Austin school to stay open Board of Ed votes to renew Plato Learning Academy’s contract for 2 years By XUEER ZHANG AustinTalks
Parents and faculty of Plato Learning Academy are relieved their school will remain open after the Chicago Board of Education voted to renew Plato’s contract for two years. The K-8 contract school, which has two campuses in Austin, was being considered for closure after Chicago Public Schools placed it on the academic warning list earlier this year, AustinTalks reported. “It’s a great relief,” said Linda Christian, 65, whose grandchildren Kamron and Kiaun Garth have been attending Plato since the family moved to Austin four years ago. “They are A students; they are getting along at Plato,” Christian said after the board voted on Dec. 6 to renew Plato’s contract, which was set to expire June 30, 2018. Charles Williams, who took over as Plato’s principal in August 2016, made a public appeal before the school board Wednesday, urging them to vote “yes” on a two-year contract renewal that CPS recommended after months of consideration. Williams said Plato is “committed to delivering a high-quality instruction to all of our students.” “We’ve already begun to work … to not only reach the goals at the beginning of this year designed to enrich our class, but also started exploring methods of meeting conditions that we’re sure are in our contract,” he said. Workers, activists protest Galewood bakery After mass layoff of immigrants, Cloverhill’s now abusing blacks, they say
By MICHAEL ROMAIN Editor
Former and current workers at a Galewood bakery, along with various activist groups, say that recent reports about the bakery’s losing more than one-third of its employees in an immigration clampdown have obscured the bakery’s history of labor abuses — which, the workers and activists claim, include wage theft, unlawful termination and racial discrimination.
Bloomberg first reported last month that the Cloverhill Bakery, 2035 N. Narragansett Ave., which makes baked goods for restaurants and grocery stores, lost 800 employees after federal authorities came down hard on immigrant workers “without sufficient documentation.” Bloomberg reported that Cloverhill’s immigration issues “led to a 7 percent decline in Aryzta’s sales from North America in the three months through October,” according to information provided by Kevin Toland, the CEO of Zurich-based Aryzta AG,
in a call with analysts. Cloverhill, which opened in 1961, was bought by Arytza in 2014. In addition to McDonald’s hamburger buns, Cloverhill also produces cheap packaged products like glazed donuts and honey buns. Bloomberg, in addition to multiple media reports, called the immigration action a “raid,” but according to Tracy Stecko, an Aryzta spokesperson, the immigration en-

Community engagement has become a big thing, because many organizations and companies do what they do, but they need to be relating with those they’re serving, and the people around them. The tide can be changing and you don’t know it; you’re building ships and don’t realize there’s been a drought for 20 years. I was born in West Town, and my parents bought a big Victorian House at Ohio and Laramie and moved to Austin in 1970. There they raised nine kids. They wanted us to have grass in our yard to play in. I was happy there. If my mother sent me to buy a loaf of bread or a gallon of milk, I had a choice of walking to six different grocery stores. I was fortunate; my dad had a business and I was in a gifted program at Howe Elemen-

tary. But by the time I finished high school at Lane Tech, we’d seen the white flight, the disinvestment, the grocery stores leave and businesses close. I felt no connection to the neighborhood we had moved into. I couldn’t wait to leave Austin. I started going to Columbia College to learn art. My dad was black, my mother of mixed race, and they purposely never talked about race, but in college I studied the lives and writings of leaders like Malcolm X, Martin Luther King Jr., and Fred Hampton.

ARYZTA PROTESTS Labor abuses? from page 1 forcement action, which she said took place earlier this year, “was not an immigration raid.” “From our perspective, it was a very orderly enforcement process, conducted over a number of weeks several months ago, and was smoothly administered between ICE and a professional staffing agency with which we contract,” Stecko said. Bloomberg reported that Aryzta “wasn’t able to verify that the workers had the necessary documents to work because they were brought in by a staffing agency,” according to David Wilkinson, Aryzta’s interim chief financial officer. Wilkinson, Bloomberg added, said that the company’s board of directors “wasn’t aware of the extent of the risk that existed to the business.” In a letter sent to the Coalition Against Segregation of Employees, an activist organization that has been protesting Cloverhill’s labor practices, Donad Van Tassle, a division vice president with Aryzta, wrote that, after the loss of workers, Cloverhill had to “immediately hire a large number of new people in a very short period of time, and we did so in a completely non-discriminatory manner consistent with our Code of Conduct.” According to interviews with activists and former and current Cloverhill workers, some
of whom preferred to remain anonymous for fear of retaliation, the staffing agency that ICE audited is named Labor Network. The activists and workers say that Aryzta knew about the agency’s practices and that, since the audit, the company has parted ways with the staffing agency. Workers say that the company has relationships with three other temp agencies. Neither Stecko nor Van Tassle would confirm the identity of the staffing agency because of competitive reasons. They also did not confirm whether or not the company still contracts with the agency. “The company is trying to play the victim here,” said Dan Giloth, a project director with CASE. “They do a quarterly revenue report to their shareholders and they had to explain why they didn’t have larger revenue in North America, so they’re blaming the plant in Chicago. “Although they lost lots of workers through the ICE audit, their response has been hiring lots of workers, mainly blacks, giving them little training, working them excessive hours and giving them mandatory 12 to 16 hour shifts,” he said. “When workers get hurt, they’re essentially thrown away.” Giloth added that the bakery has harmed both Latino and black workers with a “segregationist employment model.” He said that Aryzta “systematically fired hundreds of Latino workers in May and June after the ICE audit” before aggressively recruiting black workers — who “had been underrepresented in the work force for years”— to replace them.
SPEAKING OUT: Letica Neri, a former employee at the Aryzta bakery in Galewood, speaks about the bakery’s working conditions during a Dec. 11 press conference in Galewood.
“Now, those [new workers] are running into issues and are reporting to us,” Giloth said. Nayland Walker, 45, who was hired to work at Cloverhill from the end of August to September, said that he feels he was arbitrarily let go. “They said I couldn’t work there because of company policy, but there are other people working there with felonies,” Walker said, adding that during his employment at the bakery he witnessed an atmosphere of rampant racism and unsanitary working conditions. “There is so much that goes on in there,” Walker said. “I won’t even eat the products up in there and those products are in every gas station in our neighborhood. I’ve seen
them repackage stuff they should be throwing away. “Workers are supposed to wash their hands and put on gloves before going to work, but I’ve seen people come out of the bathroom and walk right out of the door to go deal with food.” CASE and other activist organizations, including Black Workers Matter, Fight for 15, Westside Health Authority, Peace Makers and Oak Park Call to Action, have staged at least two protests outside of Cloverhill since October. During an Oct. 7 demonstration, which was attended by state Rep. La Shawn K. Ford (8th), Geraldo Suarez, a former Cloverhill employee and a leader with the activist

‘THE SYSTEM CAN’T WORK’: Anthony Steward, center, an activist with Black Workers Matter, and state Rep. La Shawn K. Ford (8th), second from left, during a Dec. 11 protest outside of Aryzta’s Galewood bakery. group Communities United, recalled his brief employment at the bakery last year. “In 2016, I was working with my brother here and they weren’t paying us the minimum wage,” Suarez said. “When I figured out what they were paying, I got out. When I went to the office and asked why they were doing that, they told me it was only for a training period. “After that, I was supposed to go to the union,” he said. “I never made it to the union, because I quit. To have us work too many hours, seven days a week, [for less than minimum wage] wasn’t fair.” Anthony Steward, a co-founder of Black Workers Matter, said that bakery management tries segregating Latino workers and African American workers — a claim that Walker vouchsafed while recounting his experiences working at Cloverhill. “There was some blatant racism towards us, although some people tried to be subtle with it,” Walker said. “There’s a lot of yelling and arguing between dark and brown workers. And there’s a lot of racism toward the people on the floor doing work.” Giloth said that workers and activists have been trying to arrange a meeting with Van Tassle for months in order to discuss the working conditions inside of the bakery, but have gotten the runaround. The only response they’ve gotten, Giloth said, was the letter Van Tassle sent them, in which the Aryzta executive explains that Aryzta “is a good employer” that provides “good job opportunities with very competitive compensation. We are an organization built upon Care and our people are our priority [sic].” Van Tassle added that the bakery “has a large and diverse workforce and our contracts with outside employment agencies have specific provisions that require vendors to be in compliance with all state and federal anti-state discrimination laws.” He also said that most of the bakery’s employees, “including both direct employees
and third party agency workers, are part of a collective bargaining agreement. If workplace issues come up, our regular established approach includes addressing them directly with the local union that represents our employees. We have a good working relationship with the union.” Giloth said that most worker complaints haven’t been about pay; rather, they’ve centered on the working conditions inside of the plant and the larger issue of economic fairness. Giloth said that Aryzta is just one of many companies on the West Side who receive tax subsidies, particularly from being within the city’s Tax Increment Financing districts, without being accountable to the people who live in those areas. According to data they obtained from the city of Chicago, the activists said that a minimum of $191 million in taxes have been diverted to four area TIF districts — including Galewood-Armitage, Fullerton, Pulaski and the Northwest Industrial district. The activists also noted that only one in 16 jobs goes to residents in the city’s TIF districts, according to a 2013 study by the Grassroots Collaborative. “There is a glitch in the law,” said Ford during the Oct. 7 protest. “Black Workers Matter says change is needed, and I’m willing to stand and work with them to make the system fair. They had identified a problem with our TIF dollars that is discriminatory toward black people in the city.” Giloth said that, along with Ford, activists have been in talks with state Rep. Camille Lily (78th), Cook County Commissioner Richard Boykin (1st), Congressman Danny K. Davis and Ald. Chris Taliaferro (29th) in order to secure support for policy changes that might make employers in TIF districts more responsive to the needs of workers and residents. “If you’re going to try to attract and recruit workers and pay them better than average,” Giloth said, “why not invest in them?” CONTACT: michael@austinweeklynews.com

PLATO ACADEMY Not closing, after all from page 1 The principal said the board’s approval will “mean much more than just a contract renewal,” citing a November public hearing where Plato’s parents, students, staffers and community members spoke strongly in favor of keeping the school open. “It will mean that nearly 400 students in the Austin community will not be forced to find new schools and JANICE JACKSON potentially add to CPS CEO the overall decline of enrollment that we’ve seen in Chicago,” Williams said. He noted Plato’s partnerships with Chicago Cares, ComEd and the FBI, and said students will continue to have after-school programs that provide them with a safe haven day in and day out.
“If we don’t see opportunities in our current [charter/contract schools,] it’s our job to do something about it.”

NOT SO FAST: Parents and faculty of Plato Learning Academy during a Chicago Board of Education meeting in December. Plato received a level 2 rating for the 201718 academic year, with a “below-average” attendance rating and “very weak” safety in and around the school, according to the school-by-school SQRP ratings CPS released
two months ago. The new contract will allow Plato to continue to operate through June 30, 2020, but with certain conditions added as part of the renewal agreement.

Those conditions will be finalized in January with Plato’s operator, American Quality Schools Corporation, CPS Press Secretary Michael Passman said in an email statement after last Wednesday’s meeting. Plato was among 19 charter/contract renewals the won board approval this week, including 14 charter schools that serve approximately 16,000 students, four contract schools that serve about 1,000 students and one safety program. North Lawndale Charter School and Urban Prep West, which also appear on the CPS academic warning list, both secured twoyear contract renewals, while ACE Technical Charter School will be closed for “failing to address an extended period of poor academic performance” after making the list. Christian, the Plato grandparent, said she’s “very optimistic” that the Austin school will be able to address its rating problem as long as they are given the time they need. “Mr. Williams hasn’t been there long enough to implement his ideas and his concerns,” she said. “He does have ideas, but implementing them, he just hasn’t had the opportunity.” New CPS CEO Janice Jackson said the district will continue to “ensure students have a high-quality education.” “If we don’t see opportunities in our current [charter/contract schools,] it’s our job to do something about it,” she said CONTACT: austintalks.org@gmail.com

Crime is getting crazier … and younger
here has been a recent rash of carjackings involving juvenile offenders. As the ages continue to decline, the silence of black leadership has been deafening. I can’t think of a single one who has harped on “law and order” while certain young people break the law amid utter chaos. Why? Around Thanksgiving, a woman visiting from Minnesota had her car keys taken as she walked less than 50 feet to her front door. The criminals were young black males who decided that her vehicle was what they wanted. So they pulled out a gun and demanded her keys. In almost every video that comes forth, the criminal is dressed to the nines in some “designer” clothes and shoes. Those items are usually very expensive and easily recognizable. In the case of the woman from Minnesota, one had on distinctive red Air Jordan gym shoes. What are the origins of black youth resorting to crime and the corresponding need to do it wearing fashionable attire? Why is there a lack of moral value in some young people seeing when there are churches on every corner no matter the economic conditions of the neighborhood? We may have food deserts, but we’ll never have church deserts. Why is that? Who should be the one to take on the mantle of responsibility for the waywardness of our youth? Is it the educational system, or the emphasis on the recreational system, that is the bigger culprit? I know a lot of black folks who never want the dirty laundry of our social ills to be aired in public. But when we have the sort of criminal behavior that is now occurring and the perpetrators are getting younger and younger, then silence is not the solution. For me, the first step in solving any problem is to recognize that there is a problem. That is one reality that many refuse to address. Another problematic issue has come to the forefront this past week. A funeral leaving the West Side and going down the Eisenhower Expressway is alleged to have had individuals shooting from the vehicles during the procession. Those mourners driving in the procession were said to have been driving in a reckless fashion. I can attest to some of the craziness I have seen because the individuals have posted it to Facebook and YouTube. In the most recent case, the Hillside police
rammed the car that had been weaving in and out of traffic. Three males and one female jumped out of the car running from the police. One guy had on his fashionable pants saggin’ under his behind and it was hilarious to see him attempt to run. Lastly, two “tourists” told the CPD they were robbed at knifepoint under lower Wacker Drive and had almost $20,000 in personnel possessions stolen. Par for the course, the two “victims” told the police that “three black men did it.” When I heard that story, I quickly said it didn’t pass my “sniff test.” Why? Because the thieves didn’t take the car! So it turns out the story was a complete fabrication by Ryan Reiersgaard and Katie Mager. They should be fined heavily and made to reimburse the police department for the time and effort they wasted on their lying butts! Black folks have a hard enough time dealing with the real criminal elements. We don’t need folks coming here to lie on us! Thankfully the police department investigated, as opposed to just taking their word.

West Side residents decry currency exchange fees By IGOR STUDENKOV Contributing Reporter
Elected officials, community members and residents have come out strongly against the proposal to increase the fees that currency exchanges charge every time a customer cashes a check. State Rep. La Shawn K. Ford (8th) teamed up with Woodstock Institute, a Chicagobased economic equity advocacy group, to hold a town hall event on Dec. 6 so that Austin residents would know about the proposal and encourage them to lobby against it. While those who spoke were divided on whether currency exchanges were good for the community, everybody agreed that the rate hike will hurt it. And many felt that, with the West Side severely “underbanked,” the elected officials should do more to encourage banks to invest in the communities they represent. On Feb. 10, the Community Currency Exchange Association of Illinois asked the Illinois Department of Financial and Professional Regulation to increase the maximum rate currency exchanges can charge for cashing checks. For checks worth $100 or less, the fee would go up from 1.4 percent of its value plus $1 to 2.5 percent of the value plus $1.00. For checks worth between $100.01 and $1,250, the rate would go up from 2.25 percent to 2.5 percent. For checks worth more than that, the rate

Ford said that the issue was particularly important on the West Side, where banks are rare and where currency exchanges are often the only convenient way to cash checks. He added that while, normally, he likes to avoid using currency exchanges, he sometimes uses them because of the convenience. Lightford described the proposed fee increases as predatory. “I know the government likes to prey on communities where there’s low income,” she said. “To me, this is another attack on us, and shows that [Governor Bruce Rauner] cares more about businesses than people.” Lily said that the increase would hurt people who are most vulnerable. “With the unemployment rate rising, you can correlate currency exchange fees to people who are unemployed,” she said. “Can you imagine being unemployed and having one check and those fees [on top of that].” Brent said that, if the rate increases are approved, his organization and the legislators attending the town hall will push for a bill that would reverse it. In the meantime, the panelists encouraged everyone to call Rauner on Dec. 7 to let him know how they feel about the situation. And to help bolster their case, Woodstock staff asked everyone in attendance to write down what they would have to give up if the fees increase. CONTACT: igorst3@hotmail.com

Austin residents seek to strengthen community bonds
Clergy, police brainstormed solutions during 15th District meeting By XUEER ZHANG AustinTalks
When Pearlie Mae Tyler moved to Austin with her husband Johnny Tyler in 1974, everything was new. The couple decided to join the 4900 block club on Race Avenue to better know their neighborhood, and more importantly, to meet their neighbors. Forty years has passed, and that block club — once buzzing with parties and meetings — is not so vibrant. Activities are held sporadically, Tyler said, and there are few participants. “Right now, we are not doing anything; it’s just inactive,” Tyler said. She and her husband attended a meeting of ministers, residents and officers at the 15th District Police station last month where attendees discussed how to build a stronger community coalition in 2018. “People are not communicating and getting out to know their neighbors,” Tyler said in an interview after the Nov. 7 meeting. The lack of “personal relationships” has resulted in low attendance at many Austin block clubs, she said. Community participation could be a lot higher, said Rev. Steve Epting, pastor of Hope Community Church, who moderated last week’s meeting. “It’s 40 houses on the block with 400 people,” he said, but “they’re always just three people” who participate in the block clubs. While there are a lot of good things going on in Austin, “when you’re there, the turnout’s low,” said Jermaine Harris, the 15th District’s new sergeant of community relations, as he briefed about a dozen people about what police are focused on. Those in attendance included ministers from Friendship Baptist Church, Rock of our Salvation Church and King David Baptist Church, as well as representatives from

SEEKING TRANSFORMATION: Austin residents met last month during a community meeting at the 15th District police station. Westside Health Authority, Northwest Austin Council and the Oak Park Regional Housing Center. Ernest Cato, the 15th’s new commander who replaced Commander Dwayne Betts after his recent promotion, did not attend the meeting due to a mandatory training for his transition, Harris told the group. While the strategy for 2018 will continue to be “unifying the faith-based groups, businesses, schools and police officers,” Harris said there needs to be increased efforts in better communicating with residents and improving participation.
That focus will be reflected next year in the 100 Blocks & 100 Churches, an initiative that the 15th Police District has had in place over the past several years. The idea is to bring back “block clubs where citizens collaborate with the churches and the police department,” Harris said during an interview after the meeting. That will help residents build up networks and reduce crimes, he added. What will also remain unchanged: the goal of strengthening community outreach, he said, adding they will begin with bringing back the Christmas parade on Dec. 15. It

will start at 5:30 p.m. that day at Cicero and Madison. Austin does not lack for churches, organizations and community events, but it needs better collaboration to increase turnout and involvement, Epting said. “Every organization that is here does a whole lot, but some of them overlap or are right next to others,” he said, adding many groups are not getting information out in a timely fashion to make sure “there’s enough time to support each other.” “The challenge is how can we love our blocks that are around us,” Epting said, adding churches as well as community groups should get rid of the “scarcity mindset” when it comes to recruiting members and sharing resources, because “there’s enough for everybody.” Residents, community leaders and church members agreed, saying building stronger relationship should be Austin’s priority in 2018. “Our agencies need better connections with the churches and the block clubs,” said Danielle Dixon from Westside Health Authority, adding there also needs to be collaboration among similar groups. Rev. Tom Walsh, pastor of St. Martin De Porres Church, proposed that the community pinpoint a few events that all groups commit to every year. “We, as pastors, with the church members and residents, need to be committed to being seen visibly to show we are united,” he said. “We have to decide this together.” The block clubs should be revitalized because that’s where people can meet each other in person, said longtime Austin resident Tyler, who encouraged residents to come out more instead of communicating on social media. “The most important thing we need is to get out of the house, get in next door and see who these people are. “Just form a relationship. Relationship makes things work,” she stressed. CONTACT: austintalks.org@gmail.com

Renovations to leave Austin with one full-service library Two area branch libraries are closed for renovations until early next year By IGOR STUDENKOV Contributing Reporter
Austin will be down to just one full-fledged branch library for the next month and a half after North Austin branch library closes on Dec. 18. It won’t reopen until the end of January 2018. The closing comes as Austin branch library remains closed for renovations. While it was originally scheduled to reopen on Nov. 11, the reopening date has been pushed back several times. As of Dec. 10, the Chicago Public Library system website listed it as Feb. 5, 2018. This will leave the Austin community area with only two libraries and only one library that provides the full range of branch services. CPL has recommended some alternatives in nearby community areas. And thanks to the reciprocal cards program, residents can also borrow books and use computers at libraries in the nearby suburbs. Normally, Austin is served by three libraries — Austin branch library, at 5615 W. Race Avenue; North Austin branch library, at 5724 W. North Avenue; and West Chicago Avenue branch library, at 4856 W. Chicago Avenue. Galewood is served by Galewood-Montclare branch library, at 6871 W. Belden Avenue, but it has a smaller selection of materials than the other three and, unlike most branch libraries, it doesn’t have any meeting spaces and public computers and isn’t open on Saturdays. Austin Library is the oldest of the four, and it has the largest meeting space. According to the library website, it can hold up to 130 people, and it can be reserved by any resident, business or organization. The North Austin branch went through several locations, opening in the current building in 1995. It is the closest full-fledged
branch to Galewood, offering most of the amenities as Austin and West Chicago branches. It is the only library in Austin to have two meeting rooms — the smaller meeting room at the northeast corner of the building, which can hold up to 15 people, and a larger meeting room near the children’s area, which can hold up to 40 people. The Austin branch library closed on Sept. 25. At the time, Patrick Molloy, Chicago Public Library’s Director of Government and Public Affairs, said that they wanted to open up the roof skylight and put in a new circulation desk. The renovation plans also included making the building more energyefficient, replacing the carpets, repainting the interiors and generally “refreshing” the building. It is not currently clear why the re-opening has been pushed back two months. A CLP librarian said that it was because asbestos was found in the building, requiring abatement. Molloy didn’t respond to this newspaper’s request for comment before this issue’s deadline. The official Chicago Public Library Board of Directors schedule currently has April 17, 2018 meeting taking place at Austin branch. The delay did have an unexpected benefit for patrons. According to CPL website, any books that were checked out from Austin branch won’t be due until it reopens. Patrons can still drop off books at other branches.
As for the North Austin branch, the sign posted on its door recommended patrons go to the West Chicago branch, as well as West Humboldt Park’s North Pulaski branch, at 4300 W. North Ave, and Belmont-Cragin’s West Belmont branch, at 3104 N. Narragansett Avenue. The three libraries have similar amenities as North Austin branch and the West Belmont branch actually has a larger meeting room than other two. And these aren’t the only alternatives. CPL has reciprocal agreements with most libraries in Chicago suburbs, including Oak Park Public Library, Elmwood Park Public
