Reports prompt concern over Thallium levels at KM’s Pilot Creek WWTP By Loretta Cozart On March 17, 2016, North Carolina issued a Special Order of Consent (SOC) allowing Kings Mountain’s Pilot Creek Wastewater Treatment Plant to remain in operation even though it could not meet the limits set forth in their state discharge permit. According to NC Dept.

of Environmental Quality, “Kings Mountain’s Pilot Wastewater Treatment Plant (WWTP) is permitted through our National Pollutant Discharge Elimination System (NPDES) program to discharge treated wastewater. Kings Mountain is a delegated pretreatment authority, which means they accept waste from Significant Industrial Users (SIUs)

and are primarily responsible for handling issues with their permitted Significant Industrial Users. “The June 2017 sampling from Kings Mountain’s Pilot Creek WWTP resulted in a NPDES permit limit violation for arsenic (daily maximum and monthly average) for Kings Mountain. Our Mooresville

Regional Office issued a Notice of Violation and subsequent civil penalty to the city for these violations in 2017,” explained Sarah Young Perkins, Deputy Communications Director, Division of Water Resources. “The civil penalty totaled $2,105.22 and was paid by the city. The August 2019 sampling resulted in other NPDES permit

limit violations for arsenic. The civil penalty totaled $2,110.46 and was paid by the city.” “Kings Mountain renewed their NPDES permit in 2015 and the division added a daily maximum limit of 1.43 micrograms per liter (ug/L) and a monthly average limit of 1.43 ug/L for total Thallium. Because the city was unable to con-

sistently comply with this Thallium permit limit, Kings Mountain entered into a Special Order by Consent (SOC) with DWR in 2016 which gave the city an interim Thallium limit of 60.1 ug/L and a schedule for compliance with their permitted limit,” Perkins shared. The interim Thallium See REPORTS, Page 7A

Holiday shipping deadlines By Loretta Cozart With Christmas less than a week away, shoppers are busy buying those last-minute items. If you plan to ship those packages, you’ll need to keep in mind the shipping deadlines for the major carriers to avoid late deliveries. An article article in retailtouchpoints.com points out that 8% of packages delivered last year arrived late. They reported, “That may seem like an acceptably low percentage during a busy shopping period —until you consider that UPS handled a total of 800 million deliveries this year, with another 425 million delivered by FedEx. That translates to approximately 98 million late gift deliveries.” Buying on Amazon is no different. As Christmas

draws nearer, their package delivery dates are extended. And, in many cases, the United States Postal Service handles the last portion of the delivery process. To avoid your package arriving to your recipient late, keep the following deadlines in mind. Some shipping method deadlines have alreay passed, so they weren’t included here. United States Postal Service - USPS: First-Class Mail: Dec. 20; Priority Mail: Dec. 21; Priority Mail Express: Dec. 23 Fed-Ex: FedEx Home Delivery: Dec. 16; FedEx 2 Day: Dec. 20; FedEx Same Day: Dec. 25 United Parcel Service UPS: 3-Day Select: Dec. 19; UPS 2nd Day Air: Dec. 20; UPS Next Day Air: Dec. 23

WAA wreath special sponsorship offer The Col. Frederick Hambright DAR chapter announces that Wreaths Across America has a special offer now through January 15, 2020, matching every wreath sponsored one-for-one for the next year’s ceremony. “The community’s response in helping us honor the veterans interred at Mountain Rest Cemetery last Saturday was wonderful,” said Renee Bost, chairman of the project

for the DAR chapter. “We anticipated the WAA would offer a sponsor-one, get-one offer for 2020 like they did in May this year. We just didn’t anticipate the offer so soon. When you gather with your families this year at Christmas, ask them to remember your family’s veterans at Mountain Rest Cemetery (MRC) and be sure to sponsor a wreath for them before January 15. Not only will your vet-

eran be honored, but another deserving veteran will benefit also.” It is the DAR chapters goal to honor every veteran in the cemetery next year. There are approximately 1,250 veterans interred there. Through this offer. the community would only need to sponsor 625 wreaths to be matched another of 625 wreaths. By doing so, the goal of 1,250 wreath sponsorships could be achieved in

ceremony. The atmosphere before the event was a joyous one, as friends greeted friends, sharing smiles and hugs before getting down to the business at hand. Promptly at noon, the Carillon at the cemetery rang the hour as the sun broke through the clouds. The memorial itself lasted 20 minutes and included the National Anthem, Pledge of Allegiance, American’ Creed, and a prayer. Mayor Neisler brought greetings and spoke of the sacrifices of our veterans. All branches of the military were honored, along with prisoners of war. To conclude the ceremony, Taps were played and Robert Laurence Binyon’s poem, For the Fallen was read. Part of the poem reads: They shall grow not old, as we that are left grow old: Age shall not weary them, nor the years condemn. At the going down of the sun and in the morning, We will remember them. Then volunteers, young and old, fanned out across the cemetery to honor the veterans, sons and daughters of our

community interred at Mountain Rest. Those unable to place wreaths looked on. One by one, eleven-hundred veterans were honored. Each veteran received a wreath and had his/her name read aloud. It is said that a person dies twice, once when they take their last breath and again when their name is no longer spoken. The purpose of Wreaths Across America Day is to perpetuate the memory of those who served and to teach future generations the importance of continuing this tradition. The Wreaths Across America ceremony was replicated at 2,095 locations nationwide, from Arlington National Cemetery to Mountain Rest Cemetery. Within two hours all wreaths were placed. They will remain at the cemetery into January. Be sure to visit Mountain Rest Cemetery during the days leading to Christmas while luminaries are displayed and the wreaths are in place to remem-

ber loved ones who rest there.

TODAY’S QUOTE:

Christmas is doing a little something extra for someone. –Charles M. Shulz

Pieces of Kings Mountain History By Loretta Cozart Last week, Kings Mountain’s Home LORETTA for ChristCOZART mas Parade was held in downtown. It is a magical time of year when the friendly citizens of our community get even friendlier. Writing for the Herald, I often witness things that many don’t get the opportunity to see firsthand. Most things are worth sharing, like Jimmy Wayne’s visit as the grand marshal of the Christmas parade. We corresponded a few times beforehand,

but I was not prepared to meet such a genuinely nice person who cares so much about his hometown. Jimmy Wayne is personable and seemed to know everyone. He has a very unassuming manner and, when given the key to the city, he replied, “Oh, wow! This is from my hometown.” He was obviously moved by the gesture. For eight years, Jimmy Wayne called Kings Mountain home before his mother moved the family to Gastonia. He lived on Fairview Street by McAbee’s Store, in Stowe Acres. He shared

with me that he attended East School and had many fond memories there. Even though Jimmy Wayne graduated from Bessemer City High School, he was enthusiastic to return to Kings Mountain, the town of his birth. He drove around town the night before pointing out places of interest to the folks who traveled with him. He was most excited to be the grand marshal in a parade, but shared it was a new experience for him. Many assured him he would do just fine. And by all accounts, he did well. Watching

his carriage pass at the Overhead Bridge, folks in the crowd called out to Jimmy Wayne and he replied by calling back with their names and waving. He was at home here. The next day, I received a nice message from Jimmy Wayne and noticed a Twitter post on social media. Unbeknownst to anyone, Jimmy Wayne performed a random act of kindness Saturday morning while in Kings Mountain. He held a scavenger hunt, open to anyone who follows him on Twitter. A teacher from Cowpens won $500 just by fol-

lowing his clues online. He posted a video of the whole thing on Facebook. When he finished awarding the money, he jumped up and down with excitement hearing the teacher say she planned to use the money for her students. It was a joy to see. When I think of my life and how I view my hometown, I hope I exhibit one-tenth of the enthusiasm expressed by Jimmy Wayne. He was honored to be invited home and found a way to help others as an expression of thanks. Jimmy Wayne didn’t come from money, but

then most Kings Mountain folks don’t either. Obviously, the people who nurtured this man when he was a child, influenced him to pay it forward in life. Random acts of kindness beget more acts of kindness. I would like to think that is true. This holiday season, when you see the little kid counting out his pennies to buy a gift, be patient. Opportunities to teach kindness are few and far between and well worth watching, one penny at a time.

Keep in mind that this Christmas is still special because you are here in the world to celebrate the occasion. Whoever the people are in your life today hold them close and be merry together. From the Old Testament the people of God were instructed by Joshua to “Hold tight to God, your God, just as you’ve done up to now.” (Joshua 23:8) For all of us holding tight to our faith, our family, our friends and our life’s focus is important any day and especially Christmas.

that Gurganus keeps alive with his writing. Sometime soon, Gurganus promises, he will end his decades-long work on “An Erotic History of a Southern Baptist Church,” which I bet will teach us more about life in Falls. Meanwhile, every Christmas season he shares “A Fool for Christmas,” at a reading hosted by a favorite bookstore, the Regulator Bookshop in Durham. This year the store was packed as Gurganus, an actor at heart, brought the crowd to tears. As he reads he takes on the character of Vernon Ricketts, the pet store manager who is the lead character and narrator. Vernon is a fool for Christmas who cannot resist a call to take care of a homeless teenager in the mall, keep her warm, and help her hide from the security officer, who is dedicated to getting such undesirables out of the

Imagine the Bethlehem Christmas story set in a shopping mall in eastern North Carolina. Think DG MARTIN of a pet store in that mall as a manger scene and the manager of the store as a Joseph figure who takes care of a young homeless woman about to deliver a child on Christmas Eve. Now you are ready to experience the lovely seasonal story, “A Fool for Christmas,” by North Carolina’s celebrated author Allan Gurganus. Gurganus, a Rocky Mount native now living in Hill-

sborough, burst on to the national scene in 1989 with the publication of his debut novel, “Oldest Living Confederate Widow Tells All.” It sold over four million copies and has become an American classic. Set in the 1980s, the 99-year-old Lucy Marsden, who was married when she was 15 to the then 50-yearold Colonel William Marsden, tells the story of her marriage to the Confederate veteran, his wartime experiences, and the entertaining and poignant routine of her daily life. Gurganus usually writes slowly and methodically, but what he writes is worth the wait. His latest book of three novellas, “Local Souls,” took readers back to Lucy Marsden’s Falls, the small fictional eastern North Carolina town

How did Gurganus come to write this story that draws on the Biblical account of Christ’s birth and draws out the same sort of deep feelings? In 2004 NPR’s All Things Considered commissioned Gurganus to write a short seasonal story to read on All Things Considered. He says he wrote the story in just two weeks, overcoming his usual slow and deliberate writing style. Beginning with the kind pet store manager and thinking about the pregnant lost girl, he worked to develop those characters. As the characters came into focus, the

You can listen to the original recording at the following link: https://www. npr.org/templates/story/story. php?storyId=4244370 Gurganus changes the story a bit every year. He makes adjustments to take account of technological developments, closed restaurants, and other changes in a typical mall. He may change a word or two. But the essential story stays the same, a manger birth story that reminds us of the humble circumstances of the first Christmas.

“Creating Business For People” ®

It is one that can bring tears the same way Charles Dickens’ “A Christmas Carol” sometimes does. Interestingly, “A Fool for Christmas” had never been published in a printed edition. This year, however, that changed. For the first time, the Regulator offered a printed edition of the story published by Durham’s Horse and Buggy Press with the cooperation of Duke University, the repository for Gurganus’s papers. Gurganus, also an artist, illustrated the new book. Priced at $12, it sold out quickly. But Horse and Buggy Press promises to have more copies available to local bookstores in time for Christmas. ■ MEDITATION

Where’s the Joy of Christmas? If you’ve been out and about in the last few weeks, you might be wondering, “What’s so joyful about this holiday season, after all?” Going to the mall or to any of the large Pastor retailers means long Jeff Longwell Penley’s Chapel lines, grumpy caChurch shiers, and rude people. Traffic reflects this attitude as angry drivers display a complete lack of courtesy, even fighting for a parking spot that is ten feet closer to the door. Now we all have our moments, but shouldn’t there be a little more kindness and love involved

in celebrating the Lord’s birth? Have those who sing, “Joy to the World,” forgotten where that joy comes from? On that glorious night so long ago, angels proclaimed, “ Good tidings of great joy which will be to all people.” They then gave the reason for such joy: “ For there is born to you this day in the city of David a Savior, who is Christ the Lord.” (Luke 2:10-11) Jesus is the only true source of joy in this world. His birth signified that a Rescuer had come. The angels called Him a Savior. He came to save us from the bondage we were in, and the punishment of death that awaited us because of our sins. We who could never be righteous in the sight of God, would

now be declared holy and pure because of the coming of our Savior. Now that’s a reason for joy! The angels’ proclamation also referred to Jesus as, “ Christ the Lord.” He is Lord in the sense that He is the King of all His creation, but true joy is found when someone surrenders their heart to Christ and makes Him Lord of their life. Knowing that Jesus is Lord of every circumstance and situation brings great peace and joy. As we learn to obey Him, we experience happiness we never thought possible. The hymn writer John H. Sammis so eloquently described this relationship in the song, “Trust and Obey.” “ When we walk with the Lord in the light of His word,

What a glory He sheds on our way! When we do His good will, He abides with us still, And with all who will trust and obey. Trust and obey, for there’s no other way To be happy in Jesus, but to trust and obey.” The greatest joy we will ever know is born from a relationship with the Son of God, and the confidence that comes from yeilding to Him as our Lord and Savior! “ These things I have spoken to you, that My joy may remain in you, and that your joy may be full.” (Jesus, from John 15:11)

Christmas menus through the ages By Loretta Cozart

HOLIDAY CRANBERRY SAUCE 4 cups fresh cranberries 1 1/2 cups water 5 whole cloves 5 whole allspice berries 3 cinnamon sticks 2 cups white sugar • Place fresh cranberries and water in a medium saucepan over medium heat. • Wrap cloves, allspice berries and cinnamon sticks in a spice bag. Place in the water with cranberries. Cook until cranberries begin to burst, about 10 minutes. • Stir in sugar and reduce heat to low. Continue cooking 5 minutes, or until sugar has dissolved. Remove from heat and allow to cool. Discard spice bag. Chill in the refrigerator 8 hours, or overnight, before serving. MAKE AHEAD MASHED POTATOES 3 pounds russet (Idaho) potatoes, scrubbed, unpeeled 1 1/2 cups half and half, extra if necessary Salt, to taste 6 tablespoons butter, softened • Place potatoes in a large pan with water to cover. Bring to a boil. Reduce heat and simmer, covered, until tender when pierced with a thin-bladed knife, 20 to 30 minutes. • Heat half and half in microwave. • Process unpeeled potatoes through a food mill into a medium bowl. (Or, using a potholder, peel and drop them into a bowl. Puree using a potato masher or standing mixer fitted with the paddle attachment.) Stir in half and half and a sprinkling of salt (or beat, if using mixer) until smooth and fluffy. (Can be cooled and refrigerated in an airtight container up to 2 days.) • Thirty minutes before serving, microwave until warm. Transfer to a heatproof bowl set over a pan of simmering water. Stir in butter to melt. Cover with plastic wrap. Keep warm until serving time. TURKEY GRAVY 2 packages turkey gravy mix 1/4 cup all-purpose flour 2 cups water 2 cups turkey pan drippings Place the turkey gravy mix and flour into a saucepan, and gradually whisk in water, then turkey drippings until the mixture is smooth. BUTTERY GREEN BEANS 1 lb. fresh green beans, trimmed and snapped in half 3 tablespoons butter 3 cloves garlic, minced 2 pinches lemon pepper salt to taste • Place green beans into a large skillet and cover with water; bring to a boil. Reduce heat to medium-low and simmer until beans start to soften, about 5 minutes. Drain water. Add butter to green beans; cook and stir until butter is melted, 2 to 3 minutes. • Cook and stir garlic with green beans until garlic is tender and fragrant, 3 to 4 minutes. Season with lemon pepper and salt. CHRISTMAS BREAKFAST CASSEROLE 1 lb. ground pork sausage 1 tsp. mustard powder 1/2 teaspoon salt 4 eggs, beaten 2 cups milk 6 slices white bread, toasted and cut into cubes 8 oz. mild Cheddar cheese, shredded • Crumble sausage into a medium skillet. Transfer sweet potato pieces to pot and place over high heat; bring to a simmer. Reduce heat to medium-low and simmer until potatoes are not quite tender but still cooked, 5 to 7 minutes. Use the tip of a knife to test for doneness. Drain. • Place brown sugar, butter, lemon juice, maple syrup, ginger, cinnamon, cayenne, and pinch of salt in a skillet. Place over medium-high heat, stirring until glaze ingredients melt and start bubbling. Continue cooking, stirring occasionally, until mixture begins to thicken up, 4 to 6 minutes. • Transfer drained sweet potatoes to skillet. Raise heat to high and cook and stir until potatoes are coated with glaze and very tender, and glaze has thickened, 5 to 8 minutes. Transfer to serving dish; garnish with chopped nuts. CRANBERRY, SAUSAGE, APPLE STUFFING 1 lb. sweet Italian sausage, casings removed 1/4 cup butter 6 cups coarsely

chopped leeks 3 tart apples - peeled, cored and chopped 2 cups chopped celery 4 tsp. poultry seasoning 2 teaspoons dried rosemary, crushed 1 cup dried cranberries 12 cups white bread cubes, baked until slightly dry 1 1/3 cups chicken stock salt and black pepper to taste • Cook and stir sausage in a large skillet over medium heat, crumbling coarsely, for about 10 minutes. Remove sausage to a large bowl with a slotted spoon. Empty pan of grease. • Into the same pan melt the butter. Add the leeks or onions, apples, celery and poultry seasoning; cook until softened, about 10 minutes. Add the rosemary, dried cranberries and cooked sausage. Mix all with the dried bread cubes. Season to taste with salt and pepper. Moisten with the chicken stock. • Stuff turkey with about 5 cups for a 14 pound turkey. Add additional chicken stock to moisten stuffing if needed. Remaining stuffing can be baked in a covered buttered casserole at 350 degrees for about 45 minutes. Uncover and bake for another 15 minutes to brown top. ROSEMARY ROASTED TURKEY 3/4 cup olive oil 3 TBSP. minced garlic 2 TBSP. chopped fresh rosemary 1 TBSP. chopped fresh basil 1 TBSP. Italian seasoning 1 teaspoon ground black pepper salt to taste 1 (12 pound) whole turkey • Preheat oven to 325 degrees F. • In a small bowl, mix the olive oil, garlic, rosemary, basil, Italian seasoning, black pepper and salt. Set aside. • Wash the turkey inside and out; pat dry. Remove any large fat deposits. Loosen the skin from the breast. This is done by slowly working your fingers between the breast and the skin. Work it loose to the end of the drumstick, being careful not to tear the skin. • Using your hand, spread a generous amount of the rosemary mixture under the breast skin and down the thigh and leg. Rub the remainder of the rosemary mixture over the outside of the breast. Use toothpicks to seal skin over any exposed breast meat. • Place the turkey on a rack in a roasting pan. Add about 1/4 inch of water to the bottom of the pan. Roast in the preheated oven 3 to 4 hours, or until the internal temperature of the bird reaches 180 degrees. HONEY GLAZED HAM 1 (5 lb.) ready-to-eat ham 1/4 cup whole cloves 1/4 cup dark corn syrup 2 cups honey 2/3 cup butter • Preheat oven to 325 degrees. Score ham, and stud with the whole cloves. Place ham in foil lined pan. • In the top half of a double boiler, heat the corn syrup, honey and butter. Keep glaze warm while baking ham. • Brush glaze over ham, and bake for 1 hour and 15 minutes in the preheated oven. Baste ham every 10 to 15 minutes with the honey glaze. During the last 4 to 5 minutes of baking, turn on broiler to caramelize the glaze. Remove from oven, and let sit a few minutes before serving.

Christmas is the best time of year for celebrating with family. As a child, it meant going to grandma’s house and playing outside with cousins as my aunts and grandma cooked. I’m sure there was a meal, I remember mostly the dinner table filled with a wide variety of foods. As I got older, my priorities changed. My In-laws host the Christmas meal, serving roast beef, seasoned green beans, beef broth consommé and rice, rolls, and sweet potato casserole. Before dinner we have appetizers, including shrimp cocktail; afterward we enjoy desserts brought by the guests. As time passed, the children and grandchildren now help prepare the meal. It is the normal progression of things. Anticipating that upcoming feast caused me to wonder what others enjoyed as their Christmastime meal during our country’s history. So, I did a little research. According to The American Heritage Cookbook and Illustrated History of American Eating & Drinking, in the 1790’s George Washington enjoyed his Christmas Dinner at Mount Vernon with “An Onion Soup called the King's Soup, Oysters on the Half Shell, Broiled Salt Roe Herring, Boiled Rockfish, Roast Beef and Yorkshire Pudding, Mutton Chops, Roast Suckling Pig, Roast Turkey with Chestnut Stuffing, Round of Cold Boiled Beef with Horse-radish Sauce, Cold Baked Virginia Ham, Lima Beans, Baked Acorn Squash, Baked Celery with Slivered Almonds, Hominy Pudding, Candied Sweet Potatoes, Cantaloupe Pickle, Spiced Peaches in Brandy, Spiced Cranberries, Mincemeat Pie, Apple Pie, Cherry Pie, Chess Tarts, Blancmange, Plums in Wine Jelly, Snowballs, Indian Pudding, Great Cake, Ice Cream, Plum Pud-

ding, Fruits, Nuts, Raisins, Port, Madeira." This seems a huge menu, but Washington was the President of the United States. I’m sure he was expected to entertain guests, much like today’s Presidents must. According to letters and journals from the 1800’s, pioneers enjoyed “popular Christmas foodstuffs of the period including roast beef, turkey, ham, potatoes, pickles, fine white bread, fruitcakes, cookies, pies. Oysters were treasured. Tinned oysters were available in some major cities but were expensive. Some families might have been able to afford them; others not. Chocolate, tea, and coffee were likewise imported and not always available.” In the 1840’s families enjoyed, “Boiled turkey with oyster sauce; two roast geese with apple sauce; roasted ham; chicken pie; stewed beets; cold-slaw; turnips; salsify; winter-squash--Plum pudding; mince pie; lemon custards; cranberry pie. Roast turkey with cranberry sauce; boiled fowls with celery sauce; boiled ham; goose pie; turnips; winter-squash; salsify; cold-slaw; beets, Mince pudding boiled; lemon pudding baked; pumpkin pudding. By 1900, Fanny Farmer’s Cookbook suggested for Christmas Dinner, “Clam or Oyster Soup, Celery, Baked Fish, Hollandaise Sauce, Roast Turkey, Oyster Dressing, Celery or Oyster Sauce, Roast Duck, Onion Sauce, Baked Potatoes, Sweet Potatoes, Baked Squash, Mashed Turnips, Canned Corn, Stewed Tomatoes, Graham Bread, Rolls, Salmon or other Salad, Plum Pudding, Peach Pie, Fruit, Nuts, Coffee and Chocolate." By 1938, the nation was suffering through the Great Depression and the Washington Post suggested two menus for Christmas Dinner. The Poor Man’s menu consisted

of, “Hot spiced cider, Roast stuffed chicken, Savory giblet gravy, Mashed potatoes, Mixed green salad, Cranberry jelly, Sour cream dressing, Crispy hard rolls, Country butter, Pumpkin and peanut pudding, The Rich Man's Menu included “Cream of almond soup, Cheese stars, Ripe olives, Celery filled with pimiento cheese, Roast stuffed goose or Virginia Tom turkey, Apple and raisin stuffing, Brown gravy, Baked spiced oranges, Cranberry nut sauce, Sweet potato puffs, Buttered peas, Tiny baking powder biscuits, Butter, Persimmon salad with French dressing, Hot coffee, Fresh pineapple parfait, Paper-thin fruit cake slices.” By 1959, the menu suggested by Better Homes and Gardens Holiday Cook Book included a more manageable offering of “Merrie Roast of Beef, Roast Potatoes, Frenchfried Onion Rings, Broccoli with Easy Hollandaise, Salad Apple Ring, Brown-and-serve Fantan’s, Candle Cake, Hot Coffee, and Mugs of Milk." Family Circle suggested the following menu in 1990, “Cornish Hens with Savory Stuffing, Sweet Red Pepper Puree in Pepper Boats, Sweet and White Potato Puree, Broccoli with Walnut Butter, Vegetable Consommé, Paris Brest with sun-caramel halo." No matter what is offered for their holiday meal, from fancy fare to a humble meal with family gathered near, it isn’t the meal that really matters. While the food plays a role, what we often remember most are those moments with family that happen to include a meal. The most important part of the holiday is enjoying each other’s company, savoring that moment together, and giving thanks for the blessing of salvation that was brought to each of us on that very first Christmas.

REPORTS From Page 1A limit of 60.1 ug/L set forth in the March 17, 2016 SOC is 4103% higher than the original NPDES permit allowed. The interim daily maximum set no limit. In order for the city to meet the requirements of the SOC, they agreed to provide the Mooresville Regional Office a list of all additions to flow and update the list each time flow was added to the collections system and submit quarterly starting July 1, 2016, and to attain compliance with permit limits by May 31, 2018. The SOC allowed the city to comply with all terms and conditions of their original NPDES permit except those effluent limitations for Thallium. The City also agreed to pay the state $1,500 per month if they exceeded the Thallium monthly average limit of 60.1 ug/l. Another way to think of the ug/l measurement is the more familiar term of parts per billion. According to the EPA, a way to visualize one part per billion in water is to think of it as one drop in one billion drops of water or about one drop of water in a swimming pool. The State’s limit of 1.43 parts per billion equates to 1.43 drops in a swimming pool. Kings Mountain’s limit is 60.1 parts per billion equals 60 drops. In March 2018, the City of Kings Mountain submitted a Department of Environmental

Accelerate Cleveland c. Improved Community Wellness Plan Why am I retiring? This was a very tough decision for me because I love being a County Commissioner, giving back to our community and making a difference. My friendship with my fellow Commissioners, great county staff and community that I work with made

it difficult to think about leaving office. I put great thought into if now was the right time. My Mom is 96 and continues to be in good health. Her, my children and grandchildren all played a huge part in my decision. I want to spend more time with them. I want to be able to go to the beach without a “come home” date. Now, if I have time to go to the beach for a few days, there’s always a meeting or a commitment of some kind that I need to get back to. After retirement I will have that luxury. I was very active in local non-profits before being a County Commissioner. I intend to continue to do things where I can give back when I am no longer a Commissioner. It’s part of who I am. I love Cleveland County and enjoy being a part such an amazing community. Do you want to thank the public and /or co-workers on the board? I want to thank the public for believing in me and selecting me on the ballot to be one of their County Commissioners. I know you have choices. I work hard to keep that in my mind and make good decisions that I believe you are looking for from the Commissioners. We have so much going on. I would love to see the many projects we are working on come to fruition but also know it is always going to be that way no matter when I leave. I am very thankful for the great team of Commissioners that I have had the opportu-

nity to work with in the past as well as the current BoardVice Chair Ronnie Whetstine, Johnny Hutchins, Doug Bridges and Deb Hardin. I am thankful for how hard they work every day to make our county a great place to Live, Work and Play. I thank them for their friendship, dedication and support while a part of the team. The Commissioners are dedicated to our community and make it a pleasure working together. I would like to thank the County Manager’s Office staff- County Manager Brian Epley, Assistant County Manager Kerri Melton, Clerk to the Board Phyllis Nowlen and Assistant to the County Manager April Crotts for their hard work. They are true public servants and work hard every day to continue to implement the Boards Strategic Goals. Whenever a situation arises where we need assistance, they are always willing to provide support. Our Cleveland County employees are amazing. I cannot say enough of what they do to keep the county functions running and successful. I have another year in my current term. I look forward to being a part of continued successes for our community. As the end of my last term draws near I know it will be sad times for me. There will be so many things I will miss being a part of. It will be a great feeling knowing I am leaving it all in good hands. Thank you Cleveland County for allowing me this opportunity.

Quality (DEQ) Thallium Review in which they reported Pilot Creek effluent Thallium data for 2016 and 2017. According to the city’s report, Thallium levels in 2016 exceeded the SOC limit of 60.1 ug/l from June to July and from August to September. According to the report for 2017, the Pilot Creek WWTP did not exceed the SOC permitted limits. That same month, the City of Kings Mountain’s Renewal Application reported Thallium levels at 30.3 ug/l. However, the Unites States Environmental Protection Agency’s ECHO (Enforcement Compliance History Online) website tells a different story. A threeyear detailed facility report by quarter for Pilot Creek WWTP shows significant non-compliance with the Clean Water Act. Penalties from formal enforcement within the last five years total $14,937 with many occurring since the SOC was put into place. In addition, Thallium levels were reported each month between March 1, 2017 and September 30, 2019, at amounts from 125% to 529% above permitted levels. The website shows the level as of September 30, 2019 at 410% above allowable limits. Earlier this month, Cormetch’s Chief Operation Officer, Thies Hoffmann, pleaded guilty to five counts of violating the Federal Clean Water Act in 2016 and 2017 and was deported. Since then, Cormetech has paid $125,000 in fines to the city and are working with them to fix this

issue. While many industrial users discharge some amount of Thallium, all but Cormetech met their permitted limits, according to the City of Kings Mountain’s October 2018 Status Report for Pilot Creek WWTP. The City of Kings Mountain released the following statement, “The City of Kings Mountain, NC, was recently informed by the Environmental Protection Agency (EPA) of several violations they discovered concerning an industry within our City limits. These violations were related to falsification of documents regarding the industry’s wastewater discharge permit, which occurred between 2016 and 2017.” “Upon notification by the EPA, the City of Kings Mountain began its own investigation and determined that this industry discharged higher concentrations of metals than their wastewater permit allowed on five occurrences.” “The City issued a notice of violation along with Civil Penalties for each occurrence and increased sampling/ monitoring at their discharge point to ensure compliance with their discharge permit. This company has been forthcoming and willing to assist in the investigation.” “The City of Kings Mountain Wastewater Treatment Plant has maintained compliance with all State regulations throughout this process and at no time did this affect the public’s health nor were there any negative impacts to the environment.

This investigation was not related to, nor did it affect the public drinking water supply operated by the City of Kings Mountain.” “The City of Kings Mountain maintains all records and procedures that meets and/or exceeds State Regulations. Safety of our Public and Environment is our number one priority.” Mayor Scott Neisler added, ““At no time did the City of Kings Mountain discharge water with unsafe chemical levels into Potts Creek. We monitor our discharge 24/7 and we have been in compliance with state and federal regulations. We have great employees that are serious about what they do.” Thirty-two months have passed since the Special Order of Consent was signed, and the Thallium levels have drawn the attention of the NC Department of Environmental Quality, concerned citizens, and the Broad River Keeper. While Thallium levels have improved since 2016, the reported level of 30.3 ug/l in March of 2018 far exceeds the state’s standard NPDES permit limit monthly average of 1.43 ug/l. The SOC agreed upon between the City of Kings Mountain and NC Environmental Management Commission allows the Pilot Creek Wastewater Treatment Plant to remain in operation. But the fact remains that the discharged effluent from Pilot Creek WWTP flows somewhere, from Buffalo Creek and into the Broad River.

Salvation Army needs bell ringers

The need is great, this final week before Christmas, for volunteers to ring The Salvation Army bells at the traditional red kettles. Families, clubs, Sunday school classes and other groups are welcome to sign up for a time frame, preferably a minimum of four hours. “Having those kettles active is so important,” said Sgt. Les Ashby, corps administrator in Cleveland and Rutherford counties. “When we don’t have volunteers, we have to pay ringers and that cuts into our total that can be used to help families in crisis. To volunteer, please call St. Mary Ashby, 704-6928515.

Scenes from McAdenville Christmas Town USA (Photos by Steven Rankin)

McAdenville turns on Christmas lights for 64th year By Alan Hodge Special to Herald McAdenville Christmas lights will be turned on nightly until December 26. There is no charge at all to tour Christmas Town USA. Those who are planning a visit by automobile or bus, the

best time to view the Christmas Lights is Monday through Thursday. You also can enjoy the lights Friday through Sunday, but traffic is heavier on these days, and waits of 30 to 45 minutes or longer are not unusual. The lights are on Monday through Friday from

5:30pm until 9:30pm Saturday and Sunday 5:30pm until 11pm. Please keep in mind, the lights are on timers and will turn off automatically at the times listed above, regardless of how many cars remain in line. Christmas Town USA Ques-

tions and Answers Why do the lights turn off at 9:30pm weeknights? McAdenville is a small textile town, with several plants located in town and several on the outskirts. The plants operate 24 hours a day, with the night shift changing at 10

THE SAVIOUR IS BORN

We Celebrate Christmas

Luke 1 The Birth of Jesus Foretold 26 In the sixth month, God sent the angel Gabriel to Nazareth, a town in Galilee, 27 to a virgin pledged to be married to a man named Joseph, a descendant of David. The virgin’s name was Mary. 28 The angel went to her and said, “Greetings, you who are highly favored! The Lord is with you.” 29 Mary was greatly troubled at his words and wondered what kind of greeting this might be. 30 But the angel said to her, “Do not be afraid, Mary, you have found favor with God. 31 You will be with child and give birth to a son, and you are to give him the name Jesus. 32 He will be great and will be called the Son of the Most High. The Lord God will give him the throne of his father David, 33 and he will reign over the house of Jacob forever; his kingdom will never end.” 34”How will this be,” Mary asked the angel, “since I am a virgin?” 35 The angel answered, “The Holy Spirit will come upon you, and the power of the Most High will overshadow you. So the holy one to be born will be called[c] the Son of God. 36 Even Elizabeth your relative is going to have a child in her old age, and she who was said to be barren is in her sixth month. 37 For nothing is impossible with God.” 38”I am the Lord’s servant,” Mary answered. “May it be to me as you have said.” Then the angel left her. Mary Visits Elizabeth 39 At that time Mary got ready and hurried to a town in the hill country of Judea, 40where she entered Zechariah’s home and greeted Elizabeth. 41When Elizabeth heard Mary’s greeting, the baby leaped in her womb, and Elizabeth was filled with the Holy Spirit. 42In a loud voice she exclaimed: “Blessed are you among women, and blessed is the child you will bear! 43But why am I so favored, that the mother of my Lord should come to me? 44As soon as the sound of your greeting reached my ears, the baby in my womb leaped for joy. 45Blessed is she who has believed that what the Lord has said to her will be accomplished!” Mary’s Song 46 And Mary said: “My soul glorifies the Lord 47 and my spirit rejoices in God my Savior, 48 for he has been mindful of the humble state of his servant. From now on all generations will call me blessed, 49 for the Mighty One has done great things for me— holy is his name. 50 His mercy extends to those who fear him, from generation to generation. 51 He has performed mighty deeds with his arm; he has scattered those who are proud in their inmost thoughts. 52 He has brought down rulers from their thrones but has lifted up the humble. 53 He has filled the hungry with good things but has sent the rich away empty. 54 He has helped his servant Israel, remembering to be merciful 55 to Abraham and his descendants forever, even as he said to our fathers.” Luke 2 The Birth of Jesus 1 In those days Caesar Augustus issued a de-

cree that a census should be taken of the entire Roman world. 2(This was the first census that took place while Quirinius was governor of Syria.) 3 And everyone went to his own town to register. 4 So Joseph also went up from the town of Nazareth in Galilee to Judea, to Bethlehem the town of David, because he belonged to the house and line of David. 5 He went there to register with Mary, who was pledged to be married to him and was expecting a child. 6 While they were there, the time came for the baby to be born, 7 and she gave birth to her firstborn, a son. She wrapped him in cloths and placed him in a manger, because there was no room for them in the inn. The Shepherds and the Angels 8 And there were shepherds living out in the fields nearby, keeping watch over their flocks at night. 9 An angel of the Lord appeared to them, and the glory of the Lord shone around them, and they were terrified. 10 But the angel said to them, “Do not be afraid. I bring you good news of great joy that will be for all the people. 11 Today in the town of David a Savior has been born to you; he is Christ[a] the Lord. 12 This will be a sign to you: You will find a baby wrapped in cloths and lying in a manger.” 13 Suddenly a great company of the heavenly host appeared with the angel, praising God and saying, 14”Glory to God in the highest, and on earth peace to men on whom his favor rests.” 15 When the angels had left them and gone into heaven, the shepherds said to one another, “Let’s go to Bethlehem and see this thing that has happened, which the Lord has told us about.” 16 So they hurried off and found Mary and Joseph, and the baby, who was lying in the manger. 17 When they had seen him, they spread the word concerning what had been told them about this child, 18 and all who heard it were amazed at what the shepherds said to them. 19 But Mary treasured up all these things and pondered them in her heart. 20 The shepherds returned, glorifying and praising God for all the things they had heard and seen, which were just as they had been told.

Scripture taken from the Holy Bible New International Version

P.M. The heavy traffic created by the lights would make it impossible for employees to reach their jobs on time, if the lights were kept on until 11pm weeknights. Can you park and walk? Yes. Parking is permitted almost anywhere in town, even street parking. A large parking lot is available next to the lake in the middle of town. Also, another large parking area is located behind the small business district in downtown McAdenville. Walking through town is a great way to see the lights. However, if you do walk, please do not litter the streets. How long is the route thru Christmas Town? The route is approximately 1.3 miles long, on weekends it may take 30-45 minutes to drive the full route, most weeknights it will take less time. Entrance and Exit PointsThere is only one route through

Christmas Town. If you enter town from Interstate 85, once you get to the town limits, continue through town until you reach U.S. Highway 29-74. At this point you will leave Christmas Town. If you enter town from U.S. 29-74 (coming from the Charlotte area) continue through town until you reach Interstate 85. At this point you will leave Christmas Town . I have a dog, are animals allowed to walk thru Christmas Town with their owner?- Yes, however, all animals must be on a leash and controlled by their owner. Can I drive my Golf Cart on the streets of McAdenville during the time the Christmas Light are on ? Only if the Golf Cart is Street Legal...meaning...it must be registered by the state of North Carolina and equipped same as an automobile.

Mountaineers smash record book again Every season brings new records for Kings Mountain High’s football team. During the past five seasons (2015-19) the Mountaineers have had double-digit wins four times and the past three 12-win seasons surpass any three-year period in the 97 years of KMHS football. The Mountaineers won 12 games in 2015, ’17, ’18 and ’19. No other team has posted 36 victories over a three-year period. Their overall record over the past five years is 56-10. The team is still chasing the 1998 team’s single season win record of 14 games. The team also set a new record for most points in a single game, 70 against North Gaston. That came the very next week after scoring a record 69 in a win over Stuart Cramer. Several individuals set new records this year while another added to his previous school record. Kobe Paysour fell short of his single season record for most TD receptions (26) and yards receiving (1,721) that he established last year as a sophomore, but his 1,138 yards on 50 receptions this season greatly improved his many career records, including: Most passes caught in a career – 168.

Most career yards receiving – 3,642. Most career touchdown passes caught – 49. With another good season next year, Paysour should add the all-time scoring record. With 312 points already, he will have his sights on Anthony Hillman’s career record of 396 which has stood since 1999. Paysour is also the current record holder for most receiving yards in a game, 288 on 11 catches against Stuart Cramer in 2018. Two other Mountaineers joined the record book this season. Junior quarterback Ethan Reid, playing his first year for the Mountaineers, broke last year’s signal-caller Kaylon Wade’s record for most touchdown passes with 44. Wade threw 42 last year when the Mountaineers also made it to the 3A Western Regional championship game at Charlotte Catholic. Reid fell just short of Wade’s single season yards passing total of 3,179 which was set last year. With seven extra points in the final game at Catholic, Austin Browning finished with 88 kicking points to break the previous mark of 86 held by Micah Randall. Kings Mountain’s other offensive stat leader was sophomore Rashaard Brooks, who led the team in rushing with 1,409

yards He was also second to Paysour in the scoring column with 18 touchdowns and 108 points. Anthony Hillman holds the all-time single season and career rushing records with 2,510 in 1998 and 5,618 for his career (1997-99). Kings Mountain’s defense didn’t set any records, but junior DayDay Wilson registered 123 tackles which is a remarkable number considering KM had six running clock games in which the first team defense did not play after halftime. Robert Lipscomb had seven solo sacks while also cheering his younger teammates on in the running clock games. The Mountaineers will lose Browning to graduation, but the other statistical leaders on offense and defense will return next year to lead the Mountaineers into what could be another banner season. Other key starters graduating include defensive back James Ussery, #2 receiver Quintin Davidson, tight end Bryce Fisher, wide receiver Luke Bishop, DB Belton Pressley, running back Ricaylen Mack, punter Triston Hannon, offensive linemen DJ Bagwell and Isaac Watson, and defensive lineman Zach Crawford. Other returning starters include Chazz Armstrong, Javari Rice-Wilson, Titus Phillips, Chase Cannon, Orlando Odums, AJ

Richardson, Derek Wilson, Chris Richardson, Chris Ruffalo, Michael Blanton, Blake Davis and Ty Ledbetter. 2019 STATS: PASSING - Ethan Reid 156-266-2,840, Belton Pressley 3-3-66, Kobe Paysour 1-120, Quintin Davidson 0-1, Rashaard Brooks 0-1. East Lincoln sweeps KM East Lincoln’s Mustangs broke out of the gate early to defeat both Kings Mountain varsity teams in non-conference action Wednesday night at Parker Gym. The Lady Mustangs raced to a 27-11 first quarter lead and rolled to a 72-24 win and the East boys broke an early 7-5 KM lead and rolled to a 56-41 win. Mountaineer sophomore Isaiah Tate scored five of the first seven Mountaineer points but was held to zero points the rest of the way. From that 7-5 deficit, the Mustangs went on an 11-0

run and held a 19-12 lead after the first quarter. East built a 12-point cushion early in the second quarter before the Mountaineers rallied to cut the margin to 25-23 on a follow shot by LT Thoams with 1:45 remaining in the half. East was able to take a 27-23 lead into intermission. The visitors built a 34-23 lead early in the third quarter and took a 42-32 lead into the final stanza. Kings Mountain couldn’t get it under 10 again. See SWEEPS, Page 10B

Hickory sweeps KMHS KM in basketball athletes Hickory swept Kings Mountain in a non-conference doubleheader Tuesday night in Hickory. The Hickory girls led from the opening tip to hand the Lady Mountaineers their fourth straight loss, 68-19, but the Red Tornadoes had a much tougher time in the nightcap, edging the Mountaineers 62-59. It was the third straight win to open the season for Hickory, which earlier defeated Newton-Conover and Statesville. Kings Mountain fell to 1-1. Hickory led 16-10 after the first quarter before the Mountaineers rallied to take a 32-31 lead into halftime. Hickory came back out strong and carried a 46-44 lead into the final chapter. Isaiah Tate led the Mountaineer attack with 24 points, including 5 of 10 from beyond the arc. LT

Thomas had eight points, seven rebounds, three steals and four assists and Weston Hughes contributed eight points and five assists. The Lady Mountaineers, still playing without the services of their All-Conference sophomore Saniya Wilson, had a solid first quarter but their inexperience began to show in the second period as Hickory built a 34-14 lead. KM managed only three points in the third quarter and two in the fourth. Freshman Khalia King’s 14 points led the KM attack. Hickory had four double-digit scorers. The Lady Mountaineers have a young team with Essence Houser the only senior. Junior Kennedy Barnes is the only other player besides Wilson with varsity game experience.
