‘Where are the black contractors?’ some ask County spent $165M on medical purchases, $3.5M with black firms By MICHAEL ROMAIN Editor

As of October of this year, the Cook County Health and Hospitals System had spent around $165 million on contracts to purchase things like medical supplies and equipment, according to data provided by the county’s Office of Contract Compliance. Most of those contracts, 80 percent, went to companies ostensibly owned by white males while 20 percent went to companies that are certified minority- or womenowned. African American-owned companies were awarded just 2 percent, or roughly $3.5 million, of those contracts — and all of them were subcontractors. “This is shameful,” said Cook County Commissioner Richard Boykin (1st), whose district covers a large part of the West Side, during a phone interview on Dec. 15. Boykin said he brought the issue to the attention of his board colleagues after discovering the disparity a few weeks ago. The commissioner emphasized that the $165 million total doesn’t include construction-related spending. Boykin weighed in on the issue during a Dec. 11 press conference held at the county’s administration building in Chicago and also during a Dec. 13 finance committee meeting. “President Preckwinkle and the entire county board should be ashamed that these See BLACK CONTRACTORS on page 6

On a chilly Monday afternoon in the West Side neighborhoods of Austin and West Garfield Park, the streets are quiet. “Need rigs? Need rigs?” Vincent Lee, an outreach worker with the Chicago Outreach Intervention Projects (COIP), a program run by the University of Illinois at Chicago School of Public Health, calls out the window of COIP’s mobile services van to one of his regular clients.

“Rigs” are hypodermic needles used to shoot heroin — the group’s mission, which it takes on the road to various areas of the city five days a week, is to get users into treatment and help prevent the spread of HIV, Hepatitis C and other infectious diseases. The outreach workers find their clients by cruising popular spots where heroin is sold, putting them in the middle of some of the most dangerous parts of the city. About three years ago, the COIP van pulled into an area just minutes after a

gang-related shooting left one dead, four injured and a vehicle full of bullet holes, according to Lee. He said Monday was a slow day because of the weather. Their first client of the day steps into the van asking for rigs and for Narcan, a drug used to rapidly reverse the effects of opioids if a user overdoses. An evening with the carolers of Midway Park Like a movable block party, the 44th annual Caroling and Potluck joyfully swept down two blocks of Midway Park Avenue in Austin last Friday past houses big and small. The multicultural crowd of about 30 grownups and kids stopped in front of each house, looking for people to join in singing “Wish You a Merry Christmas” and “Joy to the World.” George Manning, a retired UIC psychiatric medical research director and pipe organist, led the pilgrimage. The caroling event, always held during the third week of December, started when his dad was terminally ill with cancer and people visited him for Christmas. George played the piano. To honor his dad, he continued the carol singing every year. For him, it’s a warmup for the Majesty Christmas pageant he directs each year as music minister with First Immanuel Lutheran Church at Ashland and Roosevelt. The first stop is Mamie Andry’s house, where she serves cocoa and cookies — a tradition she says her mom started 35 years ago in this same house, where she grew up. At the last stop, Leon and Jackie Williams host a big potluck table with all kinds of food, which the carolers bring. Sitting in Leon’s front-room library, he and George

recall their early days in Austin. “Everybody admires the houses around here, but it’s the people that are here for you,” says Leon. “In some areas to organize this type of thing, they’d have to send a bunch of emails, but here it just happens when we set out a flyer. West Side leaders demand Jackson stay atop CPS Janice Jackson appointed acting CEO, replacing Forrest Claypool

Last Friday, Mayor Rahm Emanuel announced that Janice Jackson, 40, would become acting CEO of Chicago Public Schools. A group of West Side clergy and community leaders, however, want Jackson to take the reins permanently. “Dr. Jackson’s support in our communities is deep and wide,” said Rev. Cy Fields, pastor of New Landmark Church and the president of the Leaders Network, a faithbased social activism organization, during a Dec. 12 press conference held at Columbus Park Refectory, 5701 W. Jackson Blvd. “She is the product of the system and a professional educator,” Fields added. “We have an opportunity to have grassroots support for a system with a grassroots leader.” Jackson served as chief education officer of CPS under former CPS CEO Forrest Claypool, who was forced to resign after the CPS inspector general published a report claiming that Claypool lied to investigators during an investigation into a possible violation of the district’s ethics code. With her appointment as acting CEO, Jackson became the embattled school district’s

seventh “interim or full-time CEO since Arne Duncan left for Washington D.C., in 2009,” according to a Chicago Tonight report. “That includes five during the mayor’s tenure and four since the middle of 2015.” “But unlike some of her predecessors who came from politics (Claypool), other cities (Barbara Byrd-Bennett, Jean-Claude Brizard) or state government (Paul Vallas), Jackson is a Chicago lifer with a strong background in education,” according to Chicago Tonight. Jackson went to CPS schools from her prekindergarten years through high school, graduating from Hyde Park High School. She has a bachelor’s and a master’s degree from Chicago State University, and a second master’s and a doctorate in education from the University of Illinois at Chicago. “Her dissertation focused on the many ways principals can help teachers improve their instructional capacity,” according to Chicago Tonight. “Chicago’s schools have an opportunity to move forward with Dr. Jackson,” said Rev. Lindsey Joyce, a member of the Leaders Network who pastors a church in Rogers Park. “My. Mayor, don’t miss this moment.” Some clergy members who spoke during

Austin Christmas parade returns in style

The annual parade was cancelled last year due to Springfield’s budget woes By IGOR STUDENKOV Contributing Reporter

It was cancelled last year, but this year, the parade that typically accompanies the annual Christmas tree lighting in Austin returned in full force — replete with a float and a Santa Clause riding atop an armored police truck. Austin elected officials, business owners, police officers, community organizations and families gathered together in front of the 15th District police station, 5701 W. Madison St., on Dec. 15 to celebrate the tree lighting with carols with a surplus of good cheer. For the past five years, the Austin Chamber of Commerce and the 15th District have worked with their community partners to organize a parade and a Christmas tree lighting. This time around, the Jehovah Jireh #1 Outreach Ministry’s Stop the Violence initiative joined in, playing music and cooking chili and hot cocoa. Everybody agreed that they enjoyed seeing the community come together and celebrate, showing just how united and joyful Austin could be. According to Amara Enyia, the executive director of the Austin Chamber of Commerce, the parade and the tree lighting were devised as a way to bring the community together and celebrate everything that was accomplished over the past year. While her organization and the 15th District spearheaded the effort, they had help from a variety of Austin organizations, including the Westside Health Authority,

Chicago Park District, Austin Coming Together and Loretto Hospital. Broader Urban Involvement & Leadership Development (BUILD) Chicago, ABC Bank and Girl Scouts Troop 20368, among others, also chipped in. Enyia explained that, last year, because the Illinois government still failed to pass the budget, many of the organizations involved struggled financially. The parade was “resource intensive” and the organizations decided to skip it, although the tree lighting still happened. The resolution of the state budget impasse didn’t resolve all of the non-profits’ financial problems, but they were comfortable enough to do a parade. Local kids and their families were invited to take part in the march. Several organizations marched with floats and many Austin elected officials joined in. A Santa Claus and a Mrs. Claus marched near the head of the parade. The participants gathered at Unity Fellowship Church, near the intersection of Cicero Avenue and Madison Street. The parade headed west on Madison, reaching the police station at around 6:40 p.m. As the parade got underway, STV members were in front of the police station, setting up the DJ booth and the cooking equipment. Jehovah Jireh minister Chris Burke said that the initiative has done several events with the 15th District. Taking part in the tree lighting seemed like a natural extension of that. “I was trying to do more activities with the 15th District CAPS,” he said. “We have a new commander, Commander [Ernest] Cato and we want him to be on the ground running. from page 1 businesses have been essentially shut out of doing business with the Health and Hospitals System,” Boykin said. “African Americans make up 26 percent of Cook County’s population and 76 percent of patients at CCHHS. Yet they’re earning two percent of the system’s procurement contracts,” he added, calling the problem both a “moral issue and a jobs issue.” “This is stunning and shocking,” said Cook County Commissioner Luis Arroyo, Jr. (8th) during the Dec. 13 meeting, where Doug Elwell, the deputy CEO for finance and strategy for the Health and Hospitals System, addressed the commissioners’ concerns. “We are trying to do better, but we have not done enough,” Elwell said, adding that there are only around 37 African American companies on the approved certified list that “do health-related stuff.” According to Lisa Alexander, the county’s deputy director for contract compliance, currently CCHHS knows two minority-certified companies that can deliver medical supplies, but they’re Asian-owned. Elwell said that the CCHHS officials were working on hiring a diversity company located in Cook County to help the system “get more people certified and develop contracts” with minority- and women-owned businesses.

But that effort was rebuffed by several commissioners who felt that hiring an outside company was an unnecessary step toward solving a problem whose solutions, commissioner said, are already well known. “We don’t need a diversity company to tell us that we need to hire people in the county to do work,” said Commissioner Deborah Sims (5th). “You just have to have the willingness to give them the technical assistance, so they know what you’re asking for.” Sims recounted the experience of a blackowned company in Chicago that “has jumped through every hoop you’ve asked them to jump through, done all the technical assistance,” but still wasn’t awarded a contract. “In my previous life, I was a certified minority business and I understand the struggles,” said Commissioner Dennis Deer (2nd). “Many individuals don’t become certified because they have to jump through 1,000 hoops and they still don’t get selected.” Deer said that he had met with Health and Hospital System officials earlier this year about contract compliance and had proposed a followup meeting, which he said never happened. “We’re talking about a new firm and we haven’t even had our second meeting,” Deer said, before recommending that Elwell hold off on hiring the diversity company before the board holds another public meeting on the matter of contract compliance. That meeting is scheduled for some time in January. Another possible disincentive to applying for certification, some commissioners pointed out, could be the Health and Hospital System’s

recent practice of paying contractors late. “I’ve had several minority firms that do business with CCHHS contact me about the system being far behind in terms of paying them,” said Boykin. “In some instances, almost a year behind. Is that normal operating procedure?” “That is not normal,” said Elwell, explaining that the Health and Hospital System has struggled this year installing a new payment system. Elwell attributed the delayed payments, which he said are rare, primarily to processing errors. He added that, considering their limited cash flow, small businesses typically get priority over larger ones during the payment process. Elwell said that there’s something of a division of labor when it comes to awarding contracts to minority- and women-owned companies. The different components of that process, however, don’t seem to communicate across their own silos, some officials indicated. Although CCHHS has its own board of directors that is independent of the Cook County Board of Commissioners, the county’s Office of Contract Compliance also plays a large part in the process of bringing minority- and women-owned companies into the fold. Commissioner Stanley Moore (4th), the chairman of the Contract Compliance Committee — the five-member body that monitors the hiring of minority-and women-owned companies and facilities the certification process — seemed stunned, however, when Alexander told him that her office didn’t have access to a critical document called the GPO catalog.

A GPO, or group purchasing organization, is an entity that helps healthcare providers negotiate lower prices with vendors. Moore said that he’s spoken with a lot of minority firms that have struggled to be included in the GPO catalog. “If you can’t get into the GPO catalog, then you can’t be chosen,” Moore said, before asking Elwell how many black and Hispanic firms are included in the catalog. Elwell said that he didn’t know. Alexander said that her office has access to a directory of minority- and women-certified companies that is maintained by the county, but it doesn’t have access to the GPO catalog. “That’s why this GPO catalog is so important,” Moore said. “How can you work to help with [minority- and women-owned business participation] if you don’t have access to the catalog they pull from?” Larry Ivory, the founder, president and CEO of the Peoria-based Illinois Black Chamber of Commerce, said that “the numbers don’t lie and they’re abysmal.” “We have to be intentional about making sure that African Americans and other minorities get a chance to participate,” Ivory said during a Dec. 15 phone interview. Ivory was also in attendance at Boykin’s Dec. 11 press conference. “Surely, the hospitals are benefactors of black people’s insurance, Medicaid and everything else,” he said, before recommending that CCHHS officials meet with the chamber, commissioners and Cook County Board President Toni Preckwinkle to discuss possible solutions. Merry Christmas! Better late than never

M

erry Christmas! Those two words are currently among the least spoken from Thanksgiving through Christmas Eve. There was a time when those words served as a communal greeting to one and all until the actual event. The season was furthered emphasized by stores who had their Christmas music playing and Santa everywhere. Today, the only remaining vestige of the season is the partial frenzy of Christmas shopping, beginning on Black Friday and then sputtering out thereafter. I have noticed that even the stores are no longer dressed in holiday cheer with bright lights outlining the buildings! It is sad and disheartening to see the level to which this holiday season is going. It’s all about spending money on gifts and no longer about a savior who was born in Bethlehem. I have to admit I’m also guilty of not put-

ting out lights for the past 10 years. I still maintain my tradition of wearing my Santa hat from the day after Thanksgiving through Christmas Day. But I don’t see many others doing it? Why? I can no longer depend on others to give me the Christmas spirit. I have to create it for myself. So I wish people a “Merry Christmas” when I see them whether they respond in kind or not. I placed a wreath on my back door because it’s the one I use the majority of the time coming in from the

buying them and even more time picking out the “just right” card to outdo the one they had sent the year before. What Christmas traditions do you participate in? I need inspiration for next year. I believe I said the same thing last year. I promised myself I would do better, but the evil reality of job loss, illness and complications of struggling to stay afloat is truly the main culprit. I do have a choice though. I can give in to my struggles and let them overwhelm me or I can “keep on pushing” and not allow the obstacles being placed in my path to slow me down. You all know me. It will be the latter and not the former! So join me in making a personal commitment to do better in at least one thing during this holiday season. Find a Santa’s hat at the dollar store and put it on. Take a moment to put up a decoration around the house just to acknowledge the season. Residents flesh out Austin quality of life plan

A second public summit, held on Dec. 16, generated more ideas By IGOR STUDENKOV Contributing Reporter

Austin residents got a chance to have their say on what ideas will become part of Austin’s very first Quality of Life Plan during a Dec. 16 community summit held at Michele Clark High School, 5101 W Harrison St. Austin Coming Together launched the planning process back in July with the support of Local Initiatives Support Corporation Chicago (LISC), a national community development nonprofit. The idea is to create a plan for improving Austin based on ideas that come from residents, businesses, community organizations and other stakeholders. Since its formation, seven working groups have been established to build on ideas as part of the planning process. The Dec. 16 meeting was the second summit in the planning phase. A third, and final, summit is expected to take place sometime in May 2018. A finalized plan is expected to be complete by July 2018. Austin Coming Together, a coalition of many Austin and west suburban businesses,

congregations and community organizations (including this newspaper), formed a steering committee earlier this year to lay the groundwork for the planning process. The second summit built on ideas that were generated during the first one in July, where attendees reached a consensus to push forward seven broad ideas, including the creation of a youth empowerment and inclusion plan, the development of homeownership initiatives, and plans to strengthen community collaboration, education and economic security, among other initiatives. “Again, this plan is for us, by us,” said Darnell Shields, ACT’s executive director. “And as you can see from representations of everyone who stood, we’re all involved in this process.” At the second summit, Dwayne Truss, an education activist who represented the education working group, said that his group wanted to devise initiatives that will improve opportunities for students and parents alike. “The increased parent involvement will lead to increased student achievement,” he said. “We want our schools to become places for parents, [where] they would be able to go to and have access to services they need.” Danielle Dixon, with the youth working group, said that her group wanted to see kids and teens get the help and support they need.

“[We want to] increase physical, emotional and mental well-being of the youth,” she said. “To have wraparound services for the youth and their families in schools and in the community. [In] Austin, as a whole, we deal with a lot of youth that have trauma attached to them.” Dixon also stressed initiatives that would work to improve the self-image of young people through social and cultural events and programs. “We want to inform them that they’re valued as African-Americans in this world,” Dixon said, adding that stakeholders also wanted to devise a plan to encourage youth entrepreneurship and to give young people more opportunities to learn Science, Technology, Engineering and Math (STEM) skills. Bradly Johnson, director of community engagement and strategic partnerships at Broader Urban Involvement & Leadership Development (BUILD) Chicago, said that the housing working group wants to see Austin residents of all income levels, including senior citizens and youths, have housing options. Vanessa Stokes, an ACT volunteer and head of the Austin Food Co-op, said that the economic development working group wanted to see improvements to major roads in Austin, in addition to more educational opportunities leading to good-paying jobs in

the modern economy. She added that encouraging more business development, particularly grocery stores, should be a priority. The civic engagement working group wanted to encourage more local residents to run for office and to participate in the local political process. Briana Shields, a graphic designer for ACT and Darnell Shields’ daughter, said that she wants more investments to be made in local artists and cultural institutions. Participants were asked to vote on some specific action items. Some of those items that generated some consensus included the implementation of a program that would train teachers on how to deal with trauma in students, among other skills. Another specific action was the possibility of turning the Laramie Bank building into a community and art center. June Williams, of Austin, said that she’s been fairly involved with the community and the quality of life planning process. She said she was pleased with how the summit went. “I believe that if we continue to follow through on the [ideas attendees voted for], it will work out well,” Williams said. “If we really do the priority items, then that will show progress and people will continue to be involved.” CONTACT: igorst3@hotmail.com

HEROIN

Overdose spike from page 1 tin, Humboldt Park, West Englewood, South Chicago, and Uptown, began handing out Narcan a couple of years ago. The client is one of more than 7,000 that COIP provides with services. Lee said most of their clients are on the West Side, and over the last five years, he’s seen the problem grow into an epidemic. Although he’s spent years witnessing the destruction heroin has caused in communities, Lee said it still hurts him to see it. He said he recently had a client he was urging to get into treatment for her addiction — a young woman. “I said, ‘I’ll get you into treatment,’ but she said, ‘I’m not ready for treatment,’” he recalled. “You’re living in an abandoned building,” he reasoned. “When are you going to be ready for treatment?” The demographics of clients are changing, too — more young users from the suburbs are getting hooked and ending up in the city, Lee said. Working the frontlines of the opioid crisis, he’s seen increased use by clients of prescription medications like Xanax, a Benzodiazepine — known on the street as “benzos” — used to treat anxiety disorders. And over the last several years, there has been ever-increasing circulation of heroin cut with Fentanyl, an opioid-based pharmaceutical pain reliever that is 50 to 100 times more potent than morphine, according to the Centers for Disease Control and Prevention. Vincent Palacios, who has been a COIP regular for about 15 years, is the second client of the day. He tells Lee there’s a batch of Fentanyl on the streets circulating now. “But whoever’s doing it knows what they’re doing,” Palacios assured Lee. “It’s a good mix. It’s definitely a good mix.” “How it cook up?” Lee asks, fishing for more information about whether a bad batch is on the streets. “Like a light purple-ish,” Palacios explains. “It clog the syringe up?” Lee asks. “Uh, uh. No,” Palacios said. “That’s what I’m saying. It’s actually a good mix.” He tells Lee that two bags of the Fentanyllaced heroin will keep him high for 14 hours. Lee continues questioning Palacios about withdrawal symptoms and whether he’s using the drug with methadone — Palacios is currently in a treatment program that provides methadone as an alternative to heroin. Asked if he sees Fentanyl frequently, Palacios said he first came across the high-powered opioid in 2009; he said the drug hits the street in waves. “It’s weird. Sometimes like when you see it, it’s everywhere, but then when it’s gone it’s hard to find,” Palacios said. “When they get it, it seems like they flood the damn streets with it and then, you know, when it’s gone you’ve got to wait until it comes back.

“Fentanyl is stronger than heroin, and me personally, I prefer the Fentanyl because, I think, it holds longer than the heroin.” He admitted that he’s overdosed more times than he can count. “Right now at this point in my life, I’m damn near 40 years old, I’ve been going to this [methadone] clinic for about roughly a year, and it does get tiring,” Palacios said. “I don’t need to come out here, obviously, because I go to the clinic. It’s not like I’m sick or anything like that. It’s just … I like the taste.” At COIP’s West Side office, 4756 W. Madison St., intervention workers see as many as three dozen clients like Palacios every day, according to Julio Garcia, COIP’s site study coordinator. The majority of clients are residents in the neighborhood and white kids and Latinos in their 20s and 30s. Garcia said young, once-affluent users from the suburbs are harder to reach because they often go untreated in the early stages of their addiction. When the sale of small quantities of needles was legalized in the late 2000s, it made it easier for young, affluent users to get, he said. “Now, in a weird way, it’s made it a little bit harder to reach these folks because problem with the suburban folks now is … they’re going to the pharmacy to get the stuff and going home,” he said. “They’re not hearing the harm-reduction part, they’re not hearing a referral for treatment and service and things like that.” Those users eventually find themselves in the city, ill-equipped for the hard streets of Chicago, according to Garcia. Suburban kids often start out using heroin with a small group of friends, which reduces their chances of getting an infectious disease. Once they reach the city, they begin sharing needles with strangers, which increases the odds of contracting HIV and Hepatitis C, he said. “There hasn’t been that much of a focus on the young suburban groups and what they’re doing in terms of harm reduction and stuff because, of course, the suburbs says, ‘Not in our backyard,’ in terms of treatment centers and that kind of stuff,” Garcia said. “So we’re kind of carrying the burden of the suburbs on us, and we don’t know how to really relate to them, in a sense, because they’re having a different experience than an inner-city black kid or an inner-city Latino kid.” Over a decade ago, he noted, COIP was providing mobile services to places like Oak Park and Forest Park, but budget cuts at the state level have limited their ability to go beyond the western border of Chicago. “That’s why we have the burden of the suburbs,” he said. He noted that it can be difficult for users to get fresh needles in some suburbs because pharmacies charge more and require identification to purchase. COIP is working to develop strategies to reach this population of suburban youth before they become heavily addicted. “I think now [the heroin epidemic has] taken a second wave because of the ubiq-
