Mayor Scott Neisler wraps up a remarkable NCLM year
Per usual, Kings Mountain Mayor Scott Neisler takes the humble road. “I just hope that maybe I did something this year that affected the League in a positive way,” he says, reflecting on an NCLM Presidency that achieved almost nothing but positives.
There were successes with state lawmakers. With the League positioned as a leader on the issues of local government pandemic recovery, Neisler oversaw the creation and early implementation of NCLM’s American Rescue Plan service line, which has guided all 550-plus municipalities through the federal funding process and towards longterm, transformational successes. The North Carolina General Assembly has supported those efforts through generous state funding, and Gov. Roy Cooper shared his gratitude of the League’s leadership in an introductory letter at NCLM’s fourstop, statewide American Rescue Plan Expert Tour this fall, writing, “When we engage collaboratively, we can make the most of the opportunities presented by the ARP. I am grateful to the League for their leadership, in hosting and organizing this tour, and for their ongoing partnership.”
There were successes in determining NCLM’s advocacy priorities and establishing the 2023–24 Legislative Goals. That process, in total, included 10 goal idea listening sessions, 32 small group discussions, and the submissions of 400 ideas and 50 distinct goals. After the thoughtful consideration of the Legislative Policy Committee and the NCLM Board of Directors, the

membership overwhelmingly approved the legislative agenda and reaffirmed NCLM’s Core Municipal Principles.
And most importantly, there were successes in bolstering the League as a whole. The activity and accomplishments of the past few years are made even more impressive considering the circumstances of uncertainty. Neisler and other League leaders played a critical role in ensuring that the organization not only continued its service to cities and towns but became stronger and more capable along the way. That includes the work done to resolve issues with the NC Association of County Commissioners regarding the League’s downtown Raleigh property—a success that will be felt by League members for decades to come.
“The thing I am most proud of is how the League morphed into what it needed to be,” said Mayor Neisler. “Even through the crisis, we were there, and we were whatever our 550 towns needed us to be.”
As both League President and mayor, Neisler sees both sides of the organization—both the inner workings and the external applications. On the League side, that unique perspective has helped inform his leadership and his guidance of League offerings. And on the city side, it has helped him appreciate the services. “The League is successful cause it’s appropriate for today. It’s a service organization that really does provide service,” said Neisler.
“The cities that are a part of the League get so much out of it—so many benefits. And, and that’s what

we have to continue to do in the future. We have got to be appropriate for the needs of the cities of North Carolina. And we’ve done that very, very successfully.” All Neisler’s successes—the strength of the League, the strength of its state-level relationships and the strategic vision of the legislative advocacy efforts—were on full display during both the 2022 and 2023 Town and State Dinners. Due to some scheduling peculiarities in the wake of the pandemic, Mayor Neisler had the opportunity to take part each year, as he presided over the dinner in 2022 and interviewed the NC House of Representatives’ leadership in 2023. Between the two events, nearly 1,000 local leaders and state lawmakers attended. “It showcased the standing of NCLM on the state level,” said Neisler.
At NCLM’s annual conference CityVision in April, Neisler handed off the role of NCLM President and move into the position of immediate past president. While the tenure itself may be ending, the impacts of his work will reverberate for a long time across North Carolina.
“I’m sort of melancholy in a way. But I’m also so proud,” said Neisler. “It’s been an honor to serve the NC League of Municipalities, and it’s been an honor to serve our cities and towns.”

Charles “Chuck” Boyce Wright passed away peacefully on Saturday afternoon, May 20, 2023, at the age of 91.
A distinguished military career was the defining arc of his life, and he spiritually remained a consummate soldier til the end. Chuck was born February 25, 1932 to Rosa Campbell Wright, in Kings Mountain, North Carolina, where he lived until joining the US Army at age 18. He went on to fight in the Korean War and was a Purple Heart recipient and was awarded the Bronze Star Medal for Valor. After the war, and several international postings in Japan and Germany, he was on official leave in London, England when he met his future wife, Andrea Char-
Chuck retired from the Army after 24 years as Chief Warrant Officer (CWO3) with much of his focus on nuclear weapons. He served as a member of the Gaston County Honor Guard, honoring hundreds of veterans at their funeral services. He also volunteered at Gaston County Hospice for nearly 25 years, stopping only after his health prevented him from continuing.
Andrea passed in 2020, after which Chuck’s health began to slowly deteriorate, in large part due to the grief of losing his companion of 57 years. Charles and Andrea had three children together, and they were preceded in death by their first child, Brian Keith Wright. Their surviving children, David Wright and Anita Wright Dennis are left to cherish his memory and are thankful to have had such a wonderful and kind Dad. He was well known for his friendly, welcoming personality and his sense of humor, which is what his wife fell in love with. He was a very giving man who admired gardens
and enjoyed gardening with his wife. He was a doting grandfather and never missed any of his grandchildren’s performances.
Those others left to cherish his memory are his son in law, Shawn Dennis; granddaughters: Alden, Cameron and Claire Dennis; and his sister Ruth Patterson. “We have all been blessed to have known you and been loved by you, Charles, and for that we are forever grateful,” expressed the family.

Speaker Moore no longer recused from gaming legislation
The NC Legislative Ethics Committee has issued a public opinion in response to a request from NC House Speaker Tim Moore.
TIM MOOREThe committee determined that past work on behalf of a former gaming
client is not considered a conflict of interest now that “… legal representation for that gaming client has concluded, there is a formal written agreement terminating the attorney-client relationship, and all fees have been settled between the lawyer-legislator and the former gaming client.”
As such, Speaker Moore’s recusal on votes or other legislative action is no longer required, and
he intends to participate on gaming legislation in the future, just as he does with any other legislation.
NC House Speaker Tim Moore said, “Although there was no requirement to do so, I requested a formal ethics opinion from the Legislative Ethics Committee on this matter. In an effort to provide full transparency, I asked that their opinion be made public.
Congratulations to Braxton Carter for his very swift time of 37-minutes covering 4.2 miles to take home 1st place. He averaged over 6 miles per hour in his 20’ long kayak. Gene Summey took home 2nd place, also in a solo kayak, with a time of 45-minutes. Roger Beatty brought home the bronze in 48-minutes, amazingly on a stand-up paddle board. Prizes were $200 for 1st place, $100 for 2nd place, $50 for 3rd place.
Positioned for honor
(Part 4 of “The Invitation” Series)
Imagine having the job of your dreams. You worked hard to prepare yourself, and your efforts were rewarded. You were chosen and given one the highest positions in the company. You can’t wait to tell all of your friends and relatives. Then, you discover that the purpose of your position is greater than you could ever imagine. This happened to Esther in the Bible. She was very excited about being chosen queen until she found out it was never about her, but about a greater purpose. Her people were about to be killed and she has been given the opportunity to save their lives. The problem is that she could lose her position and her life. She had a choice to make.
Esther 4:14 (AMP) says, “For if you remain silent at this time, liberation and rescue will arise for the Jews from another place, and you and your father’s house will perish [since you did not help when you had the chance]. And who knows whether you have attained royalty for such a time as this [and for this very purpose]?”
INFLUENCE
All of us have been given spheres of influence: family, jobs, community etc. The bulk of our time is spent working 40 plus hours a week. Have you considered that maybe that position was given not just so you could have
income, but that you have been positioned to honor God? The number one way to honor God on a job is to be excellent. Be early, not just on time, take the initiative to perform extra duties without being told, and always put your best foot forward when you complete your tasks. Colossians 3:23 (ISV) says, “Whatever you do, work at it wholeheartedly as though you were doing it for the Lord and not merely for people.” Also, humility, generosity, and prayer are other ways to honor God in the workplace. However, sometimes God invites us to a more difficult challenge like standing up to an injustice that may cost us our jobs. In those situations as in everything, we need to seek God for guidance, wisdom, and courage. Deuteronomy 31:8 (ESV) says, “It is the Lord who goes before you. He will be with you; he will not leave you or forsake you. Do not fear or be dismayed.”
PRAY THIS PRAYER:
“Father, you are full of majesty, splendor and glory. I adore you for your excellence and greatness. Forgive me when I represented you poorly on the job because I had a negative attitude or I didn’t display gratitude that you blessed me with employment. Help me to always represent you well. People are hurting; please use me to touch their lives in a positive way. I yield to your will. Give me courage to stand up to injustices. May I please you in everything I say and do so that you receive the glory and praise.
In Jesus’ name - Amen.” Danyale Patterson would love to hear from you! Contact her at www.danyale.com to share a testimony, send a prayer request, or book her to speak.

CDC warns of potential mpox summer outbreak
In the United States, cases of mpox (formerly monkeypox) have declined since peaking in August 2022, but the outbreak is not over. The Centers for Disease Control and Prevention (CDC) continues to receive reports of cases that reflect ongoing community transmission in the United States and internationally.
The Centers for Disease Control and Prevention are warning about the potential of an mpox resurgence this summer and urging people most at risk to get vaccinated. Chicago has reported around 20 new cases after infections had declined substantially since last year's outbreak.
As of May 10, a total of 30,395 cases have been reported in the United States. This outbreak had a peak of about 460 cases per day in August 2022, and gradually declined, likely because of a combination of temporary changes in sexual behavior, vaccination, and infection-induced immunity. However, CDC continues to receive reports of new cases and clusters in the United States and internationally.
Although approximately 1.2 million JYNNEOS mpox vaccine doses have been administered in the United States since the beginning of the outbreak, only 23% of the estimated population at
risk for mpox has been fully vaccinated. Vaccine coverage varies widely among authorities. The projected risk of a resurgent mpox outbreak is greater than 35% in most jurisdictions in the United States without additional vaccination or adapting sexual behavior to prevent the spread of mpox. Resurgent outbreaks in these communities could be as large or larger than in 2022.
To help prevent a renewed outbreak during the spring and summer months, CDC is urging clinicians to be on alert for new cases of mpox and to encourage vaccination for people at risk.

RSV is a highly contagious virus that causes infections of the lungs and breathing passages in individuals of all age groups. RSV circulation is seasonal, typically starting during the fall and peaking in the winter.

KMHS Powder Puff football game raises $2,000 to help foster children
Kings Mountain High School Ambassador’s Club held their annual Powder Puff football charity event on April 6. Junior and Senior girls faced off in flag football in an eventful matchup. Students paid to be able to leave their fourth period classes to watch the game. Over $2,000 dollars was raised for Least of These Carolinas, a non-profit serving foster children in our area. Each team had coaches from the school's football team, and practices were held before game day. “We practiced by running plays over and over until we all knew exactly what we were doing," said Senior Maggie Honeycutt. The preparation of the senior team led to a victory of 27 to 6.
"My favorite part about Powder Puff was kicking the field goal and winning. It was a lot of fun being able to celebrate with the team,"

Prevention, each year in the U.S., RSV leads to approximately 60,000-120,000 hospitalizations and 6,00010,000 deaths among adults 65 years of age and older.
The safety and effectiveness of Arexvy is based on the FDA’s analysis of data from an ongoing, randomized, placebo-controlled clinical study conducted in the U.S. and internationally in individuals 60 years of age and older. The main clinical study of Arexvy was designed to assess the safety and effectiveness of a single dose administered to individuals 60 years of age and older. Par-
said Honeycutt. "This Powder Puff game was amazing, I had a great coaching staff, great players. Our players were focused and came to play, and we got the job done. I had fun coaching the girls and we had a fun time winning," said Senior coach, Marion Littlejohn. Community volunteers helped referee the event as well. Students were also entertained during the halftime performance with field events sponsored by the Student Participation Organization (SPO). The event was a great day for school spirit and support of a great cause. 'There are very few schools that offer a fantastic experience like the Powder Puff Game. It's an amazing experience that never fails to bring together the school body at Kings Mountain High School," said sophomore Teddy Brooks.
ticipants will remain in the study through three RSV seasons to assess the duration of effectiveness and the safety and effectiveness of repeat vaccination. Data for a single dose of Arexvy from the first RSV season of the study were available for the FDA’s analysis.
In this study, approximately 12,500 participants have received Arexvy and 12,500 participants have received a placebo. Among the participants who have received Arexvy and the participants who have received a placebo, the vaccine significantly reduced the risk of developing RSV-associated LRTD by 82.6% and reduced the risk of developing severe RSV-associated LRTD by 94.1%.

K-9 Sabot assists in arrest by GCPD NC S.A.F.E. recommends you secureall firearms effectively
On Friday, May 19, Gaston County Police Department responded to a Breaking and Entering in progress call around Francis Street off N. New Hope Road in Gastonia.
A resident on Francis Street called Gaston County Communications and advised when they arrived home, they heard someone rummaging through their house. The resident also stated they believed the unknown suspect had fled out the back door on foot.
Responding patrol units requested the Gaston County Police K9 unit to assist in locating the suspect. K9 Sabot was deployed to attempt tracking the suspect and was quickly able to pick up on his trail.
A brief time later, Sabot located the burglary suspect, later identified as Chadrick Fisher, hiding in the woods nearby. Officers were able to take Fisher into custody
and discovered he also had outstanding Orders for Arrest out of McDowell and Avery counties for Felony Fleeing to Elude Arrest.
Fisher was charged with Breaking and Entering and Larceny after Breaking and Entering. He is being held at the Gaston County Jail on a $65,000 bond.

It only takes a moment for a tragedy to happen. Fortunately, it only takes a moment to help prevent one as well. Protect kids and communities by safely securing your firearms, NC Department of Public Safety recommends you take these steps to secure your firearm and protect your loved ones.
Safe Storage 101
1. Gun Safe is the most secure option. Can include biometric or electronic locking features.
2. Lockbox can be portable or bolted down for additional security. There are also options designed specifically for use in vehicles.
3. Gun Case can be used to
safely secure your firearms at home and beyond.
4. Cable Lock uses a cable threaded through the barrel or action to prevent someone else from firing the gun.
5. Trigger Lock fits easily over the trigger guard to prevent the trigger from being pulled.

Store Your Firearm Safely
These simple tips can save a life.
1. Unload your firearm:
It is best practice to always unload your gun when it’s not in use. Take the time to familiarize yourself with how to unload and clean your specific firearm. When unloading, make sure the muzzle is pointed in a safe direction, preferably to the ground. Remove ammunition, and triple-check that the chamber is unloaded. Never let your guard down: Remember to always handle your gun carefully, as if it is still loaded.
2. Lock it up. There are several ways to safely lock up your firearm, including gun safes, lockboxes, gun cases, cable locks, and trigger locks. Some of these now include biometric and electronic lock options. For an additional layer of security,
consider separating ammunition and firearms when locking them up.
3. Make sure it stays locked.
If your gun lock uses a key, make sure you’re the only one who knows where it’s hidden. If the lock uses a combination or code, don’t use one that an older child might be able to guess, such as a birthday, an anniversary, or the last four digits of your phone number.
4. Don’t leave it unsecure in a car.
More and more guns in North Carolina are being stolen out of parked cars. If you leave a gun in your car, make sure the gun is out of sight and secured with a lock or in a gun case. Consider storage options designed specifically for vehicles, and don’t forget to lock your car too.
