which could mean that the payments will be larger for mortgages.

Measure your walls carefully to calculate the amount of paper you’ll need to cover the desired area. Standard rolls measure 11 yards in length, 20.5 in. in width, and wide width rolls are sometimes available which are the same length but measure 27 in. wide. I always recommend adding one extra roll to the amount you require just in case. The experts where you’re buying the material should be able to assist in the calculations to be sure. Spring is the season of new beginnings. But it can be hard to appreciate it if you’re stuck indoors trying to sift through the accumulation of winter clutter. Fortunately there are some easy techniques to help you get a jump-start on spring cleaning. The following steps will help get your home organized and allow you to enjoy the new season, clutter-free: ›S tart by sorting and organizing closets. If there is limited closet space, consider storing winter clothing in the attic, basement or garage. Wardrobe boxes offer excellent space for hanging coats, sweaters and snow pants.
› Sort out items no longer used or worn. If it hasn’t been worn in more than a year, then it probably won’t be again. Set aside a couple of empty boxes for donations or items to sell. › Use sturdy boxes with
dividers for packing breakables. Make sure cardboard
boxes are structurally sound. Dishpack boxes with adjustable inserts that form individual cells are a great option for fragile items.
›T hink Green. Survey local recycling options to find the most convenient solution for recyclables. Organize recyclables by category: plastic, glass, aluminum, paper, cardboard, etc.

Monarch Tranquility A new Monarch family story
One recent Saturday in April, a Monarch new home purchaser toured the model at Tranquility in Ajax, his thoughts anything but tranquil. For Joseph was about to pop the question to girlfriend Natalie – in front of about 15 friends and family, and a team from Monarch Corporation. “I suggested a modified Monarch email with a fake event invitation to the sales people. They loved the idea and even issued it authentically for me from their office,” says Joseph.
For 96 years, families have chosen Monarch for the biggest purchase of their life.
Today, Natalie is his fiancé, so we know she said yes – once she caught her breath. “At first, I was speechless,” Natalie says. “I had to catch myself, my knees went weak.” She and Joseph have purchased the Serene Model at Tranquility. Follow these steps to see if you’ll qualify for a mortgage on your dream home

Calculate the combined monthly before-tax income of you and your spouse. Divide by three. This figure is the monthly payment you can afford to make on your home. Take the total price of the home and subtract the amount of money you expect to make as a down payment. This is the money you will have to borrow.

Refer to the chart on the opposite page. Look down the left column and locate the interest rate you expect to pay. Line this up with the amortization period of your choice. (Most firsttime buyers take the 25-year amortization.)

Multiply this figure by the amount you need to borrow. Divide by 1,000.

Add to this your estimated monthly heating costs and monthly property taxes. If this figure is equal to or less than one-third of your gross monthly income (calculated in Step 2), you’ll qualify for a mortgage on your dream home.
