Public art is a placemaker for neighbourhoods By Bryan Tuckey ACROSS THE GTA, public art is enhancing buildings and communities and making them more attractive and inviting to residents, visitors and passersby. The art can take many forms, such as large playful or modern sculptures, intricate lighting installations, coloured and etched glass embedded into the fabric of buildings or even patterns and words integrated into pavement. Some pieces of public art are not only decorative but also functional and provide illumination or a place to sit. Many pieces of public art help create a sense of place and some give a nod to the history of their location.
Much of the public art in the region was created through collaborations of land developers, municipalities and artists. In the city of Toronto, public art is funded as part of a new development. Through its Percent for Public Art policy, the City requires developers to spend one per cent of the overall construction value of their new developments to create public art. There are more than 200 public art installations that have come as a result of the public art policy. Famous Canadian novelist and artist Douglas Coupland has created a number of them. He has worked
with the development industry to create pieces such as Canoe Landing Park’s large red canoe and the colourful fishing bobbers that anchor Concord Adex Development’s CityPlace neighbourhood in downtown Toronto. The park is enjoyed by residents and employees in the surrounding buildings, as well as visitors who come to experience interactive art. In this case, in particular, the public art has also created and reinforced a sense of community in a newlydeveloped area where there wasn’t a permanent community before. Coupland also created the soldier sculpture entitled Monument to the War of 1812 at Fleet and Bathurst Streets, which was commissioned by BILD member Malibu Investments. Outside the city, municipalities such as Markham and Mississauga have policies and programs that encourage developers to include public art in their development plans but they are not mandatory. In Mississauga, one BILD member embraced the idea and voluntarily commissioned a work of art that is now establishing a sense of place for a new neighbourhood. A sculpture by Canadian artist David James called Heaven and Earth was unveiled in July outside HOT Condominiums by Great Gulf. The landmark sculpture funded by the developer is located at the corner of Winston Churchill Boulevard and Eglinton Avenue West. Sitting at the gateway to the new community, this sculpture is topped with a mirrored sphere can be enjoyed by residents, visitors and anyone who travels through that major intersection.

Why we need context, not just data, on foreign investors By Wayne Karl
IMAGINE A HOUSE of cards – or a
game of Jenga – where one wrong move could cause everything to come crashing down. This is the fear some have when it comes to foreign investors in Canadian real estate. The concern is that foreign buyers– those who live elsewhere but buy properties in Canada and rent them out – are driving up home prices, particularly in hot markets such as Vancouver and Toronto. This offshore demand is leading to an artificial, unsustainable market, some believe, which could cause a crash if for any reason these owners pulled out or sold their homes en masse. “People are concerned that foreign buyers are coming in and buying too many properties and driving the prices up,” Ben Myers, senior vice-president, market research and analytics at Fortress Real Developments, told New Home Guide. “That is the big concern.” Canada Mortgage and Housing Corp. is taking steps to address this “data gap,” by scheduling meetings with industry stakeholders and other measures. Prime Minister Stephen Harper also promises to get a better handle on the issue. Some of these foreign buyers are paying cash – given that Canadian properties are a relative bargain compared to prices back home for Chinese buyers, for example. This means they’re not borrowing from Canadian banks or requiring insurance from CMHC, further contributing to the dearth of data. Without such transparency, it could fall on real estate agents and lawyers to report such transactions.

The problem with this scenario, points out Don R. Campbell, well known real estate investor and author, is that “data without action or policy is just knowledge.” There is nothing currently in place preventing foreigners from purchasing Canadian real estate. “I’m a stats guy,” adds Myers. “I’d love to see the information, but I think we have a pretty good idea that residential real estate sales activity to non-domestic buyers is pretty isolated to Toronto and Vancouver. Should Canadian taxpayers in every other metro area be on the hook for the cost of collecting this info?
“If we find out foreign buyers own 1.2 per cent of Canadian residential dwellings – 3.5 per cent in Toronto units and 6.1 per cent in Vancouver – then what? How much will it cost to take the next steps? “Even if you had the proper data and the world’s best econometricians, you could never know what a home would have sold for if a foreign purchaser didn’t buy it,” says Myers. Campbell says any such data would be “incredibly inaccurate, given the many ways in which ultimate purchaser can hide who is buying.” He also points out that The Personal Information Protection and Electronic Documents Act (PIPEDA) could limit any disclosure. PIPEDA sets out ground rules for how private sector organizations may collect, use or disclose personal information in the course of commercial activities.

Buying a new home is an exciting time – but having a good experience can greatly depend on your builder.

How did you find the whole process, from signing the deal to finally getting the keys? Did your new home have everything you agreed to and signed for? And if not, did your builder listen to your concerns and fix the problems? Your opinion matters to us – it not only helps determine if your builder will be recognized with a customer service award, but it also helps us make important improvements to Tarion’s services. Every year, builders that have enough responses to their surveys
are provided with individual reports that compare their results to the average (without identifying the participants, of course). We also meet with builders to help explain and analyze their scores and offer advice on improving customer service. If necessary, we also deliver customer service training to low performing builders. So, if your new home buying experience did not meet your expectations, let us know. We always want to help make the experience better for everyone. Your participation also has a direct impact on your builder’s reputation. We use the results of this survey to determine finalists and recipients of the Tarion Awards of Excellence. These are the only awards in the province that recognize builders solely on the basis of their customer service. As we say, it’s the only builder award that is earned, not won. If a builder becomes a finalist or recipient of this award, it will be placed on their official record on the Ontario Builder Directory (available at tarion. com) for everyone to see. In-law suites Purchasing a new home with rental potential By Marnie Bennett I’VE ALWAYS FOUND the rise and fall of housing trends incredibly interesting. Of course, staying on top of these patterns is also a vital aspect of my career. One surging trend in the Ottawa housing market is the in-law suite – and I believe this one has real staying power. “In-law suite” is the name most commonly given to self-contained apartments within a larger home, whether the occupants happen to be in-laws. Family custom is, however, one of the main reasons for the growing popularity of these secondary suites. While there have always been Ottawans who value multi-generational living, their number is steadily increasing as Ottawa continues to receive the most family-related immigration in Canada. For many of our newcomers, living in proximity to grandparents or extended family is the cultural norm. The other significant group interested in secondary suites are those who have realized the terrific income potential of such spaces. With its many contract workers and post-secondary students, Ottawa has no shortage of renters. While zoning by-laws make secondary suites a nono in some jurisdictions, the City of Ottawa (excepting the former Village of Rockcliffe Park) has no such restrictions, as long as by-law conditions are followed. More often than not, in-law suites are basement apartments, although they’re occasionally located on the second or third floors. They possess private entrances, bathrooms, kitchens and sometimes laundry facilities. Renovating an existing home to accommodate a separate suite can be expensive, and unforeseen
complications may arise. The beautiful thing about including a secondary suite when purchasing a new home is that you can have everything built to your specifications, rather than being limited by the existing structure. Some builders make a specialty of in-law suite homes, with a portfolio of available plans, but others are happy to alter standard plans for a fee.

A few things to consider: » Basement apartments aren’t noted for their great natural light. Invest in great lighting, making good use of pot lights. Getting your house in order By Jayson Schwarz WHETHER YOU’RE purchasing a
home for the first time, are a seasoned buyer moving in the market or purchasing a retirement condominium, the very action of this significant investment in real estate represents a major life change. There are a number of issues that you should consider in order to ensure that your house is in order. 1. How will I hold the title? If more than one person is buying the property, it is necessary to decide how they will share the title. There are two ways people can hold title together. The first is generally the way we hold title with our spouses or children, which is called “joint tenancy.” This means that upon the death of one of the parties, the remaining party automatically becomes the owner of the whole property without having to inherit it or have it pass through an estate. The reason is simply that all owners on
title own the whole property rather than a part each. The other way title can be held is as “tenants in common.” Here each party only owns the percentage allocated to them, although the physical part owned is not described. Upon the death of a tenant in common, his or her percentage of the ownership goes to their heirs in accordance with their will or law. Therefore, remember to discuss this issue when you go to see your lawyer.

Friday Harbour Resort celebrates milestone REPRESENTATIVES FROM the Friday
Harbour partnership, ConDrain Group, Geranium Corp., Optus Capital and Pemberton Group welcomed more than 3,000 guests Sept. 12 to a milestone celebration at the $1.5-billion Friday Harbour Resort in Innisfil. The event marked the completion of one of Canada’s largest inland marinas. “Thank you to Friday Harbour partners for believing that Innisfil was the place for this magnificent resort, which has already provided tremendous economic benefits to our town,” said the town’s mayor, Gord Wauchope. Some of the benefits include approximately 1,000 permanent jobs on the resort and 1,500 off-site upon completion, along with almost 8,000 person years in employment during construction. The excavation of the marina basin and construction of the marina is an engineering milestone, where approximately 170,000 truckloads of earth was moved within the 600-acre site to sculpt The Nest, the 18-hole championship golf course now under construction. Friday Harbour Marina is nearly filled with water and will provide 4.5 kilometres of newly created waterfront and berths for up to 1,000 boats. A third of Friday Harbour Resort is designated as a nature preserve and a seven-km network of groomed trails will course through woodland, wetlands and meadows. Among its many Green initiatives is a significant replanting program for the endangered butternut tree species, established and approved by the Ministry of Natural Resources. Since the opening of Friday Harbour Resort’s Vaughan-based sales centre in May 2014, sales have been brisk. Progress on the community includes accelerating the

How to fix your credit history By Gail Vaz-Oxlade
AT UNIVERSITY, Dixie was slow paying her cell phone bill. While her service was never discontinued, she did carry a balance from month to month that she cleared at the end of each school year. Last year, when Dixie applied for a car loan, she was turned down because of her less-than-perfect repayment history. She’s worried about the future and how her past borrowing mistakes will haunt her when it comes time to buy a home. Sound familiar? If you see yourself reflected in Dixie’s story, no doubt by now you know you’re not the only person in this particular leaky boat. Unfortunately, many people have no experience managing credit and make mistake after mistake: » they make their payments late » they go over their credit limits
» they have a b’zillion credit cards in their wallets » they miss making their payments, or worse » they stop making payments completely when they feel there’s no end to their misery.

If you’ve fallen behind and your credit record has become tarnished, where should you go from there? First, you’ve got to get yourself some credit again so that you can demonstrate what a good job you can do managing it. The only way to establish a credit history is to use and repay credit. There are a number of ways to go about rebuilding your
credit history. Start by taking out a loan to make an investment (another good reason to start a retirement savings plan). Make your monthly payments on time and build a shiny new credit history. Since the institution that’s giving you the loan will also be holding the retirement savings, the credit procedure is far less stringent than it normally would be. You can also ask a co-signer or guarantor to help you get a small loan of, say, $1,000, which you would then pay off over three months. It would cost you in interest, but you would be back on track credit-wise. Don’t want to incur the interest costs? Apply for a “secured” credit card. With a secured credit card, you put up cash to cover your balance. Lenders often want twice the credit card limit, so if you want a $500 credit limit, you’ll have to ante up $1,000. Once you’ve established your ability to manage the card — anywhere from six months to a year — you can ask for the security requirement to be dropped and your deposit returned. Thinking of hiring a credit-repair company? Don’t bother. Credit repair companies can’t do anything you can’t do yourself. A credit bureau will not remove accurate negative information from your credit report before the legal time period has expired, so don’t get suckered by anyone who claims they can mop up your credit disasters faster. There are no “loopholes.” The only way to fix a poor credit rating is to be smart about how you use credit. Learn from your mistakes and move on.
