State Medicaid bill could affect Loretto The proposal, which changes funding formula, now headed to Rauner’s desk By IGOR STUDENKOV Contributing Reporter

Both houses of the Illinois General Assembly recently voted to approve changes to the way the state divvies up Medicaid funds to its hospitals. The Illinois Medicaid Hospital Assessment Program helps hospitals throughout the state cover the costs of taking care of Medicaid patients. The amount of money each hospital gets is determined based on a complex formula. The proposed changes to the formula raised concerns from “safety net” hospitals, such as Austin’s Loretto Hospital, about how they might affect those hospitals’ ability to service their low-income populations. While private hospitals can make up the funding cuts from private sources, safety net hospitals get most of their funding from Medicaid and Medicare, so they have less room to maneuver. The new bill changes that formula, moving it away from lump sums of money toward costs that would be set based on what type of medical procedures the hospital performs and how many times it performed them. The new formula also gives Illinois hospitals $360 million in new funding, 58 percent of which will go to safety net hospitals. It is not clear how Loretto Hospital will be affected. The change in the formula comes in response to changes in federal policy. According to a reSee MEDICAID BILL on page 10

An orchard on the West Side?

After City Council vote and $500K in funding, the idea could come to fruition By IGOR STUDENKOV Contributing Reporter

The Chicago City Council recently voted unanimously to approve spending $500,000 to build a fruit orchard somewhere on the stretch of 5th Avenue, between Kedzie Avenue and Sacramento Boulevard. The Garfield Park Community Council

has been lobbying for the project for years. As the officials explained, they were responding to something they heard from residents who shopped at Garfield Park Farmers Market. The customers wanted fruit, but they didn’t have anywhere to grow it. Many details of the project still need to be worked out. The city hasn’t narrowed down which of the several city-owned vacant lots on that stretch of 5th Avenue it

would use, and the timeline is still unclear. But what is clear is that the orchard would double as a flood mitigation measure. And, wherever it may be located, the city plans to tie it with new housing planned for that stretch of 5th Avenue, as well as the Hatchery food business incubator, which is currently being built at the nearby Kedzie/Lake intersection.

He set up a demonstration table at Rep. Danny K. Davis’ State of Education on the West Side conference, Feb. 24 at Malcolm X College. Soon his children Quran Muhammad, 9, and Elisheba Muhammad, 14, were showing people of all ages the rudiments of moving pawns, rooks, knights, bishops, king and queen across the black and white squares. “I learned the value of each piece and how they move and the ranks and the files. I feel like I’m part of a kingdom,” Quran said. “It makes you think where you’re going to move the pieces,” Elisheba said. “The intellectuality of the game makes you think more about everything.” “We teach the math of chess first, then we show you how you can be a king and a queen, nonviolently, “Muhammad said. “No losers in this game — only winners and learning. No age limit either. It’s age 3 to 99. We show kids how to go from passive-aggressive to assertive. They take the initiative to teach others the game. You can even use chess to think about racial issues, and discuss

whether the rules for black and white pieces are the same.” Muhammad has done tennis and chess programs with the city parks district. He will lead an Educating Tribes workshop with Sankofa Safe Child, at Roosevelt and Pulaski, for eight weeks beginning April 7, open to all children ages 9 to 16. In the Democratic primary race for Cook County’s 1st District, challenger Brandon Johnson has been fundraising up a storm to take on first-term Commissioner Richard Boykin. Johnson, an organizer for the Chicago Teachers Union, has raised at least $317,000 for his political committee, Friends of Brandon Johnson, since entering the race late last year, according to the most recent data available from the Illinois State Board of Elections. By the time Johnson filed his 2,100 petition signatures at the end of November to get on the March 20 ballot, Boykin, who was first elected in 2014, had already reported having more than $145,000 on-hand in his political committee, Friends of Richard Boykin. Campaign committees are required to file quarterly reports that list who’s making contributions. The most recent data available covers Oct. 1 to Dec. 31, 2017. The next quarterly report isn’t due until April 15 – more than three weeks after the primary – but in the meantime, candidates must report contributions of $1,000 or more from a single source. In reports filed by the campaigns in mid-January, the first quarter in which both campaigns were reporting, Johnson showed $53,827 in on-hand cash compared to Boykin’s $171,386. Since then, Johnson has worked to close the gap, raising more than $185,000 since the start of the year, mostly from labor unions, records show. “The contributions reflect the urgency and the desire to have a true progressive voice on the county board,” Johnson said of his union backing. The Chicago Teachers Union Political Action Committee has given $50,000 to Johnson’s campaign in two installments of $25,000 — the first on Dec. 15 and again on Jan. 11. Other major contributions include: ■ $55,000 from the Illinois Federation of Teachers Committee on Political Education ■ a total of $55,000 from three separate Service Employees International Union Political Action Committees ■ $25,000 from the AFSCME Illinois Council No. 31 Political Action Committee ■ $22,760 from United Working Families ■ more than $18,000 from three International Union of Operating Engineers chapters. ■ Boykin said he doesn’t find his opponent’s union support surprising.

If they want a new pop tax they’ll get it, because they supported it.” In recent weeks, Johnson has also seen support from MoveOn.org — nearly $4,000 — and the Cook County College Teacher Committee on Political Education, which gave $5,000. “As a worker, as a public school teacher, I’m glad I have the support of working-class people,” Johnson said. “These folks see my candidacy as an extension of their values.” Contributions to Boykin’s political committee, Friends of Richard Boykin, have totaled more than $831,000 since donations first started coming in back in 2013. Boykin has reported raising at least $31,722 toward that total so far this year. Boykin recent contributions show support for the incumbent from business organizations, as well as groups and individuals with ties to the food and beverage industry. The most recent large contributions to Boykin’s campaign are $7,500 from the Chicagoland Chamber of Commerce on Feb. 7; $5,000 from the Illinois Restaurant Association on Feb. 16; and $3,000 from the Illinois Merchants Political Action Committee on Feb. 13. Boykin has campaigned on his leading role in ending the penny-per-ounce “pop tax” on sweetened beverages that the Cook County Board approved then repealed late last year. Citizens for a More Affordable Cook County, an industry-supported group that opposed the tax, has given Boykin more than $12,000, records show. The PAC also held a fundraiser for Boykin and other county commissioners

last week, the Chicago Sun-Times reported. The Illinois Food and Beverage Association PAC has contributed $2,000 to his campaign since last summer. Paul Boykas, a vice president at PepsiCo who lives in Virginia, gave Boykin $1,000 last July and another $1,000 on Feb. 1. Employees who work for Dr. Pepper gave Boykin $3,000 last year and the Dr. Pepper Snapple Group Political Action Committee gave $750. But support of Boykin from the beverage industry goes back years: Crown Imports LLC, a Chicago-based alcohol distributor, has given Boykin $21,500 since 2013. An Oak Park-based Coca Cola distributor gave the commissioner $1,500 in 2016. Boykin has also received support from other large corporations over the years, including CSX Transportation, Comcast, ComEd, DMS Pharmaceutical, Pfizer and McDonalds. “They haven’t given me nearly as much as the unions have given my opponent,” Boykin said of his contributions. “I have a boat load of contributions from ordinary citizens. “I’m not bought, and I’m not bossed by anyone,” he added. To catch up with what the unions are spending on behalf of his opponent, Boykin said he recently put more of his own money into the campaign. Boykin, an attorney, loaned his campaign $12,000 on Feb. 7, only months after loaning the campaign $15,000, according to records. “It’s called skin in the game,” Boykin said. “I’ve never gotten money back. If I’m asking you to give, I should, too.” Johnson said Boykin’s ability to loan his

In addition to raising money, both campaigns have been soliciting endorsements. A list of endorsements on Boykin’s campaign website shows support from local politicians, including U.S. Rep. Danny K. Davis (7th), for whom Boykin once served as chief of staff. Other politicians endorsing Boykin include west suburban mayors from Forest Park, Westchester, Bellwood, Maywood, North Riverside, Broadview and Oak Park — much of the 1st District’s suburbs. Boykin said that support comes from having made sure the suburbs in his district are getting their fair share from the county. Boykin has also gotten the nod from county officials — Recorder of Deeds Karen Yarbrough, Circuit Court Clerk Dorothy Brown, Sheriff Tom Dart and Treasurer Maria Pappas — and five members of the Chicago City Council, including Ald. Emma Mitts (37th) and Ald. Chris Taliaferro (29th). “I’m grateful to have these elected leaders supporting me, because they are leaders in their communities,” Boykin said. “The endorsement that matters most is the endorsement from the people.” Organizations supporting Boykin are the Proviso Township Democratic Organization, the Italian American Political Coalition and Teamsters Local 727. Like the financial contributions to his campaign, Johnson has relied on unions for the majority of his endorsements. He has been endorsed by the Chicago Teachers Union, the Chicago Federation of Labor, AFSCME Council 31 and Teamsters Local 700, among others. From the political establishment, Johnson has received endorsements from Ald. Walter Burnett Jr. (27th) and Ald. Jason Ervin (28th), who represent parts of Chicago’s West Side, as well as Secretary of State Jesse White and state Rep. Melissa Conyears-Ervin (10th). Johnson has also been endorsed a number of political organizations that support progressive candidates, including the Bernie Sandersaligned group Our Revolution, MoveOn.org, Reclaim Chicago and Citizen Action. “I’m truly humbled to be in a position where I can lift the voice of working-class and middle-class people,” Johnson said of his support from progressive organizations. “This is truly a coalition of the willing.” Neither campaign had polling data they could release, but both said they were seeing a lot of support on the ground when they knocked on doors and attended events. And as far as newspaper endorsements go, Johnson received the backing of the heavily union-influenced Chicago Sun-Times while Boykin received the much more conservative Chicago Tribune’s endorsement. Fewer than 100 residents of the 29th and 37th Wards have cast their ballots since early voting began last week for the March 20 primary. Voters can cast their ballots the rest of this week at the city’s “Super Site,” 16 W. Adams. Starting Monday, March 5, Chicagoans can vote any any early-voting site throughout the city. The Illinois Campaign for Political Reform reported Thursday that the two together have raised more than $650,000. They appeared at a candidate forum earlier last month that Austin Talks covered. In another West Side race, Anthony Clark, a teacher at Oak Park River Forest High School, is challenging longtime U.S. Rep. Danny K. Davis for the 7th congressional district seat. Candidates seeking the Republican nomination are Craig Cameron and Jefferey A. Leef, as reported by the Chicago Tribune. West Side primary voters will also be picking gubernatorial and attorney general nominees, among other races. A number of candidates face no primary opposition, including state Reps. Murals in Austin symbolize spirit of nonprofit

An Oak Park teen’s creative project celebrates New Moms’ 35th anniversary By MICHAEL ROMAIN Editor

James Kennedy, a 16-year-old Oak Park Eagle Scout was thinking about what he would do for his service project, necessary to advance to the rank of Eagle, when he stumbled upon New Moms — the Austin-based nonprofit that provides housing, job training and other resources to young mothers. “A family friend told me about New Moms and I did some research on them,” Kennedy said during a recent phone interview. While he was learning about the New Moms, Kennedy discovered that this year marks the organization’s 35th anniversary. From his exploration into New Moms’ mission, the Oak Park and River Forest High School junior hatched the idea for a service project that would entail community members painting murals on windows at the nonprofit’s Austin headquarters based on the themes of family, creativity and play. Last Sunday, around 50 people helped out in the creative effort, many bringing their own ideas to the process. The project also allowed some Oak Park residents to experience the West Side in a new and positive way. “This project has given me an opportunity to be familiar with Austin and gain a new perspective on the area,” Kennedy said. The day was symbolic of New Moms’ efforts, over three decades, at bringing community members together and building bridges between Austin and Oak Park, said New Moms CEO Laura Zumdahl. “James has done a fabulous job of organizing this and engaging people in the community, residents of New Moms and our supporters,” Zumdahl said. “They all came together to paint the windows with images that represent our values and are really tangible expressions of the work we do.” CONTACT: michael@austinweeklynews.com

The joys of package delivery

drive part-time for a local delivery service. I won’t mention the name because I am sure that somewhere in the contract it probably has a clause about writing about the company. Plus I also don’t feel like they deserve free publicity of any kind. One of the interesting things about delivering packages all over the Chicagoland area is that I get to see different parts that I might not see otherwise. One weekend I was sent out to the Fox River area. The GPS led me to a river and told me I had “arrived” at my destination. I was looking at a half-frozen river and a bunch of cars parked near it. For the life of me, I couldn’t figure out what the GPS meant. I left the area, delivered packages elsewhere and then realized I had to be near the delivery spot in order for my dispatch to agree to my returning the package. So I again listened to the dumb machine. Again it took me to the river’s edge. I was about to call and say I couldn’t find the address, when I saw a bunch of mailboxes and one had the address printed on it. So I got out of my car and, lo and behold, hidden by the cars parked near the river’s edge was a scary footbridge that took me across the frozen river and to the particular address! I’ve learned to be wary of dogs. One of the very first deliveries I did, the woman opened the door and her dog ran out and tried his best to bite my behind. I can still feel his teeth mark scraping my butt. Thankfully, he only nipped and didn’t break the fabric of my pants. But I have learned to be wary of dogs ever since. On a different occasion, I delivered a package where a 12-year-old was so engrossed in his video game that he took the package

and let the dog out in the meantime. So there I am at the front door, ringing the doorbell while the dog stands guard in the middle of the sidewalk, snarling and protecting his turf. In the meanwhile, the kid is engrossed in playing his video game and ignores my repeated doorbell rings. It took over five minutes for the boy to come back to the door and call in his pet. I tell you, I’m gonna get me some pepper spray! Just this past weekend, I couldn’t find an address using the company’s GPS. So I did the cheat routine and looked it up on Google. But even Google had a problem with the address as it sent the above picture back. I had some very unkind words as I lamented how white folks love to live out in the middle of no-man’s-land surrounded by forest and nothing else. When I finally found the house and rang the doorbell, a black guy answered! Boy, did I feel like the true meaning of assume (ass-u-me) One house I delivered to had three hearses parked in the driveway. I don’t know what the secondary market is like for “used” hearses, but that was one house where I left the package at the front door and quickly got out of Dodge! Several weeks ago when it had snowed, I had to trudge up a 50-foot, snow-covered driveway, followed by another 20 feet of un-shoveled sidewalk. Before I could even ring the doorbell, the homeowner opened the door. In my most facetious voice possible, I thanked him for shoveling. Delivering packages is truly an adventure. I can guarantee that some of my real-life escapades in doing it will end up in a future novel.

Green innovation from page 1 Ald. Jason Ervin (28th), whose ward includes that stretch of 5th Avenue, explained during the Feb. 26 meeting of the Chicago City Council’s Committee on Special Events, Cultural Affairs and Recreation, the Garfield Park Community Council has been pushing for the fruit orchard for the past four years. The organization runs the Garfield Park Farmers Market, which was originally located at the southeastern corner of Lake and Kedzie, but which will be operating at the northeastern corner of the intersection while the Hatchery is being built. Mike Tomas, the organization’s executive director, told the aldermen that the push was a direct response to customer demand. On Jan 17, Mayor Rahm Emanuel introduced an ordinance that authorized spending $500,000 in Open Space fees collected in East Garfield Park to build the East Garfield Park Community Eco Orchard. The ordinance went before the Committee on Special Events, Cultural Affairs and Recreation on Feb. 26. Michael Berkshire, the Chicago Department of Planning and Development’s green projects administrator, showed several city-owned lots between Kedzie and Sacramento that could be used for the orchard.

“We’ll be doing analysis to see which lot would be appropriate to build the orchard,” he said, adding that many other details still need to be finalized. “Right now, we’re at the very beginning [stage],” he said. “We’ll be going through design, permitting, and construction. We will be working with neighboring groups.” Berkshire also explained that the orchard would be more than a space to plant fruit-growing trees — it would also feature measures to address local flooding. As previously reported by Austin Weekly News, last year, the city launched the Resilient Corridors program to reduce flooding by either sending water into the ground or temporary storing it. The idea is to reduce the amount of water that goes into the sewers so the sewer system doesn’t become overwhelmed. DPD chose North Lawndale and West Humboldt Park as pilot communities.

The orchard, Berkshire said, is based on the same concept. “We may have some permeable pavement,” he said. “More native planting that will be used to be able to absorb storm-water on site.” Because the orchard will help reduce flooding, the Metropolitan Water Reclamation District of Greater Chicago contributed $500,000 to cover the rest of the project costs. Tomas told the aldermen that the orchard will compliment new housing planned to be built near the intersection of 5th and Kedzie, as well as the Hatchery. “We’re looking at this orchard [as part of] the food hub in the neighborhood, so it will not only bring food but bring jobs to the neighborhood,” he said. Ervin urged his colleagues to vote in favor of the funding. “I think this will pull together a lot of property along this area and bring back sustainable and nice use,” he said. The committee voted unanimously to approve it, sending it up to the City Council, where it was approved as part of a series of votes. Tomas told Austin Weekly News that while his organization hopes to run the orchard it will be up to the city to decide what entity operates it. Gina Jamison, who runs Kuumba Tre-Ahm community garden, one of the vendors at the community market, said that having fruit for sale right in the community will help everyone, especially the youth. “They will be healthier and they will be able to make better decisions,” she said. The meaning of Wakanda for America Although Black History Month may be over, we still need to recognize the contribution African-American slaves made to the building of our country. In 2009, I introduced a House Resolution adopted 116-1 that urges Congress to declare each Feb. 28 as “Honor the Contributions of African American Slaves in the United States Day.” According to work done at Montpelier, the home of James Madison, our fourth president, even states with low slave-holding populations were profiting from the labor of the enslaved. From tobacco cultivation in Virginia to shipbuilding in Rhode Island, industries throughout the states both supported, and were supported by, slavery. By 1850, 80 percent of American exports were the product of slave labor. The estimated value of enslaved people increased 500 percent between 1790 and 1860, from $200 million to around $3.059 billion.

Slavery’s profitability far outweighed the moral outrage it engendered. From mass incarceration, to the achievement gap, to housing discrimination and the vicious cycle of poverty, violence and lack of opportunity throughout America’s inner cities, the legacies of 200 years of AfricanAmerican bondage are still with us. Let’s salute all the slaves and never forget the free labor that helped build America. Let us not forget the human sacrifices each person called a slave endured for all our freedom. Let’s us not forget the good the people called slaves did for this country, and never forget the pain and suffering slavery caused then and continued to hurt black families. It is only when we start to be honest about the contributions of slaves to the building of the United States into the rich country that it has become that we can move forward to constructively address the legacy

of slavery. In this way, Black History can become Black Future. The movie Black Panther has become a cultural phenomenon, breaking records in sales and generating many conversations, reviews and critiques. (Spoiler alert ahead if you haven’t seen the movie yet!) One of the most powerful scenes and lines in the movie comes when Killmonger tells T’Challa after refusing the offer for Shuri to heal him: “Bury me in the ocean with my ancestors who jumped from ships, ’cause they knew death was better than bondage.” As one reviewer states, this is an incredibly powerful statement to go out on, and certainly in keeping with Killmonger’s characterization. Even in the aftermath of defeat, being thrown into a Wakandan prison for the rest of his life would have been a fate worse than death. We can think of this powerful statement in another way, too. Killmonger’s direct reference to slavery in the United States makes those of us who are the descendants of slaves reflect that we might not have even been born if our descendants had jumped from the ships to avoid bondage. There are plenty of examples of blacks who were placed in bondage and literally imprisoned, such as Dr. Martin Luther King Jr. and Nelson Mandela, who somehow

summoned hope for a better future for those who came after them. They withstood the bondage, created descendants, took the long view, contributed to building the country and continued the fight. And many of our own family members who are in bondage even today, by being either literally in prison or in bondage just by being black in America, take that long view and continue the fight, rather than taking themselves out. One reviewer wrote an argument could be made that if T’Challa hadn’t watched Killmonger choose to end his life, he might not have been swayed to set up that Wakandan outreach center in California and reveal Wakanda‘s true nature to the world. Indeed, T’Challa’s final words ring true in the world we live in today: “In times of crisis, the wise build bridges, while the foolish build barriers. We must find a way to look after one another as if we were one single tribe.” Black History Month 2018 is over. Our Black Future stretches before us. Let us never forget the contributions African-American slaves made to our families and our country, and let movies like the Black Panther remind us of our responsibilities to each other.

Commissioner Boykin asked Mayor Emmanuel to repeal the water bottle tax, so students could drink filtered bottled water and stop drinking from lead contaminated water fountains. Where were you? African American teachers are being terminated at alarming rates. Where are

you, Brandon? You falsely claimed Commissioner Boykin wants to bring in the National Guard to occupy communities with high crime and homicide rates. The truth is he visited the United Nations last year to discuss creative ways to restore peace to high need neighborhoods. Did you know he passed a seven-point plan back in 2015 to address Chicago violence? He identified and continues to highlight endangered communities throughout the city. Commissioner Boykin passed legislation to tax bullets. Where were you when he held meetings with Union Pacific representatives regarding guns being stolen from freight trains during lay overs? Commissioner Boykin called for the Department of Justice to investigate the human and civil rights violations of detainees at Homan Square. Where were you? The truth is, Commissioner Boykin has a strong and impressive record. His work in the 1ST District is incomparable. He is responsible for millions of dollars being allocated to the district, in addition to allocating funding to not-for-profit organizations, providing jobs opportunities via career fairs, speaking out about mental health and drug abuse epidemics, hiring young adults and students, building better infrastructure, and engaging residents throughout the first district at various

town hall and community meetings. What have you done for the 1st District? Crickets. You have never attended a county board hearing to testify on behalf of anyone or any issue. You have yet to appear at a town hall meeting to offer any ideas or solutions. What are your true intentions for the 1st District? As a former organizer, your record is mediocre, and playing games with people’s lives to get a vote is disgraceful. Remember this Brandon, you are challenging a Godfearing man. In biblical terms, Matthew 12:37 states, “For by your words you will be acquitted and by your words you will be condemned.” As a former educator, you should feel ashamed of exploiting and degrading students whenever you use their photos in your mailings to spread lies about Commissioner Boykin. As a former social studies teacher, you may not have had the opportunity to teach students about bullying or take an anti-bullying stance. It’s unfortunate, because you may have learned a valuable lesson for yourself. Bullying us into seeing things your way is a poor choice for a plan. It does not, and will not work as an alternative path in becoming the official representative of the 1st District. Let’s face the truth, you sir, are not Cook County Commissioner material.

MEDICAID BILL Helpful?

It also required states to move Medicaid recipients to managed care plans that involve private insurers and organizations managing Medicaid coverage on the state’s behalf. As the bill made its way to the Illinois Senate, safety net hospitals raised concerns about managed care plans, complaining that they are more likely to delay reimbursements. Although that in itself costs hospitals money, the changes to the formula would compound the problem, since one of the factors it would use to calculate hospital payments would be those reimbursements. The AP reported that this led Illinois state Rep. Greg Harris (13th) to make an amendment adding a provision that would require the state to monitor managed-care providers and track denial claims. In another change to the formula, the bill directs more money to hospitals that provide mental health services and prenatal care and offer graduate medical education opportunities. As previously reported by Austin Weekly News, Loretto CEO George Miller said that having those opportunities in place

at his hospital was one of his priorities, and the hospital already provides some mental health and addiction treatment services. According to the Chicago Tribune, the bill provides $263 million “to help financially strapped hospitals adapt to changes in their communities’ needs.” As the bill made its way through the Senate, two South Side safety net hospitals — Roseland Community Hospital and South Shore Hospital — were especially concerned about the impact of formula changes. The former lost $6 million while the latter hasn’t experienced any change in funding, the Tribune reports. South Shore Hospital CEO Tim Caveney previously told the AP that his hospital needed an extra $3 million to stay afloat. According to the Tribune article, state Sen. Emil Jones III (14th) plans to introduce a bill next month to come up with the funding to help Roseland Hospital. The Illinois Senate approved the bill by the vote of 53-3. The Illinois House voted 1077 to approve it, with state Rep. Camille Lilly (78th), who serves as Loretto’s Vice President of External Affairs & Development, casting one of the ‘no’ votes. Lilly did not respond to a call requesting comment by this issue’s deadline. The bill now goes to Governor Bruce Rauner’s desk. Once signed, it must be approved by the Centers for Medicare and Medicaid Services by June 30. In a statement released by the Illinois Sen-

I have been shaken and saddened by the direction our America has been taking for the past few years. What has made this country great is not our wealth or power, but a promise that anyone (one who is living here now, or anyone who comes among us) can have the opportunity to pursue a better life by practicing hard work, integrity, persistence. That is why millions have come to this country. That is why we dare not shut the door to those today seeking a better life among us.

And that is why we need policies and practices that allow anyone the possibility to succeed in pursuing that better life, whatever that may mean to each person-freedom from oppression, freedom to be, freedom to speak, economic betterment, better quality of life. Quality of life is a thing experienced. It cannot be legislated. You and I practicing respect, acceptance, and interaction with one another is what makes life richer and more satisfying. I am not talking utopia here. Just because I accept you, respect your right to your opinions and positions, does not mean I agree with you. But I can disagree with you agreeably.

Because life is uncertain, we need to have flexibility with this concept. For instance, a fellow American may lose his or her income through no fault of their own- illness or disease, injury, downsizing, business closing, etc. There must be flexibility and speed to keep our fellow Americans from going below a $25,000.00 a year income or a $2,083.00 per month income. We want to encourage work while also practicing compassion.

I had no interaction with African Americans growing up in the farmland of eastern Iowa. We were racists, but we were not conscious racists. But when Dr. King was murdered my grandfather’s response shook me: “Good, the nigger’s dead”. It was not until college that I actually spoke to a black person (from Haiti). What has changed me most are personal, one-on-one interactions with African Americans on Chicago’s westside and with gays and lesbians in Oak Park. By talking and listening I have come to realize that we have shared values. How can I hate or despise someone I have come to respect out of our shared values and experiences? I moved to Chicago in 1978. In 1979, a small band of white folks moved into the South Austin neighborhood. I have been working in housing in that same neighborhood since 1981. Needless to say, I have had and continue to have daily interactions with African Americans. Through experience, I came to realize that all of us are just humanswith hopes, dreams, families and desires. Our cultures may vary, but at our core, we are the same. And the only way to really know that is by “experiencing” someone “different” from ourselves.

By interacting with these persons, I have not become black or gay, but my life is so much richer now because of these experiences.

So, where are we as a country now? We are deeply divided. We are scared and being driven by fear, not hope. We have retreated to our corners and interact with like-minded people. We are closing our borders. We are banning immigrants. We elected a man to be President who lies every day (on average 3 times a day), who tells every group what they want to hear, who spreads fear and anger as if it were a salve of healing, who promised to be a voice for “every” American, but whose actions on health care and tax reform will make life more difficult for most of those “every” Americans. Fear and anger are powerful forces. If unleashed and sent in the wrong direction, they can have terrible consequences. Again, America’s greatness is possibility, promise and hope. Unchecked, fear and anger will not lead us there. Politically, I am an Independent. I believe that the character of a candidate is just as important as his or her platform of positions and policies. I would very much like to interact with someone who believes that platform is the more important consideration, regardless of character. I would like to propose 6, no 7, things from my vantage point, would change the direction of our country for the better: 1. 2.

Getting rid of our welfare programs cannot occur until a national health plan and this guaranteed income program is in place. I’ve always thought welfare should be a safety net to catch someone falling and then spring them back on their feet. Nearly all of us have had a dark or difficult time in our life when we needed help (welfare). While in graduate school, I worked part-time to support myself and my family. Finances were always tight. At one point, after paying rent and the monthly bills, we ran out of money. We ran out of food. Unknown to me, someone put a $20.00 bill in my mailbox and we were able to eat until my next paycheck arrived. We then signed up for food stamps, which we used for several months. Our welfare system has become a permanent structure and not a net that springs people back onto their feet. We have stolen people’s dignity. We have disrespected their right to thrive again after falling. Our system does not encourage personal responsibility or a person’s ability to command and direct their own lives. Sometimes it feels like we are content to let people stay in their loss rather than only being content when that person has regained his or her footing.

I was back visiting home several years ago in Iowa. I was talking to my dad about the apartment building renovation work we were doing. I was telling him about one of my workers. My dad asked, “Is he black or white?”. I had to stop, pull a picture of him up in my mind, and then say, “he’s black”. My dad saw black and white. I saw a person. That exchange was profound to me. In 1990, my wife and I bought a house in Oak Park. We came to find out over a period of months that one of our neighbors was a lesbian. Over the course of months and years of interaction, she has become one of our very closest friends.

If language is a barrier, see it as an opportunity. Teach them English words and ask them to teach you their language’s word for bread, water, food, meat, stove, sink etc. As understanding increases, invite them to your place for a meal. Do work together, like raking or mowing the lawn, or gardening. Be creative. Be interactive. Insist that we pass a national health care system. When Germany voted on such a plan, it passed by 2% - 51-49. Ten years later the plan had a 95% approval rating. Preventive healthcare is so effective, both financially and experientially. Annual physicals and checkups can catch diseases and problems of the body early. Early diagnosis can result in healthier and extended lives, and can save financially as well. Early diagnosis can keep the work force more effective and productive. We need a plan that provides basic medical care for every American. Implement a guaranteed income program and get rid of our welfare programs. We spent 740 billion dollars on social welfare programs in 2016. I would propose a progressive guaranteed income, contingent on there being a national health care system. In America, we have always encouraged work, and historically, work was the main way to improve our lives. I want to encourage every American toward work. At the same time, I realize that not every American is able to work. Thus, it is important to help support those unable to work. I propose that every American adult 21 years of age or older be guaranteed an annual income of $25,000.00 per year, $661.00 above the poverty line of $24,339.00 for a family of four. The progression could work like this:

Recover personal and social responsibility. Personal responsibility is critical for an individual’s growth and for an individual’s life track and outcome, and thus, critical for a healthy society. If someone else or something is to blame for my experiences in life, then I tend to resign myself to complaining and blaming, and I do not take the initiative to change or improve my life experiences. Why is it so hard to take ownership of our words and actions, our own missteps in America today? Only by taking ownership of all our words and actions can we truly be human (for we humans possess both good and evil in us) and can take charge to influence our life experiences. By taking responsibility, we earn the respect of others. What respect do you have for a person who lies or mistreats others, but refuses to even acknowledge his/ her lies or mistreatment of others? If you have respect for such a person, then we (and I mean all of us) are headed towards the danger zone, because a healthy society cannot be built on lies and the acceptance of the mistreatment of others. A society, a nation, an empire can be built on lies and the mistreatment of others, and have been built, but every one of them has perished. Let’s build a society based on integrity (not perfection), personal responsibility and social responsibility. Regarding education. Free public education has been foundational in America’s development. We have presently lost our bearing. For me, public education is about creating opportunities for individuals to: • Learn about the world they live in • Learn about themselves in relation to that world. • Build social relationships. • Learn to think critically. • Learn a skillset that they can practice through adulthood. Generally speaking, children are like sponges through the 5th or 6th grade-taking in. From junior high on, young people begin processing that information, making connections and seeing how all kinds of things

interact and affect each other. Coming out the end of the public education pipeline, the one thing I believe is most important is the ability to think critically. To think critically is to be able to process information and then to discern. Is this right? Is this wrong? Is this true? Is it false? Am I being conned? Is someone trying to use me, and if so, am I willing to be used? For me, this last question is of ultimate importance. It’s one thing to be used and you consent to being used. It’s another thing to be used and you have no idea that you are being used, and no idea to what end you are being used.

Teachers are the heartbeat of affecting and influencing their students. Different kinds of teachers are important and necessary, because individual students are affected and influenced differently by different kinds of teachers. I remember with positive thoughts, William Bogner, my 7th grade history teacher, Max Peterson, our 9th grade choir director, and I remember Ms. Clarke, my 5th grade teacher in a very negative way. I repeat, we need all kinds of teachers because there are all kinds of students, and out of these complex relationships come influences. All teachers can not be great, but all teachers need to be good. Because teachers can have such powerful influence on young people, it is important that teachers not only have the skills to teach, but also the aptitude or inclination to teach. A good teacher is present in a classroom with self-awareness. Regarding government. Recently someone reminded me that America’s government is “of the people, by the people, for the people”. Needless to say, that is simply not true today. America’s government is working to the benefit “of the wealthy and powerful, by the wealthy and powerful via lobbyists and political contributions, and for the wealthy and powerful, so they get richer and more powerful”. If it’s ok with you that over 80% of the new tax “reform” law benefits go to the top 5 to 10% of the population then you might be one of those top 5 to 10% persons. I believe that the legitimate function of government is to protect the needy and powerless from the powerful. The powerful do not need protection. The powerless do, so they may have a chance at a better quality of life. The powerful already have a quality of life that the powerless can only dream of. Let me be clear here. My goal is not financial equality, but rather equality of opportunity towards a quality of life. Quality of life must never be equated with money or possessions. Quality of life is a deep satisfaction with one’s life experiences. It may or may not involve money or possessions. What life experiences have you had thus far in your life that have given you great satisfaction? Give some serious thought to that question and its answers. What experiences do you seek from this day forward? If you are going for those experiences, then your quality of life is very good. If America’s government is “of, by, and for the people”, then you and I must be much more involved in our role as government. We must be more involved than voting, although that is a first step. When voting, we must choose people with good character to represent us. When we make a mistake, and elect someone who does not work “for the people”, we must vote them out of office. We have politicians in Illinois who are using their positions to enrich themselves and their friends. They are not working to provide opportunity for quality of life for the rest of us citizens in Illinois. We citizens must make sure our representatives are hearing our voices. We must insist on town hall meetings. Life can only get better if we make it better. “Better” requires effort, work, and time. If we are not willing to speak up, to attend town hall meetings, to vote people in and out of office, then we have no right to complain. Our silence is our acceptance of the status quo. Remember, the status quo presently empowers the 1%, not the 99%. Regarding top issues that we must make our legislators deal with, are: § Immigration § Health Care § Income Tax Reform § Guns: We Americans have a right to bear arms. But what hunter needs a semi or fully automatic weapon to kill his/her prey? What citizen needs a semi or fully automatic assault weapon to protect himself/herself or his/her family from an attacker? When was the last time you heard a report of a person using an automatic assault weapon to protect himself from an attacker? I remember none, but I remember Sandy Hook Elementary School and Las Vegas, to name two, where assault weapons were used to slaughter unarmed, innocent persons. Assault weapons are for military use. Let them be used for that purpose only. I want a better America. I want a better America for each of you. A better America can only happen when you and I take seriously our role in “of the people, by the people, for the people”. I wish each of you well in 2018, and encourage you to step outside your comfort zone. You will be surprised at what you experience.
