1- Resolution for Muslims Reservation This general session of the Jamiat Ulama-i-Hind while reiterating its demand for reservation to Muslims in all walks of life according their proportion of population draws the attention of government to the fact that the recent step in this direction does not serve the purpose as it is neither proportional to the population nor does it address the backwardness of the community. Therefore Jamiat ulama-i- Hind demands that: 



1- The Muslims should be given representation in all spheres in accordance with their proportion of population. To ensure this, the constitutional and the legal hurdles, if any, should immediately be removed. The Muslims should be declared the most backward community. However they should be classified to exclude the creamy layer.

Separate quota should be earmarked for the Muslims OBC sections which are listed in the Mandal Commission since owing to prevalent prejudice, clubbing them with other minorities will result in taking away their right share.  Labourer castes of the Muslim community and the backward classes should be treated at par with other Dalits by amending Article 341 of the constitution. The religious connotation of the Article should be removed forthwith. So far the government of India has not taken any effective step to fulfill the above mentioned first and third demands. As for the second one which pertains to providing separate quota from within 27% reservation has not been met by giving 4.5% reservation to all minorities. Therefore, Jamiat Ulama-i-hind vigorously demands that instead of including all backard classes in the same basket separate quota for Muslims should be earmarked. Jamiat Ulama-i- Hind would like to draw the attention of the government of India to increase the quota of the OBC given their rising population in the country. Jamiat Ulama-i- Hind while severely condemning communalization of reservation issue by communal forces, refutes the propaganda that reservation is being demanded on religious ground. The fact is that since the very birth of democracy in India the need for reservation to the oppressed sections of society was felt to bring them into national mainstream. An article 341 providing reservation only to Hindu OBCs was passed through a presidential ordinance 1950. After protest, Sikh and Buddhist were later included, but Muslims remain excluded from its purview despite they are socially, economically and even professionally similar to Hindu OBCs, whereas religion based discrimination in article 341 contravenes provisions of Article 14 (Equality before law) article 15(Prohibition of discrimination on grounds of religion, race, caste, sex or place of birth) article 16 (Equality of opportunity in matters of public employment) The general session demands from the govt of India to forthwith table the Ranganath Mishra commission before the Parliament and impelement its recommendation of giving reservation to the Muslims. We demand from state governments to make a law for reservation to socially, educationally and economically backaward Muslims on the pattern of Andhra Pradesh, Karnataka and Tamil Nadu. We, while welcoming promise of 18% reservation made by Samajwadi Party in its election manifesto, as well announcement of reservation by West Bangal Government, demand that this be translated into action within a fixed period of time.

2- Resolution on Communal Violence This general session of Jamiat Ulama-Hind expresses its deep concern that despite the recurring communal violence in the country, no law for prevention of riots has been introduced so far. The right to life, freedom to live with dignity and the right to justice are rights guaranteed to all citizens. These rights however are denied and are extremely difficult for victims and survivors of dreadful communal riots of Meerut, Malyana, Hashimpura, Nili, Bhagalpur. The experiences, analysis and documentation of all dreadful riots bring to the fore the recurring themes of state complicity and impunity, abdication by the state machinery of the responsibility to protect the life of masses. The United Progressive Alliance had promised to bring in an effective and comprehensive legislation to deal with the communal riots but despite long struggles by civil society groups and human rights activists the government has not proceeded on it. With emerging fresh scenario, it looks like that the govt. has intended to put the bill into cold storage. It is a matter of much concern that in spite of several attempts for significant changes in the draft bill, the demands of Jamiat Ulam-iHind have not been incorporated. Therefore recognizing the urgent and dire need for a law against communal violence, this session of Jamiat Ulama-i- Hind urges the government of India 

1- To draft a legislation, the primary focuses of which should be, without discrimination on the basis of majority or minority, to secure accountability of public servants and to hold them responsible for communal and targeted violence. All persons in civil, political and administrative authority or any one other public official exercising state power to be made accountable and criminally liable for failure to perform their statutory duties as well as make provision to provide uniform compensation to the victims. Provisions relating to compensation, to be developed, to make them achievable at the instance of victims.



2- If there is any obstacle and objection on the draft bill from any quarters it must be resolved in through process of dialogue as soon as possible.



An integrated campaign with Peace-loving organizations and persons should be initiated to make pressure on the government for immediately coming up with the law for sake of justice to victims.

3- Resolution Against illegal detention of Muslim youths. This general session of Jamiat Ulama-i-hind severely condemns every form of violence and terrorism and considers it a heinous crime against humanity. Over the last three years, Jamiat Ulama-i- Hind vigorously launched nation-wide movement against terrorism that saw more than 200 conferences and rallies. Following that, other organizations also came out against terrorism. The impact of Jamiat movements is seen at every level: While on one hand the campaign to distort the image of Islam was stopped, on the other hand, especially after the fatwa in this regard by Darul Uloom spread at great level. Jamiat is committed to channelise movements against terrorism. While the scourge of terror needs to be dealt with firmly, the Jamiat Ulama-i-Hind notes with serious concern that the Muslim community continues to be witch-hunted in the name of fighting terror. While expressing great concern over illegal detention of Muslim youths without framing charges, his general session of Jamiat Ulama-i-Hind declares this violation of human rights very embarrassing. Therefore, this session of Jamiat Ulama-i- Hind demands: 

A fast-track court be set up immediately, which should look at all cases of falsely accused at one designated place in a time-bound manner at daily basis.

The Jamiat especially demands a review of the Unlawful Activities Prevention Act, for its misuse. The Mumbai High Court has also declared some of its clauses unconstitutional so that misuse of this act should be revived.

Bail must be immediately granted to the accused against whom no charge sheet has been framed after a long period.

All Muslim youths found innocent must be adequately compensated, compensation for them be declared as their rights. Character certificate, govt government job should be provided and the money be colleced from the salary of official responsible for destruction of their life.

The Jamiat also demands that strong action be taken against all police officers who pursued false charges against those youths who have been found innocent and released.

To uphold the superiority of law and order, the investigative agencies must be checked and held accountable.

To declare any accused of terror culprit is unfair. We appeal to Media and government to avoid doing so irrespective of caste and creed. Neither do we support any culprit not will tolerate detention of innocent and false propaganda against the same.

This general session of Jamiat Ulama-i- Hind warns all fellow- country men do not get impressed by activities of anti- national elements nor fall prey to their nefarious propaganda.

4- Resolution on Commemorating Shaikhul Hind Freedom Movement This general session of Jamiat Ulama-i-Hind offers homage to great freedom fighter Maulana Mahmood Hasan Deobandi on the occasion of 100the anniversary of his freedom movement. Hazrat Shaikhul- Hind devoted himself to the freedom of the country. He was among the first who in an organized manner dared to break the shackles of British colonialism after 1857. He founded several institutions for this purpose that left indelible imprints and the persons produced by these institutions will be remembered for their role in the freedom movement forever. History will remain incomplete without mention of his great struggle against the British imperialist in and outside India. It is a matter of concern that role of Maulana Mahmood Hasan Deobandi and his disciples has not been properly portrayed in history books. Due to this prejudice by history makers, the younger generation of the country is even unaware who was Maulana Mahmood Hasan and what role he had played in the freedom movement. If the younger Muslim generation is deprived of our valued heritage, they will lose source of inspiration and guide to serve the nation. It is a matter of anguish that even old people are forgetting services of their elders. If this trend persists, it will create huge gap between our past and present. Therefore, this general session of Jamiat Ulama-i- Hind recognizes need to 

Propagate services of great elders of the community among new generation. For this end, seminars and programmes in the central places of the country should be held. Jamiat Ulama-i-Gujrat held seminar on life and services of Shaikhul Hind. The other states, districts units of Jamiat Ulama-i-Hind should also work for propagating and disseminating the message and services of his freedom movement.



Any University should be named after Shaikhul Hind.



The role of Shaikhl Hind should be mentioned in curriculam books.

5-Resolution on National Integration. This general session of the Jamiat Ulama-i-Hind expresses concern on overwhelming communalism that has crept in every walk of life. The root cause of this lies in fading concept of national integration. In plusristic society like India where people belonging to various religions and faiths live together, promoting national integration and ensuring unity and harmony is highly needed. Islam has effectively urged his adherents to live amicable social live with people of other communities. Therefore it is necessary to preserve common interests and foster fraternity among all people. 

Jamiat Ulama-i- Hind notes that the vast majority of Indians cutting across religious and cultural lines are peace-loving, believe in the spirit and idea of tolerance, communal harmony. Unity in diversity and communal harmony, constitute the bedrock of our nationhood and civilization values. We recognize that only a handful groups and persons want to disrupt our unity and damage the image of our country. We should resolve to deal with all such challenges firmly to thawart their intention.

This session of Jamiat Ulama-i- Hind expresses concern over growing tendency about regionalism over years, especially in Maharshtra, Madhya Pradesh, Assam where people from other states are misbehaved. This tendency is damaging our federal spirit and integration of the nation. We all Indians making consensus on national issues should discourage communal ill-will and regional animosities.

This general session calls upon all political parties, civil society organizations, citizens’ groups, religious, social and other opinion leaders, and the media to rise above narrow thinking or interests, and to act unitedly to defeat all forms of extremism and any attempt at division of our society on social, religious and communal lines.

National integration and communal harmony must be propogated through acamadem methods, curriculum books must be kept away from hatred- mongering texts.

This general session of Jamiat Ulama-i- Hind appeals to Muslims of this country to behave in a good manner with people of all faiths and religions especially with Dalits and the oppressed sections according to the Islamic strictures.

Jamiat always stood for promoting principle of tolerance and harmony and will continue to do so in line with its elders whose endevours in this regard are counted are the history.

6- Resolution for Establishment of Makatib in Backward Rural Areas This general session of Jamiat Ulama-i- Hind feels it very necessary to establish makatib (religious institutions) in backward rural areas of the country. In remote rural areas, ignorance of religion is very common in the Muslim society. There are many who can do not know even the correct kalema. Children getting education in common schools are usually not aware of the basics of the religion. There is information of the prevalence of heresy, polytheism, infidelity in their society. They are unable to distinguish between the right and the wrong. With that in view, this general session of Jamiat Ulama-i-Hind emphatically appeals to all the Muslims  To make efforts to establish makatib in backward areas where at least primary religious education should be imparted.  In such religious institutions, arrangements should be made either for full time classes or morning and nightly classes.  This session emphatically appeals to all educational institutions to devote ten per cent of their budget for setting up makatib and running them in an effective manner.

7- Resolution for the Revival of Deeni Talimi Board This grand session of Jaimiat Ulama -i-Hind deems it necessary to infuse fresh spirit in and extend area of “Deeni Talimi Board” run by the JUH. At present, tendency towards modern education is increasing, whereas a great part of the Muslim community is appearing to be ignorant of the teachings of Islam. Therefore, an educational board capable of catering to the modern aspirations is the need of the hour. The following proposals should be started under this board: 

All makatib should be affiliated to this board All Makatib and schools in the length and breadth of the country should be affiliated to the board .that shall prepare and regulate a uniform syllabus.

Course books and literature shall be provided in various languages according to the need of students. An organized system should be developed for adult education with getting benefits of governmental distant education system.

Teachers should be well trained sot good results could be produced.

This general session of Jamiat-i-Ulam-i-Hind appeals to all Jamiat members to extend their support for this board so that could offer its best service for protecting religious faith of new generation.

8- Resolution to Fight Turncoat Activities by Christianity and Qadyaniyat This general session of Jamiat Ulama-i-Hind warns against the apostasy movements launched by Qadyanis, Christian missionaries and other elements. Preachers of Qadyani and Christian Missionaries are trying to turn poor Muslims into turncoats by providing them the means of luxuries to all types. They mostly lure them in the net woven of the dreams of better job opportunities, health facility, loans and availability of cash and easy loan. Incidents of unrest and disorder are also taking place due to the Qadyani activities. Jamiat Ulama-i- Hind does not deem it appropriate to take any action by taking law in hand, but it surely would like to alert Muslim masses not to be deceived by them. Likewise we should be cautious of apostasy activates of Sangh. Few days back it was learnt that some Muslim youths joined it for spiritual peace. The Christian missionaries are working on large scale. They are organizing different types of programs for defaming the image of the prophet of Islam. Some channels are teaching Bible in the name of Holy Quraan. They are creating hatred and misconceptions about Islamic Shariyah. In such conditions we can easily judge how worse is the situation. Therefore this general session of Jamiat Ulama-i- Hind appeals to all Islamic educational institutions, to take following steps: 

There is a need to confront such movements with full preparation; therefore, the Imams of mosques and Ulama should alert the Muslims from these turncoats. In this direction social boycott of Qadyani could be effective.

Collective efforts should be made in the affected areas. All Muslim institutions, madarsas and charitable organizations to organizs meetings, conferences and training camps for Ulama so that the belief of Muslim brethren could be saved. All Indian Majlis-e- Tahaffuz-e-Khatm-e-Nuboowat, counter to Christianity department of Darul Uloom Deoband and Jamiat Ulama-I-Hind could be contacted for any cooperation in this regard.

Steps should be taken to expel evict Qadyani from states waqf board.

So-called spiritual movements with deceiving tactics, employing Islamic and Sufi terms are attracting people in the name of teaching art of live, success, health and spirituality. Because of lack of knowledge some people get deceived. To protect themself from such evils, Muslims are recommended to get advice from farsighted and authentic Islamic scholars.

9- Resolution to Protect Islamic Identity and Social Reform Movement Muslim community has been the target of various cultural malpractices including western culture and Non-Islamic traditions. Reckless avoidance of Islamic rules and social values are common practice among them. Gambling, lottery, watching cinema, indecent TV programmes, music, obscenity, dowry, alchoholism, foeticide is rooted in our society. Exchange of immoral contents through mobile phones are harming our society very badly. Therefore Islamic instructions against these evils should be spread on large scale. Muslim scholars, Imaams and responsible persons should adopt the following methods for protection of Islamic identity and social reform. 

Social reform committee should be set up in every village and town. Muslims should be convinced for regular practice of namaz and keeping fasts during the month of Ramadan. Youths should be persuaded to practise salam, don their Islamic identity and create religious atmosphere at home. Religious environment should be created in our homes. Youngsters and their parents should be convinced that taking dowries is against Islam and human values. The present media like TV, VCR etc. are main source for spreading obscenity and in our society. Therefore it is highly needed to launch awakening movement against this evil.

The committee should organise meetings and conclaves occasionally. Jamiat Ulama-e-Hind is alarmed and concerned over rising instance of female foeticide, murder for dowry and divorce. The general session appeals to Muslims to keep away from this social curse and prevent others to do so.

 

The committee should hold its meetings every month and reports, including its minutes of activities, be dispatched to the central office of Jamiat Ulama-i-Hind. On the appeal of JUH, 10-days-long social reform movements should be celebrated with full enthusiasm. Through these programmes, individual meets and literature, people should be urged to avoid watching cinema, television and other moral killing things. Solution according to Islamic teaching should be propagated to prevent promiscuity and indecency. Different methods should be employed in the fight against extravagance on the occasions of marriage and other social functions. The practice of dowry should be eliminated. Social reform movements should be regarded as a religious duty. Youths should be urged to join the movements. There is a growing tendency in youths towards drugs, alchoholism and vulgarities are on the rise. The situation is very distressing. Muslims are being tempted towards the western culture. This has created crisis of Islamic identity. These evils have to be fought vigorously through campaigns under the constructive programs of Jamait Ulama-i-Hind and Imarat-e-Shariah.

10-Resolution on Kashmiri People This general session of Jamiat Ulama-i- Hind expresses its deep concern over continued injustice and infiltration of armed forces. Long imprisonment of innocent people without recourse to due legal process, continued spiral of fake encounters and misuse of Armed Forces Special Power Act and Public Safety Act reinforces the deep rooted angst of people. This session is of the belief that the use of power to repress the anguish of citizen would not help. It will instead complicate the problem further and shall fuel separatist mindset. Peace and Justice have cause and effect relationship with each other. The Government must ensure prompt justice to the victims. However the social, political and geographical unity of the country can not be compromised at any cost. Therefore this Conference of Jamiat Ulama-i-Hind demands that the government: 1-

The long pending legitimate demands of Kashmiri people must be accepted within framework of the constitution of India and democratic civilian rights and institutions should be allowed to function freely and recommendations of central interlocutors must be considered. We appeal to the state govt. of Kashmir to lift public safety act as the act is imposed by it.

2-

Promises of Special economic package must be fulfilled and those rendered destitute be rehabilitated.

3-

Armed forces must be withdrawn and Armed Forces Special Power Act and Public Safety Act be lifted.

4-

Establish an independent, impartial and transparent commission of enquiry into serious violations of human rights, for tracing and returning of thousands of lost and missing youths and ensure fair compensation to victims.

5-

We would like to assure the people of Kashmir of that we as citizen of India share their grief and anguish and support their rightful demands and we do not consider the interests of the Kashmiri people are separate from the interests of Indian Muslims.

(11) Resolution on Palestine and situation of Jerusalem American and British conspiracies, cruelty of Israel, unlawful occupation of the land of the Arab have become the symbol of ill desires. These days, the situation in the region is very explosive. The safety of the holy Mosque Al-aqsa is endangered. Israel is continuously trying to demolish the mosque. There are some activities at regular basis, which endanger the existence of the mosque. There are a big number of Palestinians who were detained without framing of any charge. They are languishing in prison in sorrowful conditions. Despite condemnation by UN Secretary General, sticking to its expanding policy, Israel insists on constructing illegal colonies. Therefore this general session of Jamiat Ulama-iHind demands 

The international community especially America, Russia and the UN are appealed to pave the way for the establishment of a stable, sovereign state of Palestine The ways should be paved for rehabilitation of refugee Palestinians. Israel should leave Arab occupied region.

Every hurdle in the way of providing basic amenities to the Palestinians should be removed immediately. Israel should be challenged in the International Court for war atrocities perpetrated by it in Gaza. Forceful occupation of Israeel on the holy mosque be vacated and its control should be handed over to Palestine according to Oslo agreement. India should play important role in according permanent membership of Palestine in UN. Membership of Palestine in UNESCO is welcome step.

  

.This session of JamiatUlam-e- Hind strongly condemns the changed policy of the central government regarding the Middle East especially about Palestine. This session demands from the government of India to revert to its old friendly policy according to which India always supported Palestinian causes at every forum.

This session realizes that the Congress led central government’s pro-Israel policy has harmed Palestinian cause very severely, whereas India always stood for Palestinian cause for the last 50 years. This session of JamiatUlama-e- Hind considers Indo-Israel friendship as a menace to the world peace. The recent visit of foreign Ministers of both the countries indicates the extent of strengthening relationship between the due. Indian government is well aware that Israel is the biggest hurdle in the way of establishment of free Palestinian state. Not only this, but it is also taking cruel actions against those who are favoring Palestinian cause.

This session demands from UPA government to review its relationship with Israel respecting the sentiments of masses. This session warns that the govt will have to suffer political and electoral loss if it continues with the same policy regarding the Middle East.

(12) Resolution on Islamic World This general Session of Jamiat Ulama-i-Hind expresses deep concern on the current situation in the Islamic world especially in the Syria, Libya, Tunisia, Egypt, Palestine, Iraq and Afghanistan. Now the whole Islamic world is under the influence of Zionist elements and their alliances. The terrorism led by America in the name of eradicating terrorism, establishing democratic system, freedom and making world free from nuclear weapons has disturbed peace and security especially in the world. This is threat to the sovereignty of the third world. Iraq was destroyed on the pretext of nuclear weapons. The American army has left Iraq, but it consigned to the quagmire. There are so many incidents of suicide bombings in Iraq. The life and property is not secure there. The situation in Afghanistan is the same. American army is still present in Afghanistan. The administrations though changed in Libya and Egypt, peace and security could not be restored there. The whole Muslim world is angered on the news of teachings and instructions for American forces to hate Muslims and the conspiracy for attacks on the holy cities “Mecca and Madina on the pattern on Hiroshima and Nagasaki. This session of Jamiat Ulama-i-Hind considers the conspiracy of American General shocking and heart- rendering. This session while asking the whole Islamic world to take serious note of such conspiracies demands 1- Various active groups in Iraq should formulate a consensus plan rising above their interests for the sake of nation and community. 2- Blood shedding and killing each other favors only Zionist motive, so Iraqi Ulama and influential persons should come forward to stop such acts. 3-The world community, specially developing and peace loving non-aligned nations should extend strong support for establishing democratic government on discretion of Afghani people, and exert pressure on America to withdraw from Afghanistan. 4- In the changing socio- political scenario, the rulers of Muslim countries have to consider rightful demands of their masses. They should ensure share of common people in the resources of the nation. On the other hand, active groups working for changes must not indulge in creating anarchy that leads to interference of foreign powers. Changes and development will be fruitful for the people, only when there is peace and security. 5- The rulers must take not of the conspiracy by Zionist forces and their agents. 6- This general session of Jamiat Ulama-i-Hind, demands from the government of India maintaining the policy of support to the weaker India should favour justice and oppose the interference of America in Afghanistan and other Islamic countries.

(13)-Resolution on Muslim Awqaf This Genereal Session of Jamiat Ulama-i-Hind strongly expresses its concern that despite implementation of Awqaf act 1995, illegal tempering with and unlawful encroachment on the waqf properties is still going on. Neglecting the intentions and the will of the donor, the income of the waqf properties is being exploited for personal benefits. The safety of Muslims wakf properties and the income received out of that and its proper utilisation has always been on the agenda of the Jamiat-Ulama-i-Hind and it has always stood for that cause. We feel that the Awkaf Act of 1995 has also lost its utility owing to the bureaucratic apathy and prejudices. Consequently, encroachment on the wakf properties is still going on unchecked. The Sachar Committee had also taken serious notice of this aspect and a recently constituted parliamentary awkaf committee, created for the sole purpose of safety and protection of wakf properties, has also expressed its concern on this sorry state of affairs. More shockingly, Muslims themselves are also found indulged in the encroachment and damaging the wakf properties. In the same way, the issue of preservation of mosque is matter of great importance. There are many mosques even in the capital of India under illegal control of the govt and land mafias. Especially mosques under ASI are openly desecrated and there except prayers every thing is allowed inside the campus of the mosques. The behavior of the authorities of ASI with Muslims seems like invaders. In view of that, Jamiat-Ulama-i-Hind demands from the central and state governments: 

That the Wakf Act 1995 should be honestly and strongly implemented after making suitable amendments as per recommended by the joint parliamentary committee headed by K. Rahman Khan, Muslim Personal Law Board, Jamiat Ulama-i- Hind and others and the wakf properties, which are valued in billions, be properly managed as per the will of the dowers.

All the wakf properties be exempted from the Rent Control Act and it shouldn’t be left merely on the discretion of the bureaucrats.

The Wakf Act should be suitably amended to get the wakf properties vacated as per the pattern of the Public Property Act.

The function of the Muslims awkaf is remodeled on the pattern of the gurudwara Prabandhak committee.

Unauthorized and illegal occupation of waqf property by govt. and non- govt organization should end forthwith.

Effective step should be taken to protect waqf properties. Important Muslim organizations should be consulted when forming the waqf board committee and they should be represented to have a say in the waqf administration.

Mosques under ASI should be restored for five time prayers and Muslims be freely allowed offer their prayers over there. Government restriction should be lifted to repair dilapidated mosque and constructing new mosque, preventing Muslims to perform prayers in the mosque constitute religious undue interference in the religious freedom of the Muslims.

14-Resolution on citizenship rights in Assam This general session of Jamiat Ulama-i- Hind express concern over problems of citizenship rights of Assame people. The Muslims of Assam have been harassed and denied their rights to vote in the name of illegal migrants for decades. Jamiat Ulama-i- Hind has always opposed this trend. The unforgettable services of Maulana Asad Madani, former president of Jamiat Ulama-i-Hind is recounted in history. This session of Jamiat Ulama-i-Hind while clarifying that it does not have any soft stand for any infiltrator, wants to warn the central and state governments that Indian Muslims as well as justice friendly fellow- country men will not tolerate harassment of any persons due to his/her particular identity. Recently more than 4.5 Lakhs of genuine Indian citizens have been termed as doubtful voters and their voting rights curtailed by putting “D”marks in the voter list entirely on the assessment of half literate enumerators of census officials. The question is as to how half literate enumerators could dicide fate of citizenship of rights of any Indian citizen and that too without any evidence. In the various parts of Assam, thousands of citizens get harassed by notice of SP suspecting their citizenships. The right to decide citizenship can not be vested with police. Only the judiciary has right to settle such issues. On the contrary in Assam, police also enjoy this right. It is the known incident that in 1985, the then Minister of government of Assam directed every police satiation to submit the name of at least 50 foreigners every month, failing to which they were to face disciplinary action. According to this instruction, police had to get target and the target were innocent Bangali Hindu Muslims. This fact is ignored that before partition one third population of Assam belong to Bangla speaking community. Assam accord 1985 agreed by the central government and the agitators in March 25 1971 was accepted as cut of year for identification of foreigners. It is matter of anguish that a PIL has been filed in the Assam High Court questioning the legality of section 6-A of the citizenship and seeking repealing of accord pushing 1951 in place of 1971. If so happens not only 10 million Muslims but also 3-3.5 million Bangali Hindus will have to suffer. They then will not remain Indian citizen nor that of Bangladesh as per Assam Accord. Jamiat Ulamai-i-Hind would like to clarify about foreigner issue that taking the advantage of large scale erosion of fertile agriculture land by the mighty Brahmaputra and its tributaries. A few group of vested interested are found to raise the slogan that all the displaced people are Bangladeshi infiltrators. More than 3000 sq. K.M. land mass were washed away by the Brahmaputra and other rivers rendering more than 30 lakh people homeless in the last 55 Years. 80% of them are poor Muslim peasants. Therefore, this General Session of Jamiat Ulama-i- Hind urges upon the Central and State Govt. 

in response to PIL by some mischievous elements, the affidavits filed by the Home department,govt. of India and the Home department, the govt of Assam lukewarm and unsatisfactory. Since central law has been challenged, it is duty of the govt. of India to direct the attorney general or solicitor general to strongly defend the law.

Procedure should be simplified for getting NRC so that they could receive at local panchayat and govt offices etc.

People are denied all kinds of facilities provided by Govt. institutions and Banks for want of Patta.

To start construction of Dhubri-Fulbari Bridge over the Brahmaputra to avoid such Casualties in future.

To establish a campus of Aligarh Muslim University in Dhubri district considering its as a most backward in the field of education.

15- Resolution for strengthening the system of Imarat-e-Sharia Hind This General Session of Jamiat Ulama–i-Hind considers that system of Imarat–e-Sharia should be more strengthened. The need to establish the institution was felt just after debacle of Muslim rule in India. Feeling urgency, Shah Abdul Aziz issued fatwa for establishing Imarat–e-Sharia. Syed Ahmad Shahid Barelwi and his friends tried hard to translate it into action but due to some reasons it was not materialized. Later when JamiatUlam-e- Hind was established, it strongly felt the need for system of Imarat –eSharia. In several programs of Jamiat–e-Ulama Hind, the stress was laid on need of establishment of Imart –e- Sharia. Finally on November 2, 1986, a representative program was held with cooperation of Jamiat Ulama-e-Hind, attended by around 3000 Ulama. After much discussion, Imarat-e- Sharia-e-Hind was established. Now this Imarat has its branches in several states. The Mahakamae sharia was established for solving social and family issues and conflicts in the light of Shariat. These Mahakamate sharia are working very actively in several places. However still there is a need of propagating this system among people. Muslims should be convinced that 1. Social conflicts should be appealed in Mahakamae Shaira. Mahakamae Shariah should be established all across the country in the light of its constitution. These institutions should be extended support for better function. Collective and individual efforts should be made for convincing people for abiding by Shariat. 1. Darulifta (fatawa centre) is functional in the central office of Imarate Sharia, than can be approached for religious guidance when necessary. 2. In the same manner, regular meeting of Imarat –e- Shariah Hilal committee is held every month, and decision is taken about the sighting of moon in an organized way. The units of Imarate Shariah establish Hilal committee according in their respective area and and affiliate it with the central Hilal committee. 3.

One of the goals of Imarate Shariah is to propagate right and prohibit the wrong, so now it is the responsibility of every Muslim to make collective and individual efforts for rule of right.

16- Resolution about the Rights of Woman Islam has given unparallel right to woman. No other law accords woman’ rights like this. Islam has entrusted separate responsibilities to man and woman according to their physical make-up and particular psychology and man has been obliged to look after her rights. Woman as mother, sister and wife can play an important role in forming better society. Therefore, Islam has given primacy to her protection at every level. Islam promised reward of paradise for one who brins up female children well and declared serving his mother as a guarantee for paradise. In Islam, The best man is one is the best toward his wife. It is distinction of Islam that it has accorded woman right to inheritance. Despite these irrefutable facts, this general session of Jamiat Ulama-i- Hind feels that today’s Muslim society is callous towards the rights of woman. It is matter of anguish that girls are treated as burden and they are denied well- upbringing, education and right to inheritance. Injustice and cruelty to wife and divorce is rampant in Muslim society. The woman of this age, while on one hand, has to face ocean of indecent, promiscuous and immodest from western culture that has snatched away her feminism. On the other hand she gets injustice from his own people. Therefore this General Session of Jamiat Ulama-iHind appeals to all Muslim community to act on Islamic instructions about rights of woman. Therefore this session demands that: 

As per the law of our country, woman is denied right to inheritance in agricultural land. It is a great injustice meted out to her as well is against Law of Islamic inheritance. Therefore the existing law should be amended to ensure her rights.

In complete contrast to the Islamic teachings, in Muslim society, woman is practically deprived of her right to inheritance. We should collectively try to reform this trend so that we could become ideal for others.

Education of woman is of matter of great importance. It must be clear that there is no gender discrimination with regard to education in Islam. However co-education and unveiling is not allowed. It is our duty to establish girl institutions where they can get education freely. If there is any discrimination against girls observing purdah in govt. and non- govt. institutions, we should take serious note to get the culprit punished according to the law of land.

We should strengthen system of Mahakim-e-Shariah for delivering justice to woman in family related cases. We should launch movements for creating awareness about rights of woman at community level.

17- Resolution regarding the Economic Policy of The Government Jamiat Ulama-i- Hind expresses its deep anguish over rising price in the country, though there has been considerable increase in GDP. But its benefit has not reached to poor section of the society. The economic policy of the govt of India directly or indirectly has been contributing to the economic prosperity of capitalist class though there has been all round economic development in the country but there considerable rise in unemployment, starvation and incidents of suicide. According to the report of Human development index India’s economic growth is sliding down. This session of Jamiat Ulama-i-Hind held the view that main focus of the govt of India is economic development but ignoring its equitable distribution among the deserving masses. Jamiat Ulama-i-Hind demands that the govt should review its economic policy and increase its spending on welfare scheme, generation of employment opportunities and huge investment in agriculture sector.
