The Awesome Power of Nonprofits by Althea Borck / Special Projects Editor
Do you remember a few years ago when the big thing was “Six Degrees of Separation” — the theory that everyone and everything is six or fewer steps away, by way of introduction, from any other person in the world? It became such a popular turn of phrase in 2007 that a game was created that challenged movie buffs to find the shortest path between an arbitrary actor and prolific Hollywood actor Kevin Bacon. Admittedly, I never attempted to play the game (it seemed so silly), but the concept behind it isn’t all that new. It has been around for decades, a posit about our shrinking world but also about how everyone is ultimately connected to everyone else. For the past seven years, I have lived and worked in Central Oregon, and I could probably connect the dots between myself and six other people if I worked at it. But it’s the “how” behind those connections that really had me thinking. How did I get to the point that I knew that person through that person, who also knows that person and that person? Which leads me to The Bulletin’s annual Connections magazine.
Started in 2006, the goal of the publication has always been to compile an up-to-date listing of charitable organizations in Central Oregon. Now I won’t lie: It’s a massive endeavor each year to update and compile the directory of nonprofits, but the end result is an eye-opener. It’s amazing to see how complex and how extensive this network of nonprofits really is. Last year, there were 397 nonprofits listed in Connections. This year, there are 401. And each of those 401 entities serves a purpose, fulfills a need and makes a difference. From food pantries to family advocacy groups to clubs that honor the outdoors to groups formed to support the arts, the nonprofit community of Central Oregon helps to make the region and the communities that thrive within it successful and sustainable. And let’s not forget the thousands of volunteers who do their part to create, sustain and drive each nonprofit and the people they serve to be ever mindful of the ideals and the surroundings that make this region what it is. Within each edition, we also strive to highlight the faces behind the organizations — the crews that keep the nonprofit going and those who benefit from their services. The stories that surge to the surface and catch
our eye are many. Some are heart-wrenching, some are overwhelming, all are inspiring. After all, it would be difficult to tell the tale of nonprofits without mentioning people — their interactions, their services, their inspirations, their connections. So maybe “amazing” isn’t the right word. It’s awesome. You see, the true success of Central Oregon’s network of nonprofits is in how they connect with the community and help us connect with them. They utilize technology, local events and the like to keep informed and keep the community informed. Facebook and Twitter have enabled organizations to be heard across vast distances, and groups such as the Nonprofit Association of Oregon and Volunteer Connect provide guidance and assistance. Each nonprofit may have its individual mission, but in the end, they band together through service, spirit and support to make it easy for everyone who lives here to stay involved and stay in touch. We may not realize how connected we are to each other and to the community. It’s not something we talk about or create a silly game about. But I’m pretty sure everyone knows someone involved in one or two of the organizations listed in this magazine. And that’s awesome, too.

50 Years of Empowering Lives Opportunity Foundation marks a half century of teaching & supporting people with disabilities. by Kelsi Shelton, for The Bulletin Special Projects
On a wipe-off board in the midst of a busy landscape of memos and pictures behind the cash register is written a simple phrase: “Can’t couldn’t, until try showed him how!” I was waiting to take a tour with the Opportunity Foundation’s Bend Thrift Store’s general manager, Vera Farrell. Program supervisor Susan Clampe was ringing up and visiting with two women who had come into the store from out of town. It felt cozy and welcoming, and I could hear employees Page 4 | Connections 2015
laughing and talking in a back room, where they were getting ready for an educational class on job skills. Chiquita, one of the staff member’s dogs, was scurrying about, making it feel that much more familial. “If it wasn’t for community, we wouldn’t exist,” Clampe said. This, along with the humble little phrase scribbled on the wipe-off board, aptly sums up the Opportunity Foundation’s mission: to empower people of diverse abilities. Celebrating its 50th year with 200 employees
and 200 supported staff (those with developmental disabilities who are working with the organization), the Opportunity Foundation originally started in the 1960s as a school for kids with developmental disabilities in the Corvallis area. During this time, executive director Seth Johnson explained, schools were legally allowed to decline services to children with disabilities. However, once the Individuals with Disabilities Education Act passed in 1975, the foundation was able to re-implement their mission in a new way, which couldn’t have come at a better time. The
state was in the process of closing down a staterun facility in Salem called the Fairview Training Center, which housed hundreds of people with developmental disabilities. Residents of Fairview were being reintegrated into the community. As a response, the state reached out to agencies such as the Opportunity Foundation. According to Johnson, agencies purchased homes in communities and offered vocational, residential and medical services to individuals with a range of special needs. “The goal was for these individuals to be supported, but not relegated to the institution,” he explained. “Homes of 3-5 people in neighborhoods were very different than Fairview. It was revolutionary then to make this move toward community inclusion.” Now the largest organization of its kind with headquarters in Redmond, the Opportunity Foundation owns and operates eight group homes and several businesses in Central Oregon, including three thrift stores in Bend, Madras and Redmond; a product assembly division; custodial services; a wood mill that repurposes waste wood; and electronic recycling services. “We’ve been green and re-using materials long before it was trendy to do so,” joked Clampe. Farrell explained the thrift stores’ two-fold mission: The first is the retail end, which “generates funds for programs that enhance and enrich the lives of those with disabilities.” The second part is the rehabilitation piece, which offers on-the-job and classroom training. Supported staff then go and practice what they have learned in the classroom out on the floor, whether it be stocking, organizing, assembling or cleaning. “The thrift store is training ground so they can then go out and find jobs in the community,” said Farrell, who has been with the store for 10 years. As part of the Opportunity Foundation’s initiative to help individuals integrate into the community and gain independence, supported staff regularly take tours of other businesses in the area, which helps to make job possibilities in the community more concrete and approachable. “It reinforces the lessons and on-the-job training they’re getting and gives them real-world application,” Farrell said. She explained it also gives businesses more exposure and comfort with people with developmental disabilities.
The biggest challenge
While the thrift store faces rudimentary challenges such as finding a bigger facility and purchasing a snow blower, Farrell said the biggest challenge is far more elemental. “(The real challenge is) educating the community on how people with developmental disabilities can add value to your business and life,” she said. While the goals of the Opportunity Foundation are always changing and shifting, Johnson referred to Mar-

Avery and her employer won 2014’s Central Oregon Community Employment award. tin Luther King Jr., who said, “The arc of history bends slowly but it bends toward justice.” In many ways, he said, the Opportunity Foundation is a response — a response to individuals being excluded from schools, the workplace and housing. The heartbeat of the foundation, Johnson explained, is inclusion, integration, equality and justice. Over the years, the organization has shifted more toward all it can do to help people find jobs in the community, with less emphasis on individuals working in the thrift stores. The foundation envisions all people living, learning and working together. “Not all employers are willing to support the level of needs they may have,” said Johnson. “The challenge is to encourage employers to learn how to deal with these needs. (Individuals with developmental disabilities) also have a plethora of things to offer.” While the foundation is proud to reach the 50-year mark, Johnson explained that it’s the sustained growth and relationships built over time that they value. “The longevity of the organization isn’t the most important — it’s important and admirable — but it is not just longevity but that continued effort to bend that arc toward justice over the years, to enlist the community’s support on that journey. This speaks volumes to the people that we support, as well as the inspiration that they provide to the community.” And raising awareness to the community, Johnson said, is one of the foundation’s biggest challenges. “The most important way to do this now is to build relationships and find jobs in the community.” A big goal, he said, is to have an ever-increasing set of partnerships. “We cherish the ones we have, but would love to develop even more.” A testimony of the Opportunity Foundation’s work can be seen in the story of Avery, a woman who started out working in one of the Opportunity Foundation’s programs. Seth would often take his business lunches to One Street Down Cafe in Redmond, and, after noticing potential for an opportunity with them, he approached the staff to see if they would be open to employing Avery.
The biggest goals
The biggest myth, Johnson said, is in how people view each other. “We are all more alike than we are different. It’s time to rethink the idea of disability. This word creates distance—it starts with the word ‘dis’ after all, right?” The Opportunity Foundation focuses on one’s strengths rather than labels, which only serves to establish an “us and them” mentality. As the foundation grows, future goals include establishing community jobs and community living, including semi-independent living settings. While the recently opened Wilson House in Redmond (see story, Page 6) is the first step in their goal to provide more support for kids with intellectual and developmental disabilities, Johnson said they also want to provide support for kids so they can live with their family at home, rather than leaving to live in a residential setting. This means more parental assistance and support. And support, Johnson said, is the biggest encouragement the foundation has received. “When we ask our community to support our mission in ever new and shifting ways, our community always steps up and takes the next step with us.”

A Voice FOR NONPROFITS The Nonprofit Association of Oregon expands to Central Oregon, giving guidance to local groups.

Since 1977, the Nonprofit Association of Oregon (NAO) has given nonprofits in the state a voice. Based in Portland, the mission of the NAO is to strengthen nonprofits in the state and make them leaders — an idea that has remained the same since its inception. Oregon’s nonprofits are under increasing pressure to make strategic business decisions that improve their charitable goals, year after year. The NAO serves as a source of learning and professional guidance to help make the business of running a nonprofit less complex. Recently, the NAO assessed nonprofits in the state to see if on-the-ground support was necessary and applicable. Central Oregon, it seemed, was a good place to hire people as local resources. Adrienne Graham was one such person. As the Central Oregon Regional Director for NAO, Graham acts as a liaison of sorts between the main office in Portland and the nonprofits in Central Oregon. She is a connection to the NAO’s resources for those who run nonprofits. As such, Graham’s position on the ground for NAO calls for varied roles and projects including the Regional Advisory Council, Nonprofit Resource Roundup and the Online Resource Guide. “We want people to know they have a local resource,” she said. “(We) are closely connected with Page 6 | Connections 2015
efforts in the Portland office.” The Regional Advisory Council connects people from different Central Oregon towns and nonprofit organizations to advise on resources such as funds, scholarships and workshops that nonprofits can take advantage of. Graham also collaborates with Cheryl Puddy of the Oregon Community Foundation (OCF) to reach rural communities in towns such as Fossil and LaPine by holding Nonprofit Resource Roundups. These roundups instruct nonprofits about OCF grants, give information and presentations about the programs and allow nonprofits an opportunity to develop their personal stories and network with peers. “They see a name and face and see that we’re approachable,” Graham said of the program. To further the NAO’s approachability, in the spring of 2015, Graham and the NAO team will be releasing the Online Resource Guide for Central Oregon nonprofits. It will consist of peer-recommended services not unlike Angie’s List (a website compilation of local business reviews). “Many people don’t realize how much they can access,” she said. The Online Resource Guide will act as a compilation of resources — such as funding sources, professional service providers and professional development opportunities — that nonprofits can access quickly and easily.
The 700 members of the NAO are working toward collecting voices from around the state and making them heard. “There is a lot more impact if you have that collective voice,” said Graham. In her role at the NAO, Graham sees the impact nonprofits and their advocates have on the state and local communities. Since the mid-1980s, she has been involved in nonprofit management and making sure they have a voice and ample access to resources to keep them healthy and viable. “The NAO is far more than just a job,” Graham said. Edmunds Well Wildlife Sanctuary brings the wetlands to the High Desert for kids of all ages.

In 1986, Don and Carol Edmunds purchased 160 acres of land in the Summer Lake Basin of Oregon. Don drilled a well and began the arduous process of turning desert land into a wetlands sanctuary. Today, the Edmunds Well Wildlife Sanctuary stands as 560 acres of protected land, complete with four artesian wells providing more than 300 acres of excavated ponds, canals and dikes. For their efforts, thousands of birds, fish, deer and
many other animals call the sanctuary home, if only during times of migration. “I love the beauty of it all,” said Carol, a Central Oregon resident since 1983. “The more time you spend there, the more you see and appreciate. Plus, the enjoyment that others get from it is contagious.” Located 100 miles southwest of Bend, the Edmunds Well Wildlife Sanctuary calls Summer Lake home. Because Oregon is in the Pacific Flyway bird migration route, countless birds — from snow geese to swans — stop by the sanctuary to rest safely. The four wells, including the namesake Edmunds Well, supply all of the water for the 20

ponds, ranging from two to 40 acres in size. The water circulates by a gravity flow system engineered by Don. The ponds are stocked with rainbow trout and largemouth bass. It took more than 25 years and nearly $1 million to create the sanctuary in the middle of a desert. “When you drive down the road, you see all the ruts and bushes and dry, ugly things,” explained Carol, 72. “Don took the desert and turned it into a beautiful wetland. When some people tour, they think this is the way it has always been.” In 2001, the Edmunds Well Wildlife Sanctuary became a 501(c)3 nonprofit corporation. Through donations, and the Edmunds’ own money, they have been able to build a lodging facility and an activity center for visitors. And, while the economic downturn dried up many donations, Carol has still managed to continue the sanctuary’s goal of providing a safe haven for animals and a retreat facility for nature enthusiasts and disadvantaged and at-risk youth.
Don’s knowledge and skill in shaping the sanctuary came from owning Reliance Construction and working as an excavator until retiring in 1995. During the late 1980s and early 1990s, it was not uncommon to see Don in an excavator while Carol operated a small bulldozer at the sanctuary. In the late 1970s, Don survived a bad scare from Hodgkin lymphoma. Then, shortly after purchasing the first 160 acres, the disease came back. While Don was checked into Stanford University’s medical center for his cancer treatment, he would walk past the children’s ward every day. It was there that Don decided to open the sanctuary’s doors for disadvantaged youth in hopes of putting smiles on their faces. Each year, between Spring Break and Labor Day, nearly 250 youth visit and stay at the sanctuary. Local organizations, such as the J Bar J Ranch and Boys and Girls Clubs of Central Oregon, and inner-city children’s programs from Portland, all spend time visiting and helping out at the sanctuary. “It was Don’s dream to make things better,” said Carol, who works part time at the Bend Memorial Clinic laboratory. “He wanted to make it a beautiful wetlands, and he wanted to preserve it and provide it for disadvantaged youth.” “The thing I’ve noticed is that a few kids may miss their TV,” added Det Kirkendall, local caretaker for the sanctuary. “But most are excited to do things they have only heard about. It’s a different experience.” While visiting the sanctuary, the children stay in the Fin & Feather Lodge and learn about the landscape and the animals that call the Edmunds Well Wildlife Sanctuary home. They tour the grounds, fish, do arts and crafts, and woodwork. But their real education and connection to the environment comes from hands-on projects designed for the betterment of the sanctuary. The kids plant grasses and trees, mend fences and do any other various jobs.
Children aren’t the only ones who visit the sanctuary and appreciate its glory. Groups of adults also flock to the Summer Lake site. Bird watchers spot migrating geese, swans, ducks, eagles, osprey and hawks, to name a few. Hikers venture out to the many geological features surrounding the area. Even the University of Oregon Department of Anthropology has done several dig sites in the area. Catch-and-release fly fishermen set their sights on the trophy fish living in the ponds. Keen wildlife observers spot the year-round residents of the sanctuary including deer, antelope, cougars, coyotes and many other animals. And, of course, the stars seem limitless. “Some days you look and say, ‘What is out here?’” said Kirkendall. “But, the more time you spend out here, the more you understand.” Don passed away in 2007, but his legacy lives on through continued work by Carol and others who both love the land and understand its importance. Though many diseases get a lot of publicity these days, many people have still never heard of one that affects large numbers of people worldwide: scleroderma. The lack of awareness surrounding this autoimmune disease can have detrimental effects on patients, and early diagnosis is essential in providing proper treatment and preventing further damage to the body’s tissues and organs. Central Oregon resident Ann Havelock was diagnosed with scleroderma in 2009. Experiencing firsthand the effects of a late diagnosis, Havelock saw the need to raise awareness about the disease. She decided to take it upon herself to get the word out to the rest of the community by founding
the Scleroderma Angel Foundation in 2011. The hope is that by providing more information about scleroderma to the public and the medical community, early diagnosis and better treatment for patients would take place more frequently. Scleroderma is a potentially life-threatening autoimmune disease, which affects the connective tissues in the body. Between 300,000 and 700,000 people in the United States alone suffer from it. There are several types of scleroderma that a person can be diagnosed with, each characterized by differing levels of severity. Each patient falls within one of two broader types of the disease, localized or systemic. Localized scleroderma typically affects one part of the body and is often more mild than systemic scleroderma, which can wreak havoc on the whole body. Hardening or tightening

of the skin, color changes, numbness or pain in the hands or feet, and heartburn are a few common symptoms. “Every patient is different, and many don’t look like they are sick,” said Havelock. “People need to understand that even though they may not look sick, they are often really suffering on the inside. One person might have a really mild case with almost no symptoms, while another might be struggling 24/7.” Havelock began showing symptoms in 2007, when she noticed her hands getting colder than usual. This was soon followed by intense pain in her hands that made even driving extremely difficult. It took a year and a half and five doctors before she was officially diagnosed with systemic diffuse scleroderma. “The pain this disease causes is terrible,” said Havelock. “I have an aneurism in my heart, pulmonary fibrosis in my lungs, and ongoing pain. If I had been diagnosed sooner, it is very likely that the disease wouldn’t have caused this much damage.” The cause of scleroderma is currently unknown and there is no cure, but symptoms can be treated individually, which can relieve pain and also prevent or slow the progression of the disease. That is where the importance of early diagnosis comes in. The sooner a patient can be diagnosed and have their symptoms treated, the better. Unfortunately this disease can be hard to diagnose, as the symptoms are often similar to those of other autoimmune diseases such as lupus. Additionally, many in the medical community don’t specialize in the disease, making recognizing it even more difficult. Havelock recalled that when she was first diagnosed, her doctors didn’t know a lot about the disease. She had to be her own advocate and go out and learn about the disease. She began seeking knowledge wherever she could and eventually even started her own page on Facebook, where patients could express their concerns, get more information, and provide one another with support in a positive environment. “This disease is emotionally, physically and mentally challenging for a patient to deal with,” said Havelock. “I want to provide support for other patients and also educate others so that people can be more aware and seek help if they notice any symptoms. Early diagnosis and a good support system are so important for patients with this disease. “The medical community in some ways needs to take on the role of students and learn more about this disease from patients,” said Havelock. “Living with this disease and learning about it in a textbook are two very different things.” Since starting the foundation, Havelock has dedicated her time to spreading the word about scleroderma. With support from Bend Memorial Clinic, the foundation holds conferences and lectures, inviting scleroderma experts to come and speak to patients and doctors. They also spread the word through advertising and through radio and television commercials. “Others look up to me to be positive and do something, so that is what I do,” said Havelock. “I started this foundation to help other patients. Unpleasant things happen all the time in life and all you can do is handle them in the best way you know how.”

For this Bend nonprofit, the goal is to provide support, friendship and basic aid to families in need.

At the time Debra Raney-Kelso and her husband, Gary, started The Giving Plate, they simply aimed to help a few families. “I thought a few dozen,” said Raney-Kelso. “Maybe 500 or 600 at most.” But since its inception in April of 2010, The Giving Plate has become a community force that has more than 5,000 families registered to receive food assistance. “We help 70 or more families a day,” Raney-Kel-
so commented. And though the organization gives out approximately 35,000 pounds of food a month (more than 2.5 million pounds since it began), it’s so much more than a food bank. It’s a place that proves there is always enough when we work together to share what we have. “I had went on early retirement from being the assistant supervisor for transportation of the Bend-La Pine school district,” said Raney-Kelso, “and my husband was retiring from being a roofing contractor at the time … but we were both young enough to do something else.” It seemed like a fluke really, just a continuation
of the overseas mission trips that the Kelsos were used to taking with their church, something small for them each to do in their newly found spare time. But what the Kelsos didn’t anticipate was the need they were stepping into. After 30 years of service to the community, the Seventh-day Adventist Church of Bend was closing their food bank, a major source for filling community needs, and the local Salvation Army was cutting down food benefits from every month to every other month. “We put up the money with some savings we had. ... It was right around the economic decline, too, and we just thought we’d be a small momand-pop outreach.” Connections 2015 | Page 19
But today, The Giving Plate is the fastest growing food bank in the tri-county area, with eight board members and more than 40 volunteers. This month, the Oregon Food Bank even has a scheduled visit to the facility to learn The Giving Plate’s methods. “It just seemed like it was a basic need that needed to be filled,” said Raney-Kelso. “Food is a basic need. We just didn’t know it was going to grow to be what it is.” And they’re busy. They’re checking in new families every day. “I wanna be clear, though,” continued Raney-Kelso. “From the beginning it was always important for us not to be a food bank, but to be a place where people felt supported and welcomed. ... You used to be able to put a face on hunger and homelessness, but you can’t anymore. It’s everybody. Everybody needs help.” Children, families, seniors, the disabled, veterans, the homeless, The Giving Plate serves them all — and all on donations. Volunteers known as Food Box Engineers work in the facility’s pantry, which is set up like a grocery store to calculate how they can best help each family based on its size and the current available inventory. “We want to be able to give help to everyone,” said Heather Dietrich, The Giving Plate’s volunteer coordinator. Dietrich has been with the organization since 2010 and manages front desk workers, pastry wrappers, special event volunteers, and the orga-
nization’s lunch program, which offers lunches every Saturday between noon and 1 p.m., both onsite at their Third Street facility and also since last June at a new site at the Riverwood Baptist Church in Deschutes River Woods. “We really wanted to do something to help carry the kids through the weekend,” said Raney-Kelso. “Both my husband and I believe when children are fed well, they’ll thrive in school, and in life. We want children to have nutritious food. We want them to have enough food. They often don’t have the power to make choices for themselves, and so that’s why we’re available.”

the door that they can use to buy things inside for their families and themselves,” said Raney-Kelso. “Everything is donated and brand new.” “We also have a children’s ministry area set up near the lobby,” added Dietrich. “We try to be really family oriented, and there’s a small area with toys, movies for the kids that they can pick out.” Something people don’t often think about is that constructing a food box tailor-made to a family’s needs takes time. “We want the experience here to be very comfortable and as welcoming as possible, not clinical,” Dietrich continued. “No judgement of any kind. Sometimes people need to bring their kids, and so we’re happy to have them.” The Giving Plate is even expanding to offer an area that people can browse through called the “Necessity Nook” where household basics such as toilet paper, hygiene items and cleaning supplies are sometimes available. Like so many of their already established services, the nook continues The Giving Plate’s goal of taking care of a person’s whole needs — not just food, but also community, friendship and dignity. “It’s powerful to be here and look into someone’s eyes, to meet people face to face, to see the relief and comfort we help bring them,” said Dietrich. “It seems like such a small thing to people, but we’ve all been at a place in our lives when times were tough, and I’m glad to be a part of providing relief, to spreading joy to anyone who just happens to currently be in that tough spot.”

Research indicates that volunteering can provide health benefits such as lower mortality rates, greater functional ability and lower rates of depression later in life. It is not only individual health that can benefit from volunteering, but the overall health of an entire community, emphasized Betsy Warriner, executive director of Volunteer Connect. The Central Oregon nonprofit has been fostering a caring, vibrant community in Central Oregon since 2004. “We focus on connecting volunteers with opportunities that interest them,” Warriner said, adding that the number of volunteers and the organizations they serve has steadily increased over the years. In 2014 Volunteer Connect served more than 2,400 individual volunteers and assisted approximately 130 local organizations with their volunteer needs. They also organized the annual Project Connect event, bringing together 800 volunteers and 1,750 guests at the “one day, one stop” provision of services for those in need. Volunteer Connect provides both one-time and
ongoing volunteer opportunities. The website also lists community events, such as the Martin Luther King Jr. Day of Service (see event information below), and offers opportunities to serve on a nonprofit board — a valuable experience particularly for people who are unemployed or are just beginning their careers. Volunteer Connect aims to assist people who are out of work or are new to the professional arena with their Career Connect program. “Many times people find that the longer they are unemployed the harder and harder it becomes to find a job,” said Warriner. “There is a gap in their
resume that just continues to grow.” Career Connect helps to fill that gap with valuable volunteer experience, as well as providing opportunities for networking and skill enhancement. According to Warriner, the number one impact of volunteering is on the lives of those directly served. Beyond that, volunteering connects the community and allows people from different walks of life to encounter each other, build relationships and understand each other. “Volunteering allows people to better understand situations, such as homelessness, and the underlying factors surrounding the issue,” said Warriner. “Volunteers can then become advocates, working on the root causes of issues and taking action to make things different.” In addition, volunteering can have a significant impact on our community at large. “Many organizations would not survive without volunteer support or would not be able to achieve their missions without volunteers,” Warriner said. Opportunity Foundation’s Wilson House is Central Oregon’s new home for teens

Under the carport of the Wilson House, a collection of mountain bikes neatly line the wall and a few skateboards lay scattered about. From all appearances, this looks like a typical home with teenage boys. And for the most part, it is. “Is there anything typical about living with teenagers?” laughed Suzanne Michaels, development director for the Opportunity Foundation of Central Oregon (OFCO). Last August, OFCO opened the Wilson House, a full-time, residential care home in northwest Redmond for adolescents with developmental disabilities. The first of its kind in Central Oregon, the Wilson House provides much needed help to parents and their kids with disabilities. “These are young people whose parents have made the painful decision that they need 24-hour support,” said Michaels. Parenting is hard enough, she said, and when a family has children with special needs, they may not have the training or time to give them the proper care. Staff members at the house undergo extensive and continued training in order to provide the best care possible, said Michaels. “It’s a more structured environment with the idea that we’re giving these folks a better foundation to be more successful in the community,” she said. The Wilson House currently has three teenage boys living there, and has the capacity to add one more. The house has nine trained staff members that rotate shifts 24 hours a day. Staff and residents function much like a typical family. They prepare and eat meals together, play board games in the evening, work on homework and go on regular outings to the park and the occasional movie. Two boys are high school students; the
other is in middle school. Staff members work with the boys to plan meals and activities for the week, said Chelsea Ramsey, direct support professional at the Wilson House. Ramsey, who has two children of her own with special needs, understands very well the challenges parents face when dealing with certain developmental issues. During a manic phase, for instance, some kids don’t sleep. “When you’re a parent and your child is not sleeping, you don’t sleep. It’s exhausting,” said Ramsey. Two staff members are in the house throughout the night. One sleeps while the other stays awake. “We can offer a level of security in a residential setting that can’t be offered in the home,” said Ramsey. “We have staff that rotates out,” she added. “When you’re a parent, you’re on point everyday. You can’t do anything except be with your child. The burnout level is tremendously high. We get to go home at the end of the day, parents don’t.” There is a stigma that goes with being a parent of children with disabilities, like the parent did some-
thing wrong to cause it, said Michaels. “We don’t want it to sound like the parents are failures, they’re not,” said Michaels. “They make that painful decision that they just can’t do it alone.” Parents are welcome to visit anytime, said Katie Hughes, house manager. “But I like to ask for a 24-hour notice because we are always on the go. These boys are very active,” said Hughes. The goal of the Wilson House is to help the kids be independent, develop social and coping skills, and become thriving members of the community. They will transition out of the house when they reach 18 years old. OFCO purchased the five bedroom ranch-style house 18 months ago. The house underwent extensive renovations, including upgraded plumbing and wiring, and a kitchen remodel. Each teenager has his own room, and there is a separate room for activities such as video games and foosball. OFCO provided all of the furnishings, and some items in the house were donated by board members and staff. “The home was move-in ready when these young men arrived,” said Michaels. There is a huge need for this type of residential care for younger kids, too, said Ramsey. But opening another house of this kind won’t likely happen for a while. “There are a lot of reasons that make it difficult to open a house like this,” said Michaels. At the top of the list if finding just the right property, she said. And the training that is required for caring for minors is much more in-depth and involved than staff training for adults with disabilities. “We are going to take our time and see how this goes,” said Michaels. “We would love to be able to work with kids of all ages. That’s our goal, but we’re not going to jump into that right away.” Connections 2015 | Page 25

Nonprofit and public services are available to address a variety of concerns and issues, and 2-1-1 is a free, confidential service that connects people with those community resources. The service can be accessed by voice call, text message, email or through the online database at www.211info.org. 211info, an Oregon 501(c)(3) nonprofit, provides core infrastructure support to the statewide 2-1-1 network, which covers 100 percent of the state’s population, even in the most remote areas. People can receive guidance and information about a variety of community services by simply dialing 2-1-1 toll free. The most common 2-1-1 inquiries are those related to shelter, utilities, food and health care. Initially, when it was launched in 2009, the bulk of inquiries to the service were made through Dial 2-1-1, but online usage has steadily increased. People who access the service online are able to
search the same database the call center staff utilizes to respond to queries. This database is continually updated and offers information about more than 3,000 agencies providing more than 50,000 programs. Search results include a comprehensive list of contact information for resources organized by proximity to the initial zip code, which represents ground zero. The next evolutionary step for 2-1-1 is increasing the supporting role the program offers to 9-11 services during community wide disasters and emergency situations, thus reducing the volume of non-critical calls to 9-1-1. In some parts of the state, 211info has already been providing crucial real-time communications to at-risk community members and the agencies that help them. For example, during severe winter weather, 211info works with local providers and uses social media, texting and email to alert the public of the status and location of emergency warming centers.
Future plans for the program also include expanding the hours to make the call center available 24-7. For now, the phone lines are staffed Monday through Friday, 8 a.m. to 6 p.m., and the website is accessible all hours.
