West Side nonprofit buys Emmet The West Side Health Authority still fleshing out plans for the school By IGOR STUDENKOV Contributing Reporter
The former Emmet Elementary school building is now in the hands of a venerable West Side nonprofit, which so far hasn’t shared much about what it plans to do with the building. During his March 7 community meeting, Ald. Chris Taliaferro (29th) said that Westside Health Authority, the well-known social service organization, bought the building. The purchase comes 15 months after Chicago Public Schools moved to sell all of the shuttered buildings as quickly as possible and a little over a month after another shuttered Austin school, Francis Scott Key Elementary, was sold to a private school currently in Oak Park. Morris Reed, WHA’s CEO, said that the organization plans to use some of the building for operations and lease out the rest, but didn’t elaborate any further, stating only that WHA will get input from the community. He said the organization will also create a community benefits agreement for the project to ensure that the interests of Austin residents are satisfied. Although many of the walkouts among students across the country on March 14 centered on gun violence in schools, the demonstration staged by around 100 students at North Lawndale College Prep focused on whole communities wracked
by violence and poverty, but insufficiently equipped to deal with those problems. While leaders of the North Lawndale protest condemned the Feb. 14 mass shooting at Florida’s Marjory Stonemon Douglas High School, which prompted the nationwide walkouts, they also condemned what they said is the nationwide apa-
thy that accompanies gun-related murders in black and brown communities. Some students marched from a campus on 16th and Christiana to Douglas Park, where a short press conference was held, with red tape over their mouths that showed the names of murdered loved ones scrawled in black marker. Donald Dew, on mindfulness over violence Donald Dew was interviewed at U.S. Rep. Danny K. Davis’ education conference last month. He is president of Habilitative Systems, which will open the Westside Community Triage and Wellness Center together with Bobby E Wright Mental Health Center at 4133 W. Madison St. in April. I was born in Chicago and grew up on the West Side. My mom came from Louisiana and my dad from Mississippi, trying to find a better way of life. Five of us stayed in a two-room apartment, but we had enough to eat. I had a good education and a chance to travel. My mom was a founder of Mile Square Health Center along with Earlene Lindsey. In college I was studying medical technology, but ended up helping classmates in difficult situations and decided to get into mental health. It was a natural for me. The World Health Organization has scientifically identified social factors that determine people’s health, such as food security and housing. Childhood trauma affects your whole life. Many kids today are being threatened, traumatized and violated in so many ways. How can we expect them to achieve?
We have gun violence. For every effect we find a cause — a flood of emotional distress, anger, disenfranchisement, the feeling of ‘why even try?’ In the 1968 riots on the West Side after Dr. Martin Luther King’s death, people were feeling their dreams totally deferred. When we open the Triage and Wellness Center, we want to get to the root of how these issues affect people, including drug addiction. We want to teach wellness and help remove the stigma about getting help with mental health. We’ll teach tai chi, yoga and movement, mindfulness and meditation (how to get control of your own mind, starting with how to breathe). School curriculums should address psychological, social and biological conditions that affect how we think and behave. Send students to a “mindfulness room” instead of detention. This means more than a timeout — it’s actively breathing, learning to control what’s happening in your mind. Like the cartoons with the angel and the devil on your shoulder — you have a choice what thoughts to listen to and act on. That’s where mind over matter comes in. Bonni McKeown

At Ben’s BBQ, couple gets mild sauce, becomes outraged, man pulls out gun By MICHAEL ROMAIN Editor
Tyrone Wideman, an Oak Park resident who owns Ben’s BBQ, 5931 W. North Ave. in Austin, said that he has a new perspective on the Chicago area’s gun violence epidemic after a disgruntled patron brandished a gun during a dispute over barbecue sauce. The restaurant has garnered acclaim on the West Side from people like Ald. Chris Taliaferro (29th) and Congressman Danny K. Davis (7th) for hiring convicted felons. In 2016, the establishment was featured in Austin Weekly News. “I can laugh at it now, but at the time it wasn’t funny,” Wideman said in a recent interview as he recalled the Feb. 18 incident. Wideman said that his business partner, Linda Lesley, also of Oak Park, was serving a married couple, who had ordered a bucket of rib tips and a few other items, when the dispute started. The couple, Wideman explained, became enraged after Lesley offered them the restaurant’s unique mild sauce instead of the more conventional barbecue sauce they were expecting. “They said to Linda, ‘We ask you all the time for barbecue sauce and you give us mild sauce,’” Wideman recalled, adding that he often has to remind customers that the mild and spicy sauces that Ben’s BBQ serves aren’t your typical barbecue sauce. Most patrons, once informed, take the knowledge

George Leland Elementary School was acquired by Austin non-profit Kidz Express [sic] in September 2016 and Keys Elementary was acquired by the Field School, a private school that services children from across the Chicago area. Members of the school’s administration said that they had been planning to locate in Austin. In the fall of 2016, Cook County Health and Hospital System, the Sinai Health System and the Oak Park-based PCC Wellness Center proposed a joint project to convert the building into Emmet Community Health and Wellness Center. It was supposed to have a number of medical services, including primary care, dental, behavioral healthcare, specialty care and a facility with diagnostic equipment such as x-ray machines. The idea was to consolidate the ser-
(and the food) in stride. The married couple, Wideman said, were so offended that the husband took out his gun and they both pulled hoods over their heads. “We just gave them their money back,” Wideman said. “They were out of control. We’ve had people get angry before, but nothing like this. We had a packed lobby and people couldn’t believe this guy was getting so upset.” The couple left without their food, but the restaurant’s employees filed a police report, which describes the incident as “simple assault.” As of press time, the couple had still not been located brought into custody. The incident has had Wideman wondering lately. How many other incidents of gun violence across the city and suburbs have been the result of something as banal as a misunderstanding about barbecue sauce? And what, really, can he do? After all, he said, Ben’s hasn’t been robbed, or had a similar instance of violence (or near-violence) since it opened 11 years ago. Wideman attributed that reality to the fact that he hires felons — something that has endeared him to the community. “We have ‘no guns allowed’ signs on the door and we try to be courteous, but if someone goes from zero to 100 that quickly, there’s not much we can really do, especially if they have access to a gun,” he said. “[Some people with guns] think they’re the judge and jury over the smallest things.” Undeterred and armed with humor, Wideman said that he considers the incident an aberration. “I consider this an incident of someone dedicated to his sauce,” he said jokingly. As Austin Weekly News reported at the time, many residents expressed concerns about the projects impact on the surrounding neighborhood and whether the residents themselves would actually benefit from the proposal. But all of that became a moot point in January 2017, after CPS decided to fast-track the sale process. As Taliaferro told residents during his Jan. 4, 2017 community meeting, the school district decided that selling the buildings made more sense than continuing to spend money on upkeep and maintenance. The buildings would be sold to the highest bidder, the alderman said, with the Board of Education approving all bids. The aldermen would have a say over any zoning changes the new owners would ask for, but not over the development process. According to CPS officials Emmet is zoned for mixed-use and business purposes. WHA provides a wide variety of social services, including healthcare services, community development, employment assistance, youth advocacy and services to help ex-offenders re-enter society and lead

productive lives. It also runs Special Service Area 72, which includes the portion of Chicago Avenue between Central and Kilpatrick avenues, and the section of Cicero Avenue between Rice and Ohio streets. Properties inside the SSA pay more in property taxes in order to generate funds for public improvements in the area. WHA is currently headquartered inside the SSA, at 5051 W. Chicago Ave., and it operates some of its services in other buildings throughout Austin. For example, it provides reentry services for ex-offenders at 5422 W. Division St. During his March 7 meeting, which was held at the Columbus Park Rectory, Taliaferro said that WHA may use the purchase as an opportunity to move its offices and services under one roof. “There’s a lot of community engagement with WHA,” he said. “They will probably be consolidating offices into the location.” Taliaferro added that the building may give them space to offer more services. Moving to Emmet would put WHA outside of the SSA and further from the community’s geographical center, but it’s larger than
the organizations current headquarters. According to CPS’ invitation to bid, the threestory former school building spans a total of 72,400 square feet. The building has amenities that can be re-purposed, most notably a gym that can double as a meeting area. It is located inside Madison/Austin tax increment financing (TIF) district, which had $3.9 million in 2017 that can be used to refurbish and renovate the building. WHA can also potentially request money from several nearby TIFs. In an e-mail statement, Reed wrote that his organization was still trying to figure out how it would use the building. “We acquired the property as an opportunity to develop the space with community input and a benefits agreement that will maximize opportunities for residents,” he stated. “We intend to be one of the many tenants that will be necessary to develop the property. We are currently evaluating the best use for the property and potential tenants.” Reed did not respond to follow-up questions about what kind of tenants WHA was looking for and why the tenants were necessary to develop the property. Rauner signs hospital funding law

Gov. Rauner signed legislation last week that will redistribute about $3.5 billion in funding to Illinois hospitals, including Loretto Hospital, the largest private employer in Austin. The new funding plan may leave safety-net hospitals like Loretto in a difficult position. Loretto, which employs about 600 workers, has the opportunity to receive about $2 million based on the number of inpatients the hospital serves. George Miller, CEO of Loretto, said this will push the hospital into more of an out-patient model. The hospital reports having over 33,000 patient visits a year, but it is not clear how many of those are inpatient versus outpatient. “With this methodology, we only earn money for inpatients. We will have to concentrate on getting them to need inpatient admission,” Miller said. He opposed Senate Bill 1773, saying it would be more helpful if the hospital was given the $2 million to put toward inpatient care rather than having to earn it based on inpatient admission. The new design might work for regular hospitals, but safety-net hospitals should be handled differently, Miller said. The legislation had overwhelming support in both chambers of the Illinois General Assembly. The Illinois House approved the bill 107-7, and the Illinois Senate passed it 53-3. Rep. La Shawn Ford, who represents the 8th District where Loretto is located, voted for the bill Feb. 28. “This new design makes hospitals a little more responsible … they are going to get paid for the treatments that they are providing.

A day before last month’s full House vote, the House Committee for Appropriations and Human Services approved the legislation but not with Ford’s vote that day because he wanted more assurance that safety-net hospitals like Loretto would be protected. Rep. Camille Lilly also was a “NV” vote during the Feb. 27 committee meeting and she voted “no” when the full chamber voted. Lilly, who’s employed as vice president of external affairs at Loretto and serves as a board member on the Loretto Hospital Foundation, did not respond to requests to be interviewed about the bill. Lawmakers enlist public in loitering crackdown Ald. Ervin, Rep. Conyears-Ervin say they’ll charter busses for people to attend April 24 committee meeting

Ald. Jason Ervin’s (28th) and his wife, state Rep. Melissa Conyears-Ervin (10th), want to make it easier for the police to crack down on loitering and they are calling on their constituents to help make it happen. The two elected officials are pushing for measures that would target gang members, prostitutes and johns. The officials argued that those are the reasons why people usually loiter. The alderman’s ordinance is currently scheduled to be discussed during the April 24 meeting of the Chicago City Council’s Committee on Public Safety. During Ervin’s March 13 Garfield Park community meeting, both officials urged West Siders to attend the committee meeting and voice their concerns. They added that they are working to arrange for buses to help take everyone there. As they said time and time again, having regular people talk about how loitering affects them would mean a lot more than anything politicians could say. The City of Chicago previously had an “anti-gang loitering” ordinance. It was enacted in 1992. The American Civil Liberties Union and the Cook County public defender’s office immediately sued, arguing that it was too broad and too vaguely worded, allowing police to arrest anyone for simply standing on the corner or even in front of their own houses. Even if the arrested individuals weren’t convicted of loitering, they argued, having the arrests on their records would make it harder for them to get jobs and apply for loans and benefits. As the case made its way through the system, the ACLU argued that the new law was disproportionately affecting African-Americans and Hispanics. The case ultimately made it to the U.S. Supreme Court. In June 1999, the court ruled in favor of the plaintiffs, arguing that the ordinance allowed police to arrest people without showing that they were engaged in any
criminal activity. “The mandatory language in the enactment directs the police to issue and order without first making any inquiry about their possible purposes,” then-Justice Paul Stevens wrote. ”It matters not whether the reason that a gang member and his father, for example, might loiter near Wrigley Field is to rob an unsuspecting fan or just to get a glimpse of Sammy Sosa leaving the ballpark; in either event, if their purpose is not apparent to a nearby police officer, she may — indeed, she ‘shall’ — order them to disperse.” During the March 13 meeting, Ervin argued that since then, loitering has been hurting the community and the Supreme Court decision made it harder for the police to do anything about it. Ervin said that most people who loiter engage in criminal activity, citing prostitution as a major example. He said that there were areas in his ward, such as the Killborn/Madison intersection, where there was no other plausible reason why someone would loiter, especially at night. “Those are [places] frequented by prostitutes,” Ervin said. “So our goal is to give the police department tools to arrest those folks, because we know what they’re up to and it’s not anything good.” When a resident asked to elaborate on the Supreme Court case, the alderman argued that almost 20 years later, the situation has changed enough that another ordinance to address the issue was needed. He said that the legislation would address the exodus of people from Chicago, in part because of the condition of the neighborhoods. “I don’t need good people leaving,” he said. “We need more good people coming in. And this has been one of the factors driving them out.” “We, as residents, feel violated,” said Conyears-Ervin. “We’re crying for help with this loitering.” Both Ervin and Conyears-Ervin introduced
measures that would apply to members as street gangs (as defined by state law) who “knowingly loiter in a public place” in order to deal drugs, claim territory for their gang or conduct any “other unlawful activity.” Ervin’s ordinance states that, under city law, anyone convicted would be fined between $100 and $500, handed a jail sentence of up to six months, required to serve up to 120 hours of community service or some combination of any of the three. Conyers-Ervin’s bill would make the crime a Class A misdemeanor — the most severe form of misdemeanor under Illinois state law. The punishment can be a fine of up to $2,500 and/or up to a year in prison. While the previous anti-gang loitering law required police officers to order the gang members to disburse and arrest them if they don’t leave, the new ordinances would give the officers more leeway to do what they feel is best in that particular case. Ervin introduced his ordinance on June 28, 2017. Conyears-Ervin introduced her bill on Feb. 2. The proposals have been sitting in committees at the city and state level since then. Ervin’s ordinance currently has 15 sponsors, including Ald. Michael Scott (24th), Ald. Walter Burnett (27th), Ald. Chris Taliaferro (29th) and Ald. Emma Mitts (37th). On Nov. 15, 2017, Ervin also introduced an ordinance that would make it a crime to loiter for prostitutes trying to solicit clients and johns trying to pick up prostitutes, but only in areas that the current police superintendent designates as areas “frequently associated with prostitution-related loitering.” The superintendent would need to consult with “persons who are knowledgeable about the effects of prostitution-related activity” in the area in question. That can include police officers who deal with prostitution, local elected officials, community organizations and residents who take part in CAPS program and know the area well. If a police officer observes prostitutionrelated loitering, they can issue a warning. If the warning isn’t heeded, they can be ar-
rested. If found guilty, the penalty for the first offense would be the same as for gang loitering. The second offense would be punishable by at least five days in jail and/or at least 120 hours of community service. That ordinance currently has a total of seven sponsors, but aside from Ervin, Scott is the only West Side alderman to sign on. During the March 13 meeting, Ervin said that the Committee on Public Safety would consider his loitering ordinances on April 24, at 10 a.m. He wanted everyone in the room to come to testify and invite as many of their friends and neighbors as possible to testify as well. “When you attach a face, when you attach a person living in this situation [to the issue], it means more,” Ervin said. Conyears-Ervin emphasized the importance of large turnout. “It will be a shame if Alderman Ervin and I go downtown with [only] 10 folks,” she said. “Our power is only as much as your power. We need you to strengthen it. We want your voices to be heard. Everybody is not going to have an opportunity to speak, but there’s unity in numbers.” The state representative acknowledged that many people have work, but she argued if there was ever a time to use one’s sick days or vacation days, this was it. “Don’t call me about young people on the corners if you don’t come to help us do nothing,” she said.” We’re going to get the buses, as many buses as need be. We need [the city] to hear our voices.” Dr. Rashad Saafir, the president and CEO of Bobby E. Wright Comprehensive Behavioral Health Center, said that he supported Ervin’s ordinance because he believed it would make people safer, but at the same time, he wanted to make sure any legal issues are cleared up before it goes before the full council. “It has to pass legal muster, so it doesn’t infringe on anyone’s rights,” he said. “That’s very important to me.” CONTACT: igorst3@hotmail.com

he new film Black Panther continues to dominate the box office. I still want to see it a second time, but will do so on the small screen so I can analyze it up close and personal. What is most amazing to me about the movie is that for years we’ve been constantly told that movies featuring black people cannot sell overseas. So it was fascinating to watch a 10-minute video where Koreans were interviewed about the movie and their perceptions. Those interviewed liked it. For the Koreans who saw the film, it changed their image of black people from criminals and hip hop stars to just people. My contention remains that, as with anything where the content is good, human nature unites us as one type of being. If you want to see the video, I am pretty sure a Google search will show it is available on YouTube. ■ By the time you read this, I will have voted in the March 20 primary. This has been the most uninteresting political season for me. I am not excited about any of the candidates for governor. What I do know is that JB didn’t resonate with me and Kennedy doesn’t have the pull that his family name should have brought forth. None of those running for governor has hit on the messages that are most important to me. And everyone who brings up noncitizens as a priority can guarantee that my vote won’t go for them. One of the things our politicians need to do is bring forth sensible laws
and regulations. ■ I am still spending dollar after dollar trying to get that stupid “service engine light” off while being unable to renew my license plate sticker because of it. There have been stories in the daily papers about people going bankrupt because our politicians have made unreasonable rules and laws. I am a major proponent of allowing an automatic four-month extension of the license plate sticker if the car is 15 years or older. ■ I can’t wait to see if Queen Sugar Toni Preckwrinkle loses her job. If she does, it will send a chilling message to other elected officials that the public doesn’t forget and their ability to hold office is still a privilege that we the voters give them. ■ I am still following comedian Mo’Nique in her quest for economic parity, along with her boycott of Netflix. I don’t think the boycott is working, but the issue she has brought up is resonating with other actors and actresses. The answer to her dilemma is simple: We must produce our own, before attempting to make demands of others! We need a “HollyHood,” which produces movies and television shows that reflect the black experience. If Black Panther as a movie is to teach us anything, it is that human nature and our commonality is the biggest audience draw. Produce a good product and people will want to see it.
