his past year has been another solid one for the GTA and its real estate market. A strong economy, appreciating housing values and continuing low interest rates are all producing a bright outlook Even affordability, increasingly being tested – at least in certain home types – in the GTA, caught a bit of a break recently. In its latest Housing Trends and Affordability Report, RBC Research says homeownership affordability improved in the third quarter of 2014 in two out of the three housing categories monitored. Standard two-storey homes became slightly more affordable, though buyers are increasingly finding they need to look beyond the downtown core and further
out in the GTA where prices and selection are more palatable. Meanwhile, as a report on page 48 of this issue suggests, homebuyer preferences are showing another interesting trend – location over space. Location, location, location has always been one of the golden rules of real estate. But more so, it seems, this adage applies more focus on matters such as transit, transportation and walkability. The good news for those in the newhome buying market, is that builders today are keenly aware of changing consumer demands. Combine this with the GTA being one of the healthiest housing markets in Canada, and you’ll likely agree that 2015 will be a good year, indeed.

BILD Chair Steve Upton was among a group of distinguished citizens recently named to Mayor John Tory’s Transition Advisory Council. It was no surprise that Upton would be chosen to serve on the advisory council and play an important role in helping shape our newly elected mayor’s vision for the City of Toronto. Upton’s professional accomplishments and outstanding contributions of leadership and service are well known throughout our industry. His career spans more than 40 years in the land development industry and is the vice-president of development with Tridel. Upton talks about the new advisory role he has quickly embraced with the same drive, passion and commitment to success that he has demonstrated throughout his career. Q: What was your initial reaction when you were chosen to John Tory’s Transition Advisory Council? A: I was extremely honoured to have been chosen to represent the industry. It is an incredible opportunity to engage Toronto’s newly elected mayor in a fact-based and solutions-oriented discussion about issues critical to continue building quality, complete, vibrant and affordable communities for up to 100,000 people and 50,000 jobs that arrive in the GTA every year. Q: As BILD Chair, what is your goal in your role on the advisory council and what are you hoping to achieve? A: I want to be part of an honest dialogue on the various issues that need to be addressed at City Hall, to ensure that our industry can build homes that people can afford to purchase and retail space where businesses can remain competitive. The home building, land development and professional renovation industry creates more than
71,000 jobs and generates close to $4 billion in wages in Toronto. Our industry is a major economic engine and a partner for this city and surrounding areas. Q: How will you approach the Mayor as it relates the issue of affordability for new-home buyers in the GTA? A: Building new homes that people can afford is a considerable challenge for our industry today. I intend to share my experience in bringing new communities forward and some of the financial challenges facing new-home buyers. Additionally, different criteria should be applied to ownership development versus purpose built rental development. We might start to see more rent-to-own homeownership models in the city of Toronto, which would make it easier for people to afford a home while giving them a sense of pride that comes with homeownership. Q: What are some of the key issues you want to bring forward as part of the transition process? A: The development approvals process is very complex. It can be just as overwhelming for developers as it is for residents. We can all benefit from greater transparency and accountability when it comes to new policies, plans and new taxation. The SmartTrack plan is a great opportunity to establish proper infrastructure planning and updated zoning along transit lines. It is also important to streamline the process of issuing building permits so that professional renovators and small businesses can avoid unnecessary project delays while saving homeowners money. Q: What have your experiences taught you about John Tory? A: John Tory has tremendous leadership abilities and, more importantly, a clear and decisive vision for Toronto and its residents. He is extremely engaged and works hard to understand the various issues facing the city. He has demonstrated his commitment to working collaboratively with the industry and the city’s residents by engaging in various matters of importance. Q: Do you see a greater role or responsibility for BILD beyond the work on the transition team? A: BILD looks forward to many future discussions on how our industry and our elected leaders can work as partners to build complete and affordable communities that people can be proud to call home. It is extremely important for our newly elected leaders to take advantage of our industry’s wealth of experience and knowledge base on issues that affect the ability for all of us to build great cities.

Aurora and Tottenham TO WELCOME NEW PHASES THIS FEBRUARY

Amid continuing talk of high levels of household debt and varying real estate market conditions in some areas, RBC Economics Research’s latest Housing Trends and Affordability report reassures that homeownership affordability is still improving slightly. Housing in Canada became more affordable in the third quarter of 2014. “Owning a home was a bit easier in Q3 thanks to rising household incomes, low and steady interest rates and cheaper utility costs in many parts of the country – Toronto even saw some relief,” says Craig Wright, senior vice-president and chief economist, RBC. “With home resales sitting close to the highest levels since early 2010, the overall tone of Canada’s housing market is quite solid at this stage.” The way RBC’s affordability measures work is, the higher the measure, the more difficult it is to afford a home. For example, an affordability measure of 50 per cent means that homeownership costs, including mortgage payments, utilities and property taxes, take up 50 per cent of a typical household’s pre-tax income. A decline in the measure represents an improvement in affordability.
For the Ontario market, homebuyers benefited from some modest improvement in affordability, though it still remains relatively strained – mostly in Toronto. RBC’s measures edged lower in all three housing categories monitored, between 0.1 percentage points and 0.4 percentage points. In Ontario’s largest market, Toronto, affordability improved in two of the three housing categories, notably in standard two-storey homes. Affordability in this home type fell 1.1 per cent (meaning it became more affordable) to 64.2 per cent, while deteriorating slightly in detached bungalows – up 0.3 per cent to 56.3 per cent. For standard condominiums, affordability improved, falling 0.2 per cent to 34.1 per cent.

I’m proud to say it’s been another busy and productive year for Tarion Warranty Corp. When I look back on what we’ve accomplished, the year can be summed up as consulting with our stakeholders and improving our services. Listening to the people who are affected by our policies is an important way to gain insight so Tarion can fairly and effectively administer new home warranties for the benefit of homebuyers, and regulate new home builders. What has Tarion been up to this year? To start, we continued to expand our commitment to making the public consultation process an essential part of our policy development. This expansion – adding more roundtable discussions with industry leaders, consumers and employees – has led to more input on how to shape our policies. One example of this is our consultations on chargeability. A conciliation inspection is generally considered chargeable if it could reasonably have been avoided by the builder honouring its warranty obligations. We received a great deal of practical feedback on this policy and are currently in the process of incorporating this feedback into policy changes. We also continued to meet with and listen to homeowners across the province who have been through the Tarion process. We received many thoughtful and insightful comments from homeowners who shared their experiences, which helps us better understand what it’s like to be in their shoes. We use this input to help us
improve our processes. In fact, our upcoming review of the customer service standard, which outlines the warranty claim timelines, will focus on some key feedback we received from these meetings. Next, we improved many of our services and enhanced our disclosure. One example of this is adding notices of co-share major structural defect information to the Ontario Builder Directory. Tarion made some substantial changes to the seven-year major structural defect warranty in 2012, which previously did not generally obligate builders to respond to major structural defect claims in years three to seven of warranty coverage. Now, the starting position is that builders are responsible for all seven years of major structural defects. Builders can opt to share the cost, but the fact the builder was unwilling to correct the matter on his own will be disclosed on the Ontario Builder Directory. This adds important disclosure that was not available before. For the past few years, improving our channels of communication has been a focus for Tarion. We removed some restrictions on MyHome, our online homeowner portal, making it easier for homeowners to submit forms. We believe that continued enhancements to the MyHome service is one of the reasons we now have more than 80 per cent of homeowners submitting 30-Day Forms online. Another way we improved our services was by adding the new “Ask Tarion” feature to our website. Ask Tarion is based on virtual agent and self-service technology that helps stakeholders get the information they need as quickly as possible. Since launching in May of 2014, users received the answer they were looking for on the first try 84 per cent of the time. These are just some of the initiatives Tarion accomplished in 2014. Most importantly, we continued to protect Ontario’s new-home buyers, paying out more than $7.2 million in claims in the first three quarters of 2014. A look back at Canadian mortgages in 2014 – AND WHAT WE CAN EXPECT IN 2015 » by ALYSSA RICHARD

Most of us see December as a time to reflect on all we’ve accomplished during the year. We look at personal achievements, such as finishing school or travelling somewhere new; career goals may be included; and there are likely also some financial achievements to be proud of, such as paying down debt or buying a home. In the mortgage industry, the Canadian Association of Accredited Mortgage Professionals (CAAMP) uses this time to reflect on all that’s happened in the residential mortgage market. The annual report the organization releases each November includes data from various sources, including a survey of more than 2,000 Canadians. Here are some of the most interesting facts we pulled from this year’s report: First, more Canadians are getting comfortable with variable rate mortgages. In fact, 20 per cent of those who bought homes in 2014 went with a variable rate, which is up 11 per cent from the nine per cent who did so in 2013. We suspect this increase comes from more than four years of watching Prime sit at three per cent, which makes variable rates seem a little less “risky.” It’s not surprising that the average mortgage rate on all home purchases in 2014 dropped to 2.89 per cent (from 3.23 per cent in 2013). Both fixed and variable rates have been low all year, but those who went variable got some of the best mortgage rates that the residential market has ever seen. As of Dec. 2, the best five-year variable mortgage rate in Ontario is just 2.10 per cent (Prime – 0.90 per cent). Some more good news: the average down payment on the 10 million homes purchased in 2014 was 21 per cent of the purchase price! When asked why they bought homes, CAAMP found Canadians saw homes as 70 per cent a place to live and 30 per cent as an investment. For this reason, it’s not surprising that 91 per cent of the new buyers reported being happy they became homeowners, and many felt mortgages were a “good debt” to take on. While mortgage debt climbed this year (from $1.19 trillion to $1.3 trillion), so did the number of Canadians who are now 100 per cent mortgage debt-free. According to the report, 3.98 million homeowners have paid off their mortgages; that’s 41 per cent of all homeowners. Of course, that leaves 59 per cent of Canadian
homeowners with some amount of mortgage debt on their plates – and pulling out equity from a home counts as part of that. In total, this year, $63 billion of equity was taken out of homes and used for debt consolidation, home renovations, investments, education and other purchases. As for 2015, while no one has a crystal ball, most economists agree that there’s not likely to be any notable increase in mortgage rates next year. In its latest rate announcement on Dec. 3, the Bank of Canada once again maintained its target for the overnight rate at one per cent, citing Canada’s economy as showing signs of a broadening recovery. Stronger exports are leading to increased business investment and employment, which suggests the rebuilding that will lead to balanced and self-sustaining growth may finally have begun, BoC says. The Bank’s next rate announcement is scheduled for Jan. 21, 2015.

1. SCALE: The size of your furnishings matter
Purchase sofas and chairs that not only properly fit you and your family’s needs, but also fit the room. If your space has two-storey high ceilings, it doesn’t mean that furniture should be taller than usual, large or over-powering. The actual floor space remains the same regardless of the ceiling height. Choose pieces that are comfortable and work proportionally with the floor area you have. Over-sized or over-stuffed furniture won’t look right in a small room, even if it is the main living space. 2. DETAILS: Play up the positives
Although you may have a small room, highlight the strongest feature in it. For instance, if you have a dining room that isn’t very big, but has great ceiling detail, create a focal point by adding a color contrast on the ceiling along with a dramatic chandelier. The eye will be pulled to these features rather than the size of the room. 3. CONTRAST: Add energy to a room
Even if you love neutral colours, it doesn’t mean that a room has to be bland. Often when clients use too many neutrals that are the same contrast or brightness, a room can feel flat. By including a range of neutral tones and using a couple pops of colour within the space, a room will feel more energized. The more contrast you add the more dramatic a space will feel. 4. FOCAL POINT: Create harmony and balance
Clients often struggle with what a focal point should be and why they need one at all. Basically, a focal point directs a viewer to where they should look first, which helps create harmony and balance within a space. Traditionally, focal points were thought to be fireplaces or significant pieces of

architecture, but really anything can be a focal point if it is worthy of looking at. Today, a media centre, a beautiful window or even a great piece of furniture can be the focus of a room. For example, in a living room with beautiful large-scale art above the fireplace, the dramatic art is the focal point even though the room has a fireplace. The fireplace becomes a secondary focal point because it complements the art leaving the art the main draw in the space. 5. VARIETY: Textures, patterns and shine create interest
Choose pieces that are comfortable and work proportionally with the floor area you have. Over-sized or over-stuffed furniture won’t look right in a small room, even if it is the main living space.Â
Clients are often the most comfortable when everything matches, but that can leave a space looking a bit underwhelming. To make a room feel personal and interesting you need a range of pattern, texture and shine spread throughout. For instance, shiny surfaces attract attention and can make a room feel more dramatic or formal, while matte surfaces feel more modern or understated. Texture makes a room feel warmer, while pattern adds personality. If you have trouble mixing these all together skillfully, then just add texture to the carpet and keep pattern for the pillows. Accessories such as vases, candles and books can be a combination of shiny and matte, so that you have a little of everything in your room. Make your room amazing! Hopefully, you made a profit! The real estate market has been healthy for the past several years and continues to be strong, over the long term. Selling a real estate investment property will generate either a capital gain/loss or a recapture of income/terminal loss. You will have a capital gain when the proceeds of the sale exceed the original cost of the property. A capital gain must be included in your personal tax return (if you own it personally) and is taxed on 50 per cent of the gains at your personal tax rate. A capital loss occurs when the cost is greater than your proceeds. The capital losses should be included on your personal return and applied against capital gains in that year. Any excess losses can be carried back three years, or carried forward indefinitely to reduce capital gains. In calculating the capital gain/loss, determining the adjusted cost of the property is an essential factor. The adjusted cost must include not just the purchase price but also other costs incurred that had to be capitalized. As well, the proceeds of disposition are all the cost, including the selling price and adjustments pertaining to the sale of the investment. In addition to the capital gains/ losses, you may have a recapture of income. This occurs when you are taking Capital Cost allowance (depreciation) on the building, in any
of the years that it was owned by you. The balance in this account is called the “undepreciated portion.� A recapture of income occurs when the lesser of the proceeds and the cost of the property is higher than the Undepreciated Capital Cost (UCC). The recapture of income is taxed in its entirety at your personal tax rate. Alternatively, a terminal loss occurs when the lesser of the proceeds and the cost of the property is less than the UCC. This terminal loss can be applied in the current year to reduce other income (such as salaries or business income). Any unused amounts can be carried back three years or carried forward. At the closing of a new residential real estate transaction, there are usually three groups that get paid: the builder, various governments and the lawyer. Each group involves the payment of fairly specific items, and the builder and your lawyer will collect for government remittance from you. Generally speaking, your lawyer collects all of the necessary money from your mortgage company and from you. You will need certified cheques, bank drafts or cash, because of his trust account requirements. First, I will deal with the builder, and show where all the money your lawyer wants, needs to go. The builder will get paid the purchase price of the property, less the deposit, plus certain other things. You may even get a credit in places. These other items are called adjustments. The adjustments will be reflected on a document called the Statement of Adjustments. This will contain a
multitude of different items, all being related to your original agreement. The Statement of Adjustments will include the HST payable (the rebate will be broken out), the original purchase price, real estate taxes, hydro expense, common expenses and maintenance fees (as applicable), connection costs, levies and charges, to name but a few. This document is incredibly important. You need to review it slowly and carefully and get everything explained so you understand all the charges that are being paid. It is at this point that you find out the final number you are paying to the builder for your new home. The provincial government and in Toronto, the City of Toronto, will get paid for Land Transfer Tax, unless you are entitled to the rebate or exemption, and sales tax on goods if applicable. There are many other items, but they usually show up on your lawyer’s disbursement account or trust reconciliation, as do the many of the Municipal compliance request charges. What about your lawyer? First of all, you are going to pay the fee, whatever the amount the two of you agreed to. You did, of course have a pre-agreed fee, didn’t you? Then there is a list of disbursements. Disbursements are those monies expended by your lawyer on your behalf necessary to properly search and close the transaction. Be careful, it is here that someone may try to take advantage by charging large fax, mail and photocopy fees. Make your lawyer justify all expenditures that don’t make sense. Disbursements include registration charges, title insurance, couriers, searches of all kinds of other items necessary to be able to close your transaction. This is just an overview of what you can look forward to. But remember, a large part of this is based on what you negotiate at the beginning and is in your Agreement of Purchase and Sale. Homebuyers prefer “efficient locations” over space
Location, location, location remains a key consideration for homebuyers. Taking a closer look at this holy trinity of real estate, a recent report by the Pembina Institute and the Royal Bank of Canada (RBC) examined homebuyers’ preferences when it comes to what makes a location desirable in the GTA. The survey asked a series of questions to gauge respondents’ preferences for location-related attributes – such as walkability, commute times, home size, neighbourhood, home prices and transportation costs when making home location choices. The survey found that while detached houses remain a high priority for many homebuyers, their preferences are also strongly driven by location-based attributes: choosing a home is a question of where to live, not just what to live in. The results of the survey show that a large house and spacious lot are not as important as living in a neighbourhood that is walkable, mixed-use, transit-connected and that offers shorter commute times. GTA homebuyers would choose a more modestly sized home to enjoy these attributes, both in suburban and urban locations. In fact, the survey found a clear preference for location-efficient suburbs over those that are car-dependent.

When housing costs are not a factor, 81 per cent of respondents would choose to live in an urban or suburban neighbourhood where they can walk to stores, restaurants and other amenities, and where they can access frequent rapid transit. They would choose these neighbourhoods even if it meant trading a large house and yard for a modest house, townhouse or condo.

When the cost of housing is not a factor, only 19 per cent of respondents would choose a suburban location with a large home and yard, but where a car is required and commuting takes more than 30 minutes. By contrast, 42 per cent of respondents would choose a modest house, townhouse or condo in an urban or suburban location that is walkable, and where it is possible to commute by rapid transit. 4 | All age groups and family types prefer location-efficient living
If cost were not an issue, all age groups would prefer to live in a location-efficient city or suburb, with 82 per cent of respondents over 60 and 84 per cent under 35 exhibiting that preference. Seniors and young people would pay a higher price to live in a walkable, transitfriendly neighbourhood, even if it means giving up a larger detached home and yard. The same is true of families with one child or less. Only 40 per cent of families with three or more children would prefer a large house in a car-dependent suburb in the 2014 survey, and 51 per cent would choose a locationefficient suburb.

While the holiday season often puts us in a generous mood, charity endeavours don’t have to be limited to this time of year. There are plenty of chances to get involved year-round. Consider donating your time or food to community food banks. Don’t wait for them to announce a food drive – they’re in need of items all the time! The next time you stand in front of your closet and announce that you have nothing to wear, why not take another look at the clothing you know you haven’t worn in ages and donate some? Through events such as April Toronto Clean Up Day, it’s easy to make a difference right outside your front door. As winter snow melts in the spring toward the end of April, the City of Toronto encourages groups to clean up laneways, parks or any areas in neighbourhoods. You can also do your part in keeping your community clean by choosing to never litter. As builders, we work with the city to give back through participation in Public Art and Park Dedications. These endeavours help ensure that
the city is made more beautiful, pedestrian-friendly and community-oriented. While participation is mandatory, we work to add elements within a neighbourhood that suit the existing residents and take into consideration the community that we’re transforming.
