Peter French, Master of the Company, writes: In 1999 when the Guild of Security Professionals was founded, we volunteers were slightly daunted at the prospect of raising £350,000 in charitable funds. From the very beginning Professional Security was one of the most active supporters of the Guild. The experience of the Peter French publisher, John Cully, a Guild founder member, in communications and development enabled the Guild to ‘punch above our weight’ from day one. Eight years later, and the now Company of Security Professionals is on the cusp of petitioning to be a Worshipful Livery Company. Our work in supporting individuals and organisations is growing annually. Our Trustees seek to assist individuals in need who have served in the profession of security. In that time practioners in security have seen the function increasingly diverse and grow in importance. Professional Security continues to be at the forefront in reporting developments in this sector. Colin Braziel, Chairman, Association of Security Consultants, writes: The ASC is delighted to participate in Professional Security’s 2008 Yearbook. This publication is a welcome addition to the security industry and will be a useful reference for Colin Braziel events throughout 2008. A series of incidents over recent years has brought security to the forefront of everyone’s minds, not only to the security professional, but also into the public domain. This had led to an increase of those involved within the security industry, and with this has come the inevitable introduction of legislation and regulation. Founded in 1991, the ASC is recognised as the professional organisation for independent security consultants, representing their interests and promoting their activities. Members of the ASC are leading experts in their fields, and can provide specialist knowledge and breadth of experience in all security disciplines. Security Industry Authority Michael Wilson, Chief Executive writes: I have been asked what my agenda is for the Security Industry Authority. It simply doesn’t work that way. The ‘authority’ created by the Private Security Industry Act 2001 is actually the SIA board. Mike Wilson And although responsibility for the dayto-day business of running the SIA has been delegated to me by the board, it is the board and ministers who set the strategic direction for the organisation – not the chief executive. The chief executive is not even a member of the board. That is not to say that the executive doesn’t have a role to play in setting the strategic direction of the SIA and in deciding its position on key issues affecting the security industry. That role involves identifying options and making recommendations to the board, and working with the board and other stakeholders (especially ministers and Home Office officials) to develop and agree the strategic direction. That direction is articulated formally each year in the corporate plan. The Corporate Plan for the period financial year 08/09 to FY10/11 will be in place by April 2008. A draft framework for the plan has already been

prepared by the executive and the board. It will be discussed by the chair and ministers shortly, after which an ‘annual direction’ letter will be sent from the Home Office to the authority. The annual direction will confirm the mission of the authority and will outline strategic objectives and priorities to be reflected in the corporate plan. The authority will draft the corporate plan using guidance from the annual direction, and the draft will be agreed in turn by the SIA board and ministers, after which it will be published as a public document. This year’s corporate plan is likely to indicate a change in posture rather than a fundamental change in direction for the authority. It will reflect the fact that the authority is now more or less fully in place, with the management emphasis shifting from setting up the organisation to running it – providing a better service. Importantly, there will be clearer recognition that the higher standards that come with regulation should be better understood and more formally advocated within Government, in industry, and in society as part of the wider crime fighting family. The plan will show the SIA will take a more prominent role in promoting this recognition. The plan will also show that the authority will seek early resolution of the position on ‘open’ issues such as inhouse guarding, and the licensing of enforcement agents, private investigators and precognition agents. The position on security consultants will be clarified. A fair bit of discussion and ‘word-smithing’ has to be gone through before the plan sees the light of day. This note gives an indication of the emerging strategic direction and objectives. I would welcome comment.

The Security Institute Bill Wyllie, chairman, writes: “We are pleased to support this publication, and see it as a useful addition to the resources available to security professionals in the UK.The Security Institute [SyI], incorporating the International Institute of Security, is a 950-member organisation based in the Bill Wyllie UK, having 12 per cent of its membership based overseas. Membership is through validation of an individual's qualifications, experience and training, and applications are reviewed on a monthly basis. The institute's academic board is also working closely with security education providers and standard setters, to ensure suitable qualifications exist and are promoted in order to raise academic standards in this business sector. This is particularly relevant to support the institute plans towards achieving chartered status for security professionals. SyI are also actively developing links to support the International aspect of its work, whilst continuing to merge partnerships with aligned organisations in the UK. Networking plays an important part of SyI activities, and this is developed through a programme of business and social events across the UK. ● TSI’s annual dinner is on April 10; its first members’ meetings for 2008 are on January 10 (London) and 24 (Merseyside). Ex-Police in Industry and Commerce - EPIC for short - is an association for former and retired police officers now in private security or the private sector generally. Current membership is 300-plus. There are quarterly meetings, held around the country to attract as many of its busy members as possible. After a recent change in its constitution EPIC is open to membership also from ex-: British Transport Police, the Isle of Man Constabulary, the States of Jersey Police, the Guernsey Police, the Garda Sochana, and the Royal Hong Kong Police. It’s also for retired police officers in receipt of a police pension, or a medical or deferred pension. The prices for everything from hotels to sandwiches and a bottle of water - even the Wetherspoon’s next door - are outrageous and cynical. The car parking is in the next county, and maybe your hotel is too. At four days it is arguably a day too long. Why then is IFSEC the event of the UK security year? Because it is, and has been for ages, and no rival event comes close. The days of torture walking or standing on the exhibition floors are only half of it - the evenings’ events and booze have led to the downfall of at least one chief! It’s worth a day to see the world’s electronic security technology under one roof - though the jury is out still as to whether the

guarding village, pushed by the organisers the last couple of years in the flush of the Security Industry Authority licence regime, is worth it. And ACPO left the neighbouring policing exhibition next door, to set up their own show (see June calendar, next page). But IFSEC continues to evolve - early news from the organisers is that there’s a smart card and RFID area for the first time beside the eight other dedicated product areas. As ever there are conferences and seminars on topical issues such as counter-terror and IP convergence. Live demos are promised of conflict management, drug and bomb detections; and concealed weapons. YEARBOOK 2008

A Look Ahead

PREDICTIONS FOR MARKET

Tough times ahead but don’t be hasty Industry analyst Plimsoll has taken a look at the market and has predictions for 2008.

E

scalating economic worries, higher prices and tighter spending will combine to make 2008 a much tougher year in the security market, according to the business analysts. The company’s senior analyst, David Pattison, says: “Almost every sector of British business stands at a crossroads as it prepares for the coming 12 months. With uncertainty in the economy, some will want to sit tight and do nothing radical. Others will need to cut costs quickly to weather the possible storm. But some who have built up large cash reserves will be looking at this period of difficulty to make acquisitions at a bargain price. So which category are you likely to find yourself in? The average growth in the security sector in 2007 has been 6.4 per cent. Growth was by no means universal. Some 36pc of companies actually saw their sales decline. It’s important, however, not to confuse sales with profit. Some smaller firms, with a turnover of £3m or less, lost out on sales but still enjoyed healthy margins. They did so by keeping their costs under control and by carving out a specialist area in the market. These firms have managed to do very nicely for themselves by trading in niche products.”

Forward thinking “In general, if you’re setting your budget for 2008, you should aim for a growth target of at least 4pc. Frankly, though, you should expect to beat this with a combination of imagination, forward thinking and spotting the opportunities that others have missed. With pressure on sales certain to come, some companies will need to cut costs in 2008. Sadly, for most the term ‘costcutting’ translates into ‘job losses’. Ernst and Young are already offering 12 YEARBOOK 2008

services to help firms implement cost reduction programmes, and more of this will come as the pressure increases. My advice is to reduce costs as part of a planned long-term strategy, rather than doing so in panic mode. By the time you do the latter, it’s usually too late. But don’t be too hasty – 2007 was not a bad year overall, with margins averaging 4.2pc. Indeed, for some exceptional companies, that percentage was in the mid teens – in some cases for the second year.

Takeover “At the other end of the scale, those firms that find themselves in difficulty should not buy into the hype that they will be safe from takeover because potential bidders won’t want to take risks against the background of a chaotic credit market. Arguably, there has never been a better time to go on the offensive, and companies with large cash surpluses will be able to make some dirt-cheap acquisitions in 2008 as others begin to fail. The predators in cases like this are likely to see growth much greater than the industry average during the coming 12 months. Takeover targets are probably relatively safe for the next few months, but once the early jitters of 2008 are over, the buyers will circle and pounce. So which companies will have an unhappy new year? Well, anyone who is already finding it a struggle is likely to experience even tougher times unless immediate measures are taken to reduce costs and improve margins. Any company with escalating debts will certainly find it difficult to stay competitive, and even in some cases to survive. If your company falls into this category, the warning lights should already be on. In short, then, a difficult year ahead, but those who take steps to streamline their business model or who supply a particular demand can expect to emerge in a relatively healthy position.” ❐ Visit www.plimsoll.co.uk

A world o The Beijing Olympics will spur a flurry of hacker activity such as compromises of popular Olympic news or other sports sites. They are among the predictions for 2008 from an IT security firm. Dan Hubbard, vice president of security research, Websense, said: "Looking at the current attack trends, cyber criminal techniques are evolving quickly and efficiently to not only evade detection, but to steal data and manipulate trusted content such as websites and applications. It's critical that organisations and individuals recognise that attackers are changing techniques and launching targeted attacks." Threat predictions include:

Olympics, phishing, fraud Sport and other event-based attacks and scams are popular, and with the whole world watching, the 2008 Olympics may fuel a surge in cyberattacks. Websense researchers predict the possibility of large scale denial-ofservice (DoS) attacks on Beijing Olympic-related sites as political statements and fraud attempts through email and the web surrounding the Games. Most vulnerable to these attacks are search engines and large user networks such as MySpace, Facebook or other social networking sites.

Vishing The vast cell phone user population has grown into a lucrative market to exploit with spamming and "vishing" for financial gain. To date, researchers have seen an increased number of vishing attacks but not a lot of spam-or proactive automated calling. H

ow would you like to have a killer on your guardforce? It may be a tasteless question. The Private Security Industry Act 2001 came about because of the wish to root out the rogues, those in positions of trust with a criminal record. But for centuries what seems fine in Westminster has not necessarily translated well in Belfast and Derry. Since SIA licences for guards and others became the law in Scotland in November 2007, Northern Ireland was the only part of the UK where SIA licences do not apply. They will do, though Home Office minister Vernon Coaker was careful not to give a date, when he spoke to the Skills for Security annual conference at Oxford in November 2007. SfS by the way deserves credit for running a separate conference for trainers and the training world in Belfast later that month; the security industry’s bodies and mainland UK in general has been guilty of overlooking Northern Ireland.

Peace process Northern Ireland was left to last, presumably, because it’s most difficult to deal with. After the Troubles, loyalist and republican paramilitaries alike have (just about) forsaken violence. As part of the peace process, prisoners on both sides were freed. Door and security work was one field to go into. If the province let bygones be bygones about some of the most sickening crimes of living memory, why deny the former terrorist killers the SIA licence to work a door, or own a security business? But to return to the start of this article, the SIA licence is like a driving licence. Once NI joins the SIA regime, whether you apply from Enniskillen, Inverness or Penzance, you can work the same in

England, Scotland or Wales or NI. Meanwhile, NI has seen terrorism replaced by organised crime, such as tiger kidnaps, diesel and other smuggling, and counterfeit goods such as Rangers and Celtic football wear. On that point, NI has much in common with Scotland: it is a matter of public record that Scots police point to links between organised criminals, moneylaundering, and guarding companies, particularly serving constructions sites. In other words, ‘rogue’ security firms that the PSIA, and the tens of millions of pounds spent so far on the SIA, in a word that regulation was meant to stamp out. In its first site checks after licensing came in in Scotland, the SIA reported disappointing that a large number of security operatives were deployed without SIA licences.

Investigators Besides, 2008 should see a decision on how or indeed whether the SIA will licence private investigators (PIs) and precognition agents. How well the licence is enforced will be everything, as ever. PIs are largely one or two-man bands and only a minority take the trouble to pay to be members of representative bodies. Even inside those bodies, which might be seen as the most likely allies of the SIA, to do away with the rogues, there are some querying whether the regulator will be able to police whatever they lay down. The Information Commissioner’s Office (ICO) has a finger in this pie, having pointed an accusing finger at PIs for blagging or stealing data, for clients ranging from newspapers to councils and insurers chasing debts and checking claims. Parliament may act. As in non-security sectors, can the regulators get to the bottom of the subcontractors and agencies that do the dirty work? The ICO and SIA may have more regulating on their plate if the national CCTV strategy (see separate article) leads to a registration scheme for all CCTV users. The big question for UK plc: in a world where customer data and indeed CCTV and alarm and other data over Internet Protocol can whizz overseas, how do we protect the law-abiding against the crooked, and enforce a level playing field so service providers are not under-cut by the corner-cutters? ❐ YEARBOOK 2008

GETTING DOWN TO BUSINESS

I

f there is one thing that the security manager can expect in 2008, it is the same thing as in 2007 - the unexpected. That could be a fire, a flood or some other act of nature; an act of terrorism; or some IT or other process failure. Whatever it is, if it hinders or halts the business, you can be sure that in some way it will land on the plate of the security department.

Why is business continuity (BC) something for the security manager? A head of security explained to Mark Rowe.

G

ordon Irving, director of group security at utility Scottish Power, said that his firm saw security, business continuity, and disaster recovery as very much linked. Over the last year the company has put BC plans into action about 15 times, for various things, from a flood to IT issues. “Say for instance if one of your sites goes down, particularly in relation to a call centre.” Say that call centre has 300 staff, but next door there’s a tyre factory; if there’s a fire, there’s smoke, and the fire authorities might deny access to your site. When your BC plan kicks in, security staff are involved. So, among other things, are IT people, who have to make sure that IT systems transfer to the back-up site.

Know the organisation Gordon Irving went on to say that an organisation’s crisis management needs someone who has knowledge of the organisation: “And from a security angle you do have that knowledge of your company, your organisation.” That includes your IT; and the people element, such as links with the local authorities and their emergency planning people, police, fire, and if it’s to do with terrorism, perhaps even the Security Services.

British Standard A year ago, British Standards brought out BS 25999 part1 – a code of practice for business continuity management, offering a guide. Gordon said: “I have been an advocate of having a standard,” because now, rather than having to rely on a 14 YEARBOOK 2008

consultant to set the bar on a standard, an organisation of whatever size has a standard that they can make BC plans and processes to. The British Standard - BSI has published BS 25999-2, Specification for Business Continuity Management - is a sign of how BC is maturing, something Gordon has seen too.

Principles Scottish Power is an electricity and gas firm in the main, but it was interesting to hear from Gordon echoes of principles voiced at the emergency planning training for universities (see separate article, in the January 2008 issue of Professional Security). Gordon said: “No matter where you are, your business continuity plans are crafted to suit your organisation, but the basics are there now; the same principles actually do apply.” For example, every organisation holds data; what if something happens to your data centre? where is the data housed? how many times is it backed up? what if your organisation was physically denied access to the data centre for one week, or two or three? Whether you are a university, a retailer or some other: you look at what is really important, what makes your place tick; and make plans accordingly. “I wouldn’t want anybody to plan for everything; you have to plan for what is important, what makes your place tick.” And: people in your organisation have to know you are planning. UK businesses are increasingly prepared for disruption or disaster according to BSI British Standards’ annual Business Barometer, it is claimed. The research found: ● 81pc of FTSE companies would

expect to last up to one week before feeling serious detrimental effects following disruption or disaster ● Almost two thirds (63pc) are very well prepared for serious IT failure ● Half of businesses surveyed are fully

BSI’s annual survey of FTSE 250 companies shows that 71pc recognise the importance of Business Continuity Management (BCM) in staying competitive and winning new business in the future. This is a 10pc increase on 2006’s Business Barometer, the London-based body reports.

What they say Mike Low, Director of BSI British Standards, said: “The scale of risk and opportunity in the FTSE 250 are enormous and these organisations are recognising that BCM has to be at the heart of their operations. It’s also crucial for smaller organisations and those in other sectors to look seriously at how they would cope in the event of a disaster. This year’s Business Barometer shows improvement in the

employment and economic growth placed at risk.”

Better prepared

preparedness of organisations for serious failure of their infrastructure which is really positive but there is still room for improvement. That’s why BSI has published BS 25999-2, Specification for Business Continuity Management, which enables organisations to verify their BCM plans through independent certification. The standard can be used in an organisation of any size or sector and provides a mechanism to ensure that their partners and supplies also have appropriate BCM procedures in place.” In September, BSI also launched an online BCM assessment tool, which Mike described as particularly useful for SMEs wishing to assess their BCM capabilities.

Terror threats Events of the last year have prompted many businesses to reconsider their approach to BCM: ● 42pc reviewed their approach to

BCM following the London and Glasgow terror alerts in June 2007 ● 34 per cent reviewed their approach to BCM following the widespread flooding throughout summer 2007.

Those companies already using British or international standards as a matter of course were found to be better prepared, with 56pc saying that their business would be very well prepared for failure in the supply chain, compared with 47pc overall. Some 62pc of businesses, compared with 46pc in 2006, are required by customers to show that they have effective business continuity measure in place. Some 72pc now ask all or some of their own suppliers to do the same. BSI says its research shows that businesses are increasingly recognising the value of BCM. More companies are ‘very well prepared’ for; ● failure in the supply chain: 47 per

cent (45pc in 2006; 18pc in 2005) ● catastrophic IT failure: 63 per cent

Supply chains Despite an rise in overall preparedness on last year, the barometer shows that more businesses would be affected by disruption or disaster more quickly than in 2006. Some 58pc said that their business would be seriously affected in under a day, compared with 46pc in 2006. Chris Green, Chairman, Business Continuity Institute, and Chairman of the BSI business continuity committee, said: “The need for robust BCM standards such as BS 25999-2 is clear. By following the requirements of the standard, organisations can improve enterprise stability, increase job security and ensure the flow of money into communities. Without BCM standards in place, infrastructure and supply chains may be less secure and

(51pc in 2006; 27pc in 2005) ● and forced business relocation: 50

per cent in 2007 (41pc in 2006; 15pc in 2005)

Parts 1 and 2 BS 25999-2, Specification for Business Continuity Management, complements BS 25999-1, Guide to Business Continuity, published in November 2006. STRATEGY FOR UK After years of uncertainty, the national CCTV strategy published at the end of 2007 offers a new era for public space CCTV users maybe. Mark Rowe reports.

A

local authority CCTV manager tells the story of a very senior police officer standing in his control room and saying 'I don't need your CCTV, Mr X [not his real name].' The ironic thing is that the officer's career since has proved that the police, and that individual officer, do in fact need CCTV. More than a dozen years after public space CCTV came into vogue, first with the John Major Tory Government, then with Labour after 1997, only now with the publication of the Home Office-led CCTV strategy are the authorities actually backing up the hundreds of millions of central Government money spent on CCTV infrastructure with joined-up thinking and standards for its best use.

Crucial evidence The strategy document did, in the civil service's diplomatic language, hint that those not making use of CCTV are not so much the operators and councils, but investigating police. Besides the senior police officers described above, whose time on the beat dates from before mass CCTV, there are detectives with 25 or 30 years' service whose attitude is that it's not for them to collect CCTV evidence. And yet it's a matter of public record that after 7-7 and 21-7 CCTV was the first and crucial evidence for police. It's not giving away a state secret to deduce that when, as in the car bomb plots of summer 2007, suspected conspirators were the likes of doctors, who do not have criminal records, and are not on the radar of the criminal justice system, CCTV is an important tool, to identify and track suspects. However - and it is far from the only example in private security - for anyone to go into public detail about this use of CCTV is to risk alerting the bad guys.

Two legs good, four bad So we are left with the CCTV of everyday life having to earn its corn. And a couple of hospital examples 16 YEARBOOK 2008

What road for CCTV? from the Professional Security files point to the practical obstacles to making the national CCTV strategy work. First, there was the hospital CCTV manager who got angry after this manager was quoted calling the old CCTV system worse than awful and almost unwatchable, and giving the case of the missing person who was from the CCTV footage, a person on two legs - not a sheep on four - but beyond that you could not tell from the images. And the old control room was cramped. The manager should have thought before speaking, which is by the by. The point is that without a national strategy - agreed ways of putting a ergonomic, smooth-working control room together, and ways to get the best out of cameras, lenses and so on - each consultant, hospital trust, council, university and so on has had to re-invent the wheel. Public space cameras have been fitted in grotesque places that are impossible for an engineer to reach easily and safely; and the images they produce are not much use. Or as the national strategy put it: "The quality of images recorded by CCTV systems varies considerably. Anecdotal evidence suggests that over 80 per cent of the CCTV footage

supplied to the police is far from ideal, especially if it is being used for primary identification or identities are unknown and identification is being sought, for instance, by media release." Yes, the Home Office Scientific Development Branch (HOSDB) issued guidance documents in the 1990s and introduced the Rotakin device to test the quality of the displayed image. But as the strategy added, it is widely accepted that the Rotakin test needs to be updated for use with digital CCTV systems: "There are also concerns that the documents in the series are not more widely used, especially by small CCTV users."

Empty control room Like any tool, then, public space CCTV is only as good as its users , which brings us to the second story, of Professional Security being shown around a large hospital by the security manager, who worked for an outsourced facilities management company. The CCTV system of 120 or so cameras came with an uncramped and up to date control room, as demonstrated by a security officer. That officer, wearing an anti-stab vest,

government and other bodies, including some not famous for taking an interest in CCTV, the CCTV strategy will take some co-ordinating.

Money

The control room door was locked, and that expensive piece of kit was left to itself. You could say - and indeed the first hospital manager quoted above did say so - that CCTV saves time and untold effort, by proving for example from a search of footage that someone or something has not been through the doors. Or in the case of a slippage or fall, CCTV footage may show that the workplace is not liable, saving on damage claims. But as more than a reactive tool, as a way of alert operators spotting crime before it happens, and deterring criminals who get caught and learn a lesson - you only get out of CCTV what you put into it. Like much else in life.

PCMA meet Where do we go from here? That was the title of a talk by Ian Cunningham, strategy project manager at the Home Office, and one of the strategy’s authors, to the November 2007 meeting of the Public CCTV Managers Association (PCMA). In the six weeks or so since the strategy was published

on October 19, it was downloaded 15,000 times, 'so it's certainly out there,' Mr Cunningham said. The November 2007 launch of the strategy's programme board saw, he reported, everybody from across the CCTV world: the Association of Chief Police Officers, the British Security Industry Association, the Crown Prosecution, Department for Transport, Home Office, the HOSDB, the Office of the Information Commissioner, and from the PCMA, chairman Martin Lazell, the CCTV manager at the London borough of Kingston upon Thames. The list of attending organisations goes on: the Ministry of Justice, the National Policing Improvement Agency (NPIA), the SIA, which tellingly at first Ian Cunningham called the Security Industry Association before correcting himself to Security Industry Authority. The NPIA (www.npia.police.uk), Mr Cunningham went on, having the most resources and most recommendations to deal with, ‘reluctantly’, he said, have taken on the role of co-ordinating, ‘and almost being a secretariat to the other partners, and to drive a number of recommendations that affect the policing side’. Given so many

Talk among CCTV managers and the elected councillors responsible for CCTV as part of community safety is of how to make ends meet. Central government funding for capital spending on CCTV - not for its day to day upkeep - ended in 2002. The Government does point to a (bewildering) number of pots of money that CCTV systems can bid for, but CCTV has to compete with other deserving ideas. As the strategy admits, ‘the funding issue is a serious threat to the future of CCTV’, and its authors do call for a dedicated government funding stream for CCTV. The strategy wonders if the police might contribute more. Or might a CCTV system fund itself, by monitoring alarms, bus lanes and traffic, or retail parks or other places for the private sector? But, as the strategy document worries aloud, might that detract from CCTV for law enforcement and crime prevention? These are among questions for the strategy’s proposed body ‘responsible for the governance and use of CCTV’. Which might get funds from a CCTV ‘registration scheme’?

Australian perspective Some perspective always comes in handy. Two visitors to the PCMA meeting were from Australia. Their city council brochures were uncannily like those produced by UK local government, only the accompanying photos suggested a sunnier climate. The phrases are similar if not the same - as part of a ‘safe city strategy’, CCTV was installed in 2001, interestingly called ‘safety cameras’ as the Australians want to distance themselves from the UK that they see as overwhelmed by CCTV. The visitors told Professional Security of how fear of terrorism is a driver for more cameras; and the visitors were particularly interested in vans with CCTV, for mobile surveillance. Perhaps the rest of the world can learn from the UK’s steps. ❐

In the 1990s the company established itself as the specialist for video technology in the broadcast and CCTV sectors, and in the security business field it offered everything that secured banks, industrial sites and chain stores against unwelcome guests: CCTV cameras, monitors, recorders, lenses and operating devices are only a part of the product portfolio.
