PLEASE DON’T SHOOT the messenger, but if you’re a prospective first-time homebuyer and you’re not prepared to adjust your wish list, you may not be doing enough research. And you may be in for a disappointment. Due diligence is essential when buying your first home. Interest rates, mortgage providers, housing types, builders, target areas, neighbourhoods... these are among the long list of factors to research in depth in order to make an educated and informed decision. That’s already a tall order, and it’s only getting more challenging. Indeed, if you’ve been paying attention to general economic and real estate news this year, you know that market realities are dictating that you may need to adjust your expectations. Not that buying your dream home right out of the gate is impossible – if you’ve saved a substantial amount on your own, or you’re fortunate enough to have access to a well stocked Bank of Mom and Dad. And builders, for their part, are becoming increasingly adept at delivering a wider variety of home types, sizes and prices. But the facts show that more and more first-time buyers have little choice but to compromise – on everything from source of funds to location to housing type. Prime Minister Stephen Harper feels their pain, or at least purports to as he seeks re-election in the fall. He’s proposing to increase the withdrawal limit of the Home Buyers’ Plan to $35,000 from $25,000. So don’t despair, first-time buyers. There are ways to get into the housing market. But they require not just research, but strategy and awareness – and flexibility – in order for you to begin to climb the property ladder.

And while they may not receive the attention Toronto does as Canada’s largest centre, that doesn’t mean they aren’t promising homebuying locations. SWO economies lead Ontario
A strong economy leads to employment and wage growth, which are central to a strong housing market. While the local economies of Southwestern Ontario are smaller than Toronto, for example, they play a key role in the health of the provincial economy. Among the leaders in this regard are Kitchener-Waterloo and Cambridge, according to The Conference Board of Canada’s Metropolitan Outlook: Summer 2015.
Kitchener-Waterloo-Cambridge: KWC boasts among the strongest of Ontario’s mid-sized economies, with real GDP forecast to increase by 3.4 per cent. Construction activity is on the rise, and combined with the ongoing strength in the local manufacturing industry, employment was up 1.5 per cent in 2014 and is expected to increase 2.4 per cent this year. London: The economy here grew by 1.8 per cent in 2014. This year, real GDP is forecast to grow by 2.1 per cent, its fastest increase since 2005, thanks to stronger manufacturing and construction output. The Conference Board expects construction output to rise by 2.9 per cent in 2015. Employment is expected to increase by 2.1 per cent in 2015, adding close to 5,000 jobs. St. Catharines-Niagara: An improving services sector will help lift the economy by 1.8 per cent this year. A weaker Canadian dollar should
result in more cross-border trips by Americans, benefiting the region’s key tourism industry. Combined with solid employment and income gains, this is expected to boost retail sales by 2.9 per cent this year, lifting wholesale and retail trade output by 2.7 per cent.

The Hamilton housing market has been a darling in the eyes of homebuyers and investors for years. A strong economy and infrastructure improvements are boosting local real estate, but the city is a bargain compared to nearby Toronto – where single-detached homes cost hundreds of thousands of dollars more. The limited supply of singledetached homes in the GTA is causing record price growth there, encouraging some buyers to look west to Hamilton. Single-detached homes accounted for more than 60 per cent of total existing home sales in Hamilton in the first quarter, CMHC says. Hamilton’s employment has been trending higher since March 2015, as strengthening employment and income, combined with slower price growth, should reduce any level of overvaluation.

Buyers looking for new lowrise homes in the GTA and feeling priced out of the Toronto market can also head west – to Milton. There are plenty of examples of new lowrise home options in Milton – said to be the fastest growing municipality in the Greater Golden Horseshoe. 1 The ups and downs
There were two big stories that dominated the headlines with a ripple effect on the housing market: “Oil prices hit the floor” and “Mortgage rates reach record lows.” The oil slump softened home prices and eased affordability in oil-producing provinces, particularly in Edmonton and Calgary, says Craig Wright, senior vice-president and chief economist at RBC. Low lending rates coupled with lower prices are making these markets a buyer’s paradise. Meanwhile, in Toronto and Vancouver, which are showing strong price gains, affordability took a hit as a result of increased activity and high demand due, in part, to low lending rates. RBC expects an eventual normalization of monetary policy, starting in Q2 of 2016, which means costs will rise and the affordability rating will continue to fall.
3 An affordable alternative
With lending rates expected to rise and single-detached homes “inching towards risky levels,” as RBC notes in its report, what does this mean for homebuyers in Toronto? You’d be wise to buy now, while you still can. And with an affordability rating of 28.9 per cent, condos provide a viable, affordable alternative singledetached homes.

Affordability in Ontario
RBC’s housing affordability index captures the proportion of pre-tax household income required to own and operate a home at current market value. The greater the measure, the worse the affordability. For example, a measure of 50 per cent means owning a home – including mortgage payments, utilities and property taxes – will eat up 50 per cent of a typical household’s pre-tax income. The higher the measure, the worse the affordability. In Ontario, the measure for bungalows and twostorey homes rose by 0.3 percentage points to 45.5 and 51.7 per cent, respectively. Condos dropped by 0.2 percentage points, to a much more
affordable 28.9 per cent. Translation: Owning a two-storey home in our province will eat up 51.7 per cent of your budget. According to Canada Mortgage and Housing Corp., Affordability Rule No. 1 is that your monthly housing costs shouldn’t exceed 32 per cent of your gross monthly income. RBC attributes the affordability gap to the increase in multi-unit construction, “with about half as many singlefamily homes being built compared to 10 years ago. The relative scarcity of single-family homes in the face of growing demand, therefore, has fuelled stronger price increases compared to the well supplied condo segment.”

4 first-time buyer tips By Jayson Schwarz AS A LAWYER, my best advice
to first-time homebuyers is – research everything ahead of time: prospective builders, areas, amenities, property taxes, lawyers, your financial ability, zoning, bylaws and neighbours. Don’t allow yourself to be pressured by anyone. 1. What can you afford? Review your savings and income to determine what you can afford. Speak to mortgage specialists at your bank as well as a reputable broker. Companies such as the Mortgage Centre in Mississauga and Mortgage Providers in Toronto have the experience and integrity to get you the best deal. Get pre-approved so you know your budget – and get it in writing so you have something to rely on. Especially today, it is critical that you don’t spend more than you can afford.
2. Do you want a condo or a freehold? Condo living provides a carefree lifestyle, but you pay additional monthly expenses and sometimes others determine how the amenities, if not your unit itself, can be used. Freehold provides the freedom to do what you want, but maintenance and upkeep fall on your shoulders. Once you determine what kind of home you want, you need to decide new or resale. If new, the offers are long and filled with clauses that could cost you money or result in long delays. Be sure to see an experienced real estate lawyer familiar with these kinds of agreements before it is final and no longer conditional. Research the builder and visit other sites the company has done and ask people about quality and aftersales service.
3. Find the right lawyer A lawyer must advise you at the time you make your offer, to guide you in understanding the offer (Agreement of Purchase and Sale). The right lawyer will explain what documents you will sign and what is to be included in the offer. It is important that your lawyer explains all the potential costs and what you may encounter. Ensure you discuss and agree to the fees beforehand. The fee to close a standard resale home or condo of less than $500,000 should be somewhere between $800 and $900, plus HST and disbursements. This may vary in special circumstances. Also, make sure you get a free offer review. Then have your lawyer provide you a list of disbursements – the money expended on your behalf to properly close the transaction. This is when some lawyers may try to charge large fax, mail and copying fees. Make your lawyer justify all expenditures that don’t make sense. 4. Miscellaneous Do you have a will? Is it up to date and does it represent your current situation? A will prevents sibling disputes, clarifies who will look after children, keeps the government out of your affairs, allows for an orderly disposition of everything from possessions to your realty, stocks and bonds, and will help guide your funeral arrangements. You will also need insurance for the home. This is the right time to look at life and disability insurance, to determine if you should be insuring your mortgage in case something happens to the major wage-earner. There is a lot to consider when buying your first home. Being prepared will help you enjoy the experience and find that dream home.

How you can become a first-time buyer By Alyssa Richard NO GENERATION has had a tougher time getting into the housing market than Generation Y. Indeed, the deck is also stacked against Millennials, who are burdened with heavy student debt, challenging job prospects and limited wage growth. Housing prices have continued to surge over the last decade, fueled by record-low interest rates and booming condo sales. But first-time homebuyers still represent a large portion of the housing activity in Canada. According to the Canadian Association of Accredited Mortgage Professionals (CAAMP), an estimated 210,000 of the 425,000 homes purchased in 2014 were from first-time buyers. And these property virgins aren’t just putting down the bare minimum to get into the market. CAAMP estimates that, on average, first-time buyers make down payments equal to 21 per cent of the price of their homes. That’s no small chunk of change. With average home prices across Canada surpassing
$450,000 this summer, 21 per cent represents nearly $95,000. Where does the money come from? Here’s what the CAAMP survey found. Personal savings (40 per cent): First-time buyers are using their own savings to get into the housing market, with a reported 40 per cent of total down payments coming from the personal savings of applicants and their co-applicants. Tax-free savings accounts represent a flexible way for first-time buyers to save up for a down payment. With annual contribution limits rising to $10,000 this year, couples have the potential to save up to $20,000 per year inside their TFSAs and invest the funds in a variety of ways – from highinterest savings accounts and GICs, to stocks, mutual funds and ETFs. Gifts and loans from family (17 per cent): Funds procured from the bank of mom and dad are on the rise. Gifts and loans from family
represent 17 per cent of down payment funding for first-time buyers, up from 13 per cent five years ago. RRSPs and Home Buyers’ Plan (12 per cent): Withdrawals from RRSPs using the Home Buyers’ Plan (HBP) have declined in recent years, down from 16 per cent between 1995 and 2004. The HBP allows first-time buyers to withdraw up to $25,000 from their RRSP to put toward a down payment on a home. But with declining savings rates, a relatively low maximum withdrawal amount (when compared to the amount needed to qualify for a home today) and the introduction of the TFSA, the HBP has become somewhat redundant in today’s market. (Prime Minister Stephen Harper recently tabled a proposal to raise the withdrawal limit to $35,000, should he be re-elected.) You have up to 15 years to repay the funds, starting the second year after which your withdrawal. First-time power Although it’s become increasingly difficult to buy a home today, it’s clear that first-time homebuyers are the engine that fuels the housing market, representing nearly half of all homebuying activity in Canada. The challenge comes when firsttime buyers can’t save fast enough to keep up with a hot real estate market. That type of pressure can lead to emotional decisions, such as buying before you’re financial ready or borrowing the funds through alternative lending, all in order to avoid getting priced out of the market forever.

Buying your first home in the GTA By Bryan Tuckey BUYING A NEW HOME in the GTA can
be challenging, especially if you’re a first-time buyer. But through careful research and a bit of help from qualified real estate professionals, you can rise to the challenge. The first step is to determine what type of new home is best for you – a highrise condo, or a lowrise home such as a detached or semi-detached house or a townhome. Start by determining how much space you need, where in the GTA you want to live, how you commute to work and how much you can afford. House or condo? Highrise condos are a popular choice for many first-time buyers. While usually smaller than a lowrise home, condos built today often offer premium locations. New projects
tend to be located closer to city centres and transit corridors. Other advantages include building amenities such as fitness and recreation centres and 24-hour concierge service. These are typically covered in monthly maintenance fees, which are usually lower in new buildings. When it comes to lowrise homes, most new ground-related developments are located in the 905 regions such as York and Peel. You can still find townhome projects in Toronto, but expect to pay a premium for living in the city. In the 905, you will find a wider variety of housing types – everything from townhomes that offer a more urban feel, to detached singlefamily homes on large lots. These homes typically come with multiple
How much can you afford? Once you’ve established what type of home you are looking for, it’s time to narrow your search by determining how much you can afford. Consult with a professional mortgage broker who can help evaluate your finances. Interest rates are still at record lows, but don’t get carried away. With a five-per-cent down payment, your total monthly housing costs should not exceed 32 per cent of your gross household income. Highrise condos are the more affordable option, but make sure you factor in all fees. It’s important to find out whether these fees also cover your water, heat and hydro, as individual utility monitoring is a common feature in new buildings. Buying a lowrise home in the GTA presents more of a challenge for first-time buyers. Prices have grown rapidly in recent years, largely due to constrained supply and high demand. Some builders have addressed this issue by introducing new lowrise housing options such as stacked townhomes, which usually start in a lower price range. Be aware that demand for these homes is very high, and they often sell out quickly when they come to market. While you should never rush into a purchase, you can act quickly by doing your research ahead of time – learn about some of the builder’s previous communities, pre-register for the project, and find out what kind of area amenities are coming to the community that are important to you. Congratulations Buying a new home is likely the biggest investment you will ever make. Take your time and ask as many questions as you need before finalizing your purchase.
