GET IT RIGHT FIRST TIME Dealing with a reputable and fully compliant consultancy is vital when handling an asbestos situation, advises Terry Coleman CEO of CEDA Environmental. The industry is coming under the spotlight with imminent changes to legislation in New Zealand this year over the handling and management of asbestos. “There have been a number of recent prosecutions by Work Safe New Zealand whereby the necessary steps prior to works where asbestos was identified where not taken,” says Terry. “Far too often we are finding that costly mistakes are being made and in nearly all cases these mistakes could have been avoided.” So how do contractors, property owners and the education sector ensure that they have carried out the asbestos identification and removal in a way that complies with the current rules and procedures concerning asbestos? Firstly, Terry advises engaging with a reputable and fully compliant and accredited consultancy is crucial to carry out thorough surveys, sampling, and submissions. This ensures the problem is accurately identified. Once this has occurred the correct methodology needs to be written and agreed upon then, most importantly, complied with by the appointed contractor or removalist. Terry also advises that the best way to ensure this happens is to appoint a consultancy to carry out and

oversee works by the contractors to ensure that the works are carried out to the correct standards and procedures in agreement with Work Safe New Zealand. “In a recent case we saw a customer that had been given the correct methodology but then it was all compromised when it was discovered

Intense demand sees spike in Canterbury inspection failures Hugh de Lacy Intense building demand rather than a deterioration in building standards is the underlying cause of the high percentage of new Canterbury homes failing their final building inspections, according to Registered Master Builders chief executive David Kelly. Around 43 per cent of new homes in the earthquake recovery region have been failing their final inspection, with the failure rate especially hitting big building firms. The failure rate in Christchurch has jumped 45 per cent since the start of the rebuild. Kelly said the industry simply doesn’t have enough information on the high rate of failures to determine specific causes, but said the situation was no worse than in Auckland which is likewise experiencing a boom in home building. “We all know that when the volume goes up, when the pressure goes on, there are more mistakes. “It’s a bit like reporting of crime: it goes up when everyone starts to get a focus on reporting it. “It doesn’t mean that crime’s up but it means that you’ve got better information on the extent of it,” Kelly said. Local authority building inspectors were now more focussed on ensuring quality work, especially in the wake of

weathertightness issues, and “that may actually be resulting in more reportings.” However, the underlying problem was “a numbers game,” he said. “It’s simply being able to get access to sub-contractors when the housing companies need them, and also getting sub-contractors who are producing the quality work they need.” Another factor was the boom-bust cycles in the building industry, with the previous bust leading to large numbers of trades and management people alike leaving the industry and refusing to be drawn back into it when it recovers. “People who have been burnt by the industry are not coming back into it, so now everyone’s scrambling to try and find good quality people – and there aren’t enough to go round.” The director of the Christchurch City Council’s building inspectorate, Peter Sparrow, has estimated that his office receives an average of 330 calls a day from builders wanting inspections, though the council has the capacity for only 230 inspections a day. Of the 43% of inspections that fail, 17% are for homes that have not been finished but for which booking inspections had been made anyway. In February this year the council performed 4525 inspections and processed 742 building consents.

Master Builders’ Kelly said there was no evidence that the failures were based on serious or structural issues. “I haven’t seen anything that says there are major structural issues, or that there’s a systemic problem with weathertightness.” He said he’d like to see more data on the nature of the problem “rather than just a big number turning up. “If they’re minor things, then people need to get on and get them fixed over a period of time – and not panic.”

Class action draws huge response Auckland firm Adina Thorn Lawyers says it has received a “massive” response from building owners to its call for registrations for a possible class action against the manufacturers of plaster cladding in the wake of the leaky building crisis. Through its website www.goodcladding. co.nz, the firm has sought registrations of interest from the owners of leaky buildings. It’s the latest fallout from the weathertight buildings crisis that erupted around 20 years ago when multiple factors in the residential building process combined to leave many timber-framed buildings exposed to leaks and rotting. The crisis arose when a range of proprietary plaster claddings came onto the market, coinciding with a change to the building standards that allowed untreated timber to be used in external framing, builders failing to insert flashings over doors and windows, and a breakdown in local authority policing of building practices. The bill for fixing them has already run into billions of dollars. “We’ve got a large amount of expert evidence relating to the failure of the plaster cladding itself, so [the class action] is aimed at the manufacturing and assembly of the cladding systems,” the law firm’s principal, Adina Thorn said. Thorn said she did not yet know how many participants the class action would ultimately attract, but the damages being claimed already exceed $100 million. No single manufacturer has yet been identified as a target of the action.

Changes flagged to LBP skills scheme The Ministry of Business, Innovation and Employment (MBIE) recently announced changes to the skills maintenance requirements for Licensed Building Practitioners (LBPs). The MBIE says the new scheme is focused more on quality learning outcomes, as opposed to being a purely compliance or points-gathering exercise. Registrar of Building Practitioner Licensing, Paul Hobbs, says the scheme seeks to utilise naturally-occurring evidence of learning and its goal is to be less onerous on LBPs having to seek out and find relevant learning opportunities. The new scheme will start from November 2015 and comprises a mixed model approach that will see information on regulatory and technical change communicated directly to LBPs. “Reading Codewords is a compulsory activity to make sure LPBs keep up to date with technical and regulatory changes relevant to their particular license class,” says Hobbs. “The industry will be encouraged to contribute to Codewords content so the information is relevant, current, and applicable to all license classes.” A quiz will be included to ensure the key points have been taken in. The on-the-job component recognises that over a two-year cycle LBPs will have opportunities to pick up new skills and learnings in the workplace and attribute them to their continued record of learning.

“The elective part of the scheme will remain the same, although the number of points that have to be earned will be reduced,” says Hobbs. “LBPs will only have to earn half the number of points that they currently do in the elective area.” MBIE will provide further detail and examples about how this will all work in coming months, and further information on the new scheme can be found at the MIBE website Meanwhile the MBIE has also launched a comprehensive nationwide campaign to promote the new consumer

protection measures that came into force on January 1, 2015. The campaign includes branded concrete mixers, radio adverts, interviews, online advertising, and articles in trade magazines. All major trade merchants are now carrying copies of the guidance booklets that break down the changes step-by-step and help people work out they need to do to be compliant. The MBIE says that major new requirements, which apply to building work over a minimum price of $30,000 are:

• A checklist for consumers with tips on engaging builders • Mandatory disclosure of information by building contractors (business information, key contacts and their role and qualifications, insurance cover held, warranties offered). Instant fines of $500 will be applied for failing to provide any of the above.

Global Construction Solutions and Kevin O’Conner & Associates were contacted recently to provide a solution for a house in Greenpark that had partially subsided due to the poor subsoil conditions. A unique solution with micro-adjustment was designed and installed that allowed the owner to support the existing

ring foundation and support the floor bearers across a 4m span so that the rear of the house could be saved and rebuilt. “The installation causes minimal noise and vibration with little disturbance of the soil,” says Simpson. The screw piles have a load bearing capacity of over 300kN SWL and this is equal in tension and compression making them ideal for variable load situations. The thick walled tube and galvanizing provides a truly permanent foundation. The screw piles are also resistant to desiccation or heave. Simpson says that the geoLOGIC Foundations screw piles are environmentally friendly as no grouting is required and they can be reused or recycled making them perfect for temporary structures. They are also ideal for contaminated ground situations as no removal of spoil and no casing or dewatering is required. The product installs to laser level accuracy, within +/- 3mm, the tolerance necessary for modular construction.

Small team takes on enormous challenge Jo Bailey Oamaru builder Mike Spiers of ATM Builders says he never imagined he would add castle to his building portfolio. But he is happy to have been given the opportunity to take on the challenging Riverstone Castle project. “I was building houses in my own subdivision in Oamaru when Dot and Neil Smith approached me to build their castle. I looked at the plans and said, yes, I’d love to give it a crack.” It’s been two years since construction began and Spiers expects to spend at least another year on site. Given the scale of the build, it’s surprising to learn that he and just one apprentice, Jason Anderson have completed the majority of the construction work on their own, apart from a three or four month period when they were assisted by a couple of local builders.

Working with a small team was particularly challenging during the erection of the “phenomenal” amount of steelwork in the castle’s structure, a process monitored throughout by an engineer. However Spiers says he would prefer to work this way to ensure the complex project is completed correctly. “Things might take a bit longer with fewer people but such careful planning and sequencing is required given the amount of detail in the design. “We spend a lot of time reading the plans and looking closely at the architectural details. It’s the only way to ensure the quality is there at the end.” Spiers has worked closely with the engineer, and architect Sarah Scott throughout the process, and particularly Dot Smith, whose vision is being brought to life in the project. “Dot continues to brings lots of ideas to the table and has been fully involved all the way through.”

“Things might take a bit longer with fewer people but such careful planning and sequencing is required given the amount of detail in the design.”

The impressive 1200sqm three storey home-with-a-difference is being constructed on an island on the irrigation pond on the Smith’s farm north of Oamaru. It even has a moat, something high on Dot Smith’s wish list. Blocks made from the gravel excavated from the lake have been laid over the castle’s massive steel structure and painted black with mole seal water retardant ready for the castle’s Oamaru stone cladding. The 40kg bolstered blocks which will soon to be laid, are the final step in the “huge masonry build”.

Block layer Ian Gold and his team have been at Parkside Quarry cutting and bolstering the stone, making the window facings and corner stones which will be used to finish the castle. Gargoyles have been carved from Oamaru Stone by local man Ian Andersen and will be placed all around the external walls to decorate the stone work. Once complete the exterior walls will be 450mm thick.

Small team takes on unique castle challenge • from page 10 Other features of the exterior include a drawbridge, turrets, and enormous ramparted terraces leading from the upstairs bedrooms and guest facilities. The “dungeon” or basement area of the castle features around 40 square metres of secret tunnels. On the ground floor there is a grand hall, formal and family living rooms, dining room, conservatory opening into an enclosed outdoor dining area, a billiard room, entertainment room, kitchen, scullery and private quarters. Spiers and his apprentice are currently working on the interior linings and finishings, most of which should be completed by the end of the year. “The interior is quite detailed as well, with every room different. Some of the ceilings will be finished in decorative plaster and others will have cathedral-like timber. “There is even one with cherubs. Some of plastered walls will be covered in stone or wood panelling with lots of other details too.”

Spiers expects to remain on site into next year completing final works, including the drawbridge and towers, and external courtyards. “Not surprisingly it will be the first drawbridge I’ve built. “I’m looking forward to the challenge.” He says the project has also provided good opportunities for local tradespeople who have been engaged as subcontractors. “They’ve all taken a lot of pride in their work and the project. “It’s been great working with a bunch of guys like that.” Mike Spiers was originally from the top of the North Island. He moved south around 10 years ago, bought some land in Oamaru and started developing his own subdivision. Eight of the 10 houses on the subdivision were finished when he got the call up to build the castle. “Dot and Neil are fantastic people to work for and it’s been a real privilege to be involved with them in this unique, and once-in-a-lifetime project.”

Her home, her castle - Dot’s Dream Jo Bailey Dot Smith has known she would live in a castle since she was a small child. “I loved reading Enid Blyton’s Famous Five and Secret Seven books which were full of ruined castles, dungeons, turrets and secret passageways. It was always my dream to build a castle one day but I never imagined it would be quite what it is now.” By the time Dot first visited Wanaka architect Sarah Smith in 2009 to discuss her plans, she had collected a box full of ideas, including hundreds of pages she had ripped out of magazines, some dating back 30 years. The original plan was to link a small castle-styled building next to Neil and Dot Smith’s existing house on one of their farms, at Pukeuri, north of Oamaru. But just as the plans for the house extension were being created, Neil had another idea. “He wanted to bring the castle to the paddock west of Riverstone Kitchen restaurant complex which is on the first original farm we bought 32 years ago,” says Dot. The Smith family’s multi award-winning restaurant Riverstone Kitchen is run on the property by their son Bevan and daughter-inlaw Monique. The land is also home to Riverstone Country, Dot’s overflowing giftware shops, which have gradually overtaken several of Neil’s farm buildings. It was when Neil came “on board” with the castle project that it’s scale increased dramatically, says Dot. “He said if we were going to do it we may as well build something that would last many centuries.” Although the build is taking longer with the small team from Oamaru firm ATM Builders, Dot says the benefits are worth it in terms of savings and flexibility. “We couldn’t afford to have a big team with all the extra costs and contingencies. Her dream: Dot Smith, centre, with architect, Sarah Scott, and builder, Mike Spiers. slow process also gives us a bit more time to make our mind up on things and change the design if we decide to.” Dot says she works well with builder Mike Spiers and his apprentice Jason Anderson, and tries “not to annoy them too often”. “One of the biggest challenges is being sure we make the right decisions. We question ourselves all the time but have enough helpful people around who can say, yes, we’re on the right track.” Marrying traditional and modern looks, with functionality is another key ingredient for the castle’s interior, she says.

“It’s important to find the balance between old and rustic, and clean, fresh and modern. Each room is quite different, so the flow between them is also really important.” One of the stunning interior features is the high, grand hallway with “really lovely” tiling in the entranceway reminiscent of the entrance to Milan Cathedral. When complete, the castle will house the myriad of treasures Dot has collected over her lifetime, and continues to accumulate. Already a local identity due to her engaging personality and successful business ventures, Dot’s profile has extended nationwide since

she started on the castle project. “I never knew the public would be so interested in what is effectively our home. We’re not trying to achieve something for anybody else other than ourselves and have lived a pretty ordinary and frugal life over the years in order to achieve it.” She says building a new home during the latter part of one’s life should be fun, whatever the scale of the build. “As our lives come to the closing stages I think it’s important to keep working, and keep motivated, fit and healthy. Otherwise you’re a long time in the rest home.”

Family firm stamping its mark on region Sue Russell It’s a real family affair when it comes to the key players in Havelock North building company Garhel Homes. Established by Gary Sisson and Helen Bond, Helen’s son Daniel, a qualified builder in his own right, is now very much part of the company’s central core. Daniel’s sister Paula has also come on board helping with the admin.

She is also going to take on reviewing and developing further the company’s website. “Another Dan has joined the team who is also a key part of the business and a first class tradesman,” Daniel says. Demand for the company’s services has continued to grow steadily and to maintain an ability to meet the demand a couple of subcontractor teams have been brought on board. When asked about what makes Garhel Homes distinct Bond says there are some clear key reasons.

“It is just that we look at things differently. We don’t just go off plans and we work a lot with a wide range of different products. “Especially we spend quite a lot of time with the client one-on-one.” Gary and Daniel are members of the Certified Builders Association, an organisation dedicated to strengthening the building industry through membership credentialing and support. Every member of Certified Builders must be trade-qualified.

Gary’s key roles in the company are designing bespoke residential dwellings along with project management. His building skills are also put to good use at certain stages in a build, helping the team on-site. Back in the office, Helen’s skills extend well beyond the company’s administration. Garhel Homes manages every phase of a building project, from the preliminaries of developing concept plans, price estimates and finalising the contract through development of all the documentation, consenting processes and on through the actual construction. “I’m there to help just as much as they want an extra set of eyes and years of experience in design and this is all part of the service we offer.” Gary Sisson and Helen Bond each spend a lot of time meeting with the clients listening to their ‘wish list’ of design features so they can give them exactly what they want within the budget limits. In November 2014 a show-home was unveiled and the response from the public was overwhelming. “We were inundated with people. Had unbelievable amounts through. We only opened it for six weeks and it was basically sold before it opened,” says Bond. A key element in the success of the showhome was its shape; a pavilion style house where all the spaces linked up well. The show home was built in the Brookfield’s Estate new sub-division, Whakatomo Place, Havelock North. This year is shaping up to be another fullon one. Helen acknowledges that because they

carry such a strong commitment to work one on one there are practical limits as to how much more the company can take on without bringing in more key staff. “We’re very fussy about the quality of our subbies work,” she says. “It has to meet our standards and this means we make sure we thoroughly check out their work before considering taking them on.” Compliances to meet the new building codes is an area Sisson says has really increased the workload and the costs and to keep a competitive edge it isn’t possible to pass all these costs on through the building process. “Things like safety nets and edge protection and checking that subbies have all their gear correctly tagged. Residential - Lakeside Drive Wanaka / Nigel Anderson Building

Home matches its stunning backdrop Kelly Deeks With a passion for architectural building, Wanaka’s Nigel Anderson Building is currently turning a client’s vision into an impressive reality. Anderson and his team are building and project managing a high-spec architectural dream on Lakeside Drive, due to be completed by mid-2015. The three level, 370sqm Parker Warburton Team Architects designed home, situated at a prime lakefront location, has three bedrooms, three bathrooms, two living areas, a basement, and even an elevator. Nigel Anderson Building also completed the site works and landscaping, with Anderson saying two of his team spent most of 2014 working outside, digging out the site and constructing retaining walls. The sloping section measures 3.5m from the basement level on Lakeside Drive to the ground floor level on Beacon Point Road. “At 370sqm, the house is pushed to the limits of the 700sqm section,” Anderson says. “The whole project had to be site surveyed for elevation and even for the height restrictions we have here as well.” After the site was excavated Anderson began working on the construction of the foundations and then the basement, with extensive engineering and design calling for expansive structural steel works and panelling. The elevator runs from the basement to the ground floor. Once the foundations and basement were complete, Nigel Anderson Building was able to start work on erecting the timber framing for the house. “It took about five months to get out of the ground and get to the stage where we could start building the house,” he says. On the ground floor of the house is the kitchen, laundry, living room, study, master bedroom, and ensuite, while the third floor has two bedrooms, two bathrooms, and a balcony. The house is cedar clad with a fin profile put into it which breaks up the cedar with a fin every 900mm.

Anderson says there are only four square corners in the whole house, two internally and two externally, and all the other corners are triangles. On one end of the house there is a 38° corner which was cut on an angle from one piece cedar panels. “We’ve had to do a lot of thinking way outside the box on this project. It’s resulted in the owners being really happy with our adaptability and ability to problem solve.” The house will be filled with sunshine and spectacular views of the lake and mountains from every angle. The indoor-outdoor flow with the built in barbeque makes entertaining family and

Nigel Anderson Building first started in Wanaka in 2010 with Anderson working as a sole trader/contractor. Anderson built himself a reputation in the region for his skilful workmanship and attention to detail and he then began working for himself in 2013. Starting his building career in carpentry and commercial construction, Anderson then took his skills overseas and gained experience working in a variety of different fields. These included set building for Fox Studios in Australia, creating large scale vehicle display stands for the motor show industry, as well as renovation and refurbishment projects, and landscape gardening in the UK. Ashburton Group continuing to evolve Jo Bailey A family-owned building group in Ashburton with ties going back four generations continues to innovate and expand. McIntosh Group now has three stand-alone companies under its umbrella, McIntosh Builders, McIntosh Commercial Construction, and McIntosh Precast. Since late last year all three entities have operated from a one-hectare site at Ashburton Industrial Park, that the group has been developing over the last three years. “We ran the two building companies from home for several years, then purchased the site for our new precast company in 2012,” says director Alastair McIntosh. “We’ve gradually built new facilities

including an administration block and workshop, and moved the entire Group onto the new site in September last year.” He manages the day-to-day operation of the group with his son and fellow director, John, who says all three firms run autonomously and work on a range of interesting projects. “Our precast team recently made precast panels and columns for the Knox Church rebuild in Christchurch under contract to Higgs Construction. “This project saw us make what is believed to be the first post-tensioned rocking column system in the world, which was designed by Wilkie Bruce Architects and Aurecon Consultants. A lot of foresight went into making these buttress columns work.” McIntosh Precast currently has five 18-metre by 6-metre steel beds set up at its

yard to produce precast panels, with scope in its master plan to increase to 10 beds as demand increases. The company supplies the Group’s own construction projects, as well as a number of other contractors throughout the South Island. “Having our own precast operation gives us the ability to progress our jobs a lot quicker onsite, and to control the cost and quality of the product,” says John McIntosh. “We also supply several other contractors including larger commercial firms likes Higgs Construction, Naylor Love, Contract Construction and Hawkins Construction,” Some of McIntosh Precast’s other significant projects include supplying all the precast columns and panels for EA Networks Aquatic and Sports Centre in Ashburton; Lincoln University Dining Hall and St Georges’

Alastair and John McIntosh are third and fourth generation builders in Ashburton, with a family history in the industry dating back 80 years to Alastair’s grandfather Alan McIntosh. Alastair McIntosh later worked with this father Colin during the 1970s and 1980s, and eventually set up McIntosh Builders on his own account in 1996. He still runs this part of the business, which specialises in the construction of high-end residential homes. The only jobs we take on outside the region are holiday homes we build for local clients. We’ve completed builds at Tekapo, Wanaka and are about to start one at Moeraki,” he says. John McIntosh has a “passion” for commercial construction, and oversees

McIntosh Commercial Construction, which was started after he became involved in the group This company recently rebuilt the Methven Four Square store for Foodstuffs South Island, and constructed the new Holden Dealership in Ashburton. “We’re lucky that we have more than enough construction work in Mid Canterbury to keep both companies busy.”

The McIntosh Group is a significant employer in the region, with around 55 staff. “We are employing new people all the time and always on the look out for skilled carpenters. “They can be quite difficult to find with a lot of resources being chewed up by the Christchurch rebuild. However we are known to reward people who are good at their job and prepared to work hard.”

Scheme aims to speed up consent process Karen Phelps Hastings-based company SS Homes is part of a pilot scheme initiated by the Hastings District Council to speed up the consent process. This enables SS Homes to obtain consent approval from the council in as little as five working days, says company director Jason Sullivan. “The council has supplied us with a special checklist we need to fill in which references the information making it easier for the council to locate the information they need quickly speeding up the consent application process,” explains Sullivan. “For our customers of course this also means the building process can be sped up considerably.” SS Homes was formed in 2011. Sullivan has a strong background in building and construction management and is a Licensed Building Practitioner and member of the Certified Builders Association of New Zealand and Architectural Designers New Zealand. All members of both organisations must meet stringent competency standards and ethics. Over the years Sullivan says he has formed solid relationships and connections with trusted local tradespeople and contractors who now work for SS Homes on house build projects. SS Homes builds throughout the Hawke’s Bay region and Sullivan says a strong focus for the company is designing and building to meet the client’s specific budget. “My background in both building and design means I know what can and can’t be built and how much it will cost,” he says. “This saves problems and cost over runs as I know how to design to meet the client’s budget with no hidden surprises.” Designing and building eco friendly homes is also an important consideration and Sullivan says he endeavours to provide clients with sustainable options for their home where possible including solar panels, underfloor heating and hot water heat pumps. During the design phase the orientation of the home on the site is also important to take into account passive heating from the sun, says Sullivan. “It’s important to give clients all the options so that they can make informed choices. SS Homes is now in the process of building another home on the First Light House property, a two-bedroom, 150sqm design. Sullivan says that SS Homes has a transparent pricing and billing policy so that customers know exactly what they are paying for.

Conference to look at ‘safe and secure’ cities The theme of this year’s New Zealand Security Conference, organised by the NZ Security Association (NZSA), is “Safe and Secure Cities”. The NZSA says the safe-city concept presents a number of challenges. These include the sharing of information effectively to reduce crime and disorder; the integration of smart intelligence-gathering solutions with existing systems to offer a common platform for monitoring and dealing with situations at all levels; regulatory obstacles including data protection laws, and delivering a return on investment when funding is required. NZSA operations manager Catherine Kightly says the conference will also look at how technology has evolved and made it possible for government agencies, emergency services, public sector officials and professionals across the security industry to work together in order to deliver safe and secure cities which protect people and safeguard critical national infrastructure. The conference will feature a range of international and local experts. The keynote speakers include Timothy Dillon, the vice president Oracle Global Physical Security, who will focus on “how to maintain a level of safe and secure operation for facilities and people in areas of high threat or risk”. “This will cover topics including the branded value of security services: personnel protective services (including executive protection for corporate officers), travel security, threat and rsk Analysis, and Global Security Operations Centres (GSOCs) and the role they play,” says Kightly.

Experience counts in supermarket projects Karen Phelps Over a decade of previous experience working for Progressive Enterprises was a valuable asset during two Countdown projects recently completed by Legacy Construction, says Legacy Construction director Shane Hartner. The Countdown in Kensington, Whangarei was an already short build programme accelerated when resource consents took longer than planned to finalise for the project. Legacy Construction met project deadlines by working longer hours and undertaking a seven day a week build programme to ensure the project finished on-time and on budget. The store was an existing building, which was stripped out and converted. New foundations had to be installed in the centre of the building to cope with extra loads and the roof strengthened to sustain plant platforms. Extensive underground services were installed. The Dargaville Countdown project was a new build and was logistically challenging due to the ground conditions of the site, says Hartner. The new store was built next to the existing Countdown supermarket, which was being replaced due to ground subsidence. The ground on the new site had to be stabilised extensively before the build but the construction itself – post tension floor, stainless steel and concrete slab - was fairly straight forward, says Hartner.

A new range of kitset homes has increased Lockwood’s offering to homeowners, says marketing manager Vicki Jessop. “Our new kitset homes are an affordable, entry level option that are suited to a range of needs, such as people buiding their first Lockwood home; farm workers’ accommodation; or for anyone wanting a quick construction solution.” She says the range has all the benefits of the fully insulated, Codemark certified, Lockwood wall system, with the major difference being flat ceilings and a regular trussed roof, rather than the more elaborate high-raked ceilings and beams associated with the traditional Lockwood look. Lockwood has created 10 kitset home plans, ranging from 66sqm to 191sqm, eight of which have double garages . “These are standard plans which can’t be altered or added to. However they can be mirror imaged. Director Brent Tuohy is proud of the success of both the Lockwood brand and the family-owned company, which has won numerous awards over the years. “We’ve won the Trade Services Award at the Westpac Porirua Business Excellence Awards for the last three years on the back of the solid reputation for excellence we have established with both residential and commercial clients.” Tuohy Homes is based in Plimmerton (Porirua) and covers all areas of the Wellington, Hutt Valley, Porirua, Kapiti Coast and Horowhenua Districts. All go for busy firm For the last two-and-a-half years Katikati Scaffolding Ltd has been enjoying steady growth. Owners Mark Vibert and Murray Fraser who have over 25 years experience in the construction industry have been busy in charge of their fledgling business – it’s been a busy time of growth. Their domain covers a large area in the Bay of Plenty, to date as far as Whakatane in the south, Coromandel in the north and over the Kaimai’s toward Matamata. “We are very much enjoying the slipstream of the building boom. We haven’t actually had to advertise. We started off with two house-lots of scaffolding and now we have twenty and still could do with more,” says Vibert. Since the Ministry of Building and Innovation along with ACC put pressure on the industry to better manage health and safety when working at height there has been a spiralling demand for scaffold to help meet this criteria. The gear they use is top of the line Layher All Round, sourced from Germany. It’s more expensive than other alternatives, but both Fraser and Vibert maintain that part of the key to their success is the quality of the product. It is a very versatile system that’s suits residential through to industrial needs. “Layher provide great customer support from scaffold design to product support.” The company plan now is to enjoy some time in stabilisation mode and with three other experienced staff members on board Katikati Scaffolding looks set to continue

These days most of the business is from repeat customers. “We are initially contacted by the client, and requested to quote for the job. Once the quote has been accepted we make arrangements for the scaffold to be erected and when finished with dismantled. We work hard to accommodate time restraints and often have to make changes to scaffold during its site time. There are many situations which can require us to make changes. It is a very user-friendly product and really adaptable,” Vibert says. To erect scaffolding around a reasonably sized house takes on average half a day, including the platforms and required edge protection.

Happy clients just keep coming back Jo Bailey Debbie Kokshoon says “a great product and fantastic service” has led the Kokshoorn Family Trust to build their fourth Lockwood home with Greymouth builders A J Mooney & Co, who hold the Lockwood West Coast franchise. “We built our first Lockwood home for our father in 1994, and our own home in 2000. “We love the timber interior, which is so warm and virtually maintenance free. We haven’t had to revarnish in 14 years and it seems to take any knock.” In the last few years the Trust has built two additional Lockwood homes for the Kokshoorn’s daughter, with the latest on a rural block next door to their own home. Features include a hairdressing salon, a large garage, big open plan lounge and living areas, and a modern, multiple mono-pitch roof. A special brick for the exterior was sourced from the North Island.

Stunning new show home for Christchurch Jo Bailey Christchurch will soon have a stunning new show home which opens at the brand’s regional centre at 431 Main South Road, Hornby on 18 April. “We have used a modified Madrid plan for this show home, which features generous living spaces, beautiful high gabled eaves, beams and high-windows,” says Lockwood national marketing manager Vicki Jessop. The spacious home has three bedrooms, two bathrooms and a double garage, with extra features including a built-in fireplace with schist detailing; a covered patio area with cedar detailing, separate entranceway, and two living areas, which flow seamlessly from the kitchen and dining areas, making it perfect for entertaining family and friends. The Countdown in Kensington, Whangarei was an existing building, which was stripped out and converted. Local labour was pulled in for the contract as well as labour from as far afield as Auckland. The existing supermarket next door was fully operational during the build and was then demolished and made into a car park. The company has been expanding and Hartner has his sights firmly set on further growth. “Controlled growth is our main focus as it has been since the company started.”

Maternity unit catering to region’s needs Karen Phelps Whangerei’s new maternity unit, Te Kotuko, is nearing completion. The facility will allow for an integrated and collaborative multi-disciplinary team approach when caring for Northland women and their babies. Key aspects of the project have been to improve operational function with the maternity facilities now located under one roof as opposed to two separate wards and the capacity for future growth, says Canam Construction contracts manager Bryce Solomon. The project also involved significant plant infrastructure upgrades, including the provision of new chillers, boilers and medical gas plant into a centralised Energy Centre. Canam became involved in the project in 2013 as part of a tender process and commenced construction in March 2014. Solomon says that Canam worked closely with local Northland subcontractors and suppliers to secure the significant project. Health projects completed by the company include a diverse range of projects for District Health Board’s and private sector providers. Significant health projects completed by Canam include the Ormiston Private hospital and projects for Counties Manukau District Health Board, Waitemata District Health Board and Southern Cross Hospital. This includes work on laboratories, in-patient wards, emergency departments and mental health units. Whangarei Hospital provides Level 4 maternity/obstetric care. The new facility replaces existing facilities that are over 40 years old and it will be aligned with the Australasian Health Facility Guidelines and Maternity Services Standards of Care as well as provide for future growth to meet population demands. Solomon says that significant piled foundations were installed down to depths of over 20 metres to future proof the building so additional levels can be added at a later date. New maternity unit caters to the future needs of region • From page 26 “Open communication with the designers and Northland District Health Board facilities personnel was important in order for us to provide the best solutions from a construction perspective where there were interfaces with the existing facilities,” says Solomon. “Trying to foresee issues before they became problems and provide solutions is critical in order to maintain the existing functions of the hospital with the least possible disruption. Where possible we have also endeavoured to come up with more cost effective solutions,” he says. MacDonald says that RDT Pacific’s project management role has involved extensive liaison at times with multiple parties including maternity services, facilities management, the project office, occupational health and safety, infection control, the executive team and patients themselves. “It’s very important in projects such as this for all users to give feedback and be involved in the process. This helps to keep the project on track and ensures that it will meet the

needs of all user groups once completed,” explains MacDonald. “We take a wider view of projects. While the traditional drivers of time, cost and quality are core to our process we put just as much emphasis on function and value - drivers that determine the long-term success of any capital asset.” She says that healthcare projects are typically complex, not only in terms of the large number of user groups involved, but also in terms of the design and construction of medical services. “We are building within a working hospital. Staff and patients from the wider hospital are affected by the build so we needed to keep everyone informed about what is going on. “It’s about getting the coordination right and carefully managing the number of stakeholders involved so there is as little disruption as possible.” MacDonald, who has been working on the project for three years, says she is eager to see the completion of the project. “I think everyone is really excited about the new building and what it will mean for the community and the services it will provide.”

The project involved significant plant infrastructure upgrades, including the provision of new chillers, boilers and medical gas plant into a centralised Energy Centre.

ComFlor proves popular Steel frame construction combined with ComFlor composite steel floor decking system has become the preferred building model after the Christchurch earthquakes, says Steve Stickland, product manager for ComFlor Building Systems. Stickland says structural engineers are increasingly specifying steel frame construction combined with ComFlor after recognising its superior seismic performance as evidenced in two key buildings in Christchurch. The 22-level Pacific Tower in Gloucester Street and the 12-level HSBC building in Worcester Boulevard are constructed from structural steel and ComFlor and both survived the earthquakes with minimal damage that was repaired and the building reoccupied. ComFlor is a roll formed galvanised steel profile. Concrete is poured on the profile to give a robust floor. Stickland says ComFlor has numerous advantages over other methods including the best span of any steel floor decking system in New Zealand. “Longer spans mean fewer beams are required to support the floor. The ComFlor slab requires less concrete than conventional reinforced concrete construction due to the intrinsic efficiency of composite construction and the displacement of concrete by the profile shape. This reduces the size and cost of elements used in the primary structure and the foundations.” Another key benefit is the elimination of temporary propping during construction,

which shortens the construction programme, while leaving the structure with better long term structural integrity and improving crack control in the slab. Reduced weight of up to 30% compared with solid concrete slab provides advantages in seismic design and enables cost savings on foundations. ComFlor comes in three profiles giving designers the opportunity to optimise the structural steel frame then choose a profile to suit. With ComFlor, beam centres up to five metres are possible in an unpropped situation and over five metres in a propped scenario. Construction School ticks all the boxes Jo Bailey The Wellington Institute of Technology’s (WelTec) new School of Construction is providing state-of-the-art facilities for students keen to enter the construction industry. The new 1500sqm, single-storey building with a 500sqm mezzanine floor has flexible multi-purpose open plan workshops and spaces, together with student breakout areas, teaching spaces, classrooms, staff and welfare facilities. The School of Construction consolidates WelTec’s current sites into one centre-of-

excellence, providing students with access to all disciplines within the construction sector such as carpentry, painting and decorating, masonry, tiling, plastering and landscaping. Deputy Prime Minister Bill English officially opened the $11 million campus in March. Peter Ross, managing director of main contractor Maycroft Construction, says the firm was “extremely proud” to have been awarded the negotiated, design and build contract for the project, which presented several challenges for its construction team. “WelTec required the new building be completed and ready for occupancy at the beginning of term one 2015.

“It wasn’t until the beginning of June 2014 that we were able to start construction, when the architectural and structural design work was completed and consents issued. This gave us a very tight construction period of just over nine months.” Despite the build being interrupted by 34 days of inclement weather, Maycroft delivered the project on time. The location of the site, directly between State Highway 2 and the Wellington-Hutt Valley railway line also presented some logistical problems. However the Maycroft Construction team was able to resolve these without any disruption to either road or rail traffic, says Ross.

“The existing boundary fence adjacent to the railway line was realigned with the agreement of KiwiRail to remove an existing dogleg and provide a safer working environment for both the site workers and railway users. Cable expert on the job The installation of the latest communications cabling infrastructure at WelTec’s new School of Construction went without a hitch, says Andrew MacGowan, Cablenet’s Technical Operations Manager for the central region. “It was a straightforward project for our team, completed on time and on budget, which covered the installation of all the communications cabling in the building including Cat6 UTP and multimode optical fibre cabling.” Cablenet has worked closely with Weltec on numerous other projects over the last decade, and was pleased to be their preferred supplier for ICT services under main contractors Maycroft Construction for the School of Construction project. This was the latest in a number of projects Maycroft has negotiated with WelTec over the past three years, and continues the excellent relationship which has been built up over this period of time. New laws aim to make workplaces safer Bryce Fleury New Health and Safety law will likely take effect in the second half of 2015. Nobody goes to work expecting to get hurt, sick or killed. But in New Zealand workplaces, 75 people per year die, one in 10 is harmed and 600-900 die from work-related diseases—all costing New Zealand $3.5 billion per year. And that’s not to mention the toll it takes on friends, family and co-workers. Internationally, New Zealand’s workplace health and safety record is extremely poor. On a population basis, you’re twice as likely to be killed or seriously injured working in New Zealand as in Australia, and six times as likely as in the UK. That’s why in 2013, the Government announced the Working Safer reform package, aimed at bringing down our workplace injury and death toll by at least 25 per cent by 2020. That’s a big ask. And if we are going to get there, everyone has a role to play. Naturally, people want to know about new accountabilities, responsibilities and penalties under the new law. While the Bill won’t be completely finalised until it passes through Parliament, we can outline some of the important changes on the horizon. The new law introduces the concept of a Person Conducting a Business or Undertaking

(a “PCBU”), which has the primary duty for health and safety. Despite its name, a PCBU will usually be a business entity, but a selfemployed person or sole trader can also be a PCBU. Those who create risk are responsible for managing it, either by eliminating or minimising it, so far as is reasonably practicable. That’s why the primary responsibility rests with the PCBU. Company partners and directors (called “officers”) will also have new responsibilities. Officers will have to do due diligence to make sure their organisations are safe and healthy. Workers, too, will have to take reasonable care for their own and others’ health and safety. Where two or more PCBUs are working together, the new law makes it much clearer as to how they meet their overlapping duties of care. For example, on a construction site with a number of PCBUs, each has to consult and coordinate with the others to ensure the health and safety of the workers and visitors on site. There are those who still see health and safety as just another compliance chore, but a strong commitment to it can deliver better staff retention, higher productivity and a significant return on investment. And yes, there will be substantial penalties for those who fail in their duties, including fines, jail time, or both. WorkSafe will certainly take enforcement action if and when we have to, but that’s not

New initiative to assess sustainable claims A new Australasian initiative aimed at tightening up the criteria used to assess sustainable building products has the backing of the New Zealand Sustainable Steel Council The Australasian Environmental Product Declaration (EPD) programme is a joint initiative between the Life Cycle Association of New Zealand and Australian Life Cycle Assessment Society (ALCAS), in alliance with the International EPD System, which is one of the world’s largest and most reputable EPD programme operators. The Australasian EPD Programme was launched at the New Zealand Life Cycle Assessment Conference in Wellington in September 2014 last year. It has been set up as a separate company through financial support from the Building Research Levy together with the Sustainable Steel Council. Council spokesman, Stephen Hicks, says EPDs provide an “internationally recognised format for declaring the environmental performance of a product in a comparable way”. “Each EPD must follow the same product category rules in order to create a level playing field. “Third-party verification ensures all information is credible and consistent.” Hicks says unlike many self-declared ‘green’ labels, an EPD does not claim whether a product is more sustainable or greener than another. “Therefore, the choice of product on environmental grounds needs to be made by professionals, such as architects, specifiers or procurement managers.” Hicks says EPDs are increasingly used to support product environmental credentials in

key export markets, including Europe, Asia and the US. “The Australasian EPD Programme will provide an internationally recognised entry point for New Zealand businesses”. And he says it’s hoped the New Zealand

building industry and industry organisations will also support the programme. “Products with EPDs are increasingly gaining additional points under green building rating systems, such as Green Star (Australia), LEED and BREEAM.

“We hope that the New Zealand Building Council will follow this international trend in their Green Star ratings, thereby encouraging the uptake of EPDs by New Zealand construction product manufacturers,” says Hicks.

The benefits of a pre-purchase inspection Prospective house buyers are faced with a myriad of questions. These include: what is it worth, can we afford it, does it really meet our needs, might we find something better if we keep looking. While a pre-purchase inspection report can’t answer any of those questions, it will provide information to a purchaser or mortgage company about the condition of the building/s and the associated risks. So what are those risks? Most obviously, what if the house has physical problems that are not apparent? The good news is a thorough pre-purchase inspection by a qualified and experienced building surveyor should identify major defects and areas of risk. The bad news is non-invasive investigations cannot quantify these risks with any degree of certainty, which is why a recommendation for further investigation frequently appears more than once in a prepurchase report. Why can’t the report provide more certainty? And what use is the mere identification of risk without any certainty about what it might actually mean? There are a myriad of building-specific designs, construction details and materials, all of which affect what can be assessed. The time of year and the weather on the day also make a difference. Until technology produces an “x-ray” like machine which can accurately diagnose the condition of hidden elements such as structural framing, the inspector has to rely on a combination of experience and non-invasive tools. Such tools might include infrared cameras (these record infra-red emission only and

do not look inside walls) and capacitance moisture meters which scan over material surfaces. All such tools are still somewhat unreliable, meaning that under certain conditions they can provide misleading readings. In short, the only way to collect definitive information about the condition of hidden elements is for a knowledgeable surveyor to gain direct access through invasive investigations. Unfortunately this is seldom possible in a pre-purchase situation because the inevitable damage is not something a vendor is usually willing to accept. When the report does list one or more such items of uncertain risk, it leaves the parties with the dilemma of considering how this risk might be quantified. The pre-purchase inspection industry in this country is unregulated. Anyone can set up business as a pre-purchase inspector whether qualified to do so, or not. Many qualified and experienced building surveyors shy away from this litigation-prone work leaving a vacuum for others, far less qualified, to fill. There are however professional organisations, who have requirements of their members for qualifications, experience and ongoing education. When selecting a pre-purchase inspector, as well as making sure they have insurance, do some background checking on the organisation they belong to. For example, the New Zealand Institute of Building Surveyors Inc www. buildingsurveyors.co.nz has some members who do these inspections.

When Heinz Wattie's recently wanted to build a 4m high 60 degree inclined stainless steel conveyor capable of moving up to 12 tonnes of product per hour they knew who to call. NZI Centre sets pace with NABERNZ rating The NZI Centre in Auckland has achieved 5.5 stars out of 6 under the NABERSNZ energy rating scheme – a half star improvement on its previous rating. It is the first building in Auckland to attain the ‘market leading’ score. The prominent five-storey NZI Centre on Fanshawe Street was developed by Newcrest in 2009 and achieved a 5 Green Star rating at the time of construction for fit-out and design, making it one of Auckland’s most sustainablydesigned buildings. The NABERSNZ rating shows the base building has an energy intensity of 49 kilowatt hours (kWh) per square metre, per year – a 17% improvement on its previous energy use. IAG chief executive Jacki Johnson, said the organisation had a clear intention to improve at the time of its first NABERSNZ rating. “Being efficient in our energy use is important as it helps to earn trust and respect,”Johnson said. “By positively impacting on costs it also helps our business model, contributing to more affordable insurance, so it is not just a nice to do but it’s a strategic imperative. “We were pleased to see 5 stars in the last NABERSNZ rating, but said then we wouldn’t rest on our laurels. “This 5.5 star result is independent proof that our partnership with Newcrest to further improve our footprint, has been successful.” “Importantly, this work on energy efficiency also helps make the building a very pleasant environment to spend time in – which is great for our people and productivity.” DNABERSNZ is the national energy rating scheme for office buildings. It is licenced to the Energy Efficiency and Conservation Authority (EECA) and administered by the New Zealand Green Building Council (NZGBC). EECA Chief Executive Mike Underhill said

But it also has a very active building management team who work constantly to ensure the site is

comfortable and running efficiently. “It’s a great role model for other buildings,” she says. The NZI Centre’s sustainability features include a distinctive double skin facade along most of its perimeter, with automatically controlled blinds to moderate glare and sunlight. It also has exposed concrete ceilings to help moderate temperature.

Water storage in demand Business is busy for Steve Walker and Ralph Crewe, who are the co-owners of Hawke’s Bay water storage systems company New Water (NZ) Ltd. “The systems we install service a niche market around water salvage and recycling. We’ve got a lot of work on in Auckland,” Crewe says. Core of the business is the supply and installation of a range of revolutionary water storage devices that look nothing like the large round plastic or concrete tanks we more typically associate with storing water. The Eco Sac, a flexible rainwater bladder that is installed under decks or floors, is cradled in a galvanised or stainless steel frame supported by industrial strength geo tech fabric. With no moving parts and easy access to the inlet/outlet pipes on the end of the tank the bladder is made of superstrength PVC material. “Roof rainfall can be easily harvested and stored in the bladder as well by diverting downpipes to a common in-flow pipe at the side of the eco sac, resulting in rainwater being collected much more efficiently than in it would be to a traditional tank,” he says. Depending on demand for water storage the system allows for multi-tanks to be stored side-by-side or end-to-end. Manual aims to encourage good design To help developers, designers and planners in Auckland achieve good design; Auckland Council has worked with industry to produce the Auckland Design Manual (ADM) - a free online resource providing guidance and ideas. Historically, in Auckland, as in many other cities around the world, design-led development has often been thought difficult to find, which can be frustrating as there are good examples across the region. The best practise guidance set out in the ADM will work in conjunction with the statutory rules in the Proposed Auckland Unitary Plan to enable developers to add value to their projects and gain inspiration from case studies, step by step guidance, worked examples and success stories The added value the ADM brings will be the various factors that make the difference between a design that simply works to a design that works really well and will provide the investors with higher returns and residents and owners with a better experience. The council says the ADM can help not only to serve the needs of major developers but also ’mum and dad’ investors, first home builders, infrastructure providers, renovators, and the full range of industry, from hi-tech factories to small manufacturing units. “New information and projects are being added all the time, and we are always keen to hear good stories that underline good design.” The ADM is easy to use and navigate, with the Design Process section including detailed step-by-step guidance that will take the developer of any size from their concepts to completion, providing advice on the trips and traps of property purchase, appointing planners, designers and architects, how

Other features of the ADM include; Worked examples: Design suggestions that will provide high quality living, business or recreational environments, with clear diagrams illustrating the key features of the idea.

Case studies: Real life case studies show that the ideals of good design are not pipe dreams but practical solutions that add value to projects. Design Issues: The Design Thinking section provides an extensive reference library of guidance notes from around the world covering almost any aspect of the built environment; for example

there are notes on such varied subjects as ensuring accessibility for the disabled, incorporating Maori Te Aranga principles in to a development and enabling the best interaction between pedestrians and motor vehicles. The ADM highlights ways to make a project work well: • Invest in professional help – it will pay dividends. The knowledge and experience that experts bring is worthwhile, from being able to work with you to find the best solutions • Do your research and work with the council from the start – councils generally offer a free pre-application service that gives an opportunity for informal discussions to get some feel about what will and won’t work within the rules. Doing research on the ADM, for example, first will enable you to get the most out of this session. • Work with nature – good design utilises nature to save money, working with slopes and the sun’s orientation to collect heat in winter. It also helps to remember that Auckland has a wet climate and while some ideas might be visually pleasing they still need to deal with the potential for heavy rain and even flood. Check also on the impact your project might have on the environment - and the neighbourhood. •Intelligent design should get the right balance between protecting your privacy and engaging with the street scape. Wellington building inspections go mobile Almost two years ago Wellington City Council set out to become a more mobile workforce to provide an increased level of service to the people involved in building inspections across Wellington. A couple of the council’s key goals were to reduce the amount of paper being passed around every day and create efficiencies in automating processes. WCC Business Transition lead manager, Ross McCarthy says the introduction of new electronic tablets for inspectors and a software platform called GoGet has “done just that by removing the need for paperwork, providing electronic reports to customers, taking photos of the work being undertaken, while having access to all necessary information they need relating to the inspections being completed”. WCC carries out approximately 1300 building inspections each month. “The GoGet system has saved staff time in removing the need to scan inspection records, manual input of data and has removed the need for hard copy checklists,’ says McCarthy. The information gathered on the tablet is automatically downloaded to the Councils records and generates emails to send site notes and information to all parties involved in the inspection. Master Business Systems Ltd (MBS) the creators of GoGet is a Feilding business founded by Laurence Bevan. The GoGet software is used by over 80% of the Councils within the Lower North Island and almost 40% of the country.

MBS is working on releasing processes that assists with liquor licensing, food premises and dog inspections. It has also developed a number of apps that will become available over the coming months to assist tradespeople to schedule inspection from a smart device, report dog issues to Council and assist in identifying roaming dogs and their owners. McCarthy says that one of the key future benefits that WCC has identified and ise working on since taking on the GoGet software is the ability to work closely with other councils to align the way we work. “It has the potential to provide a consistent approach to the way that councils currently operate no matter the size or location,” he says. “It will allow councils to provide assistance to each other with peaks and troughs in work load and will help tradespeople working across boundaries to streamline the way they work and ultimately introduce efficiencies to the industry.”

Moana Pool - standing the test of time When it comes to architecture Dunedin is best known for its wealth of Victorian and Edwardian buildings, but it also boasts a number of remarkable buildings from other eras. One of the great examples is Moana Pool. Standing proudly above the city on the edge of the town belt, Moana Pool belies its years. Having just marked its 50th anniversary on November 14 last year, the sleek 1960’s design still looks as good as it did when the doors were opened. True, the building has been extended, but the original pool building remains the heart of the structure, showing great design lasts the test of time. Initial design work was done inhouse by Dunedin City Council staff members Bill Hesson and Ian Ballantyne, while the £450,000 build was put in the hands of Downer & Company. The end result was a timeless modern building, using concrete and brick, with massive north facing windows pulling in excellent natural light. Inside featured an Olympic sized pool and a separate diving pool with platform and springboards, while stadium seating gave spectators a great view. A learn to swim pool was added in 1966. A large, sheltered sun terrace provided outdoor recreation space and scope for future development while inside, stadium seating gave spectators a great view. The whole package was ahead of its time and widely considered one of the best pools in the southern hemisphere. DCC Manager Aquatic Services Paulien Leijnse says the foresight put into the original design has allowed Moana Pool to remain a top facility. “Over the years the pool has had a number of additions and upgrades keeping up with the demands of the population while

Dunedin’s Moana Pool marked its 50th anniversary on November 14 , 2014. mimicking the facility’s original style to make it an inclusive place for all to play, learn, exercise, compete, recover and relax.” Waterslides were installed in 1984, providing yet another attraction, and in the 1990’s additions such as an early childhood centre, a gym and sauna made Moana even more of a community asset. Come the new millennium, more additions

were on the way, including a leisure pool area on the old sun terrace site, featuring a wave generator, rapid river, spa pool and toddlers’ pool. The City Architect at that time, Robert Tongue, also oversaw the addition of a sympathetic extension to the north end of the main pool building to house a 25m by 14m diving/lap pool, complete with 10m, 7.5m and

5m diving platforms, as well as springboards. At the same time new ventilation and filtration systems were also installed. A new gym was added in 2006 and the pool reception area was redeveloped in 2009. All this has helped keep Moana Pool well and truly up to modern standards, proving the original design was well and truly able to stand the test of time.

Personal touch eases way for developers Getting a project from a basic idea to the point where all the appropriate approvals have been granted is a lot easier thanks to a team working in Christchurch City Council’s building consent team. Three case managers are available to help navigate the various agencies involved in getting a project off the ground. This means when it comes to consenting all the right questions have been asked before the application is submitted. Aaron Haymes, Manager of the Commercial Building Officials team says the earlier the Council knows about a project the better, for all parties. “We are keen to make sure people come in to discuss projects they have so we can work with them and give them the best chance of meeting expectations regarding start times for construction.” Among the issues that can hold up projects are people not considering matters such as land contamination, traffic management or handling waste and storm water.

“Our case managers can really add value making sure all these steps are covered so there are no unexpected glitches and project managers can plan with a degree of certainty.” He says the approach is best suited to certain types of projects. This includes those that are sensitive, either in terms of the site or the development proposed on it; have a high dollar value; contribute significantly to the local economy; are highly technical; or the customer has had problems in the past Haymes says the Council has been making use of case managers for about three years. “They are having a positive impact on the rebuild and people’s ability to get on with their projects. The important thing is for people to make contact with us as early as possible so we can determine if having a case manager is the right approach for them. “The small cost associated with the service is much less than would be incurred by delays in gaining approvals.”
