However, only horses and ponies owned by exhibitors living within 100 miles of Washington, D.C., based on owner’s zip code, are eligible for the Finals at Verizon Center. RULES & REGULATIONS WIHS REGIONAL HORSE SHOW 1. Entries for WIHS Regional Horse Show close October 15, 2010. No phone/fax entries or hand delivered entries will be accepted. All entries must be postmarked on or before October 15, 2010. Late entries will be accepted only on a space available basis. If late entries are accepted, an additional $25 late fee will be assessed. To verify receipt of entries, please use a delivery method that requires a signature. Entry blanks and checks should be mailed to: Beverly Abbott, WIHS Regional Horse Show 4201 Brown Road, Taneytown, MD 21787 DO NOT enter for USEF Zone 3 Finals. Letters of invitation will be mailed in mid-September. 2. Should a horse/pony or rider become ill or injured before October 15, 2010, entry fees, if paid in advance, will be refunded, less a $25 office charge, upon receipt of a veterinarian’s or doctor’s letter. No refunds will be made after the closing date. Substitution of horse/pony or rider will be allowed. Substitution of entries for the WIHS Regional Hunter Finals at Verizon Center will not be allowed. 3. All classes, including qualifying classes for the WIHS Regional Hunter Finals at Verizon Center, are open to all horses and ponies regardless of geographical location. Horses, ponies and riders participating in the USEF Zone 3 Finals on Sunday also may compete in the WIHS Regional Horse Show on Friday and Saturday. Tickets may be purchased in the Horse Show office. Back number must be worn in the ring. 7. Eight ribbons will be awarded in each class.
USEF ZONE 3 FINALS 8. Letters of invitation to compete in USEF Zone 3 Finals will be emailed/mailed in early-mid September. The qualifying period is shows starting on or after December 1, 2009, through shows starting on or before August 31, 2010. Exhibitors will be given one week to accept the invitation. If invitations are not accepted, additional horses will be invited. WIHS REGIONAL HORSE SHOW AND USEF ZONE 3 FINALS 9. Stabling will be available during the WIHS Regional Horse Show and Zone Finals at $150 per stall. Stalls will be available Thursday, October 21, 2010, after 9:00 AM and must be vacated by the close of the show on Sunday, October 24, 2010. Stalls will be $175 if reserved after October 15. 10. A $20 grounds fee will be assessed entries not stabled at the Prince George’s Equestrian Center. 11. Non-negotiable checks may disqualify an entry and the exhibitor will be charged a $50 collection fee. Exhibitors with outstanding debts to WIHS will not be allowed to compete.

12. The committee reserves the right to combine sections if there are insufficient entries. In all sections, the number of entries will be limited to a first-come, first-served basis. 13. Management reserves the right to decline any entry or return any entry fees before or during the show, without being liable for damages. Exhibitors are notified that any act of discourtesy or disobedience to any Judge or Official by an owner, rider, trainer or groom shall disqualify the horse, and the owner shall forfeit all entry fees. 14. Absolutely no dogs allowed on premises. 15. Smoking is not permitted on the grounds of Prince George’s Equestrian Center. 16. A negative Coggins test taken within 12 months of the date of the show is required. To speed the processing of entries, please include a copy of the Coggins test with the entry form. 17. During the show, the veterinarian’s telephone number will be posted in the show office. HUNTER 1. All classes will be judged on performance and soundness unless otherwise noted. Manners and suitability of horse/pony to rider shall be emphasized and extreme speed shall be penalized. Classes under saddle to be shown at a walk, trot and canter both directions of the ring. 2. Champion and reserve champion will be awarded to two of the four entries accumulating the most points over fences in each hunter section. In addition to these points, only these four entries shall receive points for ribbons won in one under saddle class. (per USEF Rule HU138) 3. Qualifying for WIHS REGIONAL HUNTER FINALS ~ The top four horses and ponies owned by exhibitors living within 100 miles of Washington, D.C., based on owner’s zip code*, in each Pony Hunter Section, the top four in each Children’s Hunter Section, and the top four in each Adult Amateur Hunter Section, based on championship points, will qualify to compete at Verizon Center in the WIHS Regionl Hunter Finals. The points earned at WIHS Regional Horse Show will carry over to the WIHS Regional Hunter Finals at Verizon Center, Sunday, October 31, 2010. *The owner listed on the entry blank must be the owner listed on horse’s USHJA registration papers or provide proof of ownership or lease. 4. The overall WIHS Regional Horse Show Children’s and Adult Hunter champions automatically will qualify for the WIHS Children’s and Adult Hunter Championships at Verizon Center on Tuesday, October 26, 2010. Horse and/or rider may not compete in any other classes at the WIHS except the Children’s and Adult Hunter Championships and the WIHS Equitation Finals. 5. All riders competing in the adult amateur classes must have a current amateur certification from USEF. This rule applies to all adult amateur riders whether they are members or nonmembers of USEF. 6. All riders competing in pony classes must have a current measurement card or measurement certification issued by USEF or be measured at the show. Please see Show Office for measurement date. JUMPER 1. There is no nominating fee for jumpers. The class entry fee must be paid by the close of entries, October 15, 2010. Late entries will be accepted only on a space available basis. If late entries are accepted, an additional $25 late fee will be assessed. 2. The overall highest scoring Zone 3 Children’s and Adult Amateur Jumpers automatically will qualify for the WIHS Children’s and Adult Jumper Championships at Verizon Center on Wednesday, October 27, 2010. Horse and/or rider may not compete in any other classes at the WIHS except the Children’s and Adult Jumper Championships and the WIHS Equitation Finals. 3. All riders competing in the adult amateur classes must have a current amateur certification from USEF. This rule applies to all adult amateur riders whether they are members or nonmembers of USEF.

NOVICE EQUITATION: Open to all riders on horses or ponies who have not won three blue ribbons in equitation classes at recognized shows. Fences not to exceed 2'. Fee: $30 per class 90 Novice Equitation Over Fences 91 Novice Equitation on the Flat INTERMEDIATE EQUITATION: Open to all riders on horses or ponies who have not won 12 blue ribbons in equitation classes at recognized shows. SPECIAL EQUITATION CLASSES GITTINGS HORSEMANSHIP FINALS The contestant must be a member of the MHSA. The class shall be judged on performance of rider over eight or more jumps, with wings, 3’ feet high; on seat and hands; guidance and control of the mount throughout the whole course. The course must contain an oxer and at least one change of direction and three of the following which may not be combined: bending line, narrow jump (6’-8’), roll back turn, fence at the end of the ring, long approach to a single jump. Jumping faults shall not be counted. In addition, the judges must require any or all riders to perform additional tests. The judges may select any tests, 1 to 19. Class 106 Fee: $50 MHSA HUNTER SEAT ON PONIES The contestant must be a member of the MHSA and ride a pony and jump eight or more fences of hunter type with or without wings. The course must contain an oxer, at least one change of direction, and two of the following which may not be combined; a bending line, a narrow jump (6’-8’), a roll back turn, a fence at he end of the ring, or a long approach to a single fence. Small ponies to jump 2’3”, medium ponies to jump 2’6”, and large ponies to jump 3’. The judges will then select at least one-fourth of the class, but not less that six contestants, to show at a walk, trot and canter. The same pony must be shows in all phases of the class. Class to be judged on hands, seat, guidance and control throughout. Four entries must complete the class. Class 109 Fee: $30 MHSA ADULT AMATEUR HUNTER SEAT EQUITATION The contestant must be a senior member of the MHSA in possession of an USEF Amateur card and must ride a horse. To jump 8 or more hunter type fences 3’ in height. The course must contain an oxer, combination, at least one change of direction, and two of the following which may be be combined; a bending line, a narrow jump (6’-8’), a roll back turn, a fence at the end of the ring, or a long approach to a single fence. The judges will then select at least one-fourth of the class, but not less than six contestants, to show at a walk, trot and canter. The same horse must be shows in all phases of the calls. VIRGINIA HORSE SHOW ASSOCIATION MEDAL CLASSES Contestant must be a Regular member of VHSA prior to entry in the class according to Article II, 3. To be shown over a course of not less than six (6) obstacles, which must include one combination and two changes of direction. All VHSA Medal Class courses must have at least two of the following inside the course: a roll back turn, a broken or bending line, an end jump, a narrow jump, or a long ride to a single jump. The judge shall call back all riders who participated over fences if six or less and at least one-fourth of the class if greater than six to show at a walk, trot and canter and to perform additional tests at the judge’s discretion. Martingales are prohibited on the flat. Jumping faults of mount not to count. Fall of horse or rider or three disobediences shall eliminate a contender. There must be at least three (3) exhibitors to fill the class and three (3) exhibitors must complete the course in order for that particular class to count. Medal classes cannot be combined with any other VHSA Medal or any other division/class. Six ribbons. VHSA CHILDREN’S MEDAL Open to horses only. Open to Regular Junior members of VHSA who have not reached their 18th birthday and who have not jumped higher than three (3) feet at a show where entered in the Children’s Hunter Division, except in Equitation. Jump height – 3’ Class 151 Fee: $30 VHSA ADULT AMATEUR MEDAL Open to horses only. Contestant must be a Regular member of VHSA and must hold a current amateur card issued by USEF. Riders may not compete in any class where the fence height exceeds 3’3”, with the exception of the Children/Adult Jumper Division, at the same show. Jump height – 3’ Class 152 Fee: $30 VHSA PONY MEDAL Open to ponies only. Open to Regular Junior members of VHSA who have not reached their 18th birthday. Riders in this class may not compete in the VHSA Hunter Seat Medal class at the same show. Jump height – Small pony – 2’3”; Medium pony – 2’6”; and Large pony – 3’. Class 153 Fee: $30
LEAD LINE These is not qualifying sections for the Regional Horse Show Finals at Verizon Center. Open to riders seven years and under as of December 1 of the previous year. Handler must be 18 years or over and may not be responsible for more than one pony/horse per class. Appropriate attire requested. No martingales allowed. Fee: $25 per class. Lead Line participants do not pay the drug fee. 100 Lead Line Equitation To be judged on equitation and suitability of mount at a walk. 101 Lead Line Pony/Horse To be judged on pony/horse’s manners and suitability.
USEF ZONE 3 FINALS Letters of invitation to compete in the USEF Zone 3 Finals will be emailed/mailed in mid September. Approximately the top 20 horses in each division, based on total USEF zone points accumulated during the qualifying period, will be invited. The qualifying period is shows starting on or after December 1, 2009, through shows starting on or before August 31, 2010. Riders will be given one week to accept the invitation. If invitations are not accepted, additional horses will be invited. Minors who do not have a valid driver's license which allows them to operate a motorized vehicle in the state in which they reside will not be permitted to operate a motorized vehicle of any kind including, but not limited to, golf carts, motorcycles, scooters, or farm utility vehicles on the competition grounds of recognized competitions. Minors who have a valid temporary license may operate the above described motorized vehicles as long as they are accompanied by an adult with a valid driver's license. Violations of this rule will be cause for sanctions against the parent(s) and/or trainer(s) who are responsible for the child committing the offense. Penalties may include exclusion of the child, parent(s), guardians(s), and/or trainer(s) from the competition grounds for the remainder of the competition and charges being filed against any of the above individuals in accordance with Rule 6. Wheelchairs and other mobility assistance devices for individuals with disabilities are exempt from this rule.
