It may be out with the old when it comes to the city’s ability to properly investigate police misconduct, but many community stakeholders and elected officials are arguing that there’s not much that’s new about the Civilian Office of Police Accountability (COPA). During an Oct. 5 meeting, the City Council voted 39-8 in favor of adopting a plan that calls for replacing the controversial Independent Police Review Authority with COPA — an agency that city officials say will have more power than its predecessor to look into allegations of police abuse and police-involved shootings. The agency will also be empowered to make policy and procedural recommendations to the police department. According to a recent Chicago Tribune report, the approved ordinance “will create a new post of deputy inspector general to audit the new police accountability system and identify patterns and practices that violate constitutional rights. That person will be picked by the inspector general, who is appointed by the mayor.” The Tribune noted that the mayor, who had hoped to have IPRA’s replacement See COPA on page 5

City boosts heroin treatment funding Spurred by heroin task force, Emanuel announces $700,000 treatment investment By MICHAEL ROMAIN Editor

Building on more than three dozen recommendations included in a final report drafted by the Chicago-Cook County Task Force on Heroin — co-chaired by Ald. Ed Burke (14th) and Cook County Commissioner Rich-

ard Boykin (1st) — Mayor Rahm Emanuel announced a series of measures to fight heroin and opioid addiction, including tougher regulations and increased annual spending on treatment programs. During an Oct. 6 press conference at PCC Austin Family Health Center, 5425 W. Lake St., in Austin, Mayor Rahm Emanuel announced that the city would boost annual

spending on heroin addiction treatment by $700,000 (or 50 percent more than the current funding level). The additional funding would be “directed to areas of greatest need,” according to a statement released by the mayor’s office. The mayor said that $250,000 would go to-

Resource fair unites community organizations with residents Above and Beyond Family Recovery Center held its first housing and job fair last Friday By IGOR STUDENKOV Contributing Reporter

Since it opened at the start of this year, East Garfield Park’s Above and Beyond Family Recovery Center has been trying to do more than help community members overcome addiction. Dan Hostetler, the center’s Executive Director, said that they also wanted to make sure their clients have the tools they need to rebuild their lives. That’s why they work to help them find housing and jobs. On Oct. 7, they brought together all the organizations they work with for their first housing and employment fair. The event was open to the center’s clients and anyone from the community that happened to walk through the door. Those who came in were able to talk with representatives of non-profit organizations, businesses, and city and state agencies. They also received information about resources they can access, free medical tests and job applications. The event also provided an opportunity for numerous community organizations to network and discuss potential collaboration. The crowds varied throughout the day, but overall, the center officials said they were happy with the turnout. Above and Beyond was created with the goal of providing addiction recovery treatment that fits their clients’ specific needs. It offers group therapy, individual counseling, art therapy, treatment for trauma, help with finding housing and a job-training program. “They are going to get interviewing skills, presentation skills,” said Siri Hibbler, Above and Beyond’s director of housing and workforce development, of the five-week program . “We are going to prepare their resumes. They are going to create portfolios both for their careers and their lives.” Hobbler said the organization also helps connect clients with employers that offer entry-level work, where criminal records or lack of experience aren’t obstacles. “We try to work with organizations that have programs that hire ex-offenders,” Hibbler said. Hostetler said that the center also offers free breakfasts and lunches to its clients, thanks to donations from Panera Bread and Zero Percent, a Chicago-based start-up that specializes in collecting food that would otherwise go to waste. He said that the center provides support to each client for three years, checking with them regularly. All of the center’s programs are available to anyone who needs them, regardless of their ability to pay, he noted. “We provide services for people who have

The center is currently funded by founder Bryan Cressey, but it is trying to become financially self-sufficient. Hostetler said that it recently got approved for Medicaid, which should help. The Oct. 7 fair was the brainchild of Renee Jones, the center’s outreach director Hosteter said that when the center started accepting clients it didn’t get a lot of traffic. Jones went out to schools, homeless shelters, prisons and hospitals to get the word out. Hosteter credited Jones with getting the center to the point where, nine months later, it has over 5000 clients. Jones, who spent most of her life in East Garfield Park, said that she’s been trying to help the less fortunate since she was a child, when she would volunteer with her mother in their church’s homeless assistance program. That experience, along with the experience of watching her family members struggle with addiction, inspired a career path that Jones said she follows to this day. “As the result of volunteering, I’ve been helping people ever since to find alternatives to drugs and homelessness,” Jones said, adding that another reason she organized the fair was to help social service organizations operate outside of their individual silos. Many of the vendors at the fair focused on health. The Greater Humboldt Park Community Diabetes Empowerment Center promoted its heart health screenings, in addition to

its health and nutrition classes. The social service organization Chicago House promoted free HIV screenings. Bridgeport-based Brothers Health Collective offered on-site Hepatitis C testing and advertised its other health screening services. Some vendors focused on jobs. Westside Health Authority promoted its job placement services while Walgreens took applications for a number of positions at its stores. “A lot of our positions are entry-level,” said Darron Briscoe Jr, the manager of the chain’s State and Madison location. “If someone tells us they haven’t worked before or that they haven’t worked for 20 years, we’ll train them.” Cannon & Associates recruits employees for light manufacturing, heavy manufacturing and office work in the suburbs. The company provides transportation, though the clients have to pay for it. As owner James Cannon explained, so long as applicants consistently show up on time, he’ll get them working quickly. “I consult with companies and community-based organizations to place people in [jobs],” he said. “But I’m not a social worker. My business happens to be social work, but I’m not a social worker.” Cannon said he doesn’t work with companies unless they pay employees at least $9.25 an hour and that those jobs lead to careers. “These are long-term employment opportunities,” he said. East Garfield Park based Breakthrough not

only works to provide housing to the homeless individuals, but offers medical care, mental health support, employment training and access to nutritious food. Illinois Department of Human Services representative talked about the many forms of assistance her department offered while the Chicago Commission on Human Relations representatives educated visitors about what kind of discrimination is illegal and how to file complaints. Inspiration Corporation, the organization behind East Garfield Park’s Inspiration Kitchen, was promoting its job training programs. Lark Jackson, the organization’s career specialist, said that it offers more than just culinary training. Molina Healthcare, the Medicaid expansion program, not only advertised its health insurance plans, but donated bags of food that anyone who came to the center could pick up. “We’re passing out canned goods, fruits, a box of macaroni, corn bread,” explained Staci Diggs, Molina’s Community Engagement Specialist. The Legal Assistance Foundation was at the fair as part of its West Side outreach. “We provide free legal services,” said Kulsum Ameji, the organization’s Community Engagement Attorney. “I’m here because we want to build better relations in East Garfield Park.” Other organizations that were present in the fair included the American Red Cross and the Salvation Army. Not enough? from page 1 approved months ago, “agreed to changes, including a minimum funding level for the new police investigations agency and the new watchdog so the mayor or council cannot gut their power by reducing their budget.” A citizen oversight board, responsible for helping to select COPA’s chief, has yet to really take shape and probably won’t be fully formed until next year, the Tribune noted, adding that questions have come up as to “how much control the new board will actually have.” The response to COPA among elected officials and community leaders has ranged from downright denunciation to optimism that the new body is a first step toward broader police reforms. DNAinfo Chicago reported last week that Ald. Leslie Hairston (10th), who voted against the measure, said that COPA represents the mayor’s all or nothing attitude to governance. “Once again, it’s what the mayor wants or nothing,” Hairson said. “It’s not what the NAACP wants. It’s not what Rainbow PUSH wants. It’s not what the Community Renewal Society wants. And it’s not what many community organizations and activists want.” Ald. Chris Taliaferro (29th), a former police officer and the only West Side alderman to oppose the measure, said during an Oct. 4 joint Budget and Public Safety Committee meeting that measure was rushed and did not change the status quo. Karl Brinson, the president of the Chicago Westside Branch NAACP, said that “the demands of the community are not being met,” according to a DNAinfo report. Brinson also said that the process of creating COPA has been “a total insult to the people of Chicago” and that public input “has not been weighed heavily enough.” West Side Ald. Jason Ervin (28th), who was a vocal opponent of the mayor’s plan before lending his support to it, referenced

numerous concessions Emanuel’s office had made before last Wednesday’s vote. According to a statement released by the Illinois American Civil Liberties Union (ACLU), COPA represents “a modest down payment on the urgent need for police reform and restoring the broken trust between the community and the police in Chicago.” The organization, however, refused to explicitly endorse the ordinance. ACLU officials said they “welcomed” the change, but that “there’s more work to do.” The organization recommended that Chicago police “revitalize community policing” in the city and that city officials “recognize the role that police contracts play in limiting transparency and oversight.” The ACLU also reinforced the mayor’s Task Force on Police Accountability’s recommendation for the creation of a Community Safety Oversight Board. The entity would “require transparency from COPA and the police department, and […] serve as a resource to help direct Inspector General audits.” The ACLU noted that community groups have urged that the ordinance passed by the City Council “include a provision requiring the City Council hold hearings when the Police Superintendent refuses to adopt a recommendation made by the Inspector General.” The absence of that provision, the ACLU added, was why the organization did not endorse the ordinance. HEROIN FUNDING Tougher regulations from page 1 ward increasing the availability of naloxone, a potentially life-saving medication designed to reverse overdoses, and that $350,000 in private funding would go toward a “citywide campaign to educate residents and healthcare providers,” according to the statement. “We know that opioid and heroin addiction destroys lives and families,” Emanuel said, “which is why we are making investments to protect the health of our residents and to prevent this epidemic from claiming any more lives.” The Chicago Recovery Alliance would receive the $250,000 naxolone investment in order make the drug more widely available in areas of the city, such as the West Side, where there’s been a disproportionate rate of heroin and opioid addiction. More naxolone would also be available to Chicago firefighters and emergency medical technicians, who are often the first authorities to respond to overdose-related calls. For the past year, city officials have been in crisis mode trying to respond to a spike in overdoses stemming from fentanyl-laced heroin, the sales of which are concentrated on the West Side. The Chicago Sun-Times reported last week that 33 people were arrested last month in connection to overdoses connected to heroin laced with fentanyl, a synthetic opioid made in China that can be many times more potent than heroin itself. A Sun-Times analysis of records kept by the Cook County medical examiner’s office showed that, as of mid-September, more than 270 people, many of them on the West Side, had died from fentanyl overdoses this year. That’s compared to 102 fentanyl-related deaths in 2015, the Sun-Times notes. And in August, Roosevelt University released a report showing that heroin-related deaths, arrests and hospitalizations were much higher among minority residents on the West and South Sides than among the general population. The West Side accounted for about 35 percent of heroinrelated hospitalizations, with black residents comprising 83 percent of those West Side hospitalizations, a September AustinTalks analysis of the study noted. In addition, the study showed, West Side neighborhoods like Austin and West Garfield Park ranked in the top five community areas with the highest heroin-related arrests. Since April, Chicago police have operated a program on

During the Oct. 6 press conference, Emanuel reinforced CPD’s pivot away from criminalizing consumption to becoming more vigilant about the production and sale of heroin and opioids. In addition to increased investment in treatment methods, the mayor announced enhanced regulations for white collar professionals who sale opioids. The mayor proposed the establishment of an additional pharmaceutical representative license beyond the current licensing requirements the city has for those professionals. The additional licensure, which city officials said is similar to one in Washington, D.C., would require representatives to receive additional training and education. They would also be required to give city officials information on the sale and marketing of opioids. The new license, city officials said, would “enable medical professionals to report complaints

against representatives and monitor, audit and adjudicate complaints against pharmaceutical representatives.” Illinois Attorney General Lisa Madigan noted in a statement that she supports the additional licensure, which she said would help “curb the abusive overprescribing of opioid painkillers that feeds our country’s heroin epidemic.” Madigan also noted that her office has investigated cases of misconduct among pharmaceutical sales representatives and recently sued one opioid producer for “directing its sales reps to promote prescriptions for inappropriate uses that can be addictive and deadly.” Last week, Boykin noted that he would work to make sure that the Task Force report’s recommendations are taken up by the county. “In Cook County, there are many sensible measures that we can enact to reduce heroin addiction and overdoses,” Boykin said. “I look forward to sharing the report with my fellow Commissioners on the Cook County Board later this month and urging them to adopt its recommendations.” CONTACT: michael@austinweeklynews.com

A

Being judgmental should be the norm

phenomenon of late is very popular within the black community. Worn on T-shirts or expressed on social media, the expression, “Only God Can Judge Me,” or some iteration thereof, is the message. The notion that bad behavior (which is the only time folks get upset about being judged) is to be tolerated and left to be adjudicated only by God while the rest of us tolerate any stupidity those individuals commit is ludicrous. This country’s entire legal system, and the laws within it, are all judgmental at the base. The counterpart to going along with the notion of “not being judged” is the “excuse-driven” response that attempts to validate bad behavior by making something or someone else responsible for it. In July of this year, a 13-year-old girl near St. Louis was in a beauty salon along with two other juveniles when police were called in response to a shoplifting allegation. The police found two of the alleged suspects. The owners of the store, two elderly people in their 70s, agreed to allow the girl to be released with a stern warning about trespassing. Several hours later, the girl returned to the store with a gun and shot both people. Thankfully the two victims didn’t die from their injuries. But recovery from injuries at that age is not like when they were seven, 17 or 27. Later on, the young girl turns herself in to police accompanied by her father and several aunts. Months later following the incident, the St. Louis chapter of the NAACP held a press conference. After doing their own investigation, they said the girl’s mom used drugs while she was pregnant with

her, that the state failed the girl, her parents failed her, and other systems failed her. “She is not a monster,” the St. Louis NAACP president proclaimed. I can concur that there are others who are just as responsible for the girl’s behavior. What I question is the right of those who should have been judgmental 14 years prior to the girl’s creation. Could someone have told her drug-using mother not to use drugs or have sex that could lead to the creation of a child? Could someone have told her father not to sleep with someone who was a drug user and without utilizing protection from pregnancy? Those are the kinds of judgmental actions that many don’t want to hear. But those are exactly the kinds of judgmental issues that keep people in line and conforming to societal norms. When the child was born, the state’s role was most likely to pay the cost for the birth and WIC to make sure she had something to eat. But the main responsibility for rearing the child is on those who conceived her along with contributions by other family members. The state didn’t raise this child; her parents did. And their piss-poor job shows 13 years later when she was able to obtain a gun and go shoot someone who had “judged” her by calling the police as she and her friends attempted to steal. I can understand the NAACP wanting to express the need for funding for intervention sources to address this kind of problem. However, until we reverse the trend that “judgment” only comes at the end, nothing will change.

West Side stakeholders unite to address critical issues

Substance abuse, upcoming election were among topics discussed By LEE EDWARDS Contributing Reporter

The West Garfield Park Community Stakeholders, Fathers Who Care, and various community organizations gathered with numerous West Side elected officials for the fourth annual West Side Violence and Substance Abuse Prevention Day. The event was held Oct. 3 at the Allison Foundation for Better Living Center, 4540 W. Washington Blvd. Rev. Walter Jones, the director of West Garfield Park Community Stakeholders, said the event was designed promote dialogue and the exchange of solutions. “We come together to empower each other, to love each other, engage each other and hold each other accountable,” Jones said. “What we’re trying to do is bring the elected officials out in front of the community, in front of the people and let the people talk about what they don’t like.” Jones said his community organization hosts a monthly informational meeting to address mental health, substance abuse,

stress, trauma and more. He created a task force comprising local medical professionals who help aid the community in his initiative along with strategic efforts. “Now, it’s about awareness,” he said. “People used to be afraid to talk about mental health, but we’re trying to make folks understand you don’t have to be afraid; it’s OK to need help.” Jones advocated for community residents dissatisfied with their current public and elected officials to vote them out of office. He also said he’s been hard at work dispelling the notion that African American fathers are not present within the lives of their children. “When real men stand up, boys sit down,” said Jones. “Folks believe in this community and other communities on the West Side that African American fathers aren’t in the lives of their children. That’s a lie. “I want folks to understand the power of us and that teamwork can make the dream work,” he said. “In spite of what you may be going through, there’s people and resources that you can plug into.” U.S. Congressman Danny Davis was the keynote speaker for the evening’s festivities.

Danny Davis Throughout his remarks, he encouraged attendees to vote in the upcoming election in November. He said it’s the most important election that’s taken place since he’s been alive. Davis, an early Clinton supporter, didn’t explicitly endorse a candidate at the event. Instead, he encouraged people to work

for the results they feel would be in their best interests. “Some people want to sit it out, some people don’t want to be in it, but I can tell you if the wrong people win this election, you’re talking and weeping and wailing and that runs deep,” said Davis. “Anyone that doesn’t understand how politics really works is in a hatchet fight where everyone has a hatchet but you.” Dr. Rashad K. Saafir, President/ CEO at Bobby E. Wright Comprehensive Behavioral Health, addressed the mental health crisis facing multiple communities, noting that “culturally competent care” is a critical element to treating the mental health care crisis within the African American community. “This is a serious issue and if we don’t address it, then our mental health is only going to suffer more,” Saafir said. “People who are suffering will become a commodity for someone to make a profit and not improve the quality of life for people who are trying to live on the West Side.” Dr. Saafir said the most important factors of mental health are feeling good about who you are; feeling good about where you are; and feeling good about what you’re doing.
