As it did in the 1980s, Skyline continues to use television as its main form of promotion. The "Gotta Getta" campaign was launched to resounding success, and has served to further strengthen Skyline's brand identity.

Contract administrators are like a good ref A well-executed contract administration of building works can be like playing rugby with a good referee, says one registered building surveyor. New Zealand Institute of Building Surveyors past president Philip O’Sullivan likens the contract administrator and their responsibilities to an objective role, ensuring a result of a well-controlled building project for both parties. “It’s like playing sport with a good referee; both sides can get on with it, and although they may not always agree, issues such as unrealistic expectations can be dealt with and resolved,” he says. All significant building contracts must be in writing as required by the Building Act 2004. The contract can be administered by the owner and the builder working together. However, such contracts are usually written to favour the builder, warns Mr O’Sullivan. There is less cost, greater risk but with the right builder and owner, outcomes can be good, Mr O’Sullivan says. Mr O’Sullivan cites a property owner entering into a design and build residential contract as an example, which primarily focuses on the construction of a house. The right of way property needs underground services down the driveway; a common issue which can complicate the build process. To make matters worse, both parties had not addressed the whole issue of access, damage and reinstatement of the driveway at the beginning of the contract. Mr O’Sullivan says issues like this need to be positively managed by dealing with the driveway issues upfront, such as putting the site services in first and ensuring a robust base and surface for construction traffic. “This means it would have been done once and done properly, rather than ending up in a quagmire of damaged services, gravel and mud,” he says. “Dealing with the problems upfront would have avoided the unnecessary damage to services, the removal of mud and then additional replacement hard fill; and the house could have been constructed without interruption.” If the owner had used an experienced building professional, such as a Registered Building Surveyor, as a contract administrator, issues like these should be identified and dealt with at the appropriate time. Due to a project’s ever-changing design scope, either thanks to necessity or the owner’s decisions, a contractor administrator can act as a middleman to get designs specified, priced, documented and paid for. They are a great help to both builders and owners, says Mr O’Sullivan. “Builders deal with council inspectors but need support with building consent variations and technical discussions with council. “Costs need to be managed and builders need to get paid on time, so having an independent person to help avoid and, when necessary, resolve disputes are hugely beneficial.” Among other things, a contract

administrator is responsible for such things as: inviting and processing tenders, preparing contract documents for signing, administrating change control procedures, and seeking instructions from the client in relation to the contract. Mr O’Sullivan suggests talking to people within the industry to learn more about the benefits of contract administration. “My best advice is a realistic owner, a realistic builder and realistic building professionals usually results in good outcomes. “One very clever developer once told me he thought the industry was dysfunctional as every project he was involved in ended in dispute. “I told him he was the problem, and
to his credit he listened, followed my subsequent advice and his next project was a success.” Although contract administration of building works might cost more, Mr O’Sullivan says it’s about creating an environment where people can be creative, productive and enjoy their involvement in the building process. Appointing a professional and experienced contract administrator is up to the building owner, and starting with a recognised qualification and professional membership is a good starting point. “Typically, you’ll find contract administrators involved with civil, commercial or institutional building projects. “The interesting thing here is the
owners are often commercially aware and involved in numerous construction projects, and they still see the benefit in having a good contract administrator.” Despite the above recommendations, Mr O’Sullivan warns even the most wellmanaged projects can go awry, often due to unforeseen circumstances. “Things can turn sour so there are no guarantees. “However, having an experienced contract administrator in place to act as an impartial mediator, significantly increases the chances of a successful outcome to building disputes.” For further information on the NZ Institute of Building Surveyors, visit the website buildingsurveyors.co.nz or phone 0800 11 34 00

Project takes a bow to the divine Kelly Deeks Arrow International’s Wellington team has recently completed another successful apartment project, building the $20 million Boulcott Conference Suites and Apartments on a divine central city site between St Mary of the Angels church and the iconic, art deco St George Hotel. The new mixed use, eight level building, designed by Archaus Architects, features 62 serviced apartments over six levels, including two three-bedroom penthouses
on top. The ground floor has 250sqm of restaurant space, and the first level has boutique conference facilities that can cater for up to 110 people. The project was built for Village Accommodation Group, spearheaded by owners Gay and Mike O’Sullivan and represented by Melissa Ridley and managing director Adam Cunningham. The site’s previous owner had consent to build a 60m property, but that had fallen through a number of years ago. Village Accommodation Group scaled

High profile site a challenging build for Arrow • From page 5 its development back to about half that height, and set it back from O’Reilly Avenue, in sympathy with its surroundings and neighbours. Ortus International director David Grenfell, whose company quantity surveyed the project, says Gay and Mike O’Sullivan and Village Accommodation’s vision was to develop something sympathetic to the neighbouring church. And this time, both the church and the hotel’s owners were consulted prior to consent being lodged. “Village Accommodation has not developed to the absolute maximum of the site, instead they elected to set the building back from the boundary closest to the church, and created a podium tower that is stepped in and set back even further from the church,” he says. “All of that was done as a good neighbour and to make sure the church could still stand in its grandeur without being hemmed
in by tall buildings. It came at a cost to him, but it has enabled the church to retain pride of place.” Arrow International general manager development and modular construction Andrew McKenzie says the build of the Boulcott Conference Suites and Apartments was a challenge for Arrow International’s Wellington team, which has now built four apartment buildings in as many years. “The experience is paying dividends for the team,” he says. “This was a particularly challenging project with tight timeframes and a very challenging site, in terms of access and servicing on one of Wellington’s busiest street corners.” However the high profile site also attracted some great comments as the scaffolding and scrim came down to expose an impressive façade of exposed precast concrete and zinc cladding, and glass and cedar balconies. Andrew says the Boulcott Conference Suites and Apartments is an aesthetically
pleasing building which complements the surrounding environment, and a high quality product by Arrow International that the whole team can be proud of. He says the project’s success was helped by the support of a great design team at Archaus Architects, Aurecon Engineers, and wonderful clients in Gay and Mike O’Sullivan, Melissa Ridley, and Adam Cunningham.

Castle Hill home delights builder Russell Fredric Kaikoura firm Bruce Ensor Builders are delighted with the finished result of a Castle Hill holiday home designed by Christchurch architect Wilson and Hill. The house, built for a Christchurch client of Wilson and Hill’s, is situated amidst the spectacular environment of Castle Hill village in North Canterbury. Bruce Ensor Builders director Bruce Ensor says the company, which is a three-and-ahalf hour drive from the building site, was recommended for the work after successfully completing a house for another client at Castle Hill. “We were approached and asked if we would be interested in tendering for the house,” Bruce Ensor says. “It’s a two-storey house and its in a highly vulnerable area in terms of the climate and the environment; it’s right out there.” The distance from Kaikoura required renting a house at Castle Hill for the company’s builders, who worked two weeks on, two days off. Careful planning was needed to ensure building materials were on-site when needed, with all products being supplied from outside the area. Despite some of the logistical challenges, Wilson and Hill and the home’s owner were “fantastic people to work with”. Among the challenges were the isolation of the site and the winter climate, with builders both working in snow and being completely snowed-in at one point. The form of the two-level house consists of three off-set modules capped with steep pitched roofs with the off-setting of the modules designed to decrease the visual mass of the house. The exterior is clad in vertical cedar weatherboards stained dark brown, while other exterior elements are black resulting in a house that is aesthetically sympathetic to its environment. Orientated for the sun and set back from the roads for privacy, it comprises two bunk rooms, each capable of sleeping four people, and two bedrooms; a configuration that allows two families to stay in the house at any one time. The living room area is set down, with its floor level beneath the line of natural ground in order to keep it under the site’s height limit,

while also providing a degree of privacy. A double height living, dining and kitchen area with a mezzanine floor occupies the house’s western module, which opens onto an outdoor terrace featuring a fireplace and a stair; this is integrated with steel wall shelving and links the living area with the mezzanine floor. There is no plaster-board inside the house and a simple palette of materials, such as the predominant use of exposed plywood, including for the walls and “massive” raked
ceilings is a stand-out feature of the build. “It’s a highly finished job. There’s not a bit of plasterboard and it’s just awesome in terms of its finish.” The high degree of finish required for the interior meant plywood detailing around areas such as windows, doors and joins was completed to the finest tolerances. Achieving this degree of finish meant it was crucial to ensure the house’s timber framing was absolutely straight, square and plumb. “It had to be absolutely perfect. It’s

tremendously satisfying to see what our builders achieved.” The Joiner Shop, Kaikoura, manufactured and installed the house’s plywood kitchen joinery, bedroom bunks, dark-stained vanity units, internal doors and stairways. Owner Fraser Syme says the extensive use of plywood meant it was a challenging project, particularly in manufacturing bespoke kitchen joinery. However, he is also delighted with the end result.

Communication helps bring happiness Karen Phelps Recognising that building a new home can be a stressful experience for people if they are not kept fully informed every step of the way, Building Lifestyle NZ has focused its business heavily around communication, says company owner Richard Abbott. “It’s important that our clients really understand the build process. We have processes in place to ensure this but the most important part of achieving this is our staff and their ability to keep in contact with the client and ensure they are happy at all times,” he explains. The key staff member in this process is the company operations manager whose job is to back up the project manager and give the clients a point of contact for the project if they have any questions. Richard says this is particularly important for renovation projects where it is not uncommon for unknown factors to be uncovered during the build that clients need to be kept informed of. Richard has been building for over 10 years and founded Building Lifestyle NZ in 2011. He runs the company with wife Ana, who takes on a marketing and administration role. Along with being a qualified builder, Richard is a member of the Certified Builders Association of New Zealand and is also a licensed builder. The company is a member of Registered Master Builders. Building Lifestyle NZ focuses on new home builds and renovation projects. The company has its own special range of house designs to offer to clients but Richard says that it mainly completes design and build projects. “We specialise in helping people from start to finish. From an initial planning meeting, we then walk the client through each decision as they need to be made, guiding them on the most suitable building materials and the best use of space and light. “Once the design is finalised, the rest of the building process is made as straightforward as possible. We complete the council requirements, deal with surveyors, the geotechnical aspects of the project and assist when dealing with various engineers. “This ensures that their home is completed as quickly and with as little stress as possible,” says Richard. A key part of the build process is listening to clients. “There is no point in designing a home the client can’t afford to build. We listen to want they want to achieve then work with them to find realistic solutions to meet their needs. “For example, we recently completed a renovation project in Grey Lynn for a client

The playhouses must have a distinctive theme, be safe, fit-for-purpose, and showcase the construction skills of the team. The playhouses will be gifted to a local community group after the challenge.
BCITO BUILD-ABILITY CHALLENGE 2016 New Zealand schools have taken to the tools and are fighting it out hammer and nail as BCITO’s annual Build-Ability Challenge is underway. This year twenty one secondary schools from across the country have put together their best team, giving students the opportunity to develop new skills and experience in the building sector. The build phase of the Challenge kicked off on 7 June and is a key part of BCITO’s strategy to promote building and construction careers to secondary school students. The building and construction industry is still going through a period of rapid growth and demand,” he says.
Each team is required to complete an online “Builders’ Log” weekly to showcase their progress to the public and judges throughout the three months of the challenge, and the ‘People’s Choice’ winner will be selected by the public via buildability.co.nz. Judges will be looking out for creativity, with Dulux on board to provide sponsorship by way of donating paint to each team as well as providing the prize of $1,000 worth of paint to the school with the best-decorating project. Of the 15 trades that BCITO offers, painting and decorating holds the second largest intake of apprentices. The schools competing in the 2016 BCITO Build-Ability Challenge are: Awatapu College, Cromwell College, Dannevirke High School, Feilding High School, Hornby High School, Howick College, Lytton High School, Matamata College, Nelson College, Otahuhu College, Palmerston North Boys’ High School, Queen Charlotte College, Raglan Area School, Rosehill College, South Westland Area School, Takapuna High School, Tamatea High School, Waitara High School, Waiuku College, Wanganui City College, Whangaparaoa College. The Challenge’s build phase runs until 19 August, before judging and voting for the ‘People’s Choice Award’ takes place. Winners will be announced on 12 September.

The latest release of these ‘lock and leave’ homes at Point Ridge are higher spec’d than those previously developed. Each has a courtyard style garden area and are positioned around a second planned landscaped pool and spa complex. The point of difference is on the inside of the homes, which will feature earthy tones colour schemes, tiled kitchens and bathrooms, Caesarstone kitchen benches, and high quality stainless steel kitchen appliances. McConnell Property is the development manager completing the remaining stages of Point Ridge, bringing more than 50 years of experience to the project. Canam Construction project manager Francisco Liebenberg says in the first stage, the company is working on six buildings comprising 26 units, ranging from two to three storeys, while the second stage includes five buildings with 21 units, and the central community pool and spa area. Francisco says the major challenge in this build is Auckland’s construction industry being so busy. “Trades are becoming committed with several jobs, so where in the past if you had to get a trade back in the next day was much easier. Now he can’t come back because he’s busy somewhere else,” he says. “We have to keep on time and be very organised so that doesn’t happen. Canam Construction is working hard to make sure we have the right subcontractors, and they have the right workforce to get the job done properly.” He says with so much movement in the market, staff and subcontractors need to be taken care of. “It is part of our mission to ensure that we have really good, open, and mutually beneficial relationships with our subcontractors,” he says.
Point Ridge is a development of quality villas and townhouses. The final stage of the development is now under construction and the first new townhouses are nearing completion.

Building firm’s ties to Timaru run deep Sue Russell
Fifty years ago Timaru builder Colin Shore founded his fledgling business, a company his son Nigel Shore is now in charge of. “While Dad is now very much retired he still has connections to the business. In a small town like this relationships with former customers Dad worked for run deep and for him it is important to touch-base every so often,” says Nigel. Over the years the business went through a steady transition period, taking on more staff as demand for its services grew. These days alongside Nigel a crew of eight to ten carpenters are employed or are
on contract with the company, which deals mainly in light commercial work. As a rule through the years there has always been one or two apprentices on board. He feels the training pathway apprentices now work through to gain qualifications is a good one. “Because I have to sign them off in terms of meeting competency standards the onus is on me to ensure they are up to speed. Any boss signing off when work is below par is going to soon get a bad reputation around town within the trade.” Timaru is still very much a town servicing the farming region surrounding it, so any down-turn in that sector does affect allied businesses like building, however of late Nigel says there has been a resurgence in economic and building activity.

Light commercial ‘niche’ for Timaru builders “I think it is important to decide what your niche is and we have settled on light commercial work. There are a lot of builders in Timaru with a couple larger than us but when you have operated a long time your reputation gets out and you are trusted to produce a quality outcomes.” Nigel has a passion for construction using concrete slab methodology; a building form he says some builders tend to shy away from doing. “I love doing concrete work. It is unique and when we started using it we were somewhat pioneering the method. “These day of course there are specialised companies who produce the slabs to order but we used to do it on site.” Colin Shore Building constructed Timaru’s dynamic new business hub right in the heart of town, a build Nigel says came with significant challenges to overcome, given the whole building was wedged between existing structures. Because of this, the usual small tolerances could not be accommodated. “We were lucky to have 2mm clearance on either side. It was that tight!” The two-storey 760 square metre hub on the corner of Sefton and Stafford Streets is built principally of a blend of concrete and glass panels. While Des currently works along drawing additional human resourcing from other contractors as needed he says he is open to the idea of employing staff in the not so distance future. He is also in the process of relocating and establishing a new builder yard that will better meet the demands of a very busy building period. As a member of Certified Builders Des has access to their support services, including contract templates, guarantees and house plans. He had just returned from the organisations annual conference attended by some 600 plus members in Wellington where issues such as new health and safety regulations, attracting youth toward a building career, along with the latest innovations in smart phone technologies to assist in the project management of builds were discussed. Having been a successful builder for so many years has taught Des some great philosophies to carry in to any business. “Don’t expect it to happen overnight. Just take your time and get a good network of subbies that you get along with and above all keep a reasonably open mind.”
Des Offen Builders has been in the industry in Central Otago for nearly 30 years, doing both light commercial and residential work.
Des’s love for restoration work means that from time to time he takes on a project that is special. An old original villa in Cromwell’s Swan Road proved a challenge he enjoyed, including restoring to original spec the home’s sash windows. Nearly a decade ago he also took on a 13 month stint working in Antarctica as a carpenter in the engineers department. “That was a fulfilling project, retaining all those special character features of the era these homes were built in,” Des says. Another very different project he had recently completed was redesigning of a
commercial kitchen at a local winery. The project involved expanding the size of the existing kitchen while maintaining its ability to function and cater for the public. The kitchen was designed to make allowances for the build being close to a steep hill and multiple services. “Gas, sewer, power supply and plumbing all needed redirecting while the kitchen operated and was very challenging at a busy time of the year. We worked from the outside and then went through the existing walls. “There was a lot of foundation and
services work to be tackled before we could get on with the redesign as well.” When not busy in his profession Des has found the time to pick up coaching junior rugby, looking after a team of 11-12 year olds. As for evolving the business further Des says he is happy with the existing capacities and types of builds he and his team take on. “Living and working in a smaller community, word gets out when you do consistently good work. It’s very satisfying to look back at the journey to date and see what has been achieved.”

Monkey Toe right solution in urban jungle Karen Phelps In the past, it was not conceivable to build a large secure platform to house significant plant items without building costly and time consuming heavy structural steel supports. But leading supplier of quality roof access, plant mounting, barrier and balustrade systems, Monkey Toe Group, continues to come up with innovative solutions for its customers. The company offers specially designed aluminium platforms, lightweight structures that fix back to the structural elements of the building and have great load bearing capacity. A good example is a recent project completed by the company for a new multistory office and residential complex in Cashel Square, Christchurch. The project required huge platforms to house its many plant items including massive condenser systems and VRF units, which provide cooling to offices and residential sections of the building. Monkey Toe Group was able to provide its light weight, low maintenance aluminium platforms. The first stage platform is 40 x 12m giving a surface area of 480m. More platforms of a similar size have been included in the next phase of the building construction. The project also included handrails, walkways and large mesh screens to hide the vast array of plant items – all supplied by Monkey Toe Group. “Many architects are finding our aluminium platforms to be a better option, being a fraction of the weight, low maintenance and visually attractive. Because we can manufacture most of the components in the factory and no welding is required, on-site the platforms can
be installed quickly and efficiently. Monkey Toe Group has installed a number of similar sized platforms of late as construction trends change in favour of the lighter solution,” says Jeff from Monkey Toe Group. The success of the platforms is also due to the company’s unique clip fixture, which clings to buildings like a monkey’s toe, safely gripping the roof without compromising its structural integrity. “Monkey Toe top fixing roofing clips use a specially fabricated jack stud which is threaded into the roofing clip then sits on the purlin below. The jack stud is then tek screwed onto the purlin and the Monkey Toe clip screws down the outside of the stud until it is sealed onto the roofing profile. “Using this unique Monkey Toe fixing, all loads are transferred to the building structure – not the roofing product. Hidden fixings clip over the roof profile with a range of inset options to suit different roof profiles. As with top fixings, the load is transferred to the purlin below,” explains Jeff. He says that the Monkey Toe Group’s range of products provides owners, specifiers and architects with an easy way to protect people and buildings. It includes roof access systems (walkways, ladders, hatches, aluminium handrails, steps and stiles, gutter guards and snow guards); roof mounting (plant platforms, condenser mounts, solar mounts); handrails and glass balustrades and stairways (steps and stiles, external fire stairs and accessories). All products are made from high-grade materials and are easily installed - simply clipped and screwed together but able to bear loads that rival costly structural installations. Some have been with the company for seven to 10 years, and all are very valuable to Brent and Craig. As two guys who both left school aged 15, Brent and Craig pride themselves on their training of apprentices, saying their own apprenticeships gave them something to focus on and even kept them from going off the rails in those
teenage years. “That’s how we see the young guys that come in, we try to help guide them through those teenage years,” Brent says. “We’ve got success stories from guys that could have gone either way, and we’ve been able to train them into carpenters some are now running jobs and earning great wages. “They have a real life long skill and a career they can be proud of and that’s gold! I can really hold my head up high about that.”

Waikato Shed Company built and erected a 830 square metre, 6.0 metre stud height clear span building as well as placing the concrete floor for the centre, which includes a basketball court, kitchen and ablution area. The building was designed by Chow:Hill architects and sub-contracted by Hamilton company, Livingstone Building New Zealand, who were the main contractor and responsible for the centre’s internal fit-out. Livingstone Building NZ senior project manager Neville Davy says the building had to be purpose-built to fit a $1 million budget. The speed of construction and costeffectiveness of a steel portal building, along with having one contractor building the main structure and floor were factors in the choice of building company, he says. Commercial projects and habitable buildings presently form the bulk of work being undertaken by Waikato Shed Company. Habitable buildings are becoming increasingly popular and are expected to account for more than 30% of business this year. These are just some of the reasons New Zealand builders and architects have chosen to use patented Pro-Joist saddle flashings for over a decade. Proudly designed and made in New Zealand by local company Evadry, Pro-Joist flashings are constructed from a single piece of durable plate injected UV stabilised polypropylene. The product has been designed to provide water proofing at the perpendicular intersection of cantilevered joists or rafters and the exterior wall, the key parts of a building that have the potential for water proofing problems. With any join, cut, edge or corner in a cladding, water can penetrate the cladding. It is the role of the saddle flashing to act as a secondary line of defence to control this moisture and redirect it to the exterior without contacting internal framing timbers. This product must then be able to dry and not suffer detrimental adverse effects from dirt and salt left behind. Pro-Joist is a durable, one piece UV stabilised polypropylene construction which has no laps, joins or rivet holes that are typical of saddle flashings made on site. Pro-Joist will not rot, crack or corrode. Two width Pro-Joist saddle flashings are designed to fit 100mm x 50mm (nominal) through to 250mm x 50mm (nominal) sized dressed timber and 100mm x 100mm (nominal) through to 250mm x 100mm (nominal) sized dressed timber
respectively. Inside measurement of the 50mm wide unit is 47mm and 97mm for the 100mm wide unit. The plyable construction ensures it will fit the different tolerances in wet or dry dressed timber. The product can be cut on site with a knife or saw. To make life easier the standard sizes of 100mm, 150mm, 200mm and 250mm have even been indicated on the saddle flashing showing where the cut should be made and allows for a continuous horizontal flashing to tuck in behind. The product is unaffected by timber treatments or salt/dirt deposits left by rain. Pro-Joist saddle flashings have a variety of uses including cantilevered decks, sun visor shades above windows, monopitch roofs where the rafter penetrates the wall cladding under the soffit (upside down use). Pro-Joist saddle flashings have been patented by Taranaki based company Evadry and are manufactured in strict factory conditions with regular Audits by BRANZ to ensure that the standard and finish of each unit is of exactly the same high quality. Varied skill set proves a boon for builder Kelly Deeks Wade Smith of New Plymouth building company Frontline Builders prides himself in the knowledge he can confront any type of construction project, relishing the idea of pursuing great challenges, and aiming to ensure people’s building dreams, no matter how big or small, are fulfilled. Following in his father’s footsteps, Wade achieved his lifelong dream of becoming a builder. He started out contracting in Queenstown, then moved back home 15 years ago to establish Frontline Builders.
He took over clients of his dad’s, who was retiring, and started to pick up a few clients of his own. “I’ve learned a lot of my skills from dad, and he’s an old-school builder,” Wade says. “He had to complete builds in their entirety, the use of subbies was rare. I learned to complete all aspects of a building project myself, and picked up a wide and varied set of skills.” Wade loves jobs that present interesting challenges. A recent restoration project in Taranaki of a 100year old villa needed its floor jacked level and new piles installed before the build could progress. The client then asked Wade if he could

Wade said it wouldn’t be a problem, but he wasn’t expecting to be presented with some railings from the old cowshed yards! Wade managed to successfully fashion them into various aspects of the build, including a wooden sash window. Wade’s wide range of skills are complemented in Frontline Builders by two full time employees. Wade believes to ensure good work ensues, you need to surround yourself with good people. Frontline Builders is lucky to have a brilliant foreman, loyal to the company for more than 10 years, and also a young labourer who is working out great and is now signing up to the apprenticeship scheme. Frontline Builders also plays host to 16year old Rosie from one of the local high schools every Wednesday through the Gateway programme. New builds are also part of Frontline Builders’ repertoire, and recent projects include his parents’ home, designed by
local draughtsman Tony Biesiek, which Wade liked so much he got Tony to design a home for himself, which he went on to build, and a friend liked his home so much he also used Tony to design and Wade to build his home. Frontline Builders is also involved in commercial building, and over the past five years Wade has been forging a relationship with Bupa, which operates two rest homes in New Plymouth and one in Stratford. Wade has completed large redevelopment projects at these rest homes. He is also experienced in office fit outs, a recent project being the redevelopment of a 60-year old warehouse building into a modern office building for Dennis King Law. Frontline Builders even completes rural buildings, including dairy sheds. Wade has recently bought his own dairy grazing support farm, and feeds out early in the morning before heading to the building site. His skills are coming in handy on the farm, where fencing and fixing are common occurrences.

The seismic strengthening work will bring the facility’s main stadium and existing southern extension up to 67 per cent NBS, while a new northern extension presently under construction will be 100 per cent NBS. Gibbons construction manager Daniel Labes says the company was chosen as an Early Contractor Involvement tenderer along with Holmes Consulting, Irving Smith Architects and Arup Geotechnic because of its long-standing reputation in the industry. “Our proven ability to bring in value engineering and a good rapport with local sub-contractors were also factors in being chosen as the main contractor,” Daniel Labes says. Described as a hugely complex project, works cover everything from innovative seismic strengthening and improving the overall functionality of the centre to landscaping. Gibbons Construction teamed up with Downers, and Hiway Stabilizers who provided specialised equipment for the work. Seismic upgrading of the building structures has proven to be a process of design and redesign due to some elements of the re-construction being unknown until they were exposed. Considerable foundation work had to be undertaken in the main stadium. “We removed large sections of the existing t and g floor, poured new, large strip foundations inside the existing building, and new strip foundations on the exterior east and west side. These were tied together with stressing strands right across the entire building.” Additionally, the roof had to be unexpectedly replaced due to severe corrosion being discovered under the roofing overlaps when some sheets were removed to allow steel plates to be added to the existing arched glulam portals inside the stadium. A western corridor will link the new northern building, presently under construction, with the southern extension to avoid the former situation of having to access it through the main stadium. Up to 50 Gibbons Construction staff and 50 sub-contractors were on site during peak construction. Daniel Labes says one of the biggest challenges has been working to tight time

frames. The Trafalgar Centre partially reopened to accommodate the Nelson Giants basketball games in the main stadium in April. “The major goal was to have the main hall operable and safe enough to have the
public in it for the first round of the national basketball series. “That was on the second of April so all the strengthening work had to be completed by April 2.” Gibbons are also involved in the
$3 million redevelopment of adjacent Rutherford Park which includes a new car park being built to the south-east of the centre. The entire project is expected to be completed early November.

Director Steve Koller’s strategy of diversification means True Vision Construction also tackles concrete work, dairy conversions, upgrading effluent

Once the floor slab is down, houses built with Metrapanel are completed 40 per cent to 60 per cent faster than traditional construction methods. The strength of Metrapanel means it is ideal for commercial situations such as offices, motels and student accommodation, as well as residential homes. Another advantage is that achieving a Level 5 surface finish requires minimal special preparation other than normal sanding. “With Metrapanel you can do a wall of seven metres without a join. The finish is better.” True Vision Construction also offers Innovative Ceiling Systems (ICS) construction method of using Metrapanel for ceilings on either Metrapanel or timber framed walls. Rather than using traditional plasterboard ceilings, houses built with the ICS system are fitted with 25mm thick Metrapanel, which is primer sealed for moisture resistance for up to 30 days weather exposure. Apart from its speed of construction and strength, the system has significant safety advantages for builders as it provides a seamless platform to stand on and as a rated work platform. Using the wall and ceiling system combined, the build time for an average size house can easily be reduced by four weeks. “You can basically go from concrete slab to roof on in four to five days.” As the only licensed installer of Metrapanel in Marlborough, Steve believes the product creates a competitive advantage for True Vision Construction when quoting for contracts. “No one (locally) can quote against us, with the products and infrastructure that we have got to offer. It just gives us that point of difference” For any house, he encourages client to consider building to the highest affordable standard. When using Metrapanel and ICS the cost savings are made with the reduction in labour hours needed to complete the build, and also the durability of the product means the maintenance costs are greatly reduced.

employee of Wanaka builder Tony Quirk. It’s much more skilled work,” Tom Hudson says. The attention to detail in a high-end house goes right back to the fine tolerances of framing, and pitching of roofs, which are not made from pre-fabricated trusses because of
the bespoke designs. Running a building company, particularly the administration side and quoting has been a steep learning curve. Preparing and presenting his first quotation two years ago was a nervous time, however Tony Quirk generously took him under his wing, showing him ways of pricing accurately and presenting quotes. “I was pretty rapt. When you go out on your own there’s not many people that are actually prepared to do that. (Tony) was
happy to show me the ropes.” “The first job I priced took me a long time, double checking everything. It’s a lot of money, if you make one mistake it really can sink you, especially doing a fixed price.” However the quotation was accepted, the job worked out “really well” and he has not looked back. Renovations growth area for Topland Kelly Deeks Having gained valuable experience in both residential and commercial construction as a subcontractor since 2009, Wellington’s Topland Construction is now entering a new phase of business and branching out into renovations for its own clients. Company founding director Martin Tonner says the residential market was quiet when Topland Construction began in 2009, so the business started out doing a lot of commercial contracts for large construction companies including Naylor Love, Armstrong Downes, and Hawkins. The residential market picked up over the past three years, and Topland Construction has been doing a lot of residential building for housing companies, as well as renovating and developing a few properties of its own. Boom keeps Wanaka builder busy Sue Russell Jared Miles always wanted to be a builder and as a stepping stone to making that goal possible, as soon as he left school he undertook a pre-trade course at Christchurch Polytech, back in 1997. Based in Wanaka, Jared now runs his own business and concentrates most of his building activity in the town and some surrounding settlements. “I have just got busier and busier over the years with work in Wanaka and I have no interest in going over the range to Queenstown.” For the past three years Jared has employed apprentice Hamish and together they have built many stunning examples of the residential architecture common to the area, using combinations of schist and cedar he describes as very striking and fitting for the landscape. Looking at his own learning pathway Jared feels the current competency standards
based process apprentices now work through is a good thing. “Back in my time we did a lot of theory first whereas today the process is much more practically based. The best way to learn to build well is to be with a qualified experienced builder and learn from them. Today it is far more hands-on and a better structure with the BCITO supervisor making regular visits.” Jared puts his successful building journey to date down to following a few basic good business principles. His advice to others starting out is simple. “The most important thing is to keep at it. You have to persevere and I found that as I worked up the ladder, taking on more high-end complex builds, things got better and better. It is important to just go at things in measured steps and not over-commit yourself.” He also takes his responsibilities to clients very seriously and says the most important factor in securing a great build is to maintain

open, frequent and honest communication with the owner. “It’s about having their best interests in front of you at all times. Being there with them and right from the start to do your best to get their perception of what they want. If you do this you get a vibe about how they feel about your ideas.” Jared is a member of Certified Builders and says the organisations recent initiative to provide plans to members who request them is a good one. Like many small building companies balancing the time to allow for the necessary paper-work and administration of the
business with time on the tools and downtime can be a bit of a balancing act. Having access to some of the systems Certified Builders offers in that respect is a good thing Jared says. With a couple of contract building jobs keeping him busy for the rest of this year including a beautiful 300sqm, two level home in Wanaka, Jared is happy with where the company is placed in the market. “I can see a time in the future when I will take on another apprentice. We need more tradespeople and with several subdivisions opening up here and in Luggate and Lake Hawea that time may be soon.”

Livingstone Building NZ senior project manager Neville Davy says the project involved extending AGrowquip’s existing workshop, renovating its store area, showroom/reception area and offices. “It was a fairly major renovation,” Neville Davy says. Because the business continued operating from its existing building, close communication to co-ordinate the project around AGrowquip’s business needs was vital from the outset. “It was planning weeks ahead, rather than days ahead, just to ensure that everything ran smoothly for them.” It also meant some work, such as concreting was undertaken at night or during weekends. “There was a fair bit of integrating with them so that they could still operate as a full business. I don’t think at anytime they lost any production because of us during construction.” The finished building is radically different to the original and features a new facade, main entry and John Deere signage and its functionality is also considerably enhanced. “It’s a lot more practical in its use compared to how it was before.” The 12 month project was completed late March and involved six Livingstone
Building NZ staff and about 15 to 20 subcontractors. AGrowquip, chief operating officer Alan Cottington says the company has a longstanding relationship with Livingstone Building NZ. “We’ve always been happy with what they’ve delivered,” Alan Cottington says. The primary need for the expansion, which added about 1500 square metres to the existing building, was to improve its capacity and efficiency in order to provide for continued growth. “To do that we needed a better building that was more aligned with our customers’ needs.” One of the key aspects of enhancing its efficiency was improving the flow of machinery through the workshop. To achieve this, the scope of the project included a larger workshop with improved tooling facilities, a “vastly improved” retail space, plus a better overall working environment including health and safety, and training facilities for staff. “Its really modernised the whole premises. From what was quite an old, dated building with a gravel yard, to a modern dealership facility with nice signage, concrete yard and dedicated parking spaces. “The whole building just looks a lot more professional.”

Aircon Direct are official dealers for both Daikin and Panasonic heat pumps, but also install most other reputable brands. The company’s workload tends to be equally divided between the commercial and domestic sectors. Aircon Direct was involved with Livingstone Building Excellence in the construction of AGrowquip NZ Ltd’s substantially upgraded Hamilton workshop and showroom. The Agrowquip contract is one of several projects undertaken by Aircon for Livingstone Building Excellence. Ian Grant believes this relationship is the result of his company’s track record and quality workmanship. Aircon’s contract included the installation of a central ducted heating system in AGrowquip’s retail area and staff offices, a fresh air and extractor system in its common areas and the installation of Daikin high-wall heat pumps in its staff room. The popularity of heat pumps for both commercial and domestic applications keeps Aircon’s five installers and 2 apprentices busy. However, Ian Grant believes his company offers a point of difference when it comes to

The life of a heat pump can be significantly reduced if it is not serviced regularly, but with servicing the efficiency of the unit is maintained, ensuring energy costs do not increase and performance is not degraded. Aircon Direct has a dedicated IQP approved refrigeration engineer who supplies, installs and commissions residential and commercial chillers and freezers, including servicing and repairing all types of R22, R32 and R410Abased air conditioners and air conditioning systems. Worms, oxygen, behind power-free sewage system Waterflow NZ Ltd.’s best workers are unpaid, never need a holiday and have probably been in existence since the dawn of time. These biological workers happily toil away in the company’s NaturalFlow sustainable and odourless waste-water and sewage treatment systems, developed for both domestic and commercial use. Waterflow NZ director Dean Hoyle, of Maungaturoto, Northland, explains how the power-free system works, with the help of worms and natural aerobic processes. “It’s a waste-water treatment system that uses completely natural aeration processes and natural medias that exist in the environment, instead of pumps and mechanical aerators like conventional powered systems commonly known as AWTS [aerated water treatment systems],” Dean Hoyle says. NaturalFlow consists of ventilated modular chambers incorporating the Wormorator module which is an enclosed eco-system that simulates the decomposition processes of forest floors. NaturalFlow uses two or three in-ground modules, depending on the level of treatment required. The natural media used consists of the likes of bark, peat and lime, with composting worms also being introduced when the system is installed; during the treatment process solid waste is converted to valuable liquid fertiliser. “The end product is a resource that is fed back into the soil the same way the eco-systems of the forest floor turn rotting matter into rich, fertile substances. We’ve installed over 800 systems throughout New Zealand and demand is increasing.”

In researching the system, Waterflow NZ came to the conclusion that, moving up the chain of life-forms capable of digesting solid matter from human wastes, vermiculture and biological processes offer the best means of low-tech treatment for solid waste. “I guess in one sense, the technology we are using would be the oldest technology on earth.” Keys to NaturalFlow are the introduction of oxygen through passive ventilation and the vermiculture processes, making the system aerobic rather than anaerobic, which also assists in the complete breakdown of waste. It has been shown through extensive trialing that the NaturalFlow process reduces solids by up to 95 percent, which is claimed to be unmatched by other systems such as septic tanks and AWTS systems. NaturalFlow meets the New Zealand Building Code regulations G13 and G14, as well as AS/NZS 1547:2012 standards for on-site domestic wastewater management and is accepted by local authorities at advanced primary and secondary treatment levels. Dean says gaining official approval for the system was “quite a journey” requiring education and detailed information to be provided to local authorities because NaturalFlow does not fit in to traditional pigeon-holes, but consenting agencies are quickly understanding and seeing the benefits that come from using the all-natural approach to disposing of waste. Because NaturalFlow uses entirely natural processes, it requires 75% less maintenance than most other systems and operates without monitoring or the need to empty sludge.

Gore builder puts effort back into the game Russell Fredric Eastern Southland Builder Shane Knapp’s passion for his work is framed by more than his Gore-based business alone. The owner of Shane Knapp Building is both a member of Registered Master Builders as well as the current president of the organisation’s Gore branch, a role which gives him a broad perspective of the industry and plenty of contact with other builders and building companies. Registered Master Builders was always trying to help builders to “up our game” in addition to helping them deal with industrywide issues, Shane Knapp says. While the past two years have been busy for most builders, it appears the level
of work in the region may be reaching a plateau. It is builders who have have established a good long-term reputation and built a solid client base who tend to maintain a good work flow, particularly through word-ofmouth referrals, he says. “It is a tough industry to be in, it’s a very competitive market. Obviously the consumer looks at price, it’s a driving factor,” Shane Knapp says. Although a client’s budget dictates building options and specifications, the input of an experienced builder, coupled with a good design can make a big difference to the completed home, he says.

School project a smooth operation Kelly Deeks Mount Maunganui Intermediate has 10 new state-of-the-art classrooms recently built by Bay of Plenty building company Shawn Williamson Building, which completed the project on budget and under time. Mount Maunganui Intermediate needed four new classrooms to cater for a roll increase, another four to replace leaky buildings which had to be demolished, and two to replace old prefabs, which have been rationalised. The $2.7 million project included the build of 10 classrooms in two blocks on a 1000sqm site, with the Ministry of
Education and the school working with project designers Chow Hill Architects to create the largest single cell spaces possible, with spaces opening up to the outdoors. Shawn Williamson Building started building at Mount Maunganui Intermediate in November last year, and delivered the project after nine months, on budget and under time. Shawn says the whole project ran smoothly, and the pupils and teachers were happy to move in to their new spaces a week before the end of term two. Safety, security focus in school redevelopment around the classrooms. The pupils were housed in 10 new modcoms on the school field during construction. The answer is blowing in the wind Russell Fredric Renewable wind generated electricity is a key to the country’s future prosperity and addressing climate change, New Zealand Wind Energy Association chief executive Grenville Gaskell says. He is excited about both the potential and benefits of increased wind generation in providing for New Zealand’s ongoing electricity needs and with assisting in meeting greenhouse gas emission reduction targets. The country’s geographical location in the roaring forties also means New Zealand has one of the best wind resources in the world. “We have the electricity system that’s ideally suited for more wind generation; this combined with our natural advantages in wind speed and wind consistency represent a fantastic opportunity,” Grenville Gaskell says. Total electricity production in New Zealand is currently 82% renewable, largely from hydro, geothermal and wind generation. The Government’s energy strategy includes a target of 90% generation from renewable resources by 2025, however achieving this target requires an increase in renewable generation. “If you look at the landscape we have currently 19 wind farms in operation with a combined capacity of 690 megawatts which provide nearly 6% of New Zealand’s electricity. That’s about the amount of electricity used by 300,000 homes every year. That’s actually not a lot by comparison to other countries, primarily in Europe.” “International wind capacity is doubling about every three years. Overseas it’s just going gang-busters. There were 63,000 megawatts installed last year alone, worldwide.” The government signed the Paris Agreement on climate change in April and has set a provisional target to reduce greenhouse emissions to 30% below 2005 levels by 2030. To meet the target will require an annual reduction of about 19 million tonnes of carbon. The combination of an increased need for renewable electricity generation and to contribute to reducing carbon emissions could be perfectly answered by wind generation, Grenville Gaskell says. There is also a real opportunity to use renewable electricity to reduce the carbon emissions of other sectors such as road transport and industrial heat.

Using wind generated electricity, for example, to recharge non carbon-emitting electric cars would be the “holy grail” for New Zealand in reducing its emissions, but is an achievable long-term goal, he says. However, building more wind farms in New Zealand hinges on market conditions and generators’ deciding the timing of investing in new capacity. Technologies for harnessing wind have advanced hugely over the past two decades; turbines are bigger and better, capacity, efficiency and reliability are improving. The combination of development in wind turbine technology, large scale international deployment and operational experience is significantly reducing the cost of wind generation. At a given site, a single modern wind turbine annually produces about 180 times more electricity per year, and at less than half the cost per kilowatt-hour, than its equivalent of 20 years ago. Tight site throws up logistical challenge Sue Russell Construction of a 17 storey purpose-built student accommodation tower at 5 Whitaker Place, Grafton, Auckland was, at times, an exercise in thinking ‘outside the box’ as it was pouring concrete and steel, according to Kalmar Construction project manager Tim Ellery. Now completed, Tim says the 300 unit build presented logistical challenges given its situation bordered closely by four other occupied buildings. “Liaising with neighbours was critical throughout the construction as we had to ensure minimal disruption to accessing their own sites while ensuring the build’s structural pathway was maintained to schedule as much as possible. There was a lot of goodwill throughout from neighbours, which we really appreciated,” Tim says. Demolition of an original five storey office block on the site was completed by the end of January 2015 and by the time Tim took over project management responsibilities in June, the groundwork had been finished and work building the stories above underway. “Erection and dismantling of the tower crane posed a real challenge given the tight site spacing but Kalmar Construction has
had years of experience building high-rise apartment blocks and so it was just a case of working around issues as they presented,” says Tim. Increasingly, working on less accessible sites is the way building projects such as this now occur in Auckland as older buildings are demolished or converted, wedged in between existing functioning structures. The unique and eye-catching diamond shape of the building, designed by Auckland-based Architects Jazmax with BGT (Buller George Turkington) undertaking the structural engineering, was the result of working creatively to meet Council Light Limit Daylight Angles regulations. “You often see buildings in Auckland with corners cut off. This is because Council stipulates there must be at least a minimum level of light entering spaces inside, so corners are removed to reduce shadow. It also creates a visually softer and more pleasing look.” Each floor contains 20 units comprising 16 standard sized dwellings with their own bathroom and kitchenette area, along with 4 larger sized units with different shapes including an accessible unit with special features.

Council offers partial handover solution • From page 53 The central core of the building holds a single lift shaft with two lifts, two scissor shaped stairs which cross each other, along with various service and storage units. Steel reinforcing of each floor’s concrete in-situ flooring also presented a challenge to be overcome. “The design demanded a significant amount of steel reinforcing the concrete and was very time-consuming. Progress, consequently was slow to start with as initially each floor was taking three to four weeks to complete. BGT were really helpful and flexible when we suggested tweaking the system and as a result as the build progressed we were able to complete a floor every five days.” Delays in the initial foundation work also pushed the completion date back in to the start of the 2016 academic year necessitating further collaborative thinking and problem solving between Kalmar Construction and UniLodge, operators of the accommodation block. The solution to enable a partial handover to occur came from the council, which allowed construction to continue while completed floors were opened for use by students through provision, by Kalmar, of an ‘Occupation Under construction Management Plan’, as Tim explains. “We had to provide Council with a formal plan as to how we would address health and safety and a whole raft of issues that presented with literally working on a building which was also being lived in. A big part was the manner of interface
between those using the building and those still building it, such as shared access, delivery of materials and segregation to meet fire separation regulations but with a lot of co-operation completing the building went very well.” The moulded shape of the building is further enhanced by its unique aluminium
façade blades (louvres) which were specifically over-engineered to enable abseilers to walk on them for cleaning purposes. “I like the way the building has made the patterning of the multi-hued blades an architectural feature in their own right. The building is very pleasing to look at.”
Work on the $20 million project for property development company Whitaker Place Developments was completed in early May. UniLodge Whitaker Place offers its residents an array of student-friendly facilities including lounge, kitchen BBQ area, gym and shared communal social spaces.

The Aranui Wainoni Community Centre was officially opened on May 19 by Christchurch mayor Lianne Dalziel and Aranui Community Trust chairman Rob Davidson.
Blood, sweat and tears behind centre demolished Wainoni Aranui Family Centre, and replaces this and the Aranui Community Hall on Breezes Road, both of which were badly damaged during the earthquakes. The new building is the first new community centre to be built from scratch since the earthquakes, and incorporates the activity, meeting, and office spaces the community lost with the demolition of the family centre and community hall. Residential >> Watts & Hughes Aranui Wainoni Community Centre Watts & Hughes was the project’s main contractor and its quantity surveyor Stuart Shackle says while Watts & Hughes always wants to do its best job, it was a particular goal for this project in an area which had been knocked around so much by the earthquakes. “We’ve seen what the people around there have had to go through,” he says. “We always want to put up something we can be proud of, and we hope the community will use it to its full potential. It’s an amazing complex for them.” He says Watts & Hughes has shed blood, sweat, and tears over delivering this project, and it contained various ‘unknown quantities’ with features the team had never dealt with before. Watts & Hughes had never undertaken anything like the building’s decorative precast concrete panels before, and nobody knew how they were going to come out. Even the company which produced the moulds, Xtreme Joinery, had never done something so highly detailed, and it was a team effort which came out extremely well and has opened up a wide range of possibilities for the future of decorative concrete. Stuart says the centre’s anti-graffiti system was another unknown quantity. There is a ring around the perimeter of the building with sensors that trigger when someone gets within a certain distance of the building and set off the sprinklers, dousing the building with water so any spray paint won’t adhere, and the person trying to graffiti will get saturated as well. “No one had really dealt with anything

and the company hopes the Aranui and Wainoni communities will get the most out of their new building, and look after it.
Decorative panels a triumph for company Providing the complete joinery package for the build of the Aranui Wainoni Community Centre, Christchurch’s first new community centre to be built since the earthquakes, was a pretty nice job for local company Xtreme Joinery, but it wasn’t just its woodworking expertise the company supplied to the project. At first, the project’s main contractor, Watts and Hughes, couldn’t find anyone able to run the pattern for the building’s decorative precast concrete panels. It was a highly intricate and detailed design by Aranui artist Dallas Matoe and nothing like it had ever been made out of concrete before. One possible solution was a 3D printer in Auckland, but with Watts and Hughes wanting as many local people working on the project as possible, in particular people from Aranui and Wainoni, Xtreme Joinery, with its factory three blocks away from the new centre, was asked to come up with the mould to create the decorative precast concrete panels. “Dallas used to lease some space in our factory, so we knew him and his work, and we were confident we could make these moulds,” says Xtreme Joinery founding director Loz Shatford. “I was terrified about putting our price in, as it was such a crucial hinge point for the whole project.” But he got it right, and Xtreme Joinery secured the job. As well as bringing
Dallas’ design to life on the front of the building, Xtreme Joinery also provided the new community centre’s kitchens, cupboards, vanity units, desks, and bench seats in the changing rooms. While Xtreme Joinery has more than 10 years of joinery experience, specialising in stairs and all the associated components, Loz says the precast concrete mould required a huge amount of trial and error. Xtreme Joinery was under pressure to come up with something that had never been done before. Consultants, project managers, architects, concrete specialists, and Dallas all got involved and all seemed to have a different opinion on how it could be achieved. Once the design was delayered so it could be successfully run on a CNC machine, it needed to be cast, and that presented its own issues with first too large aggregate then MDF moulds causing chipping. Watts and Hughes suggested polystyrene moulds, and the panels were cast successfully. Aranui Wainoni Community Centre is part of a changing landscape in one of Christchurch’s hardest hit areas in the earthquakes. The once drab and run down state house area now has a new library and some new upmarket state houses, as well as the most sophisticated and highly detailed concrete work in the country.

The consent phase was split into three stages: Foundations, building structure and building fiout and envelope and all were procured within the pre-determined timeframe. The building foundations were a combination of shallow strip foundations over driven timber piles. Some issues were encountered with the ground conditions due to the time of year when the earthworks commenced as well as the fact that the existing substrate is clay so it could not be re-used as fill because it cannot be compacted. In some places it was possible to introduce lime stabilisation to reduce the moisture content of the existing clay. There were a number of variations and scope changes required during the project which were initiated by either Progressive Enterprises or the owner operator. We were, however, able to reach a compromise with the client which allowed us to achieve early completion of the project which was beneficial to all parties. There are key differences between Countdown and Fresh Choice stores, particularly in colour schedules; polished floors in the retail area; meat rails are installed in the meat preparation area; trundler bays and pylon signs are supplied by the main contractor and the involvement and interface with the operator is significantly greater with Fresh Choice than with Countdown. In keeping with our philosophy of supporting the local economy, almost all the contractors, sub-contractors and suppliers we used on this project were Tauranga-based. Judicial precinct a 10-year development Kelly Deeks National building company Watts & Hughes Construction has spent the past 10 years working on the development of Manukau’s judicial precinct, first building Manukau Police Hub complete with police headquarters and detention facility, and more recently completing the construction of a new, fourlevel court facility as well as the upgrade and refurbishment of the existing Manukau courts. Watts & Hughes Construction began work in 2006 on the construction of the new district police headquarters and detention facility. The three stage project included 100 cells, custodial, public, and staff areas, and a civil works component with the construction of an underground tunnel connecting the Manukau Police Hub with the Manukau courthouse for prisoner transfers. Watts & Hughes senior project manager Dennis Saunders says that project was awarded using a collaborative contract where Watts & Hughes provided input, as appropriate, to comment on material selections, materials costs, and general buildability.
“The project was completed on time and significant savings were made to the original budgets,” he says. The latest phase of the $50 million Manukau Precinct project comprises a new insitu precast concrete building, with membrane roofing, and exterior cladding made up of brickwork, Neolith panel system, and glass block walls, all with aluminium joinery. The new building provides secure car parking, new courtrooms, jury rooms, assembly areas, custodial, judicial circulation spaces, and ancillary rooms. The refurbishment of the existing building included the new and upgraded judges’ chambers It was another successful completion of a public project on time and on budget for Watts & Hughes Construction, which enjoys working with professional organisations such as New Zealand Police and the Ministry of Justice. Senior Project Manager Dennis Saunders and his team have been back working with the Ministry of Justice again since December, when Watts & Hughes Construction started on the Auckland High Court custodial court upgrade project. New team dedicated to Z energy projects Kelly Deeks Having now successfully completed its first tier one Z Energy service station development with the build of Z Energy at Kahikatea Drive in Hamilton, national building company Watts & Hughes Construction has established a new team solely dedicated to the highly technical and complex work involved in Z Energy projects. Watts & Hughes built its first Z Energy service station at Takanini in 2015, as part of a larger retail development package contracted straight to the developer. “Z Energy were impressed with our work and our professional attitude to safety and quality at Z Energy Takanini, and we were approached to register our interest for future contracts,” says Watts & Hughes contract manager Steve Gutteridge. “We’re dedicated to keeping the same background staff on all the main Z contracts, and the only thing that will change is the site manager due to location and availability.

“Z likes to deal with the same people, and our team is dedicated to this work and now experienced in building the largest of Z sites.” The Kahikatea project was Watts & Hughes first tier one Z Energy service station build, where a greenfields site was transformed into a $4 million station with a 220sqm shop, eight fuel pumps with diesel on every lane of the forecourt, and a large canopy overhead. Hamilton’s notoriously difficult to build on peaty ground conditions were a huge challenge in constructing the service station. Six months prior to the build beginning, 3000cum of sand, weighing about as much as the new building, was pre-loaded on to site, piled two to three metres high to compress the peat before excavation could begin. “We were digging through peat with a high water table so we had to do a lot of dewatering,” Steve says. “We had to constantly pump out excess water where the foundations went in, and also where three fuel tanks were placed 3.5m deep into the ground.” Watts & Hughes Construction and

Groundworks a challenge in service station build tank installer Armstrong McGovern Fuels worked together to lower and secure three 50,000l tanks into the ground, and connect all the fuel lines to the dispensers. The tanks were strapped down and secured with large, concrete anchor blocks and the hole backfilled with pea gravel, then the tanks were filled with water to keep them in position as the ground water rose. The 23 tonne canopy was built one metre off the ground, including the plywood fascia, roofing iron, roof netting, and a timber handrail, and then lifted by three cranes into position on top of preinstalled canopy posts. With the safety equipment already in place the roof could be safely spread and the canopy could be welded to the top of the canopy posts. Steve says the interesting part of projects like this from a construction point of view is working with the fuel lines, which is a completely different element to most construction projects. Health and safety is a crucial part of working in such a hazardous environment, and requires extensive preplanning, including submitting the health and safety plan around a particular task a week prior to doing it. Auckland council has contracted Wellington and Porirua City Councils to help process record consent applications.
Auckland council gets in help for consents Auckland Council works with Wellington councils to issue consents as the building boom gathers momentum. Auckland’s building boom continues to steam ahead, showing no signs of cooling off. A record 23,220 building consent applications were received in the last year, up by 12 per cent. To manage the heavy and continual volume, the Auckland Council consents team has contracted Wellington and Porirua city councils – initially for 12 months - to process consent applications. Auckland Council building control processing Manager Doug Naylor has been involved in building consents for almost three decades, and reckons this is the highest surge in applications he’s seen. “Demand for consents has been relentless. The numbers continue to rise and as a result to manage the constant workflow we’ve brought in the consents teams from Wellington and Porirua to help ease the work flow,” says Mr Naylor. “It’s been great working with the other

Wellington councils. “They have both been very accommodating and professional. And, as a result we’ve been able to effectively process more building consents and keep up with demand.” Auckland Council’s building consents division is also currently recruiting. The sheer volume of consenting required has resulted in a much needed boost in staff numbers. “The boom has made it difficult to find experienced design and construction specialists the council – and the wider industry – require to meet demand. We’re moving as quick as can in getting the right people on the job,” says Mr Naylor. The council has also approached the resourcing challenge by making greater use of technology, stepping up training and development programmes and tapping into consent processing capacity in other parts of the nation.

The council is currently in negotiations with a number of other potential providers. The increase in consents is partly due to the establishment of 154 Special Housing Areas across Auckland with a potential yield of 56,000 new homes. Wellington City Council Building Compliance and Consents General Manager Mike Scott says there haven’t been any logistical or administrative
issues processing consents for Aucklanders. “Wellington City Council has longstanding connections with Auckland Council, and this is a natural extension of our collegial relationship and is beneficial to both organisations and cities,” he says. Historic Mona Vale restoration near completion Coffee and cake will be back on the menu at the historic Mona Vale homestead this summer, with the building restoration entering the final stages. Structural strengthening is almost complete, with the final electrical and plumbing work now underway ahead of a fit-out for the former café and restaurant, which has also been a picturesque venue for weddings and other functions in search of some old-world charm. Richie Moyle, Christchurch City Council’s Heritage Rebuild Manager, says the $2.8 million restoration project is ontime and on-budget “This building suffered significant damage in the February 2011 earthquake, mainly due to the brick construction. But the work to repair it is nearly complete and it’s looking great. “We’ll be handing the building back to the tenant – Continental Catering – for their fit-out and they expect to be open by September/October. They are already taking wedding bookings for this summer,” Mr Moyle says. Since work began in January 2015, the building at 63 Fendalton Road has undergone a complex and intricate restoration, with substantial parts of the masonry and heritage fabric being carefully taken apart and then put back together again. “In terms of a restoring this building, it has been challenging,” Mr Moyle says. “Every brick here was cut specifically to fit, so every external-facing brick that could be reused has been individually numbered and placed on a pallet as we deconstructed each section. “In some parts we’ve had to rebuild it by interpretation because there was just nothing left. “Heritage-wise, it will be exactly as you remember it, but in terms of a venue, it

will be amazing. It has all new plumbing, electrics, heating – everything has been upgraded,” Mr Moyle says. “It will be a great place to come for your coffee again and it’s wonderful for the city to have another of our tourist assets back in action.”
New carpets, curtains, and furnishings have been chosen for the fit-out in consultation with heritage experts. On completion, the building will reach 67 per cent of New Building Standard. Formerly known as Karewa, Mona Vale was built in 1897 for Frederick Waymouth.
In 1905, heiress Annie Townend purchased the property and renamed it “Mona Vale” after her mother’s birthplace in Tasmania. The homestead passed into public ownership in the 1960s, and is one of the major tourist attractions of Christchurch.
