During an April 14 community meeting, held at Marshall High School, 3250 W. Adams St., West Side residents and community leaders expressed concerns about the outreach efforts of the three entities that own The Hatchery — a food business incubator currently under construction at the southeast corner of Kedzie Avenue and Lake Street in East Garfield Park. All of the residents who spoke during the meeting, which was attended by roughly 40 to 50 people, said that they were worried about how the $30 million, 67,000-square-foot development might affect their neighborhood. Many also argued that The Hatchery’s public outreach was limited and felt like the project was being imposed on them by outside organizations. The recurring theme of the comments was that resources should be directed toward businesses that are already in the community — not outside entities. And if businesses or organizations had to come from the outside, residents added, they should at least be black-owned. “If you get a grant for betterment of this community, let’s work with this community and development some of the businesses here or development African American businesses to come to serve us,” said West Side resident Vivian Stewart-Tyler. Emblematic of residents’ concerns was that the three owners — Accion Chicago, Industrial Council Northwest Chicago and nonprofit developer IFF — appeared to have pulled out of the April 14 meeting without any explanation. Since Benny Lee got out of jail 33 years ago, the Austin native has dedicated himself to helping young people with criminal records start productive lives. But he worries they will face discrimination when applying for college or a job because they’ve been put into the Chicago Police Department’s gang database.
“I’m not the only one that’s been out 20 to 30 years with a name still circulating in that database,” said Lee, who believes he’s faced discrimination because his name remains in the database. He was among several people who attended a meeting held by Chicago Inspector General Joe Ferguson last week in Austin to discuss the database. The database, which is actually a compilation of data from several sources, is
used by Chicago police to keep track of local residents they suspect of having gang affiliations. Public information about the database is scarce, but a recent UIC study found it may contain upwards of 128,000 Chicago residents, 95 percent of whom are black or Hispanic. Ferguson held the April 11 meeting to give the public a chance to give input as

Residents provided input during April 7 Attorney General meeting By BONNI McKEOWN Contributing Reporter
Last month, Illinois Attorney General Lisa Madigan announced that her office would hold a series of Consent Decree Community Roundtables throughout the city in order to gather feedback from residents on how to reform the Chicago Police Department. During an April 7 roundtable, held at the Lawndale Christian Health Center, 3750 W. Ogden Ave., West Side residents offered a range of observations and ground-level recommendations for how police can build better relationships with the communities they serve. Community members called for better training, more effective screening of police applicants, more effective performance reviews, enhanced cultural awareness and more accountability for police officers involved in shootings and racial profiling incidents.

He said he’s trying to determine “what the criteria is for ending up on the database, where the information is sourced, how well the information is validated … whether or not the department is using it for lawenforcement purposes that they claim to be using it for – these are all things this evaluation will be examining,” Ferguson said. While little is known about how an individual may end up in the database, it’s clear that getting out of it is difficult. No system exists for individuals to protest their placement in the database. Ferguson, who holds monthly meetings open to anyone who wants to address the state of his investigations, urged residents to use the information he’s uncovering to put pressure on elected officials to enact change. “There’s power in numbers, but there’s also power in information,” Ferguson said. “It’s an election year, and you have those candidates coming out to forums that you’re holding. Use our information to say, ‘What are we doing about this?’” Ferguson’s office is working with Attorney General Lisa Madigan and Mayor Rahm Emanuel to draft a consent decree that will cover the police department. The consent
Common to those concerns was the perception among residents that the majority of police on the West Side simply do not know the residents they’re supposed to be protecting. Each roundtable features an overview of the consent decree process, which dates to January 2017, when the Justice Department under former president Barack Obama issued a report that found that Chicago police systematically violate the rights of the city’s minority residents and that the police were rarely held accountable for those violations. That month, the Obama Justice Department and Chicago Mayor Rahm Emanuel also agreed to a consent decree, which would make the Justice Department’s recommended reforms enforceable by a federal judge and a court-appointed monitor. After President Donald Trump was elected, however, Mayor Emanuel began negotiations with the new Justice Department to agree to reforms without federal oversight. Trump and members of his Justice Department had been critical of the Obama-era police reforms and against federal oversight. According to a Chicago Tribune report published last August, Madigan said it was
“ludicrous” to be in talks about police reform with a Trump Justice Department that “fundamentally does not agree with the need for constitutional policing.” In August 2017, Madigan filed a lawsuit against the city to obtain a court-enforceable consent decree for the Chicago Police Department. The roundtable meetings are part of Madigan’s process of drafting that consent decree. She has also launched a website, chicagopoliceconsentdecree.org, for residents to provide feedback about “their experiences with the police department and how to improve public safety, which will help inform the terms of the consent decree,” according to a statement released by Madigan’s office. Dorothy McCullough, a citizen facilitator for a Chicago Alternative Policing Strategies beat on the West Side, responded favorably to the roundtable meeting. Joe Hereto, with UIC’s Institute for Policy and Civic Engagement, which helped facilitate the roundtable, said that the roundtable gave community members a chance to be heard. “People have experience living in this community,” he said. “When people are con-

Portland police announced they would terminate their gang database in September 2017 after strong public outcry. The inspector general also discussed the placement of Chicago police officers as school resource officers – SROs – in Chicago Public Schools, which Ferguson’s office is separately investigating. There are about 200 SROs in 70 schools, he said. “The relationship of the police department with our youth, the impressions created by the police department in their contacts with our youth, are essentially permanent,” Ferguson said. “So it really matters if we get it right.” Like the gang database, there is little information publicly available about how CPS and the police department regulate school resource officers; information like how officers are chosen to be SROs and how schools’ needs for SROs are determined isn’t

This gives everyone a chance to make suggestions as part of a long-term process.” Many of the roundtable participants, who were allowed to comment anonymously, criticized what they believed were the many abuses experienced by residents at the hands of police. Many police, residents said, seem to fear blacks, leading some attendees to wonder whether or not the Chicago Police Department properly screens candidates for racial bias. Some participants recommended that the police be trained on dealing with the mentally ill and on de-escalating crisis situations. Other attendees recommended that charges be pressed against police officer who use excessive force. Perhaps hiring more blacks and Hispanics, and promoting more minorities, might help the police gain trust among residents on the West Side, some community members said. Rains fears the implementation of
measures like metal detectors, clear backpacks and school resource officers sends a message to minority students that they’re perceived as criminals. Shannon Reed, a junior at the Multicultural Academy of Scholarship High School in Little Village, said she understands the need for school resource officers and would like to see more in her own school. Just two weeks before Ferguson’s meeting in Austin, a shooting threat was called into her school, she said. “It’s very rare you catch security guards around. It’s a day Laura Zumdahl, president and CEO of the Austin-based New Moms, Inc., thought she would never see, but the nonprofit that provides housing for low-income moms broke ground this month in Oak Park on its new 18-unit housing facility. The building at 206 Chicago Ave. will offer permanent housing for families and provide ground-level office space for the organization. Organizers gathered for the groundbreaking on April 11 to celebrate the start of construction. The four-story structure replaces the single-story building – the former home of the daycare center King’s Kidz Academy – that was demolished to make room for the project. “This new development is really going to allow us to expand and grow,” Zumdahl said in an interview following the groundbreaking. New Moms currently has a 40-unit building at 5317 W. Chicago Ave. in the Chicago neighborhood of Austin. Those units, however, are only available to moms transition-

ing from homelessness and have a two-year limit. The new facility is permanent housing, Zumdahl said. New Moms now operates its office out of a 2nd-floor space at Euclid Avenue Methodist Church, 405 S. Euclid Ave., in Oak Park. Zumdahl explained that the new office space will help the organization expand its mission because the ground-level storefront will be more inviting to its clients. New Moms offers workshops and drop-in programs for moms, and Zumdahl says the new storefront space, which is expected to be completed in early 2019, will create better awareness of the services her group provides. “We need more space, and we really wanted to have a space that is accessible,” she said. The structure will be built on the 0.34-acre site by McShane Construction Co., which describes the building as a “wood-frame construction with a façade of masonry veneer” and “glazed brick and fiber cement siding.” It also will include “a playroom for children that incorporates different-sized circular windows to create an open and playful

New Moms is getting $5.9 million from the Illinois Housing Development Authority for the project and $825,000 from the community development financial institution IFF.
The group also is continuing its fundraising efforts, Zumdahl said, and is about 75 percent of the way toward completing its goal of raising $1.2 million for the project. Zumdahl said New Moms is working with the Oak Park Housing Authority to help identify families for the units. “(I)t’s hard to do anything else in your life if you don’t know where you’re going to spend the next night,” she said, adding that the program helps families achieve stability and self-sufficiency. Remembering two of our freedom fighters
he world lost a heroine when Mama Winnie Madikizela-Mandela died on April 2. She was the lioness who kept the fight against the apartheid government of South Africa alive as her husband languished in jail. I was heartbroken to hear of her death. She was truly an inspirational woman who never once sold out her people. The horrors of the apartheid system, which lasted from 1948 to 1991, occurred during our lifetime. It was a brutal institution that mirrors what American slavery would have morphed into had it not ended in 1865. I watched the last interview she gave in December 2014. In it, she remained true to the cause of the African National Congress. She spoke of “we” and “us” and admitted being uncomfortable using the pronoun “I”. She admitted that the South Africa of today is not the dream utopia that the ANC envisioned when so many gave up their lives for the freedom of their people. She also reflected on how the political freedom they gained means nothing unless they also have the economic freedom to go along with it. She spoke about how unemployed youth in any country is a ticking time bomb. Her words as she continued on in the interview could have been about blacks in America for we, too, still display behaviors directly and indirectly influenced by the effects of slavery. Winnie Mandela’s 11-hour funeral had many speakers, including friends and foes. The sweetest moment was when
her grandchildren, greatgrandchildren and greatgreat grandchild spoke of her. The revolutionary moment occurred when the leader of the Economic Freedom Fighters, Julius Malema, spoke and ignited the crowd by demanding that the Cape Town airport be renamed in her honor. Amandla! Chicago also lost a “Warrior of the West Side” with the death of Kenneth “Butch” Campbell on April 12. I’ve been living in my house for about 28 years and I’ve known Butch for probably about 25 of those years. I can’t remember when or where I first met him. I don’t even think I’ve ever heard anyone call him by his real first name. He was always “Butch.” But anyone who has ever been involved on this side of town knows that he has been an advocate for us, fighting against crime and for opportunities for our young people. Even after moving away, Butch continued to come to this side of town. His voice may be silenced but the echoes continue as we remember what he wanted to achieve. Butch’s visitation is this Friday, April 20 at Smith & Thomas Funeral Home, 5708 W. Madison, from 4 to 8 p.m. His wake is Saturday, April 21 at 11 a.m., followed by the funeral at noon. Eighty-three percent of Chicago’s opioid hospitalizations occur on the West Side, and the African-American community is disproportionately affected. “There is hope at the end of the line,” Sanguinetti said. “And that is why our governor is working so hard to slowly move the needle every day so that we can make steps. So that we can have that conversation in the future about ‘do you remember the opioid epidemic?’ as something of the past.” Gov. Bruce Rauner signed an executive order in fall 2017 creating the Opioid Prevention and Intervention Task Force, which Sanguinetti co-chairs. That action came after the first-term governor received flak for vetoing a 2015 bill known as the Heroin Crisis Bill, which was sponsored by Ford. The Illinois House overrode the veto. Professor’s new film tackles Dixon fraud
Kelly Richmond Pope’s ‘All the Queen’s Horses’ digs into $53M embezzlement By MICHAEL ROMAIN Editor
Rita Crundwell stole more than $53 million in taxpayer funds during her 20 years as comptroller for the city of Dixon — a town of fewer than 16,000 people, roughly 100 miles west of Chicago. She used the money to buy multiple lavish properties and, most notably, prize quarter horses (one of her favorites was named, ironically, “She Scores”). Crundwell’s embezzlement is the focus of a new documentary film, All the Queen’s Horses, by Oak Park resident Kelly Richmond Pope, an accounting professor at DePaul University with an obvious flair for spinning a yarn. Pope completed the film while in the inaugural cohort of Diverse Voices in Docs, a professional development and mentoring program for documentary filmmakers of color organized by Kartemquin Films, a Chicago-based production company, and the Community Film Workshop of Chicago. Crundwell’s theft allowed her to build a horse-breeding empire “all while forcing staff cuts, police budget slashing, and neglect of public infrastructure,” according to a synopsis of the film on its web page. Pope breaks down the mechanics of Crundwell’s graft — possibly the largest case of municipal fraud in American history — in minute detail while never losing a grasp of its very human implications. “This was a fascinating case because it was committed by just one perpetrator and she put the money into horses,” Pope said during a phone interview last week. “She was the number one horse breeder in the country. That made this a little more intriguing than usual. Add the fact of where this crime happened and that makes it even more jaw-dropping.” While making the film, Pope immersed herself in territory that she said comes naturally — boxes and boxes of files from the FBI and U.S. Marshal Service. She also interviewed

The Hatchery is currently located at the Industrial Council’s business incubator in West Town. The new East Garfield Park food incubator, which is scheduled to open in the fall, will support start-ups in the food industry by providing them with various resources, including shared kitchen space that incubator members can rent out. According to city officials, the incubator is expected to create up to 900 jobs in its first five years. But whether or not West Side residents access those jobs and benefit from The Hatchery’s presence could depend on community outreach efforts that are lacking, some residents say. SMALL-TOWN STORY ON BIG-TIME CRIME: Kelly Richmond Pope’s new documentary is getting a lot of attention. dozens of people close to the crime — from FBI agents who worked the case to former coworkers of Crundwell, who was sentenced to nearly 20 years in federal prison in 2013. “Reading the deposition of an audit is very easy to me,” said Pope, an expert in fraud research and white-collar crime. The filmmaking process wasn’t entirely foreign to the Oak Park professor. In 2012, Pope created, and was executive producer for, an educational film on white-collar crime called Crossing the Line: Ordinary People Committing Extraordinary Crimes, which has won multiple awards and is used as a teaching tool in classrooms across the world. Queen’s Horses is her first film to be picked up by a national distributor, Gravitas Ventures. So far, she said, interest in the film has grown both rapidly and organically. A trailer of the film, uploaded to Facebook, was viewed more than 140,000 times and garnered some 2,500 shares within five days, she said.
April 14 meeting, said that the three Hatchery owners pulled out of the meeting roughly three weeks before it happened. They have, however, teamed up with Ald. Walter Burnett (27th) to host a Hatchery Update and Opportunity Fair event at Jacob Beidler Elementary School, 3151 W. Walnut St., on April 25 at 6 p.m. Representatives for the Hatchery owners, along with Ald. Burnett, could not be reached for comment over the weekend. Cox said that Burnett, who was also absent, had been invited to the meeting as well, but had not responded to the invitation. “I feel that the Hatchery project can be a great benefit to the West Side of Chicago and the rest of the city,” Cox said. “My concern is about individuals in the community, who currently [live in] this community. They need the heads up. Development without displacement is my cause.” Mike Tomas, the executive director of the Garfield Park Community Council, which along with Breakthrough Urban Ministries and Inspiration Kitchen have been tapped to lead the Hatchery’s community outreach component, said that he did not think that the Hatchery had respected the community’s
Pope has screened the film twice in Dixon (whose previous claim to fame was Ronald Reagan’s hometown), attracting upwards of 2,000 each time, and she is planning screenings overseas in places like Australia and Amsterdam. The film has been an official selection at roughly a dozen national and international film festivals. Its attraction is as universal as its message, Pope said. “If it can happen in Dixon, it can and will and does happen wherever you are — whether at church, in the workplace or at a nonprofit — it is with you,” she said. “Every place has the propensity to have fraud and everybody has the capacity to commit fraud.” But what is the main ingredient? What does Crundwell’s crime have in common with all the other cases of fraud — from Madoff to Trump University? “That one ingredient is called trust,” Pope said. “We all trust people, but it has no internal control. Once we start trusting people, we relax the rules we put in place that help protect us.” Another ingredient, Pope added, is unqualified personnel thrust in positions of financial responsibility. “Secondly, a lot of people are in oversight positions who don’t understand and feel comfortable with numbers and that’s dangerous,” she said. Pope’s film is a cautionary tale for both would-be perpetrators and victims of fraud, but also a blueprint for preventing it. If trust in others is the main ingredient in every fraud, trust in yourself is a main ingredient in sniffing out fraud and avoiding it altogether. “If people suspect there is crime and corruption, oftentimes there is,” Pope said. “If people are concerned that there is corruption, then I would follow that [instinct]. I would totally pay attention to those concerns because oftentimes where there is smoke, there is fire.” All the Queen’s Horses will screen at the Lake Theatre, 1022 Lake St. in Oak Park, on Tuesday, May 1, at 10 a.m., 12 p.m. and 7 p.m. An audience Q&A featuring Pope will take place after each screening. The meeting at which the Hatchery owners were a no-show was just the latest let down for community members hoping that they would have a significant stake in The Hatchery’s existence. Tomas said that after Accion approached his organization about the project back in 2015, the council held numerous public meetings where residents expressed their desire to have a role in the The Hatchery’s governance, in addition to a share of the incubator’s profits. But when The Hatchery’s community benefits agreement was approved by the City Council last October as part of a larger redevelopment agreement between the city and the incubator’s owners, those key elements were not included in the legally binding document. The community benefits agreement that was ultimately approved called for the Industrial Council to create a job readiness program. After July, the council will be required to spend four hours a month helping residents with job placement. The agreement calls for Accion to spend six hours a month providing one-on-one
technical assistance to West Side entrepreneurs. Hatchery must also offer at least one free class a month for community residents, provide one-on-one consulting services for up to four hours a month and to offer discounts for at least 20 residents. Wilonda Cannon, Breakthrough’s senior director of development, said that her organization has been referring clients to the Hatchery’s workforce development programs, although that’s still something of a work in progress. “We haven’t gotten a final agreement on operating procedures,” she said. “But we have been having conversations about what’s the proper interview and intake process.” Pat Powell, a West Side resident, told community leaders like Cox and Tomas to use their collective influence with The Hatchery to advocate for community members. “I think your voice can play a part,” she said. “Let [The Hatchery] know that there are some pieces that are missing. Artist sculpts ode to Gwendolyn Brooks
Margot McMahon is raising funds to install work near poet’s childhood home By MICHAEL ROMAIN Staff Reporter
An Oak Park artist is partnering with students at Gwendolyn Brooks Middle School, along with various Chicago literary organizations, to raise funds to have a bronze portrait of the school’s namesake — the late Pulitzer Prize-winning poet Gwendolyn Brooks — installed in Brooks Park, which is steps away from her childhood home on Chicago’s South Side. Margot McMahon, a board member of the Oak Park Area Arts Council and a founding commissioner on the Oak Park Public Art Advisory Commission, said she’s already created the clay mold for “Gwendolyn Brooks: The Oracle of Bronzeville.” The work is currently being cast in bronze at True Form Productions, a foundry on the West Side. The installation, scheduled for June 7, caps “Our Miss Brooks 100,” a series of events that took place throughout 2017 to commemorate the poet’s 100th birthday. During a phone interview Tuesday,
McMahon said she conducted an extensive amount of research last year, such as talking with Brooks’ daughter and reading her vast body of work, before actually making the sculpture. “During the year of Our Miss Brooks 100, I was able to delve into what made her such a remarkable poet and writer,” McMahon said. “I really wanted to offer visitors the chance to walk through the life of Gwendolyn Brooks.” The installation, McMahon said, is designed to “both educate and invite public interaction” with Brooks’ life and work — both of which have been underappreciated by the wider public, she said. “The Our Miss Brooks 100 planning committee wanted everyone in Chicago to know that Brooks was the first black Pulitzer Prize-winning poet,” McMahon said. “She was the Illinois poet laureate. I would talk to a lot of people who would say, ‘I know that name, but what does she do again?’” McMahon, who has also sculpted the likes of Ernest Hemingway and Richard Wright, said the installation will feature a porch structure that is modeled to represent Brooks’ favorite childhood writing spot. From the porch, visitors will walk along a stepping-stone path engraved with quotations from Annie Allen, the 1949 book of poetry that earned Brooks the 1950

Pulitzer Prize. A walking path will lead to a circular seating area called a “council ring,” that will allow visitors to write and reflect on Brooks’ poetry. The centerpiece of the ring, McMahon’s bronze portrait of Brooks (which will rest on a granite cube), will remain in the park for five years. “I wanted to give that intimacy of her listening and recognizing each individual,” McMahon said, before reciting the first few lines of a Brooks poem (“And if sun comes /
How shall we greet him?”). “There is always in her work an optimistic viewpoint of a really dark thing, such as weeds growing in the backyard,” McMahon said. “What makes her an oracle is that she can always find hope out of the darkness.” A GoFundMe campaign created to raise money for the installation was started in March.
