Strategic Planning - Vale of Aylesbury Plan (VAP) one
Chairman Bob Duggan welcomed Martin Dalby – Plans Team Leader from AVDC Forward Plans Department who spoke on the subject of the Vale of Aylesbury Plan and the implications of recent changes to strategic planning policy. Mr Dalby said that the Government was doing away with the ‘top down’ system of planning and this was the first time that AVDC had not been given figures for housing allocation. Instead, he said, “we have to provide for our own needs.”
and unlike a community plan, a neighbourhood plan can only deal with planning issues and must not conflict with the 01296 624004 07941 425187 lizbrown@siggers.co.uk VAP. www.lizbrownyoga.co.uk
Local Policing The Chairman told councillors that he had received information regarding a proposal by Thames Valley Police to close Wendover police station to the public on Mondays and Fridays with effect from April. As these were reported to be the two busiest days of the week for public visits, it was agreed As part of that process, he said that AVDC unanimously that the Council should write had started holding workshops with Parish requesting that the opening hours remain and Town Councils in 2010 to explore “what unaltered. we want” (and not just houses), so that the plan could be built up from the bottom. He Brook House acknowledged that there had been an District Councillor Chris Richards informed element of confusion resulting from Parish the meeting that planning officers were aware Councils going out to community consultation of the large containers on site but were at the same time as AVDC’s consultation on currently treating these as temporary storage the AVP, but it was now important for units associated with an imminently expected Wendover Parish Council to analyse the planning application following ongoing results of its community questionnaire and discussions between AVDC and the send in a response to AVDC . HS2 I was disappointed with the recent statement by the government that HS2 is to go ahead. However the fight against this proposal will continue and now moves into the next phase. Along with the other members of Wendover HS2 I as one of your district councillors will continue to fight these proposals. I believe that the amendments announced which affect Wendover are due to the well reasoned and substantial representations to the public consultation made by various groups in Wendover as well as the campaigning from inside the government by MP David Lidington.

As Chairman of Aylesbury Conservatives I have and continue barry.evans550@ntlworld.com to work closely with other local chairman, David Lidington GKL FORGE GARAGE and key decision makers within government. I wrote to Low Cost car Servicing & Repairs Justine Greening when she was appointed Transport Good Garage Scheme Member Secretary pointing out the environmental impact and lack of 100% Customer Satisfaction any economic case for HS2. In her reply she states ‘ I look forward to engaging with you once I have announced my For more information Quotes & Booking decision’ therefore I will be contacting her directly to request Call Jane 01296 613722 Email: forgegarage@btconnect.com a meeting to discuss why I believe the enormous cost of this project can not be justified and to also push for further 07977 409512 mitigation should the proposal proceed. We have shown that with campaigning both inside the Government with our MP David Lidington and from the local action groups like ‘Wendover HS2’ and ‘The Wendover Society’ we have been able to secure changes to the route for the village of Wendover, which would have been severely impacted by the initial plans. I am committed to fighting HS2 every step of the way and we will support our local councils to persuade the Government to think again. well as being lowered, the line will also run As you will know, the Government 50 metres further west of Wendover. The broad line of route between for the central residential part of Wendover. London and the West Midlands remains However, we are very concerned that the unchanged, but there have been Government has not made any improvement amendments to individual sections of the to the route as it approaches Wendover from route. One of these does bring some benefit the south. The line would still cross the to Wendover. Having examined the route bypass and Chiltern Railway line on a 500 again, the Government now intends to run metre long viaduct. Indeed the viaduct is now slightly higher, in order to angle the line more of the Wendover section in a tunnel. for descent into the tunnel. In the new plan, the tunnel will extend for more than ¾ mile. Trains will enter the tunnel just south of Bacombe Lane, and exit into fields at the Lionel Avenue end of Wendover. The line will then continue onwards towards Stoke Mandeville in a cutting instead of on an embankment, not emerging at ground level until the far side of Nash Lee Road. The lowering of the line means that it will now go under Nash Lee Road, instead of over. It is also proposed to reinstate Ellesborough Road when construction is completed. As
The Government proposes to construct the Wendover tunnel as a cut-and-cover or so-called ‘green’ tunnel. Instead of boring the tunnel from within, a large trench would be dug, a concrete box forming the tunnel infrastructure would be inserted, and the top earthed and grassed over. Unfortunately this means that some houses on Ellesborough Road will still need to be demolished, and that major excavation works would be needed in the fields adjoining Wendover. More disruption for Wendover.

The Wendover HS2 Action Group welcomes the decision to lengthen the Wendover tunnel. We remain highly concerned about the impact on Wendover and the surrounding area of the embankment and viaduct, the effects of construction, and the terrible environmental impact on the Chilterns countryside. We and other groups in the area will continue to fight the scheme and to argue that if the Government intends to force a route through the Area of Outstanding Natural Beauty, it must be in a tunnel throughout. There is a long way to go and we are not giving up.

Consultation responses published The Government has just published a summary of public responses to the consultation. Unsurprisingly these reveal that a large majority of respondents were opposed both to the scheme and the chosen route. Wendover was named more than any other location on the route in the consultation responses. We are grateful to all the residents of Wendover and the surrounding areas who sent in a formal response to the consultation setting out their objections. This strength of feeling no doubt helped persuade the Government that a longer tunnel through Wendover was essential. We urge residents to keep up the pressure by writing to our M.P. David Lidington and to the Transport Secretary, Justine Greening, with your concerns. We are also told that the Treasury remains extremely concerned about the financing of the project, so please address letters to George Osborne.
Public meeting on 25 February There will be another public meeting about HS2 at the Wendover Memorial Hall on Saturday 25 February from 11 am-12.30 pm, to update residents and discuss the next steps in the campaign. Please come along if you can.

Philippa Lyons, Chief Executive of the Berks, Bucks & Oxon Wildlife Trust, responded to the Secretary of State’s decision for the first phase of High Speed 2 to go ahead through Buckinghamshire and Oxfordshire. “We are very disappointed with the decision to go ahead with this route for HS2, which was chosen without any proper scrutiny of the impacts on the wildlife that will be affected,” she said. More than 2,000 members of the Wildlife Trust responded to the Government’s consultation last year. “They will be horrified that the Government appears to have ignored the passionate and informed comments they submitted,” said Philippa Lyons. “Extending a tunnel in the Chilterns may save one group of Ancient Woodlands, but does nothing to protect the Bernwood Forest area north of Aylesbury which will be directly impacted. This will affect the highly-protected Bechstein’s bats that are known to use woods on both sides of the proposed route for their habitats.” See W/N Website

“They are all from Aylesbury Vale and were all were extremely upset about damage this had done to the pool and the reputation of their families. They were also surprised and dismayed that what could be described as an alcohol-fuelled prank – throwing a number of items into the pool - had caused such extensive damage. I appreciate that people may feel that these individuals should face court proceedings, but having taken their ages, full admissions of guilt and remorse into account, along with the fact that had no previous criminal records, the decision was taken to caution the individuals responsible rather than to proceed with criminal charges. I am confident that by taking this approach, they will never repeat what they did again. “I would also like to thank the local media for their support for our investigation into this. Two witnesses come forward who were vital in identifying the individuals responsible.”

No longer do the children of The Wendover Pre-School in Wharf Road have to sing to make the clouds go away. The children and staff at the preschool, which has been in Wendover for over 40 years, were thrilled to start the spring term with a new all weather canopy for their setting. Fundraising efforts, which have included a sponsored carnival walk around the village/ fete and the sale of Christmas crafts and ttowels, were boosted by a very generous donation from the Harpenden Building Society in Wendover, and this has allowed the pre-school to erect the canopy much sooner than was originally anticipated. All of the committee and staff would like to thank all of our parents and friends for their help in raising the money for what will soon become a valuable addition to the pre-school and to thank the Harpenden whole heartedly for their support and generous contribution to the fund.

I have lived in Wendover for nearly 42 years and yes, the High Street has changed greatly over that period. I am not a shopkeeper, but I fully supported their stance on being anti yet another (unsuitably sited) venue to drink beverages. Where can people shop in Wendover once they've had a drink if there are no more retail outlets? We used to have a butcher, 2 bakers and a choice of three banks, and that's just a start. Times change but we do not always have to go with the corporate flow. Let's have a bit of variety in Wendover. Cate Bowley -o-o-o-o-

My wife and I moved to Wendover at the end of August 2011 and appreciate the beauty and peace of this part of the Chilterns. This is one reason why we "escaped" from London. The letter from Matthew Harris (January edition of Wendover News) surprised me. Although I cannot comment on any campaign carried out by local shopkeepers, I do not agree with his analysis or conclusions. As there are at least three shops (in addition to a number of pubs) which serve coffee, I think there are enough coffee shops in Wendover.

Costa Coffee is more suited to a busy High Street in a larger town than Wendover which has some of the features of a village rather than a town. Visiting Wendover (town/ village) before our move, we were struck by the character of the place and its attractive location. So I would urge that we preserve the identity of Wendover for the benefit of all who live here and for those who come here to enjoy the facilities and the wonderful countryside around (and who will be able to find a cup of coffee without difficulty!) Tony Brown -o-o-o-oYou may be aware that Wendover Parish Council, in particular the Planning Committee, may have saved our fine town from being taken over. Costa Coffee submitted a planning application to convert the former Barclays Bank site into a Costa Coffee outlet. The good people of Wendover are not short of places in which to purchase a cup of coffee. Perhaps, more importantly, there is a Costa coffee outlet at the other end of town at one of our favourite watering holes, The Should of Mutton. With 1300 outlets, why, one asks. does it want two outlets at either end of our small town? Is this a pincer movement in order to take over Wendover? You will be pleased to know that planning was refused. Well done our vigilant Parish Council. Alan Myers

Also a big thank you to Bankside for their donation of £65 making a grand total of £230.00 Doreen Grimsdale Many regular shoppers at Budgens (Wendover) would probably have seen myself and Tom Alexander bag packing to raise money for Malawi. All funds from this go directly to Malawi through the link AGS has with Malawi. We did two mornings: 22 and 23 December, and we are pleased to say we raised £444. Glass at New Year
Sunday 10-12 Halton Village Hall
I was horrified to find large quantities of broken glass fragments opposite the Clock Tower on the pavement and on the road. This was on Sunday 1 January. Can anything be done to prevent people from creating such a hazardous mess? The large amounts concerned mean that glass must have been deliberately smashed. Name and address supplied Wendover Parish Council responds: The debris left after the New Year’s Eve celebrations outside the Clock Tower caused concern to Councillors and was discussed at the Parish Council meeting on 3 January. The Council are taking advice and will liaise with the Police and local traders to consider how to manage the situation in the future.

Local Faces : Richard and Anne Leeper Richard’s parents were based in Surrey whilst Anne’s were in Worcestershire so Buckinghamshire was nicely mid-way. But the choice of Wendover was truly felicitous; more than a charming market town it has a wonderful community providing a happy environment for bringing up a family, for making friends and also, of course, a richly fulfilling career of 37 years in general practice. When number four was on the way a larger house was needed though some might think the enormous old rectory in Weston Turville a bit extreme, which is certainly the case nowadays with two OAP’S rattling around in it. In fact it has been a perfect family house and is still at Christmas and Easter full to bursting now that three of the four children are married and responsible for six grand children. There are plans to downsize back to Wendover but the timing remains very uncertain as Richard’s programme of decoration and gardening of the old place has fallen victim to the endless procrastination indicative of a happy and perpetually busy retirement. Once the children were school aged Anne was able to develop her own
interests, firstly, with the National Association of Decorative and Fine Arts serving at a local (West Wycombe), regional and national level. One notable challenge was organising the teams of volunteers to dust all the books in the Royal Library at Windsor Castle after the fire.
down after twenty-five years from the board of trustees of St Scholastica’s almshouses in Princes Risborough but has managed so far to resist the siren call of golf and bridge, preferring tennis and walking plus cultural trips to Italy and frequent escapes to their bolt hole in Jersey.
Later she took on the running of the Art Fund for Bucks, which involved raising funds to save works of art for the nation, with visits to places of interest such as private collections. At the same time she became a guide and lecturer at Waddesdon Manor, which she still continues, though in fact most of her time during the past six years has been spent as chairman of the Friends and Patrons of the County Museum: a mammoth task but at last relinquished in order to share retirement activities with Richard. Anne is still involved with the Oxford Ceramics Group which she helped to found seven years ago. By the same token Richard has stepped
Richard joined the partnership of Drs Riley, Garrod and Ballantine in 1973 when the practice moved from the Red House to the new purpose-built health centre. What a change that made both to the patient’s experience and to the doctor’s job. 20 years later the building needed enlarging and updating so the redundant fire station next door was acquired and demolished and the Health Centre doubled in size to accommodate a primary health care team that has grown five-fold. Richard is very proud to have been part of the Wendover Health Centre team. Partners come and go over the years but the ethos remains unchanged. General practice has changed since 1 9 7 3 b u t wh a t e v e r t h e l a t e s t government initiative, and there have been a multitude, family medicine with a personal family doctor has always been at the heart of general practice.

Wendover Parish Council Page
Matters Arising View from the Chair
New Year’s Eve Fireworks
Now that we are well past New Year it’s a time for looking forward. Wendover Celebrates is working hard to organise things in time for Monday 4 June. The Chair of WPC is in charge of the Parade so get those entries in and get organised. Schools, Youth Club, Scouts, Guides, shops, businesses and so on.
There have been a number of complaints resulting from the Fireworks at the bottom of the High Street on New Year’s Eve. This is an unorganised, spontaneous event. The Parish Council will discuss the matter at the next Council meeting on Monday 6 February.
Some good news to start 2012. Your Council has voted not to increase the As there are Precept for 2012/2013. more houses in the Parish this year, this decision will actually slightly reduce the Council Tax per household. Hopefully this will come as welcome news to hard pressed Council Tax payers, in these tough economic times.
The disappointment regarding the decision by the Government on HS2 will be felt in Wendover for a long time to come. The fight needs to carry on and hope should not be abandoned.
Outdoor Exercise
With a bit of luck and a following wind the new website should be up and running by the time you read this but thanks to all. Bob Duggan, Chairman
Temporary Clerk required, see page 14 for details
Precept
On to other things, the Clerk is still off sick - far longer than originally thought so the Parish Council is now advertising for a temporary Clerk. See our advertisement for full details on page 14. If you think you might be interested and have something to offer then please contact either myself or Jill Bottomley at the Clock Tower.
Finally, my thanks to Jill and staff in the Clock Tower for another successful month. A good response to the Planning Consultation - although most respondents were of the older generation (come on you youngsters).
weather "outdoor gym". It is generally accepted that outdoor exercise is the gold standard for holistic fitness and we hope that this new, mud free, area will be well used. For more information on the value of outdoor exercise look at http://news.bbc.co.uk/1/hi/ health/8654350.stm
Wendover Decides The Wendover Local Area Forum (LAF) had some grant money to share out and community organizations were asked to put forward deserving schemes. The final list was placed on a website and the public was encouraged to vote for their favourite project. The objective of Wendover Parish Council’s scheme was to raise funds for a new safety surface around our climbing wall. The climbing wall is located at our London Road Skate Park and offers a real climbing challenge for our more adventurous youths. The good news is that this project was successful and that a grant of £988.56 was awarded. The Parish Council would like to thank everyone who voted.
2012 is an Olympic year and health and fitness will be at the forefront of many people’s thoughts. Some years ago the Parish Council installed outdoor exercise apparatus in the easternmost corner of Ashbrook Recreation Ground, Aylesbury Road. We are currently engaged in refurbishing and moving this equipment to a new home within the park. There is a fenced & tarmacked enclosure, where the skateboard ramp Dumping Garden Waste was located prior to its move to London It has been brought to the attention of Road and this will make an ideal all- the Parish Council that garden waste is being deposited in areas of public Local Produce Market amenity. The Council requests that Manor Waste 9.00am to 1.00pm garden waste is disposed of in a more Saturday 18 February 2012 appropriate manner.
