Draft Vale of Aylesbury Local Plan

Between now and 2033, more than 30,000 homes are set to be built within Aylesbury Vale. Consultation on the draft Vale of Aylesbury Local Plan (VALP) started on 7 July. Residents and other interested parties can comment on any aspect of the plan, such as the locations identified for new homes and jobs. There is an opportunity for local people to find out more about the draft local plan at a public consultation on Thursday 4 August, 11am - 8pm, St Anne’s Hall. If you can’t visit the drop-in session you can find out more about the Draft Local Plan - the background, policies on housing, transport, and environment - and guidance about how to respond, here on the website http://www. aylesburyvaledc.gov.uk/vale-aylesbury-localplan-draft-plan. The Thrift Shop Manager at RAF Halton, Mrs Veronica Tuppen, from Wendover, has been awarded the BEM in the Queen’s Birthday Honours for her voluntary service to RAF Families and to Charity. Veronica has volunteered for over 40 years, 25 years of which have been in service to RAF Halton’s Thrift Shop. She has donated thousands of pounds to local and service charities over the years.

I’m extremely honoured to receive the medal.” Veronica’s husband, Henry, was the Commanding Officer of St Mary’s hospital, which was part of the RAF Halton site, it was here that Veronica started her volunteering. She continued: “I just wanted to get in and try to help out, we have a nice home in Wendover but I couldn’t stay indoors all the time, I wanted to be involved.”

Thanks from Esmé and Family To the people of Wendover and surrounding area: We would just like to say a very big thank you. The reason for this is the support and help you have given us following the diagnosis of Rett Syndrome for our daughter Esmé in 2013. Since then we have held fundraising events and tried to increase public awareness about this condition which affects 1 in 10,000 people, mainly girls. With your help we have managed to buy a specialist computer allowing Esmé to communicate with us using eye gaze. We have been able to continue with expert training in how best to use the device, and extend that training into school. She is doing very well at school, keeping up with her peers who are a year older than her. The biggest project that we have undertaken as a result of fundraising has been the adaptation of our home. This has taken 6 months and a lot of hard work by all involved. It is now completed and is now fully wheelchair accessible. We have had a lot of

The war continued on the various fronts around the world. The sixth Italian offensive on the Isonzo began with the battle of Gorizia. Belgian and British troops made gains in Africa. Rumania joined the Allies and declared war on Austria-Hungary. Turkey declared war on Rumania. At sea, the cruisers Nottingham and Falmouth were sunk by German submarines. In France, the German General Falkenhayn was dismissed for failing to take Verdun and was replaced by the duo Hindenburg and Ludendorff. On the Somme, the 1st Bucks Battalion attacked and took the German strong-point of Pozieres. On 16 August Pte Tom Simmons of York Buildings, Wendover, died of wounds following the heavy fighting near Pozieres. Tom was serving with the 1/4 Battalion Ox and Bucks LI. When a mother of two looked for a learning equipment library for her children (ages 4 and 7) and couldn’t find one, she decided to set one up herself. Betty Beston, of Weston Turville, wanted a way to inspire her boys beyond books and the internet, but simply couldn’t afford to buy all the hands-on things she thought they would find exciting, like models of the human body, microscopes, rock collections and sewing machines. “I hoped to find an equipment library that I could use, but nothing seems to be available locally,” says Betty. “When I asked around to see if anyone else would find such a resource useful, I got an overwhelming positive response. I figured if we needed one, and other families needed one, then I should start one!”

HS2 We have had the Locus Standi hearings, and as feared, the rules and expediency appear to be against us. The decisions appear to be draconian in their application. Firstly, it appears your property had to be directly impacted or the noise was such you would have a clear case in law in order to be heard. This restrictive approach has been raised with the Select Committee. As Lord Walker said: “Other petitioners understand its limited scope but find it unacceptable and have said so in forthright terms. The point was made eloquently by Mrs Emma Davies of Coombe Avenue, Wendover, one of the youngest petitioners from whom we have heard. She said that the HS2 railway is a new world and that it calls for a new approach to parliamentary practice on Hybrid Bills. We agree with that view.” Secondly, HS2 Ltd have argued and the House of Lords have accepted the premise that if the local Parish Council or District Council are raising the issue then the individual does not need to be heard. As Chairman of Halton

Parish Council I am a firm supporter of the view that the Parish Councils should and will represent the views of the local populace. However, I am the first to admit that having a variety of people talking with passion about a subject that personally impacts them is very persuasive. Neither HS2 Ltd nor the House of Lords Select Committee consulted us about how the Parish Council were going to be the ‘super’ representative of the area. What I can say is that the Parish Council will do the best they can and that is all you can ask of anyone. It will be a challenging time for the Parish Council with advice from numerous sources. One area which was decided by the Select Committee was around the question of Additional Provisions. Chiltern District Council were leading the fight to get the House of Lords select committee to have the power to grant Additional Provisions. This was important as it would allow the case for a Chiltern Long Tunnel to be heard and if won put into effect. The Select Committee decided that this would

be basically unfair to those impacted by the change who would not have the opportunity to voice their concerns about this change. Therefore, they decided unless they were given specific instructions to do so they would not hear the long tunnel cases and it would be a waste of time and resources to hear them. The Wendover Society is pursuing a Wendover only tunnel which does not apparently need an Additional Provision, although it will be a tough fight to win. In the meantime the Parish Council will be fighting to get the best mitigation possible for Wendover. However, unless there is a change in the politics surrounding HS2 it appears unlikely we will get a long tunnel. On a brighter note, the Brexit referendum result may yet save us. I am not sure how persuasive Mr Cameron’s comments were about HS2 having to be shelved if we voted to leave the EU, but now we need to see if that forecast turns into reality. It remains to be seen if they carry on with this folly or whether common sense will prevail.

The new seasonal menu is locally sourced wherever possible and is developing using Sam’s excellent training, including experience in the kitchens of Raymond Blanc’s Manoir and Tom Kerridge’s Hand & Flowers. The introduction of brunch from 10am is a very welcome extension of both menu and opening times. Sam is a familiar face because he was a Junior player before starting his culinary journey which has involved this kitchen. This means he understands the needs of player and guest alike. Buckmoorend Farm Shop on the Great Missenden Road by the Chequers Estate is celebrating its 3 month anniversary. The shop specialises in tasty home reared meats straight from the farm and local produce from the Chilterns area. The organisation Visit Chilterns recently tweeted ‘This farm produces some of the best lamb I have ever eaten’. New ranges include their own handcarved cooked ham and Biltong – dried cured meat – both of which are proving very popular. Third generation farmer Daniel Hares has been keen to share his family’s ethos and values of sustainable animal husbandry and non-intensive farming with a wider audience. “Our animals can roam free here and graze on home grown food,” says wife Steph. Over the last 11 years good work has been done with a group of young people within our community. Work that can easily go unnoticed and unacknowledged and work that continues with other age groups. On the afternoon of 18 June WJFC U18’s held their Presentation Day at The King & Queen pub in Wendover. This year this event was particularly significant and poignant as many of the boys (young men now) are hoping to go to university in the autumn, meaning this team will disband having played together for 11 years and won silverware for the first time this season.

Listening to the team captain give his report on the performance of each player before handing them their individual trophy, it became very clear what a strong and valued bond these young men have. However even more striking was the lessons they have learnt from their time together: commitment and dedication; sticking together when times are tough; the importance of self-belief; the meaning of teamwork; respect for each other and authority; valuing and encouraging others;

the need to achieve a balance between one’s obligations and responsibilities and one’s desires and, of course, the glorious art of football. I have deliberately avoided mentioning individuals, because this has been a real team effort. A team that goes beyond the players themselves but includes the manager and coaches, who have acted as role models for our young men; the match officials, some of whom we have agreed withothers we haven’t- but all of whom we have respected and the parents who over 11 years have chauffeured, laundered, cheered on, cheered up and warmed up their sons. When so much is heard about the negative side of football, it is heart-warming that in Wendover it is being used by willing volunteers at grassroots level as a tool for good. In this team a band of brothers has been established. Individually these young men are going into the wider world with a strong foundation formed in Wendover. Thank you WJFC. L. Janovskis

We know now we are going to have a new woman Prime Minister; I hope she will be able to set the foundations and environment, where divided relationships are able to come back together. At this time we all need some humility and the grace to offer the hand of friendship to those who have turned their back on us, simply because we had a different opinion over EU membership. My father Archie Dell and his two older brothers were all in France during WW1. They made a pact to meet on the Town Hall steps in Albert at 1pm on a certain date. Archie and William met, but another soldier arrived with a message from Cecil - “Unable to see you, being sent to the Front. Best wishes, Cecil.” Sadly, Cecil, the eldest, was killed 19 July 1916. Schools battle in mini-Olympics

Stoke Mandeville Stadium played host to 1,300 children Friday 1 July as they competed for medals in the Bucks and Milton Keynes School Games. In all, 75 schools took part at sites across Aylesbury. There were 13 different sports, from athletics to swimming, rounders, table tennis and cycling. Club Corner Sparrowhawks Host Hugely eventual winners Ashridge. Once the netball Wendover FC – Summer Break Update was over, everyone enjoyed a BBQ in the On Saturday 23 July we held our annual Successful Mixed Tournament! Despite the competitive season finishing in April, it’s been a busy summer for the Wendover Sparrowhawks Netball team. June saw the club host a hugely successful mixed netball tournament – the main annual fundraiser for the club. The Sparrowhawks were delighted to host 7 teams who battled it out for a chance to see their name engraved on the winner’s shield. Despite storming the league round of the tournament, Passaro & Co Ballers narrowly lost out in the final to

sunshine. The club raised over £700 on the day, and was absolutely delighted to donate £100 of that to the Short Breaks programme based in the Wendover Children’s Centre. The club would like to say a massive thank you to all who came along to watch and take part, and to all the local business who were kind enough to donate raffle prizes.

Councillor’s Comment First, Manor Waste, a slightly controversial project that was funded by AVDC with the advice and assistance of all the District Councillors through the Parish Council. I am sure that now things have settled down, residents will recognise that they now have a better presented and safer surface in the Market Area, achieved at no cost to the Parish Council’s Funds. Secondly, The Vale of Aylesbury Local Plan is now in a period of consultation. All 3 of the AVDC Councillors will be engaged with both Parish Councils in Wendover and Halton to understand and represent the views of local communities. Clearly, in all areas of the country, this is an unpopular      

prospect and the reality is that we will not be allowed to say that any number of houses is too high. AVDC is going to be an area of future housing growth, whether we like that prospect or not. We must work hard to present a robust case, acceptable to our communities, based around how many houses we are prepared to accept and where they could be built. Our submissions will then be taken under consideration as we work towards the final local plan. I speak for all of the AVDC Councillors when I say that we have the interests of local people front and centre in our deliberations on this issue. The number of houses given in the Draft plan at this stage is for planning purposes and should be considered

as a baseline for initial debate, rather than a final conclusion. Finally, HS2. None of us wants this vanity project and we will continue to firmly defend our community from its consequences. Notwithstanding the wrongs and rights of BREXIT, we are hopeful that the resetting of the UK’s economy as a consequence of it may result in the whole validity of HS2 being reviewed. We will be asking our MP to represent this view to the PM’s Office. In the event that HS2 continues, all of our councillors will continue to work with Parish Councils and local pressure groups to mitigate the effects to our local communities. Wharf Lane

After reading the very interesting article by Jackie Sambucci in the April edition of Wendover News, it has prompted me to write of my own recollections. As a lifelong resident of Wharf Road, I have many memories from the 1930’s onwards. Until the mid 1950’s Wharf Road (or Wharf Lane as it was known then) was a cart track to the fields for Manor Farm, which had a farmyard in the Aylesbury Road (farmhouse is now no 27) from The Pennings to what is now known as Vinetrees. The Lane gave access to the Canal Wharf, which also incorporated a sawmill run by Edmunds and Philby until the late 1940’s. Although the Wharf was no longer in operation, the Wharfinger’s Cottage still remained and was occupied by his son and daughter. It was later to become my home. The only other buildings in the lane were the Wendover Gas Works, which comprised three Gasholders and Pumping Engines

which my father managed and where my parents and I lived in the adjacent cottage known then as “Field Cottage” until 1951.

Prior to the War, in 1936, the large attractive Riding Stables owned by W G Oliver were built, which consisted of 18 Loose Boxes and a field for training jumping horses. During the war the Stables were used to store evaporated milk, thousands of cartons containing 48 tins of milk each. There was a well organised robbery when lorry loads of the milk were stolen. I do not know if the offenders were ever caught. (My big regret is that Gasometer and “Field I do not possess a photograph of Cottage” taken across the the stables). canal from “The Old Wharf”. Once a year a fair would visit this field where I loved to try my skills on the Coconut Shy. Local Face: Leah Lewis Local Aylesbury girl Leah Lewis attended Mandeville School before Aylesbury College and the University of Hertfordshire at Hatfield studying Event Management. She has put her degree to good use working for the Head Office of Haven Holidays and then a photography company in Whitchurch, before joining local Charity PACE as Community Fundraiser in their Weston Turville office in January 2016. Leah was inspired by her uncle to apply for this job because he has been working for the charity as a physiotherapist for the past 7 years and recommended it for its positivity, supportive atmosphere and family feel. Leah was delighted to find that this is indeed the case. Leah’s first big campaign was a sunrise expedition to Snowdon. Leah surprised herself by not only doing all the admin for it but actually participating herself. This involved 20 walkers - a mixture of staff,

volunteers and corporate sponsors who left “base camp” at midnight, complete with head torches, and arrived to watch a rather cloudy sunrise at 4.20am. They were back down at the bottom of the mountain by 8am ready to devour a huge breakfast. This sponsored event raised £6½K. Leah was clearly thrilled that her first big event was such a great success and the next trip is a sunset walk on Snowdon in September. PACE was also very pleased with the result as the charity needs £1½million to finish the Weston Turville site. The first building is dedicated to independence learning for age 18+ pupils who are about to go to university or work and also to nursery children as it is better to start conductive therapy as soon

as possible after diagnosis. This is why the second building on the Weston Turville site is devoted to a relatively new initiative PIPS - the PACE Infant & Parent Service. PIPS gives parents access to specialist services when they need them - even before a definitive diagnosis is made because the brain is most plastic when very young so early intervention enhances the potential outcome. The service started in 2014 and moved to Weston Turville in November 2015 when the new building was opened. PIPS, for 0-5 year olds, is supported through fund raising only. Leah feels that she is making a full contribution to a charity which gives increased life chances to the children of so many families. We feel that you should be aware of the abysmal performance of your Planning Department at the so-called public consultation exhibition regarding the Vale of Aylesbury Local Plan. On Thursday 14 July, we visited the stand in Friars Square, Aylesbury. We thought that the presentation was a disgrace considering that it was supposed to impart information in a clear and logical way to enable the public to understand the planning policy, the effect on their local communities, and thus enable them to make sensible comments.

There were less than a dozen members of the public but it was difficult to get to talk to any of the four representatives with specific knowledge on a particular topic or area. When we complained to the senior representative his reaction appeared to be one of mild shock and the comment that the tables were “all that Friars Square would provide”.

A public meeting at St Anne’s Hall, on Thursday 4 August from 11am to 8pm, is the latest stage of the VALP consultation and will give Wendover residents, businesses and community groups the opportunity to voice their opinions about where housing, leisure, community facilities and employment opportunities are distributed in the future.

Jo, our street sweeper

We have had a complaint from Jo who works diligently to keep the streets in central Wendover up to scratch. He has asked that people stop putting household waste in street rubbish bins. The misuse of the bins is anti social, negates the reason for the bins and makes Jo’s job more difficult.

We now have 19 dog bins in the Parish including two new bins at Haddington Play Park and Halton Lane. Unfortunately some owners are not using the facility and open spaces and pavements, especially Tring Road and Heron Path, are suffering the consequences.
