ver the past six years, the State of Wisconsin has taken bold steps to enhance its economic competitiveness in both the national and global economies. At the same time, a massive

demographic shift is underway, placing Wisconsin companies and

communities at risk. Without a substantial volume of educated and skilled talent, businesses’ ability to innovate and grow will be diminished, resulting in slow economic growth which negatively impacts our quality of life in Wisconsin. How Wisconsin positions itself to be competitive against other states is increasingly important. States that have a vibrant economy and capacity to develop, attract and retain talent will win. Those states that do not strike a balance, will be at a sustained disadvantage. Every business, governmental unit and not-for-profit must understand our current state of affairs and the challenges that lay ahead.

John Koskinen served as the Chief Economist and Administrator for the Division of Research and Policy Analysis, Wisconsin Department of Revenue (DOR) from 2007 until 2015. He rejoined the DOR earlier this year as the State Economist to the Secretary. Koskinen has testified on the Wisconsin economy before multiple standing committees of the state legislature.

Koskinen has his B.A. and M.A. in Economics from Marquette University. He has done additional graduate studies in economics at Northwestern University and computer science at the University of Wisconsin.

Dennis Winters is a nationally recognized expert on human resource challenges in the competitive global economic environment. Winters has presented on the increasing value of talent to numerous audiences, including the Milken Global Conference, the Society of Business Editors and Writers, the National Association of State Legislators, and the Council of Chief State School Officers.

Winters has expertise in economic analysis, modeling and forecasting; encompassing everything from designing commodity derivative strategies to long-term policy initiative scenario assessments. Winters was educated at the University of Wisconsin - Madison and Colorado State University.


Secretary Raymond Allen leads the state agency charged with building and strengthening Wisconsin’s workforce. He was appointed to the position by Governor Walker in January 2016.

Secretary Allen directs the state talent development agency with an annual budget of over $450 million, over 1,600 employees and six divisions. Located within the Office of the Secretary are the chief legal counsel, communications staff and Office of Policy and Budget. Secretary Allen is the former publisher and owner of The Madison Times. He is a partner and Vice President of Madtown Paradies, which operates retail stores in Dane County’s Regional Airport. Secretary Mark Hogan’s work experience includes almost four decades at M&I Marshall & Ilsley Bank and BMO Harris Bank. He retired in 2010 as M&I’s executive vice president and chief credit officer before signing on to serve as senior adviser to BMO Harris in 2011. Hogan served in this role until being appointed by Governor Walker to his current position in September 2015.

A Green Bay native, Hogan earned a bachelor’s degree in finance from the University of Notre Dame and received his MBA from Marquette University.
