West Side artists talk gentrification The artists explored their roles in the process and how to fight it By IGOR STUDENKOV Contributing Reporter
Some West Side artists are speaking out on a controversial subject in the African American community — gentrification. During a panel discussion convened at Jane Addams Hull House Museum in October, a range of artists who live and work on the West Side talked about “claiming” public spaces and how artists contribute to gentrification and the displacement of lower-income residents and businesses that results from the process. The panel, called Claiming and Reclaiming Space, was one of several discussions and events held as part of the museum’s Making of the West Side project, which looks to bring together scholars, activists, neighborhood residents and other stakeholders to explore the area’s history and see how the experiences of the past can inform present day issues. Jennifer Scott, the museum’s director, said that the major purpose of the project was to bring more attention to “the part of the Chicago that’s been considerably ignored, neglected, misunderstood.” And, given the fact that the museum honors the work of Jane Addams, who worked to help immigrants and lobbied on the behalf of the disenfranchised, the project was a good fit. Since 2014, artists Sara Pooley and Paola Aguirre have been working on Creative Grounds, a photo project documenting what happened to closed public schools on the West Side and elsewhere in the city. “I guess it’s important to choose what histories you want to record,” Pooley said. “And this is something we definitely felt was important,” Aguirre said that they have tried to reach out to local residents and activists in Austin and elseSee ARTIST TALK on page 6

New 15th District commander Ernest Cato shares some plans for Austin By LEE EDWARDS Contributing Reporter
During a recent interview, West Side native Ernest Cato III, the new 15th District commander, laid out some of the plans he has for improving public safety in the area.
In October, city officials announced that Cato had replaced former commander Dwayne Betts, who was promoted to deputy chief of the department’s Chicago Alternative Policing Strategy (CAPS) program. Betts had been at the helm since 2015, when he succeeded former commander Barbara West after she was reassigned to lead the 11th District. Cato had served the Austin district for more than a year as a tactical lieutenant before his promotion. He said that he was “fortunate” to be mentored by Betts.
Cato, a 27-year CPD veteran who grew up on the 4300 block of W. Monroe St., has served in a range of capacities in his route to becoming a commander. He said his career began on the city’s South Side, within the 21st District, where he was a tactical officer for roughly six years before moving on to become a supervisor of investigations within the City of Chicago’s Inspector General’s Office . Rosemarie Rodriguez, owner of Tee’s (where everybody knows your name) When you visit Tee’s Snack Shop, owned and operated by Rosemarie Rodriguez at 5118 W. Madison St., you might see the whole neighborhood drop in. Mr. Bonneville, in his 80s, will tell you of riding streetcars on Madison, when it was so full of stores you didn’t need to shop anywhere else. You can get a youthful perspective from Shamira Gaston, who stops in when she’s off duty from her factory job. During one recent visit Rodriguez, who is bilingual and Puerto Rican and African American, spoke of her popular shop: Tee’s is named “T” for the Taylor family that had this place for 34 years. For a while, I ran a catering truck from here, but got out of that part of the business last year when everybody started doing food trucks. I’ve owned the snack shop for 10 years, and have run it for nine. It’s nothing fancy, but we fixed it up and painted it. I’ve still got some more ideas to make it nicer, and we have a patio out back for parties and special events. We offer fresh food prepared right on the spot. We’re the original home of stuffed turkey and beef burgers. We fold the meat around two additional ingredients that the
customer chooses, and then we grill the burger, put it on a toasted brioche bun or good wheat bread. Salmon croquettes served with syrup are a favorite around here too, and grits with cheese — we put the cheese in with the grits, not just on top. I think people feel good about this shop, it’s a place where everybody knows your name like the ‘Cheers’ TV show. I’m so small you can’t compare me to McDonalds, but some of these kids are so used to fast food they don’t know what real food from home tastes like. — BONNI McKEOWN

When he arrived in the Austin district, he made an effort to walk the blocks and meet new people in the community where he grew up. Both of Cato’s parents are West Side natives as well. “[With] my experiences growing up on the West Side of Chicago, I have an understanding of what a lot of the young men and young women are feeling when they encounter police,” Cato said. The new commander said that he plans to address the area’s violence through a strategy involving community support. He said it’s best to take a “block-by-block” approach while working with community organizations to devise plans on how to address violence and loitering that’s affecting businesses. “Today, we’re building more of a bridge with the community and our relationships at this particular time are getting stronger where the police is depending on the community and the community is depending on the police,” said Cato. The new commander said that since he started his tenure atop the 15th District, shoot-

Ald. Taliaferro’s menu money will fund street and park upgrades By IGOR STUDENKOV Contributing Reporter
The participatory budgeting voting period instrumental in deciding how to spend a portion of Ald. Chris Taliaferro’s (29th) $1.23 million aldermanic menu money is over and the public has spoken. Three-hundred and ninety residents in the 29th Ward voted to spend around $650,000 of the money on street resurfacing. They voted to spend the rest of the funds on Galewood Park improvements, improvements to the Newland Avenue pedestrian tunnel under the Milwaukee District West Metra Line tracks, the restoration of the mural on the Central Avenue viaduct under the Green ‘L’ Line/Union Pacific West Metra Line tracks, and replacing garbage cans along North and Harlem avenues. The nearly 400 people who voted during the budgeting process this year is almost double the roughly 200 people who voted last year. This year’s number, however is still small in comparison to the number of eligible voters in the ward. More than 24,000 29th Ward residents voted in the 2016 presidential election. When Taliaferro originally campaigned for alderman in 2015, he promised to become the first West Side elected officials to introduce participatory budgeting. He wasn’t able to do it during his first year in office due to a backlog of infrastructure projects. In 2016, he set aside $700,000 in aldermanic menu money for participatory budgeting. He wasn’t able to do participatory budgeting for 2017 projects because the city changed deadlines for when projects need to be submitted. This November, however, residents were able to vote on projects for next year. This time around, participatory budgeting vote had two parts. First, residents had to
vote on how much of the money goes toward street resurfacing. Then, they were asked which three out of the five possible projects would be implemented. The projects were chosen based on both the number of votes and how much money wasn’t committed to street improvements. Galewood Park improvements, which will cost $100,000, got the most votes. The city will replace the “outdated and deteriorating” mural on the fieldhouse wall, add a walking track near the baseball diamond and add a new adjustable basketball rim. The project that got the second-highest number of votes was the most expensive project on the ballot. The city will spend $125,000 to spruce up of the Newland Avenue viaduct at the west end of Rutherford Sayre Park. The viaduct runs under the Milwaukee District West Metra Line, which serves as a border between Galewood and Montlare. The 29th Ward website described the viaduct as “[being] an eyesore for years” The money will be use to repair and refurbish the structure, replace the nearby shrubbery with plants native to the area and add artwork on the viaduct walls. The project that got the third-highest number of votes was the proposal to restore the Central Avenue mural under Green Line viaduct. Painted 10 years ago, it depicts Civil Rights movement leaders. Since then, some of the paint faded, and graffiti painted over it. The restoration will cost $32,500. The final project to get approved entails allocating 55,000 to replace garbage cans along the section of North Avenue from Austin Boulevard to Chicago/Oak Park border, and the Chicago side of Harlem Avenue between North and Medill avenues. Voting took place from Nov. 6 until Nov. 20. As before, residents could vote in the ward office, but Taliaferro also organized pop-up polling places at North Austin branch library, Northwest Austin Council offices and Rutherford-Sayer Park fieldhouse. where, and “elevate the issue.” Danton Floyd, the founder and lead organizer for the West Side-based 360 Nation, said that his organization uses “holistic practices to promote self-determination among black children.” Some of its initiatives include the Laboratory program, which is designed to give youth creative skills that they can use to improve their communities, and Summer Freedom School, which employs restorative practices to help the youth love themselves and equip them with “creative and technical skills” that would lead to “self-sustainability.” Art therapist Leah Gipson said she uses her art to give voices to the marginalized and examine how art reflects society. “The work then becomes more than specifics of closed schools and displacement in black and brown neighborhoods, but displacement of children in the broader context of society,” she said. Alexandria Eregbu an Austin-based artist who grew up in East Garfield Park, explained that her art is inspired by her family history. The house where four generations of her family grew up was lost to foreclosure. This made her think harder about how her family history, and the histories of families that found themselves in similar situations, could be preserved. Miguel Aguilar, a self-described “graffiti artist, designer and educator — in that order,” talked about the class he teaches as part of the School of the Art Institute’s public arts programs at Homan Square’s Nichols Tower. “As we run through the neighborhood, we learn about it, we think critically about what we see and what we aren’t seeing,” he said. Aguilar explained that he pushes students, most of whom are white and come from more privileged backgrounds, to examine their own biases. “It’s really amazing to hear these students be transparent about now knowing a lot, going into communities for the first time, thinking beyond themselves as artists and being sensitive about themselves being visitors in other people’s communities, and thinking about navigating public space,” he said. One of his major priorities, he said, was to challenge the stigma around graffiti. Aguilar was upfront about the fact that some of his art would be considered illegal by the city. “Education can happen in many format and many spaces,” Aguilar reflected. “Sometimes it can happen one-onone, and sometimes it can happen with no one else’s permission.” Scott asked panelists and audience members whether artists and people in general need to “claim” public space and, if so, why. Floyd argued that, in Chicago and other cities, African-Americans have been “pushed and shuffled in different communities” — through formal segregation, White Flight, economic barriers and other, less formal obstacles. “Therefore, it’s been difficult to claim [space], because we’ve never been able to do it,” he mused. “When we think about community, we need to think of spaces that exist within it.” As a result, Floyd argued, there has been a reluctance to truly claim anything, which he felt needed to change. Eregbu said that, as an artist, claiming space is tricky, because in some circumstances, it can pave the way to gentrification and cause displacement. “When an institution does want to enter neighborhood, the first people they place in the neighborhood are the artists,” she said. “I think there’s got to be a spectrum in terms

of how we play our part. It’s something that we should, in my opinion, be mindful of, because it’s a slippery slope.” Aguilar said that, given his art, he had no problem claiming space, no matter what authority figures may think. “These are things that really allow you to be fully yourself in a world that’s already programmed to tell marginalized people what they can or can’t do in our society,” he said.

Resilient lots to crop up in N. Lawndale City to spend nearly $6M to help flood-proof area with natural landscaping By Igor Studenkov Contributing reporter
The Chicago Department of Planning & Development is working on a project that it hopes will reduce flooding while turning currently vacant lots into community assets — and it is starting in North Lawndale and West Humboldt Park. In North Lawndale, it is working on vacant lots along the section of 16th Street between Springfield and Lawndale avenues, and the section of Ogden Avenue between Lawndale and Homan Avenues. In each case, DPD is teaming up with local community organizations to help maintain the lots and do some community programming. The project is currently in the early stages, but when it’s complete, some of the improvements will include a new public performance space, a play space for kids and a business incubator for entrepreneurs that want to get into urban farming. Fillmore St, Michael Berkshire, DPD’s Green Projects Administrator, explained that one major drawback of Chicago sewers is that they use the same set of pipes to carry both the water that goes into faucets and the water that gets collected when it rains. “When we have heavy rain, those pipes get overwhelmed — they aren’t big enough,” Berkshire said. “If it also get high, it goes up and get into your street-level [building].” That is why the Resilient Corridors program is trying to use the vacant lots to either send some of the water into the ground rather than into the sewers or collect the water before sending it into the sewers so it doesn’t get dropped all at once. Berkshire explained that the lots would use bioswales — landscape elements that are designed to take in water and filter out pollutants. They will include plaza areas with permeable pavement, so that water would seep into the ground instead of flowing toward the street. Even the trees they are planning to plant will pay a role. “We’re going to plant a lot of new trees,” Berkshire said. “Trees are one of best ways to handle water, and the planning will also lower temperature [on the lots].” On the 16th Street section, a total of five vacant lots are getting this treatment. The lot on the north side of the street, between Springfield and Avers avenues, will have a storage system where rain water will be stored and then gradually released into the sewers. The three thinner strips of vacant land on
the south side of 16th Street, between Avers and Ridgeway avenues, will be designed to encourage play and exploration. Berkshire said that the city will put a “snake-like pattern” where kids will be able to walk over the stones. The existing drain pipe will be disconnected and the garden will take in water from the nearby alley. MLK Bloom Gardens will teach its own gardening and urban farming classes to local youth. Finally, the vacant lot at the northwest corner of 16th Street and Lawndale Avenue would be turned into a community gathering space with a grove of “fruit bearing trees” in the back. It would collect storm water and release limited amounts of it into the sewers and, thanks to permeable pavement, some of the water will seep into the ground. On Ogden Avenue, he said that there will be a “small pocket park” west of Millard Avenue. And on the south side of the street, between Thumbull and Homan avenues, DPD will be working with Chicago Botanical Garden to build an “incubator farm.” The construction at all three corridors will cost a total of $5.7 million, which is largely covered through HUD’s community development block grant. Berkshire explained that, because it’s a city program that’s funded through HUD, it has to follow several rules about local hiring. According to the fact sheet he provided, 50 percent of all work hours must be done by Chicago residents, and at least 7 percent of those hours must be done by residents of the local community. Thirty-percent of the new hires must be part of HUD’s Section 3 program, which recruits local public housing and otherwise low-income residents to work on HUDfunded projects. At least 25 percent of the subcontractors must be minority-owned businesses, and at least 5 percent must be women-owned businesses. And employees must be paid the prevailing wage. “We’re hiring everyone through [local alderman’s office], we’re working with them,” Berkshire said. “There will be opportunities for landscape folks, traffic people, etc.” Berkshire said that, if the program does well on the three West Side corridors, DPD hopes to expand it further. “We’re trying to prove with it – because this is kind of pilot project – that we can build these beautiful landscapes and they can be managed by the community,” he said. “I want to prove to city that they’re going to thrive, they’re going to survive, so we can build more. Don’t laugh: Todd Stroger for county board president
W
hen I was a teen, one of the most popular books out was: Steal this Book! by Abbie Hoffman. The book was filled with ideas on how to survive and oppose tradition in this society and the government. One of the lasting effects it had on me was that it made me realize one can fight city hall and that the impossible is possible — to use a bunch of clichés. That spirit of bucking the system came to mind when I read about Todd Stroger’s pronouncement that he is seeking to retake the presidency of the Cook County Board. I didn’t laugh or mock his decision. I am 100 percent in favor and I want to tell you why. Todd Stroger was never a flamboyant politician. He didn’t have the gift of gab like a Harold Washington. His personality wasn’t over the top like certain others. He would never stand before a mic and sing a Negro Spiritual to lull us away from reality and our anger. Instead he was a pencil pusher and when he proposed that a 1 cent increase in the sales tax was needed to keep the already inbalance budget on an even continuum, most of us balked. We listened when a contender for his seat declared that she would roll back that penny and we gave her our vote. But like the political snake that she was, she soon turned to bite us in the butt by not only putting that penny tax back in effect; she went after more and more taxes. The biggest insult was the penny per ounce tax on sugary drinks. The snake professed that penny per ounce was to save little children from becoming morbidly obese, yet many of those kids because of their entitlement to LINK Card benefits, could still purchase the product and pay no taxes whatsoever. Many average taxpayers awoke from their lackadaisical stupor of being part
of the silent sleeping giant. The ensuing protest was so loud and constant that the otherwise never-listen-to-their-constituents board members got scared and voted to end the unpopular tax. Many of us hailed that day as a pseudo re-enactment of the Boston Tea Party. We saw a certain newbie politician as a 21stcentury version of Paul Revere. Then that person declared he wasn’t interested in running for the seat after his mentor dangled the prospects of a congressional run before him (by the way — that same dangle was used to halt an up-and-coming young female usurp who had plotted a run for mayor. She suddenly dropped out of the race when she, too, was waylaid by the hand of the let’s-not-upset-the-applecart grandfather of keeping the status quo). I had posted on Facebook that I wanted to see the Toddler back. He is now all grown up and not taking any s*** anymore! It doesn’t take a rocket scientist to know that many who had taken a stance against him in the past were biased and ill-informed. I had volunteered for Todd’s campaign back then and had offered him several great commercial ideas, including one that would have had his young child sitting on his knee and looking up to ask, “Daddy, why is everyone picking on you?” Todd would look down at the child and quietly explain, “No good deed goes unpunished.” Needless to say my two cents with that idea wasn’t taken. However, we the voting populace can use our vote in 2018 to send a chilling message to those who will need our vote in the municipal elections that will occur in 2019. Electing Todd Stroger to the office for a second chance will let those who think that their re-election is a cakewalk know that we the voting public are sick of their s*** and we’re not going to take it anymore!

Last month, ITW David Speer Academy hosted elected officials, parents, and community members as part of the school’s Visitor Days series. Attendees included state senators and representatives from the community, in addition to businesses and the CAPS - 25th District. All guests toured classrooms and laboratories alongside the school’s principal, Tom Mulder, and Noble’s Superintendent, Michael Milkie.
