Loretto CEO explains hospital’s centrality to Austin Despite threats, George Miller said, the hospital’s not in danger of closing By IGOR STUDENKOV & SUZANNE McBRIDE Contributing Reporter & AustinTalks
George M. Miller, who became Loretto Hospital’s first African-American CEO and president in November 2017, unveiled an ambitious vision for his employer’s future during a service at Austin’s Third Unitarian Church, 301 N. Mayfield Ave., on Feb. 25. Miller said that the hospital will introduce a number of new services, including opening an MRI unit within the hospital that will allow patients weighing up to 600 pounds to be serviced, a new 16-unit dialysis center, palliative care services and pain management services. Miller said he and his staff are also working to include the hospital in clinical trials and to transform the hospital into a teaching hospital. In recent months, the Illinois has been looking at revamping the way Medicaid funds are distributed. Any change will have a greater impact on “safety net” hospitals like Loretto. Miller said any reduction of funds would force it to cut services and capacity. Miller, however, emphasized that for the See LORETTO CEO on page 4

Children at two West Side elementary schools, Leland — at California and Washington Street — and Cather — near Congress and Laramie — are playing and learning on innovative, new water-saving playgrounds with vegetable gardens, porous surfaces and native plants. The Space to Grow program has three purposes: 1) to keep storm water out of the city sewer system, streets and basements;
2) to promote healthy eating and exercising, and 3) to encourage children, parents and neighbors to enjoy being outdoors. Space to Grow is a collaboration between Open lands and the Healthy Schools Campaign. Financial support and partnership comes from Metropolitan Water Reclamation District of Greater Chicago, the Chicago Department of Water Management and Chicago Public Schools. Kenneth Varner, community engagement coordinator for Healthy Schools Campaign, said nine schools have joined
Space to Grow since the program started in 2013. Six more are scheduled this summer, with a target of 34 schools by 2021. Varner said Healthy Schools had been advocating for more physical activity and outdoor learning for city dwellers, when the group realized many schools don’t have good places for children to play. Playgrounds can be unsafe and in disrepair, or offer only flat asphalt areas for students to play on. Space to Grow offers improve-

Liz Abunaw, originally from upstate New York, worked in produce sales for General Mills and came to study business and social entrepreneurship at the University of Chicago in 2012. She wanted to see businesses bringing real solutions to social problems — not dogooding as a public relations act. Taking severance pay after a layoff at Microsoft, she decided to act on her vision to sell healthy food at reasonable prices, and started her own LLC called Forty Acres. On Sunday Feb. 18 she was working her experimental popup produce market at St. Paul’s Lutheran School in Austin. The idea for Forty Acres came when I took the Chicago Avenue bus over to Austin for an errand. I got off, looked around, saw no major drugstore or grocery. I live in West Town, where nobody looks like me, but I can find anything I want — but not here on the West Side where everybody looks like me. I got help at community meetings, West Side Ministers and New Leaders Council, Malcolm Crawford had us at Sankofa for our first market at Menard and Chicago. Aldermen Chris Taliaferro and Jason Ervin helped us get out flyers. People showed up and showed out! I had to shop for more greens — people always want them. You have to do popups on consecutive
days to sell all of your produce, so St. Paul Lutheran School Principal Glenn Cuck helped us set up on Sunday. Resident University of Chicago chef Rahim Muhammad came to demonstrate black bean, squash and tomato tacos. My friend Ari Bradley from Clarion Consulting advised me. Chicago International Produce Market at Pilsen showed me good deals. With these popup stores, I’m learning how it works and where the demand is. We display everything in plastic crates for the feel of a real grocery store. My goal is a brick and mortar, reasonably priced market with good fresh produce. We’ll be posting news about future popups on Facebook and Instagram.

Challenges ahead from page 1 moment he doesn’t foresee things getting so bad that the hospital would have to close completely. As Miller noted in his presentation, Loretto is not just a decades-old Austin institution. It’s the community’s largest nongovernmental employer, with almost 600 workers and a budget of nearly $60 million. “We are the economic engine of the Austin community,” he said. “More than half of our [employees] come from this area.” Miller said that he wanted to “speak truth to power” and be upfront about the fact that Austin residents face healthcare disparities. The average life expectancy in the community is 20 years lower than in the Gold Coast neighborhood – which, as he emphasized several times, is only 20 minutes away. Lower income individuals have fewer healthcare resources, and the options they do have are more limited, since many private hospitals restrict how many Medicaid he’s either hoping to launch or is in the propatients they see and what kind of services cess of launching. Below, an exterior shot of the hospital, which its CEO said is the “economic engine of the Austin community.” practice insurance is through the roof,” he said, adding that the cuts in Medicaid reimbursements was another major factor. Medicaid reimbursements have become a major issue across the state and country. According to a Feb. 10 Associated Press report, the state lawmakers were negotiating with the Illinois Health and Hospital Association on how the state handles Medicaid reimbursements. The goal was to “update the distribution formula in response to federal pressure and make sure the safety net hospitals get a sufficient cut,” the reported explained. The federal government has been pushing states to “put Medicaid clients into privately run ‘managed care organizations’
where competition cuts costs,” which raised concerns from safety net hospitals, because reimbursements managed by those organizations can take months. With the medical costs rising, this development is something that safety net hospitals cannot afford. In an interview conducted after his talk, Miller said that he shares those concerns. “If they want to provide us with resources we need, you don’t reduce reimbursements, you grow them,” he said. And if the reimbursements are cut? “We will have to reduce services and not see as many patients,” Miller said, before reassuring people that, despite those challenges, Loretto was not in danger of closing. Marshall girls take state The Commandos defeated Harlan 53-44 for the title By MICHAEL ROMAIN Editor
The Marshall High School woman’s varsity basketball program defeated Harlan High School in Chicago 53 to 44 in the Illinois High School Association state championship game in Normal on Feb. 24 to take home the title. The Commandos’ path to another title wasn’t easy. In the semifinal game, they erased an early 15-point deficit on their way to beating Teutopolis High School in the semifinals in a matchup between the “top two winningest girls basketball teams in Illinois history,” according to the Effingham Daily News. As a head coach at Marshall, Gaters has made more than 20 state tournament appearances. This year’s title is her ninth. She’s also earned seven statewide coach of the year awards and won a gold medal at the 1986 U.S. Olympic Festival. According to a roundup of the title game by the Pantagraph, the ninth-ranked Com-
mandos “erased a 10-point deficit with a 21-2 run over the final seven minutes.” Marshall’s Dyanla Rainey scored 20 points for her team, which finished with a 22-7 record. “The Commandos tied the game at 44-all on a 3-pointer by Niyah Zamundio with 3:34 to play and took the lead on two free throws by Roquesha Smims at 3:02. “Daijahnay Winston scored 21 points and Kimeira Burks added 15 for Harlan (26-7), while Aquila Anderson grabbed 10 rebounds. Anderson’s jumper with 7:10 remaining had the Falcons up 42-32.” Last month, Gaters, the winningest basketball coach in IHSA history, was allowed to share some of her abundant wisdom in a short promotional video Nike released last week in time for the Martin Luther King, Jr. national holiday. “I think if you consider a person equal to you, then you will treat them with a certain amount of respect and dignity,” she said. After Parkland shooting, a peace tourney The West Side Leaders Network hosted the MLK Peace Basketball Tournament on Feb. 24 By MICHAEL ROMAIN Editor
Two weeks after the Feb. 14 mass shooting at Marjory Stoneman Douglas High School in Parkland, Fla., the Leaders Network, a faith-based social justice group based on the West Side, hosted the MLK Peace Basketball Tournament. The Feb. 24 event, held at Christ The King Jesuit College Prep, 5088 West Jackson Blvd. in Austin, featured roughly 60 participants, ages 18 to 30, and was held to highlight anti-violence during Black History Month. The event held particular significant given the recent national debate about gun reform. “Rifles, AK-47’s and machine guns should not be in the hands of ordinary citizens,” said Rev. Ira Acree, the pastor of Greater St. John Bible Church in Austin and a co-chairman of the Leaders Network. “Nobody needs an assault weapon unless you’re in the military,” he said. “Too bad President Trump doesn’t have the courage to fix this travesty instead he suggests school teachers being armed with guns as a resolution for the violence.” Rev. Dr. Marshall Hatch, the pastor of New Mt. Pilgrim Missionary Baptist Church in Garfield Park and a co-chairman of the Leaders Network, echoed Acree’s sentiment. “Civilians have no need for assault weapons,” Hatch said, “not in Chicago or Parkland, Fla. Our Peace Tournament this year joins the call to action led by our nation’s youth.” CONTACT: michael@austinweeklynews.com

Black Panther is a movie worth seeing
finally got to see the movie Black Panther this past weekend. I, too, give it two thumbs up. Especially because it was the first movie I’ve seen in a long time that didn’t have the obligatory sex scene and the spewing of profanity. In fact, there wasn’t any nudity at all. (Note: Spoiler alert from this point forward). I went out to the southwest suburbs with my group to see the movie. I think there were less than 20 black people in the entire show. The theater was filled nearly to capacity, with the exception of the first two rows that have you seated so you feel you’re surrounded by the screen. I was not only reacting to the movie, I was also checking out the audience’s reaction. Those in attendance were there to see an action movie and the characters being black was just another aspect of the movie. It was fabulous to see the African-themed storylines being enjoyed for the sake of a good movie and not for any other reason. There is a scene where M’Baku challenges T’Challa for the role of king. M’Baku is from a splinter group in the African nation of Wakanda who worships the gorillas. In a later scene where Queen Ramonda seeks the help of M’Baku against the villain Killmonger, M’Baku is wearing a cape of gorilla fur and on each arm is more gorilla fur. Contrary to what some who have seen the film multiple times have expressed, the sound M’Baku and his men make is a gorilla grunting and not that of a dog. I found myself fascinated with M’Baku because of the recent H&M controversy over the hoodie modeled by a young black boy emblazoned with the words “coolest monkey in the jungle.” Now I know that racist and ignorant people have often used members of the ape family to attempt to make black people feel inferior. So to see a brother on the continent not only embracing the attributes of an ape but celebrating it, too, was an eye-opener. I had a very lively conversation on Facebook because I asked the question what was the difference, if any, between the H&M ad and the character M’Baku. The responses I got were interesting to say the least. Both the ad (H&M advertising agency) and the character (Marvel Comics) were created by white people. Yet we look at the ad as an insult but the character is not. I even had someone post a recent story of a woman in Florida who had a stuffed animal (a monkey) with a noose around its neck and a note attached saying “N-word, go back to Africa.” The woman said it
M’Baku was done by her co-workers. The woman is also quoted as saying she was “shocked and hurt” by the incident. I would have responded by getting a white doll’s head, taping it to one hand of the monkey and in the other adding the words “Nat Turner.” I would have left it on my desk to allow those co-workers to understand that I have comebacks to their behaviors. But what I wouldn’t do is publicly give them any credit for hurting my feelings. Because that further emboldens their premise of white supremacy. Anyway, I digress. Go see Black Panther on the big screen and, for once, look forward to a sequel.

Davis to propose bill to increase taxes on guns, ammo
Democratic guv candidate Chris Kennedy supports the measure
“There’s no reason to have the ability for individual citizens to walk around with assault weapons.”
By MICHAEL ROMAIN
DANNY DAVIS
Editor
Congressman (7th)
Congressman Danny K. Davis (7th) appeared alongside Democratic gubernatorial candidate Chris Kennedy during a Feb. 25 press conference held outside of Mount Sinai Hospital, 1500 S. Fairfield Ave. in North Lawndale, to announce that he would introduce legislation this week to increase federal taxes on the purchase of guns and ammunitions — something that hasn’t been done in decades. The Gun Violence Prevention and Safe Communities Act would raise the excise taxes on pistols and revolvers from 10 percent to 20 percent, and the excise tax on firearms from 11 percent to 20 percent. The excise tax on ammunition would increase from 11 percent to 50 percent. “The excise taxes on guns and ammunitions have not changed since 1919 and 1941, respective,” according to a fact sheet Davis’s office distributed after the press conference. “Given the high costs incurred by governments due to gun violence, an increase in

federal taxes represents a reasonable step forward to address the national crisis of gun violence.” Davis cited statistics from the University of Chicago Crime Lab, which estimates that “gun violence costs Chicago and its residents $2.5 billion a year,” the fact sheet states. “Despite the high cost of gun violence, current federal taxes on guns and ammunition yielded only $749 million in 2016 and apply to fish and wildlife conservation, not gun violence reduction,” it continues. “In
contrast, the federal taxes on alcohol and tobacco yielded $8 billion and $13.27 billion in 2016, respectively.” The tax would also close the loopholes that help the owners of assault weapons avoid paying taxes and abiding by certain regulations. For instance, the measure would “close the loophole on quasi-assault rifle pistols by including them in the definition of ‘firearm’ under the National Firearms Act, thereby subjecting them to the same requirements as other firearms,” according to Davis’s office.

The new measure would mean that owners of quasi-assault rifle pistols would be subject to stricter background checks, would need to pay a transfer tax and would be required to file an application to register under the National Firearms Act. The proposed legislation would apply the new revenue created, estimated at $977 million, would go to fund anti-violence research and initiatives. “There’s no reason to have the ability for individual citizens to walk around with assault weapons,” Davis told reporters during the Feb. 25 press conference. Kennedy echoed Davis’s sentiment, adding that Illinois needs to “ban assault rifles,” but until that happens, gun owners should be taxed so that they pay their fair share for the social costs that result from the guns and ammunition. Produce market seeks to setup shop in Austin
Forty Acres Fresh Market debuted in Austin on Feb. 18 By MICHAEL ROMAIN Editor
Loretta Kirksey, a resident of west suburban Maywood, perused a colorful garden of plucked produce on Feb. 17 inside of a facility in the suburb that had been transformed into a makeshift bazaar that featured greens, snap peas, carrots, tomatoes, apples, bananas, grapes, mangoes and other fresh produce. The one-day, 10-hour-long affair was the first-of-its-kind winter popup produce market for the town. “I think this is a great idea — the fresher the better,” Kirksey said. “I think Maywood should continue to do something like this for the community. I love this. It’s great.” If Kirksey’s satisfaction is any indicator, the market, which also debuted on Feb. 18 in Austin inside of St. Paul Lutheran School’s gymnasium, 846 N. Menard Ave., the concept could have some staying power.
Elizabeth Abunaw, the founder and operator of Forty Acres Fresh Market, the organization that behind the winter markets, said that the focus of her efforts is to provide “fresh, affordable produce in under-served communities.” The goal, she said, is to open a permanent low-cost produce market in Chicago’s West Side Austin community within a year, and possibly more. “Phase one of that goal is operating pop-up markets where we sell a full selection of fresh fruits and vegetables at an affordable price,” she said in an email. Maywood Village Manager Willie Norfleet, Jr., who did his own shopping, said that the market fills a void both locally and nationwide. “This fills more than a void in the community, it feels a void across the nation in terms of people having access to nice, wholesome food to live on,” Norfleet said. “People are interested in getting nice, wholesome food at very reasonable prices.” For more info on Forty Acres Fresh Market, visit: https://twitter. com/40acresfresh. THRIVE 2025: 2018 QUARTER 1 IN T RODUCTION
I
Welcome to Austin
n 2017, the Austin community made great progress towards articulating a shared vision for the future of the community and the creation of a Quality of Life Plan. Over the first half of 2017, Austin Coming Together concentrated on organizing a strong and deeply-rooted steering committee to oversee the planning process. Resident leaders and representatives of some of Austin’s largest community institutions have committed to building power to ensure Austin’s Quality of Life Plan and its projects become a reality. Over the second half of 2017, ACT and the Quality of Life Plan Steering Committee focused on engaging community members in the planning process. In July we held the first of three community summits to build consensus about the types of action Austinites want to take. Afterwards, 7 working groups were formed to work on articulating the outcomes they wanted to see over the next 5 years, and the type of actions that we need to take to achieve those outcomes. In December, community members got to vote on what actions they wanted to see at a community summit held at Michele Clark High School. Working groups have now had a chance to take those votes into account and select priority actions that will be included in the plan. The following pages are a preview, or a general outline of what the Austin Quality of Life Plan will look like. It is by no means final. There is still a lot of work left to do. Please review them carefully and get involved at our upcoming working group meetings. You can call ACT’s community organizer, Jose Abonce, to get involved. 773-403-2799.

In Austin, Black History takes many shapes
Cultures of Africa, India were spotlighted during Feb. 21 event
IGOR STUDENKOV/Contributor
A FESTIVE PUNCH: Members of the Austin Town Hall field house karate class give a demonstration during the Feb. 21 Black History Month program.
By IGOR STUDENKOV Contributor
The auditorium inside of Austin Town Hall 5610 W. Lake St., was alive with the sounds of music, dancing and poetry on the evening of Feb. 21. Pass the Peace: Black History Affair served two purposes — to celebrate the accomplishments of the black community and to show off the cultural programs the park facility offers. According to Dionne Hawkins, a theater teacher at the fieldhouse and the person who organized the event, the program has been held in some form or another for more than 20 years. This year, the South Side-based Example Setters youth poetry group performed, and members of Girl Scouts Troop 20368 shared displays they put together for World Thinking Day. Hawkins said that she was gratified by how many people showed up, saying that it showed that the community cared about what they were trying to do. The celebration of Black History Month
wasn’t just limited to the Feb. 22 event. At the beginning of February, the staff set up large bulletin boards near the auditorium entrance with photos and biographies of famous black politicians, activists, athletes and scientists. Before the event began, Girl Scouts from Troop 2036 brought out their displays, which presented information on African countries like Tanzania, Ghana, Nigeria, Madagascar and Chad. There was also a table displaying books and artifacts from the Ivory Coast and a display dedicated to Wakanda, a fictional East African country that is home to Marvel Comics superhero Black Panther. At several tables, the audience could sample drinks and
food from the country. The one outlier among the displays was India. Later during the program, Hawkins said that there was a reason why it was included. “India is not an African country, but they have a large population of black people — they’re called Untouchables,” she said. Dalits, better known as Untouchables in the western countries, are groups that have traditionally been placed at the bottom rung of the Indian caste system. While Dalits are not related to any African ethnic groups, they and African-Americans have found common ground because both groups have historically been at the bottom of their respective countries social strata, and while discrimination against both has
been declared illegal, they still face discrimination and obstacles in obtaining housing, employment and social services. “This kind of program for the AfricanAmerican youth is important, because my understanding is there’s very little history taught in school period, and almost no [black] history, so these children don’t know their history, their past,” said spoken word poet Loretta Hawkins. “When we have programs such as this, it allows them to have culture, to have pride in the achievements of African-Americans,” she said. “These kinds of programs are not just important, they’re critical for us as the African-American people.” CONTACT: igorst3@hotmail.com
