It’s been a long time – a decade, at least – since Ontario was one of the top three provinces in Canada in terms of job growth. Until now. Yes, good news, Ontario – our economy is outperforming much of Canada. As recently as a couple years ago, the phrase “Go west, go west” was personified in the flood of inter-provincial migration in that direction, particularly to Alberta, when the oil and gas industry was at its peak.

“We’re not bleeding as much now,” says Ted Tsiakopoulos, Ontario regional economist, Canada Mortgage and Housing Corp. At its 2016 outlook conference recently, while cautioning about conditions in Toronto in particular, CMHC also highlighted the positive trend emerging for the province. “The migration and employment stories are both positive, for sure,” Tsiakopoulos says.

The importance of building sustainable communities By Bryan Tuckey

BUILDERS ARE RAISING the bar

on the overall environmental performance and sustainability of new homes and businesses by using innovative design and construction practices across the GTA. Sustainability is a term that is used often and it can mean many things. Broadly, sustainability means meeting our needs without compromising the ability of future generations to meet their needs. It’s not always easy to accomplish because it takes a balancing act of economic, social and environmental priorities. But as this region grows and evolves, it is becoming more important to create communities that will endure for future generations. All builders must meet the strict standards set out in the Ontario Building Code, which was recently amended to include more energy efficiency requirements. Some builders are even going a step further. BILD member TAS Design Build has a proven track record in green building and creating sustainable initiatives that engage the community. BILD’s Green Builder of the Year in 2014, TAS took an innovative approach to designing and building DUKE Condos, an eight-storey development now under construction on Dundas Street West in Toronto’s popular Junction neighbourhood. Designed by fellow BILD member Quadrangle Architects, every suite will have an innovative system that reduces energy demand and enhances air quality. There will also be planters to harvest herbs

and vegetables on all south-facing terraces and a green roof. All TAS buildings, including the DUKE Condos, will have a 40/60 ratio of window to solid surfaces on the exterior in an effort to increase the building’s energy performance. On the commercial side, land developers and builders are also introducing innovative ways to construct sustainable buildings. Hullmark Developments restored a 117-year-old brick warehouse with the help of Quadrangle Architects at 60 Atlantic Ave. in the city’s Liberty Village neighbourhood. Re-use of the building is an important sustainable aspect of the project. The site was excavated, exposing the basement to a new outdoor courtyard and turning the lower level into a bright, open space that now houses a brewpub with outdoor beer garden. The building’s original brick walls and heavy timber beams were restored, high ceilings were re-instated and generous

windows were installed with a new heating, cooling and air quality system. The project recently received three awards from three different organizations including a Toronto Urban Design Award. In Peel Region, BILD member Orlando Corporation just installed 24 electric vehicle chargers at Heartland Town Centre. It is the single largest installation of electric vehicle charging stations in Canada. This forward-thinking installation at one of Mississauga’s biggest outdoor shopping malls is one way to minimize drivers’ environmental footprint while encouraging sustainable travel. The strides builders and developers are making in sustainable construction benefit new homeowners, tenants and everyone living in the GTA.

WELL, IT WAS BOUND to happen. The Toronto housing market has been so hot for so long, a bit of a breather shouldn’t come as a great surprise. Nor is it as alarming news. Unless, of course, Canada Mortgage and Housing Corp.’s more likely forecast scenario of a soft landing gives way to something a little more serious. At the recent Toronto kick-off of its series of Housing Outlook Conferences across the country, CMHC actually used the term “potential correction” in its commentary on the Toronto and GTA markets. As in, it’s a possibility. This in itself is noteworthy, even though the national housing agency stresses it is making only a very cautionary point.

A soft landing in the GTA housing market is the most likely scenario, but near record-high house prices and debt levels relative to income leave households vulnerable to a potential correction, CMHC says. Should a disorderly unwinding of household sector imbalances materialize, it could have sizable negative effects on the local economy. “It’s more a case of us highlighting some problematic conditions that could potentially lead to prices adjusting,” Dana Senagama, principal market analyst for the GTA, told New Home Guide. “As part of our framework, this really entails looking at aspects of overvaluation, overbuilding and price acceleration, and pointing the housing industry –

developer or realtor – that there are certain aspects that need close monitoring. It’s a beacon to guide you in your business and decision-making.” Housing starts in Toronto are to edge lower by five per cent to 35,950 units in 2016, and decline further to 32,500 units in 2017, CMHC says. Condos, meanwhile, will dominate construction. Low inventory and price growth – leading to declining affordability – mean housing activity is expected to slow over the next year. Price growth – significantly outpacing income growth – with continue, though at a more moderate pace. So, a bit of a breather in Toronto is not necessarily a bad thing. Indeed, the overriding message at the Toronto CMHC event was that the housing industry – realtors, builders, developers, and of course buyers and sellers – should “take note” of market conditions. “We don’t want to put out the warning of overvaluation when it’s too late, when the market is bound for a strong correction,” Bob Dugan, chief economist, CHMC, told New Home Guide. “We want to get that message out early. We want to get the information out to potential homebuyers, lenders, builders, to give them the tools to make better decisions.”

Is the lowest rate always best? By Alyssa Richard WHILE AT RATEHUB.CA we’re in the

business of comparing mortgage rates, we know there’s more to consider than simply how the interest rate will affect your mortgage payment. Throughout the year, big banks and even smaller lenders will offer incredible promotional rates to bring in new clients, but many of those offers come with serious restrictions and penalties. Before you jump at the chance to snag the lowest rate, read the fine print in your agreement to see if your new mortgage product comes with any of the following:

Low prepayment privileges Most products give mortgage holders the option to increase their monthly mortgage payment amount once per year and/ or make lump-sum payments throughout the year. While many lenders offer 20 per cent/20 per cent prepayment privileges (meaning you could increase your payment by 20 per cent each year and/or make a lumpsum payment of 20 per cent of your original mortgage), some promotional rates only offer 10 per cent/10 per cent. If your goal is to become mortgage debtfree fast, this may not be the right product for you.

Collateral charge If the lowest rate ends up being for a collateral mortgage, you’ll want to carefully consider how taking one on could affect your finances in the future. Collateral mortgages are readvanceable mortgage products that allow you to borrow money from your home at anytime, without having to refinance (and pay the legal fees to do so). Sounds great, right? Unfortunately, they also lock you into staying with that particular lender, even when your mortgage comes up for renewal. To get out of a collateral mortgage, you would need to hire a real estate lawyer (and pay legal fees).

Closed mortgage While most mortgages in Canada are closed, some mortgage products’ restrictions are tougher than others. For example, the 1.99 per cent fixed-rate mortgage product one lender offered recently didn’t allow borrowers to prepay, negotiate or refinance their mortgage throughout the three-year term. The only way to break your mortgage in that agreement was to sell your home. Again, if you are someone who wants to pay down your mortgage debt fast or may need to borrow from your home in the future, this may not be the best product for you.

Of course, if your mortgage product comes with the lowest rate on the market and has few restrictions, you should jump at the chance to get it! But if you have any concerns about what’s included in the mortgage agreement, don’t be scared to shop around and find the right mortgage for you – even if it doesn’t come with the absolute lowest rate.

2016 housing market outlook By Wayne Karl ATTENTION HOMEOWNERS and prospective homebuyers: the housing market outlook is okay now, but there is a lot of uncertainty in the economy. Make your decisions carefully. This doesn’t necessarily mean consumers should “take cover,” but the overriding message at Canada Mortgage and Housing Corp.’s kick-off Housing Market Outlook Conference series in Toronto on Nov. 3 was that the housing industry – realtors, builders, developers, and of course buyers and sellers – should certainly “take note.” In language not usually used by CMHC at its outlook conferences, terms such as “overvaluation” were common, including the situation unfolding in Toronto, Canada’s largest housing market. CMHC issued similar warnings in late October, when it released its latest Housing Market Assessment, which highlighted that as of October, 11 of the 15 Canadian centres it monitors show at least moderate evidence of overvaluation, up from eight in August. Five of Canada’s largest markets are showing moderate to strong evidence of overvaluation. “We don’t want to put out the

warning of overvaluation when it’s too late, when the market is bound for a strong correction,” says Bob Dugan, chief economist, CMHC. “We want to get that message out early. We want to get the information out to potential homebuyers, lenders, builders, to give them the tools to make better decisions.” Looking at the national picture, where there is modest evidence of overvaluation, CMHC says: » Mortgage rates will begin to rise gradually in late 2016. » Canada’s economy is expected to continue to attract a high level of immigrants. The level of net migration will remain above its historical average and help support Canada’s housing market. » Income is expected to increase modestly as economic conditions in Canada improve. Income growth will remain supportive of housing demand over the forecast horizon. “However, there is a lot of uncertainty in the economy,” says Dugan. Downside risks to the national outlook include:

» Future path of oil prices remains the most significant domestic risk that could limit growth through decreasing exports » Broader slowdown in China’s economic growth will negatively affect the Canadian economy through weaker demand for exports » Household debt levels remaining elevated represent a vulnerability that could amplify an economic shock Under these conditions, CMHC forecasts that GDP growth could range between 1.4 and 2.3 per cent next year, and 1.7 and 2.8 per cent in 2017. Home price growth is expected to slow; the average MLS price will grow to $443,300 in 2016 from $437,700 this year, and to $449,600 in 2017. Economic developments that can serve to dissipate some of the overvaluation include rising disposable incomes, job and income growth and increasing migration. “The other way it can dissipate is if house price growth slows, allowing fundamentals to catch up,” says Dugan. “These are some of the ways in which these overvaluations can be resolved.”

New-home owners – Tarion wants to hear from you IT’S THAT TIME of year again – when Tarion Warranty Corp. sends out surveys to new-home owners in Ontario to find out if builders, and Tarion itself, are meeting their customer service needs. During November, more than 55,000 new-home buyers in the province who have taken possession of a new home or condo between Oct. 1 2014 and Sept. 30 2015 will receive a survey. Participation from new-home owners is essential to improving the new home buying experience in Ontario. “The new-home building industry has a significant impact on our economy, our communities and our residents, but it all starts with the experience of each new homeowner,” says Howard Bogach, Tarion president and CEO. “That’s why Tarion goes straight to the source, and relies on the feedback of new-home owners to tell us if their needs are being met. Our annual survey provides us with invaluable insight into what is important to new-home buyers and how we can work with builders to continue to improve the new homeownership experience.” Invitations will be sent out to all home and condo owners directing them to an online survey. Questions focus on homeowners’ satisfaction with their builder, covering every stage in the homeowner-builder relationship from the signing of the Agreement of Purchase and Sale, through construction and the pre-delivery period, to aftersales service. Questions also cover the homeowner’s interaction with Tarion. New this year, the survey is available in multiple languages,

the new home building industry. By sharing their experiences, they can show us what’s working, what’s not, and help shape how customer service is delivered going forward,” says Bogach. “This survey also determines the finalists and recipients of Tarion’s annual builder awards. These are the only awards in the province where homeowners have the ultimate influence on whether their builder should be recognized for customer service.” Home and condo owners will have until Jan. 10, 2016 to complete the surveys.

Why do you need a lawyer? By Jayson Schwarz

WHEN YOU AGREE to purchase a new

home or condo, there is a 10-day cooling-off period that allows you to back out of the deal – a get-outof-jail-free card, if you will – should you change your mind. Lately, I have had a large number of newhome buyers come to me after the 10-day cooling-off period for condominiums, or the conditional periods in a freehold new home offer, had expired. When I ask them why they waited, I get one of three standard responses: 1. I didn’t think I needed a lawyer until it was time to close. 2. The sales agent told me I didn’t need a lawyer until it was time to close. 3. The builder said he wouldn’t change anything. A lawyer must advise you at the time you make your offer to help you avoid all of those tricky clauses where builders look for extra money that could end up costing you thousands of extra dollars on closing. It is critical that you see a lawyer before your deal is firm. It is important that your lawyer explains all the potential costs you will face and the potential changes and the potential delays you may encounter. Insist on this, and if you don’t get what you want or need, see another lawyer. Once you understand these issues, you can then return to the builder and negotiate your purchase from a position of knowledge. Lawyers are service providers, and as the customer, you need to make sure you get the necessary information

to make an educated decision. A home is one of the most important purchases you will ever make, so do your research. You can only get this service from a real-life, breathing, lawyer who

will point out the good and the bad in your Agreement of Purchase and Sale, and who is required by the Law Society rules to explain title insurance and by law, has the responsibility to take care of you. If a builder says he won’t change anything in the offer, it will have to be the fairest offer ever written. Do your due diligence and become an educated consumer.

5 STEPS

BEFORE OUR RENOVATION, my

basement was a dark and dingy mess of wood paneling, cedar shingles on the walls and a scary dirty furnace room. It was essentially a massive storage room that no one wanted to spend any time in. Post renovation, it is now a fun space that my family loves. Creating a multi-use space for the entire family takes some planning, but it is so worth the outcome. Here are my five steps to a finished family basement.

1. Embrace pattern In a room used for entertaining and recreation, patterned wallpaper can create the perfect backdrop. I used this great ikat in a cobalt blue to inject some energy into the space. If all-over pattern intimidates you,

then think about using it as a focal wall and paint the adjacent walls in a coordinating colour you draw from the wallpaper palette. In a basement where sometimes ceiling height or awkward bulkheads can be a challenge, consider utilizing a large-scale pattern to draw attention away from these obstructions.

2. Create dedicated zones for entertaining I had a couple of structural posts I had to contend with in my basement, so I chose to incorporate one into the custom entertainment unit that houses my television. This allowed me to create separate zones for watching television, prepping snacks in the kitchenette, and an open area for playing with toys or games. In the kitchen I added a wall oven for really easy snack prep. Creating these zones allows the family to use the space for various activities and gives a ton of flexibility for adults and kids alike.

3. Utilize a cohesive colour story My basement is small, so every piece counts. That’s why I intentionally selected items that match my decor. I kept my colour palette consistent by customizing my FLOR rugs to match the wallpaper and my red sofa.

Create cabinets to hide all My favourite aspect of my basement is my wall of floorto-ceiling cabinetry. I used standard-sized cabinets that were great on my budget, but provide me a ton of value in usable space. This is where I store everything – toys, board games, craft supplies and snacks. All these items get hidden behind closed doors and at the end of the day, the space feels peaceful and uncluttered and ready for an evening relaxing in front of the TV or entertaining friends in front of the fireplace.

5. Use flexible furniture My other favourite thing about my basement is how flexible it is. In a small space like mine, I knew I wanted to be able to clear space quickly for impromptu dance parties, or for accommodating overnight guests. My sofa not only has storage in every seat, it can also be configured as a sectional, a sofa with ottomans or a bed. My table extends to seating for six or can remain tucked away as a small console table when I want a large floor space cleared. This flexibility allows you to get the most out of your basement and can have a fabulous impact on your entertaining lifestyle.

GREAT NEWS, SPORTS FANS. The common belief that

new arenas and sports stadiums are slam-dunk wins for their billionaire owners and millionaire players, but big fat goose eggs for the local economy… Well, that could be dead wrong. A new report not only suggests the opposite, but says such projects actually boost surrounding real estate values. The one key proviso is that tax increases to help foot the bill can’t be part of the plan. The Impact of Stadium Construction on Real Estate Values, from the Real Estate Investment Network (REIN), explores the affects – positive and negative – new arenas, such as Rogers Place in the new Ice District in Edmonton, have on real estate values.

Highlights of the report include: » An arena’s positive impact on housing values can be felt most within a five-km radius and has the largest effect when appealing architecture, community plazas, park landscapes, retail, commercial and entertainment spaces, and the stadium’s construction itself are incorporated into its design. » A negative effect on property values is felt when the costs of a proposed stadium necessitates the increase of property taxes. » Homes in neighbourhoods close to new stadiums, on average, have premiums ranging between three and 15 per cent, depending on the different types of housing, parking options and the distance from the facility. » Housing values increase on average 1.75 per cent for each 10 per cent decrease in distance from a stadium, with the positive price increase being highest for homes closest to the stadiums and decreasing gradually outwards within the five-km radius. When a stadium is located outside the downtown core, and is not connected to any other economic development activities or urban redevelopment program, residential properties around the facility will still see a positive increase in value. However, this increase will not be as dramatic as those that are built in, or with nearby accessibility, to the Central Business District. While proximity to the stadium usually results in the largest price increases, the regular presence of fans may lead to a constant source of noise, incivilities, traffic …continued on page 56

congestion and a scarcity of parking. These are all factors with the potential to create a price depreciating effect. The conclusions are somewhat surprising, given previous perceptions that such projects yield little real economic boost, and that a city’s health depends mostly on its economic fundamentals and infrastructure. “The presence and subsequent impact on the value of infrastructure is quite unrelated to the economic fundamentals, which reign as having the most impact on real estate values in the short, medium and long term,” says Melanie Reuter, REIN’s director of research. The findings regarding arenas can be likened to the impact of transportation improvements such as LRT stations, she adds. “Think of the infrastructure findings (transportation and arenas) as a micro effect, compared to broader and deeper fundamentals. So, once you choose a place to invest based on strong fundamentals, give yourself an additional lift by investing around an arena or an LRT station.” In Canada, while hockey may be the number one sport, a project’s positive impact on real estate values is unrelated to the type of sport – or even whether a team is a winner. “Surprisingly, type of sport and whether a team is winning or losing has little impact on the results,” Reuter says. More important factors are proximity to downtown (positive), ample parking (poorly planned or non-existent parking can have a negative impact on values) and integration with the surrounding community. Incorporating mixed and constant uses – think bars, offices, shops, outdoor spaces – was also key, as was access to good transit. “Equally important is nearness to the arena,” says Reuter. “Properties within walking distance (one kilometre) saw the biggest price jumps, and the impact diminished the farther out one went, until there was no impact past four kilometres.” Edmonton’s Rogers Place, future home of the NHL’s Oilers currently under construction and scheduled to open for the 201617 season, is a good example of a pro-sports facility with spinoff benefits to the local economy. It is being constructed in the heart of downtown Edmonton, has well laid-out urban design plans, and excellent links to public transportation, REIN says. By creating an entertainment district around the arena, hundreds of local amenities

will be available for neighbouring residents. The list of planned projects for the Ice District is “staggering,” REIN says, with $2.5 billion in downtown development directly connected to Rogers Place. Guide to building a budget By Gail Vaz-Oxlade

PEOPLE TELL ME they don’t know how to make a budget. Once I started doing the show Til Debt Do Us Part and introduced the magic jars, people headed out to buy their own. But they still couldn’t figure out how much money to put in the bloody things. So, I’ve created a step-by-step plan. Using this and my Interactive Budget Worksheet (on gailvazoxlade.com), you can build a budget that will tell you how you’re doing and how much to stick in the jars if you’ve decided to live on cash.

Okay, here we go.

1. On the budget worksheet, fill in all the amounts under income. You’ll need your “gross” income and your “net” income. If you make $60,000 a year gross, you would enter 60,000/12 (which is $60,000 divided by 12). Ditto for your monthly net income. If you’re paid on any other schedule, you have to use your lowest monthly income as your base, and use any extra money you receive to boost your planned spending (for things like furniture acquisitions, vacations, and the like). 2. Enter any other sources of

income you may have. You must use “monthly” amounts. So if you average $6,000 in annual child support received, you would enter $500 for your monthly amount. If you receive income that is irregular – like an annual bonus – do not enter it under income. Why? Well, if you bank on getting it and you don’t, you’ll be SOL. Better to use that money for things like gifts, vacations and other extras – things you don’t have to pay for if the bonus doesn’t materialize. 3. Now it’s time for the fixed expenses. spending to repay everything except your mortgage and your car loan/ lease. Put it under “debt repayment.” 6. Now look at the bottom line on the budget – the line that says, “income – expenses.” What do you have left? Whatever it is, that’s what you have to work with to budget for your variable expenses. Yup. That’s it. Go ahead and divvy up the money in the various categories under Variable Expenses. If you find you’re left with $20 a month for groceries and you know that just won’t do, then you have two choices: You can go back and cut expenses. Yup, even in fixed expenses you can find places to cut like cell phone or cable. You can make more money. Work harder, work smarter. Get a second job, a third job, a better job. That’s your budget.

Two more things: 7. You’ll see that the budget automatically calculated how much must go into each of your jars each week/month if you plan to live on cash. 8. You’ll also see your percentages automatically calculated. The financial rule of thumb says you shouldn’t spend more than 35 per cent of your net income on housing. (That includes mortgage/rent, condo fees/ maintenance, property tax and utilities.)

It’s your money. You can do anything you want with it except spend more than you make. Okay, now that you have a budget, you have no excuses. Get out of debt. Live within your means. Make me proud.

Hatsquerade gala a sold-out success More than $115,000 raised to help shatter the stigma of mental illness and addiction HATS ON FOR AWARENESS (HOA),

a third-party fundraising charity committed to raising awareness and funds for mental illness and addiction, and shattering the stigma that surrounds it, held its seventh annual Hatsquerade gala recently. On Friday, Oct. 16 at The Terrace Banquet Centre in Vaughan, more than 700 guests, including the honourable Mayor Bevilacqua, attended this sold-out soiree with a simple mandate: Wear a hat, show support, raise awareness. This year’s Hatsquerade raised more than $115,000 which will be distributed to organizations that provide support to those living with mental illness and their families, and that strive to share knowledge and eradicate the harmful stigma of mental illness and addiction. Hats on for Awareness has raised more than $500,000 to date. Recipients of donations include the Centre for Addiction and Mental Health (CAMH) of which HOA fulfilled a $270,000 pledge toward a

Larissa, Claire, Elise and Sophia of Team Up 4 Change continue to raise awareness and donated $1,200 to Hats on for Awareness.

LESLIEVILLE IS a friendly neighbourhood in the east end of Toronto stretching from Greenwood in the east to Empire in the west, and from Eastern in the south to Gerrard in the north. This lively neighbourhood is a study in contrasts. Organic food stores and juice bars share the block with diners and thrift shops. The local businesses are mostly independent and sell everything from the basic necessities to gifts, furniture and art.

Vibe With a relaxed, friendly vibe and a strong sense of community, Leslieville is a great place to live. Queen and Gerrard are the two main streets, and its sidewalks bustle with students, strollers and neighbourhood residents. The residential side streets are quiet and green, and people can be found walking their dogs and chatting with neighbours at all hours.

Meet the neighbours Leslieville is a wonderfully mixed neighbourhood — there are young families, professionals, people of all ages and stages. The neighbourhood has rapidly gentrified in recent years, with young professionals moving into the area and clothing and shopping options opening to cater to the new crowd. In the area Leslieville is a great place for families, with primary and secondary schools, a public library, parks and playgrounds, and a community centre. The Leslie Street Spit conservation area at the foot of Leslie Street has beautiful walking and biking trails and is the perfect place to spend a bright, sunny afternoon. Planes, trains & automobiles Streetcars on Queen and Gerrard provide 24-hour transit service to Leslieville, and buses run down to the

area from several subway stations on the Bloor-Danforth line. Parking is allowed on both main and side streets, but it can be tough to find a spot and expensive when you find one. There are bike lanes on Dundas and Greenwood and cyclists can also access the Martin Goodman trail at Lakeshore. The good, the bad & the rest Leslieville is both walkable and friendly. Long-time residents are concerned that established businesses may be driven out of the neighbourhood by rising rents and changing demographics. But despite the changes, everyone agrees that it’s a wonderful place to live. Real estate Property values in Leslieville are going up, and so are housing prices. Home prices are high, and rents on both residential and commercial spaces are close to average but rising.
