During the summer, Ernesto Gasse would rather be playing outside with his friends. In the winter, he’d rather be playing inside with his brother Antonio. Instead, he’s reviewing math problems with his father Daniel every night of the week, spending at least 20 minutes reviewing geometry, algebra, fractions and more. “I don’t like it, but I want to get into PMSA,” said Ernesto, noting that when he takes practice entrance tests for Proviso Math and Science Academy, he doesn’t know half the material. Then he reflects on how all his friends who are a year older had trouble placing into Proviso Math and Science Academy, too. A Forest Park front yard Christmas tableau

t’s Christmas Eve and the front lawn of a Forest Park home is populated by an odd combination of characters. Standing in the snow are Santa, Rudolph and Frosty, while the holy family huddles in a nearby crèche. Cows, sheep and a donkey stand watch over the newborn in the manger, and Mary gazes down at him with tenderness. Joseph is by her side and shepherds stand in awe. Next to these poor men, three kings sit astride camels, holding expensive gifts. As fresh snow starts to fall, these characters come to life. Frosty was the liveliest. He danced and sang, startling the young shepherd boy, who was cradling a lamb. Frosty was delighted to have children around him. Rudolph was also in a great mood. The stable reminded him of the shed where he was born and he was proud that he had risen from such bleak surroundings to become a key leader. He had been through so much, being bullied by the other reindeer, who teased him for his red nose. He knew this was his special gift and was grateful for its glow.

Santa was jolly, as always, knowing that the gifts he carried would bring hope and happiness to the world. He also knew that his gift-giving would encourage others to be generous. Joseph was dismayed by the demonstration and Mary worried they would wake her son. But Jesus slept contentedly; even the cattle did not disturb him. The kings on their camels looked down in disapproval. Rudolph didn’t care for that. “So what if we act silly. We’re not afraid to be different. After what I’ve been through, I’ll never look down on someone for being different.” One of the kings felt ashamed. “You’re so right. When we return to the East, people will see that we’re not the same. That this journey has changed us forever and we’ll never be content with the old ways. We must find the courage to face this criticism.” “Hey guys,” the shepherd spoke up, “If you think you’re outcasts, try watching sheep. We’re dirty and cold and sleep under the stars. We are paid next to nothing and the people of the village shun us. Yet, look at

us now, we are standing in the company of kings and watching the miracle of new life. I’ve never felt prouder to be a shepherd.” Being a simple carpenter, Joseph felt a kinship with the shepherd. “I also work long hours and don’t have much to show for it. The government forced me to drag my pregnant wife all the way to this godforsaken place. A husband is supposed to be a good provider. It hurts that I couldn’t find my family a proper shelter and to see my son lying where the animals eat.” Mary had been quiet but couldn’t contain her pain. “None of you men can know what it feels like to be an unwed mother. I am surrounded by gossip and accusing eyes. I will never be accepted by society, but I don’t care. This is the happiest night of my life and I wouldn’t trade this place for a palace.” Santa beamed as he spoke. “Rudolph, you have been my light but just think, even this baby can bring his light to the world. All of us here, we must let our light shine! The world may be a dark place but, in this village, there is light that shines inside the people throughout the year. Council raises more fees to close budget shortfall Garbage and yard waste rise for the first time in 5 years By ROBERT J. LIFKA Contributing Reporter

Forest Park residents will have to dig a little deeper to pay for garbage and yard waste collection following action by the village council Monday. Village officials defended their unanimous vote to increase the garbage and yard waste collection fees 3 percent annually for three years, 2 percent annually for three years for senior citizens, by noting the rates have not increased in five years while the village has absorbed annual increases from the village’s waste hauler. “We’re not making money on this,” Mayor Anthony Calderone said. “This just keeps us even instead of absorbing increases.” Commissioner Tom Mannix agreed. “This is not a money grab,” he said. “We’re meeting our contractual increases. This is making us whole.” Calderone explained that the contract between the village and its waste hauler

includes annual increases equal to the consumer price index, which has averaged about 1 percent in recent years. That translates to an estimated $100,000 since the last increase in residents’ collection fees in 2012. Under the new collection-fee structure, the bimonthly residential fee for garbage, rubbish and recycling will increase from $27.41 to $28.23, and the bimonthly senior citizen fee will increase from $17.85 to $18.21. The bimonthly yard waste collection fees also will increase, with the residential fee rising from $3.74 to $3.85 and the senior citizen fee rising from $3.37 to $3.58. Village officials said the increases will cost a residential customer an extra $5.58 per year and a senior citizen customer an extra $2.28 per year. Similar increases will follow in 2019 and 2020. On Jan. 1, 2019, the bimonthly garbage, rubbish and recycling collection fee will increase to $29.08 for residents, $18.57 for senior citizens, and the bimonthly yard waste

fee will increase to $3.97, $3.51 for senior citizens. On Jan. 1, 2020, the bimonthly garbage, rubbish and recycling collection fee will increase to $29.95 for residents, $18.94 for senior citizens, and the bimonthly yard waste fee will increase to $4.09, $3.58 for senior citizens. Village officials estimate the fee increases will provide an additional $21,000 in 2018. The last collection fee increase, approved in 2009, also was phased in over a three-year period. The collection fee increase is the second by the village council in as many meetings. Village officials, on Nov. 27, approved an increase in fees for parking permits and parking tickets. The two actions implement three of many recommendations made at a budget workshop in October on closing a $1 million shortfall. Other recommendations include imposing a sewer tax and charging for parking on Madison Street and Roosevelt Road.

Village annual levy increases by a factor of 4 Residents won’t see it reflected in tax bills, officials say

Forest Park officials will raise an additional $239,000 through the village’s annual tax levy adopted Monday, over four times higher than in previous years, but residents will not see a corresponding increase on the village portion of

their property tax bills. Almost half of the increase is the result of the termination of the Roosevelt Road tax increment financing (TIF) district. A higher consumer price index (CPI), which affects the tax cap, also led to increased property tax revenue. The levy calls for $5,502,948 to be raised in property taxes for the fiscal year that began May 1, 2017 and ends on April

Area schools prep for new handwriting requirements Requires students to learn cursive before 5th grade, effective 2018

Starting on July 1, 2018, all public elementary schools in the state will be required to offer at least a unit of instruction in cursive writing to students before they completed the fifth grade. Some local districts, like Forest Park Elementary School District 91, are already preparing for the new requirements. Last month, both the Illinois Senate and House of Representatives voted overwhelmingly to override Gov. Bruce Rauner’s veto of the bill creating the requirement. In his veto message, Rauner argued that the “legislation constitutes yet another unfunded mandate for school districts that will not protect the health or safety of Illinois students. “If the General Assembly believes that cursive writing instruction should be required in elementary schools because it will improve student outcomes, it should be included

in the Illinois State Learning Standards and funded accordingly.” But supporters of the bill argued that the extra cursive instruction would give students a skill that’s still essential — despite the changing technological landscape. “As technology has advanced in the fast-paced world we live in, the way we write and communicate with each other needs to adjust as well,” said state Rep. Emanuel “Chris” Welch (D7th), who introduced the bill, just after both houses overrode Rauner’s veto. “To make our young students stronger readers, writers and critical thinkers, our schools will again teach cursive so they can begin to develop these necessary skills,” Welch said. “Cursive writing is a skill children will need throughout their lives,” said state Sen. Kimberly Lightford (D-4th), who sponsored the bill in the Senate. “You cannot write a check, sign legal documents or even read our Constitution without an understanding of cursive writing.” Both Oak Park Elementary School

District 97 and River Forest District 90 already teach cursive writing to elementary school students. Chris Jasculca, the communications director for District 97, said that while his district offers cursive instruction to second- and thirdgraders, officials will still be taking steps to ensure future compliance with the new law. “We’ll be assessing and evaluating our practices in the months ahead to ensure that they meet the standards set forth by the law, are being implemented with consistency and fidelity, and are meeting the needs of our students,” Jasculca said. At least one area administrator has spoken out against the new law. Louis Cavallo, the superintendent of Forest Park School District 91, said that while his district already teaches cursive, “it’s not a 21st-entury learning skill by any stretch of the imagination.” Cavallo said that he met with Welch last year before the cursive writing legislation passed and expressed his disapproval to the lawmaker. “There’s too much being added to all of our plates with nothing going away,” Cavallo said. “You should look sometime at what is required, it’s whenever any legislator finds something that they feel is their pet project. “We have everything from Bosnian genocide, just some of them are crazy, date rape, they’re important topics, but they say, ‘You need to teach this, you need to teach this,’ and they just keep getting added, but nothing ever goes away.” Nona Tepper contributed to this report. 30, 2018, an increase of $239,705 above the $5,263,243 requested for the fiscal year from May 1, 2016, to April 30, 2017. The property tax levy covers less than 20 percent of the village’s appropriation, with the remaining revenue coming from sales taxes, fees and grants. Letitia Olmsted, village finance director, noted that the additional revenue from the termination of the TIF district is estimated to be $104,000. “The TIF termination led to this increase,” Commissioner Tom Mannix said. “It won’t have a big impact on homeowners.” Olmsted said the levy will generate an additional $111,000 in “new money” as a result of the higher CPI. Village Administrator Tim Gillian emphasized the increase in “new money,” noting it has averaged less than $50,000 in recent years. “We got a little more this year due to the higher CPI,” he said. Olmsted pointed out that the CPI has averaged 1 percent in recent years. In the past, village officials have noted that the village portion of the average village homeowner’s property tax bill is not as significant as the portions for education, specifically Forest Park Elementary School District 91 and Proviso High School District 209. Referring to previous years’ lean budgets, Mayor Anthony Calderone praised current staff, current elected officials and past elected officials for doing a “stellar job” in managing our finances. “I haven’t seen any irresponsibility,” he added. Olmsted noted that half of the village’s property tax levy goes toward pension obligations. The council also approved the annual tax levy for the Forest Park Public Library, which falls under the auspices of the village but is governed separately. The library levy for FY2017-18 is $1,812,793, an increase from $1,752,473, half of which, like the village’s increase, comes from the termination of the Roosevelt Road TIF District. In addition, the village council on Monday passed two additional levy-related ordinances, one directing the Cook County clerk to calculate separate limiting rates for the village and for the library and the other directing the County clerk to reduce the corporate fund portion of the village’s levy if the overall amount requested needs to be reduced. The village and the library are both subject to the Property Tax Extension Limitation Law, which limits property tax levy increases to 5 percent or the CPI, whichever is lower. This year, the tax cap is 2.1 percent, which is the CPI. Of the village’s levy request, $1,037,948 is for the Office of Public Affairs, which includes $900,000 for the police department, and $3,425,000 is for the Office of Accounts and Finances, which includes $960,000 for the fire department. TIF is a tool that Illinois lawmakers gave local governments in 1977 to help them restore their most run-down areas or jumpstart economically sluggish parts of town. With this tool, financially strapped local governments can make the improvements they need, such as new roads or new sewers, and provide incentives to attract businesses or help existing businesses expand, without tapping into general funds or raising taxes. Following creation of a TIF district, the equalized assessed valuation (EAV) of the property is frozen for taxing bodies whose boundaries include the district. Any property tax revenue generated by the increased EAV goes into the TIF fund to be spent on improvements in the district, generally infrastructure. Since its creation in 1993, the EAV of the Roosevelt Road TIF District has increased from $1,570,380 to $6,748,617.

Third-grader designs new D91 schools logo More than 25 designs submitted by students from across the district By NONA TEPPER Staff Reporter

Forest Park District 91 schools now have a new logo — designed by a third-grader. School staff, students and community members recently cast more than 700 votes for a new logo, and on Dec. 18, the results were in: Nialiah (last name withheld by D91), a student at Grant-White Elementary School, drew up the winning design for her district, which features students of all colors reaching together for an apple. “It’s exciting to be able to have a logo that represents the school district but also was inspired by students’ artwork,” said Rebecca Latham, district spokeswoman. A graphic designer will now re-imagine Nialiah’s logo, which will eventually be posted on the school website and materials throughout the year. Designing a new logo was part of the district’s to-do list for the year. In August 2016, the district launched a new website, ForestParkSchools.org. When web developers designed the new site, they used a blackand-white picture of an apple with a circle

around it as the school logo, rather than including the district’s old insignia, which Latham said resembled the cartoon character Gumby. In the beginning of 2017, district officials hired Chicago-based graphic designer Rachel Koesser to redesign all the school mascots, in an effort to standardize them stylistically. Prior to that, schools just used clip-art of a bear, eagle, shark and more. This past October, the district followed up with the plan to redesign its logo. D91 solicited design proposals from students across the schools, and received 25 ideas over the next month. On Nov. 21, the design contest closed, and Latham, Supt. Louis Cavallo and officials from the district office chose three finalists — one from each school. “Any chosen would be an awesome fit for the district,” Latham said. Throughout the month of December, students, staff and community members cast more than 700 votes for their favorite design. And on Dec. 18, Nialiah was announced as the winner.

Tenants move out after targeted shooting More than 20 bullets struck residence on the 1000 block of Circle Several Forest Park residents called police about shots fired on the 1000 block of Circle Avenue, Dec. 12. At least 20 shots were fired at 1021 Circle, with bullets striking residents’ walls, windows and a TV, according to a statement issued by the Forest Park Police Department. No injuries were reported. Detectives believe the shooting was not a random act of violence and are working to establish a motive. Officers arrived at 1021 Circle about 11:35 p.m. and immediately noticed several brass shell casings strewn across the street, according to a police report. One neighbor told police he heard approximately 10 shots, looked out his window and saw a young man run into a dark, four-door Sedan that was parked facing the two-flat. The man got into the car, and the vehicle sped northbound. Police walked around the residence, found a shattered window on the second floor with a large hole through its center, and noticed several bullets had hit the building’s exterior. A resident on the second floor walked downstairs and let officers into the building. She was visibly shaken when she greeted police, but not hurt. Residents on the first floor, which included a family with two young children, told police they were not injured but very scared. Officers described them as visibly shaken. They said they had been in their front room, which faces Circle Avenue, watching TV when they heard loud shouting and bullets flying into the unit, striking their windows, walls and TV. The family said they don’t have any problems with people and could not identify any suspects. Residents on the second floor told officers they had been

in the unit when they heard shouting and a bullet entered their apartment, striking their wall. They told officers they didn’t see the offender and could not provide suspect information. When talking to police, officers noticed the victim was eager to leave immediately. Police later found he has a twin brother whom Forest Park police arrested in April 2017. Both brothers share similar neck tattoos. A resident of 1025 Circle Ave. told police he was sleeping during the incident, and woke to the sound of muffled gunshots. He said his family did not need any medical attention. Their home was not damaged. A resident of 1019 Circle told officers he heard several gunshots, looked outside and saw a black Honda Civic traveling northbound on Circle, then headed east on Harvard Street. He said the vehicle did not leave the scene quickly. Several bullets impacted the exterior of his residence. The victim believes the shooting might involve the residents who live on the second floor of 1021 Circle because he has had issues with them since they moved there in January. Another neighbor told police he was in his back room when he heard about 10 shots. He also said he has noticed suspicious activity by residents of the second floor of 1021 Circle for about a year. A resident of 1003 Circle Ave. told police they heard about six gunshots, a pause and then another six gunshots. “Detectives are presently conducting an in-depth investigation, working with the landlord and scouring the neighborhood for further witnesses or any video footage that might shed some light on the identity of the offenders in

this reckless shooting,” according to a police statement. Detectives believe offenders targeted the two-flat and that this was not a random shooting. They also noticed there are two security cameras mounted on the side of 1033 Circle Ave., which might have recorded the incident. In a Facebook post, Mayor Anthony Calderone praised the work of local police and landlord Atul Mohlajee for moving tenants out of the residence. Mohlajee is an Oak Park resident who purchased the then-foreclosed 1021 Circle building for $155,000 about three years ago. “The landlord of 1021 Circle has been extremely cooperative since the event of last week and took steps immediately to excuse the tenant on the second floor,” Calderone wrote. “They moved out this weekend. Excellent work by our Crime Free Multi-Housing officer and the concerned and cooperative landlord.” Mike O’Connor, crime-free multi-housing officer for Forest Park, said Mohlajee voluntarily enrolled in the local crime-free multi-housing program many years ago, to learn best practices on how to rent to tenants and manage property. He had all renters at 1021 Circle sign a crime-free lease addendum, which essentially promises the landlord they will do what they can to keep crime off the property. The shooting on Dec. 12 violates that portion of the lease; it also violates a state law that says if a landlord believes a Class A misdemeanor is occurring on the property he has the right to void a tenant’s lease. Mohlajee “told them they had to go and they said OK,” O’Connor said. “He told them he had everything lined up in case they fought him on it; it didn’t get that far.” Mohlajee did not respond to an interview request. O’Connor and a nearby neighbor said they believe all the tenants have moved out of 1021 Circle Ave. O’Connor said he didn’t know if the second floor tenants moved out of Forest Park.

Arthur Agee Jr., featured in the 1994 Oscar-nominated documentary Hoop Dreams, was released on bond from Cook County Jail on Dec. 17, after allegedly kicking his female companion several times outside a Forest Park bar. A Glendale Heights woman approached a Forest Park police officer at the 711, 205 Harlem, about 11:37 p.m. on Nov. 19, according to a police report. She extended her hands, which had traces of blood, and showed the officer her forehead, which also had a small amount of blood. She said she wanted to file a report against her boyfriend. The victim said Agee had jumped on her outside Pioneer Tap. She said she had joined him at 7445 Randolph St. earlier that evening and the two had begun to argue after she reportedly confronted him about lies he had been telling her. She said the two were in an alley when Agee, about 6-feet-2 and 200 pounds, threw her to the ground and started kicking her. She could not remember how she got the blood on her head. The woman said Agee took her cell phone, threw it on the ground, and then fled the scene in a grey Chevy Envoy. She said she drove to a gas station in the hopes of using the phone to file a police report. When she saw the officer at the convenience store, she filed the report directly with him. The officer called an ambulance, and the woman was transported to a hospital. Agee, 45, of Chicago, was booked on aggravated battery on Dec. 16, according to a representative from Cook County Jail. He appeared for a bail hearing on Dec. 17

and bail was set at $30,000. He paid the $3,000 bond and was released. His case will be heard at 1:30 p.m., Dec. 19, at Maywood Courthouse, 1500 Maybrook Drive. Agee was one of two high school basketball players featured in Hoop Dreams, a 1994 documentary by Oak Park film director Steve James, which chronicles how Agee and William Gates contrasted their athletic ambitions against life in their inner-city neighborhoods. Hoop Dreams won several film awards, including the 1994 Sundance Film Festival Audience Award for Best Documentary; the 1994 Chicago Film Critics Award for Best Picture; and the 1995 George Foster Peabody Award. The film was nominated for an Academy Award in the Best Editing category. In 2007, the International Documentary Association named Hoop Dreams the best documentary of all time.

Rusted out from page 1 to the president of the Chicago Transit Authority. The CTA owns both the water tower and shed. But the agency can’t even confirm that they’ve received Griffin’s complaints. “We have checked our records for the past two years and we have not received any complaints about the tower or shed,” CTA spokesman Jon Kaplan wrote in an email. Only after the Forest Park Review re-sent him Griffin’s letter a month later did Kaplan confirm “we have just received it.” The villages of River Forest and Forest Park have also had trouble getting their voices heard within that organization. Steve Glinke, director of the Forest Park Public Health and Safety Department, said he first contacted the CTA about the two structures five years ago when the water tower’s pipe broke. The water tower and shed, constructed in June 1967, service various mechanical systems at the Harlem rail shop, including the fire prevention sprinkler and rail car washer systems. The water tower holds about 75,000 gallons of water, and there’s “more water going in there than they can ever possibly imagine needing,” Glinke said, adding, “I have to imagine it’s not compliant with contemporary codes.” Glinke said he met repeatedly with representatives from the CTA, telling them the structures violated Forest Park’s property maintenance standards. He still has business cards for a CTA project manager for Capital Construction Infrastructure, and the design oversight manager for the Capital Improvement Program Management. Officials got as far as hiring an engineering firm to decide whether it was cheaper to tear down or repaint the structures. Glinke remembers meeting with a group of engineers

Palm said he, too, has complained to the CTA about the structures. He called the CTA a few years ago, and left a message for someone to call him back with information. The CTA never returned his call. After Griffin filed her complaint in November, Palm again reached out to the CTA’s government affairs team. D91 SCORES Strategic plan from page 1 “They graded in the bottom of the pack; they got in by the skin of their teeth,” Daniel said, referring to his son’s older friends. “They took summer classes to get up to level to get to the [International Baccalaureate] level and I saw them literally crying; they could not catch up with the level needed. And they were the best students in Forest Park Middle School.” In an effort to address concerns from parents like Gasse, D91 schools recently released their annual strategic plan for fiscal year 2018, which aims to make students more high school ready, increase annual PARCC test scores, and make the district more equitable for minority students. How? D91 is revamping its curriculum around the PARCC scores, making sure that concepts build on one another, no subject is left uncovered, and reflecting on how much time is spent on individual subjects. The new curriculum will be launched at the beginning of next school year, with increased time spent teaching math at the middle school LOUIS CAVALLO level. Teachers D91 Superintendent are also being told to focus on interdisciplinary learning — no reason math can’t be included during a social studies class, right? Forest Park teachers are also touring schools from other exemplary districts, with staff visiting west suburban Glen Ellyn last week to study practices of schools that scored high on the state test. Teaching methods are also being reviewed. Over the past few years they’ve focused mostly on the cognitive guided method, which places an emphasis on learning a concept first and then a formula. Finally, the district will soon begin working with the National Equity Project to address issues of cultural bias in course materials. Over the past few years, the district has tried to hire staff reflecting the diversity of the school community. “We’re a little over 50 percent now of the administration that are more representative of our community,” Supt. Louis Cavallo said. This year, D91 also implemented the FastBridge Learning program, a test that

Battery at Ferrara Candy A temporary employee at Ferrara Candy Company began shouting at and threatening other employees, alleging the candy giant shorted his pay. Officers responded to a call about the disturbance around 8:14 a.m. to 7301 Harrison St. on Dec. 14. An employee told police a temporary staffer became agitated about receiving his pay, eventually threatening the office, shouting “You ... aren’t going to make it out of the parking lot.� Police were able to calm the man down, and told him he must go through the proper channels to receive his check. They issued him a citation for assault and told him he would be arrested if he returned to company property.

Fraudulent IRS call A man who claimed he was from the Internal Revenue Service called a Forest Park woman, alleging she owed the federal agency money. She provided the caller with her social security number, Chase bank account number, and home address, according to police. Later, she realized it was a scam and worries she might have issues in the future because she provided the caller with such personal information. The IRS only emails about tax issues or to request information; IRS officials never call.

Carjacking After a woman left Circle Bowling Lanes, a man with a gun came up to her and stole her car. The woman exited 7244 Circle Ave. about 5:45 p.m., Dec. 16, and walked to her car parked at 38 Marengo Ave., according to the police report. She got in her car, locked the door and pulled up an address on her iPhone. A thin man, about age 20, 6 feet tall, wearing a surgical mask, dark jeans, jacket and tan Timberland boots, walked up to the driver’s side window and said, “Give me your car.� The victim looked up and saw he had a silver handgun pointed at her. She got out of the car. The offender then said, “Give me your phone, too,� and took it from her hand. The woman back to Circle Bowling Lanes, and found the friend she had been bowling with. The offender fled southbound on Marengo Avenue. The victim called police, and officers used the “Find My iPhone� feature to track the offender to the intersection of Washington Street and Lotus. Officers continued to use

real-time updates to track the location, and found the car running, and abandoned, at 5424 W. Ferdinand Ave. in Chicago. A tow truck brought the black Nissan back to the Forest Park Police Station. Police said the woman could pick up her car Dec. 17, once they were done dusting for fingerprints and other information.

Knife on the CTA Officers arrived at the Blue Line station, Dec. 17, on a call that a man was threatening an employee with a knife. Police arrived at 711 Desplaines Ave. about 4:53 p.m., and found that CTA employees and a K9 security dog had surrounded the offender. Police reportedly recognized the offender from previous arrests. The man was agitated and shouting at the CTA employees, saying they shouldn’t “walk up to him� or “talk to him like that.� Forest Park police reminded the man that he was not allowed to return to the Blue Line after his two arrests. The offender refused to leave, and kept asking officers why he wasn’t allowed to return. Officers told him he had to exit the train and that they could drive him to his destination. The offender declined their offer and refused to leave. Eventually, officers told him he had to exit the train, since he was causing a delay, and to find another way to his destination. Again, the offender refused. Police then told him he was under arrest. In his belt, officers found a knife in a large black sheath. In his pocket, they found another folding knife. The CTA’s K9 officer told police the train arrived with the offender on it. The offender exited the train, but then re-entered it immediately. The CTA officer told him he needed to pay for his next train ride, and the man refused. The offender then pulled the knife out of his belt, held it by his side and told the CTA officer, “I’m going to make an example out of you� and “I’m going to make it go down real deep.� The man was charged with aggravated assault and issued a CTA citation for criminal trespass.

Stolen microwave Offenders stole a microwave from a Forest Park basement on Dec. 13. Sometime between midnight and 6:30 a.m., offenders unscrewed the lock at 7313 Roosevelt Road, broke into a resident’s basement and stole a microwave valued at $50, according to a police report. These items were obtained from police reports filed by the Forest Park Police Department, Dec. 11-17, and represent a portion of the incidents to which police responded. Unless otherwise indicated, anybody named in these reports has only been charged with a crime. These cases have not been adjudicated.

Bullets flying

H

aving nearly two dozen bullets directed at a two-flat on Circle Avenue on a late December night is frightening and disconcerting. There is no other way for a cohesive community like Forest Park to process it. If ever such reckless, criminal behavior becomes normalized, then our village loses control of its destiny. First though, we must express gratitude that no people were injured in this assault. With bullets passing through windows and into walls of rental units while innocents watched TV, this could just as easily have moved from shocking to tragic. Now, after fearful venting and information-sharing on social media, what’s the response of the community? What’s in our control and what’s not? Our police department tells us the attack was not random, that the tenants on the building’s second floor appear to have been targeted. Motivation? Uncertain, though in our urban suburb it seems safe to assume there are gang-related aspects to this crime. Mayor Anthony Calderone posted on Facebook that the building owner “took steps immediately to excuse the tenant on the second floor.” Certainly an odd choice of words “to excuse.” Evicted? Encouraged out? But those occupants moved off of Circle Avenue last weekend, outside of Forest Park we presume. That’s good. Forest Park officials — its police and its administration — have recognized for many years that multifamily housing presents the most substantial challenges to safety and stability in town. That’s why the department has an officer focused on monitoring and building connections within apartment blocks. This would be a good time for the village to assess how that program is working. How well does it connect to other vital village departments, including building inspections? What are the specific goals of the multifamily effort? Monitoring crowding of units? Are leases in place with actual tenants? Are there services that could be offered to landlords in vetting potential tenants in terms of criminal background checks, in addition to standard credit checks? Are the problems presented by large apartment buildings the same or different than the many two- and three-flats, usually without owner occupants, that line our streets? Is there a way to strengthen Neighborhood Watch/community policing efforts in a way that adds engagement by neighbors rather than allowing apathy or acceptance to become the norm? These are the micro-issues where local impact can be more real. But there are so many larger societal failures, which Forest Park alone can’t solve but that deserve our genuine focus as we work to build and sustain this precious community. Obviously, there are too many guns in the wrong hands. Without accelerating into a tortured debate of the very real Second Amendment, can we agree that America’s cities are swimming in handguns being recklessly used? Are there solutions and middle grounds where progress could be made? Absolutely. We sit at the start of Christmas week. Forest Park has narrowly missed a human tragedy. Let’s seek shared ground. Let’s unite and not divide.

Mensch helps, but so would livestreaming

T

he last thing I had time to do was attend the District 91 school board meeting last Thursday night. It is the holiday season; I had been invited to attend the PMSA Choir concert, Betsy Ross had the second grade holiday concert, Boy Scouts were preparing for their weekend trip to Wisconsin to spend the night at Eagle Cave, Cub Scouts were in the re-chartering blitz, and laundry was a week behind. Plus, this is the week of candle lighting and Mensch on the Bench. Perhaps you are familiar with Elf on the Shelf, based on a 2004 story about “scout elves” who are adopted by families to report to Santa. These elves play hideand-go-seek, moving around the house or room, watching over the children. Every family has their own traditions, and some elves are very clever; some are naughty, some nice. When Aunt Jennie, gave us Mensch on the Bench, finally, I had an answer to my son’s question, “Why don’t we have an Elf ?” Now I could say, “because we have a Mensch.” Shortly after Moshe our Mensch arrived last year, our pitbull puppy, Mini, ate the bench, the book and our Moshe the Mensch’s mustache, leaving him with just a beard. So this year, our more Amishlooking mensch was ready to do good deeds around our house. In German, “mensch” is simply a “man.” Add a Yiddish spin, and that “man” becomes “a person of integrity or honor.” So this year, when Moshe cleaned the bathroom, everyone in the family got to enjoy his honorable handiwork. He sat proudly on the toothpaste-free sink, next to the toothbrushes, out of reach of Mini’s jaws. Perhaps our mischievous dog sensed our attention to the joy of cleanliness, and while we were at work and school, she ravaged the Sequence Board Game that was left on the coffee table. Her signature shredding was all over the living room, not a sequence chip left in a bag or a card untouched. This catastrophic scene greeted us that evening. I was only home long enough to walk though ground zero and start dinner in the kitchen before running to pick up my husband from work, leaving the tattered box, sequence chips and cards behind with my two kids. When I returned, there was the Mensch, on top of a neatly collected pile of what was formerly known as

the board game with a note: “Courtesy of the Mensch.” What a guy. Our mensch has been busy around the house doing all sorts of deeds of integrity. He matches socks, helps to fill out the reading-counts log, replaces lightbulbs and even washes dishes. So when Thursday night rolled around, I found a way to go to the board meeting, although I could only stay for an hour, and worked up the courage to speak for my allowed three minutes. Other people were there, two parents and later a third with her scholarly student, and Nona, the reporter from the Review. I had only an hour of listening before I had to go; our Mensch wasn’t planning to cook dinner, after all. I learned all about the recent school board conference and how proud D91 was to have representatives Dr. Cavallo and Eric Connor making a presentation there. They talked about how successful they were in the past, attending engaging presentations at the conference, even when they were in New Orleans a few years ago. They also had a list of board goals for the next year, including one to think of what to present at the conference in the future. Several of the board members had attended a session to hear Ruby Payne, author of A Framework to Understand Poverty, and shared how influential her presentation was. In my comment, I shared my wish to have the board meetings livestreamed. I know that Forest Park has a history of not liking people who suggest such things, but I said it anyway. It is a way to bring more families, like mine, who want to listen and be present, but are struggling to find the space in our lives to be available to our families and our schools and our jobs and our PTO and our school board. There are insightful people on our administration and board, and there are insightful parents in our schools, and both groups want to have courageous conversations. We have started to see our administrators and board member at some of our South PTO events, where 60-100 families congregate almost every month. It is a great honor to have people willing to engage in conversations serving our families and communities. We all want our schools to be excellent, and if we all find a little more space in our lives to be a little more engaged, we can get there.
