Austin branch library reopens North Austin Branch reopening is delayed By IGOR STUDENKOV Contributing Reporter
Austin Branch Library, the oldest library within the Austin community area, reopened on Feb. 5, almost three months behind schedule. The library closed on Sept. 25, 2017. While it was originally scheduled to reopen on Nov. 11, 2017, the reopening date got pushed back several times. According to Patrick Molloy, Chicago Public Library’s director of government and public affairs, this was because the library got extra funding through Tax Increment Financing, which allowed the Chicago Public Library system to do more renovations than originally planned. Meanwhile, the North Austin branch library, which closed for renovations on Dec. 18, 2017 didn’t reopen on Feb. 1, as originally scheduled. During the interview that took place that day, Molloy said that he wasn’t sure why the delay happened, but that he would research the matter. He didn’t respond by this issue’s deadline. Austin Branch Library originally opened in 1929. It previously went through major renovations in 1979 and 1981. Before entering the alley that leads into a vacant lot off in North Lawndale, Robert “Rock” Calhoun Sr., 64, stopped to read a mural he helped paint on the adjacent building: “It is easier to build strong children than to repair a broken man.” Once just empty spaces, these two lots near the intersection of 15th Street and Homan Avenue have become a safe place
where people can gather, play games or watch a movie projected against a nearby building. There’s a playground for kids, and last summer a free children’s camp was hosted here. The road to reclaiming the space has brought together a group of men, some who say their past offenses have given them a desire to create something beautiful for the neighborhood. “It started out as dominoes,” Calhoun said, looking toward a makeshift wooden table in one of the lots. “We played dominoes from sun up to sun down sometimes.
It got cold, we dug a pit, [and] we burnt wood to stay warm… A group of men joined up with us, there was 36 of us at one time.” Crowds of people from the neighborhood would gather to observe the game and listen to their banter, jokes and spiritual discussions, he said. Calhoun and Charlie Wilson, close friends since the childhood they shared in the neighborhood, realized they had an opportunity to

Emmett Till was Louis Till’s son (Part 1) His mother, Mamie, recalled that her baby boy’s “neck, right knee, and left wrist had been constricted by the umbilical cord,” and that he could have chocked to death. “His wrist was swollen and his knee was swollen even more. It was as big as an apple.” The doctors blamed the breeched birth on Mamie, who also blamed herself. She was a teenager, newly married to a tall, dark, “dashing, good-looking” man named Louis Till, who worked at the Corn Products Refining Company in Argo, Ill. Emmett Till The young married couple had just gotten a new apartment and Mamie wanted the place looking nice for when her baby came to it for the first time. She was proud of the apartment and a perfectionist. “I was hanging curtains and I was cleaning cobwebs high up on the windows,” she recalled. “And somebody came by and saw me and told me I shouldn’t reach overhead like that.” So, Mamie wrote, it was her fault that her
baby — born with near-white skin and blue eyes — was clinging to life just after coming out of the womb, “all because I wanted a nice, clean place for the baby to live and play. Now, in the delivery room, I was being punished for it, but I didn’t want my baby to have to suffer for my mistake.” Mamie named her baby after her favorite uncle, Emmett, and her husband, Louis, who along with being a factory worker was an amateur boxer who beat Mamie, once chocking her until she passed out. Louis was not around much, not even during his son’s birth. So Mamie, who described herself as sheltered and a bit naive (Louis was the only man she had ever been with when they got married) took parenting help where she could get it. One day, a striking, glamorous “woman from the neighborhood,” an acquaintance of Mamie’s, “wanted to come by and bring her baby to visit my baby.” Read more of this living history online at austinweeklynews.com

from page 1 make the domino games something more. “We said, you know what, we need to stand up and show people there are men in our community who are willing to stand on the front line,” Wilson said. “So this organization was a great tool for men to come together to change their mindset. It begins to take fear out of the minds of the people in the community.” That’s how Men Making a Difference, or MMAD, was formed. Founded in 2014, the group’s mission is to combat violence and to build programs to “restore” people to the community, based off the principles of restorative justice. Calhoun speaks often about putting the word “neighbor” back in “hood.” MMAD has garnered the support of many community leaders, including Alderman Michael Scott of the 24th Ward. “It’s
important that we have exactly what the name is: Men attempting to make a difference in the North Lawndale community,” Scott said. “We read articles about African American men being pictured as the perpetrator … It’s great to work with men in this community who want to step up for not only their own children but for many children.” He called the group a “cure to a greater ailment” in the neighborhood, praising them for cleaning up the lots and keeping them safe. Calhoun said, “We would get up every Saturday and clean up both lots. The community would come out and watch, talk to us about what we were doing, what and why.” A major part of their work has been maintaining a relationship with the local gangs. “We have decreased the gun violence in our little area between the two gangs that have been killing each other from the early 2000s up to the time we went in to talk to them,” he said. “We said, the drug thing, we know y’all got to live, so do your hustling. But stop killing each other, because you got a brother who lives on Homan, that’s got a cousin that
lives on Christiana, that’s got aunties over here—and the strain you’re putting on these families, shooting at each other, what is the gain?” According to Calhoun, the gangs understood the request and have steered clear of the lot. How did he get them to listen? Partly because of his own connections to the neighborhood, he explained. Like most of the older men in North Lawndale, Calhoun has spent much of his life in the area. Long before he was hosting kids’ summer, he had been arrested for a whole litany of crimes: drugs, battery and assault, kidnapping, he said. He sold drugs throughout North Lawndale for more than 10 years and struggled with drug addiction as well. In the mid ‘90s, Calhoun was convicted for drug possession with intent to sell and spent four and a half years in prison. He said the time away allowed him to reflect; he realized the crime he committed didn’t only affect him, but everyone who lived in North Lawndale. By the time of his release in 1999, he said wanted to change his life.
“I try to repair the damages that I may have caused—well, not ‘may,’ I did cause a lot of damages in my community, in my youthful age, with what I was doing,” Calhoun said. Calhoun’s is a story told over and over in North Lawndale, true for many people. It’s what led him and those like him to the empty lots sprinkled throughout the neighborhood—they’ve become something of a magnet, pulling those with similar pasts and giving them a chance at renewal.
‘It was too big for just us’ Since its birth in the South Homan lot, MMAD membership has shrunk from 36 to about 13, some due to simple attrition, some who didn’t quite realize how much work the group would require, according to Calhoun. The remaining members have become more organized and expanded their programs. They teach dominoes and chess in North Lawndale schools, using the game to show kids the value of patience and thoughtful decision-making. “The men in that organization know
Austin Weekly News, February 7, 2018 where our kids are coming from, and they can reach them in ways I cannot, and so they have just been an amazing partner,” said Genessa Schultz, academic dean of Community Christian Alternative Academy, where MMAD has been working this year. The group spends every Monday and Wednesday at the school. They divide the students up based on experiences and which members can relate the most to the specific group of kids. They sit in peace circles with the students, along with members of the 10th District Chicago Police Department. “The kids are looking for an adult in their lives that they can relate to. Rock and the men in the group, they’ve all been black teenagers in Chicago with fear of the police or being judged. Our kids deal with it on the daily, and they bring wisdom to the table in a way the kids receive it and understand it,” Schultz said. The peace circles with the police and students are small, organized and intimate talks. It’s a part of CPD’s Bridge and Divide program, which aims to create trust between cops and community members, which is one of the other goals of MMAD. Emmetria Perkins, a senior at CCA, said meeting with police officers and MMAD felt strange at first, but it is now something she looks forward to. “Sometimes we see things differently because of age, but it’s easy because they’ve been through it already and they can tell us what they’ve experienced and the same thing they experienced is the same thing that we’re going through now,” Perkins said. She said the MMAD men have changed her perspective on a few things, including how she views the police, and she credits that to the weekly circle talks. The relationship between MMAD and the police department isn’t without its critics. MMAD members said they’ve been called “snitches” by people in the community. Due to a long history of police brutality and lack of accountability in the department, as officially documented in the U.S. Department of Justice’s damning report issued last year, many North Lawndale residents feel unsafe around police. But MMAD knew from early on that it needed partners to accomplish its goals “In order for us to make this work as an organization, the Chicago Police Department had to be involved. It was too big for just us,” MMAD member Willie “Bo-Bo” Johnson said. “We had a big idea, a big plan, but we knew we had to have help.” That’s why MMAD members decided to attend their first Chicago Alternative Policing Strategy meeting, or CAPS. “I think it was about 25 of us, the men, we walked into the meeting, we went downstairs, they looked up and they didn’t know what to say,” said Wilson, MMAD’s cofounder and current president. “We said we are here to do whatever we can to bring our neighborhood back, in whatever way we can. The sergeant was very impressed, so we began having dialogue with them.” Since then, MMAD has made a point to work with the police department, and in fact, even holds its weekly meetings at the 10th District police station. It’s a factor
that’s both hindered and helped the group’s community outreach. For instance, MMAD held a Thanksgiving meal giveaway last year which served more than 200 people. It was hosted at the police station. “It was amazing when people started seeing the MMAD men with police. Here is an ex-stick up man, ex-drug dealer, all these other bad guys and look at them, they’re going to the police station like nothing happened,” Calhoun said. One of the volunteers working the event was Kenny Smith, a young mentee of Calhoun’s who said he doesn’t trust the police. “When I come in to the police department, I don’t want to be in here, because when I first came in here, I was going in the back to jail,” Smith said. “If it was up to me and I had a decision, I wouldn’t have come [here].” But Calhoun, whose daughter is a police officer and brother is in the FBI, thinks it’s important for people like Smith to work with police. The group believes a stronger relationship with the cops will prevent instances of police brutality and racial profiling. “They teach all police are going to kill black kids, that’s not true,” he said, “or all black kids are gang bangers, that’s not true. So somewhere that bridge had to be brought back together … how else could it be done except with a community group that’s working along with the police department?”
Their own authorities Despite its successes thus far, MMAD sees a challenging future ahead. “Finances is always going to be one of the main things,” Wilson said, “but we have been very fortunate for the years that we have been in business, we never took on nothing that was too big for us to afford ourselves.” The men often fund their own programs, like last year’s Thanksgiving meal giveaway. They’ve also received donations from community members and political leaders such as Alderman Michael Scott and the late Cook County Commissioner Robert Steele. Local shops such as Fine Fair Food & Liquors (3357 W. 16th St.) lend money and supplies when needed. One thing the group hasn’t done, despite is 501c3 nonprofit status, is apply for grants from private foundations. “I don’t like no one coming in and trying to tell us how to do something that we know how to do,” Calhoun said. “When you get grant money, you are subject to them telling you how you’re supposed to be spending their money.” Still, the group plans to continue its school mentorship, holiday drives and summer camp programs into this year. MMAD may even adopt a few more vacant lots. With enough funding, it will look into renting or buying a building or office to call its own. “We feel if we had a true home base, we could do more because more people would be willing to come in,” Calhoun said. “If it was like a community service building, they wouldn’t be looked upon so bad, and the guys off the street could come in, too.” This article was produced by City Bureau, a Chicago-based civic journalism lab. Art in unusual places
West Side native’s work to debut at Oak Park hospital By MICHELLE DYBAL Contributing Reporter
Art surrounds us. Though we may seek it out at Harrison Street galleries and Oak Park Art League (OPAL) shows or stumble across it during the Sculpture Walk in the warm months, it also shows up in places we may not expect. There are gallery spaces in the community, courtesy of businesses and the art entities that partner with them, which showcase the creations of local artists on a rotating basis. One place with a sizeable exhibition space is West Suburban Medical Center, which partners with OPAL. According to Stasia Thompson, director of marketing and public relations at West Suburban, having gallery space integrates art into the fabric of the community while supporting local artists. “We are a community hospital — more than just a place to come when people are not well,” Thompson said. “They come for information and education and the art is there on display for everyone.” Accessible during main hospital hours, the audience also includes patients and employees. “It reaches someone in a vulnerable place in their life as well as our employees,” Thompson said. “It creates an artful environment and can influence their healing process.” Opening Friday is “Fleeting Fragrances,” acrylic works by Bala Thiagarajan, influenced by her Indian heritage and henna art. Vivid colors reference the saris worn in South India and mandalas with a central mirror represent centering oneself and regaining balance. A different gallery space, this one run by the Oak Park Area Arts Council (OPAAC), can be found at Oak Park Village Hall. Currently on display is “Women of Quiet Confidence,” composed of charcoal and acrylic mixed-media drawings of African American females by Jesse Howard, who grew up in Austin and teaches at OPAL. Howard sees his audience as the village employees and the people coming in for code enforcement or getting a ticket, i.e. “the people who are trying to make it out there.” His art keeps things real, reflecting a population he didn’t see when going to galleries — disenfranchised African Americans. “I am depicting the rawness of what I see,” he said. “My series at village hall shows the African American women who
made me who I am today. They are the backbone of the community.” Another OPAAC gallery space is the Oak Park Township Senior Services Dining Room on the 100 block of South Oak Park Avenue. Painter and illustrator Jack Stockman has been exhibiting there for the past two months. His pieces include art designed for a children’s book, one of 20 he has illustrated in his career, and paintings he has done for family and friends. Stockman, who also has six paintings along the Metra train track embankment, believes OPAAC is putting “wonderful artwork” into different venues. “I enjoy putting [my art] in a different context,” Stockman said, “and I enjoy the fact that people viewing it don’t always have opportunities to see artwork.” While everyone is welcome in the Senior Services Dining Room during open hours, a low-cost lunch is served weekdays to those over 60, bringing in another audience for artistic viewing. Passersby on Oak Park Avenue are welcome to peek into the windows to view the art as well. Yet more work is up for viewing at Forest Park National Bank & Trust Co., 7348 W. Madison St., coordinated through
OPAAC. In February and March, the Oak Park Photography Club will exhibit there. “We want to afford artists, who don’t have one, a gallery space to showcase their work and have it out in the public,” said OPAAC Executive Director Camille Wilson White. “And they may have it purchased.” Like any fine art gallery, some of the work may be purchased directly from the artists. Medicaid changes could lead to Loretto’s closing
Rep. Camille Lilly warns of fallout from Medicaid rewrite By ANALISA TROFIMUK AustinTalks
State Rep. Camille Lilly says a proposal being considered to change Medicaid funding to Illinois hospitals jeopardizes the future of one of Austin’s biggest employers. Greg Miller, CEO and president of Loretto Hospital, says Medicaid does not provide enough funding for the patients who need it, and to decrease funding as is proposed would only make it worse. Medicaid patients make up 68 percent of the in-patient stays at Loretto, Miller said. Loretto serves about 33,000 patients per year according to its website. “The healthcare disparities in our community are terrible,” Miller told about 30 people who gathered last Thursday at Loretto for the New Year’s Clergy Council breakfast. “Just a 20-minute drive into the city from Austin to the Gold Coast is a 20-year difference in life expectancy. Loretto is the only entity taking care of this community,” Miller said. Miller became the CEO of Loretto in November and has big plans for the hospital, including adding open MRI technology and a
new dialysis unit as well as introducing PET scans. That would make the facility the only safety-net hospital in Illinois to offer PET scans, officials say. With Medicaid making up most of the hospital’s budget, the possible decrease in funds means these upgrade would not be possible and could cause the hospital to close. Other Chicago hospitals also warn they could close depending on how this funding shakes out, according to Crain’s Chicago Business. State lawmakers will be meeting this month to work on updating the way money is distributed from a funding pool that socalled “safety-net” hospitals like Loretto have relied on for many years. Loretto is one of several West and South Side hospitals that face a dramatic drop in funding due to the rewrite, according to the Chicago Tribune. Pastor Percy Giles, of Temple of Faith MB Church and a former director of the Westside Health Authority, said Medicaid plays a vital role on the West Side. About 95 percent of those helped through Westside Health Authority enrolled in Medicaid, Giles said. The Medicaid rewrite currently underway by state legislators and the Illinois Department of Healthcare and Family Services could cause safety-net hospitals such as Loretto Hospital to “go away,” said Rep. Lilly, who is also a member of Loretto Hospital’s

The hospital is the largest non-government employer in Austin, Lilly said.

Nonprofit moves wellness center to Oak Park

PCC Community Wellness Center has moved its second Austin community wellness center from Loretto Hospital to West Suburban Medical Center hospital in Oak Park. The move is something of a homecoming for the Oak Park-based health care provider. As its website notes, it started out as a three-room clinic inside the center, but it has since spun off into a separate non-profit. According to Alexandra T. Chavez, PCC’s Development Coordinator, the move was made in order to expand capacity and make it easier for their patients to access the hospital’s services. Patients who live closer to Loretto can still take advantage of the services provided at its other Austin facility. The PCC Austin Health Center is located at 5425 W. Lake St, and it provides the same services as the new health center does. As PCC’s website notes, the center was founded specifically to offer childbirth-related services to the “underserved” residents of Austin, a neighborhood located across the street from the hospital. Since then, PCC has opened a number of community wellness centers in Austin, East Garfield Park, Oak Park, Berwyn and other nearby Chicago neighborhoods and western suburbs. Chavez told Austin Weekly News that they decided to move from Loretto Hospital to increase space and improve connections with its other health centers at West Suburban Medical Center. The centers include a walk-in clinic and a clinic

NEW HOME: The waiting area at PCC Community Wellness Center at West Suburban Medical Center. centered on pregnancy care and child care. “The decision to move services to WSMC was made, in part, to increase appointment access with more exam rooms and access to providers at PCC’s two other WSMC based clinics,” she said. “We can also offer care continuity for hospitalized patients, as PCC staffs the Family Birth Place and Family Medicine Service unit.” Chavez added that the walk-in clinic offers urgent care, opioid treatment and “sports medicine.” She said that all three clinics are now located on the same campus would make it easier to transfer patients, if necessary. The center has been relocated to the hospital’s office building at 1 Erie Court, Suite 7140. According to PCC’s press
release, it is accepting new patients, offering primary care, behavioral health care and support services. Chavez said that it includes all of the services offered at Austin Health Center, except dental services. The relocated health center is open on Mondays, Wednesdays, and Fridays, from 8 a.m. until 5 p.m., and on Tuesdays and Thursdays, from 8 a.m. until 8 p.m. Unlike the Austin Health Center, it isn’t open on Saturday mornings. Patients can schedule an appointment by calling (773) 537-0020. In addition to being able to access other PCC facilities at WSMC, the patients will be able to access services from the hospital itself. “PCC has formal agreements with WSMC for inpatient care,” Chavez said. “The hospital also handles the majority of PCC patient deliveries — over 1,200 a year. Patients can deliver with a PCC doctor or midwife at the hospital’s traditional birthing rooms or Alternative Birthing Center.” Like all PCC health centers, the relocated center accepts Medicaid and Medicare plans. If the patients don’t have any health insurance whatsoever and they earn less than 200 percent of the current federal poverty level, they are charged based on a sliding scale. As Chavez explained, the exact fee is calculated based on income, how big their household is and whether they have a spouse or children as dependents. Chavez added that, if a patient is uninsured, PCC tries to help them get insurance first. “PCC’s Financial Counselors can help uninsured patients apply for Medicaid benefits or other health insurance,” she said. “If an individual is not eligible for health insurance, the Financial Counselor can help patients apply for the sliding fee scale. he photo freezes one moment in time during President Trump’s State of the Union (SOTU) speech. For me, the picture truthfully encapsulates the failure of the Democratic strategy to “sit out” the speech. On the surface, it probably sounded like a great idea. Listen but don’t respond. Sit quietly without any emotion. They wouldn’t succumb to the theatrics of Rep. Joe Wilson (R-S.C.) who generated international attention when he shouted, “You lie!” during a speech by then-President Obama. However, somebody forgot to tell those grown, elected officials that sitting still is an art. And since they had just gone through eight years of the Republicans acting stupid toward a Democratic president, the phrase “respecting the office of the presidency,” which was their rallying cry against Republican behavior, should have been at the forefront of their memory. Members of the Black Caucus arrived at the address wearing kente cloth. It was a subtle message directed at Trump because of referring to certain African countries as s***holes. Kente cloth’s various colors represent a variety of concepts in regard to life; green is vegetation and yellow is like an egg yolk for fertility. The shapes on kente cloth also have real meanings based on historical occurrences. The cloth was once reserved for kings, so wearing the cloth carries a lot more weight than just sending a message to Trump. The cloth is still held in high esteem by Ghanaians where the cloth originated, especially among the Akan tribe. So to see the Black Caucus members displaying the mannerism this picture captured
is an insult. I wonder how many of them have even done a DNA test to know what region of Africa their ancestors came from? Even more telling is to find out how many of them have ever set foot in Africa? I know I was extremely insulted to see Little Louie Gutierrez wearing the cloth as he has done little to help the African American community while he promotes his illegal alien agenda. One of the biggest problems with the Democrats’ decision is that it made them look childish and petty. Every SOTU speech I’ve seen has had the current president highlighting individuals. They are usually fellow Americans, and their stories should be unifying moments. You know like when then Sen. Barack Obama delivered the keynote speech at the 2004 Democratic National Convention. He said, “There is not a liberal America and a conservative America; there’s the United States of America.” So to see them sit there stonefaced and disinterested when the young boy was highlighted for having gotten flags to go on the graves of veterans, or when the parents of the two young girls killed by MS-13 gang members were recognized is a sad day for any political party. Worse was when congressmen began chanting, “USA … USA” and Little Louie stood up and walked out. After watching this shameful display, I hope many of the constituents that those folks whom they were elected to represent show their displeasure by replacing them in Congress. We need people there whose primary goal is about this country and not just party affiliations.

Local vets cope with life after combat
Maywood-based Housing Forward helps them navigate post-military life By TOM HOLMES Wednesday Journal
On any given night, 39,471 veterans are homeless, according to the U.S. Department of Housing and Urban Development. For a short time, Forest Park resident Corey Perkins was one of them. Perkins served in the Navy during Desert Storm, on a nuclear submarine patrolling the Persian Gulf. After being discharged honorably in 1992, he returned to his home in Oak Park, where his mother had moved his family from the West Side of Chicago when he was in sixth grade. Perkins got job after job, but a series of layoffs led to his losing the Oak Park home. Perkins stayed with friends and family, sleeping on their couches. Other times, he crashed in his car. He didn’t want to feel like a burden to others, but his situation made that feel impossible. Being without a home made him question everything, including his worth as an individual. “I became very withdrawn,” he said.

Ross, who experienced combat as a platoon leader in the Army’s 4th Infantry Division, saw half of his company in one fire fight get killed in two hours. “I was scared out of my mind for the first 30 days,” he recalls. “Then I became spiritually dead. Clinical depression is like feeling nothing while still being functional.” Ross, who said he was “almost homeless” at one time, has found tremendous support in a service dog named Eli whom he received from an organization called War Dogs Making it Home. Ross said that Eli can actually sense when he is going to have a medical crisis. “When he starts kicking me in the leg and biting my pants, I know it’s time to go to the hospital.” He has also found meaning and support by working with the mentally ill through the National Alliance on Mental Illness, a national organization that raises awareness and provides mental health support. Ross is also a peer support specialist trained by the Depression Bi-Polar Support Alliance, an organization that provides education and support to those with mood disorders. Now “my job is to be extremely open,” Ross said, laughing. “I’m 71-years-old and have been nuts for a long time. I want to enjoy life.” CONTACT: michael@austinweeklynews.com
