Canada Mortgage and Housing Corp. has issued another warning that overvaluation and the rate of price growth of homes are putting Canada’s economy at risk – particularly in Vancouver and Toronto. Earlier that same week, these two cities also made the news with their ranking among the world’s priciest housing markets – Vancouver taking third place worldwide, and Toronto coming in ninth. Every time I read the real estate market reports and monthly sales statistics, I ask myself: how can first-time homebuyers get their foot in the door? Worry not, there’s a solution looming on the horizon – literally, in the form of new construction. If you’re looking for increased affordability and have some time on your hands, look to the pre-sale housing market – condo, lowrise or otherwise. Oftentimes, builders will offer pre-construction pricing to help kick-start sales and get the shovels in the ground. Aside from that initial break on the bottom line, the buyer also builds equity on their new home, simply by virtue of patience. From the time you buy your house or condo to the time you get the keys, which can take a couple of years, you’ll have earned a good chuck of equity on your initial investment. When all is said and done, Canadian real estate has historically been a good financial investment. Ask your parents how much they paid for their home 30 years ago, and compare that to what it’s worth today. How’s that for incentive to buy?

CMHC: Strong evidence of overall problematic conditions continues SLOW GROWTH IN THE YOUNG ADULT POPULATION coupled with a decrease
in disposable income and a pickup in home price growth has prompted Canada Mortgage and Housing Corp. (CMHC) to maintain its assessment of “strong evidence of problematic conditions” in Canada’s housing market. “We continue to see moderate overvaluation and price acceleration,” warns Bob Dugan, chief economist at CMHC. “In the first quarter of this year, Canada saw a positive, yet slow growth in the young adult population and a drop in disposable income in all regions except British Columbia. This gives less support to house prices, which picked up again in early 2017 after a period of decline in the back half of 2016.” In Vancouver, “Townhomes and apartments, which typically sell for less than single-detached homes, were in high demand for first-time buyers and families. This led to multiple-
offer situations, increasing prices and moderate evidence of overheating,” says Eric Bond, CMHC’s principal market analyst for the Vancouver region. “The market continues to see moderate price acceleration and overvaluation due to low supply, despite record level construction.” On a quarterly basis, CMHC issues its Housing Market Assessment (HMA) to provide Canadians with both expert and impartial insight and analysis, based on the best data available in Canada. This report acts as an early warning system for the country’s housing markets — an important tool supporting financial and housing market stability. CMHC defines “problematic conditions” as imbalances in the housing market. Imbalances occur when overbuilding, overvaluation, overheating and price acceleration – or combinations thereof – depart significantly from historical averages.
CMHC’s HMA analytical framework is designed to evaluate the extent to which there is evidence of problematic conditions in Canadian housing markets. The framework assesses housing market conditions and considers the incidence, intensity and persistence of four main factors: • Overheating of demand in the housing market, wherein sales significantly outpace new listings. • Acceleration in house prices, which could be partially reflective of speculative activity. • Overvaluation in the level of house prices, which indicates that house price levels are not fully supported by fundamental drivers such as income, mortgage rates and population. • Overbuilding of the housing market, when the rental market vacancy rate and/or the inventory of newly built housing units that are unsold is elevated.

NEW AND OLD MIX in the Fleetwood neighbourhood in east-central Surrey. With its large lots, the area is slowly being revitalized with newer, larger houses replacing the housing stock built largely in the 1960s and ’70s. Families can still find a house with a yard at a relatively reasonable price in Fleetwood, but the city has also started densifying the town centre area.
THE VIBE Fleetwood residents love their quiet neighbourhood — far from the crime that city of Surrey is sometimes known for. While the area is primarily residential, there are services and amenities so 20 NEXTHOME.CA
Fleetwood residents can spend their leisure hours close to home. City staff take pride in the area’s many parks and their beautiful gardens are a testament to their hard work. MEET THE NEIGHBOURS Surrey is a multicultural city and Fleetwood is also a destination point for many new Canadians. About 20 per cent of the residents of Surrey speak Punjabi as their first language, but also immigrants from the Philippines, China and other parts of the world are making Fleetwood their home. According to 2010 Statistics Canada numbers, incomes in Fleetwood, at about $50,000
per annum, are slightly below average incomes in Surrey. THE GOOD, THE BAD & THE REST It’s taking a while for Fleetwood to modernize and some neighbourhoods still have rundown homes and vestiges
of neglect. But as the City of Surrey pushes forward with its planning, focusing on development and density in town sites like Fleetwood, the area is slowly getting a more 21st century feel. REAL ESTATE The Fleetwood area isn’t a high-end neighbourhood; rather, its shops and services cater to middle-class families with middle-income budgets. But that doesn’t mean there aren’t good grocery stores, like Fresh St. Market, located at Fleetwood Park Village, with its deli counter and specialty foods, as well as retail chain stores as well as mom-andpop shops.
FRANCIS PARK Francis Park completes the recreational hub at 84 Avenue and 159 Street that includes a recreation centre and a library. The park includes playgrounds for kids, benches for sitting and an outdoor chess table. FLEETWOOD PARK A green oasis in the area with beautiful gardens, a wooded area with trails for walking and shaded areas to sit in. There’s also a water park for youngsters, a playground and picnic areas. SURREY GOLF COURSE Fleetwood residents have a wide selection of golf courses just south of the area where they can get in some exercise or just socialize. generation on real estate is a hot topic, however, there’s another generation (the Boomers’ parents) that has quietly surfaced — The Silent Generation. Born from 1925 to 1945, The Silent Generation has yielded a new market of buyers we call “Active Seniors.” Here are some notable facts about this demographic: » Many have mortgage-free property holdings, usually single-family homes » Most have their estate being managed by their Baby Boomer children or least under significant influence of their children » Active Seniors do not want to lose their independence, however they realize the impracticalities and maintenance of their single-family home as they age » This group often also prefers to “age in place” and is looking for a single-level home where they can stay and have help come to them as needed, rather than move again into an assisted living environment » People are living longer. According to Statistics Canada, centenarians are the second-fastest growing age group. With advances in medical sciences along with a desire to live longer and healthier lives, we believe this trend will continue. Condominiums are a very viable option for Active Seniors. Developers will be paying close attention to their needs, as well as their influential Baby Boomer children who want the comfort of knowing their parents are living well. freaked people out. Your first rate hike in seven years – on July 12, raising the target for your influential overnight rate to 0.75 per cent from 0.50 – is cause for concern, for some. Canadians, naturally, worry how these rising rates might hurt them, particularly when experts suggest this may be the first in a series of hikes over the next year or 18 months. And no shortage of reports suggest, with high debt loads and rising rates, it’s time to batten down the hatches. Even Canada Mortgage and Housing Corp. warns that, “While the credit situation of mortgage holders in Canada remains stable, record-high levels of household debt underscores the need to keep a close eye on trends and developments.” Such concerns, however, may be overblown. In fact, the ones doing the belt tightening should be the government, itself. “Canadian households have taken on more debt over time, but they have used this debt to finance assets – real estate, for example – that are appreciating over time, causing their net worth to grow, 24 NEXTHOME.CA
By the end of last year, household debt reached more than $2 trillion, up from $357 billion in 1990. also to unprecedented levels. The same cannot be said for government debt.” Ouch. This analysis comes from the Fraser Institute. Concerns about household indebtedness focus on measures such as total household debt accumulated,
or the ratio of household debt to income, the independent research and educational organization says. Based on these metrics, Canadian household debt levels are indeed near historic highs. By the end of last year, household debt reached more than $2 trillion, up from $357 billion in 1990. The lion’s share of this debt – two thirds, in fact – is for mortgages, while the remaining third is split between consumer credit (29 per cent) and other loans (five per cent). Over the same period, the total financial liabilities of the government sector grew from approximately $700 billion to $2.5 trillion, while its net debt grew from more than $400 billion in 1990 to nearly $970 billion in 2016. Wealth planner and mortgage expert Calum Ross is even more direct. “Rising rates is a sign for economic optimism,” he told New Home & Condo Guide. “Our economy is creating jobs, and if Bank of Canada GDP growth for 2017 does indeed reach 2.8, that’s great news. “I am still very skeptical about the long-term strength of any of the western world economies until we get government spending under control. Factually, it is the single biggest threat to the standard of living in the western world and it must be addressed aggressively in the years to come. “In Canada our federal and most of our provincial governments are spending more than they make. WE RECENTLY POSED THE QUESTION, “If you could choose only one – a bath or a shower – which would you prefer? Like an old-fashioned switchboard, our social media channels lit up with opinions. I quickly learned that people can be very hard-lined and protective of their choice when it comes to coming clean. There are shower people and there are tub people. Only a few pushed back, insisting on both. It’s a question I hear with every renovation. Clients want to know if they should replace their tub with one big shower. I usually turn it back around and ask, “Do you prefer a bath or a shower?” It’s a matter of personal taste, depending on what stage of life you’re in, how long you plan to live in the house and many other factors. Most older homes in the GTA have a combination tub-shower in the bathroom. For most of us, this is our default option. Although it may not be the best choice stylistically, it’s a great convenience. It provides you with both options in the same amount of space. Had a long day? Take a nice, long soak. Need a quick wake up to get your day started? Hop in the shower. Having a bathtub for small children is usually on a family’s must-have list, even if the parents prefer a shower. If your decision is based strictly on functionality, the shower-bath combo is the way to go. Which tub works best? Again, it’s personal and it’s not always about function. For some it’s all about form. A free-standing tub, the ultimate spa treat, is a luxury choice – especially if you have the space. Even more decadent is the

growing trend of free-standing bathtubs in master bedrooms. Today’s modern tubs are more than acrylic or porcelain-coated cast iron. Companies such as Victoria + Albert are using highly insulated materials that combine natural materials like volcanic limestone and resin to create a warm-tothe-touch surface. The condo market is different, as units are built almost exclusively with showers only. When space is at a premium and you’re paying for every square foot, a shower makes more sense. NEXT TO SPRING, AUTUMN is the busiest season for homebuying and selling. In the flurry of it all, a property’s asking price and its final selling price can be quite different, and in most cases the selling price will be well above and beyond the listed price. When a homebuyer goes into a multiple-offer situation, they have less control over the bottom line. As a buyer, you should prepare yourself by doing some homework up-front, and approach the offer with an understanding that you might not get the property in the end. During multiple-offer situations, the seller is not obligated to negotiate or accept any of the offers. The seller has the liberty to choose the best offer to negotiate, and they will accept the offer that best reflects their needs. While price is important, it will not be the only factor they consider. A seller will also look at conditions and closing dates. Here are some things to consider to help you feel more in control of the situation when going into a multipleoffer scenario:
» Get pre-qualified for a mortgage. One of the most important aspects of buying a home is knowing how much you can spend. You’ll need to know what you are comfortable paying on a monthly basis, but also what is the highest amount you can offer. While you might be qualified, the lender still has to approve the property you are buying. 32 NEXTHOME.CA
» Prepare and have all your documentation ready. Since time is of the essence, you don’t want the added stress of looking for the required documentation when you’re in the midst of negotiations and during the subject condition period.
If your agent is aware of any information about the seller’s situation and if you can be flexible in any way, take advantage of this opportunity that might help you get your offer accepted.
» Hire the right real estate agent. It’s critical that you have an agent who has your best interests in mind. As a buyer, it’s not your job to seal the deal. It’s your agent’s responsibility to know your price limit and respect it. Don’t let your agent try to upsell you on the price and encourage you to go over budget. It’s his or her job to research comparable properties in the area and advise you, but you’re the one who has to make the final call. After all, it’s your money. » Set your boundaries. Once you set your budget, stick to it. Determine how much you can go over asking, if you end up in multiple offers. Don’t get sucked in by emotion and peer pressure, because in the end it can end up costing you a lot more money. » Consider doing a home inspection ahead of time. The buyer could consider your offer more readily if it doesn’t include a “subject to inspection” clause. » Be flexible. Winning a multiple offer situation might be as easy as agreeing to the seller’s conditions, such as closing dates, buying the property “as is” or even tightening the subject removal dates. This is important if the seller has already bought another property and is anxious to move on. Agreeing to make the transaction as easy as possible could mean winning over a more generous offer. When buying a property “as is” and limiting the subject conditions (such as requesting that a missing door knob or floor tile be replaced) might work in your favour, too. If your agent is aware of any information about the seller’s situation and if you can be flexible in any way, take advantage of this opportunity that might help you get your offer accepted.
» Write it down. Perhaps you might want to write a quick letter to the seller explaining who you are and why you want to buy their home so much. Buying and selling a home is an emotional time for everyone, especially if the seller has lived in that home for a long time and raised their family there. Sometimes, it’s not about the highest offer but it can also be about an emotional connection. Even though your offer might be lower than the others, the seller might feel a strong connection to your story and decide that it’s not all about the money, but about someone who will really appreciate a great home! » Know when it is time to walk away. Multiple offer situations can be stressful and sometimes listing agents strategically set the price of the home
below market value to start a multiple offer situation. Make sure you stand firm. Buying your home is about a great investment and you have to be smart about it. In the end, it’s about being comfortable on what you are paying a month and happy with the decisions you make. After all it’s about finding a home that will be a great place to start building equity and creating memories.

1 | Layering fabrics isn’t just for furniture. Rugs can look amazing layered too. I love adding a cowhide rug to tie together unusual furniture arrangements or punctuate the centre of a space. A sheepskin-style rug also makes a stylish accent to areas such as the edge of the bed, under a footstool, or even draped over a chair or bar stool for a softer seat. TIP: Layer rugs like crazy to get a patchwork quilt look that adds huge drama – mix five to seven smaller rugs in one room (check out the CB2 photo on the opposite page for inspiration). Alternately, you can use carpet tiles to fake a large rug under your existing one, and fill in the edges of a room.

If you’re timid (or already invested in silver), start small by layering these metals in with accents such as frames, tableware and lamps. The mix of silver and gold hues creates a subtle Art Deco-inspired vibe, so there’s no reason not to sprinkle one in, while letting the other dominate. How to dodge “rogue movers” who hold your stuff hostage MOVING SEASON IS IN FULL SWING.
Families want to settle into new homes before the school year starts. Military personnel across the country are receiving new assignments. College and university students are moving into residences and apartments. Wherever you’re headed, beware of the “rogue movers” scam, which is a real threat! Typically, rogue movers will find victims through ads on popular classified postings websites, quote a low price, claiming “no surprise fees” or that “everything is included.” The fraudsters will deal with you by phone, insisting that a verbal contract is enough and that the paper copy can be signed on the day of the move. However, when they arrive at your doorstep, they present you with a very different contract, containing unexpected clauses and extra charges, such as warehousing and pickup fees. They pressure you to sign the contract or be left in the lurch. In some instances, the fraudsters will hold your possessions hostage until you pay what they want for their delivery. You’re left scrambling to find the money, hoping that you will get everything back in one piece. Moving is stressful enough without these unpleasant surprises. Follow these tips to make sure that your move goes off without a hitch. Seek certification: Some provinces require professional movers to have specific permits or registrations. This is a good starting point to find a legitimate company. Consult your provincial consumer protection agency for more information. Do your homework: Take the time necessary to research the company and consult multiple reviews. Contact your provincial consumer protection agency 54 NEXTHOME.CA
or the Better Business Bureau to see if they have received complaints about the company. Get an estimate: Legitimate companies will send representatives to assess your needs, ensuring your quote is detailed and complete. This is an opportunity to inquire about any surcharges, insurances or additional fees and to ask questions. Get it in writing: Do not trust companies providing quotes or contracts over the phone. Get both in writing before the move and take the time to read the information carefully. Ask
questions if clauses are unclear and keep records of responses. Trust your instincts: If it looks too good to be true, it probably is. If you’ve been the victim of a rogue mover or other fraud, or if you have information about this type of scam, report it to the Canada Anti-Fraud Centre, the Competition Bureau or your local police. You can also file a complaint with the Better Business Bureau or your provincial consumer protection agency to help others who might consider hiring the same company.

THAT’S A BIG WORD which has become
synonymous with some of Canada’s housing markets. Despite interventions at the local and federal level to cool hot markets like Toronto and Vancouver, prices are still out of reach for many hopeful homebuyers desperate to get their foot in the door, so to speak. Among the “High priced” headlines, there’s no shortage of advice out there on how to save up for a home. Hopeful homebuyers find themselves the target of a steady stream of advice bombs about how to save more and spend less, complete with suggestions of different housing types at lower price points, and “coming soon” communities in the nether regions that might be within your price range. These are all potentially good and feasible options for maximizing your available funds. But ultimately, if you can’t comfortably afford to buy that home, the choice should be clear. To those finding it tough to buy in this hot housing market, “Don’t do it,” says Brian Brown, vice-president of Lifetime Developments. He admits it’s surprising advice, particularly coming from a real estate developer. “It’s the advice I give my kids when they want to buy a toy they can’t afford.” Now, let’s be careful not to take Brown’s unhesitating words out of context. Real estate has historically been a good investment and, barring any major catastrophe, will probably continue to be one in the long-term – that is, if you can manage to get your foot in the door.

The term “priced out” has become commonplace in housing markets like Vancouver and Toronto. Each of these cities has experienced incredulous rates of price growth, and both display signs of “price sprawl” into suburban areas and even further, into neighbouring cities. To that effect, CMHC released a report earlier this year, exploring how house prices in Toronto and Vancouver impact surrounding regions. There’s a definite ripple effect. Guess it’s not so bad, being little brother to the big city – unless you’re a prospective homebuyer who now has to pay “urban” prices for a suburban property.

So, what to do about housing unaffordability? There’s nothing you can do about the market and its supply and demand issues. All we can do it sit back and wait to see if the new foreign buyer taxes and the recent mortgage rate increase (with more expected!) have an effect on prices and activity. In the meantime, “Be disciplined. Be prudent. THE BANK OF CANADA’S RECENT DECISION TO RAISE the target for its
overnight rate to 0.75 per cent from 0.50 – the first hike in seven years – may be cause for concern for some Canadians. But should it be? Are more increases in the offing? What does it all mean? How will it affect you? Two of the most telling comments in the statement by the Bank of Canada were, “The current outlook warrants
today’s withdrawal of some of the monetary policy stimulus in the economy,” and, “Future adjustments to the target for the overnight rate will be guided by incoming data as they inform the Bank’s inflation outlook, keeping in mind continued uncertainty and financial system vulnerabilities.” TRANSLATION?

monetary stimulus,’ but the second statement tells us that they are still not very confident in their ability to do so,” Calum Ross, wealth planner, The Mortgage Management Group, told New Home & Condo Guide. “The fact remains that while the output gap (an economic measure of the difference between the actual output of an economy and its potential output) may be closing – all three key measures that the Bank of Canada uses for inflation control are low.” The BoC is trying to strike a balance between easing Canadians off a growing dependence on low interest rates and not shocking the economy too much. While there may be future rate increases, they will likely be slow and gradual. “Low rates will be here for a long time to come,” says Ross. “Neither our government nor Canadian consumers can afford too much of an increase too fast – they are both in far too much debt.” Canada recorded a government debt equivalent to 92.30 per cent of the country’s Gross Domestic Product in 2016, compared to an average of 77.76 per cent from 1980 to 2016, he points out. “The government needs low rates almost as much as consumers. Even more so when you consider the deficits being run.” ECONOMIC STRENGTH
And believe it or not, rising interest rates – at least in this example – are a positive sign that the economy is doing well, Ross says. “Our economy is creating jobs, and if GDP growth for 2017 does indeed reach 2.8 (as per the Bank’s forecast), that’s great news.”
HOW OTHERS SEE THE HIKE If the Bank of Canada indicates another raise in its key interest rate again before the end of the year, we anticipate more buyers will enter the market to take advantage of existing rates. In this case, the raise will negatively impact housing affordability moving forward, particularly in markets already struggling with affordability, such as Vancouver and Toronto. However, if the Bank of Canada doesn’t raise its key interest rate again before year-end, we don’t anticipate this hike to have a significant long-term impact on the real estate market. – Elton Ash, Regional Executive VicePresident, ReMax of Western Canada
