West Side musicians, activists and residents gathered earlier this month to discuss how to promote blues tourism in Austin, North Lawndale and Garfield Park. The “West Side has got a worldwide reputation for blues,” Bonni McKeown, a longtime advocate and educator for the homegrown music, told about 20 people at Gone Again Travel &Tours on June 7 to brainstorm ideas on how the West Side can capitalize on its music heritage to drive the economy and create jobs. “Those people from Mississippi and Alabama brought this very rhythmic, soulful version of blues with them during the Second Great Migration,” McKeown said. “And that’s what makes our West Side special.” But that heritage is not being recognized, McKeown said. The West Side has been left out, agreed Janice Monti, a blues tour organizer who hosts blues symposia at Dominican University, adding the city has invested little, if anything, in showcasing the area as an arts and culture destination. “It’s really important to understand right now that Chicago has taken its time to get on the blues tourism,” she said. “But my biggest concern is they’re only focused on the tourism market Downtown.” There’s a multi-million dollar museum planned for 25 E. West Side workers take wage fight to suburbs By MICHAEL ROMAIN Editor
On July 1, Chicago’s minimum wage is scheduled to tick up to $11 an hour for all non-tipped employees — $2.75 more than the statewide minimum wage of $8.25. The increase is tied to a 2014 ordinance that will increase the minimum wages for the city’s workers up to $13 an hour each year until 2019. According to a statement on the city’s website, the gradual pay raises “will increase the earnings for approximately
410,000 Chicago workers, inject $860 million into the local economy, and lift 70,000 workers out of poverty.” But not all Chicago residents work in Chicago. Many, like Austin resident Anthony Stewart, currently or used to work as temporary workers for employers in the Cook County suburbs. For many of them, the minimum wage is still $8.25 an hour. Last October, however, the Cook County Board of Commissioners passed ordinances seeking to increase the minimum wage and establish earned sick leave for employees in the county.
Starting July 1, the minimum wage in suburban Cook County will increase to $10 an hour and by an additional $1 each subsequent year through 2020. On July 1, 2021 and each July afterwards, the minimum wage will increase by the rate of inflation up to 2.5 percent. If unemployment is over 8.5 percent, however, there will be no increase. The ordinance does not apply to public employers. Many suburbs, however, are using their home rule powers to opt out of either or

According to a May 30 Crain’s Chicago Business report, the bill also includes a tax break for business with fewer than 50 employees. Republican Gov. Bruce Rauner has expressed his support of a minimum wage increase but could veto the bill anyway since it isn’t tied to some of his legislative demands. Some proponents of the county ordinance, however, think that local municipalities should shoulder what they describe as the moral burden of doing right by workers regardless of what the state does. They’ve also argued that the advantages of establishing higher wages outweigh the disadvantages. “If you pay people a fair wage, people in your community are going to have more economic resources,” said Carol Frischman, an Oak Park resident who joined roughly a dozen people for a June 15 protest in Forest Park organized by members of the Chicago-based Black Workers Matter and Oak Park Call to Action. Earlier this month, Forest Park officials opted out of the county ordinance. “Which side of what’s right does a community want to be on?” said Dominican Sister Patricia Farrell, OP, who also lives in Oak Park and who attended the demonstration. The activists cited the results of a 2014 advisory question that asked voters whether they supported increasing the state’s minimum wage from $8.25 to $10 by Jan. 1, 2015. Nearly 64 percent of Illinois residents voted for the ballot measure, with nearly 85 percent of Proviso Township residents voting in favor of the measure. “Your constituents are the people, not the businesses,” said Lisa Pintado-Vertner, a member of Oak Park Call to Action, during the June 15 demonstration in Forest Park. “They need to look at the facts and figure out who they represent.” CONTACT: michael@austinweeklynews.com

from page 1 feature the culture and history of blues through interactive technology, and include a 150-seat venue for live performance. “I don’t see the city really taking a stand to make sure the communities that need it most are brought into this kind of initiatives,” Monti said. The museum is going to attract a huge number of tourists nationally and internationally, she said. “But after they spend two hours in the museum, how are you getting them go someplace other than Kingston Mines? And how are you getting the West Side musicians a chance to perform, either in that venue or in their communities?” The West Side has never lacked blues musicians. But they have fewer opportunities to perform and make money, partly due to insufficient community support, said Larry Taylor, 62, a blues singer and drummer. “There’s a lot of great musicians right over here,” Taylor said, referring to the West Side. But many of them feel discouraged because it’s hard to get by. “The way they feel about the situation is that nobody really cares,” he said, noting sometimes West Side artists make just $50 a show. The Garfield Park resident said there used to be plenty of venues on the West Side where musicians could play, especially along Roosevelt Road. Monti, who’s been doing field research in Memphis, where the economy was turned around by its blues tourism over the past decade, said the approach of combining arts and business is what communities like Austin could replicate. “They built a museum complex in the most economically blighted area in Memphis,” she said. “They turned rundown houses into a community center that is enriching the streets there, not downtown.” Memphis’ museums and entertainment district have attracted tourists all over the world, Monti added. Carol G. Johnson, a member of West Side Historical Preservation Society, said Chicago’s neighborhoods should build their own museum to showcase their unique culture and history. The West Side Historical Preservation Society has talked to a couple of West Side aldermen about acquiring property for a museum, which, Johnson said, would include all the histories of the area – the blues in particular. “I think the timing is right,” said the Austin High School alumni, who has lived in the neighborhood more than 45 years. “We have numerous resources in Austin, from Madison to Chicago Avenue.” Earlier this year, the group conducted an online survey to determine if people want a museum on the West Side, and the response was overwhelmingly yes. Crystal Dyer, owner of Gone Again Travel & Tours, said it’s necessary to rebrand the entire West Side in a more positive light.

Otis Rush, considered a pioneer of the West Side blues style. “I lost my grandson to senseless gun violence right here in this community five years ago,” said Dyer, who’s lived in Austin more than 30 years. She founded the first black-owned travel agency on Chicago Avenue – three blocks from where her grandson was fatally shot. Dyer would like to see Austin create its own cultural center on Chicago Avenue. “I have friends all over the country, and all they see is the negative news about Austin,” she said. “But there are a lot of historic buildings out there.” State Rep. Camille Y. Lilly (78th), chairwoman of the Illinois House Museums, Arts & Cultural Enhancement Committee, said she has been pushing for programing and funding initiatives that showcase the talents of citizens, particularly on Chicago’s West Side. “Illinois is moving and pushing the arts forward, and making sure that we understand that this is the economic engine for the West Side.” Lilly said. “When we took the arts out of many of the schools and blocks of the city, our young people could no longer tap into that,” Lilly said. “They have to make it up as they go.” “That’s why we have some of the violence that’s going on in our communities,” she said. “Because our young people are searching and searching in the wrong places. Once we really tap into this, you will see people patronize theaters, concerts and blues clubs here.” Rep. La Shawn K. Ford, vice chairman of the Illinois House Tourism and Hospitality Committee, said the cure to the crime and violence on Chicago’s West Side is to support the communities that are trying to make a difference. “Once you bring in the vibrancy, crime goes down,” Ford said. “You fight it by replacing it.” He plans to host a follow-up meeting July 12 from 6 to 8 p.m. at Dyer’s travel agency, 5940 W. Chicago Ave. Taylor, the musician, hopes the group’s efforts will pay off. “The blues is the roots of all of music, from hip hop to gospel,” he said. “I want to see the communities more involved with the arts, and I want to see more work for our musicians.” CONTACT: austintalks.org@gmail.com

Austin garden honors area’s past, present and future The Ed Bailey-Leola Spann community garden will have numerous functions

More than 30 West Side residents, police officers and elected officials celebrated the community garden at the intersection of Chicago and Mayfield earlier this month. The Ed Bailey-Leola Spann community garden honors the two now-deceased West Siders for their lifelong activism and dedication to reducing crime in Austin, said Cook County State’s Attorney Kimberly Foxx. Spann, a member of the Northwest Austin Council, introduced after-school programs to Austin and led the legal battle to shut down a local drug den, while Bailey, president of the South Austin Coalition Community Council, was known for his efforts against drug dealers on streets. The garden recognizes the diverse partnerships and community engagement on Chicago’s West Side, Foxx said. “What this garden represents is working with the community along with law enforcement,” she said. “By investing in the planting, the seeds, we are letting the community flourish.” The garden is one of the four revitalization programs led by Foxx and her four community justice centers across Chicago. Each of the West, South, North and Central Community Justice Centers has collaborated with local aldermen, police officers and community organizations to build a garden in an empty space – or revitalize space like the one in Austin. The Ed Bailey-Leola Spann garden was first dedicated to the two activists in September 2014 with a planting ceremony organized
by the Austin African American Networking Association, according to AustinTalks. Next to the garden is the “Austin Is Doing Something (AIDS)” mural, which was jointly commissioned by the community and AIDS Foundation of Chicago. The aim was to raise awareness about the epidemic as well as spur more development along Chicago Avenue. The Austin community garden is the only project that memorializes community leaders, said Brittney Burns, an assistant state’s attorney who works at the Community Justice Center West. She noted the garden has involved many parts of the community, including Austin ministers, the Chicago Fire Department, Chicago Police Department and local businesses. The area used to be a park with beautiful plants before it became run down several years ago, said Mary Apple, who also works at the State’s Attorney’s Community Justice Center West. “Just a week ago, it was overrun with weeds,” she said. But now the weeds have been cleared away and the soil refreshed. Austin and Oak Park police officers have been volunteering at the garden the last week, bringing their own materials like mulch. “We’ve been helping with the decoration and the planting,” said Curtis Blaydes, a 15th District police officer. “It shows the community that we care,” said Blaydes, who also put up balloons along a nearby fence. “We are dedicating this garden to the activists and supporting the hard work they put into the community.” He said his experience with the commu-

It is more enjoyable to work with the community from a more positive aspect than how the police [usually] serve the community. The garden will host various community activities, such as farm-to-table programs.

W. Side leaders to Trump: To make America great, stop guns Elected officials, medical experts and police urge for federal intervention By IGOR STUDENKOV Contributing Reporter
Two West Side state representatives, Chicago Police Department 15th District Commander Dwayne Betts and Loretto Hospital officials gathered in front of the hospital’s emergency room entrance on June 12 to call for the federal government to crack down on what they see are major issues facing Austin. The officials decried the flow of “illegal guns and illegal drugs,” not only from out of state, but also from outside of the country, saying that it increases the number of violent deaths and puts a strain on the community as a whole, undermining ongoing efforts to reduce violence and drug addiction. The press conference was organized by Betts
and state representative LaShawn K. Ford (8th). In an official statement issued ahead of the conference, Ford said that he was concerned about rising levels of violence in Austin, noting that the community logged more than 30 homicides in the first half of 2017. During the press conference, Ford said that the flow of illegal guns and illegal drugs has been taxing for Loretto and other West Side hospitals. He also said that the flow of out out-of-state weapons also hurts law enforcement. “When we talk about people being killed we also have to be concerned about Chicago police, because the flow of illegal guns and illegal drugs puts our officers in danger,” he said. “The flow of illegal guns and illegal drugs is clearly a federal problem that’s thrust upon states and cities.” In response to a follow-up question, he said that, in trying to build a wall between United States and Mexico, the Trump administration was attacking the wrong problem. “Illegal immigrants are not shooting people the way those guns do,” Ford said. “The federal government must recognize
that illegal drugs and illegal guns should be [seen as] a number one problem that stops us from making America great again.” Betts said that while the police and community activists are already working hard to stop the violence, the flow of guns and drugs makes their jobs harder. “[Police have recovered] AK-47s – there’s no reason for anyone to own a gun like that in Chicago,” he said. “Residents think it’s common sense that we need to stop this stuff from coming into the community. It isn’t enough to say ‘put the guns down.’ It isn’t enough to put the dope down.” Betts explained that CPD offers access to resources to help people they consider are likely to be killed build honest, productive lives. State representative Camille Lilly (78th), who attended the conference in her capacity as an elected official and Loretto’s vice president of external affairs, said that the hospital has been working with Austin community organizations, police and churches to improve community health. “But with the flow of illegal guns and il-
legal drugs, it has been to no avail,” she said. “We have not been able to a get a stride to make this unfortunate activity turn around.’ Lilly said that in addition to treating gunshot victims, the hospital has been working to treat addiction, but the flow of drugs is making their jobs harder. Dr. Sonia Mehta, Loretto’s CEO echoed Lilly’s point. “It’s very important that the federal government listens to us and keeps the drugs and guns out of the community,” she said. “The flow of those guns and drugs is just not helping. We need to improve the health of the West Side of Chicago. Austin community activist Deborah Williams reflected that she was nervous about letting her daughter go to the beach after two young men were shot at another beach the previous weekend. “It’s really concerning that you can’t even have your child go out and have a good time,” she said. “I’m asking the federal government to step in and stop the flow of guns and illegal drugs.” CONTACT: igorst3@hotmail.com

Residents oppose health care campus for Emmet
Community members blasted CPS’‘lack of transparency’ By TERRY DEAN AustinTalks
The proposal to convert the shuttered Emmet Elementary School into a community health care campus is running into strong opposition from some Austin residents. At a community meeting on June 14, residents blasted the proposed project and Chi-
cago Public Schools’ bid process involving the property at 5500 W. Madison St. A group including PCC Community Wellness Center and Cook County Health and Hospital Systems won the March 13 deadline bid for Emmet. According to Terry Diamond, an attorney for CPS, the bid amount was for $75,000, an amount that drew gasps from the 100 or so attendees at Wednesday’s meeting, which was held at Duke Ellington Elementary School, 243 N. Parkside. The group, which includes Sinai Health
System, plans to build an all-purpose campus featuring a variety of services, including mammogram screenings, a senior center and fitness center. The Chicago Board of Education will have to approve the group’s bid before the project moves forward. But opponents of the project said it already looks to be a done deal, and they criticized CPS’ “lack of transparency” in keeping the community informed about the process. nounced on CPS’ web site, in one of the city’s main newspapers and on local TV news. Residents, however, criticized CPS for not advertising in community newspapers, which they said most residents read regularly. This, they argued, was another example of the lack of transparency. Ald. Chris Taliaferro (29th), however, told the audience the community needs the health care campus and its services. “This is an opportunity to take a blighted school and make it something that’s beneficial to the community,” Taliaferro said. But the biggest criticism and concern involves the impact the campus will have on existing clinics and hospitals. “If these services already exist in the area, then why are we bringing more of the same?” said James Poulos, founder and senior partner at Madison & Pine Dental Clinic, 5470 W. Madison St., which is right across the street from Emmet. Angela Walker, community relations manager for Loretto Hospital, asked if there was more than one proposal offered for the Emmet site. Diamond said only one bid was made for Emmet. That, Walker responded, is problematic and means the whole bid process should be revamped. Loretto was also not consulted about the project, Walker said, adding that she was speaking as a resident and not on behalf of the hospital. Emmet has been closed since 2013, one of four schools in Austin and among 50 total citywide shuttered by CPS. One bid each was also received for the Francis Scott Key and Louis Armstrong elementary school buildings, Diamond said, though she didn’t elaborate on either proposal. School buildings not already acquired were put up for sale in January of this year, with a March 13 deadline for submitted proposals. The properties are being made available to prospective buyers to re-purpose for other use, according to CPS. The West Side health care group announced its desire to acquire Emmet in October of last year. The project’s cost is estimated to be $20 million, developers said. Residents demanded that local AfricanAmerican contractors be hired on the project. They also want community residents to be among the estimated 81 new employees developers have promised to hire at the campus. And residents want these and other details to be hammered out in an iron-clad “community benefits agreement” before any construction starts. Bruce Washington, a resident and member of the Emmet School Redevelopment Committee, said that agreement is being worked on. He added that the community was involved in the process through the committee. But some residents expressed outrage and surprise in just learning that such an advisory committee existed. Washington said the 11-member group included such organizations as Bethel New
Austin Weekly News, June 21, 2017 Life and the Westside Branch NAACP. The committee, he added, formed shortly after the October 2016 public meeting where project was first announced. The committee, which has met about a dozen times since, did not hold public meetings, Washington said, responding to a question about the group’s transparency during a particular heated exchange with the audience. When asked if the community approved of the Emmet project, Washington said the committee vote was 10-1. The lone dissenter was the Westside Branch NAACP, said its president, Karl Brinson, who spoke at Wednesday’s meeting. In fact, Brinson said he felt compelled to speak and clarify the organization’s position. While the NAACP was a part of the committee, the organization had concerns about CPS’ process, Brinson said, adding, “We’re not anti-development. We know we need something, but we also need a strong process.” That process, Brinson and others insisted, needed to involve more community input, as well as an impact study on how this project will affect the neighborhood. Resident Janice Henry, who also works at Loretto, said the services being proposed for the campus are already being provided by her hospital and other health facilities in the area. Henry and other residents said the site can serve other community needs, such as affordable housing or something for youth. Longtime Austin resident and community
organizer Lillian Drummond put it even more bluntly, saying, “We know what this is all about. This is a money grab for Medicare.” Some residents also criticized Ald. Taliaferro, a supportor of the all-purpose health campus from the beginning. Resident and organizer Dwayne Truss said there’s been both a lack of transparency and leadership on this project. The proposed campus, Truss added, is also a slap in the face to existing facilities like Loretto. “When many institutions abandoned us, Loretto Hospital was still there, so you talk about behavioral health care, senior services – these are things they’ve been doing in this community.” Taliaferro, however, told residents he was dedicated to bringing development to the community and believes the health campus is a good fit. Concerning desires by residents for things like a grocery store at the site, Taliaferro said such businesses have been approached, but none has expressed interested in the Emmet location. Many residents said their frustrations and skepticism stems from decades of past exploitation of the community by certain groups. Doris Davenport, a Chicago radio talk show host, told the audience to much applause, “We’ve seen this game played so many times before, and we’re tired of it.” CONTACT: austintalks.org@gmail.com

Growing West Side recovery clinic expands Above and Beyond, privately funded, is quickly becoming a force among area nonprofits

Mayor Rahm Emanuel and Ald. Walter Burnett (27th) were on hand for a June 9 ceremony at East Garfield Park’s Above and Beyond Family Recovery Center, 2942 W. Lake St. After just two years in existence, the center needs to expand to accommodate its growing services and clientele. “We got our licensing and keys to this place in June 2015,” said Dan Hostetler, the center’s executive director. “Our first client came in on September 15, 2015.” Hostetler said the center didn’t get another client until January 2016. Since then, however, the number of clients has taken off. He said Above and Beyond now services 2,000 people a year. Hostetler said that the expansion indicates that the recovery center could thrive despite the state’s ongoing budget crisis. That’s mostly due to the center’s founder, Chicago venture capitalist Bryan Cressey, who has been funding the center entirely out of his own pocket. According to a 2016 Chicago Sun-Times profile, his extended family has been affected by alcoholism. But it was when he vol-
unteered at Cathedral Shelter, a West Side non-profit that provides food, clothing and addiction recovery treatment to the poor and the homeless, that he got a look at just how badly addiction can ravage lives. Cressey originally gave money to other non-profits before deciding to start one himself. Cressey set out to create a facility that provides addiction recovery treatment that fits clients’ specific needs. It offers group therapy, individual counseling, art therapy, treatment for trauma, help with finding housing and a job-training program. Hostetler explained that patients need a stable, supportive environment in order to fully recover. And recovery means more than being no longer dependent on drugs — it means being independent financially, he said. In order to handle the growth in clientele, the center rented space in the building next door and eventually wound up buying it outright, turning it into what it dubbed a Healing Annex, which gives the organization enough space to create a much larger meeting room to host Alcoholics Anonymous gatherings and other recovery-related programs. The expanded second floor will accommodate more office space for additional coun-

Burnett said that, with the ongoing state budget crisis, Above and Beyond is more important than ever. “This place has been her for two years without any government funding, serving the people,” he said. “This organization has been a relief for a lot of programs who lost their funding and needed a place for their folks to go. Folks [have been] telling me how this place helped them get back on track, saved their lives.” Rodney Page, a former Above and Beyond
client, said that at first he didn’t like the center for a simple reason — he was legally required to go. But, after a few days, he started to warm up to what it had to offer. “They encourage you every step of the way,” he said. “[They said] ‘you can’t be perfect, but you can do better. Practice makes better.’ And every day, I practiced.” Since then, Page was able to get an apartment and a job, and to regain custody of his children. “I never thought I would be back so quick, for the expansion,” said Mayor Emanuel. “What I love about Above and Beyond – they don’t look at you from where you came, but where you’re going. When we have a substance abuse, mental health [issues] this got to be treated from a holistic perspective. This is a human condition we can help with.” Cressey said that, in two years, Above and Beyond already has graduated 180 clients, and that the expansion will allow them to graduate more. “By more than doubling our space, we will be able to treat more than double the amount of people,” he said. “Thank you all for helping building Above and Beyond into a major force we hope it will become.” CONTACT: igorst3@hotmail.com

Cosby and Castile trials should lead to federal laws
wo court cases came to a finale this past week, but with very dissimilar results. The first was the Cosby trial. One has to be living under a rock to not know that veteran actor/comedian Bill Cosby was on trial, accused of having raped Andrea Constand over 10 years ago. The jury, after hearing the evidence was deadlocked and couldn’t come to a decision as to guilt. So a mistrial was declared. I am and will continue to be a Cosby supporter. The women’s liberation movement, which came into existence as I grew up, sent me the constant message that women can do anything they want and that we are equal to men. Thus when it comes to the sexual encounter between Cosby and Constand (and the majority of women who claimed similar situations), I cast a wary eye over accounts that turn women into mere victims and men into dominating abusers, especially when it comes down to “he said/she said” accusations. Men are entitled to be “innocent until proven guilty” just as much as women are entitled to be believed. Plus it seems every week or so, a black man is released from prison after having served decades for a crime he didn’t commit. Had I been on the jury, I too would have held a firm line against convicting a man of rape when so much doubt existed. I do believe a sexual encounter occurred between the two of them. The question boiled down to whether or not it was consensual. Prior to this criminal trial, Cosby had been sued by Constand in a civil lawsuit. He gave a deposition and that deposition was used in the criminal case. I am not a lawyer, but the ability to have a person give testimony in a civil case only to use their words against them in a criminal case sounds like a violation of the 5th Amendment. Many a person has taken the fifth so as not to in-
criminate themselves. If I were Cosby, I would take it before the Supreme Court so that others without his financial resources can never be placed in that catch-22. Constand gave explanations as to why there were over 70 phone calls to Cosby following the alleged event. That, along with the gifts she gave him afterwards, didn’t sound like a grown woman of 30 being manipulated by a predator. I can understand giving the man a sweater. Cosby was known for wearing them. But bath salts? Who gives a man bath salts unless they know that the man enjoys baths? That alone indicates a level of familiarity for me. The DA has promised to retry Cosby and only time will tell if it happens. The outcome of the trial of Officer Jeronimo Yanez for the murder of Philander Castile is a different story. Castile was the driver pulled over for a traffic stop. He truthfully told the officer he had a concealcarry weapon. Castile was shot five times. He was killed in front of his girlfriend and her child. The cop’s response was the infamous “I feared for my life” excuse. The jury’s not guilty verdict caused a lot of outrage as it should. Castile’s seatbelt was still on and he was shot while reaching for his license, according to the girlfriend who posted the aftermath on Facebook Live. We need federal directives (laws) as to what and how police and conceal-carry holders should behave during an interaction. If you tell the police you have a weapon and still end up dead, why admit it? Or should conceal-carry holders have a special box in their car where they place their weapon during a police stop? Castile’s death should not be in vain. It also represents an opportunity for an entrepreneur to come up with solutions that are workable for both the officer and the weapon holder.
