Message from the Editor:
On the Shoulders of Giants
by Ben Montgomery / Special Projects Editor
During the spring of 2006, when we published our inaugural edition of “Connections,” Central Oregon was in a much different place than it is today. The economy was booming, the job market was more forgiving, and communities were growing at such an amazing clip that the sight of new homes — new neighborhoods — being framed was commonplace. What’s happened since has been well-documented throughout not just The Bulletin, but by media throughout the world. But the result is that today, as our economy is breathing its first sighs of relief following five-plus years of struggle, we see the world differently. We’re more measured than we were — we navigate the waters rather than ride the current — and that’s a good thing. Throughout this period, Central Oregon’s nonprofit organizations were also forced to deal with new economic realities. Many of them survived the storm, some didn’t, and in many cases, their fate was determined by their willingness to work together. And yet despite the struggles, the network of nonprofits serving Deschutes, Crook and Jefferson counties remains vast and wide-reaching.
So vast is this network that when we at The Bulletin first conceived of the idea of compiling an up-to-date listing of charitable organizations back in 2006, the reaction from local nonprofit leaders was perplexing. While they applauded our efforts, many felt the task would perhaps become too monumental for our modest staff. Call us idealistic, stubborn, or a little bit of both, but we charged on. Our goal remains the same today as it did back then: to create a publication that defines and honors the continuing accomplishments of nonprofit groups in Central Oregon. From food pantries and family advocacy groups to leadership clubs and groups formed to support the arts, there is little doubt that Central Oregon’s nonprofit community remains the foundation to the area’s success and sustainability. Hundreds of organizations and thousands of volunteers both create, sustain and drive this community, and in turn, each of these organizations play a central role in sustaining the high quality of life for which this region is so often recognized, especially through difficult times. Central to “Connections” has always been our directory of nonprofits — a list of 397 organizations, to be
exact — which has been compiled through the years based on submissions and updates from local leaders. Within each edition, we also strive to put faces with some of these organizations, highlighting both the people who keep them going and those who benefit from their services. After all, you can’t tell a story about a nonprofit organization without telling a story about people — how it brings people together, improves people’s lives, and allows people to realize their full potential as human beings. The true beauty of Central Oregon’s nonprofit community, however, is revealed through the synergy it creates. By banding together through service, spirit and need, they form an interworking structure that — like the bare, wooden frame of a new home — provides shape, style, support and strength for the communities within which we live. Here in Central Oregon, we truly thrive on the shoulders of giants, and these giants reside within the local nonprofit community. We hope “Connections” will continue allowing you to better identify this community during both times of need and times of giving.

STATE OF CENTRAL OREGON’S NONPROFIT COMMUNITY:
regon Values & Beliefs
Central Oregon nonprofits being relied on as safety nets as well as economic developers. by Kathy Oxborrow, for The Bulletin Special Projects
When Oregonians tell us what they value in their social and political lives or give us their opinions about health care, the environment, education or social services, what does that portend for the future direction of nonprofit organizations that work in these areas? Are these organizations directing energy and dollars in a manner consistent with the concerns of Oregonians? Do they need to tweak the way they communicate what they are doing? Does this give them ammunition when advocating for policies and programs? Portland-based DHM Research recently completed a survey that asked 9,500 Oregon citizens where their values and beliefs lie regarding some of our most pressing issues. “It’s the most comprehensive study of what Oregonians value,” said Su Midghall, president at DHM Research. “They told us what they love about living in Oregon and how they feel about taxes.” The survey, first conducted by DHM Research in 1992, then again 2002 and now 2013, documents changes in attitudes over 20 years. The Oregon Community Foundation, Oregon Health Sciences University, Oregon State University, and Oregon Public

“We need to be fueled by the expectation that things can be better and will be better.” — Scott Cooper,NeighborImpact
Broadcasting sponsored the 2013 Values and Beliefs Project. Survey data was stratified into five regions: Portland Metro, Willamette Valley, Central, Eastern and Southern. What is striking is the shift in values for Central Oregon. “There has been a remarkable change in how close we are to the views of people on the west side,” said Scott Cooper, the executive director of NeighborImpact. “We always drew that divide between us and those people over there. Those people over there look just like us and think just like us.” Ken Wilhelm, executive director of United Way of Deschutes County, agrees. “It reflects the changing demographics here and the folks who have moved in from out of the area,” he said. Wilhelm said the survey results won’t change how United Way goes about doing its work, but it might change how they craft their message to speak to the varying views expressed in the survey. There is an increase in optimism from previous years in some areas, but that optimism is tempered by skepticism in others. “In 1992, 27 percent said they felt
very positive about where things were going and how they felt about the state and the unemployment rate, which was pretty similar to today,” said Midghall. “Today, ‘very positive’ is up to 40 percent — almost double.” Pessimism rears its head when asked if “Oregonians from diverse backgrounds will find common ground and work together to make progress addressing the critical issues we face as a state.” Eighty-four percent say the goal is desirable, but only 42 percent think it’s likely to happen. That result troubled NeighborImpact’s Cooper. “We need to be fueled by the expectation that things can be better and
will be better,” he said. “If we’re losing that, then we need to do some cheerleading in our communities about the possibility of what could be.” Oregonians don’t have much faith that government will be able to improve the economy. The DHM Research report states: “Fewer than 20 percent of Oregonians mentioned spontaneously that unemployment and economic growth were issues they want their state and local government officials to do something about.” Respondents were asked to rate 20 public services involving tax hikes or funding reallocations. Education ranked the highest for all regions of the state with more than 80 percent
saying it was “very” or “somewhat” important. Public safety was second, and “protection of air and water quality” came in third. While climate change was not a topic on the earlier surveys, it was included in the 2013 questions. When given a choice between two statements — “Climate change requires us to change our way of life such as driving less or living more simply,” or “If climate change becomes a problem, we can deal with it later” — 72 percent said we should change our way of life. In Central Oregon, 64 percent chose “change way of life” versus 28 percent who opted to “deal with it later.” “People were pretty clear that we’ve got to do something about climate change,” said Mike Riley, executive director of The Environmental Center in Bend. “There was strong feeling that we’re not willing to trash the environment for economic progress.” Riley said the survey results affirm that the direction The Environmental Center is taking around energy and the environment is consistent with Oregonians’ values. Kathleen Cornett, vice president for grants and programs at Oregon Com-

munity Foundation (OCF), one of the survey sponsors, said that OCF is releasing new grant guidelines which put greater emphasis on the environment and on people working together to improve the environment. “We were on that path, so it was gratifying to us to see that affirmed in this study,” she said. The Chalkboard Project, a nonprofit that works statewide to increase the quality of education, has piloted projects in Central Oregon. Sue Hildick, Chalkboard’s executive director, was pleased to see that education ranked first on the list of public services. She said she thought the state was starting to move in the right direction for grades kindergarten through 12 in terms of transformational initiatives, and Central Oregon has been leading a lot of those conversations. Hildick didn’t see the survey results changing the strategies or direction her organization is pursuing. Of the 20 public services rated, Oregonians placed health care near the bottom along with low-income
support services. DHM Research posits that the health care result may be because residents do not consider providing health care an essential governmental service. However, respondents believe all residents should have access to essential health care, and they especially believe children should have access, at public expense, if necessary. Oregonians want more emphasis placed on prevention and healthy lifestyles, and they support wider access to mental health services. Elaine Knobbs, the director of programs and development at Mosaic Medical, a nonprofit that serves lowincome people, was happy to see backing for mental health services. “It supports what’s going on regionally at Mosaic Medical with integration of behavioral health in our primary care clinics,” she said. Knobbs said the survey results confirm what they are already doing and will encourage them to look at how they can communicate the value of what Mosaic Medical does. “There is a treasure trove for non-
profits that do advocacy because it provides them ammunition when they are advocating for policy changes,” OCF’s Cornett said. The consensus from nonprofit representatives is they will not alter their strategies or programs because they believe they are in sync with what Oregonians value. They will,
however, look at how they can enhance their messages to show that their missions reflect what Oregon residents say is important to them.

Healthy Beginnings provides free screenings to help detect developmental delays in children. by Kathy Oxborrow, for The Bulletin Special Projects
Healthy Beginnings is celebrating 20 years of providing free health screenings for all children age 5 and under in Crook, Deschutes and Jefferson counties. The organization began when two mothers discovered that their children’s developmental delays had been missed during regular check-ups. The women’s dedication to their own children as well as to the future children of Central Oregon led to the creation of Healthy Beginnings. Because of these mothers’ initial efforts, Healthy Beginnings has screened more than 8,000 children and provided referrals and connections to needed health services for more than 5,000 children. The value to the community is estimated at over $3,000 per child. Many of these children are now in college or working, and some are even
having children of their own. “This is a model that is unique to Central Oregon,” said Healthy Beginnings executive director Holly Remer. “Our community leaders had the foresight to support this program. They have always been collaborative, cooperative and looking for ways to think outside of the box.” Estimates are that more than 40 percent of the children in Oregon enter kindergarten every year with a barrier to success. Healthy Beginnings believes that every child should enter kindergarten healthy and prepared to learn. The organization provides one-stop shopping for assessment and referral to needed health services. A “12-Point Kids Inspection” screens for attributes including vision, hearing, dental health, behavior, speech, motor skills and nutrition, among others. Services, which began in Deschutes The Bulletin | 9
County, have grown to include the entire tri-county area, offering screenings in seven Central Oregon communities. These unique screening clinics ensure that parents have the opportunity to connect with specialists. Regardless of family income level, any child living in Central Oregon is eligible to receive a screening at no cost, although a donation is suggested. The screenings are conducted completely by volunteers and are held at convenient locations within the communities. “There is a simple reason why so many families have used this service—what parent doesn’t have questions about their child’s health and development?” said Remer. “Imagine a parent being able to connect with 12 different assessments in a two-hour period and identifying concerns not covered in a well-child check up.” The organization started with
one volunteer coordinator and now has a staff of five who manage and engage more than 400 volunteers. The program has grown to be a respected resource for families and also offers screenings for children in homeless shelters and in teen parent programs as well as offering assistance with insurance and Cover Oregon applications. The program provides a referral network and follow-up services conducted at six weeks and six months after initial screening. This ensures that the children are receiving the health services needed to address any issues that were indicated during the 12Point Kid Inspection. Remer pointed out that Healthy Beginnings provides valuable information for any parent and the evidence-based assessments are of the highest quality and cannot be compared with any other service in our community.
“Imagine 12 caring volunteers, specialists in their respective health fields, ready to answer any of those burning questions parents struggle with regarding their children’s health and development,” she said. “Providing needed answers and connection to referrals is what Healthy Beginnings is all about.” The volunteers include medical professionals such as dentists and nurses, while others receive training by Healthy Beginnings staff to administer the standardized assessments tests and screenings. Healthy Beginnings is a success thanks to the dedicated volunteers who deliver the screenings and referrals, and the community members who support it by donating dollars so that every child in Central Oregon enters school ready to succeed. The organization’s annual budget of $400,000 comes from grants, events, and support from
individuals and businesses. Here are some ways you can celebrate Healthy Beginnings’ 20 years of valuable community service plus help ensure that the barriers to all local children’s well being are eliminated for 20 more years: Sign up for the “Grin and Bear It” run next March 8; support the Preschool Fair on April 19; attend the “Champions for Children” luncheon on May 8; and join others at a special 20-year celebration in June. Healthy Beginnings is always looking for additional volunteers and training is available. Call the office at 541-383-6357 or visit the program’s website at www.myhb. org for additional information.

Reason to Celebrate
Central Oregon’s homeless and at-risk youth celebrate with the help of Devin’s Destiny. by Linda Orcelletto, for The Bulletin Special Projects
Every child deserves to feel special, particularly when celebrating another year of life. This is the belief behind Devin’s Destiny, a local nonprofit organization that provides birthday parties for homeless or at-risk children. “Developing a child’s self-confidence and self-esteem is so important,” said Rick DeLuca, founder of Devin’s Destiny. “Imagine how sad it is to be a homeless child, but especially on your birthday. By providing a birthday party where a child can invite his or her friends, hopefully the child will feel a sense of belonging.” Formed in February of 2010, Devin’s Destiny provides more than 25 birthday parties each month in Central Oregon for disadvantaged youths ages 1 through 18. There were 11 parties in one day in November, showing the need is substantial. The organization’s first event was at the LOFT, which offers services for homeless or runaway youths who live in Deschutes County. It was held on June 18, 2010, the same day as Devin’s birthday. He would have been 24 years old. Devin DeLuca, born and raised in Bend, began giving back to others at the age of 6. Growing up, it was typical for him to organize toy and food drives, for which he would offer his allowance. After high school, he moved to Chicago where he spent his own money and resources to help provide food for the homeless. Because Devin wasn’t satisfied with the mere concept of what

it meant to be homeless, he purposefully went without food, warm clothing or a roof over his head to fully experience what it felt like to be homeless. Cold. Hungry. Lonely. Not long after returning to Bend in September of 2009, Devin passed away. He had battled with depression since his teenage years. The foundation was created to honor Devin’s legacy of giving back, especially to children. “I don’t know of anyone who showed more compassion than my brother Devin,” said Brandon DeLuca, manager of the foundation. “He would constantly remind of us two things: one, never judge people until you get to know them, and two, do something nice for someone without being asked. These mantras inspired Devin to live the way he did.” The foundation receives referrals from the Family Access Network (FAN), area homeless shelters, Saving Grace, the LOFT and other groups that serve at-risk youths. Devin’s Destiny then finds out the interests of the child, the age, and
what gift they would like. The celebrations are often as meaningful to the parents as they are to the child. “Our parents feel so fortunate to be able to offer a party for their children, just like the rest of the kids in their class,” said Julie Lyche, executive director of FAN, which connects area students and families with basic needs. “FAN families are often focused on get-
ting through each day and must make difficult decisions on how to spend the limited money they have. The birthday parties are a little bit of light for these families in the midst of a difficult life.” The organization spends around $75 for each party, which includes a cake, a gift, decorations and pizza for 12 friends or family. They partner with Abby’s Pizza and Pappy’s Pizza in Redmond

As much as Brandon would like to attend the party and see the smile on the child’s or parents’ faces, Devin’s Destiny takes care to remain anonymous. The cake, decorations and gift are delivered before the party begins. “What Devin’s Destiny did for us was phenomenal,” said a parent who recently had a party provided for her daughter. “For the first time in a long time, we felt as though someone cared. The Center Foundation provides treatment to high school athletes with sports-related injuries. by John Cal, for The Bulletin Special Projects
The Center is a place you typically visit by accident, after a spill on the slopes or a crash while mountain biking, or following a typical bump on the head while going about your business at home. The Center provides diagnostics, care and rehabilitation services, helping ensure a healthful recovery. And thanks to its nonprofit arm, The Center Foundation, such care and services are also offered to area student athletes, free of charge, through partnerships with area schools. “A lot of people don’t know who we are or what what we do,” said Carol Stiles, executive director of The Center Foundation, which provides in-school medical care for all athletic and physical education activities all over Central Oregon. It’s a mission that can be traced back to the vision of one man: Dr. Tom Carlson. In the mid-80s, Bend was a much different place, boasting a population hovering around 15,000 and only one high school. The real estate boom hadn’t started yet, the first summit ski lift had just been installed at Mt. Bachelor, and The Center Foundation was only a vague and nameless idea in Dr. Carlson’s mind. “Tom had a background in sports medicine and had done work with the PGA and the Olympic Ski Team,” said Stiles. “But as he was becoming more and more involved in the Bend athletic community, he discovered a need and started volunteering his time at Bend High’s football games, giving medical care on the sidelines to players.”
“The Center Foundation has become such an integral part of high school athletics in Bend that people forget what it was like before they were around.” — Craig Walker, athletic director of Bend High
The Bulletin | 19
Almost 20 years after Dr. Carlson’s vision began to take seed, The Center Foundation continues to serve the area’s student athletes in the Bend-La Pine and Sisters school districts while offering outreach programs in Gilcrest, Culver, Madras and Crook County. “The Center Foundation has become such an integral part of high school athletics in Bend that people forget what it was like before they were around,” said Craig Walker, athletic director at Bend High and a long-time teacher and coach at the school. “I was there with Tom [Carlson], sitting down and brainstorming what it would be like to have free medical care available for these kids.” Many have seen and experienced that The Center Foundation’s volunteer doctors and athletic trainers are present at all home and even some away games on the sidelines to offer emergency medical care, but what the organization offers its kids is much more holistic than that. “The athletic trainers are in the schools every day providing care and other training services completely free of charge, but we’re not funded by the state, that’s part of what makes us so unique,” said Stiles. “It’s amazing to put our athletic trainers into the school as
a gift to the community.” These athletic trainers are not the kind you might think of working at a gym, making the students do pushups and situps, helping them lose those last two pounds. Each acts as a combination EMT and physical trainer, offering both first responder triage and longterm medical care for sports and movement-related injuries. The Center Foundation provides these services to all studentathletes of all income levels, and each trainer is certified by the National Athletic Trainers Association (NATA). “Every athletic trainer has a masters degree,” added Stiles. One of those trainers, Claire Irvine, who has a master’s degree in science in sports management from the University of Kansas, says The Center Foundation’s athletic trainers offer more than simply health and medical services. “We get to be mentors, and that’s so awesome,” she said. “We get to help these kids grow up.” Irvine is just starting her fourth year with the foundation, and so her first freshman class will soon be graduating seniors. “It’s amazing to see how kids change,” she said. “They’re so enthusiastic and full of energy, and kids don’t often realize they have
to live in their bodies for the rest of their lives . . . It’s not just about pain now, but living in their bodies as adults.” “Pain is just part of athletics,” added Andrew Traut, athletic trainer for Bend High who got his master’s degree in science in human physiology from the University of Oregon. “But some of it is acceptable and some of it is not. Young adults don’t often understand that an injury can affect you down the road.” Beyond his daily training, Andrew also heads up a program to offer free bike helmets in the community and has become part of the athletic family at Bend High School. “He’s at the barbecues and gets invited to the parties. He’s considered part of our team,” said Walker. “They’re so much a part of what we do here in athletics. They’re an inseparable part of our family.” It’s where many of the athletic trainers find the most joy – the challenge of balancing relationships and dreams, athletic goals, coaches and parents, and of course the kids. “It’s the crux of everything we do,” said Emily Schleicher, athletic trainer at Summit High School. Schleicher received her master’s
degree in athletic training from the University of Nebraska in Omaha and has been with the foundation for four years. “The kids always come first, sometimes even ahead of what the kids want. Sometimes a kid has an athletic goal, and part of what I do is to keep them healthy and safe.” Still, even with the high level of athletic performance in Central Oregon, our student athletes are still kids who are learning valuable skills that go beyond making contact with a curve ball or how to run a button hook – skills like teamwork, sportsmanship, dedication and fun. “The majority of these kids aren’t going to play after high school,” said Scheliecher. “But even if they’re not superstar athletes, they’re all trying their hardest, and if a kid goes down on the field, I want to be there to give them immediate medical attention,” added Irvine. “And regardless of talent or resources, all kids get the same care and treatment,” continued Scheliecher, “and being a part of that is just awesome.”

ut on a Creative Spin
Central Oregon Spinners and Weavers come together to share, learn and inspire each other. by Gregg Morris, for The Bulletin Special Projects
As a child, Mary Anna Swinnerton stood in front of a large spinning wheel, unconsciously turning the wheel with her hands, without any idea of what it could do. As an adult many years later, she came across two women from Louisiana spinning natural brown cotton outside of the Smithsonian Institute in Washington, D.C. “I really wanted to learn how to do it,” Swinnerton said. “Meeting someone who had been a weaver and was a member of a guild that met at the Smithsonian. I was hooked.” So after moving to Bend in 1999, she sought out a local guild to make friends and work on her weaving skills. “I was thrilled to find the Central Oregon Spinners and Weavers and have been active in it ever since,” she said. Central Oregon Spinners and Weavers (COSW) was created in 1971 to provide a place to learn and share skills and knowledge of weaving and spinning. A local weaving teacher, Dee Ford Potter, and weaving shop owner, Nancy Landis, organized the guild in an effort to bring together fellow weavers and spinners such as Foyce Fallowes, Marian Adams, Helen Van Huffle, Rhoda Ryan and Virginia Shive. Guilds have been around since the Middle Ages as a means for learning a trade and to move from apprentice to journeyman, and on to master. The Handweavers Guild of America has rigorous

programs in both weaving and spinning to challenge members to show a mastery of skills. While COSW does help individuals increase their skills, they also offer a chance for people with like interests to get together. “In the early years, the meeting place for the guild was in several different places, including the Deschutes Historical Society,” said Carol Siegworth, unofficial historian and COSW member since 1975. “As more members were coming from Crooked River Ranch, Terrebonne, Prineville and Redmond, the meeting place moved to Redmond, now at Highland Baptist Church.” For generations, the use of natural fibers to make clothes, shelter and art has been practiced throughout the world. Therefore, weaving and spinning are closely tied to world history and culture. While technology has brought fiber artists closer together with instructional videos and synthetic fibers, the concept of interlacing two yarns together to make cloth has not changed for thousands of years. COSW’s desire to keep the tradition alive is highlighted in their creed: “To foster the arts of weaving and spinning, to stimulate further interest in the crafts for those who are already engaged in them, and to stimulate interest in the crafts for others.” For community outreach,
COSW guild members demonstrate spinning and weaving at the Deschutes County Fair every year. They also encourage the members to participate in both the Jefferson and Crook county fairs. During the demonstrations, visitors are given an opportunity to try it themselves and see what they can make. “Both adults and children seem to enjoy this hands-on experience,” said Swinnerton, “particularly some of the boys.” COSW also holds two workshops each year for their members. One is focused on spinning with a wheel and the other on weaving with a loom. The members stay in touch with other fiber artists through two nonprofit organizations: the Weaving Guilds of Oregon and the Association of Northwest Weaving Guilds. The
Handweavers Guild of America keeps them up to date with new techniques through conferences and newsletters. Oregon’s History of Spinning and Weaving Oregon has a long history with the fiber arts. In the 1800s, flax was brought to the Willamette Valley. The flax stem fibers were spun into a linen thread and woven into cloth. The early 1900s saw more than one million sheep in Central Oregon produce a fleece that was made into yarn. As recently as 2009, the Oregon legislature passed a law allowing hemp to be grown. Hemp had been banned since 1932 because it shares the same botanical family with marijuana, though the multi-use fiber can be used for such items as clothing, paper and rope.
Connections Through Spinning and Weaving Swinnerton says that the many connections she has made by belonging to the COSW, and other fiber arts guilds throughout the country, has been beneficial to her.Not only is she always eager to meet new people with similar interests, but she enjoys being able to connect with her creative side and with other members of the guild. “I never really liked history until I began to discover how weaving and spinning were major parts of the history of our country and in the world,” Swinnerton said. They will also play a role in the immediate future of our country as U.S. athletes at the 2014 Winter Olympics in Russia will wear sweaters made from Imperial Yarn from Eastern Oregon’s Imperial Stock Ranch. Ranch owner and guild member Jeanne Carver developed the yarn through her knowledge gained from the guild. COSW meets from 9:30 a.m. to noon on the third Wednesday of each month — February through November — at the Highland Baptist Church in Redmond. Membership currently sits at 65, made up of both men and women at a wide variety of skill levels. For more information about the COSW, email fiberartdesigns@ bendbroadband.com.

NEED HELP?
DIAL 2-1-1 Central Oregon 2-1-1 connects those in need with local organizations that provide relevant services. by Bridget McGinn, for The Bulletin Special Projects
Nonprofit and public services are available to address a variety of concerns and issues, but many people don’t know they exist or don’t know how to access them. Central Oregon 2-1-1 is a free, confidential service that connects people with those community resources. The service can be accessed by voice call, text message, email or through the online database. 211info, an Oregon 501(c)(3) nonprofit, provides core infrastructure support to the statewide 2-1-1 network. The Central Oregon 2-1-1 program had a unique role to fill in Oregon when it was launched in 2009. “Central Oregon was the first area in the state outside of Portland to get 211 service,” said Wilhelm. “We developed the model to handle information locally while the calls were answered at the call center in Portland.” While calls to 2-1-1 are handled by professionals at a call center in Portland, primary responsibility for maintaining the extensive local database of social services and organizational resources is held by staff at Central Oregon Family Resource Center. Ken Wilhelm, executive director of the United Way of Deschutes County, the lead partner in Central Oregon 2-1-1, credits the commitment of the local nonprofit staff with the success of the program in our region. “The Family Resource Center has always had an important role in the program’s success,” said Wilhelm. “As things have developed, that role has evolved and now there’s a greater em-
phasis on outreach and less on database management.” Locally it’s more about getting the word out and looking for new programs that haven’t been added to the database yet, as well as updating dynamic listings such as events and seasonal issues. The most common 2-1-1 inquiries are those related to shelter, utilities, food and health care. Initially, the bulk of inquiries to the service were made through Dial 2-1-1, but online usage has steadily increased, with roughly as many database searches as phone calls in 2013. People who access the service online are able to search the community information database, including more than 8,000 state-wide public and nonprofit programs, the exact same resource that call center staff utilize to respond to queries, and which is continually updated. The online service is quick and easy to use. Clicking on the “Search Now” button prompts users to enter a zip code and choose a browsing method. Every step of the process is clear and includes tips and instructions. Search results include a comprehensive list of contact information for resources organized by proximity to the initial zip code, which represents ground zero. While the email and text options are not big pieces yet, Wilhelm said interest is apparent. In 2013, 2-1-1 was able to expand and now covers 100 percent of the state’s population, even the most rural areas, something that Wilhelm feels proud to have been a part of. “It’s gratifying to see that we have been able
to get statewide universal coverage,” he said. “Now it becomes about finding a way to sustain the service and to adapt as it changes. That’s where technological enhancements come in.” The next evolutionary step for 2-1-1 is increasing the supporting role the program offers to 9-1-1 services during community wide disaster and emergency situations, thus reducing the volume of non-critical calls to 9-1-1. Future plans for the program also include expanding the hours to make the call center available 24-7. “The weekend is a void we’d like to get past,” Wilhelm said. “The service should be there whenever anybody needs it. Crises don’t always happen during the day during the week!” For now, the phone lines are staffed Monday through Friday, 8 a.m. to 6 p.m., and the website is accessible all hours.

Make the
Volunteer Connection Volunteer Connect builds a bridge between local nonprofits and those wishing to volunteer. by Bridget McGinn, for The Bulletin Special Projects
Research indicates that volunteering can provide health benefits such as lower mortality rates, greater functional ability and lower rates of depression later in life. It is not only individual health that can benefit from volunteering, but the overall health of an entire community, emphasized Betsy Warriner, executive director of Volunteer Connect. The Central Oregon nonprofit has been fostering a caring, vibrant community in Central Oregon since 2004. “We focus on connecting volunteers with opportunities that interest them,” Warriner said, adding that the number of volunteers and the organizations they serve has steadily increased over the years. In 2013 Volunteer Connect served more than 2000 individual volunteers and assisted approximately 125 local organizations with their volunteer needs. They also organized the annual Project Connect event, bringing together 800 volunteers and 2500 guests at the “one day, one stop” provision of services for those in need. Volunteer Connect provides both one-time and ongoing volunteer opportunities. To access their database, visit www.volunteer-

connectnow.org and click on “Find a Volunteer Opportunity.” With the recently updated search system, once on the opportunities page you can search for volunteer activities that match your interests with a simple filter for opportunity type. Or you can click on ““Agencies” to find a comprehensive list and description of each of the organizations seeking volunteers. A special feature of the new search system is how it allows users to easily share an appealing volunteer opportunity with friends. “It’s really cool because you can click on Facebook or whatever social media you use,” Warriner explained. The website also lists community events and offers opportunities to serve on a nonprofit board - a valuable experience particularly for people who are unemployed or are just beginning their careers. Volunteer Connect aims to assist people who are out of work or are new to the professional arena with their Career Connect program. “Many times people find that the longer they are unemployed the harder and harder it becomes to find a job,” said Warriner. “There is a gap in their resume that just continues to grow.” Career Connect helps to fill that gap with valu-
able volunteer experience, as well as providing opportunities for networking and skill enhancement. According to Warriner, the number one impact of volunteering is on the lives of those directly served. Beyond that, volunteering connects the community and allows people from different walks of life to encounter each other, build relationships and understand each other. “Volunteering allows people to better understand situations, such as homelessness, and the underlying factors surrounding the issue,” said Warriner. “Volunteers can then become advocates, working on the root causes of issues and taking action to make things different.” In addition, volunteering can have a significant impact on our community at large. “Many organizations would not survive without volunteer support or would not be able to achieve their missions without volunteers,” Warriner said.
