Forest Park sued over fatal police shooting Lawsuit alleges false reports, ‘code of silence’ to protect officer

The family of a 26-year-old Glendale Heights man shot dead by a Forest Park police officer in February 2017 has
sued the village of Forest Park and the unnamed officer in U.S. District Court, asking for unspecified but “substantial” monetary damages. The lawsuit claims the police officer and other police personnel conspired to prepare false reports about the shooting
in order to maintain a “code of silence” to cover up the misconduct of the officer who shot Marco A. Gomez. The lawsuit was filed on Feb. 3, exactly one year after See LAWSUIT on page 9

hey found Miss Bernice dead in a doorway. Forest Park resident John Netherly said he knew that would happen. He had been pleading with police for months to take Miss Bernice to a hospital or mental health facility, telling officers the woman was not mentally capable of making decisions in her best interest. “There’s nothing we can do,” Netherly heard in return. The homeless woman then passed alone of a drug overdose on Jan. 24, after refusing Netherly’s offer to connect her with a social service, temporary housing, mental health or other agency. Netherly is the founder of the Bedrock Movement, a nonprofit that serves those like Miss Bernice who choose to sleep on the street instead of in a shelter. Keeping a legacy alive
f it weren’t for historians like Gladys Turner Finney, we wouldn’t know a hero of black history is buried here in Forest Park. Gladys is tireless in her efforts to publicize her hero, Professor Joseph Corbin, the African American founder of the University of Arkansas at Pine Bluff. She hosted a ceremony at Forest Home Cemetery, dedicating a headstone for Corbin, on Memorial Day 2013. Gladys was unaware that the grave already had an imposing headstone because the cemetery had no record of it. Believing that Corbin’s grave was unmarked, she raised funds to place a brand new one honoring the “Father of Higher Education for African-Americans in Arkansas.” About 60 people attended the dedication, including many alumni who traveled from Arkansas. The keynote speaker, Congressman Danny Davis, noted that if Professor Corbin hadn’t founded the university, Davis and his six siblings would never have had the opportunity for college educations. The son of sharecroppers, Davis was dirt poor but Corbin made college affordable. Honoring Corbin at Forest Home was only a small part of Gladys’ efforts. She was also busy writing his biography. Her book, Joseph Carter Corbin, was recently published to good reviews and solid sales. The book has also been nominated for an award in Gladys’ home state of Ohio. In her hometown of Dayton, Gladys started the Joseph Corbin Memorial Scholarship Fund. She recently received a letter announcing another donation. “In the heart
of winter,” Gladys declared, “it’s taken on a seed of its own.” It will still be the heart of winter when Gladys celebrates Corbin during a program at her College Hill Community Church, on Feb. 25. She is giving it a Forest Park touch. A reenactor, costumed like Corbin, will read his soliloquy from the Historical Society’s “Des Plaines River Anthology.” In the passage, Corbin speaks of becoming the third African American student to walk the campus of Ohio University. He earned a BA and two master’s degrees there. The man learned eight languages, including Danish! After graduation, Corbin moved to Arkansas and rose to become the state’s superintendent of public instruction. He achieved his dream of starting a college for Arkansas’ black students, where he taught Latin and Greek. The school was intended to teach the poor and Corbin wanted them to learn the classics. His rivals insisted that black students should only receive vocational training. After being forced out as superintendent, Corbin taught high school, before retiring to the Bronzeville neighborhood of Chicago. He left his legacy behind in Arkansas and Gladys was one of the students who benefitted. After her graduation from Joseph Corbin High School, she earned her degree in social work at the university he founded. She enjoyed a long career as a social worker at the VA hospital in Dayton. At the age of 83, Gladys is as feisty as ever. She has nominated Corbin for a U.S. postage stamp every year for the past

Her ‘place of happiness’ is the classroom Cheryl Frawley kindergarten teacher at Betsy Ross is a Golden Apple finalist By NONA TEPPER Staff Reporter
Conventional wisdom says having your own children makes you a better teacher. But Cheryl Frawley didn’t have kids. Growing up, she didn’t even have a younger brother or sister. Unlike her other classmates at Augustana University, Frawley didn’t always want to be a teacher — she just liked helping people and working with kids. On the last day of her freshman year, Frawley declared herself an education major on a whim, thinking, “I’m just going to try it, and then if I fail, I’ll pick something else.” Now, she says, “I could not see myself doing another job. The classroom is my place of happiness. I genuinely love going to work.” Five years since stepping in front of the kindergarten class at Betsy Ross Elementary School, Frawley has done so well that people noticed. She’s a finalist for a 2018 Golden Apple Award, an honor given by the nonprofit Golden Apple Foundation to teachers who exhibit outstanding perfor-
mance and leadership in their community. Of the more than 650 nominees — “the largest ever number of nominations,” said Alicia Winckler, the group’s president and CEO — Frawley cracked the top 30. In May, the Golden Apple Foundation will announce the 10 winners, who will receive a $5,000 prize, a spring 2019 sabbatical at Northwestern University, and induction into the Golden Apple Foundation, where they will mentor other educators, advocate statewide for education policy and review Golden Apple applications for the coming years. “I’m nervous and very hopeful; I want it not only for myself but for my school district and community,” Frawley said. Winckler said six Golden Apple winners from previous years have reviewed her application. In the coming weeks, she can expect a surprise visit from these former winners, who will observe her classroom teaching and talk to students and school personnel about her work. If Frawley is chosen for a Golden Apple, the group will again show up unannounced in her classroom to congratulate her on the award.
“Our foundation began with an intention to have an Oscar-like family lift up these amazing teachers who have mastered their craft, and change their lives as a result,” Winckler said. “We want them to see their place in society, which should be a very high marking and high-ranking place because they create a better future for young people.” Frawley said she applied for the honor in late 2017, highlighting her experience on District 91’s Future Ready Committee, where she helped resolve tech issues; the Balanced Assessment Committee, where she explained to other educators how to cater to all students’ needs; and worked with the district’s administrative team over the years to develop D91’s strategic plans. She credits the other teachers at Betsy Ross for helping her refine her teaching technique, and Principal William Minamow for placing her in leadership positions. Frawley said she always tries to use positive reinforcement to motivate her students to study harder. “I know sometimes people look just at the school’s test scores — they’re looking

Crime steady in Forest Park but car thefts rise Seventy-one cars were stolen last year, compared to 32 the year before By NONA TEPPER Staff Reporter
Motor vehicle theft ballooned in Forest Park in 2017, while the overall number of criminal complaints increased only slightly, according to data from the FBI’s annual Uniform Crime Reporting program. Last year, 71 cars were stolen in Forest Park, compared to just 32 taken the year before. Officers arrested 15 people for car theft in 2017, as opposed to just one arrest in 2016. Meanwhile, the total number of criminal complaints filed increased by 1 percent, with 2,270 complaints filed in 2017 compared to 2,243 the year before. Traffic citations comprised the majority of complaints, with 1,732 filed in 2017, down 40 percent from 2,930 the year before. In an email, Police Chief Thomas Aftanas said the red light cameras at Roosevelt Road were temporarily shut down for six months during construction. Meanwhile, traffic crashes increased about 5 percent year over year, with 920 in 2017, and 879 in 2016. Burglary, theft and robbery all decreased year over year. In 2017, police reported 59 burglaries, down 22 percent from 74 in 2016. An offender commits a burglary when they unlawfully enter a building with the intention of committing a crime. Incidents of theft declined to 320 in 2017,
down 24 percent from 423 in 2016. Police arrested 78 people in connection to thefts in 2017, down from 99 the year before. There were also 33 robberies in 2017, down 30 percent from 23 incidents the year before. An offender commits a robbery when they take another’s property by using person-toperson interaction with force, intimidation or coercion. Overall, felony and misdemeanor arrests also declined year over year. In 2017, Forest Park police arrested 172 people for felonies, compared to 218 felony arrests in 2016.
Police arrested 598 people for misdemeanors in 2017, down 19 percent from 740 arrests in 2016. Officers arrested and charged 18 people with aggravated assault and/or aggravated battery in 2017, compared to nine arrests the year prior. In 2017, there were 29 incidents of aggravated assault and/or aggravated battery, compared to 21 incidents in 2016. The number of arrests made for violations of the Cannabis Control Act declined 30 percent year over year, to 56 in 2017 compared to 80 the year before. At a December
Neighborhood Watch meeting, Aftanas said the department was switching its focus from cracking down on drug crime to carjacking. An arrest was made concerning the one homicide in Forest Park in 2017. The Cook County State’s Attorney’s Office charged Nestor Soto, 38, of Forest Park with one count of first-degree murder in the stabbing death of 25-year-old Ivens Soto on Sept. 20. Police discovered Ivens Soto’s body inside a house on the 7700 block of Adams Street, which is owned by Nestor Soto and his wife. Nestor Soto was the owner and chef of The Whistle Pig, a barbeque restaurant in Chicago, according to a July 2017 article in the now-defunct DNAinfo. Ivens Soto’s Facebook profile identified him as a flight attendant for American Airlines. There were no homicides in Forest Park in 2016. CONTACT: ntepper@wjinc.com

Neighbors celebrate legacy of newborn at Lana Smiles By NONA TEPPER Staff Reporter
Forest Parkers, North Riversiders and other nearby neighbors gathered at Healy’s Westside on Feb. 10 to celebrate Lana Smiles, a fundraiser honoring the life and legacy of Lana Shelton, an 18-month-old who died of Krabbe Leukodystrophy on New Year’s Day 2018. Lana Shelton is a member of the Goodman family, longtime residents of Forest Park. Attendees paid $50 for admission to the fundraiser, which bought them drinks, appetizers, live entertainment and the ability to participate in a silent auction. Proceeds will help defray Lana’s medical costs and supportive care not covered by insurance. Krabbe disease is a rare neurological disorder that can be treated if it is diagnosed
early. By the time symptoms appear, it’s too late to benefit from stem cells from umbilical cord blood to reverse the devastating effects. The victims become paralyzed, blind and deaf and finally are unable to breathe. First-time parents Laura and Don Shelton, of North Riverside, joined a tide of Krabbe families whose testimony to the state of Illinois resulted in a new law requiring every baby born after Dec. 11, 2017 to be screened for Krabbe disease. “Lana’s legacy is making sure that no other family in Illinois will have to endure the pain and heartache of this terrible disease,” Shelton told the Forest Park Review. Those who want to help donate should visit the family’s YouCaring site. As of press time, the YouCaring site had raised nearly $14,000 from 181 contributors.

Disabled Forest Park man, Progress Center employee robbed on Blue Line Offenders stole the man’s phone and then wheeled him of the train By TOM HOLMES Contributing Reporter
Two offenders robbed a disabled Forest Park man as he exited an L train on Jan. 24. Larry Biondi, who cerebral palsy has confined to a wheelchair, said this incident would not have happened if the Chicago Transit Service (CTA) provided the services they promised. Biondi acts as advocacy coordinator at the Progress Center for Independent Living, which provides social services to people with disabilities. Biondi said he was travelling about 2:30 p.m. from the Progress Center at 7521 Madison St. to the Illinois Medical District for a dentist appointment. Because the train door is about four inches higher than the platform at that stop, people in wheelchairs need a CTA employee to place a ramp between the platform and the train. The CTA is supposed to call ahead and alert a customer assistant to have a ramp ready at the destination. But as the doors opened at the stop that day, two young men approached Biondi,
rather than the CTA employee. One man asked if he wanted to buy drugs, while the other reached for Biondi’s cell phone, which was mounted in a bracket on the right arm of his wheel chair. “I tried to move my right hand to prevent him, but I wasn’t fast enough,” Biondi said. “While he took it, the other guy grabbed the joy stick of my wheel chair and drove me half-way out the door.” Biondi then shifted his wheelchair into reverse, got back on the train and approached the guy who had his phone, grabbing his coat and yelling at him. The other offender grabbed Biondi’s joystick and carted him off the train. Biondi tried to tell a train operator what happened, but because cerebral palsy has impaired his ability to speak, the operator couldn’t easily understand Biondi. She gave up trying, got back on the train and pulled away from the platform with the two offenders on board. Biondi then approached another man on the platform and was able to make him un-
derstand the word “robbery.” The man dialed 911, and Chicago police arrived about 10 minutes later to file a report. Biondi filed a complaint with the CTA on Feb. 5. The CTA did not respond to an interview request. Clark Craig, a Progress Center employee and Biondi’s primary translator, said the robbery would not have happened if the promised CTA employee had been present with a ramp, because his presence alone would have deterred the two muggers. This incident reveals that “a big focus should be put on CTA operators and agents. Operators should be trained in disability awareness, to be more attentive and make sure that someone is there to help you get off the train,” Clark said. Biondi said his adrenalin was flowing when he re-boarded the train and approached the two robbers. But later on, “when what had happened had sunk in, I was in shock for two days and couldn’t sleep,” he said. “I have used the train again but still haven’t used the Blue Line.”

Victim asked if he wants to turn the other cheek A man walked by St. John Lutheran Church, 305 Circle Ave., about 5:46 p.m. on Feb. 7. As he passed a man standing there, he offered a friendly “hello.” The man reportedly responded by punching him on the right cheek and asking, “You want more of this?” The victim continued walking south on Circle Avenue and called 911. The offender followed him. The victim ducked inside a bar at the intersection at Circle and Madison. Police arrived and questioned the offender, who was standing outside the bar door, if he had just been involved in an altercation. The man responded, “I don’t know, have I?” and stuffed his hands in his coat pockets. Police asked him to remove his hands from his pockets. The man refused, responding, “Why? Am I dangerous to you?” Officers searched and handcuffed the suspect, who shouted toward the victim, “You gonna come to lots of court dates? You better.” The victim said he does not know the offender. Officers transported the offender to the station and charged him with battery.
Head-butts, punches CTA security A Chicago man punched and head-butted a CTA employee after refusing to get off a Blue Line train, 711 Desplaines Ave., accord-
ing to a police report. CTA security told police they informed the man that he had to get off at the end of the Blue Line, on Feb. 6. The man responded by punching one security officer in the chest, and head butting another in the chest. Security called police and handcuffed the offender. Officers arrived at the station about 2:48 a.m. and tried to speak with the offender, but he was too drunk. Police searched the man and fond a stun gun in a soft holster in his waistband. Police transferred him to the station and charged him with two counts of battery.
Stolen, stripped tractor A tractor was stolen from Eagle Express Lines, 1900 Desplaines Ave., at 10:20 p.m. on Feb. 2, according to a police report. A manager for the company said that’s where Eagle Express parks vehicles not currently in use. The vehicle was not running and, to the best of his knowledge, was locked. He discovered the vehicle was stolen on the morning of Feb. 4, after its GPS indicated it was in Gary, Indiana. About 8:30 a.m. on Feb.5, Gary police recovered the tractor at 3125 W. 4th Ave. in Gary. The tractor’s wheels, rims and batteries were missing.
Breaks into lot to retrieve towed car A Forest Park man was arrested for criminal trespassing, after trying to break into NOBS Towing Company to retrieve his car, which had been towed for violating the snow route ordinance. The man approached 1510 Hannah Ave. about 10:10 a.m. on Feb. 6 and told the company he wanted his car but wouldn’t pay the $200 fine, according to the police report. The man mentioned something about shooting someone, which is when the company called the police. The offender told police multiple times that he would not leave and that they should just arrest him. Police told him they didn’t want to arrest him and that he should just pay the fine. An officer asked him if he had any weapons. The man gave police consent to search him and said, “Ya’ll gonna have to shoot an unarmed man.” He later exited the towing company, walking north on Hannah Avenue. But when an employee opened the car lot a short while later, the man returned and attempted to enter. The company again called police, and officers asked the man to leave. The offender refused and again tried to
enter the car lot. Police charged him with criminal trespass to property.
Copper theft, attempted and successful ■■A Park District of Forest Park employee noticed a bent copper pipe on the building while surveying the area about 1:45 p.m. on Feb. 8, according to a police report. The employee told police it looked like someone tried unsuccessfully to remove the pipe at 7501 Harrison St. About a week ago, the park district was victimized by a similar theft. ■■Someone stole copper pipes from a 2-story home on Harlem Avenue. The owner told police he purchased the home as an investment about a year ago, but he hadn’t visited the home in about two weeks. Police surveyed the scene, and discovered offenders forced their way in through the back door, and took copper piping valued at roughly $2,500 from the basement, first floor and second floor. The man said squatters have previously broken into the home.
These items were obtained from police reports filed by the Forest Park Police Department, Feb.5-12, and represent a portion of the incidents to which police responded. Unless otherwise indicated, anybody named in these reports has only been charged with a crime. These cases have not been adjudicated.

Park Service gets involved in Culture Park process Liaison makes appearance at village council meeting By ROBERT J. LIFKA Contributing Reporter
After three months of relative inactivity, the wheels on the effort to create a cultural park in Forest Park have started turning again. Mike Mencarini of the National Park Service appeared at the Forest Park Village Council meeting Monday to provide an overview of how his organization will assist the effort to create a cultural park for yearround use on village-owned property near the Altenheim Retirement Home at Madison and Van Buren streets. He told village officials he plans a two-phase outreach to solicit input from Forest Park residents and stakeholders on the proposal.

Police shooting from page 1 Gomez’s death, on behalf of his estate by his sister, Daisy Perez. The family is being represented by Andrew Stroth and Carlton Odim of Action Injury Law Group LLC, a Chicago-based firm that specializes in cases involving police shootings and allegations of police brutality. The suit claims that the village and police department fail to properly train police, encourage excessive force, fail to properly investigate police-involved shootings and fail to discipline officers “who engage in unjustified shootings.” According to the lawsuit, Gomez was at the wheel of a stolen Volkswagen and stopped at a red light in the westbound lane of traffic on Jackson Boulevard at Harlem Avenue in Oak Park on Feb. 3, 2017 when a Forest Park police officer spotted the car. The police officer reportedly exited his patrol vehicle and approached Gomez’s vehicle on foot. Forest Park police officials after the incident stated that Gomez attempted to perform a U-turn and that the officer got in front of the vehicle, ordering Gomez to stop. However, police said, Gomez drove toward the officer, who, “fearing for his life,” opened fire, striking Gomez. The lawsuit disputes that story. It alleges Gomez drove away from the officer after the light turned green, and that the Forest Park police officer fired one shot “without cause or provocation,” hitting Gomez in the chest, puncturing his lung and killing him. Gomez was not armed, the lawsuit alleges. Gomez was on parole and previously had
The Park Service in October awarded the village a technical assistance grant from the agency’s Rivers, Trails and Conservation Assistance (RTCA) branch to help officials create the cultural park. Mayor Anthony Calderone noted that the RTCA grant is not a monetary grant. Instead, the park service will provide technical assistance during the federal fiscal year to village officials as they move forward. The federal fiscal year began in October and will end in September. “My focus will be to solicit feedback from stakeholder organizations and community residents on what outdoor recreation or park/green space amenities they would like to see at the proposed site as well as what
they believe the opportunities and concerns are for the proposal,” Mencarini said, noting that proposals discussed previously have included a music venue. “My assistance for this project will focus specifically on the outdoor recreation and park/green space opportunities that are as-
served time in prison for robbery and theft, Illinois Department of Correction records showed at the time of the incident. He was earlier convicted of six thefts between 2008 and 2016 and convicted of robbery in 2008, records show. The Gomez shooting was the second Forest Park police-involved shooting within a five-month span between the fall of 2016 and winter of 2017. In October 2016, a Forest Park police detective shot and wounded a 34-year-old man suspected of stealing video games from Walmart. The person shot in that case, Micah Delrosario, of Addison, fled the store on foot through a cemetery and dumped the stolen merchandise in a wooded area before jumping into the Des Plaines River to elude police. The incident sparked a full-blown manhunt that included at least 20 police officers. Police eventually located Delrosario floating in the river downstream, near Cermak Road, where he exited the water and took out a pocket knife. Police at the scene, including Forest Park Detective Jarlath Heveran, who fired the shot that struck Delrosario, later told investigators that Delrosario appeared to be stabbing himself in the neck and aimed the knife point at his own chest while he tried to get him to surrender. Delrosario eventually exited the river and approached Heveran, who continued ordering him to drop the knife and stop advancing. When Delrosario reportedly failed to respond to those commands, Heveran fired one round and struck Delrosario, striking him in the hip. No statement by police who were interviewed by investigators in that case suggested Delrosario threatened any officer with the knife. The Illinois State Police Public Integrity Unit, which investigates all police-involved shootings, issued its re-
port to the Cook County State’s Attorney, which in August 2017 determined there was no conduct on the part of police that gave rise to criminal charges. Forest Park Police Chief Tom Aftanas said an internal review of the case determined Heveran did not violate any departmental policy. Heveran was not disciplined in connection with the Delrosario shooting, Aftanas said. Delrosario was charged with four felonies, including retail theft, unlawful use of a weapon and two counts of aggravated assault. He has been in jail since being treated for his gunshot wound and released to police custody. The case was scheduled for trial on Feb. 13, after the Forest Park review’s press time. The Illinois State Police Public Integrity Unit was also tasked with investigating the Gomez shooting, but as of mid-January that report was not yet available. Meanwhile, there two other cases pending in U.S. District Court alleging excessive force by Forest Park police. In November 2017, Trumell Lee alleged that he blacked out after being placed in a choke hold by a Forest Park police officer who had already handcuffed him during a 2016 arrest. In June 2017, a Forest Park man alleged that a Forest Park police officer knocked his teeth out during a 2015 incident. The village of Forest Park last year also settled a federal lawsuit brought by a woman who claimed she’d been raped by an on-duty police officer in September 2016. Following a state police investigation, the Cook County State’s Attorney declined to file criminal charges against the officer. However, the village last October paid the woman $191,000 to settle a civil lawsuit stemming from the incident. The police officer no longer works for the department.

Mencarini identified the Park District of Forest Park, the Historical Society of Forest Park, the West Cook YMCA, the Forest Park Chamber of Commerce, the Altenheim community, and the Forest Park Arts Council as examples of stakeholder organizations, but he indicated other organizations might be added to the list. The second phase will be to solicit resident feedback at outdoor events during the summer, such as the School District 91’s AllSchool Picnic in May or Music Fest in July. Mencarini explained that he plans to appear at such events with two poster boards, one listing possible features and amenities and the other a blank space for comments. For the first, he said he will have stickers marked with opinions, ranging from positive to negative, that residents will be asked to use to indicate which features or amenities they prefer to see and vice versa. For the second, he said he would provide small squares of paper with adhesive to residents to express opinions or make additional comments. He also is considering bringing the poster boards to the Forest Park Public Library or a park district facility for a day. Mencarini said he plans to provide a report to the village no later than September, which is the end of the park service’s fiscal year. In response to a question from Commissioner Joseph Byrnes, Calderone indicated he hoped to keep together an ad-hoc committee, formed by Ralph DiFebo and other village residents to create the cultural park proposal, but left the door open to a separate planning team or steering committee. “We might form a new group or we might keep the existing committee,” Calderone said. “I need to talk to Ralph.” The village bought the 11-acre property for $3.6 million in 2001. Over the years, several ideas for development, including from Fenwick High School and the West Cook YMCA, were eventually scrapped.

George Nigro, 84 Korean War vet, lifetime Forest Parker George G. Nigro, 84, husband of the late Joan Nigro, died peacefully on Feb. 6 in Blue Bell, Pennsylvania. A lifetime resident of Forest Park, he served in the Army during the Korean War. George is survived by his sister, Yolanda Nigro; his step-daughter, Deborah Damsch, his son-in law, Harry Damsch; his step-son, Robert Mix; his grandson, Scott Damsch; his granddaughters Stacy Rossini and Amber Mix; his great-grandchildren, Tyler Damsch, Alison Damsch and Zachary Rossini; and his niece, Cynthia Calamia-Taylor, among many nieces and nephews.
Laurie Ann McAndrews, 59 Dedicated to a cure for cancer Laurie Ann McAndrews (nee Peiler), 59, formerly of Forest Park, died on Feb. 11, 2018. Born on Earth Day, April 22, 1958, she generously loved not only the people in her life but cared deeply for the animals of the Earth and the environment they shared. Her concerns for others extended to a lifelong commitment to fund a cure for cancer and to supporting the children of Kidz Express. As part of her intuitive desire to make the world a better place, Laurie asked that her body be donated to science to further the medical education and research that will one day lead to a cure for cancer. Laurie was the mother of Martin McAndrews, Matthew (Kelsi) McAndrews, and Amanda McAndrews; the sister of William Peiler, Karen (Robert) Doty and Valerie Peiler, and sister-of-the-heart to Lisa McKamy, Beverly Masuda and Doug Low; cherished daughter of Betty and the late William Peiler; proud grandmother of Avery McAndrews; aunt to Merril Doty, Claire Doty and Daniel McAndrews; and friend to so many. She asked that, in lieu of a funeral, her life be celebrated for all the joy and love she shared with her family and friends. In keeping with her wishes, family and friends are welcome to gather at Drechsler Brown & Williams Funeral Home, 203 S. Marion St., Oak Park on Sunday, Feb. 18, from 1 to 4 p.m. to share stories and celebrate her life. Bedrock movement from page 1 researchers counted as being homeless in the Chicago suburbs in 2016, 110 were unsheltered. In the city, 1,243 of the 5,889 were sleeping outside. The Northern Illinois Chapter of the American Red Cross has recently recognized Netherly’s work with the homeless, and nominated him to receive a community service award at its annual Heroes Breakfast in May. Netherly has spent his life serving the homeless and mentally ill. His father, who balled as a Harlem Globetrotter before working at the post office for 40 years, and mother would often cook meals and hand them out in front of shelters. Netherly went on to study ways to give back, earning a master’s degree in social work from Dominican University, a master’s in urban ministry from Moody Theological Seminary and a master’s in business management at National Louis University. At seminary school, Netherly learned that homeless ministry is underserved. And, that those who serve this population, are often overworked. He decided he would focus his energy on the disadvantaged and has worked with the mentally ill for 15 years, and is presently employed by Presence Behavioral Health as a behavioral health technician. Since Netherly is unmarried and works the night shift at Presence, he spends six days a week travelling to the West and South Sides of Chicago and tending to the needs of the homeless. This experience gave credence to his suspicion that most,
if not all, of the people who choose to live on the street do so because they are mentally ill. He said he has established trust with many of the people he meets on the streets because the most important thing he does is to listen to their stories. “When I see a person on a bench or in a park who I suspect from my years of experience is homeless, I go up to them and say, ‘Hello, my name is John, and I’m a social worker. Please tell me your story,” he said. Netherly listens and then asks them what they need. It might be a cup of coffee or a bus pass. He has given out tents and sleeping bags. Sometimes he’ll rent a room at a cheap motel and make appointments for homeless to shower while he cleans their clothes at a nearby laundromat. He swears by the Australia-based Backpack Bed for the Homeless, a company that makes sleeping bags that keep people warm in zero degree weather. Netherly kept it hidden from his family and friends for about 10 years that he served the homeless. I “didn’t feel it was a big deal or that no one really cared,” he wrote on his website. It took his friend Pastor Rickey Kendrick to tell him how important his work really was. In 2014, Netherly founded the Bedrock Movement, which “exists to help the homeless [and] mentally ill, receive dignity, safety, and empowerment for a high-quality of life on a daily basis,” according to its mission statement. Unlike Housing Forward, a Maywood nonprofit that aims to provide vulnerable with housing and job support and has a full-time staff of 40 and $4.5 million annual budget, Netherly is the director of Bedrock and its only worker all rolled into one. His expenditures average

Those who want to donate comforters, tents, bed bug spray and more can reach out to the Bedrock Movement on Facebook. Budget and personnel constraints have forced Netherly’s help to be simple and cost effective. For example, a challenge for people on the street is staying dry as well as warm. His solution is to buy heavy duty garbage bags, cut holes in them for heads and arms and give them to the people he serves to wear like ponchos. Netherly said his work has pulled him emotionally and spiritually in two different directions. On the one hand, he wants to respect the homeless and care for them where they are, but he also knows that people like Miss Bernice are not capable of making decisions in their own best interest. After her passing, Netherly approached state Rep. LaShawn Ford to ask him to introduce “They Refuse Help,” a bill which would not only authorize, but compel police officers to take people on the street who are clearly not able to make decisions on their own behalf to a hospital or mental facility. Netherly also advocates for Chicago to follow the lead of Arizona, and install a tent city, or area that is legally designated for the homeless and mentally ill to sleep. He believes the city should offer homeless counseling, a 24hour bathroom, area to wash clothes, medical services and food and water.

Proviso East lands scholarship, nonprofit donation Art teacher wins $1K, student academy gets $2K By MICHAEL ROMAIN Staff Reporter
A Proviso East High School art teacher was recently awarded a $1,000 scholarship from an education nonprofit and the school’s Student Academy Council recently received a $2,000 donation from a digital marketing agency. Daphne Hill — master-certified in art education, co-wrote curriculum for the high school’s AP Studio course and founder of a new art club, among other activities — was recently awarded the scholarship from the Common Roots Initiative. The nonprofit works to “deliver opportunities that inspire under-reDAPHNE HILL sourced high school youth and their teachers to courageously create fulfilling careers,” according to a statement the organization released. The scholarship, CRI officials stated, is the first the organization has offered that included funding for professional development, as well as classroom projects. “I am looking forward to purchasing a new classroom projector that I can use every day in my classroom,” Hill said. “It will allow me to spontaneously show my students images and videos that will be useful for their individual project work on a daily basis in a way that has not been available to me before.” Hill added that she’ll use the rest of the scholarship funds to complete a continuing studies course in graphic design at the School of The Art Institute of Chicago. “This course will update my knowledge of graphic design software in line with the programs we currently have available at Proviso East,” she said. Kesha Green, CRI’s vice president, said all of the teacher scholarship candidates were impressive, but “we could clearly see that Hill’s vision would closely fulfill the needs of current students and provide a great foundation for innovative curriculum growth.” And last month, March Media Chicago announced that it had decided to give $2,000 to East “after learning about [the] school and its mission.” The marketing agency had been working on a rebranding project for the high school when it made the decision to donate the money. According to a statement the company released on Jan. 27, the money will go to the school’s Student Academy Council, which holds fundraisers and other events in order to encourage academic engagement. “Our first purchase will be academy pins and polo shirts, which will be gifted to the second academy cohort,” said Bertha Luiz, College and Career coordinator at Proviso East. A Golden Apple finalist
C
heryl Frawley, a kindergarten teacher at Betsy Ross School, is one of 30 finalists for a 2018 Golden Apple Award. These are the honors awarded annually to top teachers across Chicagoland. This District 91 teacher was selected as a finalist from a pool of more than 650 nominated teachers. It will be later this year that we’ll all find out if Frawley is among the 10 top teachers chosen. Enthusiastic and optimistic about our town’s students, Frawley represents a new generation of Forest Park teachers. Just five years into her educational career, Frawley teaches kindergarten at Betsy Ross. But she also embraced the many opportunities the district has created to draw teachers into leadership and planning roles within the district. Our schools are not without their failings. But we continue to be impressed by the way this small district has adopted an array of progressive programs that offer and expect teachers to be empowered outside of their classrooms. Education is changing rapidly, whether the issue is updating teaching methods or incorporating technology into classrooms in ways less about being cutting edge and more about crafting individualized learning programs for each student. D91 has seen more opportunity than obstacles in these challenges and its administrative and board leaders have understood that the way forward is in the active participation of teachers in creating this change. A lot of good plans have died on the vine in a lot of school districts because they never achieved buy-in from the largest constituent group: teachers. Forest Park’s public schools have worked hard to empower teachers and principals in their schools. Frawley, for instance, has been involved in district-wide initiatives on technology and balanced assessment tools measuring student progress. She has taken part in the district’s strategic planning. These are the sort of activist teachers any district can build on. It is a great honor to be nominated for a Golden Apple. An honor for Frawley, for Betsy Ross and that school community, and for Forest Park. We wish her the best as the selection process continues.
Another police lawsuit
Marco Gomez was anything but a model citizen. Convicted of six thefts and one robbery between 2008 and 2016, Gomez was on parole one year ago when he was spotted by a Forest Park police officer driving a stolen car, stopped at a red light at the intersection of Harlem and Jackson. What transpired next is now the subject of a federal lawsuit brought by the sister of Gomez on behalf of his family. Police say that, as a Forest Park officer approached the car on foot, Gomez attempted to make a U-turn and to drive at the officer. That unnamed officer fired one shot and killed the unarmed Gomez. The suit alleges that Gomez drove away from the officer as the light turned to green and before he was shot. The courts will grind through this case, there will be a result and, hopefully, justice. As we have before, we simply note that for a small police department Forest Park finds itself in court defending its police department more often than other towns of similar size.

Travel tips to save your vacation
riend of mine sent me this email recently: “If traveling with a partner or small group, how do you divide the costs? This is pretty easy if it’s someone you’re, say, married to — if you’ve already got shared money, it seems straightforward. But if you’re going on a trip with, for example, a non-cohabiting boyfriend who makes about the same amount of money as you, so you want to pretty much split things evenly, how do you do it? Go Dutch on each restaurant check as it comes? Square up when you get home? Figure, I’ll get this and you’ll get that and it’ll turn out close? I should note, in the specific situation I’m asking about, neither of us are crazy and both of us are decently employed, but I’d welcome your thoughts on what to do when a person is crazy, or someone makes a lot more than someone else.” I’m just going to give the married readers (and the divorced ones, too) a moment to finish laughing at the assumption that it is easy to share travel costs if one is married. On to the question: I would give my brother a kidney, cheerfully and without hesitation. I will not, however, play Monopoly with him. We both understand that doing that would only be fun for one of us. (At best.) Some friendships need that line around travel. However well you may get along at home, even close friends can be travel-incompatible, and there’s nothing wrong or weird about that. Being unable to mesh on a hobby doesn’t expose a fatal flaw in your friendship. Everyone doesn’t travel well with everyone. That in mind, there are some strategies that can smooth the path. When traveling with one other person: You asked, specifically, about a non-cohabiting person of pelvic interest who is, happily, a financial equal and not crazy. This is an easy one: Straight cash, homie. Let us say you and the BF are going away for five days. You two need to figure out your total walkin’around money* in the budget for those five days. Let’s say it is $1,500. Each of you needs to contribute $750 in cash to an envelope marked “Vacation” before you leave. Now you have, between you, $300 a day. How you divide that — $150 each every morning; $100 each, plus $100 for dinner**; he carries the roll; you carry the roll; let’s just figure out how we’re gonna spend it all in advance, snoogums — is a ground-level decision between you two. What’s critical to this strategy is that you both agree that nobody is whipping out a credit card until you’re
back at home. If you both contribute the same amount, and you basically do the same stuff, the pool of money will divide itself evenly. (This method also works with a platonic cotraveler or a cohabiting romantic partner who brings the same amount to the table that you do.) When there’s an imbalance in income, suck it up and talk about it. It’s different for a love interest than for a friend, obvs, but in either case you can figure out a solution that works for everybody well in advance. What’s key is that you work it out at home, rather than in the field. It’s much easier to refuse the “Helicopter skiing, my treat” offer when you aren’t looking at the mountain. (And do refuse. Acceptance of that offer is very likely to come up during a Grade Five Plate-Thrower somewhere down the road.) And if the person is crazy, dear heart, don’t travel with that person. Shed them. If the sex is that good, stay in. When traveling with a group: This is more about setting expectations and managing potential conflict. It’s still pretty easy to do if y’all cooperate. First, set some policies: 1) Everyone doesn’t have to do everything. If four of you want to take in the $48 Monday Night Dragstravaganza Stage Spectacular, and for whatever reason two of you don’t, no problem. The last two don’t have to. There is no need to make it about money — maybe the two sitting out just can’t stand Cher. 2 All meal checks (including a 20% tip) will be divided evenly by the number of people at the table. The ef efficiency of this is a breathtaking upgrade over everyone trying to work out what they owe from a 3-foot-long check and it’ll all work out evenly over time. (Separate checks among two or three couples is fine, too, and sometimes works better for splurgy dinners, as long as you tell the server from the jump.) 3) Maintain a blacklist. Travel should be pleasant; having to worry about someone with a history of not pulling their own weight doing so again will spoil the trip for you even if they get it right this time. Be ruthless. It’s your vacation. In closing, here’s my best rule of thumb for knowing if you are managing companion travel correctly: Everyone should feel, at all times, like it’s probably their turn to pay. *“Walkin’ around money” is the trip budget excluding airfare, hotel, and anything else you pay for pre-trip (theater tickets, ski rentals, etc.) which you can divide evenly ahead of time. **The yours-mine dinner strategy works especially well in Vegas if one of you is a gambler and the other is a shopper and each of you finds the other’s hobby a little unseemly. (Hi honey!)

Oak Park zoning board says no to dividing landmark property Owner cites financial hardship as reason for request

n Feb. 7, the village of Oak Park’s Zoning Board of Appeals voted not to recommend approval of a zoning variance to allow a landmark corner property at 500 Linden Ave. to be subdivided. Raj and Dhanalakshmi Ganesan purchased the Tallmadge and Watson-designed home on the northeast corner of Chicago Avenue in 2005 for $1,370,000. In December, they submitted an application for a zoning variance for the property, stating their desire to subdivide their approximately 18,377-square-foot lot into two lots: one of 10,150 square feet containing the existing house and another of 8,228 square feet, on which they would build a new house. In 2006, they sought and received local landmark status for the circa-1919 property, which is located in the Frank Lloyd Wright Prairie School of Architecture Historic District. In April of 2010, they listed the property for sale for $1,599,000 but deactivated the listing three months later. The home has been listed for rent for over 100 days for $5,500 a month. On Feb. 7 meeting, Raj Ganesan stated that he and his wife sought the zoning variance due to financial hardship. A realtor advised them that their house had an estimated market value of $1,150,000, almost 20 percent less than their purchase price. Property taxes on the property rose from roughly $20,000 to $36,000 since 2005. Their realtor also advised them that in 2017 the area saw 87 homes list at $1,000,000 or higher and only four of those listing sold. Ganesan requested the variance, citing the declining value of his home, rising property taxes and the 2018 changes to the state and local tax deductions in federal tax law. Ganesan and his architect, James Collins, stated that the Ganesans’ intention was to build a new house between the original house and Chicago Avenue. As they stated, the original house would still retain a market value between $900,000 and $1,100,000 while a newly constructed home on the smaller lot could fetch approximately $900,000 when listed for sale. Bruce said such variance requests are fairly rare, but admitted that the pressure for owners to try to find ways to get more from their property is becoming more prevalent.
Reversing a trend? In a letter to the Zoning Board of Appeals, the Oak Park Historic Preservation Commission stated unanimous opposition to the proposed subdivision of 500 Linden Ave. Preservation Commission Chairman Chris Payne noted that there has been a trend in recent years to demolish smaller ranch homes that destroy the grand appearance of estate homes fronting Chicago
Avenue, pointing to the demolition of two homes on the north side of Chicago at Euclid Avenue. Payne expressed concern that allowing the subdivision would set a precedent that would go against that positive trend. voiced concern that the historic character of the home and neighborhood would be negatively impacted by a subdivision of the property. John Biek, who lives directly across Chicago Avenue from the Ganesan house, says that he and his wife, Tina Norton, were opposed to the subdivision of the property, but not without some misgivings. Calling the Ganesans great people, he said his concerns are based solely on the architectural integrity and character of the streetscape. “In terms of architectural character and feeling for the neighborhood, it is in jeopardy if the Zoning Board of Appeals grants these variances,� Biek said. Calling attention to the wider frontages and deep setbacks, with larger distances between homes in the Frank Lloyd Wright Historic District, Biek says that the neighborhood is a little less dense than other areas. “Putting an infill house on Chicago would be totally out of character,� he said. Biek echoed Payne’s concerns about reversing the trend on Chicago Avenue of removing infill houses and restoring the neighborhood to what it was historically. Biek also agreed that it would go against the home’s landmark status to cover up the Tallmadge and Watsondesigned exterior with a new home. Members of the Zoning Board of Appeals, after a few minutes of discussion, unanimously agreed that issues of tax hardship and housing market swings were not valid reasons to grant a variance from the zoning ordinance.
