Michael L. Dennis, RLS, PE, is a geodesist at NOAA’s National Geodetic Survey (NGS) where he performs research and assists in development of products and services that define, maintain, and provide access to the National Spatial Reference System (NSRS). This includes analysis of geometric and vertical datums (both active and passive control); evaluation of data processing and survey network adjustment procedures; crustal motion studies and modeling; development and promotion of standards and guidelines; and public outreach. Currently his main task is serving as project manager for the National Adjustment of 2011 (NA2011). NA2011 is a simultaneous nationwide leastsquares adjustment of all NGS GNSS-derived passive control, constrained to the most current realization of the NGS Continuously Operating Reference Station (CORS) network. Although he now works for NGS, Mr. Dennis is a Professional Engineer and Surveyor with many years of private sector experience, including ownership of a consulting and surveying firm. His private sector experience includes coordinate system design, control and boundary surveys, GPS baseline processing, planning and execution of NGS “Bluebook” surveys (including Height Modernization surveys), spatial data management, survey and GIS data integration, development of field and office procedures for surveying and mapping, providing educational seminars throughout the US, and creation of custom computer algorithms. Mr. Dennis is an American Congress on Surveying and Mapping (ACSM) Fellow and a former Chair of the American Association for Geodetic Surveying (AAGS) Government Programs Committee. He is also a member of the Geomatics Division of the American Society of Civil Engineers and a member of the Arizona Professional Land Surveyors Association

reconnaissance for and setting high-stability geodetic control survey monuments. Ed Carlson is currently working as the Pacific Region Geodetic Advisor as part of the NGS State Advisor Program. This program provides liaison between NGS and each participating state, territory in the Pacific to guide and assist in the regions geodetic, charting, surveying, remote sensing, and land information system programs. He provides technical advice and training to federal, state, county, city, and local users in planning and coordinating field surveys, providing quality assurance, and assisting in preparing data for inclusion into the National Spatial Reference System. He also serves as a primary contact for relating user needs to NGS and NOAA and transferring new technical developments to local users. He helped develop and evaluate the NGS guidelines for Digital Leveling. william (tom) moore
William T. (Tom) Moore received his B.S. in Surveying from New Mexico State University (NMSU) and is currently pursuing a Master’s degree in Paralegal Studies through George Washington University. He is serving as an adjunct professor at NMSU with the Surveying Engineering program and has extensive private sector experience. Projects which he has worked on include field coordination for a static GPS control network covering over 1100 square miles of land for the New Mexico State Engineer’s Office; boundary surveys and utility locates for three ports of entry in New Mexico for the Department of Homeland Security; land surveyor for field and office duties involving the engineering and architectural design teamwork at Ft. Bliss, Texas, for its Base Realignment and Closure edicts and expansion; and complex boundary resolutions. In 2004, Tom Moore was appointed to the New Mexico Board of Licensure for Professional Engineers & Professional Surveyors by former New Mexico Governor Bill Richardson. Although the appointment was made in person, Tom was not eligible to serve the appointment due to statutory technicalities. Tom has given educational presentations to 3rd grade elementary students, the New Mexico state surveying society convention, and the ACSM national convention. He also contributes as an author to the New Mexico Professional Surveyors publication Benchmarks under the column “Where’s the Point?”

Dr. Clement Ogaja is an Assistant Professor of Geomatics Engineering in the Department of Civil and Geomatics Engineering at the California State University in Fresno. He is also the ABET coordinator for the Geomatics Program for the 2011-12 review cycle. Prior to joining California State University, he was a post-doctoral researcher in geodesy in Australia. Dr. Ogaja earned a Ph.D. in Geomatics Engineering from the University of New South Wales (UNSW) in Sydney, Australia, and a Bachelor of Science in Surveying from the University of Nairobi in Kenya. He has worked as a land surveyor in Kenya and Australia, and he has also recently volunteered at the Caltrans District 6 Surveys in Fresno, helping with the RTK GPS surveys of highway projects. During his doctorate years in Australia, he worked with the Satellite Navigation and Positioning Group at UNSW where he subsequently earned his Ph.D. with a research focus on GPS and Geodesy. After graduating from UNSW, he joined the Geoscience Australia Space Geodesy Group where he worked for four years. In 2007, Dr. Ogaja joined the faculty at California State University–Fresno as an Assistant Professor in the Department of Civil and Geomatics Engineering where he teaches GPS theory, satellite geodesy, and project design. His research focuses on the applications of GPS and satellite geodesy. He is a member of the American Association for Geodetic Surveying and a faculty advisor for the ACSM Student Chapter at the Fresno State. He is also a member of the International GNSS Society and the Institute of Navigation. He is an author of several research papers and technical articles including refereed journal publications. He is also an author of two books and a reviewer for international journals including, for example, the Journal of Geodesy and Journal of Geophysical Research-Solid Earth. He is on the Editorial Board of the Journal of Surveying Engineering where he also serves as a reviewer.
