NORTHERN NAVIGATION NEWS - SUMMER 2014 EDITION YORK SAFETY BOAT CHARITY There is a new charity in York – York Safety Boat, led by Dave Benson. Drax Power and Doosan Babcock have so far donated £500 each. Jayne Ragg and Suzanne King have already raised £1,160 by doing the Three Peaks challenge However, a total of £30,000 is needed to provide a boat and volunteers, so donations welcome. Their website: www.yorkrescueboat.com has all the information about this worthwhile project on it, plus flood warnings and weather forecasts. Well worth a look.

SAFER YORK PARTNERSHIP Meanwhile the Safer York Partnership is getting involved through Julia Mulligan, The Police Commissioner for North Yorkshire, is holding River Safety Summits in York. I understand that one has been held so far and a second has been postponed. I attended one of Julia's Surgeries in York at West Offices (the City of York Council's offices), and raised several issues with her, including river safety and mooring security at Marygate Landing.

THE RIVERS FORUM In the North Riding Branch (IWA) we are keen that all the players in providing services for boaters and users of York's and North Yorkshire's waterways should be talking to each other on a regular basis. When the original section was formed back in 2006,I was invited to attend an ad hoc group that was convened by York City Council and hosted by the Emergency Services (The Fire Brigade). It was chaired by David Meigh of York City Council. This was The Rivers Forum It met several times a year, and everyone from Yorkboat to fishermen’s' organisations; to the local marina owners; to the boat clubs attended the

meetings. No minutes were taken, but it was a good forum for people to meet and exchange information and ideas. More recently, The 800th Anniversary of York's Charter in 2012 was organised by a committee that met at York Motor Yacht Club in Fulford. Again a wide range of people attended the meeting on a regular basis and the, delayed, event was a great success. Again, representatives of Boat Clubs from Ripon to York attended the meetings, as well from York City Council and marina owners. Granted that it was a much smaller group, but it would be a start if it met again occasionally. Perhaps as a reconstituted 'Rivers Forum'. The North Riding Branch (IWA) would be pleased to convene the meetings, if York City Council agreed to provide a venue at West Offices, York. INFORMATION FAIR On Wednesday 10th September 2014, York Older Peoples' Assembly is holding its annual information fair. A wide range of service providers, charities and statutory bodies will have stalls in the Guildhall and the Spurriergate Centre. North Riding Branch (IWA) is having a stall so as to recruit new members and add to the team of Lock Keepers for Castle Mills Lock. HISTORY WALK The Fifty Plus Festivals starts on Saturday 27th September 2014 and North Riding Branch (IWA) is organising our annual history walk along the banks of the River Foss with John Oxley the City of York Archaeologist. Meet at Monk Bar at 2.00pm and the walk proper starts at Monk Bridge Gardens and finishes at the Castle at 4.00pm.

BOATERS’ FACILITIES IN YORK (CONTINUED) This sorry saga drags on. Cutting a long story short, the planning consent in 2006 for what is now The Star Inn which opened last year, included full reinstatement of boaters' facilities when the Museum Gardens toilet block was demolished. As many have already found out, this has NOT happened. While the water point has been relocated closer to the river (good), there's no dedicated toilet (there are two disabled-style hidden round the back, neither with BW key) and worst of all, no elsan disposal. I've seen the original documentation, which refers to "sluice", and my guess is that somewhere over the years that word was translated into "mop-and-bucket point" which is next to the kitchen door. The council accept that the current facilities fall very far short of the original consent and are negotiating with the developers to make them meet their obligations. However, for various reasons this has dragged on, and I can't see construction starting in time for this season, though I'd be delighted to be wrong about that. Obviously the IWA will keep a watching brief. Mike Cadoux

A MEMBER BODY OF THE TEES RIVER USERS’ TRUST CELEBRATES ITS 150TH BIRTHDAY John Reeve, IWA TRUT Director, reports Tees Rowing Club, a member of the Tees River Users’ Trust with its River Tees Water Sports Centre, celebrated the 150th anniversary of its foundation. About 100 Members travelled from Teesside to the Henley Royal Regatta. As well as competing in the regatta, a representative 8 crew rowed a “lap of honour” along the competition course. Among the crew, including senior members, was member Kat Copeland. Kat is joint Olympic Champion in the Ladies’ Lightweight Double Sculls. The lap was filmed by the BBC and was followed by an interview with the club president John Green and Miss Copeland. This was featured on the BBC’s Northern News. Tees Rowing Club is one of the oldest in the country. For most of its life it rowed the Tees tideway. By the 1990s it was

based in a warehouse-style building off Boathouse Lane which runs upstream from the north side of Victoria Bridge. They had secure boat storage but few facilities. Training was also dependent on the tides. Therefore, it is not surprising that they joined the IWA and other local river users to become a key supporter of the Tees Barrage Project. Their officers joined me as we negotiated with the Development Corporation. On the incorporation of the Tees River Users Trust, the Rowing Club, IWA and several other local river clubs were invited to nominate directors of the Trust. Shortly after that, the Development Corporation was disbanded and the Barrage & River Authority was transferred to the Commission for New Towns (as it was then). Tees Rowing Club were by far the biggest river users with the largest membership. Therefore, they were leaders in the campaign and subsequent fund-raising to provide a new, purpose-built water-sports facility. They had strong links with British Rowing and Sport England, and also a saleable freehold property that could be put “on the market” once a new home was built. The main funder was Sport England who insisted that it be a “multi-water-sport” facility. The Trust was fortunate as the TDC had bequeathed a “leasehold” site. It took about 2 years to raise the funds to design and build the River Tees Water-sports Centre. The centre is located at the upstream head of a 1,000 metre competition course. When the course is in use for competition, or by powered craft, there is easy access upstream.

Earswick to downstream (south) of New Earswick on 19 June. Three teams of four covered both banks, where access was possible, and also picked up litter. There was satisfaction in pulling up the shallow routed HB and knowing that previous years’ efforts had been successful in greatly reducing the amount of HB. The participants were also shown Japanese Knotweed and told of the dangers this presented.
