It’s easy to forget that facilities operations and maintenance encompass all that broad spectrum of services required to assure the built environment will perform the functions for which a facility was designed and constructed. In a recent survey of the workplace needs of executives by the International Facility Management Association, executives strongly suggest that facilities managers (I still can’t get used to the American spelling) and departments become more proactive in suggesting better equipment and procedures, and improve their ability to make effective needs assessments. Other recommendations for increasing the value of FM, included: Adopting a customer service orientation; communicating frequently and pro-actively; becoming involved in strategic planning; demonstrating added value, by going beyond the traditional view of facilities management; successfully controlling and minimising costs; Keeping up-to-date with technology and ideas. I think we are looking at a future that will see about half of all FM departments consist of a small core staff that relies on contract workers and vendors to meet the majority of FM needs. At many companies, the core staff that remains will do far more than manage the outside vendors and handle traditional facilities management activities; they will be actively involved in organizational planning and change implementation.

Car park awarded at the ‘Oscars’

North Tees chefs took gold at Salon Culinaire Two chefs from the University Hospital of North Tees took gold in the Hospital Chefs Team Class of the internationally respected cookery competition, the 2010 Le Salon Culinaire International de Londres. Judging criteria required contestants to plan a meal that placed an emphasis on reduced saturated fats, sugars and salts and that is also nutritionally sound and suitable for serving to a NHS patient. The winners of the Gold Award and HCA’s Hospital Chefs of the Year was winning duo, executive chef, Richard Kirton and chef, Ian Cannon from University Hospital of North Tees.Their winning dishes were a main course of herb crusted chicken set on a bubble and squeak cake and a dessert of rhubarb & ginger cheesecake. Carbon emission calculations made easy The EDSL/Tas Academy was launched with the first one day technical meetings taking place at their Technical Training Centre in Milton Keynes. The course was aimed at managers and engineers who needed a good understanding of the options available in assessing the CO2 emissions of buildings. Attendees were briefed on the Tas software’s ability to incorporate manufacturers measured data for components in the mechanical services. Two examples featured were EC/VAV fan coils from Trox and natural ventilation from Passivent. A complete overview of the buildings emissions and the availability of extensive modelling was highlighted to a group of top designers which included Aecom and Arup. Topics included CAD import, future climate data, simulation procedures in design, load calculations, natural ventilation/mixed mode, daylight simulation, renewables, plant controls and simulation, Part L2/EPC 2010, and ASHRAE 90.1 (LEED) Specific training programmes are available either as an in house meeting or as a group meeting. $15,000 pledged to build a well in Haiti The engineering firm Cavendish Engineers has pledged to raise $15,000 to build a well in Haiti. One of Cavendish Engineers’ colleagues actually lives in the neighbouring country, Dominican Republic, and therefore Cavendish has seen what help was crucially needed after the earthquake. Cavendish Engineers has delivered over one million litres of water to the 16,000 make-shift camp since the disaster and wanted to continue their support by using their engineering experience to build a well. The proposed two tank system (one tank as drinking water and the other for washing clothes) will work off a city well pump shaft, which could yield and pump 2,500 gals per minute. Fire alarm panel – at the top of its game C-TEC’s innovative XFP analogue addressable fire alarm panel is proving a hit at Newcastle’s fantastically funky Namco Fun Station. Located in the Gateshead Shopping Centre, the new £4 million centre is the largest interactive entertainment venue in Newcastle. ustainability was a bandwagon everyone seemed happy to jump on. But with the recession biting hard, some contractors are beginning to argue a green conscience is something not everyone can afford. The time has come for contractors and customers to put their money where their mouths are. Many people talk about environmental responsibility but who is willing to put their hand in their pocket? A recession demands efficiencies from everyone, costs are scrutinised and often short-term savings are put before long-term considerations. Belt tightening may see sustainability squeezed out, which could prove a false economy, especially when implementing the recent raft of environmental legislation, including the 2008 Climate Change Act, which sets tough standards for carbon emissions for the next 40 years. At first glance, incorporating environmentally friendly materials and technology can seem an unnecessary expense. Indeed, if other contractors are conveniently forgetting their environmental obligations, it can be tempting to follow suit. But customers are not necessarily impressed by a lower quote if it means abandoning their own green agenda. Most public

The value of a positive ‘green’ profile when it comes to corporate social responsibility (CSR) cannot be underestimated. As a potential marketing tool, CSR is likely to become an important differentiator after the recession, for both contractors and clients, as companies seek to reinforce positive brand values. ‘Greenwash’ may no longer be enough to satisfy those with a genuine energy saving agenda. Real determination to help clients reduce their carbon footprint has to be demonstrated by the contractor. FM specialists can play their part through clever planning and design. Clients who bring in the experts at the beginning of their project can reduce their long-term running costs through energy savings, avoiding mistakes by ensuring the right design from the start. This in turn will dramatically bring down the costs of reactive, and even planned, maintenance requirements. The industry has come up with several methods for measuring green credentials, in order to encourage the delivery of more stringent energy saving requirements. The most widely used yardstick is BREEAM — the Building Research Establishment Energy Assessment Method — which rates new build and refurbishment sites according to a series of criteria. A BREEAM excellent contract might demand a 5% to 10% cost
premium but, as long-term savings start to outweigh the capital expenditure, sustainability will become more palatable. Residential wind turbines and solar panels haven‘t really taken off, with homeowners unconvinced they will get their money’s worth. But a recent RICS survey found the increasing cost of energy, 30 % in 2008 alone, has slashed the payback time of solar panels from 205 years to 60-100 years. This might still be far longer than the average 30-year lifespan of the panel, with its associated maintenance costs, but with improvements in technology and the prediction that energy prices will only continue to rise over the longterm, efficient energy sources are looking more favourable.
Commercial environmental ratings Businesses keen to realise value for their investments, are cautious about laying out vast sums of capital funding without a guarantee of future savings. Hard figures are not easy to come by, with commercial environmental ratings less than a year old. However, components are set to come down in price, and almost everyone agrees, fuel prices are only going up so energy usage reduction will become more. As landmark developments like the BREEAM excellent Calthorpe House in Edgbaston prove, quality and sustainability can coexist. The environmental benefits of incorporating sustainability into projects are clear. But considering the cost advantage to the client, compliance with green regulations can also provide an economic advantage and as an industry, FM contractors can be the low energy light that leads the way.

D R Services was able to develop the system to feature a 1-2-3 warning in the form of raised ridges as a person approaches a flight of stairs. The DDA requires a 50mm separation from the underside of a handrail down to the bracket, as well as a 60 to 75mm gap between the handrail and wall to ensure that there is enough room for it to be gripped firmly. The latest product from Cistermiser, controls the water supply to all the appliances in a washroom. Nationwide EPC service launched With a new survey highlighting that only 28% of commercial properties marketed for sale or lease have the legally required Energy Performance Certification (EPC), Syntegra Consulting has introduced an EPC service for any type of commercial building across the UK. ith so much change in the global economy over recent months, it’s harder than ever to predict the future of the working environment. However, it is clear that the way we work is evolving so office design needs to adapt to this change. The best designs are always the ones that mould to the business’ culture and coincide smoothly with what already works efficiently. Although office design varies from client to client and by market sector, it is fair to say there are some key factors when considering a total office refurbishment: ● Flexibility for multi-functional spaces and furniture solutions; ● Importance of controlling costs; ● Need for providing comfort; ● Attracting and retaining staff; ● Reflect the client ethos and vision; ● Support for better internal, team communication; ● Adapting to changing technology; ● Environmental impact of the project. Using desks that can be quickly and easily reconfigured, enables you to change your workspace to match your needs without having to buy new furnishings or fixtures. With the increased popularly of home working and ‘hot desking’, bench style furniture provides the ideal solution. These large 'dining table’ style desks have set back legs and fewer dividing screens. With desktop power and data along the run means that staff can sit anywhere and as numbers increase, people simply move along the bench to accommodate for extra staff. The need to keep overheads to a minimum is critical, clever space planning can ensure you are not spending money on unecessary additional square footage. Therefore, today’s spaces are created to be multi-use; kitchens become informal meeting areas and boardrooms become staff recreation areas. It is important that offices do not become too static and formal as the new age of coffee shop meetings and mobile staff becomes increasingly popular. Think about how you are working now and in the future. If meetings can take place in a more relaxed environment then why not accommodate for additional informal areas? Especially as wireless technology already upon us. The phrase “work is something that you do and not a place where you go,” promotes this modern thinking about flexibility and mobility. Working from home is now a mainstream reality for many types of workers, including full time employees. However, it is vital that staff do not feel isolated; today’s workplace needs collaboration. We can work from home or in a coffee shop, but we usually can’t do all of the work alone. So the only way we can support collaboration is to create places where people can come together.
The new trend in office design has seen a dramatic growth in grouped office space — rows of cubicles have been replaced with non-linear, organic layouts that group staff together. Often senior staff are based on cluster layouts rather than having private offices, as the new working culture is very ‘team’ lead. The main advantage of such an approach is its appeal to the staff themselves, especially the younger staff members who prefer a workplace landscape that is more open and collaborative. High panels give way to open environments with lower partitions, that are easy to scan over and around. Staff feel more connected with colleagues and it gives access to natural light and outdoor views. This is recognised as an important aspect of office design. However, open plan offices will not suit everyone. Certain directors or departments need separation, such as finance or HR, where privacy is key. By careful space planning, a good design practice ensures that each department’s needs are met and ‘sensitive’ teams are well located. When approaching design we need to look at the emotional, physical and financial needs of a business, no two clients are the same, thus no two designs are the same. Interior design needs to be flexible, easily reconfigured and cost-effective.

BG CONTROLS ‘KILLS BILLS’ FOR APOLLO CINEMAS
Building controls specialist, BG Controls has helped Apollo Cinemas to slash the utility bills at its cinemas across the country. The company was called in to investigate excessive gas, electricity and water usage at the Torbay site. BG Controls’ energy engineers uncovered the problem issues and subsequently implemented a number of enhanced building control strategies. This included changes to the boiler sequencing operation and the installation of inverters. In addition to these changes, the control algorithms for the various auditoria were modified to reflect the correct response of a large, high occupancy space. Serco validates M2G boiler control technology FTSE 100 company Serco, as part of its UK energy efficiency package to clients, will now offer Sabien’s M2G technology after successfully piloting it at its centre of excellence HQ building in Hampshire. Graeme Cameron, Serco’s Director of Energy and Sustainability Services commented: “Serco has been offering energy management services to customers for many years and we are now in the process of extending our capabilities and restructuring the package of energy services we offer. It was important that we validated the energy savings M2G could deliver before offering it to our customers. To that end we are very keen to work closely with Sabien in the future.” Serco had already installed a hi-tech building energy management system in its Hampshire HQ. However, its BEMS identified inefficiencies in its heating system and so decided to install Sabien’s M2G technology, with impressive results. M2G delivered a 68 week payback The installation at Serco’s HQ delivered energy savings of 12%, with payback in just 68 weeks. Serco’s energy monitoring software was able to provide independent and corroborating evidence of the M2G’s performance, clearly showing that the boilers were responding to genuine heating demands from the building and not the boilers’ standing losses. The main problem identified was ‘dry cycling’, where boilers fire unnecessarily because of standing heat losses from the boiler themselves, not from a genuine heating demand from the building. Sabien’s M2G identifies and removes this problem, resulting in significant energy savings. Alan Taylor, Serco’s Technical Manager, Government Integrated Services commented: “We were particularly impressed with the results because the pilot took place during the coldest weather we’ve had in 30 years. Be compliant and avoid workplace skin complaints It is estimated by the Health & Safety Executive (HSE), that from reported cases of occupational skin disease diagnosed by specialist physicians, approximately 70% of these cases are contact dermatitis.

Occupational skin problems not only mean personal costs for the employee, but there are also disruption costs to businesses such as lost productivity through employee absence from work, reduced employee efficiency and poor staff morale. Guidelines from the Health & Safety Executive ‘Directors’ Responsibility for Health & Safety’, highlight that employers are legally obliged to provide a safe working environment and to carry out regular safety assessments. Therefore, employers have a legal ‘duty of care’ to assess the risks that could cause dermatitis, as well as other risks, and to take necessary preventative actions, such as reduce contact with harmful materials, choose the right protective equipment and skin care products, and check for early signs of skin disease. If it is not reasonably practicable to prevent exposure to these substances, the law says that

employers must do all they can to minimise exposure. Whatever the obligation of the employer, the employee also has a duty to comply with all preventative actions identified. But, the diversity and complexity of the industrial environment can make it difficult to find an appropriate, effective skin safety solution that will be used and understood by all. Tailored lighting controls for college ALC Lighting Controls has created a bespoke lighting management system for Aquinas College in Stockport, combining high energy efficiency with the flexibility to adapt to variable occupancy. The system comprises a range of lighting control modules (LCMs) and universal (light level and occupancy) sensors, with the LCMs linked to a PC. Lighting in the teaching spaces is activated by an on/off switch by each door. Then absence and daylight control is used to dim the lighting row by row and turn off lights when the rooms are vacated. In addition, a ‘projection’ scene switch has been installed on each teaching wall to provide an easy transition to a customised lighting scene that prevents shadows and minimises contrast when using the interactive whiteboard or overhead projector. Environment Batteries have been classified by the European Union as a major environmental problem. Some contain hazardous or dangerous chemicals such as lead, mercury or cadmium. When batteries are landfilled, these chemicals can leak into the ground, polluting the soil and water and potentially harming human health. At present around 700 million batteries are landfilled in the UK each year, and just 3% of the 30,000 tonnes of portable (household) batteries that are sold into the UK market annually are recycled.
Legislation Adding to the raft of existing legislation governing waste management — which includes the Environmental Protection Act 1990, the Hazardous Waste Regulations 2005 and the Carriage of Dangerous Goods by Road Regulations 2007 — UK businesses must now contend with new rules affecting batteries manufacture and recycling. Evolving from the EU Batteries Directive, the Waste Batteries and Accumulators Regulations 2009 is specifically concerned with battery collection, treatment and recycling. They present another example of increased ‘producer responsibility’ in Europe-driven waste legislation, an earlier one being the WEEE (Waste Electrical and Electronic Equipment Directive 2007. The full implications for businesses will be felt from January 1, 2010. MONTH IN FM
Targets The Waste Batteries and Accumulators Regulations 2009 aim to significantly increase UK collection and recycling of used portable batteries from the current rate of about 3% to 25% by 2012 (about 7,500 tonnes), rising to at least 45% in 2016. This will keep batteries out of landfill.
Scope By ‘batteries’ the new Regulations mean disposable batteries and also accumulators (rechargeable batteries). They impact on the handling of portable, industrial and vehicle batteries in particular, which must now be treated and recycled separately from general waste. At the very least, FMs now need to know about legitimate handling of portable or ‘household’ batteries, including common types like AA and AAA cells, button cells, mobile phone/laptop batteries and others from battery-powered products.
Definitions From the point of view of compliance, the Regulations make a basic distinction between battery producers, battery distributors and battery users. Put very simply: l You are a battery ‘producer’ if you place batteries, including those contained in products, on to the UK market for the first time. So UK based manufacturers and importers of batteries or battery-containing products are included in this group; ● You are a battery ‘distributor’ if you sell batteries to end-users (meaning the public or businesses). This mainly covers retailers selling batteries in-store, but also includes those selling batteries over the internet or by mail order, and those selling directly to businesses; ● You are a battery ‘user’ if you use battery powered items and have to dispose of those batteries, once spent.
Obligations Battery producers should have been collecting data on the amount of batteries they place on the market, from May 5, 2009.
● Producers are now also responsible for collecting and recycling batteries, and for meeting targets and costs in this respect. To do this, they must join one of the Environment Agency’s approved Battery Compliance Schemes (BCS) listed at www.environmentagency.gov.uk/business/regulation/10 7939.asp, who will arrange collection and recycling of waste portable batteries on their behalf. Battery distributors selling less than 32kg a year of portable batteries will have to register as a distributor with the Environment Agency, from February 1, 2010. ● Battery distributors with annual sales of 32kg or more must provide a ‘battery take back’ facility using suitable collection containers, free of charge to any member of the public wishing to dispose of portable batteries. They must also publicise this fact. Battery users (including all FMs) should now separate their waste batteries, to facilitate treatment and recycling.
Keeping it simple To simplify things, some UK waste management companies are supporting compliance by offering existing customers free battery collection and recycling services in collaboration with approved BCSs (if they’re already providing a waste collection service to site, it’s easy to pick up batteries at the same time). This removes the problem of transporting batteries to ‘take-back’ facilities, which might otherwise provide a barrier to compliance, particularly for smaller businesses. FMs should contact their waste management contractors about this option, satisfying themselves that their contractors will fulfil all the legal responsibilities of firms storing and transporting variations of waste portable batteries. As more building operators opt for a refurbishment strategy rather than replacement, Envirotec has reported a sharp increase in demand for its comprehensive refurbishment service for air handling units (AHUs). “Even 20-30 year-old AHUs can be successfully refurbished with a major improvement in performance – and the financial and environmental savings are very significant,” explained Envirotec’s Ron Flewett. “Our experience over many years of refurbishing AHUs is that savings, compared to buying new units, typically range from 20% to 50%. Global chemicals manufacturer Huntsman Advanced Materials, has utilised a Nilfisk-CFM solution at their manufacturing site in Duxford, Cambridgeshire. Huntsman had two production issues. Highly flammable resin residue, water and toluene needed to be safely collected and disposed of. Flame permits had previously been necessary, but Nilfisk-CFM provided a solution with the A17 DAU (absolute filtration) air vacuum cleaner.The industrial machine is completely air driven, therefore intrinsically safe and rated for Atex Zones 1 & 2 plus dust zones 21 & 22.The body of the unit is manufactured from 316 grade stainless steel and was supplied with a mechanical float system and drain plug. After collection, waste products are wetted out with water and sent to an in-house effluent plant for contaminated waste treatment. Fine chemical powders rising to and settling on high level overhead pipe work was also a risk factor. BIG names attend energy reduction seminar Over 80 household names came together to show their commitment to reducing their energy, at the Institute Of Directors on the 23rd April. The morning seminar, which was hosted by energy experts, Cavendish Engineers, along with partners HSE Group, highlighted how the top London-based organisations could use carbon reducing technologies to meet the new energy legislation.

he attendees’ industries spanned many sectors, including household names such as; Channel Four, MTV Networks, HSBC and T Mobile. The corporate sector, government agencies and universities were also represented. The speakers, Steve Allen and Simon Potts, were able to draw upon their combined 50 years of experience, to give an in-depth insight into how energy should be monitored through using ISO16001 and which technologies are most beneficial in reducing energy usage in order to hit benchmarks and targets. Steve Allen, managing director, Cavendish Engineers, commented: “We understand that clients are under pressure to deliver a carbon reduction programme. However, sometimes they are under financial constraint in doing so. We wanted to share our experiences on the challenges we often face, and the different technologies that can help tackle these problems.”

HSE Group also gave an insightful presentation on real-life applications including bio mass, combined heat and power, LED lighting and energy controls and monitoring. Simon Potts, Managing Director, Platignum Environmental, commented: “It was great to be able to share our knowledge of which technologies work best for different applications and the financial benefits and government subsidies that now make these technologies economically sensible as well as environmentally helpful.” The subjects sparked quite a debate and it enabled the different sectors to share their experiences with other delegates. Inviron flying high with Airbus contract A new contract with Airbus will see Belzona Polymerics providing technical services at the Filton and Broughton sites.

uilding services and facilities management provider, Inviron has been appointed by Airbus, one of the world’s leading aircraft manufacturers, to provide technical facilities management at its two UK sites – Filton, in Bristol, and Broughton, North Wales. Dr Bill Ashcroft, managing director of Belzona Polymerics, explained: “Our vision is for Belzona to be the global first choice for industrial protective coatings and composite repair materials and in order to achieve this we have recognised the need to change from being just a product manufacturer, to a complete supply and apply package to meet specialist repair and maintenance needs in our target industries and markets.” Inviron’s engineers will be responsible for the planned preventative and reactive maintenance programme for the mechanical and electrical systems at both locations, including airfield maintenance, high and low voltage services, compressed air and building and fabric infrastructure. Filton is already familiar to Inviron, as they have been providing services there for a number of years. This location covers around one square mile and has a mix of manufacturing facilities, office buildings and an airfield, accommodating approximately 4,000 employees. Airbus’ Broughton facility includes two

industrial areas. The largest, at over 83,500 square metres, houses the manufacturing and wing assembly for the A380 airliner. Airbus employs 6,000 people across the entire site.
