uch like that bank commercial that says, “You’re richer than you think,” a new home may be more affordable than you originally thought. Perhaps you need only to change your definition of “home” to get into the market. While a detached home is the traditional choice for many, highrise and lowrise suites, lofts and townhomes have become a prime choice among first-time buyers and empty nesters in the market for new place to call home. Not only does townhouse and condominium living afford you the opportunity to live in a prime neighbourhood at a great starting price, when it’s time to move you
can often opt to remain in the same neighbourhood, since many communities offer a mix of designs and sizes, which allows families to relocate easily without having to change jobs or schools. Today’s communities generally have a range of sizes and prices that start at the “affordable” end of the price spectrum. Many builders and developers are gearing up for their grand openings and have new communities available for quick occupancy. The GTA is one of the fastest growing regions in North America. Each year, our population continues to increase by up to 100,000 new residents, all looking for a place to call home. To accommodate this population growth, the Province of Ontario has tasked the building and development industry with building quality, complete communities that emphasize the intensification targets of its growth plan – Places to Grow. BILD members are experts in execution and have been successfully implementing these objectives for several years. As a result, condominiums have established themselves as the dominant housing type in the GTA over the last decade. Approximately 60 per cent of all new homes sold belong to the highrise sector. According to RealNet Canada, BILD’s official source for new home market intelligence, there are 215 highrise projects currently under construction across the GTA, of which 142 are located in the city of Toronto. To put that into perspective, that’s 54,179 new homes for GTA families. It’s worth noting that these homes are 87 per cent sold. In fact, a condo developer typically sells between 70 and 80 per cent of the units before breaking ground.

Movies and pub nights were out, with the odd exception. Although the real estate market has changed, homes are pricier than three years ago. Is this the right time to buy? Or should we wait it out?

The Canadian real estate landscape, though it has experienced challenges in some areas and housing types, is proving resilient. Experts do not foresee a U.S. style crash, but a decline in sales with moderate price increases is likely for some areas. Quick flips and fast returns may be a thing of the past. First-time homebuyers should not try to time the market, but buy when you are ready and able. Leave market timing to the experts, if such a thing is possible. A home used as your primary residence is a great investment. From a financial and tax perspective, there are at least three good reasons. In Canada, the sale of a family home is tax-free. A home that is a principal residence that is subsequently sold at a higher price than initially purchased, will be exempt from income taxes. That’s right, Stephen Harper will not share in your good fortune. Secondly, pay yourself first, not a landlord. For many, mortgage payments are a way of “forced savings.” It makes more economic sense to fatten your pocket than a landlord. Thirdly, you can decorate and enjoy the home as you please. No money saved, but gratifying to the soul. However, before venturing out into the land of homeownership, it would be

prudent to do some homework. There were changes introduced in 2012 by the federal finance ministry that affect mortgages and the housing industry: ›› Buy what you can afford Many times, the heart is bigger than the pocketbook. Know what price range is comfortable and try not to deviate. ›› Get the best interest rate and terms Shop around for the best rate and terms. Financial institutions want your business more than you need them. A half point rate differential can cost you thousands. So can a mortgage that is closed or not portable ›› Big down payment Put down as much as possible to avoid a high-ratio mortgage. Be aware of some new mortgage rules introduced in 2012, such as: • Purchasers requires mortgage insurance (CMHC) for less than 20 per cent down payment • Amortization period – reduced from 30 to 25 years. Could add several hundred dollars to monthly payments • Gross Debt Service Ratio (GDS) 39 per cent. Banks use this to determine what you can afford based on gross income to housing costs. Check if you are on-side. ›› First-time homebuyers should make sure monthly mortgage payments are manageable and will continue to be so even if interest rates rise as early as next year and payments increase ›› Closing costs Set aside an additional two to three per cent of purchase price of the house for closing such as, Land Transfer Tax, legal costs and unwelcome surprises. You do not want get caught short several thousand dollars on closing day in order to complete the deal. Speak to a real estate lawyer and he or she will give you some ideas ›› HST, Land Transfer Tax Under certain circumstances, first-time homebuyers can qualify for Toronto Land Transfer Tax and HST rebates. Remember, you pay 13 per cent HST on new homes, not resales. If you’re buying a new home, check if HST is included in price quoted. What happens to the HST rebate? Who gets it? ›› Home Buyers Plan (HBP) Use your Registered Retirement Savings Plan (RRSP) as part of the down payment. An individual and their spouse, provided they qualify, may withdraw up to $25,000 each, tax-free, from their RRSPs. You then have 15 years to repay the amounts to your RRSP, starting after the second year of your withdrawal.

Whether you’re searching for a single-family home or condominium, there are certain things you’ll want to keep in mind to ensure your bases are covered as a pet owner. They spell out the specific bylaws and rules of the condominium corporation, and you’ll need to comply with the type of pets, the total number allowed, and any weight restrictions imposed. Or if you have a dog that’s tough to corral to clean off dirty paws after a jaunt in the rain, you might prefer a dirt-hiding patterned tile at the entry or foyer. As for condos, recent amenities show a rise in the popularity of pet-spa features, such as dog washes. In terms of the surrounding neighbourhood, it’s a good idea to become familiar with where off-leash parks are located. Whether you’re at home taking the elevator or walking around your neighbourhood, you’ll want to keep your furry friend on a tight leash. If you’re waiting for an elevator and are faced with a crowded one, you might want to wait for the next ride. When you get ready to start your house hunt, you’ll likely start by compiling a list of “needs” and “wants.” Your needs will include the size of the home, including how many bedrooms and bathrooms your family wants. Your wants, on the other hand, may include more conveniences, such as new upgrades and appliances and extra storage. If you’re part of a growing family, finding a home near a good school is probably also near the top of your needs list. Depending on where you live, it may not always be possible to find something within walking distance. But beyond just proximity, you may be more concerned about the testing results of any schools your kids could potentially go to. So, where can parents find this information? Unfortunately, it can take time to dig around for it online. Every year, the Fraser Institute releases “report cards” for schools all across Canada. Divided by province and then again by elementary and secondary schools, parents can view charts online
and download PDFs that reveal everything, from average exam marks, fail rates and graduation rates, to gender gaps in certain studies and more. Each school then receives an overall rating out of 10 – 10 being the best score a school can get. In most provinces, there are also other organizations that measure student achievement through standardized tests. For example, the Education Quality and Accountability Office (EQAO) in Ontario is responsible for measuring achievement in reading, writing and mathematics in relation to the province’s curriculum requirements. EQAO takes the average scores of these tests (in percentages) and gives each school a grade between zero and 100 – 100 being a perfect score. The task of looking for these scores for every individual school your kids could potentially go to is daunting. Finding a home you can commit to buying is hard enough – making sure it’s within the boundaries of the school district you want, and close to good schools, only adds to your stress throughout the process. Fortunately, if you’re a homebuyer in Toronto, there’s a new website that revolutionizes the process. Scholarhood.ca helps buyers find homes close to the best schools in Toronto. The site showcases the boundary data for all of Toronto’s school districts on a map, and uses up-to-date metrics from the Fraser Institute and EQAO to show how schools rank in each district. When you find a district you’d like your kids to go to school in, you can request all the listings within the boundary lines. Apparently, it can be that easy.

One of the many things new home purchasers have to decide on is whether to purchase upgrades at their colour selection appointment. It’s a big decision that can have a big effect on your future resale value. In fact, in today’s world of staging homes before putting out a “For Sale” sign, the built-in features and finishes a residence has can make all the difference in getting the price you want. New-home buyers are fortunate to be able to select their appointments with their personal preferences and increased value in mind. They are also lucky because today’s standard features are truly what used to be considered upgrades when I started in the industry in the 1960s. Along the way, as new-home shoppers became more educated and more demanding, builders have risen to the challenge. Truthfully, the standards we offer now are so good that many purchasers pass on upgrades. Those who do decide to upgrade have the added benefit that the choices of extras are phenomenal. When you are preparing for your colour selection appointment, keep the possibility of upgrades in mind

Paying for upgrades at the point of sale can be far less expensive and is definitely less invasive than trying to add the items in the future. When you go into your selection appointment, be sure to use the most valuable tool made available to you – the advice of the decor consultant. These knowledgeable professionals not only know the products the builder is offering, but they are familiar with the designs and what will look good with what. They know which colours and textures complement each other, and they are up to date on upgrades and what they can do for your look. Great Gulf raises $137,000 IN SUPPORT OF YOUTH BIPOLAR DISORDER AT SUNNYBROOK CENTRE The 19th Annual Great Gulphers Caddyshack Invitational held at the Cardinal Golf Club in Kettleby Aug. 15, 2014 presented by AyA Kitchens and Baths, saw 348 golfers compete for the best score to raise money for Sunnybrook’s Centre for Youth Bipolar Disorder. The tournament was an overwhelming success raising more than $137,000. “It’s always exciting and gratifying for Great Gulf to bring together sponsors, golfers and friends to enjoy a day on the links and camaraderie while raising much needed funds in support of important causes such as this one. We would like to extend a heartfelt thank you to our sponsors, committee members and employees for their continued support and generosity in making this annual tournament an outstanding success and in helping bring awareness to youth bipolar disorders,” said Christopher Wein, president of residential, Great Gulf. TD Friends of the Environment Foundation invites Canadians to help plant 50,000 trees as part of TD Tree Days There’s no question Canadians value trees. According to recent research from TD Friends of the Environment Foundation, 96 per cent of Canadians feel that it is important to plant trees today in order to sustain a healthy environment and improve the quality of life of future generations, and the majority want more trees planted in their communities. And, while only two in 10 Canadians currently donate their time once a year to plant trees or participate in greening projects, two-thirds say they would be likely to volunteer a few hours if they felt it would benefit their community for years to come. That’s where TD Tree Days comes in. Now in its fifth year, TD Tree Days is a grassroots community tree-planting program, where a small investment of time pays off in life-long environmental returns. As the TD flagship volunteer program, TD Tree Days provides TD employees and their families, customers and community partners the opportunity to demonstrate leadership in environmental stewardship in their local communities. Purchasers of new, resale and condominium homes who visit our offices are often confused about the way the harmonized sales tax (HST) affects their transactions. This inspired us to write a few words in the hopes of demystifying this oftmisunderstood aspect of the new home purchase. Purchases of new freehold and condominium homes in Ontario – unlike resale or “used” homes – are subject to the HST. HST is a combination of the eight per cent Ontario provincial sales tax (PST) and the five per cent federal goods and services tax (GST). The percentage of HST applicable to the transaction is directly related to the purchase price of the home. However, homebuyers are able to claim a rebate of some of the PST and GST. For example, the rebate associated with the PST portion of the tax is available for new homes priced up to $500,000. The PST rebate for new properties under $400,000 is six per cent of the purchase price (or 75 per cent of the eight per cent PST portion of the HST), with the rebate amount reduced for homes priced between $400,000 and $500,000. There is a similar rebate mechanism for the five per cent GST portion of the HST. What is important to understand is that the vast majority of Ontario builders incorporate the rebated amount of HST in their purchase price. This is because the HST rebate is immediately available only to purchasers who are buying new properties with the intent that they will be their primary place of residence or the primary place of residence of a family relation. In this case, the purchaser does not have to submit a rebate application directly to the Canada Revenue Agency (CRA). The purchaser will sign the rebate application and provide it to the builder, which will then send the rebate application to CRA when the builder claims a deduction in its net tax calculation for the amount of the rebate. Structured this way, the HST is effectively a non-issue for purchasers as the builder takes care of all the paperwork. In cases where the purchased property will not be the principal residence of the buyer or a family relation of the buyer, but will instead be an investment property, it is the responsibility of the buyer to inform the builder. This is because the builder must add back the HST rebate to the purchase price which will have to be paid by the buyer upon closing. This does not mean that the HST rebate is lost to the buyer as they will have a two-year period in which to claim the HST rebate directly from CRA, provided certain guidelines are met such as a ‘reasonable expectation’ that the first use of the property is – or will be – by a tenant occupying it as their primary place of residence for at least one year. Required supporting documentation will include the Agreement of Purchase and Sale, the Statement of Adjustments,

the insurance policy on the property, as well as the lease with the first tenant. The rebate in this case is calculated in the same manner it is in respect of owneroccupied dwellings. It is important to note that while investor-purchasers of new long-term rental accommodation are eligible for the HST rebate, speculators are excluded. Anyone who buys and rents a new freehold or condominium home must repay the full amount of the rebate (plus interest) if the property is sold within one year – unless the new purchaser acquires it for use as their (or a relation’s) primary place of residence. It is also important to note that lying to the builder about your intention to live in the new property when you will, in actuality, rent it out can cause you problems with the CRA. If you do this and the CRA finds out, you will be liable to pay back the full amount of the HST rebate you received on closing plus applicable interest and penalties. In addition, you will be swearing affidavits under oath or affirming the truth and you could be guilty of perjury. Please note that the underlying legislation is more complex than it may appear from reading this article.
