I am the Chair of the recently formed Ipswich Waterfront Residents Association (for IWRA - see page 4) The Association is excited to introduce a monthly magazine and website, dedicated to our stunning Waterfront! Sadly, until now, there has not been an effective form of communication between commerce, the local authorities and aimed specifically at the residents themselves.

Introducing the IWRA WRITTEN BY STEVEN JOHNSON The IWRA is Ipswich’s newest residents association, specifically focusing on improving the communication between the residents of the Waterfront area of central Ipswich, the local authorities and the wider, business community. Chairperson of the Association is Richard Stewart, who owns and runs businesses in the area and lives, overlooking the Marina. Richard explains his philosophy behind getting majorly involved in the area in which he lives. “I have lived and worked locally for the majority of my life and was schooled here as well. Therefore, at a very basic level, I have a great deal of affection for Suffolk, Ipswich and in particular the ongoing resurgence of the Waterfront area”. Richard continued. “A common perception of a residents association, is as a group of people with nothing better to do, who busy themselves with trivial matters once a month, over tea and biscuits. I have never been one to ‘busy myself’ unnecessarily with matters in my particular neighbourhood, but having watched the Waterfront grow and grow in stature over the last decade, I was amazed that an organisation didn’t exist that specifically gave a voice to Waterfront residents. As importantly, I was amazed at the lack of communication between the local authorities and the residents”.

Richard then elaborated on the ‘Waterfront Life’ branding aspect. “Coupled with my last comments, creating a brand for the IWRA gives a fantastic opportunity for the Waterfront businesses to market themselves more effectively to their core audience. The by-product of this is, of course, the ability for the Association to use this advertising revenue to produce a magazine and website, opening up this much needed communication from the business community. Just looking at the quality of the ‘Waterfront Life’ branding and therefore the quality of the businesses that are supporting the IWRA, gives residents and indeed visitors, an idea of how much the business community also wants to attach itself to this innovative idea”. Richard finished by explaining the benefit to the wider audience. “’Waterfront Life’ magazine will be displayed in various businesses’ waiting rooms around the area - transportation being an important factor - and then there is the fantastic website. This opens up the opportunity for past and future visitors to see what is being done to improve communication and of course, for these visitors to be brought back time and time again. IWRA is a legally recognised body and membership is open to all residents of the Waterfront locality.

Is Ipswich fulfilling its potential as a PROPERTY HOTSPOT? WRITTEN BY NICK GOLDING Just over a year ago, Ipswich was hailed as a property hotspot to watch over the next decade; with experts predicting house prices could soar in the area. A survey was conducted by HouseSimple, mapping out 10 areas in the UK where untapped potential and lower house prices could spark a boom in demand, with Ipswich appearing among the most promising areas. At the time, the survey highlighted key features, such as the growing student population, development plans for more than 15,000 homes and strong public transport links with London, Cambridge and other desirable areas. Coupled with the regeneration of the Ipswich Waterfront, it was clear why experts would have considered Ipswich to be up and coming. Last year’s story reported that demand was outstripping the supply of available properties, but is Suffolk’s county town living up to expectation? ONE YEAR ON A year on and the prophecies do appear to be coming true, with eMoov’s National Hotspot Index listing Ipswich in position 4 of its Top 10 hottest property spots for the first time. Rising house prices in London, followed by changes in stamp duty legislation and income tax allowances for landlords, have caused something of a ripple effect, which has led to properties 6 • D E C E M B E R 2016 • WAT ER F RO NT LIF E

in IP postcodes becoming a valuable commodity for homebuyers, either looking to live in, or let out their property. University Campus Suffolk has also seen a rebrand of sorts, becoming the first independent university in Suffolk, further boosting its profile in the national university stakes. Without doubt, this has lifted the town’s housing market (particularly around the Waterfront) and provided a boost to local businesses, creating a real buzz in the area. THE EXPERT’S VIEW Jamie Redbond, director at Nicholas Estates, commented that “Although nearing Christmas, the property market in Ipswich is particularly buoyant, with many buyers coming from outside the area seeking more favourable house prices”. “Low crime rates and popular destinations – such as The Waterfront, Christchurch Park and Felixstowe being only a stone’s throw away have contributed to growth in the town’s housing market. It’s an exciting time to sell and rent property in Ipswich, and we see this trend continuing in 2017”. The next decade looks very positive for Ipswich and the surrounding area. Development is continuing apace, matching a high demand for properties and with house prices rising, the town looks set to continue its climb.

THE COFFEE A LOOK INSIDE SOME OF THE WATERFRONT’S COFFEE SHOPS TRIED & TESTED : CAPPUCCINO CULT CAFE

A pleasant drink and a generous cup size. If we’re being extra fussy, this coffee needed a little more foam/froth to be called a cappuccino (should be equal parts espresso, steamed milk and foam) but this doesn’t change the overall quality of the drink. Lovely!

THE GRAZING SHEEP

Delicious drink with quality microfoam (tiny bubbles) on the top. Chocolate flakes gave this cuppa a bit of personality compared to the usual chocolate powder. It was served with a crumbly piece of homemade shortbread too which was a nice and unexpected touch!

DANCE EAST

A lovely cappucino, the coffee wasn’t especially strong but properly poured and served with milk chocolate powder, which I prefer as sometimes a dark chocolate powder can make the overall drink a little bitter. Nice, comforting drink on a cold afternoon.

COFFEE LINK

The strongest espresso of them all and a proper coffee in my opinion - as you would expect from a specialist coffee shop that roast their own coffee beans. Served in three different cup sizes you can make this drink last as long as you want it to.

INSPIRATIONAL” CULT CAFE JAMES HEHIR BUILDING TIMING WEEKDAY LUNCHTIME FIRST IMPRESSIONS The cafe bar occupies the ground floor of one of the University buildings on the Waterfront. The cafe has a modern feel, but is decorated in a shabby chic style, so add quirky to this assessment. With outside seating added to the equation, a lot of the tables overlook the water. SCORE 4.5/5 AMBIENCE & GREETING There is a great mixture of customers. I was joining yummy mummies, students/ teenagers, families, couples & businesstypes. Very eclectic and it just works in the environment. There is a relaxed/chilled out vibe and you can tell that the cafe would effortlessly move in to evening/bar mode. At lunchtime, I did not feel as though I was in a bar. The welcome from the bar staff member was fairly neutral. SCORE 4.5/5 SERVICE Nothing too much to say about the service, as it was merely ok. The young lady that served me was polite, but didn’t engage in any conversation. SCORE 3.5/5

The popular pre-conception around Cult Café (Cult Bar as it’s also referred to locally) is that it is the Student Union bar for University of Suffolk. Whilst this may be the reputation that has attached itself to the venue, Claire, our seasoned mystery diner tries to set the record straight...

MENU Wow, well here comes the curve ball. I was fully expecting fairly standard fare.... typical cafe stuff like sarnies, baguettes & crisps. I could not have been more wrong. The menu is nothing short of inspirational. Diverse and nodding its head to several cuisines all at once. Usually, I am not a fan of food outlets that don’t seem to have a culinary direction, but again with Cult Cafe....this just works. From Italian, to Oriental, to Mexican and right through to the best sounding loaded chips that I have seen on a menu for a long while, the chef(s) have created wonderment. Added to this is Cult’s deli counter area, where you can find freshly prepared sandwiches, salads & soup - all available ‘to go’. SCORE 5/5

FOOD Choice wise, I opted for a ‘Bento’...... which the menu describes as “a steaming combo platter of loveliness! ...a mound of rice with our gorgeous mai-kee sauce, miso noodle soup, house salad & djanga pickle” The menu tells you that “you make it Bento-ey” by choosing two additional accompaniments and these include varieties of meat, prawn, tofu & onion. The meal arrives in an appealing sectional tray and has a street food feel about it. Very tasty and full of flavour. I would have scored this section a full 5/5, but the tray had sat at the hotplate for a few minutes

TOILETS The ladies toilet features some outward opening doors and from personal experience, this is a joy when it comes to prams, buggies, disability aids etc. Although I am fortunate to be ablebodied, I like the fact that the disabled cubicle is set within the ladies toilet. I am sure that it won’t come as a shock to state that us ladies do like a joint toilet visit and therefore a friend with a disability is included in this, rather than forced to use specific facilities. I like this a lot and more venues need to think about these factors. SCORE 4.5/5

STANDARDS & DECOR The venue is clean & tidy, despite the mis-match of furniture, which I felt added to the appeal.....sofas, booths & dining tables/chairs all feature. SCORE 4/5

Cult Cafe is both a café and a bar and seamlessly joins the two facets. The location and the ambience are spot on and the clientele is perfectly mixed. The menu is a breath of fresh air and the chef(s) should be proud of what they have achieved and pat themselves on the back for not being boringly predictable. The food is well presented and very tasty.

WRITTEN BY JANET TE WAND When deciding to make a Will, we all want to ensure that all eventualities are covered as best as they can be even though the future is uncertain. One decision that may require special thought and consideration is deciding who to leave our personal belongings to. This becomes even more of an important decision if the personal belongings have sentimental value. There is the ability to include a clause in the Will which lists exactly who receives what; however this could cause the Will to become lengthy and would not allow for much flexibility. Instead you can put a clause in your Will saying you want your executors to refer to a letter of wishes which offers guidance to those dealing with the belongings.

The list, which would be kept alongside the Will for safekeeping, identifies the trusted individual who will distribute their belongings according to the list. Having this in place could prevent potentially hard feelings amongst family members about who gets what.

WINE RACK

Ever since intended developers City Living went in to administration in 2009, the so called Wine Rack has been a skeletal feature on the landscape of the Waterfront. Here our colleague Steven Johnson explains the latest on the future of the building. The future was bright, Ipswich Waterfront was an area that was having millions of pounds pumped in to it and a place where any property developer worth their salt was investing heavily. The year was 2007 and the building that is now known affectionately – if that is the right terminology – as the Wine Rack was being born out of an architect’s drawing board. The project was being built by property developer City Living Developments (Ipswich) Limited and was to be an iconic part of the new façade of buildings facing the wet dock. Fast forward to 2009 and with a property recession in full swing, City Living called in the administrators. To be fair, the very late 2000s went on to witness a grave financial crisis, with rising global commodity prices and a subprime mortgage crisis, that infiltrated the entire British banking sector. 18 • D E CE M B E R 2016 • WAT ER F RO NT LIF E

So, only partly built and with its concrete underwear on full public show, the Wine Rack became an unwanted emblem of property negativity for the area. Fast forward to 2016 and after many speculative stories of interest in the building, a new owner emerged. A Mr John Howard. John left school at 17 to join the family estate agency business and by the age of 19, John had taken over the business. As Managing Director of Ipswich Wharf Developments Limited, John’s recent acquisition of the Wine Rack sees him intending now to complete the scheme; to comprise 147 contemporary residential apartments and three ground floor commercial units. With the development being granted retrospective planning approval by Ipswich Borough Council, works are due to commence in the early part of 2017. We hope regularly to feature the development of the Wine Rack in future articles in print and online, so please watch this space - and of course, activity around the Wine Rack itself.

Costing a predicted £100m to build, but with an anticipated £600m worth of economic and transport benefits for Ipswich, the three Upper Orwell Crossings are still dividing opinion. Here our editor Richard Stewart explains where the project is currently at. The majority of Waterfront residents that I have spoken to are agreed….the area needs more river crossings; serving both vehicles & pedestrians. Whether your reasoning is traffic flow, personal convenience or any of the multitude of other talking points, the area feels disjointed. Add to this the issues caused to the area whenever the Orwell Bridge closes and surely additional, vehicular river crossings are a ‘no-brainer’? The first round of consultation was launched on 1 July 2016 after Suffolk County Council received a provisional funding agreement of £77million from the Department for Transport for the Project; a Project which had, thus far, demonstrated how the proposed crossings would support investment, enterprise and regeneration in Ipswich, and would relieve congestion and improve connectivity for all road users.

The consultation aimed to raise awareness and inform businesses, residents and local communities about the project, its objectives, the planning process. It also aimed to provide the opportunity for people to have their say about the proposals. 743 people duly obliged, with 88% saying the most important aspect of the crossings was the reduction in congestion. 82% of people believed another important aspect of the project was the continued investment in Ipswich Waterfront. With regards to the impact of the crossings, 82% of people said the visual appearance and design quality of the crossings were important factors. As importantly, Project managers are continuously at pains to clarify that full consideration will also be given to the locations of the crossing and the types of mitigation required to address traffic impacts. The designs of the crossings are currently part of a Royal Institute of British Architects (RIBA) competition to select an architectural team, with a decision to be announced in early 2017. As Chair of the IWRA, I will ensure that lines of communication are kept fully open, throughout this entire process.
