Galewoodbased bank could get new parent
Aurora-based Old Second Bank plans to purchase ABC Bank for $41M By IGOR STUDENKOV Contributing Reporter
ABC bank, which was founded in Austin over a century ago and is still headquartered in Galewood, is expected to be purchased by Aurora-based Old Second Bank. According to a statement released by both companies, Old Second will pay around $41.1 million in cash for the acquisition. The deal will expand Old Second’s presence in Chicago, where it currently has one branch. ABC Bank customers will be able to take advantage of Old Second ATMs in the western and southwestern suburbs, and have access to more services. The sale is expected to be finalized sometime during the spring. ABC Bank was founded in 1891 as Austin State Bank. By the time Greater Chicago Financial Corporation acquired the bank in 1987, it was known as the Austin Bank of Chicago. In 2002, the bank was rebranded as ABC Bank. The bank is currently headquartered on the Galewood side of the Chicago/Oak Park border, at 6400 W. North Avenue. Vince Johnson masters computers and guitars Vince Johnson is a guy you might see playing his acoustic blues in a one-man band on the street with a guitar, percussion and racked harmonica. But you also might see him at your school, working to fix computers. Born in Chicago right after his parents arrived from Hollandale, Miss., Vince grew up in Lawndale in the neighborhood of California and Polk. After college I started working in computers. I worked for IBM, Motorola, Zenith and other companies — big and small. But my goal was always to start my own business. I already was working independently when I took a buyout from Xero in 1995 and started V&J Services. I go to schools and other places to fix computers. Sometimes I bring equipment home to work in my shop. My guitar thing goes back to the early 1970s. Hearing Chuck Berry playing on records, that was my first inspiration. And in our neighborhood, music was everywhere. Coming down Madison Street or Roosevelt as a teenager, we could hear Howlin’ Wolf and Muddy Waters playing at the clubs. Those were the streets where people bought clothes and goods, and went to the picture shows. The band that played on the TV show, “Barn Dance,” came to our school. The whole West and South Side were full of musicians.
My dad used to buy things on Maxwell Street at the market and I’d go down to watch the musicians play. One day I got up the nerve to ask to sit in with them. I was playing an amplified acoustic guitar. There was so much competition! At the Delta Fish Market, there would be a line of 30 to 40 people waiting to play. When you have groups of musicians playing, there’s always a debate about who gets the tip money. Playing on the street, I have access to meeting young people. I want to educate them about the blues and it’s too late to wait until they are 21 and can come to clubs. I’d like to see a place where blues men and women can get together with young people and teach those who want to learn our music. — Bonni McKeown

Eccher stated that ABC Bank’s community service is one of the reasons why his bank is excited to buy it. “ABC Bank’s track record in meeting the credit needs of its communities is exemplary,” he stated. On its website, Old Second mentions that giving back to communities is an “important part of [their] culture.” “We proudly support the communities in which we operate, not only through our banking operations, but through our employees’ volunteer and community-service efforts,” the website states. “Whether it’s a project-specific donation to help fund a new building for a homeless shelter or an ongoing financial partnership with a charity like United Way, Old Second has made it a habit to help out our neighbors.” The website also states that Old Second prioritizes diversity as an important part of its hiring practices, stating that “diverse markets require diverse perspectives” and that “it’s a tradition at Old Second to capitalize on the broad spectrum of backgrounds of our employees.” Old Second doesn’t offer any community scholarships. It is not clear whether it will preserve ABC Bank’s scholarship. Sanders had a hard time finding another quality school for her children in Austin, the majority African-American neighborhood where they lived. She had other concerns too. The family of seven was squeezed into a two-bedroom apartment because that was all they could afford. And that year, gunfire killed or injured nearly 60 people in Austin. So in August 2013 Kenneth Sanders decided it was time to go. The family packed their bags for Gary, Indiana, a predominantly black city where the schools struggled academically and financially, but Sanders could afford a house for his children in a safer neighborhood. “I knew coming to a new state would be a new start for us all, and it was,” he said. “Most of us, no matter how bad we came up… wanted our kids to live better. That’s something I wanted for them.” Chicago was once a major destination for African-Americans during the Great Migration, but experts say today the city is pushing out poor black families. In less than two decades, Chicago lost one-quarter of its black population, or more than 250,000 people. In the past decade, Chicago’s public schools lost more than 52,000 black students. Now, the school district, which was majority black for half a century, is on pace to become majority Latino. Black neighborhoods like Austin have experienced some of the steepest student declines and most of the school closures and budget cuts. A common refrain is that Chicago’s black families are “reverse migrating” to Southern cities with greater opportunities, like Atlanta and Dallas. But many of the families fleeing the poorest pockets of Chicago venture no farther than the south suburbs or northwest Indiana. And their children end up in cash-strapped segregated schools like the ones they left behind, a Chicago Reporter investigation found. About 15,000 students from the city’s predominantly poor and African-American schools transferred out of CPS over the past eight academic years, yet remained in Illinois, according to an examination of tens of thousands of state transfer records. About one-third enrolled in school districts that are both majority poor and majority black. The Reporter observed this trend continue in northwest Indiana. A public records request to East Chicago public schools, for example, revealed nearly 400 African-American CPS students had transferred into the district since 2010. The overall number of Chicago transfers to northwest Indiana schools is likely much higher, but recordkeeping inconsistencies make it difficult to determine precise numbers. Often, the receiving school districts in Illinois and northwest Indiana were chronically underfunded. Research shows poor
black students in Illinois perform worse academically in such districts compared with Chicago. Janice Jackson, the district’s interim CEO, recalls talking to a West Side principal who was “baffled” when students transferred to lesser-quality schools outside the city. The issue needs to be studied more, she said. “It’s not one thing that drives any of this,” says Jackson. A spokeswoman for Mayor Rahm Emanuel said his administration is taking steps to keep African-Americans in the city. “Mayor Emanuel has led several major initiatives to invest in our youth, support local businesses and create jobs in neighborhoods across the city,” Lauren Markowitz said in a statement. She pointed to expanded mentoring and jobs for African-American youth and investments in businesses and shopping corridors on the predominantly black South and West sides. But some academics blame city officials for making it harder for poor African-Americans, in particular, to live in Chicago: They closed neighborhood schools and mental health clinics; failed to rebuild public housing, dispersing thousands of poor black families across the region, and inadequately responded to gun violence, unemployment and foreclosures in black communities. “It’s a menu of disinvestment,” says Elizabeth Todd-Breland, who teaches AfricanAmerican history at the University of Illinois Chicago. “The message that public policy sends to black families in the city is that we’re not going to take care of you and if you just keep going away, that’s OK.”
Chicagoans flee to a hollowed-out Gary When Brittany first moved to Gary, the abundance of abandoned buildings surprised her. “It looked deserted,” she said. Real-estate agents once marketed Gary as the “city of the century.” As home of the world’s largest steel mill, Gary employed tens of thousands of steel workers. But in the 1950s and ‘60s, steel factories closed or modernized. Mass layoffs followed. Soon after, Gary elected its first AfricanAmerican mayor and many white residents fled. Now, tens of thousands of buildings are vacant or blighted. The Sanders family and other black Chicagoans have sought refuge in a hollowed-out city. Northwest Indiana is the top destination for African-Americans who leave Cook County but stay in the greater Chicago area. Since Brittany arrived in Gary, her grandmother, uncle and great-uncle have moved there, too. Denise Comer Dillard, a lifelong Gary resident and the board president of a local charter school, first noticed the influx of cars with Illinois license plates in the 1990s and 2000s as Chicago tore down its public housing. “We had situations that it almost looked like locusts,” she said. Though enrollment in Gary’s public school district is declining, it’s taken in more than 1,300 black students from out of state in the last four years, records show.
“I’ve never seen anything like this,” says Terrance Little, the principal at the high school that Brittany and her 17-year-old brother, Ken, attend. “They transfer out just as quick as they transfer in… The kids that are here are so accustomed to kids moving back and forth.” At school, reminders of Chicago are everywhere. Brittany’s closest friend is a transplant from the South Side. Another classmate transferred in this fall from a charter high school in North Lawndale run by Chicago’s Noble network. Ken has a classmate who transferred in from a Noble high school in Pullman. Little, who requires every transfer student to meet with him, estimates 10 of every 100 out-of-district transfers to his school is from Chicago. “Now, it’s basically Chicago,” said Terry Flowers, who moved to Gary to be closer to family in 2000 after living in Englewood and Roseland. Her son and younger brother attend high school with Brittany and Ken. “Everyone from Chicago is here.”
Influx of poor black students in suburban schools As African-American families leave Chicago, the percentage of poor black students in the suburbs has grown dramatically, straining already cash-strapped school districts. The Reporter looked at the 50 Illinois school districts most impacted by transfers from Chicago’s predominantly poor, black schools. Most districts were among the worst-funded in the state and have been shortchanged even more than CPS. (After years of debate, lawmakers overhauled Illinois’ school funding law earlier this year. To correct inequities, the state soon will send more money to districts with higher-need students.) High-poverty districts in northwest Indiana that took in many CPS transfers have also seen their budgets slashed in recent years after lawmakers rejiggered the state’s school funding formula and also spent more on charter schools and private-school vouchers. “If poverty is growing in their community and their property taxes and other budgets are stretched or declining, that makes it even harder to find the resources to address the need,” said Elizabeth Kneebone, who has researched suburban poverty extensively for The Brookings Institution. In the south suburbs, the nearly all-black Dolton School District 149 has taken in hundreds of transfers from Chicago’s low-income black schools in recent years. Officials say the high transfer rate makes it hard to know how many teachers the small district of 2,800 needs. On top of that, the level of financial need has intensified with few new resources. Fifteen years ago, the district was about two-thirds low-income, but now nearly every student is poor. The students could be dealing with health or emotional issues. And many move around a lot, which causes children to fall behind academically. “We need as much attention as the city schools because we have the same kinds of
problems,” said Jay Cunneen, the former superintendent who now advises the district on its finances. “We’re overwhelmed by some of the needs the kids bring in.” Gary Orfield, who co-directs The Civil Rights Project at the University of California, Los Angeles, says attending poor segregated suburban schools can pose more challenges for students. “Poor minority kids and families who end up in declining or dying suburbs are worse off in terms of the fact that they’re very far away from where the economic growth is taking place,” Orfield says. “They may be 30 miles away from where a really good job market is with almost no workable public transportation.” Some of the former Chicago students also end up in farther-flung suburbs. Danville School District 118 is about 150 miles from downtown Chicago and it, too, has taken in hundreds of CPS students from segregated black and poor schools. Just over half of all students were considered lowincome 15 years ago, now more than threequarters are. That’s brought with it a host of additional student needs. The district recently hired specialists from Lurie Children’s Hospital in Chicago to teach school staff about working with traumatized students and invested more money into summer school for struggling kids. “Our children, they were hurting,” said Superintendent Alicia Geddis. “We needed to retool.”
Gary school district facing similar challenges Though Gary has its share of gun violence, the Sanders family feels safer in their new neighborhood than they did in Austin. It’s quiet and close to a local university and shopping. “You can just walk down the street and ain’t nobody going to mess with you,” Brittany said. Kenneth Sanders got a loan from a friend to purchase a cream-colored, single-family home for just over $13,000 — a deal after the previous owner foreclosed on the property. The house is much bigger than the family’s old Chicago apartment, where they used to hang a curtain in the living room to create an extra bedroom. Sanders started a business breeding German shepherds. On Facebook, he posts photos of his 12-year-old daughter, Yasheica, caring for the dogs. It’s a significant departure from how he earned money in Chicago, where he sold cocaine for years. His turning point came in 2010, while sitting in Cook County Jail following an arrest for possession of marijuana and a gun. But even though there’s a lot the Sanders family likes about Gary, they’ve seen the schools face significant challenges. For the first time in Indiana’s history, state education officials took over Gary’s public school district this year. The beating heart of Orr Academy High School’s boys basketball team — the defending Class 2A state champions who recently won the prestigious Proviso West Holiday Tournament with a 77-62 victory over Whitney Young — is the squad’s sense of family, say the program’s coaches. “We’re coaches, fathers, brothers, cousins, uncles to these kids,” said Carlos Enriquez, who coaches the school’s sophomore team, during a recent interview. Orr associate coach Phil Gibson, who has coached at the West Side school nestled between West Garfield Park and Humboldt Park for a decade, said the program was considered an afterthought on the Chicago high school basketball landscape when he first arrived. Gibson said that years of hard work, along with having the good fortune of landing talented players, are the reasons for the team’s recent success. “God gave us a couple of good kids,” said

Players, coaches insist, must own a belt, according to Enriquez. “We’re coaches, fathers, brothers, cousins, uncles to these kids,” said Enriquez. “You have to be a responsible young men at home and in the building. Chicago is a distraction in and of itself; we keep the kids focused on practice, games and everything else.” Gibson exuded pride over watching his players mature over the years. He called the Spartan program a “true family”. “It’s a great thing seeing the kids grow,” he said. “When you see the freshmen, they don’t know too much, they’re very young and then when you see them all the way to their senior year, they’re like men almost. Once in the life of the car – Why?
I
can’t remember exactly how far in advance the notice came, but I do recall putting it up so I could easily find it when I needed it. And like most people, I promptly forgot about it until a few days before the end of November. I needed to buy a new plate sticker but before I could, my SUV would have to pass the emission test. I’m not going to lie. The Service Engine Light (SEL) had been glowing red on my dashboard for months and because my truck was running so well, I had ignored that warning. I attributed the warning to something of a minor nature. My mechanic had wanted to look into what the problem was, but, as life would have it, giving my car up for hours to the shop is never an easy proposition. Every time I took the car to him, it was for an emergency repair. However, as dismissive as I had been about that light, the emission testing machine was a lot more persnickety — my truck failed the test. The paperwork I received gave me several options along with the demand that my vehicle be serviced. One of those options appealed to me. I could get a four-month plate sticker extension or I could get a sevenday one. I breathed a sigh of relief because I have been in job transition for most of 2017. I lost my last good job to a layoff this past February. Then to make matters worse, I had to have knee surgery. I had some crappy jobs in between and finally landed a position in August that paid a salary similar to the one I had been making. It was a struggle to get back on my feet, and even though I’m no longer a spring chicken, I was doing it. The day after I failed the exam, I went to the Secretary of State facility. Since the one on 95th and King Drive is nearest my job, it was my only option. I dreaded going to that facility because I had already experienced the long wait and slow lines at the city of
Chicago office on 95th and Jeffrey. But to my surprise, the line wasn’t too long and soon I was being seen by a clerk who asked me what I wanted. I told her I wanted to buy the four-month plate extension. She keyed my information into the computer and then shook her head and told me that the four-month extension is valid only once for the life of my owning the car. One time? My truck is a 2003. It is 14 years old. It is no longer made and … the clerk cut me off. I had used the four-month extension already in the past and I was only eligible, according to the Secretary of State guidelines, for the seven-day one. Seven days! It was a Thursday and my paycheck was already obligated to the gas and light company bills. I had budgeted for the hundred-dollar plate sticker, but not for the possibility of a major car repair. I was caught where I didn’t want to be. So I purchased the seven-day piece of paper extension ($10) and as I walked to my car, I read the information and it was for a name and address in Calumet Park. Back inside I went and 40 minutes later, I had the one with my correct name and address. And one other thing about that stupid seven-day extension, it automatically makes day one the day you buy it. So I was technically double plated for Nov. 30, seeing as my plates expired at midnight and the extension I bought on Nov. 30 was only good through Dec. 6. I spent most of December finagling money and buying expensive parts to get that SEL to go off. The codes that my car’s computer gave out are generic. So you can fix one thing only to have other things continue to set the light off. The state would have gotten money from me from buying that extension. Instead, the state would rather hurt than help. I’m going to remember that at election time.

W. Side leaders want cop investigated By MICHAEL ROMAIN Editor
Weeks after the city’s police oversight body recommended that the police officer who fatally shot Quintonio LeGrier, 19, and Bettie Jones, 55, two years ago in West Garfield Park be terminated, a group of West Side clergymen, community leaders and politicians are calling for a special prosecutor to investigate the officer. In December, an administrator with the Civilian Office of Police Accountability wrote a letter to Chicago Supt. Eddie Johnson recommending the termination of Officer Robert Rialmo after the oversight body’s investigators ruled that the fatal shots Rialmo fired at the two civilians were “not justified.” Rialmo shot LeGrier and Jones on Dec. 26, 2015, after responding to a call about a domestic disturbance. LeGrier, according to officers, had been wielding a bat while arguing with his father. Rialmo has contended that he felt threatened by LeGrier and was in fear of his life as the teenager approached him. According to the police report,
Rialmo “started to back up as LeGrier started onto the front porch.” The officer, according to the report, had drawn his gun while ordering the teenager to drop the bat In their report, released late last month, COPA investigators stated that Rialmo was further away from the teenager than his report indicated and that “a reasonable officer in Officer Rialmo’s position would not have believed he was in imminent harm of death or great bodily harm at the time Officer Rialmo began firing his weapon.” Rialmo’s lawyer, Joel Brodsky, as well as a representative with the Fraternal Order of Police, expressed disappointment with the ruling, with Brodsky claiming that the investigators’ findings in the report accompanying it were “politically motivated.” The Cook County State’s Attorney’s Office announced last February that it would not file any criminal charges against Rialmo, who was nonetheless taken off the streets and put on paid desk duty. Since the shooting, multiple lawsuits have been filed between the parties involved. The Jones family sued both the city and

Rialmo, who himself has filed a lawsuit against the Chicago Police Department, alleging that he was inadequately trained, and against the estate of LeGrier, alleging emotional distress. Last month, the city sued the estate of LeGrier before scrapping the litigation shortly afterward. During a Jan. 4 press conference held downtown, a group of West Side community leaders urged Cook County State’s Attorney Kim Foxx to appoint a special prosecutor to investigate the shooting of Jones and LeGrier. “This officer should be prosecuted to the fullest extent of the law,” said Rev. Marshall Hatch, pastor of New Mount Pilgrim Missionary Baptist Church in West Garfield Park, who buried both LeGrier and Jones. The latter’s family attends Hatch’s church. Hatch and other leaders also presented Foxx with a letter signed by “family members, faith leaders, political leaders and neighbors of Bettie Jones and Quintonio LeGrier.” But Foxx responded to the West Side leaders’ recommendations by reinforcing her office’s ruling in February. Given the recent COPA findings of the “unjustified” weapon use and “unreliable” testimony from Officer Rialmo, the appointment of a special investigator with prosecutorial powers is needed to help build community trust in our criminal justice system in this case.
