It has been a long but successful term with students focused on their learning and getting involved in activities which encourages them to think of others. One of the highlights of the term was Help Week where, under the leadership of our School Council, students and staff raised over £3,000 for the local charity Sparkles. The cheque was presented in the full school assembly on the last day of term – a timely reminder that the Christmas season is all about thinking of others.

Mr Hayward has decided to retire as Headteacher at the Wendover Church of England Junior School at the end of the Spring Term. The Governors have already begun work on recruiting his replacement and are being assisted through the process by their School Improvement Advisor from the Bucks Learning Trust and the Diocese of Oxford.

Whilst the general School Transport Policy remains unchanged, the operation of the policy will be changed going forward to support as many families as possible with Paid-for (discretionary) transport. Following the review we have decided to offer all spare capacity on transport (this includes, where possible, on taxi services) on the standard first come first served basis to those on the Paid-for (discretionary) waiting list. As a result of this it is likely that there will be no spare bus seats available for occasional users. School development Pupil progress is being checked against targets, looking for trends and identifying gaps between different groups of children, supported by the findings from teacher observations. Close attention is given to maths, and the impact of changes introduced in the Junior School this year. These changes include reviewing and refreshing curriculum resources, increasing mental maths activity and finding ways to integrate maths into other areas of the curriculum.

Committee work We are now halfway through the financial year and have been looking at the Junior School’s six month accounts to identify any variances to budget and make sure money is being spent as effectively as possible. This scrutiny is becoming more important in the current environment of reducing budgets.

David Lidington Inevitably, most of my time now on Wendover issues centres on HS2. That doesn’t mean that other constituency work, including from Wendover, has diminished or gone away. But HS2 covers everything from rail capacity and economic impact down to individuals’ concerns about the impact on them personally. One of my staff now works almost full-time on HS2 issues. While I continue to press Transport Ministers and the PM over the principle of the scheme, especially when new evidence and arguments come forward, public consultations on compensation and the Environmental Statement inevitably needed a lot of attention. If the scheme does go ahead, we need the best possible Plan B to defend local interests. During recent months, I’ve met Wendover Parish Council and Wendover HS2 as well as people from Dunsmore, Stoke Mandeville, Aylesbury and Fairford Leys and maintained contact with the National Trust, BBOWT, the Chilterns Conservation Board and both County and District Councils. My evidence to the compensation consultation is online at www.davidlidington.com. (It’s 13,500 words but there is an executive summary!). I’m drafting something similar on the Environmental Statement for the deadline of 24 January. I’ve met HS2 officials separately about compensation and mitigation and done the

same with the Transport Secretary. Coming next are meetings with the new chairman of HS2 Ltd and with the National Grid, who take decisions about pylons and cables. With Wendover, my prime focus has been on the impact of the proposed viaducts south of the village, on Bacombe Lane, Ellesborough Road, the area around St Mary’s Church and Wendover House school and on Nash Lee. (And I’m in touch with the Cricket Club). Residents in those places will be worst hit and deserve better in terms of compensation and mitigation if HS2 goes ahead.

Over the past few months, both my wife and I have been asked occasionally what I am doing with myself now I am no longer a councillor! Although I came second to UKIP in the County elections, I am still a District Councillor and as busy as ever serving on both Economy and Planning Committees. That confusion confirmed to me that many people still do not realise that we have two authorities dealing with local matters (apart from the Parish Council). It was on this platform that I and the other Independents stood at the recent County elections that we should have just one council dealing with local affairs. Up to now, councillors have been reluctant to address the possibility of a one-tier (unitary authority). However I do believe the Independents are now driving the agenda and slowly succeeding. Last September, my Independent colleague, Peter Cooper, convinced AVDC’s Finance and Services Committee to investigate the costs and benefits of Bucks adopting a one-tier (unitary) structure. Financial pressures on local authorities are unlikely to improve, so ways must be found to maintain services yet cut the costs of delivering them. The nearby CRAG technical team now has a detailed tunnel proposal in place. Unfortunately, the Government will not pay indirect costs, we will, and scarring the landscape is cheaper. Currently, we have a cut and cover ditch (a “green tunnel”) down the west side of Wendover that will be messy and disruptive to build and leave permanent noise nuisance near St Mary’s and at the northern end of the village. It’s hugely better than the first proposal but a real tunnel is much the best. Cameron and Clegg are driving HS2 forward irrespective of facts and careless of process, so we assume a Second Reading in Parliament - that cannot now be before 27 March. Second reading enables each and every affected individual (that means you) to petition parliament. HS2 hate petitions, they slow the process and MPs might modify their precious scheme. So Wendover needs lots of petitioners. It sounds daunting but we can help and we shall be holding information meetings. You just state how HS2 will adversely affect you and ask for a specific remedy – like a tunnel, noise barrier, rerouting of an access road, limits to night working during construction, whatever. The charity offers a range of different events, catering for those new to fitness as well as committed enthusiasts: “Our events are designed to have a wide appeal and many have a choice of routes so you can pitch your participation at the right level. You

Wendover Cricket Club Wendover Cricket Club reports the sad news that club stalwart and Life Vice-President Mike Robinson died on 24 December after a short illness, aged 83. He first played for the club in 1979 and regularly from 1981, joining his son Eddie who was already playing, and continued until 2001 when at the age of 71, his body could no longer survive 2 hours in the field. Mike was also an avid bridge player and initiated the Bridge Section at the Club in the mid 1980s and it still continues today. He was active behind the scenes by helping with admin and helped out whenever he could. He enjoyed coaching young up-and-coming wicketkeepers. The Club welcomes interest from anyone who would like to score or umpire during the season. Indoor nets and training start on 28 February and continue weekly through to 6 April. BUST Update The new year has provided some very uplifting figures for our BUST project. Our target was to collect a further 5,000 bras between the end of June 2013 and beginning July 2014. To date we have collected 2,768 of the planned 5,000 bras. This represents 55% of this year’s target. Over the past 2½ years we have collected 12,768 bras and raised over £500 for Breast Cancer Care.

Stoat Hangs Up His Necker After 15 years as Beaver Scout Leader and the past year as Group Scout Leader, Bob Field has decided to hang up his necker. Bob will be known to many in the village as Stoat, his adopted beaver name. He has been involved with the District Beavers as well as helping with the County Beaveree (meeting of up to 2000 beavers!) He also was a volunteer for the 22nd World Scout Jamboree in Sweden, in 2011, an event attended by 27,000 young people from all over the world. Within the Group, Bob has used his professional skills to help keep up the landscaping around the HQ and his company recently built the new play/cooking area at the back of the building. Bob has decided to retire to Cornwall and will move this spring. On behalf of 1st Wendover Scouts, current and former members, can we wish Bob (& Dee) well in retirement. Wendover Tennis and Squash Club With the continued increase in membership of the Squash Club and hence increased use of our courts, the committee have instructed contractors to commence a programme of works to refurbish the courts and modernise some of our facilities. Through this damp winter our outdoor tennis courts have performed well, although we have had to carry out two deep cleans on the courts in order to keep on top of the moss. Congratulations go to Dan our head tennis coach on the birth of his son. Our club squash and racketball tournaments get underway this month, culminating with finals day in April. New Year’s Eve I am a Wendover resident and we moved here six years ago when our son was three months old. As he is still very young, a big New Year’s Eve has seemed out of the question. I have just read the latest Wendover News and seen all these warnings against people congregating around the Clock Tower on New Year’s Eve and I felt sad for two reasons: firstly because I had not known that people congregate around the Clock Tower on New Year’s Eve and secondly because you so clearly damn this activity! Would it not be more appropriate to facilitate this activity and make it safe rather than damn the people who wish to celebrate in their locality to being arrested or hurt??? Bah Humbug!! I was looking forward to reading the January issue of the Wendover News but immediately saw that the front page had been hi-jacked by the “Bah Humbug” brigade! Under the title “Happy New Year – New Year Celebrations” our Parish Clerk had decided that the good people of Wendover actually needed a bit of a lecture on the personal risk involved of attending an unauthorised event at the Clock Tower on New Year’s Eve and the possibility of landing a personal fine of up to £5,000 if they decided to use fireworks. Maybe the Parish Council’s “To Do” list has been scattered with Health & Safety issues during 2013, bearing in mind the litigious society we now live in, or maybe Ebenezer Scrooge has now become the Parish Council’s role model. Either way, I really despair! The Clock Tower celebrations on New Year’s Eve sit at the heart of the community and make Wendover the delightfully unique place that it is. Without this event, unofficial as it is, Wendover would be a poorer place and any organisation that goes out of its way to discourage people from attending by threatening them with words such as “completely at their own risk” should hang its head in shame. And even once we had been lectured on the risk of attending this event, we were then asked if we were prepared to

If that was the purpose of the article then why not ask us that in a way that is genuinely supportive of the enjoyment that this event provides for so many – I’m sure volunteers will come forward, after all, the people of Wendover genuinely care about their village and the traditions we have. Dismay I have to inform you of my dismay. Under the Large “Happy New Year” banner was ironically a rather killjoy and anti festive tirade about the New Year firework display at the Clock Tower. The article notes that the event is “unauthorised” and implies that if the Parish Council had their way, the event would be banned altogether. Having lived in Wendover for almost 20 years, I find the firework festivities a wonderful opportunity for people of all ages to come together to celebrate new beginnings. Of course there comes risk with fireworks, but I suggest that rather than quash the fun surrounding the event, the Parish Council could take the opportunity to use the gathering in a positive way? Perhaps the event could be used as a platform to fundraise for Parish Council projects, such as the restoration of the Clock Tower. Emily Jane Clark

New Year Celebrations I am writing to comment on the New Year’s Eve Celebrations, which for many years in Wendover have always been a wonderful celebration. Before fireworks took centre stage people used to congregate at the Clock Tower to sing “Auld Lang Syne.” Unfortunately, due to various concerns raised by “some people” reference the concept of what is occurring, this year, due to these outside pressures, the evening was a bit of a “damp squib.” We all fully appreciate the H & S regulations, but to date over the last 30yrs noone has been hurt, to my knowledge. I fully appreciate that any Council has “full duty of care” for its residents, therefore can never actively be seen to support any “Meeting of People” that does not follow the due regulations. With regard to the other issues raised previously, including street cleanliness, I feel quite disappointed as I know that there is always a section of the community, usually the White Swan, who will always attend and assist.

In my opinion, the initial benefits of Costa are:- a modern, spacious, comfortable environment, Also supplied & tuned superb coffee in many varieties, excellent toilet/  Extra TV Points washroom facilities, friendly staff and all - For aerial & Sky (in HD!) foodstuffs stored and displayed in chilled  SKY TV cabinets (on 2 visits last summer, to an older - also Foreign Language TV High Street establishment, none of the cakes were in a chilled environment). With relation to the "spending" of transient visitors not going to other Wendover establishments, I bow to the clairvoyance of the previous writer. Motorists are constantly being exhorted to Think Bikes but surely the reverse is also applicable. Many thousands of pounds have been spent on building a cycle path from Aylesbury to Wendover, but some cyclists don’t use it, particularly at night. In recent weeks driving in that direction in the unlit stretch, I have on 4 different occasions suddenly come

upon cyclists in dark clothing with no lights or form of illumination whatsoever. Cars and cyclists come together quickly, with little room to manoeuvre in the dark. So cyclists, please use the cycle path and avoid any accidents. Lawrence Jeffery

Local Face: Nigel & Mary Rumsey Nigel Rumsey opened Rumsey’s Chocolaterie with his wife, Mary in Wendover exactly 10 years ago this 14 February, Valentine’s Day, and since opening their shop it has become a vibrant meeting place for locals and visitors to Wendover. The seeds of the business began in 2001 from the family kitchen in Aylesbury. Nigel had been a pastry chef for 20 years and was working in the kitchens of New College Oxford when a colleague asked if he would make a batch of chocolates for him to take home to his family. He enjoyed making them so much that he made a second batch for his own family too. As demand snowballed, Nigel cut down to a three-day week at New College to meet with demand. “We literally had customers travelling 30 and 40 miles to knock on our front door asking for our chocolates,” he says. “The reaction was incredible.” It was only when the chocolates began winning awards that Nigel realised this could be the full-time business he’d always dreamed of. Before we knew it we had found the perfect premises in Wendover and opened the doors ten years ago on February 14th. We decided we would have to have a theatre kitchen where people could watch

Provenance is something taken as seriously as their chocolate: “We wanted to use fresh, local produce and support local businesses where possible,” explains Nigel. “We use a local dairy farm called Lacey’s in High Wycombe, and our eggs and meat are sourced locally, too.”

In fact, any film fans could be forgiven for feeling a hint of déjà vu, because the transformation of Rumsey’s from a cottage industry to bustling shop was inspired by Vianne’s shop in the film adaptation of Joanne Harris’ Chocolat. Nigel now has three other chocolate chefs, whom he’s trained himself. Nigel perfected his own techniques in Switzerland and France where he was taught by top chocolatiers. He, in turn, is passionate about passing on his knowledge to the next generation of chocolate chefs. Rumsey’s now provides

In return, Rumsey’s has developed an army of devoted local clientele. “We have regulars who come in every week and in some cases more often – that’s one of the best things about the shop – meeting people and making new friends.” Nigel agrees: “It’s little things like that which make all the hard work and hours we put in worth it,” he says. “One of my favourite days was when there was an unexpected snowstorm: all the businesses closed and everyone piled into the shop for hot chocolate after a day’s tobogganing. The snow was falling, the place was jam-packed with people chatting and laughing. View from the Chair Happy New Year to all in Wendover. The community celebration around the Clock Tower this year was a little different. To ensure that things go well next year, I think an effort needs to be made by the community to ensure things run smoothly. The Parish Council has no responsibility for this spontaneous event, but does exercise its public duty by dealing with the resulting glass, rubbish and sparkler wires. One of our employees was up early on New Year’s day clearing up the mess so that cars driving through Wendover did not end up with punctures. I’ve heard many different thoughts on events at New Year, some very positive, so I wait with baited breath to hear the ideas we have for re-invigorating the Celebrations in a safe and sensible way. Perhaps we need a group of those interested and involved to work out the best way forward. An election will be taking place soon for a councillor to fill the vacancy that arose following Bob Lewis’ resignation. Some people think it’s a waste of public money, and have asked us why we aren’t coopting? However, because ten members of the community have requested an election be held, it has become a legal necessity. The election will be held on 20 February 2014, with the Parish Council paying the cost. I think an election (especially when it is non-political) is really healthy. People can get stuck in their ways. We need an injection of new ideas. May I add that the value of an election is enhanced when the voting turnout is higher so watch out for the date and VOTE. New Year’s Eve

Next Parish Council Meeting Monday 3 February, 7.30pm Wendover Library Room Christmas 2013 Unfortunately we need to start with an apology for the unsatisfactory standard of the Christmas Tree. Due to concerns about returning the tree and running the risk of not having a tree for the festivities on 4 December, it was decided to accept the tree and make different arrangements for next year. The Clerk and a Councillor will “visit” next year’s tree in situ towards the end of November and be sure we have something to be proud of in December 2014. We were pleased to have extended the festoon lights up to Dobbins Lane and along part of Aylesbury Road, and despite electrical problems with the Clock Tower lighting the week before Christmas, due to the heavy rains getting into the electrical contacts, we were delighted to have this resolved by Christmas Eve. Other than the problems caused by the road closure, all reports on the 4 December Christmas Lights switch on seem to be positive. The businesses in the village open during the evening saw more customers than in previous years and it was an important fundraising event for some local charities.

Many of you will have read the article on the front page of the January edition of Wendover News. We appreciate the tradition of the NYE celebration at the Clock Tower and would certainly not have felt the need to write the article if we had not received complaints and concerns over the safety of the previous year’s event. In a meeting with Thames Valley Police and AVDC, it was highlighted to the Parish Council that the New Year’s Eve Anti-Social Behaviour problem is worse in Wendover than in Aylesbury and seems to be increasing each year. AVDC pointed out that they would be acting to prevent fireworks being let off on and into the highway as this is illegal. It has been suggested that the Parish Council or “Wendover Celebrates” should take the evening under their wings, but it is apparent that the logistics of having an event around the Clock Tower are challenging. A road closure for a couple of hours around midnight, (cost approx £3000) would possibly be the only way to make it safe, but this could be very unpopular with businesses trading on the night and people trying to reach friends and loved ones by midnight as it involves such an important road junction. If an event could logistically be organised around the Clock Tower, it would still not be lawful to set off fireworks on or into the public highway as has happened in recent years. If you have any practical ideas about how the Parish Council can help the community carry on with this tradition safely and lawfully we would be very pleased to hear from you.
