Gangs come from the city to the suburbs because moms in minivans are easy targets. They drive up and down Harlem Avenue in stolen cars, waiting for Forest Park residents to leave their vehicle running at a gas station or 7-11. Once residents exit their car — even for a minute — offenders jump inside and flee to the Eisenhower Expressway, stealing cars because it’s easy, a gang initiation or maybe just for kicks. “I’m at my wit’s end; it seems to be nonstop,” said Lt. Ken Gross, patrol commander, noting, “It’s almost like a memo went out amongst gangs this year, ‘We’re going to do carjackings.’” In light of recent car thefts, carjackings, and the shooting on the 1000 block of Circle Avenue, residents packed the Forest Park Village Hall, Dec. 19, sitting on tables and standing against the door, demanding answers from police and village officials during Forest Park’s monthly Neighborhood Watch meeting, which normally attracts five people. The crowd of about 70 all had questions about how to stay safe. “This is part of the reality of the world we’re living in today,” said Mayor Anthony Calderone, in lieu of explanation. So far in 2017, there have been nine carjackings — or cars taken through threat or use of physical force — up from two last year. There have also been 63 car thefts so far this year, up from 54 in 2016. I
A quick history of the Forest Park Review
n 2017, I had the pleasure of writing the 100-year history of the Review in monthly installments, decade by decade on the 7s. Here’s a brief summary: Albert Hall founded the Review, which first published on Oct. 20, 1917. He promised it would be a local paper in every sense of the word. The Review prospered but a terrible thing happened to Forest Park in 1917. Prohibition passed! Prohibition was in full swing in 1927, with federal agents shutting down a still on Harlem. It’s not known whether alcohol caused this problem but the village passed a new law: “No sleeping on the sidewalk without a good excuse.” That year, Hall was hobnobbing with a young pilot named Charles Lindbergh, who would electrify the world with the first transAtlantic flight. In 1937, the Review was struggling through the Great Depression and had shrunk to a two-pager. During these hard times, the paper diverted readers with a front page feature called “Future Headliners.” It displayed photos of infants and toddlers, along with their names and addresses. The police were less concerned about kidnapping than motorists. Chief Licht listed “15 Rules for Automotive Safety.” Rule 10: “Be careful of other people’s fingers when closing car doors.”
By 1947, the Review had a new publisher, Claude A. Walker. He somehow found time to serve as a state representative, run a printing company, publish a newspaper, and pen a weekly column. He railed against politicians, ill-behaved children, and Sunday drivers. The Review reflected the post-war boom, doubling in size to four pages. Walker was still publisher in 1957 and the Review had exploded to 16 pages. He filled these pages with photos of local beauty queen, Blanche Kos. Apart from Blanche, 1957 was a banner year for Forest Park, with the completion of the Eisenhower Expressway and other mammoth projects. During the turbulent year of 1967, Walker was still at the helm. American society was coming apart at the seams, but this wasn’t reflected in the Review. An ad asked women if mini-skirts turned them off. The Review also opined that “Mod’s outmoded” and men would soon return to Ivy League styles. The year’s big story was the blizzard that dumped 23 inches of snow on Forest Park. Public Works was praised for the best snow removal effort in the western suburbs. Robert Haeger was the publisher in 1977. He had a crack reporter named Judy Topinka (future state rep, senator, comptroller and gubernatorial candidate) and

a young columnist named Jackie Schulz. Haeger also wrote a breezy column called “Once Over Lightly.” He had no shortage of news to report. Mayor Howard Mohr died suddenly, Michael Todd’s grave was robbed and a Lake Street L plunged to the pavement, killing two from Forest Park. By 1987, Haeger had sold the Review to Wednesday Journal Inc. The newspaper was thriving, publishing its largest edition in 70 years! It was equally momentous when Forest Park elected its first female mayor, Lorraine Popelka. But the biggest story was the “Mystery Man” passing out $10 bills on Madison Street. Dan Haley was the Review’s general manager in 1997. The paper had grown to 40 pages. The village’s school-age population had also grown, prompting District 91 to install mobile classrooms at three schools. A bigger story was the massive project to rebuild Madison Street. Big construction projects continued in 2007, when the Residences at the Grove were built. Real estate prices were skyrocketing but, before the end of the year, the Review was publishing foreclosure notices. Anthony Calderone was elected mayor. The village also elected to celebrate its centennial for the third time. Oh, and a 53-year-old cub reporter named John Rice was now the weekly columnist. ■ John Rice is a columnist/private detective, who has seen his business and family thrive in Forest Park. He thoroughly enjoys life in the village and still gets a thrill smelling Red Hots, watching softball and strolling through cemeteries. Jrice1038@aol.com
Vehicle hijacked in Elmhurst crashes in Forest Park Driver who fled scene apprehended by police By BOB UPHUES Senior Editor
A woman charged with stealing an SUV in Elmhurst on Dec. 20 and then leading Forest Park police on a high-speed chase before crashing it into an apartment building faces multiple felony counts and could face other charges once Forest Park police have a better estimate of the damage she caused there. Jamesha McChristine, 19, of Chicago, awaits a Jan. 2 court date while being held on $50,000 bond in DuPage County Jail. She’s been charged with possession of a stolen motor vehicle, two counts of criminal damage to property and one count of criminal damage to government property. According to a press release issued by the DuPage County State’s Attorney’s Office, McChristine was in a vehicle, along with
seven others, traveling on Grantley Avenue in Elmhurst at about 3 p.m. At the same time, the victim exited her black Infiniti SUV and left it running while parked in the driveway of her home. McChristine reportedly exited the vehicle in which she was riding, entered the victim’s SUV through a partially open door and drove away. The victim reportedly witnessed the theft of her vehicle and immediately called Elmhurst police. The vehicle with the other seven people also fled the scene, but they were apprehended by Elmhurst police a short time later. They were charged with misdemeanor offenses, according to the press release. Meanwhile, as McChristine drove the stolen vehicle, the state’s attorney said, she crashed into two parked cars in Elmhurst and into a fence owned by the village of Elm-
hurst before getting onto I-290, heading east. At about 4 p.m., McChristine exited the expressway in Forest Park, according to police, who pursued the SUV westbound on Jackson Boulevard. McChristine reportedly lost control of the SUV as she tried to negotiate a curve where Jackson Boulevard bends north and crashed into the apartment building at 549 Jackson Blvd., showering the inside of the garden-level apartment with glass and debris. Forest Park police confirmed that one person was inside the apartment at the time of the crash, but the tenant was not injured. McChristine reportedly bailed out of the vehicle after the crash but was apprehended by Forest Park police after a foot chase. She was transported to the Elmhurst Police Department and positively identified by the victim of the carjacking incident there.

D209 approves nepotism policy, teacher contract District also reset website redesign bidding process By MICHAEL ROMAIN Staff Reporter
During the Dec. 12 regular meeting, the Proviso Township High Schools District 209 school board voted on a series of financial and policy proposals that board members had been debating over the last few months. Board members voted unanimously on a teacher contract, the details of which had not been released by Dec. 19. The board also voted to authorize changes to the district’s nepotism policy that would prevent anyone related to, or in business with, a sitting board member from working in the district for as long as that board member is in office, among other revisions. The changes, introduced last month by board member Ned Wagner, who heads up the board’s Policy Committee, had provoked some debate among members, with board President Theresa Kelly and member Della Patterson arguing that the changes were unnecessary and could possibly discourage potential qualified candidates from applying to work in the district. During the Dec. 12 meeting, Kelly said that while she understands the intention behind the policy change, she was worried that the district might “miss out on people who can make a strong, positive impact on students.” “How would one know who is truly related to anyone? How would we [prove] that? Through ‘he say, she say,’ or word of mouth? DNA test? How do we know who is related to whom?” Kelly said. “If one is denied employment because it has been speculated that they are related to a board member, then that could result in legal action against the district.” The board voted 6 to 1 in favor of the changes, with Patterson voting against the measure.
Website redesign search hits snag D209’s effort to redesign its website, along with the websites used by each of its three high schools, has slowed somewhat after district officials decided not to accept any of the three bids that came in during the request for proposals process. Three companies — Americaneagle.com, Edlio LLC, and West Interactive Services Corporation — put in bids on the redesign project, which officials estimated could cost anywhere between $70,000 and $120,000. Tracy Avant-Bey, the district’s director of information technology, said she and other district officials didn’t believe that the range of companies was a “good representation of the services that are available.” Avant-Bey added that the three vendors’ costs “were vastly different.” She said the district has contacted other vendors that might be interested in applying. “Each of the [three bidders] had software that did different things and we want to make sure that we have software that fits in our environment,” she said. During a regular meeting in October, district officials said that a vendor could be hired by early November. According to Supt. Jesse Rodriguez, the target date for securing a vendor has been changed to sometime in February. In October, district officials said they expected the new sites to be fully functional by May 2018, but that target date could also be pushed further out. CONTACT: michael@oakpark.com

Every year the year the Review picks what it considers to be the 10 most important religion stories in Forest Park during the past twelve months. The Following are our picks for 2017.
Crop Walk raises $85,000 On May 17 approximately 300 walkers raised a record $85K during the CROP Hunger Walk, officially known as Hunger Walkathon West, reported Joanne Despotes, a Forest Park resident and co-chair of the annual fundraiser. She said that 25 percent of the money raised remained in this area. Forest Park groups who participated were Hope Tabernacle, the Community Center, St. Bernardine Catholic Church and St. Paul Thai Lutheran Church.
ST. Bernardine placed in a Grouping As part of an initiative called “Renew My Church” being implemented by the Archdiocese of Chicago, St. Bernardine Catholic Church here in Forest Park was placed in what the archdiocese is calling a “Grouping” together with the two Catholic parishes in River Forest and the four parishes in Oak Park. St. Bernardine’s pastor, Fr. Sanislaw Kuca, explained that the archdiocesan-wide strategy has been designed to give parishes in each Grouping an opportunity to 1) build relationships, 2) support each other and 3) collaborate on already scheduled programing.
Hope Tabernacle active in P.T. Man
Housing Forward director Lynda Schueler told the Review that St. John Lutheran Church, one of the agency’s founding shelter sites, has hosted the PADS shelter for 25 years.
The members of Hope Tabernacle are certainly not living in a bubble. Pastor Bill Teague is a board member of Proviso Township Ministers Association Network and along with six of his members is active in the township ministerium. Rev. Teague is also active in Interfaith of Illinois. Hope Tabernacle remained an independent Baptist church, while being involved in community events like the CROP Hunger Walk.
Martin Luther speaks Thai

The film Martin Luther: The Idea that Changed the World, which was funded by Thrivent Financial, aired back in September on PBS stations. The Rev. Dr. Pongsak Limthongviratn, the pastor of St. Paul Thai Lutheran Church, wanted people in Thailand to learn about Luther, so he translated the entire script of the film into Thai, hired Thai actors to re-voice the movie and then dubbed in the new language. The film was created to coincide with the 500th anniversary of the Reformation.
Manuel “Manny” Gutierrez’ story is a good example of how it takes a village to not only raise a child but also to support people with disabilities. Gutierrez was in a coma for two years following a car accident in 2003, which left him with short term memory loss, subject to seizures and with the loss of peripheral vision in one eye. He recalled, “When I was going through recovery from my accident I felt completely useless.” One nonprofit and another business in town hired Gutierrez to give him sources of income in addition to his disability check. Gutierrez credits God with
25 Years of hosting Pads Homeless Shelter at St. John
The Y and St. John partner to provide child care St. John Lutheran Church and the West Cook YMCA signed a five year agreement which allows the Y to use space in St. John’s school for their before and after school program. The space has been empty for three years. Rev. Leonard Payton, St. John’s pastor, said that the newly formed partnership will enable the Y to use the entire second and third floors of their building including classrooms, the gym, office space and the kitchen for the 90 children already registered for what is being called the Y-Kids program. Next June, the Y plans to also utilize the former science room for programing.

Fire escape ministry here for 38 years Six years after being hit and dragged by a car, an accident which put him permanently in a wheelchair, the Rev. Dr. Charles Cairo and his wife Jane are still doing Bible based psycho-therapy at their location on Jackson Blvd. “I use the word of G-d, prayer and therapy in my practice,” said Cairo. “My life coaching is effective for men and couples.”
Living Word Christian Center Living Word Christian Center on Roosevelt Road continues to attract more than 10 times as many worshippers on any given Sunday than all the other churches in Forest Park combined. Last year the congregation bought the last property connected to the mall where they are located.

Wayne Beckmann, 72 SEIU union negotiator, entrepreneur Wayne Edwin Beckmann, 72, a lifetime resident of Forest Park, died peacefully in his home on Dec. 12. Born on Aug. 10, 1945, he was a member of Proviso East’s class of 1963, a proud veteran of the U.S. Air Force, a union negotiator for Service Employees International Union
(SEIU), and an entrepreneur. Wayne Beckmann was the son of Edwin and Elizabeth Beckmann (Hoftey), the brother of Gerald and Joyce, the husband of Marie Beckmann (Stanley), the father of Michelle and Matthew, and the uncle of many. Landlord blames visitor for Circle Avenue shooting
The landlord said tenants had lived there for about a year with no problems By NONA TEPPER Staff Reporter
Atul Mohlajee, owner of the Circle Avenue two-flat shot out more than 20 times Dec. 12, said he feels shocked. The Oak Park man got his start as a landlord in Forest Park, working full-time as a civil engineer for a Chicago-based transportation firm during the day, and rehabbing foreclosed properties at night. He’s since bought more than 10 commercial and residential properties in the village and surrounding communities. Most of his holdings are local and range in value from $80,000 to $350,000. “I’ve got close to 30 tenants, commercial and residential included, and this is the first ever incident,” Mohlajee said. “I’m obviously vetting well, otherwise I would be bankrupt.” Mohlajee’s referring to the Dec. 12 shooting, when offenders fired about 25 shots at a two-flat on the 1000 block of Circle Avenue at about 11 p.m., with bullets hitting residents’ walls, windows and a TV. Police believe it was a targeted attack, intended to hit tenants on the second-floor. Mohlajee said two women had lived in the second-floor unit for nearly a year. Leasing agents from Coldwell Banker screened both the women—a mother about 40 years old, her daughter about 20 and the daughter’s three children—before Mohlajee approved their renting the space, confirming they had good jobs, credit, positive referrals and clean criminal backgrounds. “This person who has been the cause of all this is the son” of the middle aged woman, Mohlajee said. “He lives in Maywood with his grandma, comes into town and all this was created. So it wasn’t because I didn’t vet them out. If you rent to some people you check everything, they’re fine but sometimes their visitors are not.” About three months ago, the building’s maintenance man told Mohlajee he thought the woman’s 21-year-old son had been living on Circle Avenue. Mohlajee texted his tenant, reminding her it was illegal for the son to stay long-term on the property because his name was not on the lease. At the time, she told him her son was just visiting. But after an attack that’s since inspired new interest in Neighborhood Watch, tenants on both floor have moved out, breaking their leases early, “I can’t take her word anymore”, Mohlajee said of the former second floor tenant. “We don’t want those attackers to come back and scare the neighbors again.” He told them they had to move out the day after the incident. Four days later, the family was gone—Mohlajee doesn’t know where
they ended up. The family on the first floor moved out too because they were scared. Mohlajee has experience renting to tenants with problem visitors. A few years ago, police called Mohlajee and told him the Cook County Jail had recently released an inmate who listed one of Mohlajee’s properties as home. The ex-offender was going to stay in Forest Park with his wife and two kids. The family had signed a month-to-month lease for a home on Circle Avenue, south of Roosevelt Road. Officers gave Mohlajee two choices: Does he want the man to stay or go? Mohlajee voted go. He told the tenant her husband couldn’t stay on the property and put up “No Trespassing” signs, so police could arrest him for trespassing if he entered the home. The family moved out two weeks later. “She was a hard-working lady raising two kids on her own,” Mohlajee said of his former tenant. But, “I don’t want anybody with a criminal history. Although that guy did not commit a crime there, he had a criminal background.” About five years ago, he worked with the Forest Park police department to complete the village’s voluntary crime-free multihousing program, and learned best practices for screening prospective tenants, managing spaces and about a state law that allows him—if he thinks a tenant is committing a class A Misdemeanor on the property— to evict them. He also works with police to include an addendum on all his leases that tenants must sign, promising to do everything they can to keep their unit crime-free. Residents of the targeted home on the 1000 block of Circle Avenue had signed this addendum, which allowed Mohlajee to quickly move them out. Mohlajee hasn’t gotten around to inspecting the interior of the Circle Avenue two-flat for damage yet. He works full-time, is in the middle of purchasing a strip mall in Chicago and is gearing up for the holidays. But he expects it to cost about $10,000 to fix the Circle Avenue space. Once repairs are done, Coldwell Banker leasing agents will return to the property and start screening for new renters. “I’m doing a benefit to Forest Park, every property I’ve bought except one have been foreclosures, empty for 2 and a half years, getting damaged, getting un-winterized, that would have brought the neighborhood down,” Mohlajee said, noting that many had been broken into with obvious criminal activity taken place inside. “When you buy something like that and bring it up, the value of the entire neighborhood increases.”

‘Where’s the keys? Give me the keys!’ Officers arrived at Ferdinand Avenue, responding to reports of an attempted carjacking. The victim followed the offenders, and told police they were last seen headed north on Ferdinand and through the yard on the 400 block. The victim told police she had arrived at her home on Ferdinand Avenue about 9:20 p.m. on Dec. 20. She shut her car off and sat inside for a moment, when two males came up to her car and opened the door, demanding, “Where’s the keys? Give me the keys!” The first man wore a black ski mask and was dressed in a puffy jacket, white pants and red shoes. The second wore a bluishgray winter jacket with a hood. The victim got out of the car, and offenders reached into the driver’s jacket, looking for the victim’s keys or phone. The victim swatted their hands away. When they started to walk away, the victim followed them until they ducked into the yards on the 400 block of Ferdinand.
Car stolen A woman’s vehicle was stolen about 9:44 p.m. on the 500 block of Ferdinand Avenue, Dec. 20. The victim told police her car had been stolen from Municipal Lot #2, after she
left her car running while visiting with her sister for a few minutes inside a residence on Beloit Avenue, according to the police report. She said her purse and other personal items were in the black Acura.
Bike stolen Sometime between 9 a.m. and 8 p.m., Dec. 20, someone entered an unlocked garage on Beloit Avenue and stole a bike valued at $1,500.
Wrong home After a night out in Chicago, an intoxicated man reportedly got confused as to where he lived and tried to break into the wrong house, according to a police report. About 1:05 a.m. on Dec. 21, a woman woke to a man pounding on the back door and the windows of her home on Desplaines Avenue. Officers arrived on the scene and found the deck screen door ajar. They also noticed a window screen had been pulled down and bent. Meanwhile, a man was found wandering between the homes next door. The offender saw police and fled west on Desplaines, hiding under a resident’s porch. Police found the man and ordered him to come out, but he didn’t move. Eventually, police were able to detain the subject, who smelled of alcohol

and had glassy, bloodshot eyes. The man attempted to explain to police what happened, but his speech was slurred and broken. He mumbled that he was just trying to get home and had walked up to the wrong address. The man said he had been in Chicago drinking with friends, and then returned to Riverside where the party continued. He then went to Submarine Tender at 200 Desplaines Avenue. After getting a sandwich, he began to walk home and thought the victim’s house was his. He told officers he “drank too much” and “did something stupid” but didn’t have ill intentions and was just “being stupid.” He was charged with criminal damage to property.
Open alcohol, possession of cannabis Police arrived about 3:41 p.m. at Thornton’s gas station on a call that a man was passed out in his car. Officers found a man slumped in his car at 601 Harlem Ave. with a bottle of New Amsterdam pineapple vodka in his lap, according to a police report. Officers also saw a green, leafy cigarette on the car floor. The man refused medical attention. Police seized the vodka and determined the bottle’s seal had been broken and determined that the
cigarette was marijuana. The man told police he had more cannabis in his backpack. Police found another bag of suspected marijuana, a joint and a glass pipe with a burnt substance. About five grams of marijuana was inside. Police field-tested the man positively for cannabis. He was issued two citations — one for possession of cannabis and another for open alcohol. His Hyundai was towed and placed on administrative hold.
Phone stolen
A woman’s phone was stolen after she plugged it into an outlet next to payphones to charge, according to a police report. Between 3:55 and 4:14 p.m. on Dec. 19, a woman plugged her Metro LCS LG cellphone into an outlet at 711 Harlem Ave. to charge. She left the area where it was plugged in, and when she came back, it was gone. Her phone was in a black case and contained her Link card and Illinois identification. These items were obtained from police reports filed by the Forest Park Police Department, Dec. 18-22, and represent a portion of the incidents to which police responded. Unless otherwise indicated, anybody named in these reports has only been charged with a crime. These cases have not been adjudicated.

BIG WEEK Community Center donates 160 dinners, toys for Christmas Forest Park’s Howard Mohr Community Center delivered 160 dinners and presents as part of its annual Holiday Food and Toy Drive Dec. 22. All toys came from Mayor Anthony Calderone’s annual Toy Drive and McGaffers Saloon’s Toys for Tots fundraiser. For Christmas dinner, families received a ham—with all the fixin’s, said center director Karen Dylewski—as well as dessert. Each child received several toys. A star lives among us
Red Velvet runs at Chicago Shakespeare on Navy Pier runs until Jan. 21 By TOM HOLMES Contributing reporter
Michael Hayden’s resume as an actor is impressive. The Forest Park resident received a Tony Award nomination for his performance in the role of Billy Bigelow in the musical Carousel. He has appeared on Broadway, had roles on TV shows like Law and Order and Chicago Fire, taught acting at the university level and is now appearing in the role of Charles Kean in a play being staged at Chicago Shakespeare Theatre on Navy Pier, titled Red Velvet, by Lolita Chakrabarti. According to a review of Red Velvet two weeks ago in the Chicago Tribune, the play, set in London in 1833, is based on real events. Ira Aldridge, an African American actor who traveled to England where he hoped to get work he knew he couldn’t get in the U.S., was offered the leading role in Shakespeare’s Othello at the Theatre Royal in Covent Garden. Offering a leading role to a black man at the time was a radical decision. The Tribune praised Hayden for doing an “excellent” job in his role as Charles Kean, a disgruntled actor who had hoped to get the role himself and in many ways embodied the attitude toward race in England at that time. “Audiences do not like my character,” said Hayden. “My character is jealous of Aldridge and feels usurped by him. My character believes casting Aldridge in the role is a show stunt and that audiences will not accept him. In the perfor-
mance he makes a very strong case as to why.” To those who think that plays based on historical events will be boring, Hayden said this production, which will run through Jan. 21, is funny, sexy and unsettling all at the same time. And, noted Hayden, it is relevant. Although his character does not base his argument against Aldridge on race per se, “The critics absolutely excoriate him because he’s black. How dare he touch or even kiss a white woman?” The Tribune review noted that the real life Ira Aldridge was a pioneer and revolutionary as well as a tragic hero. “Aldridge,” the article said, “was a source of wonder and amazement to the British people, most of whom had never seen any actor like him, and he was frequently cited as a justification for abolishing slavery in the years leading up to 1833 [when it was abolished in the British Empire, 29 years before the Emancipation Proclamation in the U.S.].” Hayden learned his craft as an actor at the highly regarded Juilliard School in New York. The training he received there, he said, was incredibly rigorous, but when he left, he had gotten everything he could have wanted from a training program. To those who ask how much of a good acting is due to inspiration and how much to perspiration, Hayden reflected on his time as a lecturer at Florida State University, where he taught acting for two years. “One of the things I would struggle with at Florida State was trying to teach my students a good work ethic. To get to the point where you are working on inspiration takes hours and hours of technical practice,” Hayden said. When asked why he and his wife chose Forest Park as home, he replied, “We knew we didn’t want to move into the city. What we wanted was a residential community with easy transit access to the city. We love the residential streets and the homes, and there’s a downtown with local merchants instead of chain stores. “There’s a large mix of people here. Besides everyone being so nice, the residents here are down-to-earth and proud to be Forest Parkers. The addition of three new officers brings the Forest Park Police Department to full strength for the first time since 2015. Mayor Anthony Calderone administered the oath of office to Zachary Calamus, Justine Constantino and Joseph Schick at the Forest Park Village Council meeting on Dec. 18. As Police Chief Tom Aftanas pointed out, however, the department is at full strength of 38 sworn officers only on paper. In addition to waiting for the new officers to go through the Chicago Police Academy, the department is without three others, one serving in the U.S. military overseas; another recovering from an injury; and the third still at the police academy for another month. Calamus, 23, is from Chicago and received a bachelor’s degree in law enforcement from the University of Illinois Chicago; Constantino, 24, also is from Chicago and received a bachelor’s degree in law enforcement from Robert Morris University in Chicago; and Schick, 22, is from Naperville and received a bachelor’s degree in criminal justice from Indiana University.

Carjackings, thefts from page 1 occurring in Forest Park rather than drug activity. Police only chase offenders in incidents that involve carjackings. Thefts are too risky. Police Chief Thomas Aftanas said most thieves don’t stop when they see officers’ flashing lights, and many are young, age 12, 13, or 14. “We’re doing what we’re supposed to be doing, but I don’t know if the court system is doing what they’re supposed to be doing,” Gross said. “Juveniles don’t seem to be doing hard time for the crimes committed.” Indeed, juveniles face a separate criminal code than adults and must accumulate a number of “points” on their record before they can be sentenced to time in a juvenile detention center or detained by police, Aftanas said. Once they’re caught for a car theft or carjacking, many are simply released to their parents.

They will start the 3½-month training program at the police academy in January, followed by three months of field training. They are the first officers selected from a new eligibility list created after the previous eligibility list was exhausted by the appointment of Laura O’Donnell in August. Following the creation of a new eligibility list, the village council in October authorized Aftanas to hire three police officers. Aftanas explained that the process began in August when 43 candidates took the written exam. Members of the Police and Fire Commission then interviewed the 20 candidates with the highest scores. The top candidates each then took a psychological examination and polygraph examination and underwent a background check. Aftanas said previously that the level of law enforcement service has not suffered as a result of the understaffing. At least five officers continue to patrol at all times. Over-
time hours and shifting staff from dedicated task forces, such as plain-clothes drug enforcement, are used to fill the shortage. In Forest Park, police officer candidates who take the eligibility examination score additional points if they have college degrees or prior law enforcement or military experience. Preference cannot be given to individuals from any particular racial, ethnic, religious, gender or sexual orientation group. Although the Illinois Law Enforcement Training and Standards Board, a state agency established in the 1960s, mandates a minimum level of requirements — such as no felony convictions for sworn police officers — individual communities can establish their own additional qualifications, too. Forest Park, for instance, requires 60 credit hours from an accredited college or university and the successful completion of a background check.
“Some arrests are being made, but this doesn’t seem to be having an impact because there’s so many of them,” Aftanas said. “The parents can’t control them and a lot don’t have money. They’re not going to do restitution. Do you lock up a 12-year-old until they’re 18 for shooting someone? I think so.” Calderone recommended audience members complain to Kim Foxx, Cook County state’s attorney, about the juvenile criminal code, saying it wasn’t working in Forest Park. “They write the laws, but then when they’re broken, it’s up to the prosecutors to prosecute them, and that’s where the breakdown is,” Calderone said. Forest Park is working with neighboring police jurisdictions — including River Forest, Oak Park and Chicago — to solve the crime spree, which has affected all communities. Aftanas cautioned that it’s no one type of person or vehicle that’s being targeted — it’s everyone. “These are kids who are anywhere from 12 to early 20s, and they shoot at you and they will shoot at me,” said Mike O’Connor, Forest Park’s crime-free multi-housing officer, who runs Neighborhood Watch meetings. Know where you are, and what’s around you. ■■Shut down your car completely. Thieves can still steal a vehicle if you leave your car running but take your key fob — they just can’t shut the car off or restart it. ■■If you have a gun pointed at you, give up your keys. Don’t try and fight back, your car’s not worth it.

Forest Park police made a list of everyone in town who owned a Dodge or Chrysler vehicle and added more patrols to where these cars were located. But with carjackings and thefts, these “crimes are random acts,” Calderone said. “Unless police officers are on every single block at the same time, we’re still in trouble.”

A year to remember from page 1 facelift of the Circle Bridge. Garage Galleries was well-attended, despite drenching rain. Google, meanwhile, put Forest Park on the cultural map by celebrating the life of sculptor Edmonia Lewis and her masterpiece, “The Death of Cleopatra,” which sat in Forest Park for over 70 years, barely escaped the landfill, and is now in the Smithsonian. Ferrara Pan Candy Co. also found a reason to celebrate in 2017, as the plant reduced landfill waste to zero. The candy maker also spruced up its retail shop. Just west of the factory, the Roos site was finally approved to be the future home of the park district’s Family Recreation Center. Meanwhile, new businesses sprang up along Madison Street, including Escape Factor, Twisted Cookie and Suite Spotte, an office-space sharing enterprise. Other businesses left, like the American Art Gallery and Yearbook’s retail store (transformed IN into an interior design shop nearby). Marty Sorice bought his 11th bar in Forest Park, Carole’s on Roosevelt Road. Just east of Carole’s, Wing Stop shut down after it lost its liquor license. In March, construction began on the Roosevelt Road streetscaping project. Businesses report good cooperation with the village and the contractor. On April 1, construction started on the new recreational center. Elections were held for the Park District Board of Commissioners, and Matt Walsh ran on the promise of restoring The Park’s July 4th fireworks. This is one campaign promise that was kept. Meanwhile, Proviso Together geared up for the District 209 elections. Despite facing a well-funded political machine, they swept four seats and established a majority on

the board. The staff and students of D209, along with their counterparts from District 91, provided supplies and support to the two families that were burned out of 1124 Marengo. The 16-inch Softball Hall of Fame recognized the Review’s coverage of the No Gloves Tournament by honoring the newspaper with its “Media Award.” The Review continued its tradition of previewing the tournament with a special section. The newspaper also produced its annual Community Guide with the theme “Taste FP, Shop FP, Play FP and Live FP.” The village lost one of its places to shop when Ultra Foods shut its doors on Roosevelt Road. 2017 was also the year the Ringling Bros. and Barnum & Bailey Circus shut down, af after more than a century of entertainment. Woodlawn Cemetery also discontinued the annual Clown Week celebration at Showmen’s Rest, where 56 circus performers are buried in a mass grave. In happier news, the third annual German Fest was a great success. This event was held in the picnic grove next to Altenheim. The Altenheim property is where Ralph Di Febo is proposing the construction of a Cultural Park. Plans for the park gained traction when an ad hoc committee was formed and the National Park Service approved the plans. The idea also received a

boost when the great-great grandson of Forest Park’s founder, Ferdinand Haase, came to town. It was the first time Ben Brooks had visited the village and he saw parallels between Cultural Park and the village’s original Haase Park. Brooks donated some vintage photos to the Historical Society of Forest Park, which once again had to hunt for a home, after moving out of First United Church. Music Fest made its return to Madison Street. There was no shortage of celebrations in Forest Park, including Ribfest, the Holiday Window Walk and the Casket Races. There was even an Eclipse Party on the roof of 7503 Madison, hosted by the Urban Pioneer Group and Grateful BBQ. But all was not sweetness and light in the village, as a number of disturbing crimes were committed. These included a shooting at Constitution Court and shots being fired on the 1000 block of Circle. The year also marked the passing of a number of notable Forest Parkers, including CAAEL founder John Martin; Jim Shaw, longtime owner of Doc Ryan’s; and a heroic single mom named Phyllis Cormack. The Review also honored the memory of Realtor extraordinaire Loretta Walsh and the former president of Grant Hospital, Dick Brennan. The village showed its heart for hurricane victims when Kyle Fitzgerald went on a mercy mission to Houston. Ten-year-old

Finally, the Review suffered a blow with the retirement of beloved columnist, Jackie Schulz, who will be honored for her many years of service to the community at an upcoming Kiwanis banquet. Well deserved, if we do say so ourselves. All in all, quite a year.

Candor and determination
I
n moments of crisis communities define themselves. So it was last week in Forest Park as a large crowd turned out for a Neighborhood Watch meeting in the wake of the shock of a two-flat being shot up by a rogue thug. Two things. Great impulse for residents to want to gather up with neighbors to hear a clear story and respond with vigor and determination. And great for Forest Park’s police leadership and village administration for responding with transparency and candor. No one likes what happened. But who needs the mopes on Facebook decrying that Forest Park isn’t what it used to be and they’re glad they moved out to DuPage, or maybe they’ve fled to Iowa by now. We need more Forest Park pride and grit than the handwringers show. And that starts when everyone in the room is treated with the respect of an adult who has a role to play in grabbing the village by its lapels and supporting it, even in disquieting times. Chief Tom Aftanas and his command staff were plain spoken in explaining the circumstances, describing the immediate and mid-term response and then laying out the plan going forward. One thing we liked was the acknowledgement that policing is a finite resource which requires choices and priorities. Hearing the cops say that more routine patrolling for drug-related offenses has been reduced to focus more on the immediate and impactful scourge of carjackings is just real life. Its not nonsense to say, though, that having a packed house of concerned citizens is the best way to multiply those finite police resources. We do, each of us, need to step up our watch on our neighborhood and offer responsive, though not paranoid, outreach to 911 when an action seems out of place or acutely dangerous. Good work also by Mayor Tony Calderone in offering a steady but determined face of village government in a tough moment. Commissioners Rachell Entler and Joe Byrnes were also on hand and made cogent comments. Anthony Clark, community activist and candidate for Congress, attended and has since been touting the idea of outfitting each home in town with a video camera as a deterrent. We appreciate the village’s candor and the absence of defensiveness. Things happen. More things will happen. It is all in our response as citizens in pulling together, being drawn together rather than being divided and fearful. A final point. A small but important one. There were opportunities to live stream this public meeting. They should have been eagerly pursued. This is viable technology which is widely available and had the potential to expand the reach of the positive and important message the village was working to put forward. The suggestion that some in the audience might be made uncomfortable in having their words or images shared outside the room does not wash. Come to a public meeting at village hall and your right to privacy is not a priority. Public meeting. Public space. Public issue.
Walking a mile in someone else’s Converse All Stars
S
o, did the conversation at your family’s Christmas dinner turn to religion or politics? And if it did, how did it go? Here’s a story about my experience with conversations about religion and, to a lesser degree, with politics. Fifteen years ago I started writing for the Forest Park Review and the Wednesday Journal. In that time I’ve written around one hundred articles about religion—everything from an atheist to a pastor who was dying from ALS to a man who is a member of the Nation of Islam. In the hundred interviews I conducted, I did not agree completely with what any of the people with whom I was talking said. Sometimes what they said sounded outrageous to me. Often I wanted to argue with them and show them the right way to think/believe. The title of James Hoggan’s book— book—I’m Right and You’re an Idiot Idiot—comes to mind to describe how I felt. But here’s the thing. The job of a reporter is not to tell the person being interviewed what the reporter thinks. The job of a reporter is to listen so carefully to what the persons being interviewed are saying so carefully that when they read the article in the paper, they respond with, “He got me right. What he wrote might be a little embarrassing, but he painted a verbal portrait which was true to who I am.” What happened was that almost by accident, I discovered that when my primary intention was to understand where people were in their relationship with God, they frequently allowed themselves to become vulnerable and share very personal stories. When they came to believe that my sole purpose in the conversation was to understand where they were coming from, walls came down and bridges were built. They became less defensive and, perhaps counter intuitively, they sometimes asked me questions about what I believed. After trying to figure out what kept happening in these interviews, I came to the conclusion that how I frame a conversation about religion or politics makes a huge dif difference. When I approach a discussion about religion as a win/lose battle, I shift into what Jonathan Haidt calls a “combat mode.” Because my goal is to win an argument, while the other person is talking, I’m not really listening but mentally going through my talking points for the purpose of defeating my perceived opponent. But when I understand that how people feel—and that’s the key word, feel— about politics or religion is not irrational but a-rational, then I understand that trying to change them by using rational arguments is not only futile but disrespectful as well. Haidt wrote a book titled The Righteous Mind, Why Good People are Divided by
Politics and Religion, in which he quotes, of all people, Henry Ford. “If there is any one secret of success,” Ford declared, “it lies in the ability to get the other person’s point of view and see things from their angle as well as your own.” First lesson learned. If you want to change someone’s mind, first empathize with how they feel. In my interviewing, I tried to understand the people I was talking to not because I was such an empathic person but simply because I wanted to do my job well. But in the process, I learned a valuable lesson—conversations about religion and politics can be wonderful IF YOUR GOAL IS NOT TO WIN AN ARGUMENT BUT TO BRIDGE DIFFERENCES. Second lesson learned. If I try hard to walk in the other person’s sneakers for a mile or two, I may discover that they have something to teach me. For example I have this fantasy that during the tax reform debate Nancy Pelosi is listening to Paul Ryan, and when it’s her turn to speak, she says, “You know Paul. I think you may be at least partly right about lowering corporate taxes so we are more competitive with China. How about we go out for a beer on the way home and help me better understand where you’re coming from?” And then according to this very optimistic scenario and after a couple beers, Paul would say to Nancy, “Hey Nance, off the record you understand, I get why you have to have a mandate to make health care for every American doable.” Third lesson learned. When I genuinely attempt to understand people who think differently than I do, they might become less defensive, stop thinking “if I give an inch, he’ll take a mile,” and begin to edge closer to seeing my point of view. “If you really want to change someone’s mind on a moral or political matter,” wrote Haidt, “you’ll need to see things from that person’s point of view as well as your own.” “Empathy,” he added, “is an antidote to righteousness, although it’s very hard to empathize across a moral divide.” Which brings me to the Christmas story. Whether you believe the story really happened or not, the story that takes place in Bethlehem is a timely example of what I learned in my interviewing. According to the story, God was not getting his point across to us intractable, obdurate, bullheaded, recalcitrant, stiff-necked, implacable humans so he made the ultimate empathic act and became human. Not that I see it from God’s point of view most of the time myself. But when I try to get into that story about God’s empathy for the human condition—for my condition—God has a better chance of getting through to me that where he’s coming from is really where I want to go.
