Austin school faces likely closure next year Plato Learning Academy could shutter due to poor academic performance By XUEER ZHANG AustinTalks
It came as a shock the morning of Oct. 24th to Plato Learning Academy Principal Charles Williams when a staff member sent him a link to an article reporting the Chicago Public Schools was considering closing Plato due to low academic performance. “I knew that we received a level 2 again,” said Williams, who became Plato’s principal in August 2016. But the big surprise was that the announcement hit the papers before it was officially announced to the school community, he said. And, he added, the news came the same day CPS had scheduled a visit as it considered renewing Plato’s contract, which will expire in June 2018. “It was a little disappointing because I would have wanted to inform our parents prior to [the announcement],” Williams said in a recent interview. Plato is among six charter/contract schools that appear on the CPS warning list so far this year for failing to meet academic standards CPS See PLATO on page 4

Around this time last year, Austin resident Vanessa Stokes was looking for a way to share her father’s photography with the Austin community, where he spent
his final years. Dorrell Creightney passed away in 2011, but left behind a large archive of street scenes, images of Chicago jazz museums performing, portraits and nude photography. Stokes and her sister wanted to share positive images that depicted African-Americans go-
ing about their lives. Stokes said that they wanted to remind people that, contrary to the usually negative media depictions, good things happen in black neighborhoods, too. This fall, several of those photos went up at the Central/Lake Green Line ‘L’ station. And two weeks ago, 12 photos went up on the two sides of Kinzie/Larramie Union Pacific West Metra Line viaduct, near By the Hand Club’s Austin location and Laramie Green Line ‘L’ station.

The photos at the ‘L’ station will stay up for three years, with different photos displayed each year. The photos under the viaduct will stay up indefinitely. Stokes said that, so far, the response has been positive, and Austin Weekly News observed many residents praising the images while they were being installed. Creightney was born in Kingston, Jamaica. CREIGHTNEY On display from page 1 Chicago area in the 1950s. Aside from a few years he spent in Sweden in the 1960s, he spent most of the rest of his life in the city. Creightney made a living as a freelance photographer, mostly in advertising. But he also took plenty of photos of street scenes in Hyde Park, Woodlawn and what is now known as Clybourn Corridor — the section of Lincoln Square that, when Stokes and her sister were growing up, was a largely black and Latino working-class neighborhood. Creightney and his wife, Maxine, moved to Austin relatively late in life, in 2004. The couple were active with local gardening projects, and Mrs. Creightney was involved with the Austin Green Team. In an interview late last year, Stokes said that she wanted her father’s work to be displayed in a place where the community could see it. At the time, she mentioned that she was talking to Ald. Emma Mitts (37th) about possible locations. In an interview last week, Stokes said that the alderman was originally not open to it. But Mitts eventually changed her mind. She originally hoped to install the photos on the section of the Union Pacific West Line embankment near Central/Lake intersection, at a spot where the “Dreams” mural was painted in August 2017. Because the area was in Ald. Chris Taliaferro’s 29th Ward, it was ruled out. Mitts wanted to have photos on a major street. The Kinzie/Larramie viaduct was located between the ‘L’ station and By the Hand, which seemed like an ideal spot. Stokes and her sister pulled up twelve photos from their father’s collection and made large prints of them. Each print was put inside a metal frame, which was attached to the wall. Artist Keith Brownlee, whom Stokes knew for a number of years, worked with Takeya Ochiai to put them in place. “I think it was one of the areas [in Austin] that could use the most work,” Brownlee reflected as he prepared to mount a photo. The costs of making the prints and putting them into the viaduct were covered through the Year of Public Art grant. Chicago Department of Cultural Affairs and Special Events launched this grant in February. Under the program, DCASE funded 50 percent of the costs, and the remaining 50 percent came from the local alderman’s “aldermanic menu” funds. According to Stokes, the project cost a total of $15,000. She said that she still hoped to put some photos up near Central/Lake. When the CTA approached Stokes in the spring of 2017, she jumped at the chance. Those photos went up in the fall of 2017. The prints were slightly smaller than the viaduct prints, and, unlike the viaduct prints, they are lit up from behind. They

were placed on the south side of the hallway that leads to stairs and the escalator that goes up to the platform. She said that, if the images are defaced or torn down, she will have them replaced, although she said she doesn’t worry about that prospect too much. “I have faith in people.” Stokes said. “I believe activation is possible, and people like art, just in any other community, and people won’t vandalize it. Even if they do, we’ll replace it.” In both cases, Stokes and her sister
searched their father’s archive and picked out images with a very particular purpose in mind. “The whole purpose was using those images to show people, regular people, and what they do on a daily basis, and remind folks of who we are — happy people,” she said. “We might have our challenges, but we’re still regular people, working and living. That’s why my sister and I picked those images. We wanted to show positive black images.” Most of the residents who passed by while
the photos were being installed stopped and looked, with several people complimenting them. Stokes said that the feedback she’s received has been positive. “When [Brownlee] was installing the last few, it was around rush hour, there were people walking around the viaduct,” she said. “A couple came up to me and hugged me, and they were like, ‘Thank you, Austin really needs it.’ Another woman said that it was nice to have art in our community, that it was nice to have art of our own.” CONTACT: igorst3@hotmail.com

n July 29th, over 200 Austin residents came together to begin creating a comprehensive Quality of Life Plan for Austin. We focused our discussion on one central question: What actions can we take over the next 5 years to build a thriving Austin community? These are the seven answers we all agreed upon:
1. Create a youth centered empowerment and inclusion plan 2. Development Austin community homeowners initiatives 3. Create an “Amazing Austin!” narrative about our communty 4. Sustain collaborative community involvement 5. Commit to life long learning by developing a pathway to prosperity 6. Economic revitalization in and by Austin 7. Collaborate and Advocate for a Safe and Thriving Austin In August, we mobilized working groups to a further develop each of the ideas above. Between August and November, all seven of these working groups each met 3 times. They have done research into there action areas, they have come up with outcomes they’d like to see over the next 5 years, and they’ve brainstormed specific actions that we can take as a community to get where we want to go in the next 5 years. On the following two pages, you will find a summary of what the Quality of Life Plan working groups have produced over the past 4 months. Some of it you may agree with. Some of it you may object to. And maybe you’ll notice that some ideas are missing entirely from their work. I want to encourage all Austin community members to review what the Quality of LIfe working groups have produced thus far and attend our next community summit on December 16th. At this summit, you can provide constructive feedback and advice on how to improve these initial ideas. The more community members we have contributing to the plan, the stronger it becomes. Together we can transform our community for the better. It begins with us! We hope you can join us at 9am on December 16th at Michele Clark High School (5101 W. Harrison).

Vasquez clears up some common misconceptions about the
program regarding cost and scope. “One misconception is people wondering where the money is going to come from to engage in this plan. The answer is that through a generous donation of the McCormick Foundation and an anonymous donor, the Erikson Institute is providing this three year pilot. The other misconception is that this is a performance measure for teachers or specific schools, but that is not the case. This is not meant to reflect the quality of an individual
teacher or school. It is designed to provide data in aggregate to the entire community. We support the community in coming to its own conclusion.” At the end of the day the Erikson Institute will help facilitate community action. Vasquez sums it up, “Really, the strategic plan comes from the community. This is a way for the community to support and make sure that children are coming into schools stronger in the coming years.”

Safer Foundation to returning prisoners: ‘Stay free’
During a Nov. 16 meeting, a range of support services for parolees presented By BONNI McKEOWN Contributing Reporter
Just as years of lobbying, protesting and policymaking are beginning to bring new chances for prisoners returning to society, Trump administration measures threaten to lock more people up. That was the word from Anthony Lowery, Director of Policy and Advocacy for Safer Foundation, the featured speaker at the Nov. 16 monthly meeting of the Community Support Advisory Councils (CSAC). The CSAC was developed by the Illinois Department of Corrections to “work collaboratively with parole and other existing community resources to develop wraparound services for parolees, while assisting other groups with building community capacity to develop their own resources,” according to its website. Lowery told the meeting at the Above and Beyond Family Recovery Center, 2942 W. Lake St., to be prepared to push back. He urged returning prisoners to take advantages of programs to readjust and find jobs and housing. “We must change the image of what people
think we are,” said Lowery, adding that men from three generations in his own family have been in prison. Safer Foundation, which for years has provided direct services, is taking a more active policy role these days as other agencies have stepped in to serve returning citizens. Lowery urged people to register, vote and keep coming to public meetings. “Those with the most to gain and the most to lose need to be leaders in the movement,” he said. “We’ve got 84,000 health care jobs coming to the Chicago area — why can’t we get some of them?” He pointed out the newest political advances for those getting out of prison. They include a law, effective Jan. 1, 2018, that allows prisoners scheduled to be released to start training for jobs while still in prison. Barber license courses and others are offered, ready for work upon release. Safer is offering training for specific industrial jobs paying $20 an hour at two work-release centers. They also coach returning prisoners in getting ready for employment and living in society. There are also new certifications designed to encourage employers to hire ex-offenders. Lowery pointed out that only 4 to 6 percent of returning prisoners have been convicted of a violent crime. Another advancement, the sealing of records for most convictions, can be done soon after parole is completed. Sealing hides a
prisoner’s convictions from public view, including private background checks for employers or landlords. The records can still be seen by law enforcement agencies and entities that conduct fingerprint security checks. Court petitions are still required, and Cabrini Green Legal Aid offices provide assistance. Federal convictions, as yet, have no opportunity for sealing, Lowery said. Cook County has torn down several jail buildings, reducing its jail population from 10,000 down to around 6,500, Lowery reported. Bail-bond reforms and anti-incarceration actions by new Cook County State’s Attorney Kim Foxx, and groups like First Defense Legal Aid, which newly-arrested people can call to get immediate legal help, are helping to keep more people from entering jail. Mary Johnson, field director of Illinois Prison Fellowship, said the fellowship helps prisoners prepare for healthy reintegration with life-skill classes, mentors, and access to local community resources. Other agencies that offer help for returning prisoners that were present at the Nov. 16 meeting include the West Side Health Authority, located at 5816 W. Division St., which offers many reentry services including counseling, health screenings, job readiness and placement, hygiene kits, GED courses. Here’s an idea: Lower Chicago’s tax rate for the holidays
C
hicago is the largest city in the Midwest. We’re no longer the second city (in the country), but we still hold our own. Cook County is the second most populated county in the country. So one would think the biggest bully in the region with the most people in the Midwest would use that bully position to make this city the place where everyone would want to come shop and spend their tax dollars. Unfortunately, those in charge only know how to raise taxes when revenue is needed as opposed to enticing more people to come here to willingly spend their money so that the additional tax revenue needed is not placed solely on the city’s residents. For example, the current tax rate in Chicago is 10.25%. The suburban tax rate in Cook County varies up to a maximum 11%. But travel further out to the collar counties and the maximum rates drop to 8.75% in Lake, 9.75% in DuPage, 8.75% in Will, 8.25% in Kankakee, and a pittance of 6.25% in Grundy. Yes, those lower tax rates look great. But those areas don’t have a downtown Chicago, Lakefront or Michigan Avenue. Chicago does, and all roads lead to her. So to entice people to come here and shop like they’ve never shopped before, Chicago should drop her tax rate to 5% beginning on Black Friday and ending on New Year’s Day. If human nature has any guaranteed traits, it is that people want a bargain. Every year when the holiday shopping
season starts, people line up for the bargains they can get on televisions, electronics and every kind of toy imaginable. Can you imagine the stampeded to come into Chicago if our tax rate were a nickel on every dollar? Why, people would flock here. Even the shopping areas away from downtown would see a tremendous increase in customer traffic as people made their way to, say, the Home Depot or Lowe’s to make their major home improvement purchases. Those stores in turn would be hiring like crazy to handle the increased customer flow. The hotels, of course, would also be filled to capacity. They too would need additional help. O’Hare, Midway and even the Greyhound bus terminal would see increased traffic as folks made their way here to spend money. Anybody involved in the transportation, hospitality, and other kinds of industry would feel the effect of more people coming here with the expressed desire to spend their money freely. Even Chicago’s crime rate would take a dive as opportunities opened up for legitimate methods of making money. A lowered tax rate and the ensuing camaraderie that brings would make us one Chicago, seeking to better ourselves through shared opportunities. It takes a visionary to propose and sell such an idea. So to our visionless electorate, take my idea and run with it!
