More mall contamination New Department of Natural Resources reports show another plume of contamination on the former Wausau Center site contamination since a new amendment to the development agreement came before the city council just last week. “I hope that, moving forward, this type of information is provided to the council in a more timely way — or provided at all, for that matter,” Kilian said in a statement to City Pages. “Had it not been for private research, I would not have even known about this issue and the new open ERP site.” City Environmental Engineer Kevin Fabel says the contamination isn’t “new” per se, because the area is considered separate from the former mall property. It will follow the same procedures for closure as the previous contamination sites.

Chief announces potential homelessness solutions following sobering video Wausau Police Chief Ben Bliven has a series of recommendations about how to start working on the homelessness problem downtown. Those recommendations came after Bliven showed a 30-minute video of various calls police responded to downtown involving homeless individuals. The video began with a man in the Jefferson Street ramp banging on the walls with a hammer and screaming obscenities. As police calmly ask him to stop, he continues hammering and screaming until finally stopping, putting the hammer down and allowing them to arrest him. The video continues, depicting homeless people drinking on the 400 Block stage, sleeping, drinking and having sex in the ramps, as well as numerous fights and assaults at the

Two parks in the Weston area have experienced vandalism, Everest Metro Police Department officials report. A number of parks needed parks staff to clean up graffiti left by vandals in those parks, police say. Police on Facebook said they couldn’t share images of the vandalism because they’re littered with profanity. The parks in question were Kellyland Park, including dog park, and Machmueller Park, both in Weston, police told City Pages. The graffiti incidents occurred on May 8 and May 9, police officials say.

With the election only about one month prior, the county is already looking to fill a vacant county board seat. The county’s executive committee Thursday voted to advertise for a replacement for District 24. Peter Hansen was elected to the seat on the April election — he was the only candidate to run for the position. Recently Hansen has already submitted his letter of resignation, leading the board to seek another candidate. Although each one is discussed individually, the Executive Committee typically solicits new potential candidates for open seats, who then interview with the county board chair and vice chair. County Clerk Kim Trueblood said there are a number of questions her office still has into the state elections commission that have not yet been answered. For instance, the nomination period has already begun for races on the November ballot - would candidates for the open board seat be able to get a special nomination period if an election were held? The committee ultimately chose to undertake the appointment process.

A trustee usually has quite a bit of discretion in their management of a trust’s accounts, money, and property (known as assets). At the same time, as a fiduciary, a trustee also owes the trust’s beneficiaries a duty of loyalty, which prohibits the trustee from self-dealing. Self-dealing happens when a trustee uses the trust’s assets for their own benefit instead of for the beneficiaries’ benefit. Self-dealing can be hard to identify in practice and is often done in ignorance, particularly when there are complicating factors such as the trustee also being a trust beneficiary. Examples include a trustee making gifts to themselves from the trust, borrowing money from the trust, investing the trust’s assets in their own business, and selling property to or buying property from the trust. Compass Properties, which owns the Washington Square/Third Street Lifestyle Center where many issues with homeless individuals occur, have offered to help pay for the CSOs, Bliven told the committee. And, Bliven says, the city attorney is working on drafting a littering ordinance.

City officials are reacting to a new report of toxic contamination found at the former Wausau Center mall site earlier this year. A report submitted to the DNR in late April shows elevated levels of polynuclear aromatic hydrocarbons and tetrachloroethene found on the site. The contamination is found in an area between the former JC Penney area and the current HOM Furniture building. The report was submitted to the DNR in late April but the actual investigation was conducted in early March, according to the report. The report was submitted by environmental engineering firm REI, as part of a Phase II assessment. Phase I assessments involve collecting all available tests and documentation from a site; phase II assessments involves doing additional testing. The city of Wausau is listed in the report as the responsible party for the site, with Public Works Director Eric Lindman as the contact. Lindman did not respond to City Pages’ request for comment. The area is currently being developed by Wausau Opportunity Zone, a forprofit entity formed by area non-profits to transform the mall site into new residential and commercial space after the collapse of Wausau Center. A special meeting of the Economic Development Committee on the next phase of the mall redevelopment is expected to be scheduled soon. No meeting has yet been scheduled as of press time. Alderperson Tom Kilian, who has been critical of the project and whose district the project is in, said he was disappointed the council didn’t get an update on the

A former Portage County executive has been named Marathon County’s newest deputy administrator. Chris Holman has been named to the position, according to a release from Marathon County. Holman served recently as Portage County Executive for one fouryear term starting in 2018. Holman didn’t survive the February primary between him, Eric Olson and John Pavelski. Pavelski ultimately won in April. Holman was the third person to serve in that role in Portage County since it was created in 2006. The position operates in lieu of an administrator such as Marathon County has, and is elected versus appointed. “I am excited and grateful for the opportunity to continue working in local government here in Marathon County,” Holman said in a statement. “In my previous role

The list includes ATV/UTV trails in Burma Forest; mountain bike trails in Nine Mile Forest and Big Eau Pleine; and horse trails in Big Eau Pleine, Nine Mile and Kronenwetter and Leather Camp. Trail openings for many trails were delayed from rainy conditions. Ringle mountain bike trails only opened last week, though typically would be open in April. Nine Mile bike and horse trails open starting at noon through Turkey season, which ends May 31.

The westside master plan covers Marathon Park, the UWSP-Wausau campus and some of the surrounding neighborhoods. The master plan includes four concepts, many of which could drastically change the park. They include concepts such as moving ice rinks, making better use of the area south of the park, including more green space, reconfiguring the roadways in the park, reconfiguring entry points, and the potential inclusion of new amenities such as mountain bike parks, zip lines, expanding the mini-train, new playgrounds, and far too many items to mention here. The plan also addresses Marathon Hall, the dorm UWSP has said it will no longer use. The most likely use for the dorm is to tear it down and see it rebuilt as some type of housing — either student-level housing (not operated by the school) or senior housing, says consultant MSA planner Jason Valerius. The plan even addresses a nowunneeded parking lot on the north side of Stewart Avenue, which could become anything from four single-family homes to townhomes or an apartment complex. Another area the plan addresses is devel-

oping the area along West Street, south of the park. The county owns some land for redevelopment on that street, along with the current highway department building which it plans to move. The whole corridor could be opened for development. The initial concepts came after MSA surveyed 2,200 people. Residents can now fill out a preference survey to give planners feedback on the concepts. Once finalized, the goal is to have the County Board vote on the master plan in October.

Tourism REBOUND State tourism officials say the state’s tourism revenue has made a turnaround The J-1 visa program is rebounding after essentially shutting down because of the pandemic, boosting a major employment lifeline for summer tourism hot spots like Wisconsin Dells and Door County. “We’re going to be better than 100 percent of where we were in 2019,” Tom Diehl, president and co-owner of Tommy Bartlett Inc., said on WISN’s “UpFront.” “So we shouldn’t have the problem that we’ve had as a community.” The latest data from the U.S. State Department shows the Wisconsin Dells area is expecting 2,972 international students for summer work, while Door County expects 421. Diehl said without the J-1 labor force, Wisconsin Dells’ employment levels can’t top 70 percent of what is needed. Typically, Wisconsin Dells sees a major influx of Ukrainian students, but it won’t this year given the ongoing Russian invasion of Ukraine. “This year I don’t think we’ll have 10,” Diehl said. “They’re wonderful people and work hard. They felt comfortable here because there were enough people that spoke their language, and so it’s a real travesty.” Romy Snyder, president and CEO of the Wisconsin Dells Visitors and Convention

Political strategists during a WisPolitics. com event argued discussions on overturning Roe v. Wade could drive more voters to the polls from both sides of the aisle. Democratic strategist Tanya Bjork at the Madison Club luncheon Thursday said the expected U.S. Supreme Court move to overturn the federal ruling that could bring back Wisconsin’s 1849 criminal ban on abortions may energize more Dem voters to turn out. But Republican strategist Keith Gilkes of Platform Communications argued a possible abortion ban or, at least restrictions, could also drive to the polls Republicans who have been advocating against abortion access. Gilkes added the issue may motivate more undecided voters to turn out, something he says any candidate will need to recognize to win in a state with nearly evenly split partisan voting bases. “There’s a swath that tend to be social conservatives who are disillusioned about leadership within the Republican Party,” he said. “And in this instance there’s an opportunity for them to go out and support

Vos calls for reconsideration of UW Chancellor Assembly Speaker Robin Vos called the choice of UCLA Law School Dean Dr. Jennifer Mnookin as UW-Madison chancellor a “blatant partisan selection” and urged the Board of Regents to reconsider her appointment. The UW System on Monday announced the Board of Regents had unanimously chosen Mnookin, who replaces Rebecca Blank as leader of the system’s flagship campus. Vos, R-Rochester, slammed the pick and called the decision “a step backwards” in the university’s relationship with the Legislature. “After all the work of Tommy Thompson and Rebecca Blank that attempted to strengthen relationships between the university and the Legislature, this is a step backwards,” Vos said. “I strongly hope the Board of Regents will reconsider their selection.” UW System Director of Media Relations Mark Pitsch noted to WisPolitics.com that Mnookin was chosen unanimously by the regents. The board currently includes 11 appointees of Dem Gov. Tony Evers and five by former GOP Gov. Scott Walker. The other two members serve on the board because of their positions: state Superintendent Jill Underly and Rodney Pasch, president of the Tech College System Board. We have a governor who doesn’t agree with how we want to get things done,” Farrow said.

Bronsted and company shines in second full-length album

Billy Bronsted plays the Juneteenth celebration at Whitewater Music Hall last year. Bronsted just released his latest album, Rhythm, Racket and Romance.

Bronsted returned to Wausau with a renewed lease on being a professional musician. Armed with an acoustic in tow, he seemed to be playing everywhere, joining other musicians or playing larger shows with the backing of The Loot. That included an appearance at the Mile of Music in Appleton, a major music festival in its own right. It was a big step for Bronsted. The album contains some big collaborations. The track “Ease the Pain” features Feed the Dog. He pairs with Rachel Hanson (currently on tour with The Last Revel) on “Let’s Fall in Love.” And Bronsted closes the album with “Cockroach,” which features bluegrass act Dig Deep. “First off, I’m a lucky dude,” Bronsted told City Pages. “I had some vision in the sound of some of these songs and asked these folks to help me make them come alive. My favorite part about the collaborations is that they are all (mostly) live. “Ease the Pain” and “Cockroach” are just

Rhythm, Racket and Romance isn’t Billy Bronsted’s first album. The Wausaubased country/Americana singer already released This Bed of Mine in 2017. But there is something different about this album. And Bronsted would be the first to tell you that. First off is Bronsted’s voice. Bronsted’s voice has evolved for this album, into more powerful vocals that break up on the edge as he drives home a vocal melody. Interestingly enough, Rhythm, Racket and Romance is only one of three albums that Bronsted is planning to release in 2022. Bronsted already shared his journey back to music. He left Wausau for Colorado to get sober during the pandemic period, he told City Pages in an interview about the return of music after the pandemic’s shutdowns killed the music sence. Bronsted returned to Wausau with a newfound enthusiasm, ready to dive fully into music. Much of the music was written before that sobering up period, Bronsted told City Pages. Bronsted has been working on the album since 2018. And whereas his first album was essentially a collection of the songs he’d built up since being a teenager, this album was approached differently he says. The songs represent a real moment in time for him, with little editing to the writing. “This album is raw, and to maintain that integrity I had to let some things be,” Bronsted says. He did return to the studio to clean up some of the vocals after his return to Wausau. “This certainly isn’t a recovery album, but I had to recover to give it its proper release.”

If someone attends enough Marathon County government meetings, there is a phrase they’ll eventually hear repeated. Repeated a lot. As in, enough times that it starts to become like a song you can’t get unstuck from your head. It’s something they’ll hear from supervisors in making an argument, and it will go something like this “Well if we’re really aiming to be the healthiest, safest and most prosperous county in the state, then…” followed by their argument. They’re quoting the county’s mission statement. Marathon County does indeed aim to be the healthiest, safest and most prosperous county in the state. Well, it’s definitely one of better ones, but the county hasn’t yet completed that mission. How do we know that? The County Health Rankings and Roadmaps, a program of the University of Wisconsin Population Health Institute, every year puts together an enormous amount of data around county health measures. All of the factors combined to give Marathon County a ranking of 16th out of 72 counties in the state. That’s not bad. As reported in a cover story this reporter wrote way back in 2014, Marathon County ranked 24th. So 16th is definitely an improvement. So who’s No. 1? This year that distinction belongs to Ozaukee County. Ozaukee is north of Milwaukee County and has the city of Port Washington (think TGIF show Step by Step) and Cedarburg. The worst is Menomonie County, southeast of Antigo and not all that far from us. So what is Ozaukee doing right? It has a high food environment index, low physical

Some challenges Binge drinking is a problem in Marathon County as it is in Wisconsin as a whole. In both the county and the state, 25% of people surveyed reported excessive drinking. In top performing counties nationwide, that percentage is only 15%. Marathon County Captain Ryan Weber

says that while it’s tough to track specific numbers, anecdotally speaking, excessive alcohol can lead to lower inhibitions and an increase in crime. In Marathon County, 32% of adults were obese (BMI of 30 or more). While 34% were obese statewide, in top performing counties only 30% were considered obese. And 17% of adults smoked; more than the 16% of Wisconsinites and 15% nationwide who do so. One area oddly not highlighted by the comparison tool but an area where Marathon County struggles: Mental health providers. In Marathon County the ratio was 480:1; statewide it was 440:1 and top counties had ratios as low as 250:1. That’s a problem, considering the increase in numbers of teens reporting anxiety, suicidal thoughts and other mental health concerns on the Youth Risk Behavior Survey done every two years. The trends have been getting worse since the first surveys in 2015 and this year’s results, delayed due to COVID, are expected soon. They are expected by most experts to show an even further decline. What can be done? City Pages reached out to Aspirus to learn what they are working on in this area. Aspirus System Behavioral Health Director Nicki Williams says Aspirus is in the process of hiring another psychiatrist, and the health organization plans to hire more therapists in the future. “We have spent a significant amount of time expanding telehealth services both through telehealth devices and video visits at home which has increased access,” Williams said in a statement to City Pages. “The wait time for appointments within Aspirus Behavioral Health has also decreased significantly from a year ago.” A consortium of medical professionals started a program to bring more mental health help to area schools and the Wausau School District recently passed a referendum (2021) to increase the number of mental health professionals in the district’s schools. Scudiere says improving mental health is a priority for the county. “It continues to be a problem,” she told City Pages. The goal is to attract providers to the area and keep them here. North Central Health Care and Bridge Community Clinic, Scudiere points out, have sliding scale fees to help access. Other tools around mental health are available today that simply didn’t exist 10 years ago. Applications such as BetterHealth and TalkSpace can provide affordable access to therapists without the need to leave one’s home. There are even specialized platforms for couples or LGBTQ patients. (Also worth noting, access to those services won’t show up in the health rankings.)

Aiming for improvement How should counties view the rankings? After all, there are a number of ways in which Marathon County could measure itself. The county could compare its progress over time. It could look at how it measures up against the state, and or other counties within the state. Or, it could choose to measure itself against like counties (the platform has a tool in which to do just that, with a drop-down of counties that

The Health Rankings provide a reliable data point to measure progress — if that progress isn’t changing over time, it’s a signal something has to change. So it’s good that Marathon County is doing pretty well compared to other counties in the state. And not every measure is completely fair. A rural county such as Marathon County might never be the top for access to fitness facilities, just because of its large size and rural nature means it won’t fit the criteria for proximity to fitness facilities (an unmarked trail suitable for walking wouldn’t make the cut in the data, for instance). But the data provided can help the county stop guessing about how it’s doing overall, and target areas to specifically improve, hopefully making us all healthier in the process.

Scudiere tells City Pages it operates from a framework called Results-based Accountability. It’s the idea that simply trying hard isn’t good enough — instead, the county must use real metrics to determine how it’s

The Brady Luke Band’s passion is bringing quality country music to local communities. They have new equipment, many items are even more sanitized than before and designed to be one-off uses, and, they are turning to social media to stay informed of what customers want and to keep their skills in the space well-groomed. “Things can change fast,” Henry said. “Customers will see something on YouTube, Instagram or Facebook coming out and they come in and ask for it. If you know the basics you can learn new things very quickly. It is a continued education. We see something new and know it well.” For Lena, there is no one she would rather work with. “I worked for someone else and missed him,” she said. “People say to not work with a husband all day long, but I am used to that. I enjoy working with him and am very happy to go back.” Pro Nails is located at 605 S. 24th Ave in Ste. 16 behind Applebee’s. into full-time. [Lena] likes doing nails, so I said ‘OK,’ let me get back. I can help her and still be able to go and pick up our son after the end of school every day.” While many businesses which start up in Wausau and are featured in City Pages can take months or years of planning before they move to put down roots in a location, Henry adds this was not the case with their operation. Their actions to get it going were quick with snap decisions and they got the lease at the end of February. The pair’s experience made getting what they needed less of a hurdle than if they were new, though, the increases in costs were a fresh challenge to vanquish. “The price of everything has almost tripled,” Henry said. “It was hard to get stuff we wanted. Costs were more, a lot more. It was not this much 15 years ago. One chair used to be about $2,500, now it is $3,500. There are hundreds of items in a nail salon so it surprised me to see.” For now, just Lena and Henry will be on hand to handle customers. It has been just the two of them in the past and they are excited to re-connect with clients who they could not see during the heights of

Henry and Lena Nguyen handled many hands and feet at Pro Nails in Wausau before they moved on to Florida. Now, they are back and ready to perform pedicures and make more manicures. The husband-and-wife team initially had their space by Country Market in Wausau where another nail salon exists now. They came back in 2021 mainly so their son could finish school and, as of this story being filed, are close to putting the finishing touches on Pro Nails’ new location on South 24th Avenue in the city. The Wausau Memorial Day Parade Wausau will hold the Annual Memorial Day Parade on Saturday, May 28, 2022. It will start at 10:45 am at Marathon Park and end up at the Opportunity, Inc. building on River Drive— formerly known as the Burns VFW. For many Wausau area residents, their Memorial Day weekend doesn’t officially start until they have lined the streets of Stewart Ave., to see the show. The parade will include floats, bands, our veterans, veteran and area organizations and community leaders. Everyone is invited to walk in the parade. For many people who go out to see the parade every year it means more than just having a good time. The real purpose of Memorial Day is to remember the men and women who have served, fought and died for our country. Following the Parade there will be a ceremony at the Opportunity, Inc. building. Lieutenant Colonel, Ralph Sliwicki will be the Master of Ceremonies and Wausau Mayor Katie Rosenberg will be the Guest Speaker. The event will also include an exercise of the Military Rites and Taps.
