New wellness center headed to West Side The center is continuation of partnership between local health organizations By IGOR STUDENKOV Contributing Reporter
When it opens later this year, the Westside Community Triage and Wellness Center will provide mental health services and help address trauma that hasn’t been properly treated. They are also looking to help address opioid addiction. As the doctors involved in the effort noted, while the news tends to focus on how opioid addiction affects suburban communities, in the Chicago area, West Side communities are the ones that have been hardest hit. The center, which will be located at 4133 W. Madison St., in West Garfield Park, is the result of a partnership between West Garfield Park-based Habilitative Systems, East Garfield Park-based Bobby E. Wright Comprehensive Behavioral Health Center and the Cook County Health and Hospitals System. But the organizations behind the center aren’t waiting for it to open to mobilize against the opiod crisis. Last year, they sponsored a mobile triage unit to respond to emergencies 24/7 and on Dec. Two idealistic young candidates with little money and scant name recognition outside of Oak Park have filed nominating petitions to oppose longtime Congressman Danny Davis (D-Chicago) in the March 20, 2018, Democratic primary in the 7th Congressional District. Oak Park and River Forest High School
special education teacher and community activist Anthony Clark is one of the candidates. Clark, 35, also filed to run against Davis in the race for Democratic State Central Committeeman for the 7th District. Clark says that he is running a grassroots, progressive campaign and that it’s time for new leadership to address issues of systemic racism and oppression of people of color which still exist.
“We’re also facing these issues because we’ve allowed current leadership to maintain status quo and to focus on party and career over people,” Clark said. “And I feel to truly make systemic change, we need transformative leadership.” He says that Davis, 76, who was first elected to Congress in 1996, and is a former Chicago alderman with deep roots See DAVIS CHALLENGERS on page 10

In Austin, Female entrepreneurs talk challenges

Women entrepreneurs from Austin met last month for a round table discussion held by two organizations that advise and support small businesses. Austin resident Vernita Johnson hosted the event at DLV Printing Service Inc., the business she started 25 years ago out of her sister’s house. “A lot of people don’t know about the resources out there,” Johnson said. “In 1992, I had no help, none. I didn’t even think people like this existed.” The main focus of the conversation was how to secure affordable funding, a particular challenge for women and minorityowned small businesses. “Access to capital is one of the top issues that business owners find challenging,” said Geri Aglipay, who handles Midwest outreach for Small Business Majority. “Increasingly, banks are not lending to small business owners.” Small Business Majority is a national education and advocacy organization founded in 2005 with 10 state offices across the country.
Their efforts focus on issues facing small businesses, defined as having 100 employees or less. Most startups are not able to qualify for loans from traditional banks, according to Aglipay, leading some to turn to online funding that is unregulated by the government and can often be predatory. Some online lenders mask very high interest rates that can lead to a vicious cycle for business owners. Aglipay explained that women and minority businesses can be disproportionately impacted because they generally have fewer assets to show lenders. “Generational wealth is something that’s lacking,” Aglipay said. Accion, a small non-profit lender operating since 1991, offers personalized support as well as business resources and training to its clients. “A lot of people are really scared to come to us after being turned down by a bank,” said Tierra Bradford, the representative assigned to the Austin area. “We’re not anti-bank, we’re trying to get you ready for a bank loan.” By using a business owners’ personal credit, Accion is able to assist those who lack the assets and profits to secure a traditional loan. There is no minimum credit score requirement, although a person’s score will determine the rate of the loan. “They understand that life happens, and that’s why they’re a little bit more flexible,”
Aglipay said. Their loans can be as small as $500, which can help those with a low credit score, or as large as $100,000. Clients without assets and with poor credit can also use a co-signer with strong credit as collateral. Bradford, who lived in Austin until recently, said being a familiar face in the community allows her to build stronger relationships with her clients. “It’s an area that’s often overlooked,” Bradford said. “I wanted to help bring attention and awareness to Austin.” Johnson learned about Accion several years ago through an event with the Austin Chamber of Commerce. Since then they’ve helped her secure loans for equipment and with a remodel of her store. Last month, Small Business Majority and Accion partnered with Chicago City Treasurer Kurt Summers to launch SimpleGrowth, an online marketplace specifically geared toward small businesses based in the city. Business owners can fill out one application to connect to microloan options from local lenders that offer more transparency and support that other lenders operating online. It also offers referrals to assistance centers for those who need help fleshing out their business plan to strengthen future applications. Aglipay said that kind of in-person support

Claudell Ervin was a longtime community policing advocate By MICHAEL ROMAIN Editor
Claudell Ervin, a former Harrison District police commander and the father of Ald. Jason Ervin (28th), passed away on Dec. 19. He was 74 years old. Jason Ervin confirmed the death on a Dec. 19 Facebook post. “Today is hard. Losing your Main Man is tough,” the alderman wrote. “From the day I had my first hit in T-ball you were there, my first basket scored in Biddy Basketball you were there, through school and college you were there, and when I became Alderman there you were standing right there beside me, my Main Man. Thank you for being the best Father a son could ever have. Love You Dad! [sic].” Chicago Mayor Rahm Emanuel released a statement on the day Ervin died. The mayor stated that Ervin was a “was a fixture in the Harrison District and a pioneer for community policing. “His service to our city is measured by the countless number of colleagues and community members he impacted, inspired and unified. It is that same spirit of service and selflessness he instilled in his son, Alderman Jason Ervin. Amy and I join with all Chicagoans in extending our prayers and deepest sympathies to his wife, Thelma, his children and the CPD family.” Claudelle Ervin, a longtime church deacon, was the leading force behind a 1997
anti-violence prayer vigil that was designed to “increase by 50 percent the number of residents participating in the police district’s monthly CAPS (community policing) meetings,” according to a Chicago Tribune article published about the vigil at the time. The event, held in Austin, occurred during a time of some tension within the department. Some months earlier, a dozen Chicago cops were arrested on charges “of shaking down agents posing as drug dealers and other misdeeds,” the Tribune reported. Ervin told Tribune reporters that his inspiration for the massive vigil, attended by around 8,000 people (according to Ervin’s estimates) and planned with the support of hundreds of churches, was the sight of 10 people praying on a West Side corner. “I didn’t hear anything,” said Ervin, who spent most of his long career with the CPD in neighborhood relations. “I just saw them. They had their heads down.” Ervin told reporters at the time that he hoped the vigil would build stronger bonds between the police and the community, particularly churches and civic groups. Rev. Johnny Miller, the pastor of the Mt. Vernon Baptist Church, 3555 W. Huron St., where Ervin’s funeral was held on Dec. 30, was a chairman of the vigil committee. “When you get as low as this community is on the West Side, there’s nowhere to go but up,” Miller told reporters. WELLNESS CENTER Coming in February from page 1 23, they held a community meeting to get the word out about the center and the issues it will address, as well as to help West Side community organizations get resources to help them address those issues on their own. Donald Dew, president and CEO of Habilitative Systems, said that the building that will house the center is still being renovated. He said he’s hoping the center opens in February. During the Dec. 23 meeting, Rashad Saafir, the president and CEO of Bobby E. Wright, said that the two organizations decided to team up because the issues were too large for any one organization to tackle alone. And while it would take a while for the center to open, they already started to operate a “mobile triage,” where professionals are dispatched to handle potentially dangerous situations before they can escalate. “[We thought] what can we do to mitigate some of the effects when people are exposed to violence, when people are acting out and when they don’t get their medication?” Saafir said. ”So we decided to put boots on ground.” He recalled a moment when a young man he knew got shot. His organization put together a “crisis team,” which went straight to the hospital to help his family. “We brought them food,” Saafir said. “We sat and counseled with the family. We listened to their grief and responded to pain they were experiencing.” The team also worked to ensure that the situation would not lead to more violence and more trauma. “The [young man’s] mom said she was
concerned that there was a cousin to the young man who was shot and she thought he was going to retaliate,”Saafir recalled. “So we developed the plan about how were going to manage [the cousin].We started intervening with this young man to get him grounded in the here and now.” The crisis team urged the cousin to focus on his most pressing problem at that moment — that he had a relative in surgery, fighting for his life. That got through to him, and he backed down. “He wasn’t thinking on that level, because he was [overwhelmed] with the emotion of anger,” Saafir said. “We were able to prevent another death due to retaliation. That’s how the crisis [team] works.” The team is made up of eight experienced clinicians and is on call 24/7. The flier distributed at the Dec. 23 meeting urged any West Side resident to contact the team if they or their friends or loved ones are dealing with trauma, violence, drug addiction, loss and depression. The mobile triage can be contacted by calling (773) 745-2620. At the same time, Saafir and Dew wanted to do something to bring even more attention to the issues of mental health and opioid addiction ahead of the holiday season. “Suicides spike during the holidays,” Saafir said. “Overdoses spike during the holidays. For many of our residents, it is the time of incredible stress, and we want to reduce the impact of our dearly, dearly beloved citizens.” To that end, they teamed up with the Westside Black Elected Officials committee to hold a “call to action” at Austin’s Hartgrove Hospital, located at 5730 W. Roosevelt Road, which specializes in treating mental health issues that result from physical and psychological causes. “We thought it was important to launch as much [discussion] as possible about mental health stigma in our community,
about opiate abuse,” Dew said at the start of the meeting. “We need to push this agenda hard.” During the Dec. 23 meeting, state Rep. Camille Lilly (78th) emphasized the importance of addressing mental health and addiction issues early, before they lead to something worse. “It is so important that we understand that prevention is half of the success,” she said. “We don’t do enough of that.” Lilly said that she and other West Side elected officials fully supported the center. At the meeting, state Rep. La Shawn K. Ford (8th) praised Dew and Saafir for understanding the severity of the issues and pushing for solutions. “I can just think of how, regardless of how much money you have, regardless of what things are happening, if you’re not happy, you have problems,” he said. “While we’re fighting in our communities for businesses, for our education, none of that would be possible [to achieve] if we don’t have a strong community with strong mental health. Because you are not able to fight if you don’t have God’s gift of strong mental health.” Ford noted that the issues of opioid abuse and mental health are linked. “We have to give people relief they need, so they don’t have to resort to drugs, so they don’t have to be depressed, so our community is free of violence,” he said. “Because hurt people hurt people.” The meeting also featured two speakers — Randy Salder, president of Chicago chapter of the National Association of Black Social Workers and Iliana Espinosa, the Outreach Specialist at Chicago Recovery Alliance. Salder said that there is considerable stigma in the black community around not just getting help for mental health issues, but acknowledging that those issues exist at all. Much of it, he said, had to do with the trauma suffered from slavery, segregation
and racism. The fact that there were many cases where African-American patients were used for medical experiments without their knowledge doesn’t help, either, he added. “These messages get passed down generation after generation,” Salder said. “We need to address it so young people coming behind us don’t carry those forward.” Salder said that, while psychotropic medication has its place, he felt that, too often, it was used when other, non-medical options would work better. “Many of our young people are placed on psychotropic medications not because it’s the best way [to treat them], but because [the doctors] are lazy,” he said. Espinosa talked about her organization’s use of Nalaxone to reverse drug overdoses. She noted that Chicago Recovery Alliance’s priority is “harm reduction.” If an addict doesn’t want to try to quit, the organization will at least make sure the addict uses drugs as safely as possible, she said. Espinosa walked through the process of injecting Nalaxone. Because it takes away the high, she explained, the person getting injected should be warned beforehand. After the injection, the person doing the injecting should wait two minutes to see if there are any effects. A second injection may be required. “It depends on a person, it depends on their tolerance,” Espinosa said. Cook County Commissioner Dennis Deer (2nd) urged everyone in attendance to get the word out about the center. “We need the support of each and every one of you.” he said. “Because if we don’t support it, it goes away. County assessor race heats up
Berrios runs attack ad and challenges petition, Kaegi fires back By TIM INKLEBARGER Staff Reporter
The Democratic primary race for Cook County assessor is in full swing with television attack ads from the campaign of embattled incumbent Joe Berrios, which attempt to position Oak Park challenger Fritz Kaegi as an “investment banker” who invested in private prisons. But Kaegi has come out counterpunching against his rival, telling Wednesday Journal that the ads are “an attempt to distract people from the record about what a failure Joe Berrios has been as an assessor and the damage that it’s caused, and the corruption that’s come with it.” Berrios could not be reached for comment. Although identified in the ad as an “investment banker,” Kaegi was, in fact, an asset manager for mutual funds, one of which, known as the Acorn Fund, invests in smaller companies. After Kaegi left the fund in March to run for assessor, the remaining managers invested about $29 million in CoreCivic, a privateprison company formerly known as Corrections Corporation of America. “During the whole time I managed the Acorn Fund, which was from 2015 to March 13, 2017, we never invested in companies in that industry, and the reason why is, I always blocked investments in that industry.” Kaegi said, adding that he is not only morally opposed to private prisons but also finds them to be a risky investment. “I thought they were bad companies doing bad things, but I also thought they are in a bad business because the whole trend toward mass incarceration was changing,” he said. His bear-ish position on private prisons was inspired by reading the book The New Jim Crow by Michelle Alexander, which explores trends in mass incarceration. Kaegi said Berrios is desperate because of widespread criticism of his management of the Assessor’s Office, which was explored in a detailed exposé this summer by the Chicago Tribune. That and subsequent reports from the Tribune revealed how the Assessor’s Office has maintained a system that allows the wealthy to, in many cases, reduce their property taxes, while lower-income property owners are subjected to tax increases. The system benefits the wealthy and the politically connected elite who run law firms that represent them, according to the report and according to Kaegi. “I think it’s no coincidence that they started talking about this at the same time the Tribune had this bombshell exposé on

ELECTION: Fritz Kaegi, Cook County assessor candidate, talks about the endorsements he has at George’s Family Restaurant in Oak Park. how billions and billions and billions of dollars of abatement benefits were given to the clients of Joe Berrios’ campaign donors,” Kaegi said. “And that is sort of the bookend to the exposé the Tribune did earlier this summer showing extensive overassessment of black and brown communities, including on the West Side and the western suburbs.” Berrios also has challenged Kaegi’s nominating petition in an effort to get him kicked off the ballot, a standard tactic used by incumbent politicians to block challengers. “It’s harassment and it’s going to backfire on the Berrios people because all these people [who signed the petition] are fighting mad,” Kaegi said, comparing the tactic to “Putin’s Russia.” “Oak Parkers are telling all their friends about this. It’s one thing to read about Joe Berrios; it’s another thing to experience the harassment yourself.” Despite Kaegi’s indignity over the ballot challenge, his campaign has similarly challenged the nominating petition of a third — and largely ignored by major media outlets — candidate, Andrea Raila. Raila’s nominating petition also has been challenged by the Berrios campaign. Raila is a tax attorney who has served on the board of review that determines whether tax assessments can be reduced. She is also a tax attorney who has represented clients aiming to get their property taxes reduced. Raila claims in a press release that the Kaegi and Berrios campaigns are “working together” against her “constitutional right to have her name on the ballot.” The Kaegi campaign responded to the petition challenge stating: “Our campaign is focused on demonstrating to the electoral board that we exceed the requirements to get on the ballot. Ms. Raila has a chance to make her case to the electoral board as well. Time for a New Year’s leap
love the idea of an old year ending and a new one beginning. It gives each of us the opportunity to start fresh. The adjective “new” to describe the year is so refreshing as it gives us inspiration and hope that what was left/begun in the old year can be revived/improved by the new! I am not one to make a lot of New Year resolutions. The major reason is that I don’t want to make a liar of myself by not sticking to them. However there is one resolution I’ve been making for the past couple of years and have yet to see that resolution come to fruition. The main obstacle/reason is myself. I’ve talked a good game, but I haven’t done what I was supposed to do to make that talk a reality. Part of the reason is fear. The self-doubt we put in place, especially when it comes to one’s self, can hold us back from attaining a lot of our dreams and thus our successes. Like many people, I needed an inspiring moment to give me the motivation to want to go forward with my dream. That moment occurred when someone posted a 6½-minute video on Facebook and I watched it. The video starred Steve Harvey, who talked about what it took for him to become successful. The most important thing that came out of his video was that he said one has to
“jump” into action and take the risk. Success doesn’t just “happen.” It is “caused” because the jump is a blind leap of faith that one takes with no assurances. That leap can also mean failure. But one can never succeed if one never makes an attempt. If you haven’t seen the video, I suggest you go to YouTube and enter “Steve Harvey jump” in the search area. A variety of video choices of his performance will be displayed. You’ll know you have the right video because he is standing on the set of the game show Family Feud and his speech appears to be just an off-the-cuff moment to the audience either before or between tapings. Hopefully, after watching his motivational speech, you will be just like myself — motivated to make your own jump. My jump is this: I am a writer. I am a darn good writer. I’ve written a number of novels that have never been published. So in 2018, my New Year resolution and “jump” is to move forward with promoting my talent as a writer and get all of those works published. The hesitations that have been holding me back will be left behind as I make my “jump” to move forward, whether or not I succeed. Happy New Year!

DAVIS CHALLENGERS Young, progressive from page 1 on the West Side of Chicago, is not a true progressive. “I don’t believe that he’s truly progressive,” Clark said. “I think that he’s a status quo maintainer.” Clark, who grew up and lives in Oak Park, said he supports the legalization of cannabis while Davis does not, and that he will not accept contributions from political action committees while Davis does. Clark also supports free public college and Medicare for All. Clark has been endorsed by an organization called Brand New Congress, which calls for replacing all incumbents, and Justice Democrats, a group that supports left-of-center Democrats. “We’re truly progressive,” Clark said. The other candidate who filed in the Democratic primary for the 7th Congressional District is 33-year-old Ahmed Salim. Salim, a resident of the South Loop neighborhood, came to the Chicago area from Pakistan when he was 2 years old. He graduated from Hinsdale Central High School, DePaul University and earned a law degree from Western Michigan University. Salim works as regulatory compliance officer for Pres-

ence Health. Prior to working for Presence Health, Salim worked in northern California as a field representative for Congressman Jerry McNerrney, a Democrat. Salim says that Davis has been in Congress for too long. “You can’t stay in office for 20 years and still feel like you can understand the problems of an everyday people,” Salim said. Salim says that, if elected, he would serve in Congress for no more than eight years. He says that he doesn’t believe that people should make a career out of politics. But, Sa-
lim acknowledges that he is unlikely to win. “I think a longshot is actually an understatement,” Salim said of his chances. Neither Clark nor Salim has raised much money. As of Sept. 30, Salim had raised only $3,937, while Clark had raised nearly $28,000. However, Clark had spent about $23,000, leaving him with just $4,671.19, according to federal records. Davis, on the other hand, had almost $277,000 in his campaign treasury while his campaign owed almost $59,000. As of last Friday, both candidates were in

Despite the financial disparity, Davis’s long record and name recognition outside of Oak Park, Clark says that he believes he can win the race. “We really have a chance to win,” said Clark whose campaign has two paid staff members. “Money is not everything. I think the message is getting out there. Of course, now that we’re on the ballot we’re definitely going to have to increase fundraising.” Clark says he plans to walk the length of the district, which ranges from Lake Michigan to the Tri-State tollway and includes substantial portions of the South Side of Chicago, to draw attention to his campaign. “We’re 100-percent individual grass roots donations,” Clark said. “We’re going to ramp up our donations, but it’s not about that. It’s about me working hard and it’s about me connecting with constituents and my neighbors. “I have no doubt in my mind that we’re going to win this. This is a calling for me.” Neither Clark not Salim are quitting their day jobs for the campaign. “I’m literally getting off work and heading out to door-knock,” Clark said. “I’m hosting canvassing events every weekend.” Davis did not respond to a request for comment sent through his field office prior to deadline.
